Hill. Mike, what is the argument that democrats are making as they try to pass this resolution this afternoon . Reporter dana, good afternoon. They continue making their case on the house floor ahead of this afternoons expected vote. Now, President Trump is acting like a dictator by ignoring congress and declaring a National Emergency. As a result, billions of taxpayer dollars would be taken from high priority military Construction Projects reporter the attacks do not stop there. Theyre coming from leading House Democrats as well. The president s declaration is a phoney, fraudulent and fake National Emergency. There is no crisis at the border. Reporter well be watching to see how many republicans cross over and join them if they believe this National Emergency is executive overreach. Dana . Dana i see Steve Scalise said we support the president , so probably not that many republicans defect. But thats in the house. What are you hearing from republicans in the senate . Reporter they need four republicans to join with democrats to have the majority. At this point they have see. Collins, murkowski and tom tillis of North Carolina. That sets up an awkward vote for President Trump. Well see if leader Mitch Mcconnell has any tricks in his play book. Other Top Republicans are trying to hold the line. Democratic president s have used this power because they have the right to use this power. A number of president s have used this power for numerous things. They have the power to do it. The president is on strong legal ground to declare this emergency and when you see the vote today, there will be nowhere near the votes to override a veto. Reporter we do expect to hear from Senate Majority leader Mitch Mcconnell after he wraps up lunch with his gop colleagues. Well see if he slips his hand in terms of his play book. Dana if he does, let us know. Lets bring in republican senator lindsey graham. I think theyre getting ready there. And former new jersey governor tom cane who is chairing a task force on fighting terrorism. Can you hear me . I can. I can hear, but not well. Dana let me start with senator graham. Ill translate. Dana senator graham, can i get thought from you, senator graham, about this National Emergency vote. Youre a lawyer. Youve been in the senate. You understand all these things. Can you understand that there are some republican colleagues of yours who are objecting to this on principle . Well, i dont want to criticize my colleagues, but as a lawyer, the president is on firm legal ground. This is a specific statute that allows the president to move money around for a National Emergency. Heres what happened in 2014. President obama declared a humanitarian crisis at the southern border because we apprehended 120,000 unaccompanied minors. Weve already apprehended that many this year. Every problem at the border since 2014 has gotten worse. I have been in every gang you can think of to solve the immigration problem, starting with bush 43. Not one time did a democrat ever suggest to me that we didnt have a problem at the border. In 2013, we appropriated 44 billion for border security, 9 billion for barriers. Whats manufactured is that its not a crisis. So to my republican colleagues, the statute in question is very specific and limited. The president has the legal authority. The only question is, is there really a crisis at our border . If you dont believe the president , go down there and check it out for yourself. But ask the people in charge of securing the border. They will tell you we have a crisis. I hope republicans will hold. Dana well see. The president , from the white house, just issuing a veto threat. So if it does come his way, he will veto it. Lets move on to why you two are standing together. Governor cane, youre chairing a task force trying to deal with terrorism. This is a bipartisan group. Youve come to some con con clueings. What was the question . Top line of your report. Top line is prevention. Were asking for a whole new approach, how we look at terrorism, how we look at states that are fragile and conflicted. We think the approach coming through our government and outside it is prevention. And weve got a whole series of steps in the report, three major recommendations we think should go through all United States Government Agency and be United States policy from now on. Dana senator graham, we obviously need Something Like this. We were just talking about this woman that left alabama. She goes to syria. She marries an isis guy. Now she wants to come back. In your report, do you think that there are ways that we could have prevented her from being radicalized and going there . Number one, they recruit on the internet. The narrative theyre selling is a false narrative. Attack the narrative. Attack the under lying premise. But the point is, 5. 9 trillion later, weve spent that much since 9 11. There are more terrorists today than there were on september 11th. The militarys done a great job of taking down terrorist networks. Weve done a good job, great job protecting the homeland. But weve done a poor job of getting to the root cause of the problem. So if you want to stop fighting an endless war, prevent it before it starts. The next endless war will be in africa. Fragile states in africa are about to collapse. More migration, more terrorism. What to governor and lee hamilton have come up with, with some of the experts of our time, is a preventive plan. Im a pretty hawkish guy. I dont mind killing the terrorists. Thats part of it. But youre never going to win the war by killing terrorists. You have to give hope to people to reject this ideology. Getting aheadist, we should be spending some of our money. Most of the money should come from other parts of the world. The Millennium Challenge Corporation under president bush worked where you dont give checks to dictators. You write checks to people in the country with transparency and performance goals. Were gonna reform how we provide developmental aid. Were going to address extremism at its root cause. So that these endless wars will end. Its long overdue. I think this is right up trumps alley, in terms of a new way of doing business. Dana last question if you could translate. Im curious if you think you have enough partners around the world that would spend this money wisely . I hope we do. And i think we do. The important thing here is that were not going in it alone. Were asking our allies, people who are all interested in stability and stamping out terrorism, to join with us this time and give a united approach. It will be backed by the departments of the United States government with bipartisan support and bipartisan support from our legislature and a number of other countries to really look at ways we can prevent this involving young people, involving women, involving other private sector so that we can get rid of the terrorism once and for all so my grandchildren dont have to deal with it. Dana you are certainly a great example of a life long public servant. You keep coming back to help us figure things out. And for you, senator graham. Thank you. Dana a study said the governments Green New Deal could cost up to that stagger amount that you see there on the screen. Thats 93 trillion. Ahead, a republican congressman from alabama, hes got something to say about that. Its day one of the Michael Cohen capitol hill testimony. Dana he was known as the president s fixer. Now Michael Cohen recently convicted on many felony counts talking to lawmakers behind closed doors a day ahead of his public testimony tomorrow. Catherine herridge is more on capitol hill with more. Catherine. Reporter were four, five hours into the room. They did take a break for lunch. Thats the entrance to the skip, or secure facility. Michael cohen was last here in october of 2017. Thats when he lied to congress. He was prosecuted by the special counsel for those lies about a trump moscow real estate project in 2016. Cohen testified that the discussions ended in january of 2016, but it was found that they continued until june of that year. Lawmakers on both sides of the aisle want to understand why cohen lied about the real estate project because the under lying act itself, the business dealings, are not criminal. They want to know if he initiated that or if he was directed to do so by someone else. Republicans, for the most part, feel that cohen is not a credible witness because hes been convicted of lying, as just one of the offenses theyre looking at. Democrats see something much larger at play. Were at another point where american justice is vindicated or descecrated. Michael cohen has answers to some of the questions that the American People need to know. Reporter Michael Cohen arrived here on capitol hill earlier today. He took a route that allowed him, for the most part, to be shielded from the media. The video is just the short hallway that leads to the secure facility. Earlier he traveled from the basement up through a freight elevator and to the lawmakers. The big event here is going to be tomorrow on the House Oversight committee side. Theyre going to have a public hearing. And they are looking at issues that arose out of the Southern District of new york. For example, issues of compliance with Campaign Finance laws that have to do with hush money payments which President Trump denies he authorized cohen to make. Also, actual and potential business conflicts. And then finally Business Practices of the trump organization. Republicans on the house side say this is really an effort to damage the presidency. I just think its crazy that the first witness that the democrats call to testify before congress is a guy whos been conflicted or plead guilty to lying to congress. Its just crazy. This is about trying their best to discredit the president of the United States. Reporter another thing thats worth pointing out is all of the questioning about russia is taking place behind closed doors on capitol hill. Here today on the senate side and also thursday before the house intelligence committee. Tomorrow the issues are bifurcated from russia, relating to issues related to the business and all the case in the Southern District of new york. Dana three days of this. White House Press Secretary Sarah Sanders saying disgraced felon Michael Cohen is going to prison for lying to congress. Sadly, he will go before congress this week and we can expect more of the same. For more on this lets bring in nicholas johnson. Great to have you on the show. Let me ask you, we know what the democrats are trying to get out of this. Theyre having the hearing. They want to find out more answers. Also want to win on some politic. Does Michael Cohen expect to get anything out of this either . I think what Michael Cohen is out doing is trying to tell his side of the story. Remember that big change of heart he had. He was someone who said he would take a bullet for the president. Then said, do you know what . Changed his mind. Wanted to impress his family and children and look out for his legacy. Now he wants to tell the truth. Little bit of Michael Cohen to rebrand his legacy. Also the cooperation can figure into future prosecutions or sentencing. This is maybe the Michael Cohen forgiveness or apology tour coming from questions from friendly democrats. I think as they reported earlier, sort of definitely this is someone who has plead guilty to lying before congress. You know republicans are going to hammer him on that. Dana does he run any risk if he lies again to congress . I think he runs an incredible risks. If theres anyone coming before congress who knows about the risk of lying before congress, its Michael Cohen. Hes probably going to go to prison for lying to congress. Im sure there are probably republicans who will try to trip him up on these kinds of questions. He will be facing very friendly questioning from democrats who will want to let him tell his story and all the salacious details he has. Reporter listen to what one congressman had to say. Nobody believes anything or can believe anything mr. Cohen said. Hes already lied to congress once. Now, i know he says hes been born again and all of that, but i dont know how you separate fact from fiction with mr. Cohen. And i dont expect to learn a lot. Dana the other side of the aisle, theres senator hirono from hawaii. Id like to hear all about his relationship with donald trump and all of the connections i hope that donald trump had with russia during all of his business endeavors, hotel interests, etc, etc. We know donald trump, his campaign said, i have no interest in russia. Dana do you think, nicholas, that both sides think they could stand to gain politically out of this three days of testimony . I think absolutely. Republicans will probably start every single one of their questions with the fact that Michael Cohen has plead guilty to lying to congress. Democrats will come back looking for Michael Cohen to tell the best story he can ab trumps behavior. One question that is open, something sources familiar with cohen are saying, maybe this time cohen brings the goods, documents. If he brings proof of these allegations, that could be must see television. Dana i dont have a lot of time with you, but youve reported in axios that in iowa, all these candidates are not talking about trump, mueller. Theyre certainly not talking about Michael Cohen. So do they run a risk as well . When you get down to the on the ground politics in 2020, lot of people rfrpbt as focused as us in washington of the drip drip drip of the mueller campaign. Folks traveling around iowa tell us voters are asking about healthcare, immigration, climate change, taxes. So i think great perspective we had on keeping all these things in the right kind of mode. Dana we appreciate your smart brevity. Venezuelas president Nicholas Maduro has a message for the United States as he blocks food and medicine that his own people desperately need. Dana theyre getting grilled today on capitol hill as a senate panel presses Company Executives on rising drug prices. Hillary vaughn is following the hearing and has more for us now. Hillary . Reporter hey, dana. Welsh drug Company Executives agree prices are too high, but they say the system is broken and congress is the one that needs to fix it. Executives from tpaoeuzer, johnson johnson, and other companies grilled by lawmakers on the Senate Finance committee over how much they charge for their products. Senators wanted to know one big thing. Why americans are paying more than the rest of the world for the same things. Im going to have town meetings in a few days at home and people will say, ron, this is ridiculous that we are getting gouged when people around the world are getting a better deal. It is almost as if the taxpayer has stupid written on their face. Break throughs arent break throughs if people cant afford the medicine. Reporter several of the executives defended their high prices here at home saying they need cash from profits to Fund Research and development and invent break through medication but senators pushed back saying the Companies Benefit from tax breaks, billions of dollars in grants and incentives funded by u. S. Taxpayers who then cant afford the drugs they helped subsidize. Only one executive said they use tax breaks to lower costs for consumers. Dana whats interesting about your report, you see theres bipartisan attacks on pharma. Are the expectatives saying anything else to defend themselves . Reporter well, they say they arent the root of the problem, that rebates are. Part of what happens when companies are negotiating to get their drugs into pharmacies, executives say rebates that pharmacy benefit managers receive need to go because that is what are pushing the prices higher. The people who can least afford it are paying the most. I do not. I can tell you that is, to me, the biggest problem that we have, as a country, is we now have a system where the poorest and the sickest are subsidizing others. You bring a product to the market with a low list price in this system, you get punished financially and you get no uptake because everyone in the supply chain makes money as a result of a higher list price. Reporter dana, senator widen is giving all seven companies to respond if they get rid of the rebates they will lower the cost of these drugs for consumers. Dana fascinating topic. Dana house is getting ready to vote on a resolution to overturn President Trumps National Emergency declaration to secure the southern border. Joining me is bradley burn representing the First District of alabama. I feel like the republicans are quite united in their belief that theres a problem at the border, there needs to be border security, but there is concern that congress has ceded so much of its authority to the executive branch. You have a colleague tweeting this about the resolution, that the same Congressional Republicans who join me in blasting president obamas executive overreach now cry out for a king to usurp executive power. How do you respond to somebody who thinks maybe republicans arent being principled on this. I think we are being principled. Look, the president has a very important responsibility and that is to protect people of the United States, provide for our security. That includes border security. Now, he wanted to do it the other way. He wanted to do it through appropriations through the department of homeland security. Hes doing the on thing thats left is using the executive power he has to declare an emergency. Its clearly there in the statute. Then using money he can legally get to and take that money and build a wall. Thats what people want the president to do is to build this wall. Dana you dont see any problems that he didnt get the money from congress and said, ill go around. I understand national emergencies. Do you think the legal tkpwroupb will remain solid . Yes, i do. This isnt money taken willie nilly. There are particular places to get it from. Some of this moneys coming from other places. He does need a declaration emergency to do it. This president is well within his legal and constitutional powers to do what hes planning on doing. Dana lets take another topic. This Green New Deal and the Congressional Budget Office came out with an eye popping number, saying that it could cost between 53 trillion and 93 trillion, the number sounds so fantastical that austin powers would have come up with it. Do you think this is getting traction . People see this as something that has to be rejected . Well, its getting a lot of traction on the democratic side looking for people running for president. Theyre embracing this. I talked to some democrats on the floor of the house who are scared of it because they know the American People are gonna look at that and say, not only is this fantasy, but its a dangerous fantasy. I dont think its going anywhere, but i think its going to drive the democrats who are running for democrat. I welcome that debate as republicans. Dana youve announced youre going to run for the United States senate against the incumbent senator doug jones. I wanted to get your take on what he said about the alabama woman who left, went to isis, got married, now she wants to come back. Her citizenship is in dispute. Doug jones said while i understand the initial reaction to prohibit muthana from coming back to the United States, i am concerned that allowing anyone who have committed crimes against this country to come back and sends the wrong message. How do you feel about this . Youre from a different state, but what do you think . Well, look. This is one of many ways that doug jones differs from the people, vast majority of the people from the state of alabama. We believe she renounced her citizenship by her actions. When you take up arms essentially is what she said, with enemies of the United States, you are acting to renounce your citizenship. She is not a citizen. I cant believe senator jones would suggest otherwise and say give her Due Process Rights that citizens deserve. Shes living in a terrible camp. Im sorry for her an her child. But thats a decision she made. She needs to live with the consequences. Dana can i ask you a question. In your Congressional District office, 1st district of alabama, did you get a lot of calls from constituents about this case when the story first broke last week . Oh yeah. The wall street journal writing, quote, mr. Trump is playing up the economic possibilities if the north chooses Nuclear Disarmament and hes made clear the kim dynasty can continue to rule. U. S. Intelligence has concluded that north korea will never give up its nuclear weapons. Much depends on whether mr. Kim really does want a Better Future for his country. Joining me now Dennis Wilder from the National Security council. Best person i can get today to talk about north korea. What has changed between the pyongyang the first summit in singapore and the one that theyre having tomorrow . Welsh one of the biggest changes, dana, is the fact that we have steve began on board who we both know from the bush administration. Hes been working really hard with tough diplomats to try and come up with a good outcome for this summit. I think that the realistic expectations of this summit and i think theyre good expectations is that theyll get some sort of agreement for the North Koreans to stop building missiles. In other words, stop building the material for Nuclear Missiles and stop building missiles themselves. In return we may lighten up on some of the santions. Maybe not directly, but maybe with the south koreans. I also think the other important thing is there may be a declaration of an end of the war. Thats a very important confidence building measure. I support the idea. It isnt peace treaty. Were a long way from a peace treaty, but it is a way to signal to the north that if you begin to do the right things here, there will be economic benefits to you and your people. Dana do you think kim jongun will be persuaded by economic promise . And if he goes to vietnam and sees it. Is he the kind of person who says, would i want this for my people . You know, one of every two north Korean Children is either malnourished or stunted growth. The economy of north korea is about the size of botswanas economy. The average north korean makes less than 2,000 a year, where as the average south korean makes over 30,000 a year. So we are talking about a country that is living on the edge. And he knows it. He wants to survive as the leader. He wants his people to want him in power. The only way hes gonna get there is not by building more missiles. Its by giving them some of the economic benefits that other people around the world are experiencing. Dana you mentioned the envoy. There have been anonymous complaints about him, worries, that hes going to give away too much. Are those unfounded . I really think they are. I know steve began well. He is very level headed negotiator. I think there are some people who think that we are going to get a unilateral is your repbder from the North Koreans. That somehow they will be willing to say, okay, were going to give up everything today. Weve had 70 years of distrust and suspicion between ourselves and the North Koreans. This is gonna take time. Its not an easy process. The North Koreans arent going to declare immediately everything they have because they dont trust us. And we dont trust them. And so i think that giving steve began time to build relationships, giving the North Koreans some small steps and then working toward the bigger goals is the only way. Its a step by step process. Its now a top down process. Its still a step by step process. And i think americans tend to be impatient in negotiations and diplomacy. My experience dealing with the North Koreans is, its a very tough game and you just have to keep at it. Dana its not like you figure out what you want, you press a button and it shows up.
