Of february. That invitation coming just two days after she led the vote to impeach him. Perhaps its because the president is in the holiday spirit. In a little more than an hour from now, hell kick off his christmas break with a signing ceremony for the Defense Authorization bill. The bill creates a new branch of the military, funds his border wall, even raises the smoking age to 21. At the same time, he out thes the bill, a new opinion piece out of a christian magazine is calling for his ouster from the white house. Correspondent Christian Fischer starts off with my usual perch from the north lawn. Good evening, kristen. President trump prepares to leave washington after one of the most controversial weeks of his presidency. Hes feeling an a range of emotions as told by two of the people who know him best. Hes energized as are 63 million plus voters who elected him to office. Hes mad as hell. However President Trump is feeling about becoming the third u. S. President to be impeached will have to wait until after the holidays because congress is heading home at an impasse. Following House Democrats rush to impeachment, following weeks of pronouncements about the urgency of the situation, urgent situation, the prosecutors appear to have developed cold feet. House Speaker Nancy Pelosi is refusing to send the articles of impeachment to the senate until Majority Leader Mitch Mcconnell provides more details about how he intends to run the trial. What we believe is that the speaker and the American People should have assurances that theres going be a fair trial and that the outcome is not going to be raised. Democrats want new witnesses to be able to testify, Like White House chief of staff Nick Mulvaney and former National Security advisor, john bolton, while mcconnell does not and all President Trump wants is an immediate trial so he can put impeachment behind him. But its a mark the the. It was a call with the president of ukraine and withholding of aid to that country that got President Trump in to this impeachment mess. Now tonight, hes just hours away from signing a massive defense spending bill that includes millions of dollars in military aid to ukraine. Hes also expected to sign spending bills to fund the government and avoid a repeat of the partial Government Shutdown that consumed washington this time last year. Thats what caused Speaker Pelosi to rescind an invitation to President Trump delaying his 2019 state of the Union Address. But today, Speaker Pelosi extended an invitation to President Trump for his 2020 address. And he accepted. Setting up the possibility of a simultaneous state of the Union Address in the House Chamber and an impeachment trial in the senate. John . John nothing surprises me anymore. Kristen fisher in the white house tonight. Thanks. A new fallout from the inspector generals report to the russia investigation that found several errors in the fbis handling of fisa requests, the fisa courts presiding judge sent another directive to the Justice Department ordering the officials to identify previous surveillance requests from an fbi lawyer linked to the 2016 warrant from former Trump Campaign advisor, carter page. The judge is asking the Justice Department to identify steps ensuring the accuracy of those filings, and whether the unnamed lawyer was ever disciplined. Another big win for the Trump Administration today with the official creation of a sixth branch of the military, the first in more than 70 years. National correspondent Jennifer Griffin with a closer look at the making and the mission of space force. Outer space has evolved to a war fighting domain of its own. For the First Time Since the creation of the air force 70 years ago, the pentagon is tasked with setting up a new sixth branch of the military, army, navy, air force, marines, coast guard, and now space force. The order goes into effect when the president signed the 738 billion Defense Authorization bill tonight. Maybe we need a new force, a space force. Started up as a way to fire up the rallies, President Trumps refrain became a punchline for latenight comics. Its about to become a reality. So ill be able to tell my kids some day and everybody else, see that space force, that was my baby. Its headquarters wont be announced until next year with huntsville, alabama and colorado springses vying for the honor and increased federal funding, 2 billion over the next five years, and 16,000 personnel, mostly pulled from the air force, which already has an air force Space Command in colorado. Critics say the expanding bureaucracy is redundant. President Ronald Reagan first set up Space Command in 1985. It was ended in 2002 when the focus shifted to the war on terror. The new Military Branch will focus on protecting the more than 900 u. S. Satellites needed to communicate, 31 of which provide americans and the military with gps coordinates. Recent antisatellite missile tests by china and india have created fear in the pentagon that the u. S. Could go blind in a future conflict. America has more to lose if there is Malicious Behavior in space. So, while we are ahead, we have more to lose. Space force will have a seat on the joint chiefs and will fall under the air force like the marines fall under navy. Unlike the marines, there are no plans right now for a Space Force Boot Camp or any equivalent to paris island. John . John Jennifer Griffin at the pentagon tonight. Thanks. The United StatesNaval Academy has cleared two mid shipmen over wrongdoing over the use of hand gestures broadcast in a Football Game last week. In tonights democracy 2020 report, the Democratic National committee is raising the bar for qualifying for the next debate in january. This after the final democratic debate of the decade that saw fewer candidates on stage giving them more time to go after each other. Correspondent peter doocy with our report tonight from california. At the last debate of the year, nobody really laid a finger on joe biden. The first debates, ive had a target on my back. Rivals went after mayor pete for fundraising. The mayor recently had a fundraiser held in a wine cave full of crystals. This is the problem with issuing purity tests you cannot yourself pass. Your president ial campaign right now, as we speak, is funded in part by money you transferred having raised it at those exact same big ticket fundraisers you now denounced. And for inexperience. I think winning matters. If you want to talk about the capacity to win, try put together a coalition to bring you back to office with 80 of the vote as a gay dude in mike pences indiana. Klobechar tells fox, no hard feelings. Not one bit personal. No hard feelings between Sara Huckabee and tweeted a joke with this biden line helping a kid with a stutter. A little kid said i, i, i, i, i, i cant talk. What do i do. She later apologized. I fully accept her apology. Age was an issue for biden, sanders, and warren. Senator warren, youd be the oldest president ever inaugurated. Id also be the youngest woman ever inaugurated. Medicare for all got joe biden most animated. Put your hand down for a second. Just waving here, joe. So you know. He also blasted lawmakers for comments about his son. I have no no but insisted their constituents encouraged them to work with a president biden. Republican voters have an interest in finding common ground. There are two ways to best measure which candidates did well, ovations and donations. A test flight to the International Space station ran out of gas today quite literally, failing in its mission to reach the iss. But as correspondent fill Keating Reports tonight from Cape Canaveral, not all is lost. And liftoff. The rise of starline. The spectacular presunrise launch from Cape Canaveral appeared to go flawlessly. But this critical uncrewed test flight of the starliner capsule has a problem, it will not make it all the way to the International Space station. The rocket performed fully with the first stage rocket burning out and falling away. The second stage rocket kicking in, but then the star liner capsule suffered an anomaly. The spacecrafts computers mistakenly believed it was in a further stage of the launch when it wasnt. So, the burn needed for a station rendezvous did not happen. The postlaunch briefing was far from somber. Nasa administrator said a lot of things went right. We are now in orbit and in fact elevating our orbit. Were going to get a lot more data and information in the coming days. So this is all very positive. Right now, the capsule is in a safe orbit under full power. And the future astronaut taxi wont be lost. The orbit were in today, the reason we picked it and put it there is that allows us to return to white sands in 48 hours. And nasas chief said had astronauts been onboard the test flight, they may have been able to take over from the faulty capsule computer, correct course, and still make it to the space station. John . Bret baier spoke with David Rubenstein about reflecting on the past given the issues of 2019. Joining me now is cofounder and coexecutive chairman of the Carlisle Group, philanthropist, and author of the new book the american story conversations with master historians, David Rubenstein, thanks for being here. Thank you for having me. I want to talk about your Carlisle Group and your assessment of where we are as a country when we come to the end of the year with the economy and looking ahead to 2020. The economy is in remarkably good shape. Everybody wants to find something wrong with the economy because you cant imagine the economy could be this good for this long. Were now 11 years into a growth cycle. Weve never seen this before. So people are saying why is something not going wrong. Nothing is going wrong. Inflation is low, unemployment is low, growth is 2 . There are no problems going on. Of course, when problems come along, they come in an unexpected way. So if something unexpected could happen. But if youre looking at what we now know, the economy seems to be pretty good for 2019 and 2020. I dont see any recession imminent in 2020. Were in the middle of political turmoil. Were in the middle of an impeachment effort. In that time, the markets have hit new records several times. And we have uncertainty about trade. The uncertainty of trade is the usmca is going to go through and the china trade agreement is going to go through. Its not what everybody wanted but its enough to get the markets happy. Why is the market doing so well and the economy doing so well when you have this Political Uncertainty in washington . Theres no perfect answer. My answer is this. Markets look for certainty. And they pretty much know whats likely to happen. They dont see an impeachment resulting in a conviction. They discounted the impeachment and the likelihood of a conviction. They know President Trump is not going to be convicted so youll see him for the remainder of the term and beyond that. You look at this moment, its historical. We study history. We talk about history. Were kind of living history. Yes. Theres only been one of these times before, really, when we had the impeachment of bill clinton. Now, Richard Nixon didnt technically get impeached because he resigned before and Andrew Johnson was before you and i were alive, right . In my case, i wasnt alive. You werent either. Andrew johnson did barely get through. By one vote, he was not convicted. You need 2 3 to get convicted. Theres not 2 3 as we now know. When i watched with bill clinton, i didnt think id live to see it again. Its a sad day in many respects, nobody really wants this to happen. A lot of people outside of washington look at washington through a negative prism. About how things operate. You look at it differently. You donated tens of millions to the kennedy center, the monument. You call it in your book, you wrote in the intro, i call the effort to reserve documents and buildings patriotic philanthropy, designed to educate americans about their history and heritage, the good and the bad. Explain that. What brought you tow that. I work in the as a young man. When you work in the white house, you get a sense of history. In washington, i lived here for 40 years, i realized many could use refurbishment and the federal government wasnt putting up the money in many cases and i wanted people to see historic documents that they wouldnt see like the magna carta. I put things together to let people know more about history. This is the reason. If you know more about history, you wont be condemned to maybe make the same mistakes in the future. Those who dont know about the past might make mistakes in the future and we could avoid them. Right now, sadly, three quarters of americans could not name the three branches of government and 1 3 of the americans could not name one branch of the government. Its a sad situation we dont teach history and civics as we used to. Theyre great interviews. The book is a tremendous read. You get nuggets. I have a soft spot for a historian. Youre a historian. Im a reporter that covers history. But i do love reading how you interviewed these historians. What did you take from the conversations that surprised you, that really kind of said this, is something different. In part of history, there are some things you dont know. Many people got their history in textbooks in the 7th grade, 8th grade, 9th grade. They havent gone back and read more about lincoln or washington or more modern president s like fdr. When you read this book, youre going to learn a little bit more. Some of the humor as well. Ill use a little bit of humor in these interviews. But these people, they have studied these people for ten years. They know it cold. And to distill it in a few minutes is not easy. But its a way people can learn a little bit of history and not have to read a gigantic textbook. Hopefully as i said in the book, if youre interested, read the entire book, im whetting your appetite. Im providing an appetizer. I love the questions you ask. One of them you ask repeatedly is of these people that you interviewed and the subjects that they covered, who would you want to have dinner with . Let me turn the question on you. You just wrote a book on teheran. There were three people there, fdr, stalin, churchill, if you could have dinner with any one of them, who . Churchill for the humor of it all and his emotions. Let me turn it on you, of the ones in your book, john adams, thomas jefferson, alexander hamilton, Martin Luther king jr. , lyndon johnson, who of those . Maybe the greatest american president , maybe the greatest of all, american lincoln. He kept the country together. Many people said south, go away, go away. Im not going to go to the civil war to keep the country together. I think having dinner with him would be quite a treat. When you look at our country now. And its obviously very divided. And then you look back at these conversations youve had with historians, what do you tell people at home. Were resilient. We get through rough stuff. This is a split time. We talked about the 250th anniversary of our countrys founding coming up in 2026. Weve had our problems for sure. Nothing were going through now is comparable to the civil war. In the civil war, we lost 3 of our population. Today there will be equivalent of 9 million or 10 million. We had people killing each other that are fellow citizens. Thats not quite what were going through. We have a political dispute in washington, not pleasant, not pretty to look at. I wish it wasnt happening. But its not the same as the civil war. Its not the situation that i think is impossible to get through. And what im trying to do in my series to the library of congress is get members to talk to each other, get to know each other a little better. Its not produced an era of good feelings but hope springs eternal that members of congress will feel less animosity towards each other. You would like to call for more patriotic philanthropists . Yes, i would like people to give back to the country. Everybody can do a little bit more to make the country a little better. Its not just giving your money. Its a derivative of an ancient greek word meaning loving humanity. You can give your time, energy, and ideas. We cant get more of our time. So i encourage people to volunteer, be a docent at the smithsonian, at the kennedy sender. Do what you can do to give back to the country. Youll live longer, be happier and a special place in heaven for those who do that. I cant prove that. Why would you want to take a chance that im wrong. Thats right. Thats why you should get the book. The american story. A great read, conversations with master historians, David Rubenstein, welcome back any time. Thank you, bret. Best wishes for holidays. You too. Me, this is one of them. The question is, when does his behavior described as immoral accurately rise to the level where hes no longer fit to serve office. To me, we crossed that line with the impeachment hearings. The editor and chief of christianity today in an oped wrote that President Trump should be removed from office. Brirng in our panel. President trump was all over christianity today, today calling it a leftwing christian magazine. He also got some support from Franklin Graham because it was billy graham who started christianity today, the president tweeting thank you to Franklin Graham for stating that his father, the late billy graham, voted for me in the 2016 election. I know how pleased you are of the work we have all done together. Is this any kind of indication that President Trumps support among evangelicals may be slipping . No, i dont think so at all. I think we found the one person who may have been persuaded by the impeachment charade. But i do think its sort of amusing on a day like today where you have all of these people who despise donald trump arent normally big supporters of religion, are suddenly so thrilled to inject religion into politics and and they view this as some sort of un un you know, unrecoverable damnation of the president. You know, polls do show the support among white evangelicals is strong, 67 job approval rating, 67 oppose impeachment, and 57 say that he did not abuse his power of office. But that 67 number on approval, eli, is down from 81 . It is, but i think that the reason that youre going to see evangelicals supporting trump is because their support is based on mutual contempt they have for what they have the liberal elite forces that trump opposes. So i think theyve made their rationalizations, theyve made their internal bargain that, yeah, this is not the kind of model christian citizen that we would aspire to, but thats not as important as stopping people they believe attack their very way of life. John i talked to some evangelicals that say sometimes the president makes it difficult to support him, but we still do. A lot believe that. But i think both charlie and eli are right. If youre an evangelical and you supported the president through mocking a handicapped reporter, demeanoring a widow, telling lies as a pretty fantastic clip, the things that the president has done thus far, youre not going to change your mind because there is an editorial. I think it was a strongly argued editorial in christianity today. But youre not going to change your mind suddenly because of this editorial in this publication. Nancy pelosi hold back the articles of impeachment. We had a day to digest her strategy here. An equal number of people saying shes making a mistake as, no, shes trying to get inside of Donald Trumps head here. And he is actually doing her work by now coming out and saying, no, i want a trial, i want a trial. And telegraphing to Mitch Mcconnell how he wants things to go. Where are we . I dont see how this is getting inside of Donald Trumps head except for trump rewired all of politics in washington and he definitely likes to take up occupancy free of charge in other peoples heads. Hes very successful at it. But i dont think thats whats going on here. I think quite frankly at the end of the day, nancy pelosi is looking down the barrel of a cannon that is its a bad situation. Its hard for her. And she figures, okay, you know what . Lets punt this until next month and see if we might have something something happens that makes something, you know, more favorable in a month. Does she, eli, risk irritating senators like susan collins, like mitt romney by doing this . Its hard to say what you know, i think the key thing is i dont understand constitutionally what shes doing. I mean, they passed the articles of impeachment the way it works is it goes to the senate and they have a trial. And we know thats going to be a speedy trial and Mitch Mcconnell is going to be in charge of that process. This was known two months ago. And i dont quite understand. Because i dont think theres any leverage for nancy pelosi to get more of what she wants out of a trial by withholding the articles of impeachment. I think for Mitch Mcconnells perspective is, great, why dont you hold them to 2021. John clen then they would expire. Does she have leverage . I dont think she has leverage in a traditional way we understand. I do think donald trump is eager to have people defend him. We know this about the president , not just on this, he likes to see people come out and make an affirmative defense of what hes done. Republicans show some reluctance to doing that. But nancy pelosi badly undermines the case she tried to make unsuccessfully, the democrats wanted to do this for grave serious reasons and there wasnt a partisan component. This makes it look even more partisan. John lets make a change in gears. We do have limited time and jump into the 2020 race on the democratic side with the candidate casino. Big democratic debate last night in california. I think this was probably the moment of the debates and interchange between Elizabeth Warren and pete buttigieg. Listen to this. The mayor just recently had a fundraiser that was held in a wine cave full of crystals and served 900 a bottle wine. According to forbes magazine, im literally the only person on this stage whos not a millionaire or a billionaire. This is the problem with issuing purity tests you cannot yourself pass. Senator, your net worth is 100 times mine. John a good back and forth there. They are leading candidates in iowa and in new hampshire. You know, shes in the top two or three. Candidate casino, you got 100. Where are you putting your money . 5 on Elizabeth Warren and 5 on Bernie Sanders, only because both of them have sort of carved out a significant niche within the democratic party. 90 still goes for biden or anybody who figures out how to run a sane, sensible, centrist Democrat Campaign that that draughts off of the legacy of barack obama. John thats taking a number on number one. I would rather put 100 down on trump at this point. Where are your bets going . Elizabeth warren eliminated the vote inside the democratic party. I put 50 on biden. I saw this debate more inertia. There hasnt been. He seems to own the establishment lane in the party. Nothing hes done, despite bizarre gaffes, moments of total incoherence has seemed to affect his poll numbers. So i just assume those are real and theyre going to continue. I put 20 on buttigeig. He did well and hes proven to be a top tier candidate. I put 20 on warren because i think she has the most devoted fans and 10 on bernie, because hes proven to be far healthier. Im spreading mine around quite a bit, its a reflection of the way i look at this field. I think a very unsettled. I think anybody could win, even the big players could win. Im perplexed by the amount of money charlie put on a moderate in the democratic field. Watching the debate and reading the transcript, i dont see a moderate in this democratic field. I think theyre decidedly to the left. Winners and losers. The American Auto worker because of the usmca passage, finally, the losers are the voters out there that have been lied to for the last three weeks that democrats are going to remove President Trump, theyre not. My winner is caeser. He came to Congress Almost five years ago to talk about photographs that he had documenting war crimes, this week, it will be signed into law that the sanctions bill named for that that he spurred that. I think thats very important. Its god to see his work finally getting important recognition. My lose ore it was week is jim comey on this network, jim comey gave an absolutely bizarre interview and i think as we learned more about what attorney general barr and the u. S. Attorney durham are looking at right now, hes going to have more and more to answer for. And i think hes going to regret some of the statements that he was seven layers removed from an investigation that horowitz said he was briefed on regularly. John steve, 30 seconds. The swamp for the horrendous, unsightful spending bills passed this week without a real debate, without most legislators probably reading them. My loser is the twitter mom for a clip that we played earlier this rush to conclusion that the cadets and mids at last weeks armynavy games were somehow flashing white nationali isist symbols when they were playing the circle game we all played in high school and college. One game i did not play as a kid but maybe as an adult, ill pick it up. Thank you so much for being with us tonight. Next up, a wrap of the media madness over impeachment.
