As a release without spilling one drop of american blood. The response on capitol hill, the Foreign Policy move do not agree that this is a major breakthrough. Chief White House Correspondent john roberts joining us on the north one. Good evening to you. President trump was cautious today saying that it is too early for congratulations. Adding that the definition of permanent in that part of the world is questionable. But for the moment, at least, he was only too happy to be taking the apparent win. President trump declared victory for his Foreign Policy today announcing that turkey had agreed to make the five day law and ceasefire of Kurdish Forces in syria permanent. I greet you this morning from the white house to announce a major breakthrough in achieving a Better Future for syria and for the middle east. President trump lifted sanctions he imposed on turkey but added a permanent solution to the turkishcurd conflict would not be possible without the fighting that erupted during the invasion. To speak of the pain and suffering of the three day fight was directly responsible for our ability to make an agreement with turkey and the kurds that could never have been made without their shortterm outbursts. President trump is leaving it to turkey and russia to control the 20mile steve stone established in the agreement. South carolina senator Lindsey Graham prays to the ceasefire, but worried about what comes next. I agree with the president without sanctions there would have been no ceasefire, but you cannot rely on syria, russia, or turkey to protect the United States against isis. Speak of president appeared to get by from the kurds, the enforcer tweeting we thank President Trump for his tireless left for the next effort stopping the turkish attack and jihadist groups on our people. But democrats hammer President Trump. Chuck schumer worried about a possible resurgence of isis. In the blink of an eye, President Trump has undone over five years of progress against the islamic state. President trump plaguing down isis members who escaped captivity during the fighting. There were a few that got out. A small number, relatively speaking. And they have been largely recaptured paris the president also confirmed a small contingent of u. S. Forces would remain in easter syria to protect the oil fields. Protectintalking about bernie s, who tweeted the last time i checked converse never approved forces to serious economic forces. Putting forces in harms way is illegal and unconstitutional. Even President Trumps special envoy to syria jim jeffrey was unclear today about what will happen. What are we going to do with the oil fields . That is a really good question, and we are working hard. We do not have an answer at this time. Jeffrey told the House Committee that the United States has no idea where about 100 isis fighters who escaped custody currently are. Jeffrey appeared to contradict the president s claims of victory when he likened the turkish incursion to tragedy. That it had been the fellow u. S. Policy to avoid. Bret john roberts live on the north lawn, thank you. A Bipartisan Group of senators is asking mike pompeo to assist with the issue in the u. S. Visa for the leader of the democratic forces. They want to arrange for general mazloum abdi to visit the u. S. To discuss the path forward in the fight against isis. The republicans are trying a new tactic to impose the democratic impeach inquiry against President Trump after the president chastised republicans for not being tough enough. Today a group of past republicans took action. Chief Congressional Correspondent mike emanuel has details from capitol hill. 30 members of Congress Delayed the ongoing impeachment inquiry for hours by storming the secure facility demanding a fairer process. Adam schiff is trying to impeach a president of the United States. Behind closed doors. Literally trying to overturn the results of the 2016 election. These tougher tactics come after President Trump said monday the republicans have to get tougher and fight. Lawmakers on the three committee is handling the impeachment probe were supposed to spend much of the day during from pentagon official laura cooper. We do believe that she would be able to shed some testimony regarding the security assistance. Over to ukraine. To. Pentagon Officials Say that cooper was handed a subpoena this morning even after she voluntarily agreed to testify. But that was put on hold by hours with peopl are doing thise this is what the guilty do. Innocent people cooperate with investigations paid innocent people follow the rules of the house. A day after the top diplomat in ukraine testified behind closed doors. In his Opening Statement obtained by fox, bill taylor explained an explicit quid pro quo. He was told that ukraine had to pay up before the president would sign a check. Taylor says that he warned ukrainians would die as a result of a delay in u. S. Military aid. He also described then National Security advisor john bolton being very disturbed by the demands that the ukraine launched human domestic criminal probes. The president did nothing wrong, and there was no quid pro quo in some g. O. P. Allies agree. We saw the call transcript. We heard from a ambassador volker, the idea that there was some kind of linkage in quid pro quo is not there. President trump said that he told Mitch Mcconnell his ukraine call which launched the impeachment inquiry was perfect and innocent. But mcconnell is not on the same page. I dont recall any conversations with the president about that. The controversy over republican lawmakers storming that secure facility is not over. The chairman of the Homeland Security facility Bennie Thompson has written the house sergeant of arms accusing the members are bringing their Electronic Devices in. Calling it a blatant breach of security. He is asking that action be taken against them. Bret to associates of Rudy Giuliani pleaded not guilty today to charges that they use straw donors to make Illegal Campaign contributions to politicians and committees to advance their business interes interests. ness and igor froman were arraigned in federal court. Rudy giuliani has said that he knew nothing about the donations. Three judges on a federal Appeals Panel heard arguments from President Trumps lawyers that his tax returns cannot be given to a state grand jury. The hearing featured a statement from one of the president s attorneys that local attorneys could not pursue the president even if he shot someone on fifth avenue. The lawyer said that the president would have to be impeached first. As the impeachment progressives on capitol hill, some pundits are counting heads. Potential boats should articles of impeachment come before the house. Looking at some of the lawmakers that happens. You may not recognize their faces or even know where they are from, but according to the national journal, fitzpatrick, rose, malinowski and mick adams hold the key to impeachment in the house. As each represents either a swing district or where they are themselves apolitical outlier. Republican congressman brian fitzpatrick, former fbi agent who served in the ukraine is one of them. If we are being honest about what is going on here, the speaker is worried about maintaining the speakership, so she is worried about the left flank. That being said, serious allegations must be treated seriously. And they need to be looked into. But this is not the way to do it. Like the others, fitzpatrick faces a unique challenge when it comes to an up or down vote to impeachment. He says that he will vote his conscience regardless of the aro question about it. This is where leaders need to step up and be leaders and put their country first. And their party second. His consideration comes as polls have shifting american attitude. And the possibility of impeachment and removal from office. With over half of the voters in the fox news survey, 51 saying that they want the president impeached and removed from office. With other National Polls showing similar support at or above 50 . The g. O. P. Is in the minority in the house at the moment, that could change in 2020 with a number of vulnerable democrats on the ballot next year, a fact not lost on the president who himself is predicting his party will once again rest control on the hill. Tweeting republicans are going to try harder than ever to win back the house because of what they do nothing democrats have done to our country. The Democratic Congressional Campaign Committee has congressional and a poll of their own. The 57 competitive House District has found that there is a narrow support in the district for the impeachment inquiry. Just 4948 . That is noticeably less than the National Polls that we have seen, bret. Its going all right, thank you. Turns out there President Trump has company when describing impeachment efforts paid one of the people who has used similar language in the past as a top contender in the democratic president ial race. Peter doocy reports from iowa. Democrats are angry about the analogy President Trump used for impeachment trade he tweeted all republicans must remember what they are witnessing here. A lynching. Then candidates quickly condemned him. What donald trump has said about lynching is despicable. The fact that he uses shocking language should not surprise us anymore. How dare he. How dare he. Joe biden jumped too. Impeachment is not lynching created as part part of the constitution. Our history has a dark constitution with lynching, and to make this comparison is abhorrent and despicable. It may be despicable for him in 2019, but it was not in 1998. History will question whether this was a bipartisan lynching or something that in fact met the standard care at a very high bar. Loops. After the contradiction, he said this was not the right word to use, and i am sorry about that. It is right for him to apologize. And other democratic rivals says that stories like this are doing real damage. I from people who are joe biden supporters that want to hedge their bets and support somebody that they think and actually ware not reflected in n poll. They find joe biden in the best position of the campaign with 34 of support among democrats and democratic leaders. He is so far ahead of Elizabeth Warren, bernie sanders, pete buttigieg, and kamala harris, that summer are considering a new strategy. If you cant beat him, join him. Are you definitel im definitely open to working with joe. Passed the critical election swing state, pennsylvania. There is one thing i want you to do, sir. Win. Lets take a picture. Joe biden approval in iowa, where he started influence in something you never hear from a politician. An apology for being held up in scranton, because hundreds of hometown friends showed up. But so far he is being well was relieved by the few dozen caucus goers even though he was a few hours late. Bret peter doocy with the Golf Tournament voice in iowa. President trump things House Democrats will ultimately approve a trade bill. The president addressing an industry conference this afternoon in pittsburgh. A little bit earlier, one of the Top Republicans in the senate blamed democrats for holding up the legislation. Correspondent Kristin Fisher is there tonight. Good evening. Bright, President Trump just finished speaking to leaders of the natural gas industry, and he told them that his administration was responsible for the American Energy renaissance. He also told them that he wants to do the same thing to the manufacturing sector, but then he Needs Congress to approve the new north american trade agreement. The usmca first. We have to give it a vote. It has been sitting for a long time. A lot of money wasted. A lot of jobs wasted. Today several republican senators push for the agreement passage from the senate floor. But senator Chuck Grassley said that it is looking increasingly likely that the house will not approve it this year. And accusing democrats of deploying stalling tactics to keep President Trump from getting in win. It is looking more like they would prefer to deprive the administration of a victory, even if it comes at the expense of the american people. That should not stand. House Speaker Nancy Pelosi said last week that she is optimistic that the agreement will eventually pass. But first, she said she needs some assurances. That there will be a force ability to some of these traditions of the legislation. That it will really be an improvement on the current nafta then we will be able to proceed. The current and former Vice President s were also in 2020 battleground state pennsylvania this week of trading barbs over trade. Joe biden made the case that the president has been tough on trade, but has nothing to show for it. While mike pence says that the usmca would be a win for pennsylvania and that it is time for his predecessor to get behind it. And mike pence was also speaking about it again today in wisconsin. A sign of just how hard the Trump Administration is pushing to get the u. S. An usmca approved before 2020. Bret live in pittsburgh, thanks. The social media giant, titan, spoke at a closed hearing today on capitol hill. And that is where david turner is tonight. Good evening to you, so Mark Zuckerberg was in the congressional hot seat for only as a third time ever, talking about facebooks plans to launch what he says will be the worlds first ever truly global cryptocurrency. The idea behind libra is that sending money should be as easy and secure as sending a message. The world is not waiting. Tenant is moving quickly to launch a similar idea in the coming months. Todays focus was libra, but lawmakers use this time to question Mark Zuckerberg about how facebook is policing political content. Will you commit that facebook will not censor any political ad to place on your platform or in support of President Donald Trump . We believe that people should be able to see for themselves what politicians are saying. That does not just go for trump, that goes for any of the candidates, for any of our national offices. Some lawmakers were not buying it. Pointing out that every time democratic elections have been compromised around the world in recent years, facebook has played a part. Your claim to promote freedom of speech does not ring true. Perhaps you believe that you are above the law. Action speaks much louder than words. And you do have a trust factor. Facebook has systemically been found at the scene of the crime. Do you think that is a coincidence . Election meddling also a big priority this week facebook shut down multiple iranian and russian accounts trying to run interference ahead of the 2020 president ial election. Something Mark Zuckerberg says does not surprise them. And tech supporters say that Mark Zuckerberg should expect more tough questions over the next coming months. At the long list of demands by the teachers still not met. I want the teachers to have a pay raise, and their benefits. Moving on from there, we need clean schools, safe schools. The march was a show of force as the freshman mayor Lori Lightfoot showing a budget looking at an 838 million shortfall. She proposed refinancing in new taxes on things like ridesharing and restaurants. She has said that the city cannot afford the demands of the teachers and that chicago was just hit by a increase by rahm emanuel. Innocent people follow the rules of the house. People that are doing this are clearly doing it at the behest of the president. Bret dramatic images up on capitol hill today as house republicans, i guess, took the advice of President Trump and decided to step up. And in this case tried to get into a hearing where there was a deposition of a Deputy Assistant secretary of defense, laura cooper, first career official to testify from the pentagon. The dod had tried to block cooper from appearing before the deposition. The House Intel Committee issued a subpoena. She complied to testify. She had assumed responsibility for policy concerning russia, ukraine, eurasia, and western balkans, but the scene with the republicans storming in causing a big scene on capitol hill today. Lets bring in the panel. Washington post columnist Marc Thiessen. Laura nine oh seven, susan for ratio, for the washington examiner, and steve hayes, editor of the dispatch. Susan, to you, though seen was a little bit different on capitol hill. I will argue the case that there has been building discontent. Im not sure that President Trump is behind all of this, republicans have been frustrated with being shut out of the process. Today you had a witness to testify spending security aid, an employee of the defense department, but members of the Armed Service committee were not in there. They dont have access to the transcripts. This is a deposition, so the democrats argued that all depositions are handled this way. But the overarching argument against that is that this is about the impeachment of the president of the United States. So you pull back the scope and look at it and say, why should this be open to the press . Why should it be open to the public . That is a case that republicans are making in the opening getting increasingly upset as the witnesses go without any of them hearing it. Bret what about the argument . Is that a powerful argument . It is a process argument made in washington, but to there is substance that is being leaked out, but we are not really seeing the q and a part of some of the depositions. Americans care about fairness, if the process is not fair, it is a effective argument. Saying that guilty people do not behave this way, people that are interested in an impartial investigation finding the truth, they dont behave the way that the democrats are doing. In that example, they were storming the room that they were storming was a compartmented facility that is for accepting classified information. Bill taylor testified they are, and his testimony was leaked as cell phone photographs out of this and secure compartmented facility. And they criticized donald trump for putting the zelensky transcript on a secure server, but they are using a secure compartmented facility to prevent people from getting access to the information that is being given in the deposition. It is total hypocrisy. Why are they doing it there . Have it any hearing room. Bret the New York Times has a story, ukraine knew of aid by early august undermining President Trump defenses, in fact, the story says that the aid goes to the ukrainians, with how ukrainian officials by the first week in august, according to documents by the New York Times. The problem was not a bureaucratic glitch, they were told then to address. They should reach out to mick mulvaney, the white house chief of staff according to the interviews and records. Here is John Ratcliffe with martha last night about testimony. Speak in the Mainstream Media reporting that he provided evidence of a quid pro quo involving military aid is false. I questioned him directly on that. Neither he nor any other witness has provided testimony that the ukrainians were aware that military aid was being withheld. You cant have a quid pro quo with no quo. You would have to interview some ukrainians, weve gotten a lot of different stories. We here in the text exchanges that the ukrainians read about the hold on the aid, from a story in politico. They got nervous. What is happening. We are told that they heard about it many weeks earlier. And this is something that would probably have to be nailed down, because one of the defenses that the republicans have offered is how can it be a quid pro quo if the ukrainians did not know that the aide was being held up. But one other point that i want to make it, there were republicans inside that room today. From the key committee. Its not like there were no republicans, im not saying that they dont have a good argument that things should be more transparent and out in the public, but republicans were not excluded from that deposition. Bret it is just important to point out that we are talking timeline, even if you say the New York Times is completely accurate, it is still august after the call. And to the aid does flow when it is supposed to flow through. Your thoughts on the story. I think it would be better for everybody if democrats were not handling it in such a partisan fashion, but its not to say that republicans have not done things in the past, there were meetings between senior republican meetings of the house including john benard with the benghazi whistleblowers at the time. I thought those meetings were necessary, because a benghazi whistleblowers were being thwarted at the cia and trying to report up through those channels, it was important that those meetings took place, and that we learned a lot more about what happened because they were eventually heard. Similar things happened with the Benghazi Special committee in terms of depositions and hearings that were done not in the public eye. If it were my choice, if i had to do it. I would say lets do this in the open and make everybody aware of what is going on, and lets listen to this in real time, but it is understandable why the process would not unfold that way. For exactly the same reason that republicans were arguing just a short years ago. Bret the lynching focus, and all of the talk about the president s tweet and the reaction to it, take a listen. Donald trump has said about lynching is despicable. How dare he. How dare he. And yet again, it is an example of donald trump having no appreciation for the history of this nation. Even if the president should be impeached, history is going to question whether or not this was just a partisan lynching. I think he has spoken for himself. It is right for him to apologize. Bret history also has a videotape, susan. Thats right, and i think both parties should remember, there is a full archive. As soon the comment was made, they replay video, members of the Congressional Black Caucus coming to the floor of the house and calling the impeachment proceeding against resident clinton a lynching. Bret what does that do to the whole moment . I feel the same way about lynching as i do about calling people nazis or comparing something to concentration camps. Can we leave some of those terms alone and go forward without them . That would be better. Bret okay, sounds good. The government of turkey and for my administration that they would be stopping combat, and their offensive in syria, and making the ceasefire permanent. And it will indeed be permanent. However, you would also define the word permanent in that part of the world as somewhat questionable. We all understand that. But i do believe that it will be permanent. I have therefore instructed the secretary of the treasury to lift all sanctions imposed on october 14th. We reserve the right to reagang imposed crippling sanctions. Bret making a statement about what he called a permanent ceasefire. As far as the attacks go, the kurds leaving the safe zone, putting up a map between syria and turkey. And in the meantime there is some pushback as you can imagine on capitol hill. There always is on big Foreign Policy issues. This is jack reed, President Trumps claim that he achieved a great outcome is misleading and delusional. The Term Administration seems content to cede with putin and asada, while having no strategy to ensure the defeat of isis. Back with the panel, Marc Thiessen, your thoughts . He is 100 correct. You cannot set a fire and then call in the fire brigade and get credit for putting out the fire. The New York Times reported that the kurdise force has been carrying out two dozen defense raids every day. And they have stopped. They left the u. S. Officials on the ground, not getting intelligence on isis anymore. The state department confirmed that there are at least 100 isis prisoners who are not contended for. This is an absolute disaster. There is no putting a good spin on it. And the problem is that the president says we want turkey to be responsible. It is turkeys turn to take care of isis. Isis was helping turkey during the campaign. There is video of the turks allowing isis fighters to go over the turkish borders to outflank the kurdish fighters. They were giving them arms and medical treatment. The administrator said we want to come to an agreement with isis. That is not u. S. Foreign policy. No credit for him putting that together. Bret the president supporters on capitol hill, in the administration pointing to the head of the syrian kurds defense forces, general mausoleum and the tweets he sent out, just speaking that the violations of the truce that would not have been possible without his great efforts, we thank President Trump for his timeless efforts that stopped the attack, and jihadist groups on our people. President trump maintains partnership with various fears. Obviously, they are saying, what they wanted to stay for the diplomatic purposes, but they are pointing to that saying that they have a relationship with the sdf. What else can they say at this point . You know, the rug has been pulled out from under them, they are removed from the area where they established a stable many state. They have to hope that the u. S. Is going to be somehow friendly to them in some manner in the future. Bret susan. I think we are in a watch and wait period right now. I am also watching congress, because they are planning to put forward legislation that would sanction turkey. And with an ion how this all turns out in the weeks ahead. And how senate would look at the sanctions and putting themselves in the motion of the president. We just heard say that he can reimpose the sanctions. This is not over. This could be a big disaster as was said for the president on National Security. But he campaigned on troops in the middle east. And i vividly remember six years ago talking to democrats about putting the troops in syria and they were opposed to it. And how long this would drag on, and getting mired in this endless conflict, which it was turning out to be in the middle east. So a real risk that the president is taking with may be a slim chance of victory. If he does succeed, he will look like a genius. Bret steve, no matter where you sit, it does bring up the question of authorization of military force which congress has not renewed since 9 11. Bernie sanders brought that up about putting troops back in to into guard oilfields in syria. What about the prospect of congress doing another . I think that prospect is very slim, considering that the president made his feelings known on this. The problem with the statement is that he can suggest that this is likely to be a permanent ceasefire, he was wise to caveat that a little bit. But unwise to make a bet that this would be a permanent ceasefire. People who know the region well know that it has not been a good ceasefire thus far and is likely to fall apart in the near future. And the second problem with the statement was that even if this is permanent, this is not an arrangement that accrues the benefit of the United States of america. For the reasons that Marc Thiessen laid out. A stronger run, a much stronger assad. A much stronger vladimir putin. We have looked at ways that we will be paying for for decades to come. Bret can they sell an upside in the middle of the country . Can the Trump Administration sell an upside . Absolutely. A lot of American Voters in general do not think that we should be in the middle east. They want troops home. The Democratic Candidates have been saying the same thing. Lets get out of the middle east. The president made it clear today, what did he say . This is just a bunch of bloodstained sand. We have no National Security interest in the middle east. Thats what he thinks. Bret we will see how it plays out, panel, think you paid when we come back, halloween decorations, just around the corner. Decorations taken to a whole new level.
