The new unemployment numbers here indicate more than six and a half Million People, more people, applied for jobless benefits last week. Thats almost 17 Million People over the last three weeks. About one in ten americans has lost her job in the past three weeks. The president s request for a 250 billion to supplement his Paycheck Protection Program hit a snag in the senate today over demands from the democrats that minority owned businesses be protected and also, pushing for a bigger package proposed by the democrats. They ended up blocking the Small Business loan expansion of 250 billion today. Stocks shot up today though, the Federal Reserve prepared to provide more than 2 trillion in new loans to businesses, governments and households. Correspondent Kristin Fisher starts us off tonight with more on the president s Economic Strategy from the north lot of the white house. Good evening. Good evening. For the very first time tonight in order to be in the room for tonights briefing you had to get one of those rapid coronavirus tests. These are the same kind of tests that will be absently critical to reopening the economy. As the death toll projections for the United States go down the unemployment claims jumped again today. Another 6. 6 million americans lost their jobs last week bringing the total to 16 million. Meaning it will keep those businesses open. We need both democrats and republicans to come together to get the legislation completed and it looks like its on its way but we need both and it should be for people that are working, for the workers. If you look and you see we have a lot of people that are affected by that and its a very positive development. So we have to get a bipartisan approval of that and hopefully that will happen today. The department of education is also announcing the availability of more than 6 billion in emergency Grant Funding to assist College Students impacted by the cancellation of classes and the suspension of housing. A lot of people have a lot of things suspended in housing is one of them. Previously we waived student loan payments for six months so student loan payments have been waived for six months and we will discuss it after that. It may go further. Although those medical orders separated our citizens for a period of time it has also united our entire nation. I think i can say like almost never before. Americans are moving forward with common purpose and shared resolve determined to vanquish the virus and lift our nation to even greater heights. How could the administration discussed the possibility of reopening the country when the administration does not have an adequate nationwide testing system for the virus . And we in addition to that are giving out millions of tests and every day we are doing it exponentially. And do massive testing. Dont you mean that you dont want to send people back to the workplace. President trump we want to have it, we will see if we have it. Do you need it, no. Is it a nice thing to do, yes. And other countries do it but they do it in a limited form and we will probably be the leader of the pack. What would you say to the more than 15 million americans that have lost their jobs in the last weeks and the economy wont bounce back . Thats my feeling. Its a strong feeling. Ive had good proper feelings about a lot of things over the years and i think we are doing pretty well. And thats a terrible dark word that weve experienced. We have numbers that are terrible, when you are looking at lower levels, lower production levels of 120,000 or 220,000, you are looking at a much lower level than the level ofs, i hope the level of 100,000, so we are going to say. You can never do anything about the people that lost their loved ones. And the great friendships and, im not sure a lot of people will ever be the same but i think our country from an economic standpoint, we have tremendous stimulus plans. I think whats going to happen, we will have a big bounce rather than a small bounce. And we will have succeeded in many ways. And, also from an economic standpoint, this is taking a tremendous toll mentally on a lot of people. I think we are going to open up strong, open up very successfully, and even more successfully than before. Please. Oil is trending today at about 23 a barrel in new york. What would you want to see the price at . 30 or 40 or 50 per barrel . President trump i want to see a certain market but, and we will be opening up areas for storage of oil, massive areas of storage of oil. What happens is the virus knocked out 40 of the market. Theres nobody driving, and theres no reason for it right now. And millions can be classical. You are up the tank, and they are just sitting out there loaded up with oil with nowhere to go. And companies, businesses and employees and workers remain strong. Right now, you are probably looking at 23 or 25. The company is dont go out of business, they are important to the country and we are now energy independent. I think the longterm benefit is to be able to go with the market and its all going to work out. Three weeks ago as we talked about it, and this was catastrophic. I think we had the bottom, and at the same time we save our energy and we also produce great and a cheap energy and we save our jobs. They dont have access to the money, and, they are doing record numbers of dollars, a lot of wells fargo as you know is very much involved in dealing with the bankers. Im hearing that its a very, very successful rollout. If they didnt want changes and applications, they wanted changes in loan requirements et cetera. They are taking billions and billions of dollars in loans, and they will be paying up the money. And, considering the fact that the Auto Industry is hurting these days, and the deal is with came about. With mexico you have a deal, the deal is different from the standpoint that production will be lower. And, they will be terminating that. So we are getting hit by the virus and we will see where that all goes, so certainly Crop Production will be down for a while. We will be helping our farmers, we have money going out to our firm is in the near future. You are eating less from the standpoint that no restaurants are open or businesses are open, but we will be helping out out our farmers. Earlier your mentions of skybridge and we are hearing through that project a lot of the ppe that was sent out to the country is coming back to this country. And, we are in good shape. I spoke to it yesterday i spoke to the governor of louisiana and i said do you think we need those extra thousand beds that we are in the process of building . We are really in good shape. We are going to start helping other countries with ventilato ventilators, in fact we should have more ventilators in the future. But i think we are in very, very good shape. We have calls with governors all the time and the governors are in very good shape now. We have sent billions and billions and billions of dollars between ventilators, equipment, protective equipment, masks. We have 500 million mass coming. 500 million from one group. It will be 300,000,200,000,000 over a short period of time. I think we are in very good shape. At the present moment there is more than 450,000 americans that have tested positive for the coronavirus and something more than 16,000 americans have lost their lives. As President Trump just said, our hearts go out to the families that have lost loved ones. I want to assure you that all of us working at every level understand, these are not numbers, these are lives. And our heartfelt condolences during this heartbreaking week go out to every American Family that has lost a loved one to the coronavirus. It has been a difficult week. But as dr. Birx will reflect in just a few moments, as we look at the data literally on a county by county basis every day, we continue to see evidence that, in areas where the epidemic has impacted most, the Greater New York city area, louisiana, the detroit metro, the denver metro, we continue to see evidence of stabilization. And it appears, as dr. Birx suggests, we are close to the peak in each of those areas, so impacted. We also express gratitude and appreciation for the people of california and Washington State who continue to be low and study and number of cases that are emerging there. We are watching the chicago metro area and watching the boston metro area and as birx will discuss, we just continue to urge every american to put into practice the president s coronavirus guidelines. Because all evidence indicates from the west coast to what we are beginning to see and major outbreak areas on the east coa east coast, its working. And its working because youre doing it. And we encourage you onward in that. Today the White House Coronavirus task force met but most of the team also met with republicans and democrats in two separate Conference Calls of the United States senate. Secretary mnuchin, our health experts, admiral pearl up check and dr. Hahn joined us as we discussed a broad range of issues. The treasury secretary touched on the Paycheck Protection Program now on day number five reporting 125 billion has been approved so far. 30,000 new individual users and a 3900 lenders are participati participating. We also discussed that the Treasury Department will issue a new frequently asked questions document tonight. An faq as you are known to clarify how seasonal businesses can participate in the Paycheck Protection Program as well. With regard to direct payments to americans, the treasury secretary assure the senators and reassure every american that we remain on the timetable for the first payments and direct a deposits will go out by the end of next week. For the average family of four, that will be 3,400 in direct Financial Support and will know doubt be welc treasury. Gov or sba. Gov. Since we last spoke i spoke with Governor Laura Kelly of kansas, governor andy beshear of kentucky. I also spoke t the governors of texas and rhode island. I assured each one of them as we continue to work to the process of making sure that we distribute the resources of the point of the need. At President Trumps direction, our objective working through fema is to make sure that states have what they need when they needed and to see the progress that we have made a comment the president just reflected on in new york and new jersey, louisiana and the partnership that we forged with governors in those states. California and Washington State before, we trust, gives confidence. And most importantly our dedicated Health Care Workers can meet that need should that need arise. At the present moment, fema reports the president has approved 54 major disaster declarations and states around the country have stood up 29,000 National GuardNational Guard, 11,000 of which are fully funded by the federal government under title 32. Also, speaking of our military, at the present moment we received a report today from the department of defense that 4,100 active duty military medical personnel have been deployed in new york and new jersey and connecticut. They are personnel that are working on the ground at the Javits Center, working of course at the u. S. Ns comfort ship. But, because of the present moment the utilization of both of those temporary facilities has been fairly modest dod actually worked with the city of new york to establish what amounts to a uniform temp service. They called it the bullpen. Today, they literally deployed from the ship and the Javits Center, 75 medical personnel to relieve dedicated Health Care Workers within the Hospital System and the city of new york and we will continue to do that. We want to make sure that federal temporary Hospital Center at the Javits Center is fully staff and we want to make sure the u. S. Ns comfort is staffed but the physicians and military personnel are also going to be deployed across the city to bring muchneeded relief to our Health Care Workers and our system. From the va standpoint, we have opened up va facilities in new york city, east orange, new jersey, the detroit system and we are opening up the va facility to coronavirus patients in shreveport, louisiana. Finally, i mentioned that today we exceeded more than 2 million tests that have been performed across the country. Also, literally working with the u. S. Public Health Service, states around the country have stood up hundreds of drivethrough testing sites and just this week, fema and the u. S. Public Health Service announced that we will give an option to states to transition from a federal testing site, dozens of which have been assembled around the country, to a state managed site. I want to emphasize that this is an option. We believe it gives states greater flexibility to style sites or manage sites that they and areas they think are most important. But we are also processing request for continued federal participation and states from new jersey, louisiana, illinois, colorado and texas and we want to ensure people and communities all across the country that we continue to partner with states to the extent that they prefer us to be part of it. With regard to the air bridge, three flights were scheduled to arrive today in chicago, new york and dallasfort worth. 49 flights are scheduled over the next three days. We continue to work supplies and we continue to literally leave no stone unturned around america or around the world. We are literally in the process of acquiring tens of millions of supplies that are being brought into a Distribution System organized out of fema and focused on the areas most in need of. We are also bringing real innovation. At the White House Coronavirus task force today we test the fda and cms to review the feasibility of allowing hospital workers to use cloth gowns for performing procedures. It was observed that 20 years ago most physicians and most surgeons wore cloth gowns every day and launder them. But it has transitioned to disposable gowns and we are working very rapidly in the next 24 hours and we will have guidance for hospitals and Health Care Workers about the ability to in effect recycle gowns and make sure that we have the supplies that we need to. As the president mentioned, today the president and first lady and i and my wife karen were honored to be part of a Conference Call with Mental Health professionals from all around the country. And we know while they are our families that are struggling with the coronavirus and struggling with heartbreaking loss to the coronavirus, we understand this is a very challenging time for every american. But most especially americans who struggle with mental disorders or struggle with addiction. The president brought some incredibly dedicated people together to make sure that what they know we are with them. Early on the president expanded access to telemedicine and weve also issued guidance for using technology to remain connected to social support groups. We just urge everybody, everyone who may be feeling an emotional burden or vulnerability during this time to reach out to the many resources that are there and know that you are not alone. We are with you and we will get through this and we will get through this together. So despite heartbreaking losses that continue this week in communities from new york to new jersey to louisiana, there are signs of progress and hope abounds. The reality is that we see new projections from the experts and if the projections are right, its because its working, and america. Its because americans are putting into practice the social distancing, caring for their neighbors and their loved ones and their family members and putting their health first. We just want to urge every american to continue to put those principles and guidelines into practice every day. With that, im going to invite dr. Deborah brookdr. Deborah biy United States, but some of the testing data to assure from the prior question if we are testing im sure youre following our numbers every day in the amount we are going up, about 118000120,000 per day are being tested. We are way over the 750,000 per week currently. We have some statistics. We required this thanks to congress to be reported. We have about 75 of that test data in now. About 1. 5 million of those tests have been reported in. I just wanted to give you some ideas, because sometimes we think that we are only testing in the hospitals, this should give you an idea of the quantity and the types of tests that have occurred. So we tested over 200,000 young people up to age 25, they have about 11 Positivity Rate over half a Million People between 25 and 45, they have a 17 positive rate. In order to get tested, you have to have symptoms. So this gives you an idea of the number of people who have symptoms that are not infected with coronavirus. Another nearly half a Million People between 45 and 65, there Positivity Rate is 21 . Another nearly 200,000 between 65 and 85, 22 positive and a small group of about 30 plus thousand individuals over 85, and they have a 24 Positivity Rate. So this gives you an idea of we are testing throughout all age categories. I see a lot of men in the audience today. I just want to remind them about the importance of health care. Of the malefemale ratio, 66 of the people are tested are female, 16 positive, 44 male, 23 positive. So again, it gives you an idea about how men often dont present in the Health Care Delivery system until they have greater symptomatology. This is to all of our men out there, no matter what age group. If you have symptoms, you should be tested, and make sure that you are tested. We appreciate you engaging in that. And also really recognizing the issues about comorbidities and making sure that we are addressing those. I had a series of great calls with about 17 states that are in our more rural areas. Specifically around our Indigenous People and tribal nations. A very reassuring call and we are testing across the country. We do have about 63 of states that have less than 10 positive despite significant testing. And within the Indigenous Peoples and tribal nations, they are seeing the same thing that we are seeing across the nation, increase issues among those with comorbidities and those of elderly, but also issues in Nursing Homes, so we are really they are testing many of these states are still capable of doing full Contact Tracing so theyve been doing Contact Tracing from their outbreaks and other outbreaks. It really gives us a clear impression of the matter what we do in the future, we need to really ensure that Nursing Homes have sentinel
