Good morning from ankara, one Vice President mike pence and secretary of state mike pompeo came here to ankara, the turkish president erdogan said no way would he ever discuss a ceasefire with them. Clearly, they changed his mind. President trump was infuriated turkish president erdogan went well past any syrian operation he outlined to the president and ignored a pointed letter warning him dont be a tough guy, dont be a fool. After some diplomatic armtwisting by Vice President mike pence and secretary of state pompeo, the president got what he wanted. We got everything we couldve ever dreamed of, if we didnt go this unconventional tough love approach, we couldve never gotten it done. Erdogan agreed to the 120 hour pause for the white pg to pullout of the 20mile buffer zone in syria. In an exclusive syria with fox news after the deal, Vice President pence said the message to erdogan was a tough one. The demand was for a ceasefire. What was the or else . The United States is simply not going to stand idly by while innocent lives were lost. We have an entire package of sanctions that the president was prepared to implement immediately if we had not been able to come to an agreement on a ceasefire. Senator Lindsey Graham introduced his own sanctions bill and call the deal a good start. I dont know how it ends but this is a good start and this is how it goes. Turkeys foreign minister shared the enthusiasm but refused to call it a ceasefire. Would put the operation on hold for 120 hours so the why pg could vacate. Everyone is a nato ally but he basically thumbed his nose at the United States, the president warned him against going into syria and sent him a letter warning him not to go into syria, he threw that in the trash. Can you trust this guy . I think President Trump and president erdogan have the kind of relationship where president erdogan knows President Trump says what he means and means what he says and i think on the foundation of that kind of a candid and honest relationship, we can go Forward Together for a more peaceful region. The president s critics slammed that ceasefire, utah senator mitt romney calling the decision to pull back troops in syria a bloodstain in the annals of american history. The critics say why did you have to do this deal at all . It was your actions that precipitated this whole mess. I dont accept that. President trump was elected on a commitment to end endless wars. We are bringing our troops out. It was president erdogan that made the decision to bring his military into syria and President Trump made it clear that was unacceptable from the very beginning. There would be consequences. According to reuters, the kurdish Led Syrian Democratic forces are saying they are going to agree to the ceasefire. While Administration Officials are optimistic in the very early going, things look like they might work out all right. They have a long way to go and of course as with anything in the middle east, it could all fall apart tomorrow. Bret its already tomorrow there in ankara. Trump supporters took to capitol hill to voice their displeasure with impeachment proceedings as the president s righthand man has hit hands full answering questions about the ukraine controversy that has led to this inquiry. In his answers to reporters, they raised more eyebrows. Now a late walk back. Catherine herridge explains. Get over it, you can stop asking questions because theres no cover up. The acting white house chief of staff was unapologetic about the president s actions including the temporary suspension of military aid to ukraine. He also mentioned to me that the corruption related to the dnc server, absolutely, no question about that. Thats why we held up the money. Justice Department Officials responded telling reporters they were confused and angry over the suggestion that aid was tied to ukraines cooperation with the probe into the origins of the 2016 fbi russia collusion case. House intelligence chairman adam schiff piled on. Things just went from very bad too much worse. A phenomenal breach of the president s duty to defend our national security. As mulvaney spoke, Gordon Sondland gave a closeddoor deposition on capitol hill. In his prepared testimony, sondland said the president was skeptical that ukraine was serious about anticorruption reforms adding mr. Trump told diplomats to work through Rudy Giuliani. Sondland said the Diplomatic Team was disappointed, our view is that the men and women of the state department, not the president s personal lawyer should take responsibility for all aspects of u. S. Foreign policy toward ukraine. You might not like the fact that giuliani was involved. Its not illegal, its not impeachable, the president gets to use who he wants to use. Sondland told investigators giulianis focus where hunter biden sat on the board came into focus over time, saying i did not understand until much later that mr. Giulianis agenda might have also included an effort to prompt the ukrainians to investigate Vice President biden or his son or to involve ukrainians directly or indirectly in the president s 2020 reelection campaign. Mulvaney denied the administration acted improperly. Reporter to do anything to pressure ukraine to investigate the bidens . No. We have received a statement from Mick Mulvaney that reads in part the media has decided to misconstrue my comments to advanced a biased and political witch hunt, adding there was never a quid pro quo with the ukrainians. Within the last hour, two Administration Sources have confirmed to fox news that Energy Secretary rick perry has notified the president that he plans to resign in the president has also responded saying perry did a really nice job and the timing will be close to the end of the year. That matters because recently President Trump pinned the ukrainian telephone call on perry as his idea, at the heart of the democrats impeachment inquiry. Bret Catherine Herridge live on capitol hill. Two businessmen tied to president ial lawyer Rudy Giuliani and his dealings with ukraine pleaded not guilty today to conspiring to make Illegal Campaign contributions. They are among four men charged with using straw donors to make illegal contributions to politicians. They allegedly thought could help their political and business interests. President trump will have a homefield advantage for the next group of seven summit, he has chosen one of his own resorts to hold that event, and that has many of his critics as you can imagine howling tonight. Kevin corke has details from the white house. By far and away the best physical facility for this meeting. That assessment from chief of staff Mick Mulvaney who told reporters today that the decision to host next years g7 summit at his golf club near miami came after a lengthy, thorough process. Its almost like they built this facility to host this type of event. The administration sang it selected trumps resort after looking at 12 potential locations spanning from hawaii and california, eastward across the country all the way to north carolina. Is not about me, its about getting the right location. Having at the miami is fantastic, really fantastic. Having it at that particular place because of the way its set up each country can have their own villa. The irony of hosting an event at a trump owned property at a time when the president has fiercely criticized primer vice resident biden was not lost on critics. House judiciary chairman jerry nadler accuse the president of exploiting his office and making official u. S. Government decisions were his personal financial gain. Democratic financial hopeful saying this is corruption. If mulvaney rejected suggestions violated the emoluments clause because not only to the not make any money, it costs far less than any other available site. As with comparisons to the bidens, he quipped theres no no profit here, theres one difference as you look between the trump family and the biden family, the trump family made their money before they went into politics. The dnc issued a statement accusing the president of selfdealing suggesting they should change his America First slogan to trump first. And something they clearly will be doing. Bret Great Britain and the European Union have reached a tentative deal for their impending separation. British Prime MinisterBoris Johnson now must sell the accord to a very skeptical parliament with the potential vote saturday. Johnsons political rivals and even a crucial ally immediately rejected the agreement. Parliament has already voted down three times previous deals struck by then Prime Minister theresa may. United auto workers unions top bargainer with General Motors says a tentative deal with the company will bring major gains to workers. That agreement will include a mix of lump sum and annual pay raises, no change in health care, and product guarantees for many u. S. Factories. Stocks were uptodate on that news, the dow gained 24, the s p 500 finished ahead eight, the nasdaq rose 33. Top democratic president ial candidates are trying to encourage more women to go into politics today. During a gathering in washington. That has put joe biden in a bit of a tricky position. Peter doocy tells us why. The dnc is hosting the womens leadership forum, and annual conference designed to recruit women to run for office and their headliner is part of a president ial field that includes more women than ever. Joe biden. We know longer talk about womens issues the fact is its a ridiculous phrase. Every single issue is a womans issue. Elizabeth warren will address it later thursday, she was on bidens line. A surprise last night in the debate, one of my colleagues said we should remove all troops from the middle east. Biden versus warren has been focused on health care but now the fight is on foreign policy, ever since she said this. I think we ought to get out of the middle east, we shouldnt have troops there but we have to do it the right way, the smart way. Amy klobuchar piled on warren too. And the donations poured in, 1. 124 million hours after the debate. Does that mean theres a desire for a more moderate democrat . Theres a pattern. Mayor Pete Buttigieg made more than a Million Dollars in the day after the debate too. I would like to think its pretty good. The Campaign Said they picked up more than 20,000 new donors, three times more new debate night donors and Elizabeth WarrenWhose Campaign conceded they came up short of their goal. All totals that have been completely overshadowed by the rnc recordsetting new 27 million in september. They have more than 59 million cash on hand meeting the eventual nominee will have his or her hands full. Joe biden trails trump and four democrats argues he still got the best shot. Hes got another year in office, maybe. Maybe. [cheers and applause] joe biden just did something we almost never hear Democratic Candidates do he complemented Hillary Clinton 2016 president ial campaign crediting her and the women who attended this event with building at Democratic Party infrastructure that did win back the house in 2018 and could win back the white house in 2020. Bret lawmakers on both sides of the aisle are in morning tonight over the unexpected death of House OversightCommittee ChairmanElijah Cummings. Correspondent Doug Mckelway has reaction this evening. A moment of silence on the house floor for Elijah Cummings, an embodiment of the american dream. Born a sharecroppers son, the descendant of, a School Counselor observation that he was a slow learner, a poor speaker and never would become the lawyer he aspired to be only fueled his determination culminating in legal, political, and oratorical skills that many respected and some feared. We are the United States of america, we are the greatest country in the world. The House Oversight chairman was president of his class at howard, a graduate of university of maryland law school. He served in the house of delegates then won the congressional seat. When that district erupted in anger that followed the death of a black man in police custody, cummings took to the streets with a bullhorn. This is our house, we will protect our house. The president called him a brutal bully shouting and screaming at the great men and women of the Border Patrol when his Baltimore District is far worse a rodent infested mess. Cummings did not respond, he had been in failing health. Early thursday morning, his death was announced. The president tweeted his admiration to upper middle foe. A formidable foe. Praise came from both sides of the aisle. He was a leader of towering character and integrity. He was a powerful and passionate voice on the National Stage and a strong advocate for his neighbors to his district and his values. Today is about the passing of a guy that i think everyone in congress considered a friend. He was a wonderful man. Smart, gifted and i dont think we will see his likeness again. Programming note, join me sunday night for a special look at one of the key moments of world war ii. Three days at the brink tells a story of the secret meeting between World Leaders that put in place at darren gamble to win the war. The program is based on my new book which will be released next week, heres a preview of sundays special. Roosevelt had already promised a stall and that the allies may open a second front, potentially in france, but were focused on a different strategy. Ships crowded with americans for the invasion of north africa, the western allies won their first victory sweeping out the germans and violent battles in the desert. The allies had landed in north africa and used that to springboard into sicily and italy and they were now taking the offensive. Churchill believed that was the path to winning the war. The allies were not ready to try a highly risky amphibious invasion of france. What churchill wants for britain is he wants some leeway from roosevelt and from stalin to allow a continuation of his favorite mediterranean campaign. He says we can build up our forces for an invasion of france, but that is going to take a little bit of time and its pointless us sitting back and doing nothing for six months. We need to stay active and there are huge advantages to be gained in the mediterranean. With American Forces fully engaged in the war in the pacific against japan, president roosevelt had a different calculus to work through. But he tended to agree with stalin on an invasion of france, despite his friendship with and respect for churchill. By november, as fdr tried to coax stalin to meet, it became obvious to the soviet leader, that wasnt going to happen anytime soon. Churchill insisted they nee neeo weaken germany first. He gets news theres not going to be a second front. Stalins theory is, hes so furious, he withdraws his ambassador to london and washington. Hes suspicious in part because he thinks fdr and churchill are trying to beat down the red army. There was an intervention of the western powers in the soviet union right after the russian revolution. I think you never really lost the fear that they would be quite content to let hitler destroy russia. That might not have been so far from the truth. Although fdr and churchill didnt exactly trust stalin either, they knew they needed to work with him. They had to make an alliance with him. Some people criticize, he famously said if hitler invaded i would make a favorable reference to the devil. Theres an old saying which explains the okayness with having a relationship with roosevelt and churchill and stalin. In times of great danger, its okay to hold the hand of the devil in order to get across the bridge. Its okay to hold stalins hand now. He was part of the allies at that time. Its okay to hold the hand of the devil as you cross the bridge. When you get to the other side, its time to start thinking again. We have a five day ceasefire, during that five days, the kurds and other people are going to be moving around, moving out of a safe zone which is something that turkey has always wanted. This is something they have been trying to get for ten years, they would have lost millions of lives. They couldnt get up without rough love. Its a pause, this is not a ceasefire. A ceasefire can only be made between two legitimate sides. Bret both sides are calling at Different Things but the fighting has stopped in northeastern syria and that is the key. As you look at the map, the operation has been going on for nine days, there are agreements the turkish side will pause their operation in order to allow Kurdish Forces to withdraw from the safe zone. The u. S. Will not pursue any additional sanctions and once the ceasefire becomes permanent, all sanctions will be lifted. Some senior sources have been telling us there is no way the kurds can leave a security zone, there are thousands of kurds who live in what the turks called a buffer zone, thats where the fighters family lived, thats where they are from. Lets start there. Matthew continetti, Founding Editor of the Washington Free beacon, Jonathan SwanNational Political reporter for axios, and jason riley, senior fellow at the manhattan institute. A ceasefire is preferable to the chaos that had been erupting in the recent days but the record of ceasefires is not reassuring about what the future might hold. I would say this. I thought Vice President pence made a revealing and accurate statement in his interview with john roberts when he said ultimately this was turkish president erdogans decision and the United States didnt have much leverage to prevent him from invading syria. When you combine at erdogans with irans growing behavior in the region and his willingness to have audacious attacks on a saudi oil facility, i fear that the american deterrent in the middle east is eroding. It bret heres another question to Vice President pence. Based on his behavior, based on his action, can you trust him . President trump and president erdogan have the kind of relationship where president erdogan knows President Trump it says what he means and means what he says and on the foundation of that kind of candid and honest relationship, we can go Forward Together for a more peaceful region. Bret what is the followup at the white house . Its not so much fallout as its becoming apparent to everyone in the administration that the u. S. I dont think its a fear, i think its a reality that the u. S. Is not going to have much leverage in this region because they are pulling out. That makes common sense. Russia is moving in, turkey now has this area as its own in syria, why wouldnt they like that . The real question is are the kurds going to vacate the area or are they going to keep fighting . The u. S. Is pulling out and the point at which the u. S. Can have real leverage over turkey has probably passed, because donald trump said yesterday, i dont really care. Let them fight in the sand, let them fight let the russians come in, its great. I dont want to take care of it. The idea that the u. S. Is going to be a key player in manipulating the situation, i think that ship has already sailed. They might not fear it but i do. The possibility that isis will reconstitute itself. My point wasnt that you shouldnt fear it. Bret we talked on this panel about the political implications in middle america, there is a hunger to bring troops home but there are many republicans who have a strategic look at the world differently and they are speaking out. The ceasefire does not change the fact that america has abandoned an ally, adding insult to dishonor, the administration speaks cavalierly, even flippantly, even as our ally has suffered death and casualty. What we have done to the kurds will stand as a bloodstain in the annals of american history. Its not just romney, you cant dismiss this as only people enter never trumpers and so forth, the vote this week in the house was very meaningful. He was filling a campaign promise. 21 republicans in the house voted against this and what it shows is a large group of republicans are willing to buck the president on foreign policy, they dont trust his judgment. Youve got a president who is going into election next year, he wants a united caucus on foreign policy, he does not have one. Bret can you say that today is a win for President Trump, getting something whether its going to hold or not, isnt today a win for him. It depends how you define a win, this situation, the ceasefire is based on turkey getting exactly what they want which is the kurds clearing out. Its juvenile to say its a win because lets see what happens in five days. Theres a lot of opportunism going on from the former obama officials and some of the congressional Democratic Caucus condemning trump for actions that they have been calling for for some time. The fact is we decided our fate in syria a long time ago during the Obama Administration when america, because of our bad experiences, we decided we did not want to take a forward leaning posture in syria. Bret that is a fair point, during the obama years, some 500,000 people died in syria. I have no patience with them half a Million People died. Lets be realistic here. Turkey was paying attention to syria thumbing its nose at obama and not paying a price. That was a calculation made here. Its hard to see any concessions on the part of turkey. They get no more sanctions and the kurds have to leave the border. Bret what about Nancy Pelosis statement that everything leads back to putin. Thats pelosi playing election politics. In some sense, shes right, that is whats going to fill this power vacuum. Its going to be syria, its going to be russia if the u. S. Isnt taking the lead. It ultimately flowed. What you described is a quid pro quo, its funding will not flow and less the investigation into the democratic server happens as well. We do that all the time with foreign policy. I would like to know what that means. I have a problem with you saying you cant get military aid and less you do political bidding. The idea that vital military assistance would be withheld for such a patently political reason is a phenomenal breach of the president s duty. Bret every time you hear about this testimony behind closed doors, more is being said publicly that is raising eyebrows in washington and anywhere. Late today as the show started, the white house chief of staff clarifying or walking back that statement. The media has decided to misconstrue my comments to advance a biased and political witch hunt against President Trump. Let me be clear, there was absolutely no quid pro quo between Ukrainian Military aid in any investigation into the 2016 election. The president never told me to withhold money until the ukrainians did anything related to the server. The only reasons we were withholding the money was concerns about lack of support from other nations and concerns about corruption. There was never any condition on the flow of aid related to the matter of the dnc server. The statement says it sounded different to the press conference, we are back with our panel. The media and the democrats are trying to push a narrative that says theres only one way to interpret this phone conversation, and something impeachable took place, something illegal took place, and i think there are multiple ways to interpret this conversation. We know the president is interested in investigating what led to what we can broadly called russiagate. Did they overstep their bounds. That is a legitimate concern for the president of the United States and i hope he does look into it. He was also concerned about foreign aid, other countries in europe particularly not pulling their weight when it comes to foreign aid and he was concerned about corruption in ukraine. Pushing money out the door to a foreign country. Those are all legitimate concerns, they came up on the phone call. The democrats want to pretend like theres not a way to interpret. Bret they do step into this press conference. Lets all just acknowledge that you can have different points of view on that transcript, you can think its impeachable or totally fine, we can all agree on that. What i hope we can all agree on is Mick Mulvaney literally said on camera and we just watched it that there was a link between holding up ukrainian aid and investigating the democrats, he said the idea the media misconstrued that i watched the press conference and i think is larger point was that the u. S. Regularly gives foreign aid to countries based on their behavior, based on certain conditions. We are dealing with latin america right now for illegal immigration. It happens all the time. He said on tv there was a direct link. He said that. Bret thats obviously not the way he wanted to say it. The president was just asked about this press conference, take a listen. No i didnt. [reporter questioning] i heard somebody said he did a very nice job. You know what i have been focused on today . All of this, you looked turkey and the great thing that happened in syria i dont know. Hes a good man, i have not heard anything. Bret i have a lot of confidence in him. What mulvaney did wasnt they walk back, it was a sprint back. When youre running backwards, you tend to trip over yourself. The issue we certainly hold foreign aid for policy reasons, the issue at hand is whether the aide was being held for the political gain of the president of the United States. That is under dispute but the fact that voters can understand that is why we have had this precipitous rise in support for impeachment. It gets support from democrats and independents and its beginning to get support for some liberal and moderate republicans. It hasnt yet stretched to conservatives are very conservative republicans and until it does, the president s job is secure it. Bret let me say why the News Conference happened, it was to make an announcement about the g7. I think having it in miami is fantastic, really fantastic. Having it at that particular place because of the way its set up, each country can have their own villa or own bungalow and they have a lot of units in them. I think it works well. It was by far and away the best physical facility for this meeting. He knows exactly hes going to get these questions and get that reaction from a lot of people and hes saying thats fine. Bret the g7 at a trump property. It makes it very difficult for republicans to defend what trump is doing here and go after joe and hunter biden for similar type of self dealings in their business. We knew he was looking at this, i broke the story it was in the short list. One of his aides dont think its a good idea but the president wanted to do it. There are some things as an aid you say okay, its what he wants. Bret all the things, the news, this announcement on this day, its quite something. When you were in a hole, stop digging. I think trump is taking the kennedyesque approach. Some people ask why not and trump asks why not when other people are saying why are you doing this . Bret its another shining thing, i bet you it will come up over the weekend. When we come back, announcing yourself with are bang. Now, his world explodes with flavor.
