If i could unite the country, i would consider it a tremendous success. I want to bring back our country and a great form of unity. Very tough to do. I would like to do it without a major event because that major event is usually a bad thing. Unity is really what im striving for, to bring the country together. Does that statement was they statement he put on record from the lunch. The rest of the lunch was off the record, besides the menu for the launch. Dana anything good . It was lovely. Wood smoked soup and orange meringue pudding. It was very, very good. Dana pudding, strong move. Yeah, the white house does a fantastic job. It was the anchors who are covering and the state of the. I can report that the president seems in good spirits. He seemed invigorated. That quote shows that he wants to use the speech to reach out in a more bipartisan way. Perhaps on a number of different partisan discussions. As indicated by that quote and that effort to get past some of the device of nest, which will be tough to do in this environment. Dana it will. Bear with me, i had a chance to sit down exclusively with Mitch Mcconnell. Senate majority leader and i asked him about the first year which turned out differently than anyone had anticipated. Take a listen. 2017 was the best year for conservatives in the 30 years that ive been here. The best year on all fronts. And a lot of people are shocked because we didnt know what we were getting with donald trump. He was doing fundraisers for Chuck Schumer three or four years ago. This turned out to be a solid, probusiness, conservative administration on all fronts. With the bonuses and pay raises and investments. Dana some on the left, nancy pelosi has called the 1,000 bonuses chrome. The tax cuts are what obamacare was for them but totally different subject, totally. Democrats dont like tax reform. That boat, where not a single democrat in the house or senate voted for a tax bill, it tells you all you need to know about the democrats. They trust the government. If the democrats had participated, it would have been totally dissipated. Its the most progrowth tax reform effort. Dana will democrats regret it . I think they already regret it because leader pelosis estrangement comments about crumbs, what a bizarre observation. To a lot of middleclass people, its a significant amount of money they will begin to see in their paychecks beginning in the middle of february. Its beyond legislative calendar going forward, immigration and infrastructure. Is that how you see it . Yeah, we have a 5149 majority. Very close. We are going to have to make some progress for the American People and do it on a bipartisan basis. On infrastructure, thats us subject that appeals to both sides. We have Good Progress there. Dana some democrats say you are a man of your word with this vote on the dreamers. Is that boat going to happen . If the agreement doesnt come together and doesnt become a part of the other negotiation with how much we are going to spend this year and next year, supplemental relief for florida and texas and puerto rico, this collection of issues weve been talking about, if the president and democrats can go into that or if it doesnt, as long as the government is still open, no more shutdowns like last week, i will bring the subject up on the floor and treat both sides in a fairway and we will have a debate and see who can get to 60 votes. Dana when it comes to the infrastructure bill, the democrats could be split. That could help you get to 60 . Same on immigration. There are some democrats that dont want to cooperate at all on anything donald trump is for. They showed their divisions the weekend of the government shutdown. Thats revealed a group of reasonable democrats who want to Work Together and make progress for the American People and this 5149 senate, we are going to have to Work Together. I think we can do that. Dana the 2013 shutdown was over obamacare. It worked for us, didnt it . Dana its almost a mirror image. They adopted a tactic that never worked for us, us being republicans. They decided to try it themselves and it didnt work for them. Its clear the American People dont like shutting down the government, period. No matter who does it. Dana will they be able to pass the budget . We are finding out a way to fund the government to continue passing resolutions and i hope in the next week or two we will do that. We dont need another government shutdown. Dana Mitch Mcconnell also feeling invigorated. They have the wind at their backs, more than they anticipated. Did the president seemed confident he would be able to get some of these things done . Theres a confidence in the white house about this. They all are singing from the same sheet of music. Having talked to house leadership, theres a sense that they feel in a better position, in a negotiating position because they feel the last time around that they got the better of this shutdown mess. I dont think anybody really thinks they are going to get it all wrapped up before february, which means in the short term you look at another continuing resolution. There is confidence that they are in a better negotiating position overall. Dana one strange thing that the House Republicans decided to make, today is the day they push forward on the releasing of the congressman nunez memo. Listen to what Speaker Paul Ryan said earlier. There are legitimate questions about whether Civil Liberties were violated by the fisa process. Its our job to conduct oversight of the executive branch. This is a completely separate matter from bob millets investigation. His investigation should be allowed to take its course. Dana im not sure how they make the case that this is separate from the bob Mueller Investigation when most other republicans are thinking that it is. The other thing im curious about is if the fisa program is so broken and theres all these deterrents, why did so many republicans vote to pass it last week . Those are all great questions. The Intel Committee voted to move forward and release are contingent on the president s approval and on the democratic memo, they voted to show it to all house members. The same process the republican memo went through. Even though you heard a lot of uproar for why not put both of them out . Its still going through the same process. What happens today, i dont know, it was a confluence of things. Dont expect to hear anything about that in the speech tonight. Dana thats probably a good decision on the president s behalf. I do question about in arizona, with the National Republican party weigh in on the primary there . I dont anticipate us winning in the primary. If arizona knows what candidate is the past, youve got Martha Mcsally announcing in a fighter jet plane as she went around arizona. A couple others in the race. Dana to feel the same about florida . I do. Every poll ive seen recently, rick scott is either ahead of bill nelson commits a great state for us. Dana he hasnt announced yet. Are they going to go wine and dine . Wash his car and mow his lawn, whatever we can do. Dana i want to look at the fundraising numbers. This is going to be a big year. This is about tide. Democratic outside groups announcing about 31. 8 million raised in their pack for the Majority Fund for them. For republicans, you are about tide with more organizations combined. How important is the financial part of this . Incredibly important. Thats how messages get there messages out. Its a very sophisticated operation. It shows how excited and motivated people are. We set a record in 2017 for an off year, the most money we had raised as an off year election. Dana do you have a plan for President Trump helping you in some states and stay away for the states he might not help . We look forward to the president and Vice President engaging in these races. These are states that donald trump won. Not by a few but by 20 points or more. Dana we will be watching in the state of the union for the red state democrats that are basically panicking because theres all this good news in the economy. Like what are we going to do . Its a great economy for many areas of the country. There are parts of the country we need to pick the slack up on. Dana there are all parts of this country that are not seeing and feeling the effects at. Rural parts. There at the forgotten corners of america. The rural areas that have been left behind and a lot of the Economic Growth taking place in the past year. Many of our distressed communities, almost all of our distressed communities havent seen a new net job since the year 2000. What the president is going to do is the fact that the tax cuts have allowed hundreds of billions of dollars in investments to be freed up. Its resulted in salary and wage hikes and bonuses. We really have to focus on the infrastructures that can help the forgotten corners so that everyone can benefit. Dana one might be, the president mentioned it before but broadband, and the rural community. How much of that is a federal government problem . Is there a lot the government can do . If you are building a highway, why cant you the bacp of fiber cable so you dont have that permanent process that takes 15 years after you got the permit on the highway approved . The president did this, we talked about Rural Broadband investment. We could sell spectrum. We could generate billions and billions of dollars in new money, not taxpayer dollars but new investments that the private sector is providing. Dana the opioid addiction. A nationwide problem. Rural communities also dont have the facilities to help deal with it. Is a tremendous tragedy. Look look at our workforces. We need more participation. A significant portion of the workforce is out of the workforce because of the Prescription Drug addictions. If you look at those distressed communities, the life span is often five years or less on average within their counterparts in the urban success corridors. We cant stand for that. When i was there, i was trying to be true to my boss. The president , we knew what his priorities were. Speechwriters get together and they say its not going to be another laundry list. More or less every year, it is another laundry list. Its the nature of the speech. The president is laying out his agenda and then he tries to sell it to people. A strategic moment President Trump can use to box in senator schumer. It also speaks to the nature of the the state of the union. You are speaking to both chambers of congress. The president is representing the executive branch and you have members of the Supreme Court sitting there. Its a very majestic setting. When the president speaks on the house, hes not speaking as a republican, hes speaking as the president of all americans. The way you can make its point is to do it just as mr. Mcconnell mentioned. To say i put forward a good faith proposal that will resolve your status. Its being blocked by senator schumer. Just meet me halfway. Dana before we let you go, what was your best memory from state of the union . I know youre not a big fan and a lot of speechwriters arent because it ends up having to be a laundry list. It does anything stick out in your mind . Two things. I didnt particularly care for it. Everyones trying to cram in their sentences on this program. One of my coworkers, john mcconnell, he was just great at it. He would bring history to the moment. One thing i liked the most was going to the state of the union. We would be standing on the sid side, it is still a majestic thing. To see a free government like that and your leader speaking. Its very inspiring. Look, theres a lot of things to do. The main thing for mr. Trump will be the tone. The state of the union speaks to bipartisanship. Youre trying to get the other side to go along. Youre trying to get the other side to cheer for your priorities. We will see what he does. I think people that expect combativeness from trump are going to see that tonight. I sat down with Senate Majority leader Mitch Mcconnell and got his take about the political discourse in the country and the Record Number of judges confirmed to the u. S. Circuit court. The court of appeals are where most cases end up, thats usually the final word. Only a tiny fraction make it all the way to the Supreme Court. The circuit courts are enormously important. My job in this, dana, since i control the schedule, is to bring them up. After pick. I have to prioritize the District Court judges. The longterm impact it could have on the country, far beyond any president. These people have a lifetime tenure. Dana you warned harry reid about the dangers of changing the rules of the senate. You said breaking the rules to change the rules would fundamentally change the senate. Future majorities will be looking to this precedent. I dont know what the future holds but two years from now, i could be setting the agenda around here. And once deployed, the Nuclear Option may have fallout and future congresses. Dana sometimes for the president and from the right, to ask you to change the rules for other things like appropriation bills in order to avoid things like that shut down he went through two weeks ago but youve withstood that. Why is that the wrong thing to do . Whats unique about the senate is that it requires a super majority to do most things. There are a couple exceptions and weve used those on the tax bill. Having been in them minority a lot around here, i can give you a long list of really bad things that have been stopped because the majority can get 60. Socialized medicine, getting rid of state to write work laws. It would be a very different country to the left. What i say to conservatives is, you dont know when the shoe might be on the other foot. Dana to think we can actually say obamacare doesnt need to be addressed legislatively any longer . It has a gaping hole in it. Its moving administratively. We still think obamacare was a huge mistake for the country. We didnt have the votes, regretfully, to repeal and replace it. We are still trying to move it in a competitive direction. Dana what would you say to people that are concerned about america being so divided today . Youve been around a while. Are these better than what people think . Let me make people feel better. It pales in comparison to what Thomas Jefferson and john adams said about each other. We havent had a single instance where a congressman from South Carolina came over and was almost beat to death on the senate floor a senator from massachusetts. My point is america has always been involved in a very animated and robust political discussion. Whats different today is instant communication. You see it and hear it constantly. You are more alarmed than you should be. Weve had raucous debates, a civil war, for goodness sakes. I think everybody ought to relax. What you are seeing is a great american, political debate. For over 230 years. It continues. It just happens to back so happens more people hear about it because of technology. Dana thank you for being here, what do you think that interview . He thinks the wind is at its back. Sure, it was a fascinating interview for a lot of reasons. At the least of which that conservatives love to beat up any republican leader, Mitch Mcconnell. I think Mitch Mcconnell will go down in history is a very important force for conservatives. If her nor the reason, keeping the neil gorsuch seat open pad and salvage the scalia seat. There are more issues that are important to conservatives. Dana mo, the president told bret baier that he wants to try to unite the country. Weve heard that from him before but are the democrats going to buy any of that tonight . It depends what he does. And more importantly, what he does after tonight. Hes going to give a fine speech tonight. He will deliver the speech well because he knows how to do that. Hes a performer. But weve seen a fine and well delivered speech but are his actions coming out of them, do they stoke the partisan divide and the fissures in our country even more than before he went into it . Dana one thing they are going to talk about is immigration and going forward. The followthrough is so important and senator marco rubio tweeted great seneca passed bill that deals with daca, border, Nuclear Family and lottery but we need a plan b bill which would be just daca in the border. Charlie, what will conservatives think about that . Is probably the most interesting proposal ive ever seen covering immigration for a long time on the hill. You cannot come up with an offer that is more centrist. Mel would probably call it something else. Its something that equally enrages both sides but gives a lot for both sides. The fact that the reaction to that was hes a racist and its make America White again, the fact that she said that and thats been the reaction . That calls into question whether democrats actually really want to make a deal. Dana i wanted to ask you, mo, do democrats want a deal on immigration . Yeah, i think they absolutely want to get a deal and we see movement from democrats to come to the table and talk about things like Border Security. Its not the first time, either. Under the obama administration, they came up with a bill that came up with both Border Security as well as the dreamers. The question is, is everyone coming to the table going to be at an honest broker and actor . When he tells them to come on over because weve got a deal, the whole thing is blown out. You hear conservatives who will say i dont know where this president actually stands on the issue. Which makes it hard for everyone else that has to be a part of this negotiation. Since 1998, i have attended every state of the union. Ive always believed that this event should be nonpartisan, because i respect the office of the presidency. I will not attend the state of the union because this president has not honored, nor respect of the office of the presidency. Members of the Congressional Black Caucus are expected to save a bunch of seats next to each other and if members are being asked to wear cloth to protest the president s shole country remarks. But theyve also said anything noisy would be inappropriate. I would support that during a time when president obama was in and i would support it now. I think we are better than that. We are supposed to compromise and have a debate. I dont think tonights the night for political gains. Stern warning from the leaders of both parties. Dont interrupt the president , even if you really dont like what hes saying. Dana one thing i know they get out of this is that back home, theres press coverage is good. If you are and a progressive district or blue state, you want to get some sort of attention. You might actually try something. A lot of the people that say they arent going to show up are from coastal states or the pacific northwest. They are clearly trying to make sure their constituents arent too cozy with President Trump. Theres arent a lot of specifics but some are trying to take the moral high ground over the president. Congressman Gregory Meeks says the president doesnt deserve the respect of having him in the office and congresswoman Maxine Waters says the president doesnt deserve her attention. The other ten or so to say they dont like what the president said and they think he tells a lot allies. Dana but what if you dont even come and listen . Its not just money allocating the project. Water infrastructure, roads and bridges that need to be focused upon. If we do that, we have to make sure its done timely and right and in the delays, we need to address the infrastructure discussion. Dana pennsylvania has been such an important state fair President Trump. Especially energy voters. One of the biggest refineries in pennsylvania just last week said they would have to close and they were pointing to epas renewable fuel program. Do you think theres anything you plan to do to try to turn that around . As you know, the very Renewable Fuels standard statute is something that impacts our economy and sometimes in a very difficult way. This is an example of that. The red market, people have to show theyve blended a certain amount of fuel with ethanol and whatnot. This is an issue, we need reform in this area. Its terribly important to make sure that as we engage in our administration statutes, they are updated from 20062007. Dana weve read a lot about companies that are giving bonuses after the tax cut bill. What about any companies that are going to invest in new ware or cleaner technologies in order to help cut down on pollution . There so much optimism across the country. When you look at what the president lead on this year, americans were shared today than they were last year. We are also stronger economically. The Regulatory Reform effort, the president has shown tremendous leadership on. People want results and action in respect to the economy and the world. We are going to see that tonight. I think it will be echoed in the state of the union. Dana what about the ethanol industry . Believe it or not, there are some folks that are already going to iowa to test the waters for 2020. The ethanol industry, its of great interest. Some people love it and some people dont love it. What are your plans for 2018 . We have obligations at the epa to administer the statute that congress has put into place, mandates that a percentage of our fuel has ethanol. We are producing 15 billion gallons of ethanol presently. We are doing very well in the ethanol sector and exporting that as well. Its an opportunity from an economic perspective. We need to make sure we find a balance. With respect to enforcement and administration of it. Dana to think the president will mention Climate Change in his address . With piers morgan, he said hes still leaving the door open to rejoin the paris accord. When the president announced he was exiting the paris accord, which is absolutely the right decision, it was courageous, he said engagement is going to continue. From the state department, he will talk about exporting, which we do with the nation. Weve reduced our co2 emission. Through policy, not government mandate. Thats what the president has been talking about. Dana like china, i imagine. Those developing countries like china, india, and others, they are going to use their natural resources, as they should. But they should use it with Technology Second control emissions and we need to share that with the rest of the world. Dana let me ask you one last question. Ppa faced the biggest budget cuts.
