Despicable and have no place in our country. No place. I have instructed authorities to spare no resource or expense in finding those responsible and bringing them to swift and certain justice. Dana we have fox team coverage. Catherine herridge is standing by at the Justice Department, but we begin with phil keating in florida. Phil . Reporter dana, in is the fbi division hq for miami in south florida. It is here where right now cesar sayoc is believed to be being questioned and processed inside the heavily gated and facility. This is where the white van he was seen driving and arrested outside of at an auto zone parking lot in plantation, florida, which is just up the road 10 or 15 miles. That has also been taken inside the federal facility here to be processed for reams of evidence inside and outside of that van. The aerials from plantation of the auto zone, you can really see the van. Before they put the blue tarp on it, you can see it was just covered in political bumper stickers and ideological sayings. Some of it written out that you could see and read while you drive around the town. Clearly, this man was very passionate about what he believed and wanted everybody to know that and convey some impression on everybody and influence other drivers around him. Lot of people do that, not many of them 99 plus ever carry out any act of crime acting on those beliefs but that is what the 56yearold cesar sayoc is accused of. There was a dramatic slow speed tow truck ride, heavily guarded by escorts of unmarked suvs with federal agents, as well as federal agents on top of the flat bed. Could have been fbi, could be atf, holding that blue tarp down. Clearly, the federal prosecutors did not want to have the Television Helicopter aerials getting details because that is evidence in what has been the nations biggest crime case over the past 72 hours. Last night in opalocka, the Mail Processing facility, that is where the fbi, as well as the Miami Dade Police department bomb team, including some bomb sniffing dogs showed up as a precautionary measure. Clearly federal investigators either on wednesday or thursday suspected there could have been a strong reason to believe several of these packages went through that south florida facility. Throughout this facility, which is enormous, five football fields large, that is where all mail coming into south florida and all mail going out from south florida goes through, gets processed, sorted, disseminated and sent to their addresses around the country and world. Well, sure thing, it was confirmed this morning that that team which had evacuated the building overnight, they did discover a package looking almost identical to all of the other package bombs that were sent out on wednesday and thursday. Not clear if that was just two agents spotting it individually or whether the dog smelled some explosive residue on it. Either way, the building was cleared by 4 a. M. This morning. All the workers returned and it was a normal operation this morning. And then it was around 9 a. M. They confirmed they did find the 11th mail bomb package. This one addressed to democratic senator corey booker of new jersey. This had been sent in the mail, but not yet sorted and sent from south florida to either go to the washington, d. C. Senate Office Address or his residential address in the new york area. So that precluded the 12th package that was found up there in new york later this morning. Dana . Dana phil keating, thank you for that. For more on this, lets bring in michael allen. A former member of the National Security council. Let me have you listen to Homeland Security secretary Kirstjen Nielsen earlier today, urging caution. To those of you watching, if you notice a strange package or if you see something that appears out of the ordinary, do not remain silent. If you see something, say something. Dana michael, i understand why she would want to say that. They seem to have apprehended an individual, but theres still a lot of unknowns. Your thoughts today . There definitely could be many more packages out there. Credit is deserving to the joint Terrorism Task force, the fbi, all these Law Enforcement agencies who have certainly always been very competent, but have definitely honed their skills since september 11th. This is what it all comes down to. Were tracking a number of violent home grown extremists. I remember a statistic that in every Fbi Field Office in the country, we are after somebody for lets call it International Terrorism or in some case domestic terrorism. So first things first. Lets credit the folks who protect us for doing a great job. Dana there will be a press conference coming up later this hour. Well carry it live, and you will have representation from that joint Terrorism Task force. It will be the fbi, the department of justice. You also have the u. S. Postal service and the nypd cooperating to try to help those down in florida. What do you think is happening behind the scenes as they figure out how to hone in on this guy. He does have a previous arrest record. So he was on the radar screen of Law Enforcement. I think the previous arrest record probably helped the United States sort of narrow the pool of potential perpetrators here. So i think that definitely helped. But, listen. When you do as many as 12 different potential bombs, youre likely leaving strands of hair, other types of dna, fingerprints. Some of our most careful spies in the world have been caught leaving fingerprints on a variety of different devices. And so i think were just really good at this and we were able to track this guy down very, very quickly. Reminds me of in iraq when the idds go off. Weve got these teams that can really go down and look at fragments and be able to trace it down to particular people. Dana there is good news, in that none of these devices did go off. So we dont have any injuries as of yet. How concerned might they be about copy cats . I think in this environment and, listen, i do think we are sort of in a political high atmospheric level here. I do think theres some of that. You have to wonder if youre a copycat, you have to consider just how competent the United States government is in tracking down this stuff. So maybe theres a measure of trepidation since we were able to get this guy so quickly. Dana now the latest from washington, catherine herridge. Are you there . Reporter i am. Im on the phone. We were just doing some technical setup. You can imagine, got a lot of reporters and cameras. Were about half hour away from the speech from attorney general jeff session. Weve been talking about how this investigation was moving quickly and aggressively. Really late yesterday we had two sources confirm that florida was a region of interest. Then the flurry of activity in the last 24 hours. One of the key elements that we can point to is that yesterday at the Southern District of florida, they got five field warrants for the suspect, cesar sayoc. We are told they are pen registers with track trace. Pen register you have to have probable cause to obtain the warrant. It allows federal investigators to identify the numbers you are calling and the numbers that are coming in to your land line, your cell phone and also limiting computer activity. More importantly on the track and trace, it allows them to pinpoint where you were geographically when you made those calls. It lets you know if the suspect was in the right place at the right time to be mailing these package. Also other evidence they have this closed circuit tv and other security footage. One other thing a former fbi executive told us this afternoon that while its obviously great news and a sigh of relief, only about 60 is concluded. They have got to determine whether other individuals were witting or unwitting accomplices and whether there may be more out there. We have another report of another suspicious package being intercepted in sacramento, california, that may have been addressed to another senate democrat. Its a moving target still. We hope well get more finality and detail at the News Conference in about half hour. Dana. Dana have you heard anything about what the actual arrest was like when they caught up with him . Reporter no, i dont have that kind of detail. I dont want to speculate tphopbd what weve been able to see with our own eyes. It was a location where he seemed to be doing his daily activity. They had been tracking him for about a 24 hour period. They used special surveillance teams and move in when the moment lets down their guard. Dana just how impressive is it, catherine. I just want to ask you how impressive it is that we have these capabilities at all these entities. Joint Terrorism Task force. People dont really understand all that goes into that. Maybe describe that for us as we await this News Conference. The joint Terrorism Task force, they really stood up in a broadway after 9 11. If i could say from my experience, theyre really at their best when theyre dealing with a big nationwide criminal investigation. Then theyre really able to leverage the resources of the agencies as well as the u. S. Intelligence community with a very singular focus. In their day to day activities, theyre looking at counter espionage, terrorism, looking at what i call sort of standard criminal activities, bank robberies, drug dealings, the opioid crisis. When you have Something Like this, everybody gets on the same page. They can move with the full force of the investigation. In this case the suspect was already known to authorities. This was a huge leg up if they were able to identify any prints on the forensic devices that matched up with existing databases. Our affiliate in florida is saying he was in the database. Dana well join you when that press conference starts. Dana well bring you the press conference when it starts. Stick around. Managing my type 2 diabetes wasnt my top priority. Until i held her. It was addressed to senator camela harris, it comes as an arrest was made today. Im joined by retired new york police department. You were here when the story broke. Tell me about the nypds role here. We know that nypd is down in florida helping in this situatio situation. Good afternoon. The nondistracted focus of the nypd, blood hounds, is indeed laserlike. Right now what theyre doing is basically going inch by inch to validate the kindergarten teachers game of the suspect, right on top of what he had for breakfast this morning. They want to acertain and develop whether there was anyone else involved. Thats going to be involving recreating the story of his life from the second the cuffs went on, all the way back. Dana do you think that started immediately when they first thought he might be the suspect . We understand that could have been 24 hours ago. 1,000 . The second they had him in their cross hairs, which i suspect was over 24 hours ago just waiting to pounce, there was other engines, other investigative engines running very smoothly, very efficiently acertaining who was in touch with prior . Were there any other bad actors involved . And was he a solo game . Thats critical to understanding if the threat has subsided and been defeated. Dana do you think theyre going to provide details or is it too early in the investigation to provide all of that . Theres a lot of unknowns. They want to reassure the public. We are at a heightened time, right before the midterm elections. Well, my sense is that they will be and correctly will be probably not super forthcoming relative to the details relating to the apprehension and lou the case was developed. We certainly know how it was developed. It was a compilation of a web of camera footage, the fact that no one can be invisible in 2018. Days of anonymity are over. Theres cell phone triangulation and Digital Footprints that you cant escape. Dana what do you think about his previous arrest records including terrorist acts i guess it was called in calling in a bomb threat. He did plead guilty. He was on given probation for that. Is that typical in cases like this . Well, not shocking. Hes 56. I doubt, as we see, it would have been very unlikely he would have woken up one morning and just jumped into this type of extremely bad behavior. So the fact that he had a history that was mirroring the behavior hes been accused of, theres no shock at all. Im certain that was part of the development of a pool of suspects as the case started in the very begin. He fell right into the pool. Part of the inventory, part of the library. Dana obviously, we have to cover this. How big is the concern of somebody copying him and trying to keep this going . Well, as theres always that concern. Thats why it is important to convey the blood hound nature of the investigators. Dana pat, were going thank you. Dewe have to end it there. Were keeping an eye on the podium at the Justice Department when their News Conference on the mail bomb arrest begins, we will take you immediately there. A home, and need cash . This one california billionaire and democrat tom styer was the recipient. Youre looking at pictures from california. Lets bring in a former doj prosecutor. You were on the day this story broke. You said you thought authorities would be able to track him down quickly. You seemed to be right. What do you think about the investigation so far and the arrest this morning . I think its like your last guest said. That theres a lot of footprints that we leave unintentionally in todays society. So if youre looking at film. If theyve got unexplode bombs and packaging materials, handwriting, fingerprints, dna, tracking the device origins and purchases, theres so many different avenues. Thats before you even talk about whether this guy is expressive. Whether hes putting out letters or things online, which i would guess from his van is a possibility. Theres a wealth of forensic evidence. I dont think its quite as much his criminal record. That might validate. But i doubt it theres much that he had this bomb case from 20 years ago as it is the current state of forensic evidence. Dana just looking online, the immediate reaction, aside from the political reaction, people saying hes a lunatic. Hes nuts. Hes crazy. We dont really know that. Maybe he is. But is that an appropriate way to be thinking about this . I think the appropriate way to think about it is still a little bit wait and see. His case, or cases, as it may turn out, are certainly at the intersection of Mental Health and criminal. Criminal act to submit bombs, whether you intend for them to go off or not. I think hes clearly maybe just judging from a van covered with stickers and newspaper articles, but i think its likely theres legitimate Mental Health issue. But that doesnt mean they will be defenses. Theres just something that makes this guy tick, so to speak, differently than other people. Dana tell me about the van. The pictures of the van before the fbi covered it. This is evidence and thats why they needed to preserve it . Yeah. Theyre not protecting his car from pigeons or rain. Just like his house or anywhere else he might be affiliated with, theyre taking that car. Theyll do a very careful methodical search. Not just to pull articles off the windows, but to see what else is in there, including trace evidence. Theres hours of investigation going on with just that van by itself. Dana you worked at the department of justice. We are awaiting the press conference that will be at doj headquarters. What do you expect . Theres a long list of attend attendees, the Postal Service, nypd, others. What do you expect to hear from them . First of all, i think theyre gonna point out the obvious. They moved quickly. They worked together and they have, at least hopefully, closed this chapter. Theyll all let people know theyre working hard to make sure there are not other participants that have to get swept up in criminal prosecution. The real details of the case are more likely to come out through a criminal complaint. Thats what im kind of eager to see. Right now theres probably an fbi writing up the probable cause, the facts of this case. It might include forensic results. That will tell us a lot more about where this case came together. Dana then it goes over to the people doing the prosecution, which is what you used to do. Jim trusty, thank you. Well be to you with more. On your screen, youre looking at where we believe the 14th package may have been sent. So we have tracking on that an we will bring you more as we have it. Were waiting for this washington, d. C. Press conference at the Justice Department on the arrest of a suspect in the mail bomb investigation. Certainly taking up all of our week. Well bring it to you as soon as it happens. The bottom line is that americans must unify. We just show the world that we are in peace and harmony as United States citizens. There is no country like our country. Every day we are showing the world just how great we are. Dana President Trump calling for unity after the arrest of a suspect in a string of mail bombs sent to top democrats. A News Conference is set to begin shortly. In the meantime, lets bring in chris stirewalt. President saying that. But just two hours before tweeted this. Saying republicans are doing so well in early voting and at the polls and now this, quote, bomb stuff, happens and the momentum greatly slows. News, not talking politics. Very unfortunate what is going on. Republicans go out and vote. James clapper, one of the recipients, or was the intended target of this mail bomb today said this on cnn. This is definitely domestic terrorism, no question about it in my mind. I do want to just echo one thing that john brennan said. And that is this is not gonna silence the administrations critics. Dana i imagine the president understands that its not going to silence critics. The president is a chief Law Enforcement officer and was in charge of this investigation, now we have an arrest and press conference here. Your thoughts, please . First of all, thank god no one was hurt. Thank god they were fake. Thats good news. Theres been a lot of Research Done by social psychologists and economists about whats the value of an apology and when do apologies work and when do they not work . When do people hear you say youre sorry . Were at a point where these two parties, these two warring factions, owe each other an apology. They both wronged each other. They have both said bad things. We could spend all day, we could spend day upon day saying who said the wrong thing worst. Who said it first. Who said the most despicable thing. Everybody would have an answer. That doesnt matter. Apologies are only heard, they only matter this is what the research said. They only matter when they come at a cost to the person apologizing. The cost that has to come here if were really going to heal is that the republicans and democrats have to talk about the problems in their own party before they talk about what other people are doing. Thats whats really lacking here. Both sides are still trying to score points here when what they really should be doing is taking their own inventory. Dana at this press conference, youll see Law Enforcement, trying to stay out of the politics. The government, from the joint Terrorism Task force perspective, really able to Work Together and coordinate. People have negative feelings about government, about washington. But as an institution, Law Enforcement certainly acquitted itself well so far. And what do you want to bet that theyve known the identity of this individual for a lot longer than we have. Dana we might find that out. If this is like other cases that weve seen like this, that they observed the individual. They observed the suspect, making sure he is not hurting anybody, making sure he is not doing something serious, but making sure that they have enough evidence that when they bring the case, not the greatest lawyer in the land could get out of it. I think what well see here is what we expect from the Justice Department, which is professionalism, exacting standards, and dont mess up. Dana one last thought on florida. Theyve had major hurricane. Rick levanthal was there in florida reporting on the hurricane. Youve had the hurricane. Florida man for governor. Florida puts up with a lot of time. Florida rewards uz with impossible electoral outcomes time after time after time. This will affect the discussion in florida because its going to get even more coverage, just as the hurricane will. Florida does what florida wants to do. Dana chris stirewalt, thank you. You bet. Dana we are awaiting the News Conference. In the mean time r lets bring in Andy Mccarthy. Andy, as these Law Enforcement officers and people at the Justice Department come together for this press conference, what are you looking for as a former prosecut prosecutor . I guess what im most interested in, dana, and i think a guest you had on who was a Justice Department lawyer pretty much said the same thing. You want to see what the complaint says. Im particularly interested to see whether this suspect made any statements to the police or not. That will usually usually with the fbi agents that will be laid out in the complaint if it happens. One of the things i think is important to note is that if this is charged the way i expect it will ultimately be charged at the indictment stage. Right now they just have to do a criminal complaint, which means there has to be enough in there that the judge can hold the person in custody without bail until ultimately the charges that the guy will face in court are filed. I think if this is charged properly, any one of these charges could be a life count. The police and investigators have a wide berth here in terms of how they charge the case. They have a lot of you said were dealing with 14 is it now . Dana yes. We just had in this hour, 13th and 14th suspicious package. Both in california. Khamala harris and tom steyer the intended recipients. Every one is a threat to use a weapon of mass destruction, which is a life count. Dana so tell me about the terrorism charges. Would those be new since 9 11 or same ones on the books from before . Well, you know, its interesting, dana. My case back in 1993 which involved a bombing of the world trade center, came at a time when our law was not really equipped to deal with terrorism as weve experienced it since then. So the most important law thats been passed, much more than the patriot act was the Terrorism Law in 1995 1996. Hell be charged on the basis of those law, which include this weapons of mass destruction count which is a life count. Theres also bombing counts. Theres all sorts of things they charge on every individual one of these packages. Dana certainly those laws are tougher and hopefully they are a deterrent as well. Andy mccarthy, great to have you here. Thank you. Lets bring in rick levanthal. What do you hear . Reporter well, im hearing that, hopefully well learn what led them to this suspect. Theres speculation that it was a fingerprint, or partial fingerprint. Some kind of evidence that led them to identify this guy. Youve been seeing the video of his van. Apparently, hes been living out of that van. The address he gave belongs to his mother. He was living there or living in his van or both. He has an extensive criminal history. So obviously, his fingerprints are on file. Any dna evidence linked to him, then they have to figure out where his van is, if he was really living out of it. Dana do you know anything about the nypds involvement . Theyre key members of the joint Terrorism Task force which is the lead agency on this. They have officers in florida. They have them here. The commissioner of the nypd is going to be at this News Conference. Dana james oneil. Hell be there. They were investigating a couple of these bombs. They took them out to the facility in the bronx to defuse them and move them to quantico. They have experts. The fbi does, too. Fbi is the one handling the analysis. Dana they were the ones covering up the van with the blue tarp because, as you said, if he was living out of the van, could be thats where he was producing these. Could have been. It could be chock full of evidence. The other thing that stands out here, fortunately, none of these devices went off. We dont know if any of them were capable of detonating. One source described this as amateurish. If you want to build a bomb that detonates when you open it, you can do that, or some people can do that. This person either didnt want to or wasnt able to. Dana maybe well find out more as we talk about the complaint. Youve covered these cases for a long time. The changes in the law since 9 11 have enabled the joint Terrorism Task force to Work Together. Are you impressed with their coordination . Absolutely. Dana it is impressive. It is different than it used to be. The fbi demonstrated an incredible ability to investigate and narrow the focus and find the perpetrators. They promised that they would. Nypds commissioner promised they would catch this guy. Here we are. Dana you asked me earlier today, andrew cuomo, was praising President Trump and the administration, saying theyve done all that they said they would do. They provided all of the resources to get this done. And this guys political leanings have nothing to do with the overall case itself. Lot of people with crazed ideologies do stupid thing. Apparently this is one of those people. Dana were still waiting for this press conference. We will be at the Justice Department headquarters live for you as soon as they start. Theyve got a lot of coordination to do as you heard Andy Mccarthy say. They have to produce a complaint. This is what they would present to a judge, so that the judge could make a determination about holding this individual, cesar sayoc. He was arrested this morning. We are awaiting more from the Justice Department, the fbi, the nypd and also the u. S. Postal service. Well continue to follow all that. Rick levanthal, we thank you very much for being here. Lets bring in catherine herridge. Shes live at the Justice Department. Do you have any more information since we last spoke with you . Reporter were just a few minutes away. We anticipate some new york authorities will be here for that press conference. That may be an indicator that a criminal prosecution would proceed in a new york jurisdiction. Three main things to be watching for during this News Conference. One, what was the tip or piece of evidence that really broke the case wide open . Number two, are they satisfied that this individual, cesar sayoc, acted alone or did he have help from others . And have they determined will there was any kind of motive involved in this . As weve been reporting for the last couple of hours, he was known to federal Law Enforcement, as well as state and local Law Enforcement. He had a history of making at least a couple of bomb threats. Also battery, grand theft, number of traffic violations. So this was somebody who certainly on their radar and based on what was seen analyzing his social media facebook page, also what we could visibly see on that van, he seemed to be very sort of politically engaged. Was that in any way a motivation for the sending of these package bombs . What we can tell you from our reporting is that the fbi has been working along with members of joint Terrorism Task force very swiftly, very aggressively and we got really concrete evidence of that in five sealed warrants that were filed in the Southern District of florida for what are called pen registers with a trace and a hold. Pen registers are used to identify the phone numbers a suspect is calling, or whether its a landline or mobile phone. They can take the data, marry it up with what they know from the postal tracking on the devices to see if that person was in the right place at the right time. Id be watching for those three factors. What was the tip that led to the big break . Number two, are they satisfied the individual acted alone . Number three, is there any indicator of a motivation . If theres a fourth is if theyre satisfied that theyve got their arms around all of these explosives. Dana you did such a good job of summarizing. Do you have any update on the timing . The Justice Department, i have got word theyre working on the complaint. They are going to try to send that out. I imagine they have to have that before they can do the press conference . Well, they usually choreography with these events is they tell you 2 30 then it slides about 15 minutes because theyre getting everyone together and finalizing the complaint. They like to give you the complaint about 90 seconds before they start. Its a very fluid situation. But on a more serious vote, it takes a lot of heavy lifting to get a criminal complaint on an individual for multiple devices across several jurisdictions, and twhaeupbt to make sure everyone is on the same page for whats a very important announcement. Not on for the Justice Department, but for fbi at large. This is the kind of case where theyre able to really pull together, get on the same page and bring the full weight of the federal government and u. S. Intelligence committee to bring a case like this to what appears to be a pretty quick resolution. Dana thank you. Rick levanthal stuck with me. We talk about the potential of a fingerprint leading them to this suspect. It could have also been the materials used in these package bombs. I spoke with an atf source. They were all heavily involved. They solved the case of Abortion Clinic bombings by tracking the end caps from the bombs. They track manufacturers data. They found stores that sold the end caps. Then found a store that sold them recently and tracked the credit card information. The guy used their own credit card. They can trace materials that they have recovered back to the source, back to the person who bought the materials. Dana we just got word, we are about 90 seconds away from this News Conference at the Justice Department. Rick, Law Enforcement when they try to do this as quickly as they possibly can, they figure out a way to nail that down and also figure out a way to do surveillance. I understand a cell phone played a role. We might learn more about that. Clearly. Monitoring his cell phone activity. Dana were going to pause to let our fox stations join us. All right. This is fox news. Coverage of the News Conference on the arrest in the mail bombings investigation. We are waiting for this press conference. We have an arrest in this mail bombing excuse me, suspicious packages. Mail bombs, not bombings. They did not go off. We expect the joint Terrorism Task force, led by the attorney general of the United States, to lead this press conference in just a moment. What do you expect theyll be able to tell us at this point . Possibly some details about this suspect, whos been identified as cesar sayoc, 56 years old, lives in south virginia. Owns a van weve been seeing a lot of. We see now officials coming out. Perhaps theyll give us some investigative detail. What led them to this man. Dana there were many different enties involved. Fbi, Postal Service, nypd, Justice Department led by the attorney general jeff sessions. Hell kick off this press conference. Well turn it over to him now. Here he goes. Thank you all for being here. Over the past week, more than a dozen suspicious packages have been sent through the United StatesPostal Service to a media outlet, a hollywood actor, and at least seven high ranking current and former political leaders in the democratic party. This is utterly unacceptable. Political violence or the threat of violence is apathetical to our government. It is a threat to that respect for law and process that allows our people to accept legislation, elections, court rulings, with which they do not agree. This is the central feature of our system of government. You advocate for your beliefs enthusiastically, but we peaceably and lawfully comply with the results. Please know that from the beginning, this Investigative Team has made this matter a top priority focusing their great talents and expertise on neutralizing this threat. They have moved swiftly and professionally, using extraordinary Technical Expertise to apprehend the one alleged responsible. This is a demonstration of the skill, capability and determination of our american Law Enforcement, the best in the world. A suspect is in custody of the fbi. I want to remind everyone that the defendant in this case, as in every case, is innocent until proven guilty. He has been charged today with five federal crimes, including interstate transportation of an explosive, illegal mailing of explosives, threats against former president s and certain other persons, threatening interstate communication and assaulting current and former federal officers. For these charges, the defendant faces up to 58 years in prison. These charges may change or expand as the investigation proceeds. This is a law and order administration. We will not tolerate such lawlessness, especially not political violence. So i want to thank the fbi director and his team, all of ou Law Enforcement partners who are here, atf, secret service, postal inspectors, Capitol Police and new York City Police department. And the United States attorney berman of the Southern District of new york and u. S. Southern attorney for the Southern District of alabama. Federal, state and local Law Enforcement officers from across this country responded immediately to the cause and contributed to this effort. We are proud of each one of them. I want to reiterate the defendant in this case is innocent until proven guilty. But let this be a lesson to anyone. Regardless of their political beliefs, that we will bring the full force of law against anyone who attempts to use threats, intimidation and outright violence to further an agenda. We will find you. We will prosecute you to the fullest extent of the law. And now director wray, whos done an incredible job leading this effort over the last few days, he will give us details of todays important arrest. Chris . Thank you, jeff. As attorney general has confirmed, we have arrested cesar sayoc in connection with this investigation. As our investigation is still on going, i may not be able to answer questions about his background or about his motive. What i can say is that this was a nationwide investigation of enormous scope and of the greatest importance. Our investigation ranged from new york to delaware to maryland to the district of columbia, to florida, to california. And as it always does, the fbi responded with every resource weve got, including our joint Terrorism Task forces, our Counter Terrorism division and world Renowned Experts at the fbi lab in quantico. I really cant under score this enough. We did not act alone. As you can see from the agencies and departments represented up here today. A threat of this scope an of this magnitude requires all of us working shoulder to shoulder. And todays arrest is a testament to the strength of our partnerships and what we can do when we all Work Together. I want to acknowledge the many partners who helped in recovering and transporting these ieds to our lab in quantico. This is dangerous and highly skilled, specialized work that requires great care. And were incredibly grateful to all those who helped us in that effort, in getting those devices to our lab from around the country. We can confirm that 13ieds were sent to various individuals across the country. Each device consisted on roughly 6 inches of pvc pipe, a small clock, a battery, some wiring and what is known as energetic material, which is essentially potential explosives and material that give off heat and energy through a reaction to heat, shock or friction. Though were still analyzing the devices in our laboratory, these are not hoax devices. I want to focus for a moment on the amazing work of our folks at the fbi lab. Based on their initial analysis, they uncovered an latent fingerprint from one of the envelopes containing an ied that had been sent to Congress Woman maxine waters. We have confirmed this fingerprint is that of cesar sayoc. Theres also a possible dna section between samples connected from pieces of two different ieds mailed in separate envelopes and a sample previously collected from sayoc in connection with an earlier arrest down in florida. This is phenomenal work with the greatest pressure under an incredibly tight time frame. We see unbelievable work like this on tv and in hollywood, but to see it up close in reality is something to behold. And we are so proud of our team at the lab for their work in keeping people safe and helping us to find the individual responsible. Late last night, we all turned to our partners in the Florida Department of Law Enforcement for confirmation of this dna connection, and we want to thank them in particular for their very quick work. I also want to thank the men and women of the fbis Counter Terrorism division who remained on high alert every step of the way to try to keep the American People safe from harm and who moved quickly and efficiently into action every single time. Todays arrest doesnt mean were all out of the woods. There may be other packages in transit now and other packages. So we need the help of everyone out there, every citizen, everyone in Law Enforcement, everyone weve got, to help with this investigation in the days to come. If youve got any information, please call us on our tip line at 1800callfbi or our email line tips. Fbi. Gov. No piece of information is too small. Every tip could be the one that leads to something very important. And, of course, if you see something suspicious, suspicious activity, please call your local authorities. We need all hands on deck. We need to stay vigilant. Finally, i want to thank our partners. Too many to name from across the country, because we cannot do this work alone. Everyone up here today understands that and we take that to heart. Every single day as we do the hard Work Together of protecting 325 million americans. Id like to turn the podium over to commissioner oneil from the nypd. Thanks, chris. Good afternoon, everyone. Id like to thank the men and women of the nypd, all the people in new york city, the local, state and federal Law Enforcement partners, including Attorney Generals Office and the u. S. Attorneys office for the Southern District of new york. Our nypd detectives along with fbi and atf agents, postal inspectors, new York State Police and many others, theyre one team on our joint terrorist task force. The jttf in new york was the first of its kind in the nation. Its been in business since 1980. Today theres 300 investigators from 56 agencies, 113 of them are new york city cops. When it comes to terrorism in new york city, the nypd doesnt do anything without the fbi and the fbi doesnt do anything without the nypd. Thats a partnership that was forged in fire and my 36 years in policing, our relationship has never been stronger, this case told that story again. New york city cops were side by side with fbi agents, many other agencies in florida this morning. Together they brought justice as they always do. The wide experience of our agencies coupled with the individual expertise, the members of the nypd bomb squad, highly trained Emergency Service unit, intel bureau, Counter Terrorism bureau, our patrol cops, the first to respond to cnn, all helped lead to todays arrest. I couldnt be more proud of each did in this case and the work they do every day. We said from the outset we would identify an arrest the person or people responsible for these acts. We can make that promise because the confidence we have in our ability to investigate, deliver it in a precise manner. The arrest means new yorkers and the people across our nation are safe. As director wray said, there might be more packages out there. Everybody needs to take precaution. If you see something, call 911 and in new york city we have a number. 888nycc. I want to thank the members of the public that contacted the authorities with information
