The last time we allowed afghanistan to be an empty space, it was filled with the taliban and al qaeda and the planning for 9 11 was done in afghanistan. We know if we pull out of the government collapses, youre going to have some combination of isis, al qaeda, and the taliban running the country again. Thats a longterm very real threat to the United States and europe and all of our allies. Eboni we see speaker gingrich lang out the consequences of pulling out of afghanistan. What does winning even look like at this point . Kat absolutely, what could be realistically considered a win . I like 2012 trump saying weve got to get out of there. Now he is surrounded by general generals. I unfortunately expect it will be a message of announcing we are going to be getting more involved. Lisa in june, secretary mattis told the Senate Armed Services committee we were not winning in afghanistan. Im interested in hearing from President Trump tonight about how that trajectory would change under this new plan. This is the longest war, 16 years, 700 billion spent. A lot of american lives lost. This is sensitive to americans, clearly he is trying to get their buyin by taking the message to the people. Interested to see what he has to say tonight. It seems like through most of our commitment there, its been muddling along. I do think there are significant threats still emanating out of afghanistan. If you look at the Terror Networks involved in pakistan and afghanistan. I hope if he does decide to maintain the commitment, he will do so having legitimate rules of engagement that actually let our troops do their job and fight the enemy. And not have such restrictive rules that they are basically fighting with one hand tied behind their backs. Eboni in june, he authorized more troops potentially to be deployed. Whats your personal take and your professional analysis around more troops on the ground in afghanistan . Ron the troops follow from the first question about the objective. Simply putting more troops and without defining the objective that we are trying to see, not necessarily going to make a big difference. What is the objective and how are you going to achieve it . Eboni jessica, after 16 years in afghanistan, what do you expect possibly that President Trump can do that would be different than what weve seen from george w. Bush or president obama . Jessica i am hopeful, that its clear what his intention is. Hes not only to talk about those troops deployed. Weve seen early reports thats whats going to happen but also outline the goals for Civil Society in afghanistan which is the key piece of ending a war anywhere successfully and making sure we dont leave afghanistan as much of a mess as we found it in. Im not completely sure if President Trump is going to be able to articulate that. I realize this will be a teleprompter speech and hopefully he will stand the teleprompter the entire time and so we will be hearing essentially from general mattis. Im saying i hope theres no adlibbing. Its so important, its critica critical. It can help him a lot after last weeks events. I wonder if the timing of this announcement has to do with how badly last week went. If the troop authorization came in june, why is this suddenly happening today . Eboni let me follow up on that. Do you think this is an attempt by the president to shift the narrative around this very heated debate around charlottesville and the domestic terrorism that have been there, also this ongoing debate about confederate statues. Jessica especially after what happened with the uss john mccain which we will talk about later. I think its part of that and also after the barcelona terror attack which will also address later. I think its important for the president to refocus on things or he can have more command of them and be backed up by the generals in his administration who are widely liked. Eboni the congressman talked about on shackling the hands of some of our generals and leaders. That is something President Trump is spoken about. Do you think thats indicative of something that will be a better outcome than what weve seen in the past 16 years when it comes to afghanistan . Kat 16 years is really long time. Weve putting so much effort, lost lives, so much money. I think President Trump is against up against the fact that getting out of afghanistan is something people like to say but you are up against the military industrial complex. Also russia wants him to get out so he would run the risk of people saying you are just doing whatever putin wants you to do when in reality thats when he ran on. Of course hes not the first candidate turned president to do Something Like that. President obama did the same thing. He escalated things anyway. This is par for the course. People run on it and its hard to pull off. Eboni president obama absolutely ran and many would say won on being the antiwar president. Im assuming he learned a lot more about the situation, its not as easy to pull out. Do you think theres a political consequence and running a particular way . President trump ran as an antiinterventionalists and then having to pivot midcourse . Lisa we havent seen him say a whole lot about afghanistan. Eboni he talked about america first. Lisa what has he engaged a sin . Steve work im not saying he has. Im saying we are going to find out more tonight. Lisa 59 missiles. Ron he was very much once you went in, to take the troops out like president obama did, that created means for isis to take territory. I think he was saying in the campaign you have to play the cards youre dealt in addition to having his initial lisa i think he was arguing we could not be in the worlds policeman anymore. Jessica if you read twitter today, you would see a number of people retweeting old trump tweets where he said clearly president obama, youre doing the wrong thing by putting more people in the region. We need to get out, we need to get out. Its a Campaign Promise and something i think could activate a steve bannon against him. Lisa President Trump has said he doesnt want to set timetables. Hopefully he doesnt do that tonight. Boxing himself and politically. This is about what our military advisors are saying and if there is any ability to win in afghanistan or push the tallow man outcome i think theres a lot of questions about that. Congressman, i have a question. A couple weeks ago, it was reported there was a joint towel band and isis attack that killed 50 people. What do you know about isis, what kind of foothold and they have in afghanistan right now . Ron its a much stronger foothold than we would have thought 12 or 18 months ago. Thats the risk you run. Obviously he campaigned in terms of not necessarily getting involved in nation building. Weve done a lot of nationbuilding there. The question is, if you decide to simply get out now, is it going to metastasize . Hes got to make those hard decisions in real time based on the information hes getting from the people hes put in those positions of authority in the military and our intelligence services. Eboni from your experience, is there such thing as winning at this point . 15 and change years in. Ron we did win initially militarily. They took out the towel band, they routed al qaeda. We then went into a nationbuilding phase which i think is different because you cant win that militarily. You are taking a premodern society, trying to create a democracy. I think you can win if the goal is tactically destroying the isis remnants in the taliban. You can do that. Can you make afghanistan a thriving country militarily . It cant be done militarily. Eboni kat timpf, a question for you. We are a nation divided along certain domestic issues. Do you think having a conversation tonight nationally around afghanistan, a National Security issue, will it be helpful by way of resolving some of the division that we have in america right now . Kat i dont think so. Sorry to say. I really dont. People who will find issues with whatever he says or people who will refuse to find issue no matter what he says. Kat congressman, im going to start with you. Twice in two months is a lot. What you think is going on . Ron its a huge deal. It doesnt get any more significance than this with these mishaps at sea. A couple things ive heard and they are going to have to investigate. One is a lack of training given some of the cutbacks in the military. We have seen that applied to other mishaps and other services. Im not sure whether thats true or not. The other thing they could be an issue here is potential cyber activity. Thats something he would be very significant. In congress, we have interests looking at some of this. The investigations that the navy does for my time there, always very thorough. This is rocking the fleet right now. Kat lisa, you hate to see this happen. I dont know if it could be something as simple as a training issue. This is really disheartening. Lisa especially the fact that we have ten sailors missing right now. We pray we can find them. God only knows what happened. They are doing a review, so i think its important to not get too ahead of ourselves in what happened. I think we need to see what happens and then there might be potentially a role for congress to look into it as well depending on what the investigation turns up. Is it a budgetary issue . A lack of training . What is this . What role do you think Congress Might have and looking into this depending on what sort of review comes back . Ron i think the navys review will be the primary but i think we will look at other aspects of it. Once we get the facts, they are very there might be a role for congress. Appropriating money, training, cyber defense. Clearly theres going to need to be something done. Eboni based on your experience, and i know you dont have a crystal ball, but what can you tell us about with the timeline . Ron these things are not something that happens overnight. This is a very thorough process, so were not going to get an answer in two or three weeks. You are talking about months. Lisa we are still investigating what happened with the fitzgerald. This is a broader investigation. Ron i think there will be a specific investigation about this issue, as the secretary said, theres going to be a broader investigation about the seventh fleet and whats happening in the pacific. Thats probably the most important area for our navel, in terms of projecting naval power, given china, given what goes on in the pacific. Its a radical area. Lisa is it an issue of dangerous waters . What do you know about i guess some of these incidents weve had . Ron when you get out on the blue water, its all tough terrain. I dont think its that. I think its going to be something, was there something done to interdict how the normal operations work . A cyber attack or Something Else or with people who were in charge, where there are mistakes made by the personnel on board . I think we will find out but i dont think we know now. Jessica i agree with what the congressman said. I wanted to add, these terrible tragedies and hopefully we will find all ten sailors alive and everything will be fine in that regard, are unifying moments for the country and i think an important dialogue can be had about where we may need to appropriate more money, not necessarily to build up the Defense Budget as some on the right might want to but to be practical and thoughtful about it. There are some places where we are wasting a lot of money and all of us do know that on both sides of the aisle. I think its import we have this conversation and that everyone on capitol hill as well, supporting our military making sure they have everything they need from the training to whatever they might need on board or Something Like this happens and also to really assure our allies in the region. I just got back from japan and met with a lot of officials over there in the dod. Their version of the dod. They made a perfectly fair that our relationship is incredibly important that men it needs to be even more solid with whats going on with north korea. Our presence in the pacific is even more crucial. Ron the money we spend on our navy is some of the best money spent. Obviously they can win wars for us. They are deterring so many threats from materializing by having the strongest fleet in the world and its very, very important. If we do need more resources, we should do it because we get back so much more in them keeping the peace. Eboni i think thats critically important. We talk about budget and the left on the right, it all gets very calm skated but i think what we can all agree on is being good stewards of the american taxpayer dollars. When you articulate the return that we get, our allies get, the globe around that type of investment, i dont do i dont think theres an argument to that type of payoff. Kat budgeting, doesnt mean we need to throw more money, maybe allocating it differently. Everyone admits theres a lot of waste. Eboni thats what i mean, stewardship. That was something that you just cant really get an appreciation for when youre watching nasa putting a picture on its website or the video they were showing. Im going to tell you about my story as an undergraduate at the Great University of North Carolina at chapel hill. I took classes in a halt named for william saunders. He was an attorney and historian and organizer of the North Carolina kkk. Around 2000, we protested. It took ten years. There was not a take down in the middle of the night. It went to the board of trustees of the university and they voted to rename it carolina hall. I know you went to yale. Can you tell me about the issue you had on campus . This was long after i was gone. One named after senator Johnson Calhoun who was involved in defending the institution of slavery in south carolina. In a lot of members of yale undergraduate did not like it. They voted to change the name of calvin college. I think all of these places have the right to make those decisions. I agree with you. Dont do it through mob violence. I think doing it in the middle of the night is cheap. They have the debate, go on record and do it. In the case of yale, so my view, make the decision. There are people who did some great things were involved in things that we dont necessarily approve of today and shouldnt approve of. But i think you learn from that. The Founding Fathers, they inherited a society that had slavery for a hundred years in the colonies. Many of them were opposed to it. They didnt think they could create a union if they insisted on age. I think the principles they found it in the constitution set in motion the demise of slavery and allowing people to have equal rights.
