New York City Public School families, 400,000 families responded. Ive never heard anything like that. 75 of them want their kids back in school in september. So the people are speaking, the obligation to respond to that but to do it safely and do it well. Dana will talk to former education secretary ernie duncan in a moment about all sorts of things regarding schools but first to laura ingle with the latest on School Reopening plans across the country. Laura, this is very much on the minds of american parents. You go to any neighborhood in america and you walk on the street and talk to parents and this is what they are talking about. The word that we are hearing mostly is hybrid. Its going to be the word of the new school year for so many across the country, as parents, educators and lawmakers try to strike the balance between safety and schooling for the fall semester. As we take a look at the numbers, they continue to change. At least 39 states have released School Reopening guidance, including california, florida, and arizona where covid cases continue to surge. Yesterday the florida education commissioner issued an emergency order requiring all schools to open in august. While the decisionmaking has been handwringing for so many, the American Academy of pediatrics strongly advocates that students start the year physically present in school, saying there is already evidence of negative impacts on children with schools closed in the spring. Including social isolation and failure to identify learning deficits. Several School Districts throughout the u. S. Are planning a mix of classroom and Virtual Learning for the new school year where students would attend school a few days a week, limiting the number of children in the classroom while other districts are looking to break up the size of classes by putting half of their students in classrooms in the morning, the other half of the afternoon. There are also requiring many kids to wear masks. All of this is working parents struggle to do it all. According to the u. S. Bureau of labor statistics, 40 of u. S. Workers between the ages of 20 and 54 have children at home. Which brings up the biggest question for working moms and dads. How they are going to be able to work fulltime while their kids may be in school parttime. In south carolina, education officials are now backing away from their plan to reopen schools in the fall due to an increase in cases. In new york city, as you mention, the nations Largest School district, mayor bill de blasio said today that the city still doesnt have a plan in place. We are over two months away to the opening of school. A lot can happen, a lot of challenges can come up more progress can happen in that time. So we are going to be ready for any eventuality. In connecticut and illinois, students will be allowed back into classrooms with everyone wearing masks. Honestly i think we are all just happy to have our kids back in school. I miss my friends. I also miss my teachers. Only four states and d. C. Have set dates for the Upcoming School year beginning in august, including hawaii, north carolina, missouri, and rhode island. This comes with a staggering price tag. Officials with the association of School Business found that the average u. S. School district may need to spend an additional 1. 8 million to reopen School Building safely. Let me start with the question that a lot of parents are having now which is what are the consequences of kids being out of school for so long and this uncertainty in the summer months before they know what theyre going to do. If they dont go back to school in the fall. You a lot of moms and dads, working parents not able to do homeschooling and their jobs. Its very complicated. I will mention two truths. As a parent first and foremost, i think all of us parents desperately want our children to be up to go back to school. We want them to able to go back to School Safely. What we do collectively across the country during july, that will determine whether or not our kids go back to School Safely in august and september. So anyone who thinks schools can just make these decisions in isolation, its not how this works. Schools are not bubbles. If we decide to wear masks, if we decide to stay out of bars, if we decide to stay out of indoor restaurants, if we do the things we need to do, small sacrifices for her children, then they will be able to go back to school this fall. If we act selfishly, if we act irresponsibly, we are going to deny our children that opportunity. Its a real shame, real tragedy if that happens. Kevin mccarthy, minority leader in the house, republican said today in usa today that we see a looming crisis for schools and child care if its left unaddressed. It will exacerbate the economic crisis caused by the pandemic by preventing parents across the country from returning to work and continue to widen the socioeconomic gap. Do you think there could be some bipartisan support for additional funding for schools . I think there has to be. Theres not been enough republican support. There is tremendous democratic support for that. Weve not seen that support forthcoming from the current administration. As tough as the school year has been, im worried that next school year will be even tougher. So much of School Districts rely on local taxes for their funding and those of taken huge hits because of the time in our economy. Only the federal government can step up with a massive package that would help support School Districts across the country. I hope republican step up and support all of our children in public education. Dana i talked to a couple friends today who have Young Children and they have a concern. I wonder if you could talk about it. Should they be concerned. Maybe they can cross it off worry list. Their concern is how far behind their children might be amongst their peers or even across the globe. We have a pretty competitive Economic Situation and they want to make sure that their kids are ready to go and prepared for that. Its a very, very valid concern. I wish i could discount it but they are exactly right. We always have what we call a summer slide were too many children fall behind during the summer but because we left school in march and did the Distance LearningVirtual Learning, we had a covid slide and a summer slide. I desperately want the country to go back and have a massive Summer School starting in july, starting now. But because we as a country failed to do what was responsible, was common sense come in the past couple months, march, april, may, june, we couldnt do that. We had many kids around the country who will come back to school this fall. It four, five, six, seven months behind. One thing i am proposing is a massive tutoring program. Its one thing that we know has a real impact helping kids catch up. Whether we can do it physically ideally or virtually to help those students who fallen even further behind due to both covid and the absence of schooling in the summer. Dana the other thing thats happening of course is that we know that socialization can help prevent depression, especially in teens. There are legging affects of the shutdown and being isolated and trying to do zoom classrooms. They dont do team sports. Is there something from a Public Policy approach that you think should be taken now in order to help those parents and kids that might be suffering . If we truly care about our children and not just talk about it, we have to walk the walk. We have to wear masks. We have to not go to the beaches. We have to not go to bars. We have to not to indoor dining. Physical distancing, not social distancing. If we want our children to have an opportunity this fall, then we have to put in work and make small sacrifices for the health and safety of our children, their parents, their grandparents that might be raising them, our teachers and faculty, or principles, our bus drivers, or cafeteria workers, custodians. All of their health is at stake and if we are not willing to make sacrifices, then we have that downside. Schools to so much today. They are social safety nets. Throughout the summer, schools are done tens of millions of meals for the children and families and communities. I talked to School Districts every week, talkative nonprofits. Theyve done an amazing job. They worked really hard on the telehealth piece of it, checking on students, their social and emotional wellbeing. Children have been stressed and traumatized. Families were doing fine and then dad or mom lost their jobs. They are living paycheck to paycheck. Now thats gone. So our kids physical health comes first. We have to feed them and take care of them socially and emotionally and if we do those fundamentals, we can talk about how we best educate. We agree that the place for our children is in a physical building this fall. I dont know if we have the collective will to give our children that opportunity that they desperately need. The most effective Law Enforcement we have nationally is when the feds worked together with the state and municipal police. The federal government has important resources but they are much more limited. The fbi for example is just about onethird the size in terms of numbers of agents of the nypd. Their jurisdiction is limited to where there is a federal roll and its pretty easy to have federal jurisdiction and federal Law Enforcement. When youre talking about streetlevel violence, the feds jurisdiction is not as clear and their roll has to be to support the local police and state Law Enforcement agency. Dana chief mandery, you are the chief of Community Affairs and i wonder what you hear from the community. And what the nypd needs from the community to help quell the violence. For the past few days, i had extensive conversations with members of the community. They are very supportive. Of course there is issues and challenges that they want to address and thats what we plan on doing, working with the community to address the ways we can police and service our communities better. They also have expressed support and they said they want us to get out there and do the job and they want to work with us and i think thats what we need right now during these difficult times. Comprehensive strategy of the police and the Community Working together. Dana andy mccarthy, in other cities like in chicago for example in atlanta, theres been some blame from the local officials they are cast towards President Trump. What would you say to them in regards to stopping the violence in their cities and blaming the president for that . Yeah, i think the first thing that has to be done to bring order back to an urban area, a cd area, is to stop being so of sensitive about building a political narrative to blame the police or blame other things for the crime problem, and deal with the crime problem. Its simply a fiction to suggest that the big problem that we have here is that the criminal Justice System is institutionally racist and the police are institutionally racist. The problem that we have right now is violent crime. Its very difficult for the police to reestablish order once its lost. They have to there has to be a Firm Commitment by Political Leadership and the leadership and all of the agencies and people pulling together. You are combining the real sample size and you start to have an actual look at where the electorate is and in all sorts of those looks, the president s standing has fallen dramatically in the past couple months. He trails in every single battleground state and his numbers continue to get worse. While i would be with you on some of the specific polls, overall the only assessment you can look at is the president s numbers have fallen precipitously, especially in the suburbs, suburban women voters, and for the first time youre seeing white workingclass males and some of these battleground states beginning to peel away. Those are traditionally the president s face. He has problems that are historic in nature. He doesnt have a lot of time to come back. Dana do you think democrats are possibly overconfident when it comes to the polls at this point . I hope not because we are the party that screwed up 2016 and lost a donald trump in the first place. As you know and as you said, there were a lot of polls say that President Trump was going to win and he did. I think the situation is very different now with covid, with the economy, with his own personal handing of the issues. Its much harder, as i know from running president obamas reelection campaign, its much harder to run as an incumbent than it is the first time and the president hasnt really figure that out yet, so i think democrats cannot get anything but sort of focused on the election. I know youve seen an increase in cases but what about hospitalizations and recovery rates. Do you have an update . Hospitalizations usually leg about a week or two behind new cases. We have been steady in the 150 to 350 per day range for a couple weeks now. Theres been a slight uptick and we are on it. It has been regional in certain areas. Part of their issue is we are in the areas with the states. We border texas and arizona and we have a lot of people visiting from those states and reintroducing it to colorado. Dana a week ago you decided to make some changes and add some closures. Do you see anything, any more of that to happen . We hope to prevented. Our economy is certainly open. We were one of the earlier states to end the stayathome corner but bars are really hard to figure out. The nature of what people do in a bar is socialize and we want people to be able to do it. I dont think any state has figured out how t successfully have a bar or nightclub environment in this pandemic. If they stay open, it would threaten everything else. We had to move on it. Restaurants, bowling alleys, theaters, they are open. Some states like arizona had to move backwards and close them. We see bars and nightclubs as too big of a wrist. Dana Denver Public schools. I went to Denver Public schools when i was a kid, theyve announced that there will be in person classes this fall. It might be encouraging her parents and possibly a model for other School Districts. Could it change if things dont get better in the state . Speak im certainly excited. We want kids to be back in school in as normal away as possible. My kids are eight and six and i hope theyre back in school. Denver public schools, dig a School Moving that way. We know that its a caveat. They might have to go online if there is an outbreak at a particular school. If there is an outbreak, three or four kids get it, hopefully not a member of the faculty but you never know. Might need to close for a week or two so they can test everybody and reopen. They are aware some parents arent ready to send their kids back, kids who live with grandparents. They might want to start off the year online. Dana governor of West Virginia did a mandatory mask policy. I talked to my mom and she said the county by county rules in colorado are confusing. Any changes to that policy Going Forward . Not at this point. I think one of the list colorado has been successful is avoiding the trends of the western states. We have excellent mask wearing. 70 or 80 mask wearing. In some cities its mandatory. In other areas people are doing it because i know its the smart thing to do. We seeing it across the state. Black lives matter is about Police Brutality and about criminal justice. Its not about what happens in communities when it comes to crime. Black on black crime. For terry crews to want to talk about black on black crime and gun violence on their own communities as part of it, i dont see an issue with it. I dont have a problem with it. Yes in theory it was supposed to be starting about that but its grown two different things. The other side of that is, it makes things difficult for people who dont necessarily share the political beliefs of the black lives Matter Movement in terms of government. They want to help out. The unaffected are affected and when they want to help out, to be shunned away and because you dont follow whats on the manifesto you cant be part of it. I see it as an issue. So don lemon is correct in terms of things need to be separate but they can be under the same umbrella. All lives matter in a sense that whether youre killed by a police officer, a bad cop, or youre killed by your neighbor, its still important and we should all be fighting to her we dont have unnecessary murders in this country. I get it. I think to shun somebody for having a difference of opinion of what a Movement Means doesnt make much sense to me. Dana especially because its a relatively young movement. A few years old. He doesnt seem to have any hierarchical structure. Maybe that will come. Maybe it wont. Maybe a last word from you, tyrus, about the violence happening with some of major cities.
