Guaido released a video showing some military defect tors packing him. This morning guaidos designated ambassador to the u. S. Spoke to reporters. Be very clear, international community. This is not a coup. This is a constitutional process led by the venezuelan people under the leadership of the civilians. Reporter as for maduro himself, he has not been seen publicly but is declaring that the military remains loyal to him which is critical. Heres a tweet from him. Nerves of steel i have talked with the commander of the redi and dodi of the country who have shown total loyalty to the people, to the constitution and the homeland. We are told President Trump was briefed on this situation in venezuela first thing this morning and both Vice President pence and secretary of state pompeo tweeted out reassurances and reiterated that the u. S. Supports guaido and wants maduro out. Dana as we monitor the live pictures in venezuela, the u. S. State department is urging maduro step aside, make it a peaceful transition. These entrenched dictatorships can be hard to remove. We still have assad in syria, kim family in north korea, iran. So the odds are long. So i think that time is not necessarily on the freedom movements side if they leave him. I think thats why guaido is taking this bold and risky move now. I might even take it a step further. Russia and china have real serious financial interests down there. They have a strategic interest in being in these back yard of the United States and exercising sort of a pernicious issue to what should be a free and fair hemisphere of democratic elections and capitalism and the rest. So we have a lot riding on what happens here today. Im glad guaido has done what hes doing. I think the Trump Administration has been right all along to try and encourage this outcome. Were watching closely for many, many reasons. Dana talk to me about part of the diplomatic effort so far has been through our Treasury Department and sanctions against the maduro regime. Are those beginning to have some effect . They definitely had some effect. Problem is with all of these hard regimes that sanctions tend to pinch the people that are in support, that you want to save from these regimes. We always tried to target the leadership and their access to funds. We do that with the syrians, the north korean, iranians. Its always imperfect. Thats why the people movements are vital to the success and whether guaido can get enough of the military to turn will have much more impact than the financial sanctions. Dana what about our allies in the region and the neighbors of venezuela . Brazil, for example . Could they pitch in a little more and help at least help get more humanitarian aid there . I certainly think the columbians and the brazilians can do that. Its interesting that you mention brazil. They have had a transition there in the last few months. When we read stories of whats going on behind the scene, its the Brazilian Military that has been messaging the Venezuelan Military saying you really ought to stage an uprising against this corrupt leader in maduro. Well be there to support you. We believe the United States will as well, but its just your obligation to the country of venezuela to rise up. So i think this is going to beg for sort of an all neighbors, all hands on deck to sort of save the country and then save the country economy after this event is successful and we hope it will be. They thought the pressure would build on maduro faster than it has. In part because of the declining and deteriorating situation there, dana. The humanitarian situation, as you know, is dire for a lot of people. They have been trying to get humanitarian aid in from columbia for some time. Just having success in the past few days. But the fact that there is this moment where guaido, the leader who is recognized by many countries, including the u. S. , as the legitimate president , is standing up and saying, people should take to the streets and rise up. This is a moment that is precarious. Dana take a look at ian bremmer, president of the euroasia group. He tweeted, guaido ends up president or in jail, exiled or dead. Theres not much middle ground. More defections today than any time before. But defense minister and military high command still supports maduro. Guaido taking one hell of a risk. And that is true. Lets go to john bolton. I just saw him. By an authoritarian military regime that is, in turn, controlled by cubans and other forces external to venezuela. This is obviously a very serious situation. The president has been monitoring it minute by minute throughout the day, as have his advisers. We see this now as a potentially despositive moment for the venezuelan people to regain their freedom, which we support. There have been a lot of speculation in the media about whats happening in venezuela. We think its still very important for key figures in the regime who have been talking to the opposition over these last three months, to make good on their commitments to achieve the peaceful transfer of power from the maduro regime to interim president juan guaido. Figur figures like their defense minister, the president of the Supreme Court, the commander of the president ial guard Rafael Hernandez all agree that maduro had to go. They need to be able to act this afternoon or this evening to help bring other military forces to the side of the interim president. The cuban, we believe, have played a very significant role in propping maduro up today. Possibly with help from the russians. Thats the speculation, certainly, in caracas. We think it demonstrates why we need venezuela ruled by the people of venezuela and not by external forces. Thats what were looking at. Id be happy to answer a few questions. Is juan guaido in any danger, sir . Well, juan guaido is out on the streets of caracas now. Hes rallying the people. Hes called for the people to come out. And they are. They are increasingly on the streets. As many of you know, there were mass demonstrations planned for tomorrow. The circumstances of whats happened today in caracas have people out all over the country. So guaido is behaving in the same courageous way he and other figures in the opposition have these last three months. We know that over 40 people have been killed by the maduro regime in the course of these protests. This is an act of bravery by guaido and others, really, for the freedom of the venezuelan people. Given what youve seen on the ground so far today and the degree of loyalty that maduro still seems to enjoy from elements of the Venezuelan Military, what do you think the chances are that this will work . I dont think its support for the maduro regime. I think its fear. Fear of the 25,000 Cuban Security forces in the country. I think its fear of the consequences if adhering to the constitutional mandate of the interim president failed. But i think really now what were seeing now is the people of venezuela, this has been building for a long time. If this effort fails, they will sink into a dictatorship from which there are very few possible alternatives. Its a very delicate moment. I want to stress again the president wants to see a peaceful transfer of power from maduro to guaido. That possibility still exists if enough figures depart from the regime and support the opposition. Thats what wed like to see. We want to see defense minister padrino, the chief justice of the Supreme Court, Rafael Hernandez dala of the president ial guard. What happens if guaido is not able to take power today . Whats the next step . Well, i think its possible this situation could persist. I think the people have shown they are prepared to protect guaido. We dont see any indication that theres any substantial part of the military thats ready to fire on innocent civilians, their fellow countrymen. We know the cuban organized thugs, these motorcycle gangs that the cubans have put together are out protecting certain buildings controlled by maduro, not the military. This really demonstrates the depths to which the maduro regime has sunk, that theyre using these cuban directedirs. Its one reason i think theres such overwhelming public support for guaido. It needs to be translated into a translation of power. Any option, including a military option, to support juan guaido . Let me say two thins to be clear. We want a peaceful transfer of power. But i will say again, as the president has said from the outset and Nicholas Maduro and those supporting him, particularly those who are not venezuelans know, that all options are on the table. Mr. Ambassador, is there any other support other than say that again. Is the administration providing any other type of support . Were providing support from a variety of respects. Certainly, we have done everything we can to get humanitarian assistance into the country. Were doing a lot of other things, some of which im not going to talk about. Were certainly working with the lima group, organization of american states, the over 50 countries that support guaidos legitimacy democratically. Let me answer the last part of your question. This is clearly not a coup. We recognize juan guaido as the legitimate interim president of venezuela. Just as its not a coup when the president of the United States gives an order to the department of defense, its not a coup for juan guaido to try to take command of the Venezuelan Military. You said all options are on the table. I wanted to ask you about a Different Military action that you did use in the iraq war. Was that a mistake, invading iraq . I have got a lot of opinions that i have expressed over many years. Those were my opinions. What im speaking about now is the policy of the u. S. Government and i have answered the question. Do you feel at this moment that were in is a Building Block or do you think it is the moment, Tipping Point torque where something needs to happen . I think from the perspective of humanitarian crisis that we face in venezuela, i hope this is enough to tip maduro out of power. Because its only when he and his fellow cleptocrats who have plundered the venezuelan economy are removed from power that we can put the venezuelan economy back on its feet for the benefit of the people. The sooner maduro is gone, the sooner is the possibility of justice and real Economic Growth for the venezuelan were you given a heads up . Can you address reports from venezuela that some of the military officials that were supposed to support guaido backed away when it was moved a day earlier . Ill just say we feel very well informed about whats going on. The point i was making a moment ago by naming specifically the defense minister, the chief justice of the Supreme Court and the commander of the president ial guard hernandez dala. As is well known to the opposition all across venezuela, they committed the support, ousting maduro. Its time for them now, if the cubans will let them do it, to fulfill their commitment and its time for the rest of the military to show what their own families believe ought to happen, and thats maduro needs to go. Thank you very much. My question, if maduro troops fire against the people of venezuela, guaido, will the United States act, use any kind of military action . As i have said, all options remain on the table. Im simply not going to be more specific to that. Youll recall, three months ago we said it would be a big mistake for maduro and those supporting him to use force against innocent civil i cant understand. We feel very strongly about it. We felt that way then. We feel that way now. Protesters are seemingly being run over by tanks in venezuela. What is the point do you think force is enough force for you all to step in . Were watching very carefully whats happening. As i say, weve been trying to explain to everybody who will listen that we want people to go through with what theyve agreed to do, in terms of transitioning power. I dont doubt there are motorcycle gangs organized by the cubans, i dont doubt theres some in the Venezuelan Military themselves who dont view the lives of their fellow venezuelans highly. We dont know exactly what the command structure is now, other than reports that havana. It could be an isolated incident. Were not going to draw conclusions imprudently. We cant stress how much we want this peaceful change of power to exchange. If you stand with venezuelans which isnt the u. S. Giving them temporary protection status . We have that question under review. Our hope is that we can get a change in the regime in caracas as soon as possible so that venezuelans can return and help rebuild their country. We dont want to send anybody back into what is even a more dangerous situation. Thats the policy weve been pursuing. Yes, maam . Have you or the president spoken with juan guaido . Given the sort of influence of the russians here, has the president spoken with or planned to speak with putin . Well, id rather not get into those kinds of conversations. I can tell you weve made it clear to russia in both public and private statements throughout this that we regard the actions that theyve taken in venezuela as something that we regard with the utmost seriousness. And particularly now when innocent venezuelan civilian lives are on the line, we expect the russians not to interfere in whats happening in venezuela. Yes, maam . Is the white house considering an executive order, something to protect venezuela from predators . We have followed in the Financial Markets all of the consequences of the sanctions weve imposed. Were looking to follow through with more specifics on those right along. And so there are a number of steps in preparation. I should also say that we have been planning for what we call the day after, the day after maduro, for quite some time. Were thinking of having a briefing on thursday or friday this week. I think we may speed that up. We wanted to point out that its been very much on our mind, we can provide a lot of assistance to the guaido government when it assumes power to try and get the venezuelan economy out of the ditch that maduro has put it in. Those plans, obviously, were moving ahead on, trying to refine them here in these recent days, because things might move quickly. Let me just take one more question. This administration thats not a question on venezuela. Ill take one venezuela question. Guaido takes power, everything is as the administration would like. Will the administration then turn its attention to other oppressive regimes . Say russia, turkey, those that are oppressive and destructive to human rights, sir . In this hemisphere, weve called out tyranny, venezuela, nicarag nicaragua, cuba. Theres no doubt cuba benefitted from the authoritarian government in venezuela by getting below world market oil prices. Thats gonna cease once guaido takes power. Thank you for sticking around. I thought that was super interesting. Yep. Dana lets talk about you can talk ab whatever you want. Ill mention a couple of thins. He was specific in naming a few of the regime members who already pledged support for guaido saying, you have to step it up here. He called them out by name several times. I imagine that was strategy. He also talked about the cubans specifically, but also the russians helping in this regard, which obviously didnt talk about any consequences but did say he was calling them out. Then he also said if this failed, that venezuela could sink deeper into the dictatorship. Its a delicate moment. President trump wants a peaceful transition, if its possible. Yeah. I noted all the things you did, as we were going in. I said it was precarious today. It is on edge. I think you heard that from the National Security adviser. Cubas role here is exponential. The personal security is cuban. Its not even venezuelan. Its cuban. Cuba plays a huge role. Russia plays a huge role. Youve seen the Administration Step up sanctions on cuba specifically because of its role in venezuela. I think youre right to point out the fact that he, three times, named those people in venezuela and key people in the government who have switched over and said they pledge their support to guaido. Thats just a public acknowledgement that theyre hoping more will come. I thought it was very interesting that he stopped short of saying that the military is ready to move or its just all options are on the table. This is a big moment for venezuela. Dana i agree, especially on the cuba peace which is they kept talking about the motorcycle gangs. We obviously know a lot about what the cubans are doing. Sanctions arent having an impact. Inaction is a policy, bret. It is. It is a policy. I think theyve been cautious. They have not tried to put pedal to the metal. Theyve tried to put pressure to support guaido, to sanction cuba, to talk to russia, but they have not done the full court press. And you could be getting to the point here where this is a moment for that entire region, where you have other countries really involved and worried about what is going to happen in venezuela. I think, you know, you could see something spiral out of control here if the maduro loyalists stick with him and fight back. Earlier we played an sot from senator rick scott in which he said if the people of venezuela dictate their future r let them do that. The future is not some far away power. If they dont we will have syria, russia, china, hezbollah down there. We have to support guaido. Your thoughts this afternoon . I think hes 100 right. Obviously, juan guaido is the properly president of venezuela. We recognize him. Most countries around the world have recognized him. Just the russians and cubans basically that are supporting him, supporting maduro while he remains in power. And so we need to do everything we can as a country to back guaido in his effort here. Dana do you think were doing enough . I dont, actually. I think we need to do more. We need to make clear to the venezuelan people that we stand with them. If, in fact, guaido is able to take tower and maduro leaves, we will relieve all sanctions on venezuela. We should commit humanitarian aid and economic aid to venezuela and prepare to have a western companies go in there and help them get reestablished. This is a functioning country that could be successful very soon and bring economic stability back to its people. The challenge is its under the thumb of a socialist dictator who is oppressing his own people and having his military shooting people. I think ambassador bolton is exactly right. We need to get more aggressive and take those options on the table and put them in effect. Dana okay. Let me just ask you then about the senate. You know the senate well. If the president decides more needs to be done, do you think that more than just the republicans in the senate would support him . Well, one would hope so. I think that this is obviously an issue in our region, our back yard. The idea the russians have been playing footsies with the regime is ridiculous. Most democrats in the house and senate expressed their support for guaido. They should put their money where their mouth is and start backing legislation to provide sanction relief to the guaido regime and military aid to support this effort. Dana all right.
