0 you're at risk of contracting hepatitis c and the hiv virus from treatment by that doctor. they're being told, according to this letter, that testing to be. they had originally said saturday, and now it appears the testing for all of those thousands of patients will start monday. then they have have two to three-week wait to get the results. >> shepard: to the people who have been through this and inside the doctors office with us, susan rogers is the director of the oklahoma board of dentistry. she signed the official complaint against the dentist listing all of his apparent violation. dylan waters had four appointments with dr. harrington, the first to get his wisdom teeth removed. susan, i'll begin with you, if that's all right. you went in there after a complaint against this dentist and give us the highlights of what you found. >> the first thing that was the most shocking to me was the fact that i visited with the dental assistants, and they went through their procedures because we were there to find out before. it was very, very unusual. >> shepard: dylan, you were a patient. you went there four times. this news must have hit you like a ton of bricks. >> it was definitely shocking to hear. i didn't hear it, you know, firsthand. i heard it from co-workers while i was at work, and i i just completely stopped in my tracks and almost dropped there, i was so shocked. >> shepard: didennis, did you notice weirdness in there? dillion, i'm sorry. i thought things were weird when the nurse was administering my anesthesia for my procedure by i thought maybe she's just the anesthesia nurse. she will go on and the other nurse will assist dr. harrington. besides that, i didn't really see anything else because all the instruments i didn't see firsthand. they were all when i was under. >> shepard: susan, i know it's important that everybody get tested. how high would you say the risk level is for patients? >> i would defer you to the state health department. i can tell you that out of the list of things that we saw, there was multiple violations of not following basic infection control and sterilization procedures recommended by the cdc which is what we require as well. multi-use vials that the assistants were using for multiple patients. you're not supposed to do that. you're not supposed to bring them in the opertory. >>opertory, several things that were not normal. >> shepard: before we go, dillon, the doctor has dropped out of sight, but if i had been one of his patients. i might want to talk to him. any thoughts on what you'd like for him to know? >> i just want to know. he was obviously aware of the situations he was putting people in, so why did he continue to practice and continue to do the things and put people at risk when he was basically just, you know, doing -- doing everything behind people's backs and putting people at risk? i also want to know why the health department didn't step in sooner. i mean, this has been happening for possibly six years. why weren't there inspections prior to this? it's definitely a big shock. >> shepard: good questions all around. i'm guessing this is just getting started. dillon waters a patient, and susan rogers, the executive director of the oklahoma board of dentistry, thank you both. good luck google forward. >>going forward. the obama as new rules, called the most important of his second term. critics say it could cost us more money. the plan aims to cut the amount of sulfur in gasoline by two-thirds. the idea is that it would cut down on sulfur emissions, the main cause of damaging smog. now the oil industry is pushing back, noaght that sulfur levels are down 90% since 2004. they claim the new plan could raise gas prices by as much as 9 cents a gallon. that wouldn't happen for another four years when the rules take effect. the white house claims the reduced pollution would save thousands of lives each year, and that it could help tension of thousands of -- tens of thousands of children avoid breathing problems like asthma not to mention lower cost of maintenance on the vehicle. wendell goler from the white house. how has the administration responded to the critics?
