Tonight, we begin with the concern from capitol hill on the growing case numbers across parts of the country tonight. Good evening, our nations Top Health Experts testified in front of the Senate Committee today has coronavirus cases continued to increase in about three dozen states, many of them in the southeast and also great here in the southwest. Im very concerned and im not satisfied and whats going on because we are going in the wrong direction. Words of worry on capitol hill as covid19 cases continue their summer search, doubling in at least ten states. The biggest jump in arizona where cases increased to nearly 300 in june and hit a new daily record of nearly 5,000 on tuesday. Governer ducey has delayed the start of school, closed bars, gyms, theaters and water parks. Indoor and outdoor Public Events of 50 or more will be prohibited. As for the opening of school, experts believe it will depend on local conditions and could be a mix of in person and online learning. Its very important to get the children back to school. Theres also fear the upcoming fourth of july holiday will promote further spread of the virus with large gatherings. In california, Los Angeles County beaches will close over the weekend following the steps taken in four southern florida counties. And while a majority of states have not issued mask mandates, the governors of kansas and oregon have now issued statewide orders requiring masks to be worn. Advice echoed by the nations top doctors. It is critical that we all take the personal responsibility and embrace the universal use of face coverings. Specifically im addressing the younger members of our society. The recent spike in cases has been attribute it to younger americans but new data from the cdc shows the disease is not as deadly for them. For those under 25 only 160 deaths are attributed solely to the covid19. More than 64,000 deaths deemed as covid are those over the age of 75. The head of the cdc says between 5 8 of the American Public has experience to the virus, emphasizing the need for a vaccine. But even though dozens are being developed and tested around the world, doctors say it cannot be our only hope. There is no guarantee that we will have a safe and effective vaccine. But we are cautiously optimistic. Speake dr. Fauci went on to sn the testimony that we should know how effective those vaccines are by sometime in december or early next year. Hope is that they will be about 75 effective and supplies will be available starting as early as 2021. Bret a vaccine that works cannot come fast enough for businesses and workers, especially those in location slowing down the reopening process. Congressional correspondent chad pergram looks at the economic concerns and what congress may or may not do about it. Stark words on capitol hill about the future of the u. S. Economy. Reversal of economic fortune has caused a level of paint thats hard to capture inward. Great uncertainty about the future. Dire productions from lawmakers. I think we are going to see without intervention a wave of foreclosures and defaults. All of the job gains of the past decade have been wiped out. Congress takes a two week break on thursday without approving another coronavirus bill. We just cant wait for our republican colleagues to wake up to the reality in this country. People are losing their homes, people are not being fed, people are losing their jobs. Senate Majority Leader Mitch Mcconnell wont commit to another coronavirus bill. The only thing mcconnell is pushing, Liability Protections to prevent people from suing if they get sick at work or school. These are the kinds of Smart Solutions washington must continue discussing as we evaluate what further steps may be necessary. Today is the deadline for Small Businesses to apply for loans under the paycheck protection program. Treasury secretary Steven Mnuchin told a house healing heg there was bipartisan support for repurposed thing the funds remaining but that requires congressional action and there is no consensus on extending unemployment benefits. You can roll the dice again at casinos in maryland but the neon lights on broadway are dark until at least january. And questions remain about the viability of pro sports. I never said we cant play a certain sport. I am completely unqualified to tell you whether you can play a sport or not. Experts say trust is the key to reopening. The path forward for the economy remains extraordinarily uncertain dan will depend in large part on our success in containing the virus. A full recovery is unlikely to occur until people are confident that its safe to engage in a broad range of activities. The virus wiped out tax season in april, the new deadline is july 15th. The irs is sticking to that but refunds may be delayed by months. Bret chad, thanks. The dow gained 217 today, s p 500 rose 56, nasdaq finished up 185, but today ends of the Second Quarter for 2020 and really it was a blow out period, the dow rose almost 18 , the best quarter since 1987. S p 500 gained nearly 20 , the top quarter since 1998 and the nasdaq grew more than 30 , the largest increase since 1999. Joining me now, dr. Marc siegel, professor of medicine at New York University Medical Center and fox news contributor, thanks for being here. What did you hear today, what perch or ears . Well, i was very concerned today about the idea that dr. Fauci was talking about the possibility of 100,000 more deaths occurring by the fall, the idea that we may not be able to control this was one thing, the other issue is its become clearer and clearer that elderly people are much more at risk than young people are, the statistics coming out of the cdc on that are quite shocking. 4 , less than 4 of the deaths are under the age of 44. Over the age of 65, to give you an idea, 85000 out of 107000 deaths so as of the virus is spreading among our young people, we are seeing milder cases. The danger will be that it could spread to the higher risk groups again, to the elderly and we would see that catch up. Bret i think we have a graphic that shows the age of deaths as it stands as of jun of june 20th and if you take a look at this obviously the numbers overall are disconcerting but some of these numbers are deaths is tied to covid but they are the end result according to the cdc, its not blaming solely covid, they had other underlying conditions and its tough to parse out some of those numbers as we look at the breakdown he here. Heres the thing, as you get older you have more preexisting conditions, you are more prone to the inflammation that covid is now becoming famous for. As your younger youre much less likely to have those inflammatory chemicals in your body. Also young people have less of those receptors in their noses so when they get the virus they get much lower viral loads. Older people get a lot more of the virus in their systems, they have much more proclivity to secondary effects and therefore the risk of death is a lot higher. Dr. Fauci it was one of the things dr. Fauci was pointing to today is that if it spreads to younger people its going to lead to difficulty in reopening schools because older people are working at the schools, teachers, superintendents, workers at the schools, cleaning people at schools are going to be at risk so even if the young people at schools are not at risk, those that support them are so hes worried about more and more virus in the community being at risk, whether the schools can reopen. To be when you read my mind, that was my question, thats what struck me today. It is the concern about schools. If we cant open schools, you tie that directly to the economy and the ability of parents who have kids who need to be at school, one are we going to know if we can do that in the fall or not . Right now we have to do a laser surgical approach to the problem, when dr. Fauci says we reopened too soon, i would put it a little differently. I think we reopened certain things too soon, boris should never have been reopened, indoor restaurants when the virus spreads through poor ventilation, when it hangs in the air for hours, Outdoor Activities i can see but we need to Going Forward emphasize mask wearing, social distancing, Outdoor Activities across the country, close the bars anywhere where people are congregating indoors. That will decrease the amount of circulating virus. We still have time. What secretary azar says, we are running out of time, we are running out of time but we still have time if we can decrease the number of cases we can consider reopening. Bret quickly, one of the traditional ways that the cdc and Health Experts go after this is through Contact Tracing. It doesnt seem like states have enough contacts tracers to be able to handle the numbers were looking at now inside the u. S. Yeah, thats a great point and not only that, i think we had to go towards what dr. Fauci was calling pool testing. Its not just Contact Tracing because you may not be able to figure out all the people that somebody came in contact with in the past 24 hours. We need a huge ramp up of testing right now and one of the ways we can do that is to switch over from this antiquated test we are doing, the pcr test from the 1990s over to antigen or protein testing which is much more rapid. When you get a flu test, youre getting a protein antigen test. Thats where we need to go. If we get antigen testing going, we can test millions of people at a time rather than hundreds of thousands of people, we need to test everybody in the area of positive cases to get control over this. Bret dr. Marc siegel, as always, thank you. A select group of democrats have now been briefed on the intelligence reports about the alleged russia Bounty Program with some calling for increased sanctions against russia. Supreme court has made it easier for private religious schools to receive public funding in a 54 decision today. Here with more on the fallout from that ruling and what to expect from the rest of the term is chief Legal Correspondent and fox news at night post shannon bream. Good evening, shannon. Tonight chief Justice John Roberts once again the swing vote in a highprofile case but unlike yesterday his vote today is likely to make conservatives happy. In a 54 decision the court ruled in favor love several mothers in montana who were suing for the right to use scholarship money attached to a tax credit to pay tuition at a christian school. Under the plan, donors to the Scholarship Program get a tax credit. Those scholarships can be accessed by lowincome parents seeking to put their kids in private schools pay about the Montana Department of revenue issued a regulation banning the scholarships from being used at religious schools. Roberts writing for the majority said this. A state need not subsidize private education but once a state decides to do so it cannot disqualify some private school solely because they are religious. The white house praising the result as well saying this. Laws that condition Public Benefits like needbased scholarships on religious status demonstrate state hostility to religion. As states decision not to us found religious activities does not disfavor religion, rather it represents a valid choice to remain secular in the face of serious establishment and free exercise concerns. The National Education association, the countrys Largest Labor union blasted todays decision is well paid an extreme Supreme Court joined the far right effort to undermine one of our countrys most cherished democratic institutions, public education. Supporters of todays decision say the implications could extend far beyond schools to all kinds of partnerships that religious groups have with Government Entities and thats exactly what worries the other side. We are still awaiting several critical decisions and we are in uncharted territory here, tonight we still have no word on what we can expect, those remaining opinions. Bret we dont know when its coming out, the president s taxes, thats a big one. It is critical that we all take the personal responsibility to slow the transmission of covid19 and embrace the universal use of face coverings. Specifically i am addressing the younger members of our society, the millennials and generation z. We are now having 40 plus thousand new cases a day, i would not be surprised if we go up to 100,000 a day if this does not turn around. Our numbers speak for themselves, im very concerned and im not satisfied with whats going on, we are going in the wrong direction. Bret as we look at the new numbers, the cases, the deaths in the u. S. And around the world. This comes as 15 states in the u. S. Are now pausing or delaying reopening plans as you look at that, the south and west, out west, california, all of those delaying some aspect of opening plans as you head into the july 4th weekend. Lets bring in our panel, charles lane, opinion writer for the washington post, mollie hemingway, stephen hayes. The warnings were stark today, the Vice President and the Coronavirus Task force said reopening should not slow down as long as people do what they are supposed to do. Heres the Vice President. Wash your hands, practice good hygiene and wear a mask. Wear a mask whenever your state and local authority say its appropriate, its always a good idea to wear a mask when social distancing is not possible. People are really trying to get their head around where we are and where we are going, by the fall especially schools. Its absolutely true, the American Academy of pediatrics came out with a statement of you day of days ago saying that schools should absolutely be open. I think a lot of people have been focusing on the virus which is very bad but not focusing enough on the downside, some of the reactions to the virus. We know so much more now than we knew when this started and what we are seeing in the cases that come through now is the hospitalizations, the hospital directors essay the cases are much less acute, requiring much less intervention and much shorter hospital stays and they saw back in april and so on and as we learned more and is the fatality rate drops that should be incorporated into how we talk about this and we should also be thinking much more about the downsides of what is happened, i think its been a really massive psychological experiment on a Large Population of people that clearly has not gone very well, we should particularly care about young people and what is happened to them and what would happen to them if we were to keep them out of schools, particularly when studies show they are not big transmitters to the virus. That would also have a detrimental effect on the economy. What about, we are seeing more young people infected. The deaths overall are coming down as far as the rage, the mortality rate in this vibrance, thats a scary scenario as we look around states that are seeing case numbers go up. I think people are crying out for certainty and consistency in leadership and they understand that theres gray areas and recommendations are going to go out, they want some clarity and consistency and it starts at the top and President Trump really kind of took his eye off the ball a few weeks back, made fun of or disparage the idea of wearing masks, and kind of lent his support to kind of more cavalier mood thats out there among some people and in his own camp now, among republicans is almost a desperate cry for him to change that tone. Bret i think you saw some of that with the Vice President Vice President and secretary azar today. Quickly on this, i want to turn to the other story. I think youre starting to see other republicans speak out, you saw the photograph of dick cheney wearing a mask, people are pushing some of the common sense things we can do to individually take action against this virus. I think its been a failure of leadership all around at the federal level and way too many state levels as well. Bret other story is about the intelligence surrounding this story that russia may have been sending money to the taliban, putting bounties on u. S. Soldiers heads in afghanistan. Here is the House Press Secretary today about a focus on leaks. To the Anonymous Sources who made a classified information, you should know this, you may seek to undermine our president but in fact you undermine our countries safety and our countrys security. Who is going to want to cooperate with the United States Intelligence Community . Who is going to want to be a source or an that if they know their identity could be disclosed . Which allies will want to share information with us if they know that some rogue Intelligence Officer can go flash that information on the front page of a major u. S. Newspaper. Bret in the president ial daily brief in 2019 and february but theres some backandforth about intelligence on whether it was really accurate or not. Whats your thought on the story overall . There seems to be some dispute about the intelligence itself, that we will learn more about in the coming days. It makes sense for her to focus on the leaks because they are serious but i dont think the administration has a much better response. If you look back at what the administration is saying, touting this initiative with the taliban now for more than a year, a year ago, about this time last year they were touting how the u. S. Has common interest with russia, in afghanistan and now we know that neither one of those things are likely. This story is coming from the same exact people who are using the exact same tactics that were used to spread the false and damaging russia collusion hoax. You have intelligence officials illegally leaked to coconspirators in the media to set a false and damaging political narrative.
