Now he is saying that talks to put it back on track went very well. And all indications that there was considerable progress. The meeting between the two countries lasted today a little more than two hours. A state Department Spokesman says the reason it was relatively short is because there was progress. The secretary of state mike pompeo sent out a tweet a short time ago. It said, quoting him, Good Progress today during our meeting with Kim Young Chol and his team. North korea and the world would benefit greatly from the denuclearization of the korean peninsula. We have not heard from north korea. But a Senior State Department spokesperson did say that a priority for north korea is security. And that the spokesman then said the u. S. Now has to convince north korea that nukes simply do not make sense when it comes to their security. Now pompeo says he wants what the u. S. Is describing as complete verifiable, irreversible denuclearization. Another indication, dana, that things seem to go very well in the last 24 hours. The delegation from north korea was planning to return home today but the president is saying its possible that the team may travel to washington on friday to deliver a letter, personally deliver a letter from the north Korean Leader kim jong un. This is one of the things we expect to learn more about in the next few minutes. Dana . Dana david, that would be historic if they do go to washington, d. C. In the meantime, what other preparations are being made for the summit . While the talks took place this week in new york there were other talks taking place overseas. In singapore, a north korean and u. S. Delegation has been meeting. What they have been discussing are the issue of the logistics as well as the security. Also there is meeting taking place in the Demilitarized Zone. The meeting targeting the issue of what will be on the issue and some possible declaration if the summit does take place and is successful. The white house says the readout from the meetings indicates there has been progress. But all eyes in the last 24 hours have been on the meetings here in new york. What a Senior State Department official called the meetings between two top dogs. And in a few moments we expect to learn from the secretary of state just how much was accomplished. Dana . Dana all right. David lee, thank you so much. As we await to hear from the secretary of state pompeo, lets bring in karl rove. The former White House Deputy chief of staff and a fox news contributor. Interestingly to me, karl, david lee just said that the North Koreans have expressed a concern about security, overall security. I thought well, that is the priority for america, too. Like the reason that President Trump wants to meet with the North Koreans is about our security. And the world. Your thoughts . The North Koreans have been concerned about the security of their regime for at least three generations. The original drive for Nuclear Weapons began under the current leader north koreas grandfathers time in office. So his grandfather, his father and now kim jong un have all thought that the regime continuation, its security if you will, depends on the acquisition of a Nuclear Weapon supply. And they have been pursuing this for decades. And they have now achieved it. So absolutely, he is going to be concerned about it. The United States, you heard david lee use the words complete, verifiable, irreversible denuclearization. Vcid is the abbreviation. Dana someone we know well, joe hagin, President Trumps point man on the ground in singapore. Talk to me about the prep. This is expectation setting and where people are going to sit. What the photo ops might look like. Not only are there discussions but this is really high take meeting for the two leaders getting together for the first time. Everyone has a lot to say about what it looks like. Yeah, look, this is a very complicated preparation. We have Deputy White House chief of staff joe hagin and Logistics Team in singapore with the counterparts working out where people will sit, where people will stay, what kind of arrangements they will have for the breaks and the meals and so forth. We also as david lee talk about have a team meeting in the demill tar size Demilitarized Zone working on the agenda. Then we have the meetings between pompeo and in essence the vice chairman of north korea, the chairman of the workers party, the number two or number three in the government. We dont know exactly how the pecking order goes there. But obviously a very top confidant of kim jong un. This is a threering circus. The logistics can be worked out but the other two that are taking place in the Demilitarized Zone and taking place in new york, you have to somehow bring those both together and come up with a, an agenda. B, a general agreement upon what people think the direction of the meeting is going to take. C, some evidence of whether or not each side is going to get something it wants out of it. So that they can come together and finalize the deal if you will in singapore. It will be complicated under normal conditions. This is extraordinarily difficult with so many Different Actors spread across the globe. And also with North Koreans having they use the same words we use but it may mean something entirely different to them. Dana we are about one minute away from secretary pompeo stepping to the podium there. Let me ask you another question, karl, in the minute we have. Politico reported today it looks like to some observers that President Trump, john bolton the National Security adviser and secretary of state mike pompeo might not all be on the same page. My thinking is that well, they are all on the same general page. That they are all moving in the lock step but they have different roles here. Secretary pompeo doing specific work here today. President trump is overseeing it and bolton trying to figure out how to make sure the security guarantees we expect are actually in the deal. Look. You are right. Pompeo is going to be the lead negotiator but bolton has to make sure that the rest of the government is in sync with pompeo, that he is getting the proper input, advice and counsel from the intelligence agencies, d. O. D. And the other actors in this. He has to be the guy playing the role of the honest broker making certain that everybody has a chance to say what they need to say and that information is then conveyed to the president in an organized, deliberate fashion so the president understands what are the big things he has to decide and what are the things there are consensus and things there are not. Dana the other thing that is happening, keeping everybody in the u. S. Government on the same page. But also basically keeping the allies in the loop and making sure they are not worried or getting squishy or going rogue. Just yesterday we also saw lavrov, the foreign minister of russia go to north korea. We also know that china is quite interested. Japan headed to america on june 7 to meet here in washington, d. C. , with President Trump. So allies are of the basically a group you have to corral a little bit. We have allies concerned about where is america and what are the conditions that we might agree to that might be destabilizing for them. That is the South Koreans and japanese most prominently. We have the chinese who are the normal un inscrutable self. Then have disrunors of lavrov disrupters of lavrov and putin. They could care less what happens unless it creates indigestion for the United States of america. To lavrov went to call for removal of the sanctions before we have any agreement upon denuclearization. Mark my words, russians have been systemically undermining the sanctions in surreptitious ways and that will get worse not better. Dana we are just waiting any moment now for secretary of state pompeo to come to the podium. Let me ask you another thing, karl. About the way that the government is operating under secretary of state pompeo at the state department. With Rex Tillerson there, there is a lot of tension and the state department seemed demoralized. Just with the change in personnel, not saying anything bad about Rex Tillerson but there seems to be sort of a renewed spirit there at the state department, which is probably helping the president achieve some of his Foreign Policy goals, especially here in north korea. Well, i think that is right. Whenever there is a change in the leadership of a government department, if the workforce inside the department has been soured on the previous occupant of that office, then the new person regardless of what policies they necessarily pursue, if they take symbolic steps to look like they are open and new and different they have a honeymoon. We will see how long the honeymoon lasts but pompeo is a particularly effective operator in my opinion. Not to say anything about Rex Tillerson. Dana right. But pompeo is really effective. He sensed he has an opportunity and he has taken symbolic steps to allow him to grab the opportunity. Look, number one in his class at west point and harvard law grad. A smart operator and he is taking advantage of the moment hes got. I liked it last night when he said he had dunner with the north korean dinner with the north korean counterpart a reporter asked what was on the menu and pompeo said american beef. As in obviously that would be the case. While we wait for pompeo let me ask another story getting attention today. The president announced today tariffs of 25 on steel and 10 on aluminum from e. U. , canada and mexico. Going to take place at midnight tonight. Commerce secretary wilbur ross said on a call with reporters earlier today, plus you had news the other day that the white house is going to go forward with 50 billion of tariffs on the hightech goods from china. All of this happening at the same time while they try to salvage this summit and put it altogether. Your thoughts on the trade . You wrote about it today in the wall street journal. I wrote about it. I think the administration is moving down the wrong direction here. The focus is on reducing the overall trade deficit rather than focused on what are the policies necessary to make for a level Playing Field . They have used a National Security exemption to penalize our two neighbors, canada and mexico. That seems to me to be not making much sense. 50 billion of goods from china will have a 25 tariff on them, that 12. 5 billion will come out of the pocket of americans consumers offsetting some of the value of the tax cut. I think we have roughly 90 billion of the tax cuts this year. We are taking 12. 5 billion off the table to put it back in the hands of the government, take it out of the pockets of americans and then you add on the tariffs on the e. U. And canada and mexico and we are probably somewhere in the vicinity of 16 to 167 billion total to be taken out of the pocket of American Workers and the American Families and given to the government. Not paid for by the foreign countries. Going to be paid for by americans who buy ultimately the goods taxed more heavily. Dana do you think there is a distinction between tariffs on china and hightech goods and then tariffs on our allies such as the europeans and certainly canada and mexico . I know you are from texas. Kevin brady, congressman from texas, and he is the chairman of the ways and Means Committee said today these tariffs are hitting the wrong target. Right. Dana when it comes to unfairly traded steel and aluminum, mexico, canada and europe is not the problem. China is. China is. Dana it puts the American Worker and family at risk. You are also from texas. Your thoughts . I couldnt agree more. Steel from mexico and canada is used in our oil industry. Its because we dont have enough capacity to generate those kind of goods here inside the United States. Couldnt agree more. On china my column today was look, its fine to say to the chinese you have to buy more from us and you have to lower your tariffs. I bet you a dime to a dollar they are going to eventually lower their tariff on American Made automobiles but that is not the problem. The probable is they are stealing our technology and there are four things i outlined in the column talking to trade people and trade experts. I said what do we need to do to deal with the problem of the chinese stealing the technology . They said get rid of what are call trims. Traderelated investment mechanisms. Basically that is authority by the Chinese Government to force American Companies that want to do business in china to give up the technology. We need to get rid of what are called equity caps. Americans who by businesses in china can only buy minority position in the business and the majority partner can say if you want to keep doing business here, you have to give us your technology. The procurement rules. If you want to sell to the Chinese Government you have to make it in china and give up your technology. Worst of all what are the subsidiaries to the Stateowned Enterprises where the chinese identified a series of companies and industries where they want to get the technological advantage over the United States so they subsidize the companies. In combination with the other three things this is like a great way to take the technology they are vacuuming it up and deploying it. That is where we ought to focused. Not saying we want you to buy more hightech goods from the United States and in which case you will steal the technology because that is going to be the cost of doing business in your country. Dana we are waiting for secretary pompeo who should be here any moment now. He had a meeting with north korea. Meanwhile, other news, karl and i were talking about the tariffs. In addition to that, President Trump decided today to pardon Dinesh Dsouza. He pled guilty to Campaign Finance law violations and he did the penalty that was given to him because of that. The president saying today that he is going to pardon him. Then he also said that he is considering pardon for rod blagojevich. Karl, you have to hold the thought. Here is secretary of state mike pompeo. As you know, in addition to my meeting with vice chairman Kim Young Chol we have teams in singapore and the d. M. Z. To work and prepare for trump and kims expected summit in singapore. Through the series of meetings, im confident we are moving in the right direction. Today vice chairman kim and i discussed our countries could come together to take advantage of the unique opportunity that the two leaders created through the visions of the future they clearly articulated. Vice chairman Kim Young Chol is now planning to travel to washington to deliver a personal letter from chairman kim jong un. The proposed summit offers historic opening for President Trump and chairman kim to boldly lead the United States and the dprk to a new era of peace, prosperity and security. Our two countries face a Pivotal Moment in our relationship in which could be nothing short of tragic to let this opportunity go to waste. In my conversation with chairman kim jong un in pyongyang and today with chase chairman Kim Young Chol i have been clear that trump and the United States objective is consistent and well known. The complete, verifiable and irreversible denuclearization of the korean peninsula. President trump has always made it clear if kim jong un denuclearizes there is a brighter path for north korea. We envision a strong, connected and secure prosperous north korea that maintains its Cultural Heritage but is integrated in the community of nations. We think that working together the people of the United States and north korea can create a future defined by friendship and collaboration. Not by mistrust and fear and threats. We sincerely hope that chairman kim jong un shares this positive vision for the future. We expect both leaders to enter the summit in singapore with the eyes wide open and clear understanding of the possibility for the future. If the talks are successful it will truly be historic. I will take bold leadership from chairman kim jong un if we were able to seize this once in a lifetime opportunity to change the course for the world. President trump and i believe chairman kim is the kind of leader who can make those kind of decisions and in the coming weeks and months we will have the opportunity to test whether or not this is the case. Mr. Secretary, last night the state department told us that the u. S. Would look for a historic commitment from north korea before the summit would go ahead. Today you ended talks with chol with Kim Young Chol early. Talk about why you did that. Did you get the commitment you sought and do u. S. And north korea agree on what denuclearization would mean . We didnt end the talks early. We had a set series of items we wanted to make sure we covered, topics we made sure we were clear on in terms of what our expectations were around and their expectations in return of us and we achieved that. This is a difficult, difficult challenge. Make no mistake about it. There remains a great deal of work to do. We made progress here as well as at the same time made progress in the other venues the conversations were taking place. We had all the time we needed today to make the progress that was achievable during our time in new york city. Our next question. Michael borden from the wall street journal. Sir, following up on that. Senior state department official, the same person who spoke to us last night, also indicated that the United States hopes to persuade north korea that its security doesnt depend on Nuclear Weapons. You have had three meetings with them and spent some hours with them. Do you feel that you have been successful yet in doing that . Or is the difficult and suddenly this issue the reason why President Trump is now talking about the possibility of having two or three summits and not just trying to break the back of the issues in a single meeting . Yeah, this is look, make no mistake about it. President trump, this administration completely understands how hard this problem is. There is a long history where north korea has viewed its Nuclear Program as providing the security that it needed for the regime. The effort now is to come to a set of understandings which convince the North Koreans of President Trump has said. If we are able to achieve it, if North Koreans are prepared, in fact, to denuclearize, including all elements of the Nuclear Program, if we convince them of that, that their security is greater and in fact the real threat to the security is continued holding on to the Nuclear Weapons program and not the converse. We have had lots of conversation around that. The true test of course comes when we actually achieve this. But many conversations have been had about how we might proceed. What the path might be forward so that we can achieve both the denuclearization that the world demands of north korea and the security assurances that would be required for them to allow us to achieve that. Next one is martha from abc. Secretary pompeo, you call it a proposed summit. Will we find out whether its a go tomorrow . And also, you looked the vice chairman in the eyes and you have been with him in the room. What accounted for the progress . This has been such a roller coaster ride. The summit was off, we have gone from fire and fury to this. Talk about what accounted for the change. And do you worry that you could still change back . So, martha, i have had a chance to meet kim jong un twice and now Kim Young Chol three times and i have spent a great deal of time with each of them. I believe they are contemplating a path forward. They can make a strategic shift. One that their country has not been prepared to make before. This will obviously be their decision. They will have to make that. They will have to choose as i spoke about, they have to choose a path fundamentally different than that one the country proceeded on for decades. It should not be to anyones surprise that there will be moments along the way that it wont be straightforward and there will be things that look hard and time that appears there is a roadblock. Sometimes even perceived as insurmountable. Our mission is incredibly clear. It is to continue to push forward. The president directed me to push forward and test the proposition we can achieve that outcome. So i know everyone is following this minute by minute and hour by hour. This is going to be a process that will take days and weeks to work our way through. There will be tough moments and difficult times. I have had some Difficult Conversations with them as well. They have given it right back to me, too. They are decades into this challenge. One ought not to be either surprised or frighted or deterred by moments where it looks like there are challenges and difficulties. Things that cant be bridged. The mission is to bridge this to achieve the historic outcome. On the proposed summit will we know tomorrow if there will actually be a summit . I dont know the answer to that. The final question goes to adam shapiro with fox news. Let me just say, martha, we may not know tomorrow. I will tell you we have made Real Progress in the last 72 hours toward setting the conditions. So your question really goes to what are the conditions . The conditions are putting President Trump and chairman kim jong un a place where we think there could be Real Progress made by two of them meeting. It does no good if we dont think there is an opportunity to place them together. We made Real Progress toward that in the last 72 hours. Adam from fox. What concerns does the United States have about exposing south korea and our asian allies like japan to greater perhaps chinese influence if there is part of the deal a draw dawn of the u. S. Military presence draw down of the u. S. Military presence . Im not talking about today nor at any time of the negotiation of the elements of what the shape of the agreement looks like. Those are things that ought to be held so leaders have all the freedom they need to make the right decision. With respect to the draw down and that is a d. O. D. Issue, im not speaking to that today. There is no daylight between the south korean and the japanese and the United States with respect to our approach, to how we resolve the issue with respect to north korea. I have spoken to the counterparts there. I have spoken to president moon. We understand their concerns. We understand the risks that can be posed to them. And an agreement we reach will provide an outcome that each of those countries can sign on to as well. Is there the potential for the creation for look of a better term of a vacuum that the chinese could then get in, economic, political or militarily . Chinese are moving all around the world today. Be clear. The risk of that is real. Everywhere. Not just in this particular space. We are keenly aware of it and i am confident that the things we are talking about with respect to north korea will not enhance the risk of that to any significant degree. We would dont that to the South Koreans or the japanese, two of our most important allies of the region. Everyone, thank you. Thank you so much. Dana so that was secretary of state mike pompeo. He just finished a highstakes meeting with the north Korean Leader who is the vice chairman of the council there. Secretary of state pompeo saying they have made significant progress in the last 72 hours. He would not commit to the summit actually happening but he certainly did sound more positive about it actually getting done. I could not have a more perfect guest today. I want your general take. Basically what the secretary was saying this would be a historic summit and they are not going into it with any thoughts that it isnt going to be very difficult. Your thoughts . Yeah, its going to be very historic. I think what secretary of state pompeo did here is to lower expectation a little bit. Which was needed. Because i think President Trump actually raised expectations that something great could happen. It could be historic, its not clear that north korean still is talking about complete irreversible, dismantlement of their Nuclear Program. But still what secretary pompeo said is we laid out the conditions so at least north korea understands that they sit down with President Trump what to expect and we will insist on complete, irreversible dismantlement of the Nuclear Program. When you say the words, i understand and the viewers understand what that mean. What can you tell the koreans think what it means . Are we too far apart of the issue . We used to be very apart on that issue. We have been talking about complete, verifiable irreversible dismantlement of their Nuclear Program. But they keep saying okay, that is fine. We can get there. But we are talking about denuclearization of the korean peninsula. Not just north korea. Only if the regions security is guarantees and the policy ends. What North Koreans traditionally meant by that is sort of, it has implications for u. S. , south Korea Alliance commitment, our troop presence in south korea and our extended Nuclear Umbrella that we have oversouth korea. But again, secretary of state pompeo said no, we are talk about north korea unilateral dismantlement of their Nuclear Program so North Koreans understand what we are going to ask for. With two weeks out, i think kim jong un sits down with President Trump he must understand our position. That is clear. Dana secretary of state pompeo secretary pompeo started by saying the North Koreans will be allowed to go to washington, d. C. , and handdeliver a letter to the president. That seems very historically significant to me. It probably for the North Koreans really shows a willingness by the americans to think of them as coequal partners. Absolutely. The last time a high ranking north korean official came to the United States was 2000 when they meet with bill clinton. And Kim Young Chol is a sanctioned individual. We had to probably give him a waiver for him to come to washington. But this is significant that he is now going to sit down with President Trump and deliver a personal letter from kim jong un. This is important in terms of helping continually making progress toward improving relationship between washington and pyongyang. So its significant. Dana another thing i thought was very important and interesting to me and i want your insight on this is that secretary of secretary pompeo pent at pains to went to pains to say there is no daylight between the allies. The South Koreans, japanese and United States are all on the same page. Which must be reassuring to them certainly and to make critics of this process. But also, was it a message he was sending to china . Absolutely. Because china would love to sort of i think china has not been, china has been doing its own thing a little bit after they met with kim jong un twice in the implementation of the sanctions has been loosening. There is a concern that not everybody is on board. Particularly, japan. The japanese are concerned we might make a deal with north korea that lets say a deal of the Ballistic Missile that does not protect japans missile because we leave short range or Medium Range Missiles or dont raise the abduction issue that japanese is concerned about. The South Koreans are concerned we are all concerned about a little bit of different things. Secretary pompeo is trying to emphasize we are all on the same page which is important. Because we need to be with our allies. Dana i have time for a last short question. He was asked several times, secretary pompeo asked, does he think there will actually be a summit, will it be a go . He wasnt he didnt give a firm commitment. It seems to me it is probably 75 likely. But i wonder what you thought at this point. Do you think the summit is going to happen on june 12 . I think its about 95 likelihood. I think he doesnt want to steal the thunder from President Trump. Let President Trump announce it. President trump is now willing to heat with Kim Young Chol. This is significant. If we didnt make progress with north korea, there would be no summit. He would not be traveling to washington. We can take that asen indication there will be a summit. I would tell you that the United States military has had a lot of experience in the western pacific taking down small islands. Which caused the Pentagon Press to ask him to clarify. This is just a fact. We have a lot of experience in the Second World War taking down small islands that are isolated. Core competency of the military we have done before. From your standpoint, as somebody who does support the second amendment, do you think all of those things sort of make sense . Yeah. I think looking at that list, tougher penalties for people who use guns inappropriately against people who are innocent, not in selfdefense is certainly warranted. I think the most important part of the 40page plan is all the recommendations came from the people on the ground in texas and the people who were affected by the santa fe shooting and the other shooting like the southerland spring shooting at the church. Governor abbott focused on round table and talk to gun Safety Experts and teachers and administrators to gather the information and put forward action plan that is pertinent to what each school needs. A lot of time on the federal level its a one size fits all policy and every school in the country has a different need. Because there is a pardon attorney at the Justice Department. But as i understand, one of the things that Dinesh Dsouza has told the daily caller he appreciates President Trumps gut sense of justice and other administrations would have had endless meetings but President Trump just does it. How does it actually work . I got to say. This is another example of this administration not necessarily following the path that was blazed by prior administrations. President trump wants to do this his own way and that is exactly what he is doing. Typically when you apply for a pardon it can be a multiyear process that involves an extensive vetting by the Justice Department attorneys who specialize in this. What the president is doing here at least in his initial pardon is acting when he personally feels that there has been a great and manifest injustice. He is not taking the time and following the lengthy elaborate procedures that normally are applied in the pardon context. But he is acting to remedy when he thinks injustice has occurred and is required to be corrected. Dana so really, a president can just say you are pardoned and thats it . The constitution gives the president pretty much Limitless Authority to issue these type of pardons. There are guidelines in the Justice Department for how the process should work but at the end of the day these are advisory. They have intended to enable Justice Department lawyers to make a recommendation to the president. They dont have to be followed. There is no remedy if you think the president didnt follow the proper procedure. He can do what he wants in the sphere of pardons. Dana you dont even have to been contrite. The prosecutor, the u. S. Attorney that prosecuted dsouza wrote this on twitter the president has the right to pardon but the facts are these. Dsouza intentionally broke the law, voluntarily pled guilty, apologized for his conduct and the judge found no unfairness. The career prosecutors and agents did their job. Period. Any thoughts on that . Yeah. I mean look it doesnt surprise me. One thing you see play out in the pardon process you have a sense from the prosecutors who try the case and obtain the conviction that a pardon is not warranted because there was no injustice here. I think prosecutors also sometimes feel and i dont necessarily know that it is the case here but they feel that pardons are issued as a way of giving out political favors. We saw that as you know at the end of the clinton administration. Where bill clinton was doling out pardons like party fairs to his friends and party favors to his friends and contributors. So you see pushback in the prosecutorial realm when you see a president exercising this. And its expected.
