For a bigger negotiation. In the meantime, contingency plans are being named as our strategies for each party to blame the other in the court of public opinion. We have Fox Team Coverage tonight. John roberts met in the white house, yet so far no deal. We start off on capitol hill with chief Congressional Correspondent mike emanuel where things stand at this moment, changing moment to moment. Facing a Government Shutdown tonight at midnight, President Trump invited the Senate Democratic leader to the white house to see if they could find common ground. Senator Chuck Schumer spoke briefly when he returned to the capital. We had a long and detailed meeting to discuss all of the major outstanding issues. We made some progress. We still have good numbers. The discussions will continue. Needing 60 yes votes to pass the senate, republicans must gain democrats a boy avert a republican shutdown tonight. Extreme parts of their base want illegal immigration to crowd out every other priority. They say theyve gotten to this point to a failure of Republican Leadership. What are the offering us . For continuing resolution since october 1st and a democrat on the Budget Committee says thats unacceptable. Yes, we should extend the Childrens Health insurance program. We need to do that. But we also need to do our job, which we shouldve done back in october 1st, the first day of this fiscal year, and actually adopt a bipartisan budget for the United States of america. The vote reconsiders, laid upon the table. The vote was 230197, the house bigger said theres nothing controversial about keeping the government running and providing Health Insurance to 9 million children for six more years. There is nothing in the bill the house passed yesterday not a single thing that the democrats oppose. Thats so ironic of all of this. This is nothing more than legislative hostagetaking. Speak republicans insist this is all about politics, and the democrats liberal base demanding an outcome now. Politics always take precedence with our opponents on the side. Theyre really good at it, even though if you literally look at the facts and you look behind what they are saying, its a lot of bunk. There are ongoing house and Senate Bipartisan featuring john cornyn and durbin from the senate and a march 5th deadline to tackle the issue while the government is on the verge of a shutdown. I would recommend stop the wild goose chase. Do not go to a destination that they cannot explain. Schumer has led his democrats to a box canyon. They will be looking for a deal in the hours ahead. Bret . We will head back for breaking details. President trump has canceled his friday night trip to florida. He is waiting at the white house to sign a temporary funding bill, but he could have a long wait. He was chief White House Correspondent john roberts with the latest they are pretty good evening, john. Bret, good evening to you. We are telling fox news that schumer arrived with a long list of demands and grievances on domestic issues, and a list that went well beyond the deferred action for childhood arrivals program. Schumer was not asking for all of these were continuing resolution for and some of them they wanted to talk to the president about. Schumer indicated he was open to a much shorter continuing resolution, one of a period of about five days or so, but the white house reiterating the president did in a tweet a little while ago that they preferred 30 days. But privately they are saying that five days is absolutely a nonstarter with the white house. That said, the white house seems to be a little more optimistic tonight than it was earlier today, now putting the chances at greater than 50 . With the prospect of his first Government Shutdown looming, President Trump dispatched his budget director to start making plans for the worst. And b is preparing for what we are calling a shutdown. The nickname schumer shutdown is an effort by the white house to deflect any responsibility if the deadline hits with no agreement. Mick mulvaney pointing out theres nothing in the temporary spending bill that the democrats oppose. They are for extension for the chip program. Many of them support the delay for the taxes, the medical tax, the cadillac tax, they do not oppose anything in the bill, but they are opposing the bill. What the democrats want is for the continuing resolution to address the plight of the socalled dreamers, protections under daca are slated to expire. Marc short says democrats are missing an important point. There is no legislation to vote on. When they say that they need to keep daca and solved, shows that this is really about politics and not about policy. Negotiations for a fix to daca are ongoing, and the two cosines are said to be making progress despite the setback caused by senators dick durbin and Lindsey Grahams attempt to a runaround to the process last week that led to the now infamous oval office meeting. The white house charges that by insisting daca be part of the spending bill, democrats are doing what they condemned republicans for in 2013. But they insisted that defunding obamacare be part of acr. 2013, we are accused by nancy pelosi and Chuck Schumer of inserting in nonphysical, nonfinancial issue into this spending process in order to shut the government down. How is that not exactly what is happening today . There is no reason we have to deal with daca this week. Chuck schumer said at the time it sort of like theirs. Someone goes into your house, take your wife and children hostage, then says, lets negotiate over the price of your house. Thats the same tactic they are deploying. In the middle of all of this, the administration is also making preparations to go back to the Supreme Court to defend the travel ban. The Supreme Court announcing today it will hear arguments for and against the president s latest travel ban in april. That is the ban of people from six majority muslim nations. Bret President Trump made a virtual appearance today at the march for life. The first sitting president to do so. Chief intelligence correspondent Catherine Herridge is here with the latest. After fox news first reported on the fourpage memo documented alleged abuses in the government surveillance program, 115 House Republicans viewed it, but no democrats. Its a very succinct, straightforward memo. I think its something thats really significant. I think the American People need to see it. Republicans on the House Intelligence Committee led by congress when devin nunes authored the memo now available to all lawmakers in the house. Sources tell fox and crew out of the congressional Russian Investigation and focuses on the fbi, Justice Department, surveillance warrants for americans as well as the trump dossier. The committees ranking to what extent the fbi relied on the tram dossier to secure surveillance warrants for Trump Campaign aides is a key question for congressional investigators print tonight, the russian lawyer at the heart of the trump tower meeting working sidebyside with the firm behind the dossier for a for me, its a really unsuitable document. Via skype, the trump dossier is filled with dirty rumors. Its the kind of paper that wants to get you in the shower after. Was it a mistake for the fbi to rely on the trim dossier in any way i think that any special agency should check information they received. But what happened . They couldnt find fax. She knows that fusion gps founder Glenn Simpson well. 43 years, she worked for her client prep is sued by the u. S. Government over Money Laundering investigation. Several viewers, like merrill sanders on instagram, have asked us for an update into several people, including former fbi agent bob levinson. Here is National Security correspondent Jennifer Griffin on who is and why they have not yet come home. Someone please help me get home. 33 years in the service for the United States deserves somethin something. Please help me. Its been nearly 11 years since retired fbi agent Robert Levinson disappeared while investigating a cigarette smuggling ring on the island of kish, home of irans revolutionary guard. When the Obama Administration negotiated the release of five american hostages, levinson was not among them. My father was left behind. And in agreement for the prisoner swap at the culmination and finalization of the Iranian Nuclear deal. His family had high hopes when President Trump announced unless these americans were released, iran would face new sanctions. And he makes this a priority, his skills in negotiation, his willingness to push for these issues can bring him home. Levinsons wife send another son to the iranian government in 2011. I will continue to do everything i can to bring you home alive. Just one of nearly 20 known american hostages who remain in captivity. A u. S. My father was lord back to iran from a brief trip abroad by the promise of instead, he was also detained. Both are behind bars. Iran also betrayed sheila wong, an american grad student from princeton, who was researching his dissertation. They are trying to remain strong thinking of him suffering in irans notorious prisons. He has done nothing wrong. He is completely innocent. He has a history nerd. He is not a spy. The countdown towards a possible Government Shutdown now stands just about five and a half hours. A temporary funding measure that is a ready passed the house is stalled in the senate at this hour. Negotiations are continuing. President trump and Senate Minority leader Chuck Schumer met at the white house, but no deal was reached there. Republicans and democrats are trying to make sure that the public blames the other party. Tonight, correspondent peter doocy looks at the practical effects, if the money essentially runs out at midnight. If lawmakers can figure out how to fund the government and do their jobs, hundreds and thousands of federal employees may be asked not to show up at their job on monday. Up to 850,000 federal workers were fair for load at the last shutdown. When the monies run out, and agencies including customs and border protection, the tse, the coast guard all shrink in size. Active duty military personnel may see their paychecks delayed. American spies may have to stop snooping. We do a lot of intelligence operations around the world and they cost money. Those obviously would stop. Medicare, medicaid, and Social Security checks will be sent out. The department of Veterans Affairs will operate normally. There is reason to believe that this time peoples lives will be as disrupted as they were five years ago when this happened. Tourist will find every one of Americas National parks and monuments, from yosemite to the smithsonian, to the statue of liberty, immediately closed. The obama shutdown policy meant that when a honor flight filled with what were to veterans out of time showed out of the world war ii memorial were locked out and had to break into a nearly five years later, the Trump Administration thinks it can be more flexible. Interior secretary ryan zinke tweeted, we fully expect the government to continue operations. However, in the event of a shutdown, public lands will be as accessible and safely possible under the law. Thats because this white house says that its trying not to punish the public for a stalemate in the senate. It will a very different than it did under the previous administration. One of the things ive learned since ive been in this office is that there is no other way to describe it. The Obama Administration weaponized the shutdown in 2013. There are 535 federal employees that will not be for a load. Exmembers of congress, they are constitutionally exempt. I just watch a whole cart of italian takeout roll into the building while office Staff Members sit at Home Learning to learn the fate of their next paycheck. Bret . Bret its really quite in the of bowels of the capital. But theres still action going . A lot of the staff have gone home. They dont know what their bosses are doing behind closed doors to see that has a big impact whether or not they will show up to work on monday or they could be off for more than two weeks if their boss came by their desk today and said they are not essential. Bret peter doocy live on capitol hill. Peter, thank you. We will follow all the updates. No official reaction from the white house yet to a wall street journal report that a lawyer for President Trump, Michael Cohen, used a newly established company to pay hush money to a adult film star, stage name stormy daniels, in return to her silence about a sexual encounter with trump. Paid daniels 130,000. There is nothing, you know, illegal generally about paying someone for a nondisclosure agreement. Thats something thats done all the time, especially in cases of celebrities where theres some kind of damaging information reputation only. Some lawyers have speculated that if Michael Cohen made this payment, it could be considered an inkind campaign contribution, might of exceeded limits. That all depends on what the actual facts are if someone were to investigate it, if some prosecutor felt there was some case to be made. At this point, we dont know. Both daniels and President Trump previously denied the affair and the payoff. Today, intouch magazine wants to detail from the record account in 2011 in which she describes sexual encounter with trump. The nasdaq jumped 40. For the fourday week, the dow and the nasdaq were up a little over one percentage point for the s p 500 gained almost one. Tomorrow, as you know, is the First Anniversary of President Trumps inauguration. Tonight, we go to the heartland, where the president s surprisingly strong support led the way to his upset victory. So are the people of the great midwest happy with their choice . One year in . Senior correspondent mike tobin talked to some of them and reports that from kenosha, wisconsin,. With the nation bitterly divided on party lines, wisconsin is an enigma. Voters picked obama in 2012 and it trump in 2016 by large margins. Workingclass and white, many southern wisconsin counties that picked democrat Russ Feingold voted trump at the same time. Donald trump stood out and he fought back and he had an agenda. Everybody else seemed wishywashy. Now a year into his term, they have seen all the highs and lows. He gets up in the middle of the night and tweets things. Change the narrative in the same day, hell change the narrative about things. Its just. I would think it would be very frustrating for the people he has to work with. I think hes the worst president weve ever had. A never ending battle with the media. The media is never fair to anybody. Doesnt matter who it is. A possible litmus test in which bostons traditional tenth district. Patty schechter upset republican adams article for the state senate. That prompted Governor Scott walker to tweet that a win by its democrat as a wakeup call for republicans in wisconsin. I think the effect his candidacy and the president so far he has had, its really. Galvanized people to come out and show up. Despite all the criticism leveled at the president for causing americas standing in the world to erode, trump voters here like what they saw when he talked tough with north korea, when he recognized jerusalem and the capital of israel and promised to move the u. S. Embassy there. They like when he told his military leaders to take point in destroying isis. I think other countries probably perceived our president is someone who is going to back up what he says. If he draws a line in the sand, its to be respected. I think now we are more respected overseas now again then we were before. They are also looking at a stock market pushing further into record territory. Wisconsin credit tax reform to speaker paul ryan, but note it went through on trumps watch with his support. Companies are giving out bonuses to workers. I mean, you know. The dow jones. Uh, wall street is doing well. What we did not see from our sample in the population is a change of opinion. Trump supporters are just as passionate as they were before the election, possibly more. Trump detractors had been given a lot to work with. Bret . Bret interesting. We will continue to talk to people ahead of the state of the union. Live in kenosha, thanks. Thats what is so ironic about all of this. This is nothing more than legislative hostage taking. Hopefully, mr. Schumer will find out what the president will sign. This vote should be a nobrainer. It would be, except the democratic leader has convinced his members to filibuster any funding bill that doesnt include legislation they are defending for people who came into the United States illegally. We had a long and detailed meeting to discuss all of the major outstanding issues. Weve made some progress. We still have a good number of disagreements. A discussion that will continue. Bret the progress is not complete, because there is no deal yet. Less than five and a half hours from the partial Government Shutdown, they arched negotiating. The president weeding out this afternoon, excellent glimmering meeting in the oval with senator schumer, our great military together making progress. For a week be best. We are talking a few day extensions. We dont know. A lot of polls out there, who to blame quickly Washington Post had one, abc had one. The most recent is democrats, 31 . Republicans 26 , all of them 10 . Frustration all around. You are the chief Political Correspondent of the washington examiner. Susan page, and we welcome mike allen, cofounder of axios. Mike, lets start with you. Right over your shoulder, we are hearing this real mood swing, a couple of hours everyone thought the shutdown was virtually assured. Now lots of hope. At the very top, you talk about buying time, which is what they will do. Theres a clear reason for that. Whatever the polls show about republicans, democrats, theres one person, one group that is shutdown is terrible for. Incumbents. Guess who is going to have to vote, republican or democrat, they are all incumbents. People in charge, voters dont like it. Its such a visible sign of the government breaking down. Bret susan, we had democrats in red states saying they are voting yes for continuing resolutions. The one thats on the table now, heidi heitkamp, joe donnelly from indiana, joe manchin already. Some others may join. But you have republicans who are opposed. Lindsey graham, jeff flake, and others. The votes arent there, it would be like a rabbit out of the hat to get a deal now. Even if it would be a shortterm extension into next week, but its interesting they are having those discussions. A shutdown is bad for politicians of all sorts. Democrats. I think its worse for republicans. I think its worse of all for President Trump, who was elected as a dealmaker, who is going to drain the swamp here, we are standing in the swamp not drained deal, not made. Hes been super involved, keeps calling these audibles. Republicans think itll be even worse for them because of that. Bret republicans spent today reading much on message saying they passed something that democrats like, that there is nothing in what they passed the democrats should oppose. That was the point Mick Mulvaney tried to make over and over at the white house today, which is actually true. I think the reason youre seeing all of this brinkmanship is they are playing the other guys role from 2013. In the in 2013, you have the republicans, the minority, insisting that a policy demand of theirs, in this case, defunding obamacare, be attached to a must pass Government Spending bill. And they knew that democrats opposed it unanimously, including the democratic president. Now you have democrats attaching an unrelated policy demand, the daca provision, to a must pass spending bill. I think the reason youre seeing this is the dirty little lesson of 2013 is, remember, theres all this talk about republicans would just die, this would be fatal for republicans. Well, they won the senate in 2014. They kept the house, they will make everything in 2016. I think theres some of this brinkmanship because people have decided its not that dangerous. Bret just in my year year, moment ago that there is a proposal for a procedural vote to move on the house continuing resolution for 10 00 p. M. In the senate. That would close off debate and they would be moving towards a vote on the house continuing resolution. That would mean that, one, they are just going to roll the dice and see who votes where, oratorical, there is starting to see some boats move. This is why americans have respect for washington. They will have a vote on things no one understands, either the government will shut down or it wont. On issues where there is in fact agreement. One way this is different from 2013, there is some bipartisan agreement on doing something for the dreamers, the daca thing. Its really in that way not analogous to the shutdown. You have to concede its not a budget item. Thats true. Its hypocrisy in politics on everyones, no question about that. I mean, to your point. Senator schumer from 2013 comes in and basically says its basically like this. Someone goes into your house, take your wife and children hostage, then says lets negotiate over the price of your house. We can do the same thing on immigration. We believe strongly in immigration reform. We can say where shutting down the government, were not gonna raise the debt ceiling until you pass immigration reform. Ill be governmental chaos. Bret governmental chaos. Its funny. Marc short use the exact same analogy today about the hostage situation. We have the president s tweets from a couple of years ago being pulled back, talking about the importance of the president as dealmaker as unifying. You are talking about the rabbit out of the hat. If this brinkmanship pays off, if something happens in the next couple of hours, you are going to have to give credit to President Trump as a dealmaker because he took the risk of really upsetting Republican Leaders by sending senator schumer down there, two new yorkers hashing this out, leaving out the speaker and the Senate Republican leader. And it looks like there is movement. We just saw Mick Mulvaney at the white house saying that it looks like there is a deal to be had. Bret they want four weeks. It doesnt sound like the democrats are going to give them four weeks. They are a going to have shortr time to get their back up against the wall on daca. March 5th is the deadline for the daca situation. Does five days work . More than five days. Less than four weeks. And also you have to think is the deadline really a deadline because in Mick Mulvaney again was talking about the next federal pay day is next friday. Of course, if you can do something this weekend and get it cleared up before monday, then people can come back to work. Weve all been thinking friday midnight, but theyve had saturday and sunday to work on this too. Bret okay. Panel, stand by. Up next commodified a lightning round on the president s first year 2017 was a year of tremendous achievement. Monumental achievement, actually. I dont think any administration has ever done, whatever weve done. I think hes capable of doing outrageous things. This president is the worst ive ever seen. Mr. President , i have to say that you are living up to every thing i thought you would. You are one heck of a leader. And we are all benefiting from it. I dont like him. I dont like the way he operates. I think, you know, hes nuts. All the world is taking notice that things in washington are quite different. Bret different takes on the first year. The positives, the negatives looking ahead. We are back with the panel. Lets start with positives. Byron . Amid all the controversies and the hair on fire, there were a lot of them. I would say cutting corporate individual tax rates, economic growth, wage growth, the stock market. Neil gorsuch, plus a Record Number of confirmed Circuit Court judges, deregulation, defeating ices, which is a pretty good list. Bret the economic changes since january 2017, we put these up occasionally. The gdp growth, an employment rate, consumer confidence, those are real things. As well as the down milestones as you look at the charges. You can see how much influence a president has on the larger economy, but i think the president does deserve some credit for this recordbreaking stock market core, healthy growth, the fact that unemployment remains low, i think the tax bill helped with that and so has regulatory rollbacks. Bret would evangelicals, white evangelicals he 6333, gallup did a breakdown of religious item vacation and you can see mormons are at 61 approval and the rest of the list therefore the president s approval, and thats a big part of judicial nominees. The president has delivered on some of the things that are most important to those groups. Just to pick up on the economy point, people who argue about how much credit the president gets for the economy, i just remind them that the stock market were down, you think we wouldnt be blaming trump . In addition to what you think happened with the market, youve got to exquisitely give him credit for forcing employers to think about american workers, to talk about it, to make announcements about it. That has listed 100 trump. Bret we havent talked about for the compliments. Isis and that sort of thing. Lets talk about negatives. If we were doing a little report card, i would say failure to grow. The president s deficiencies, the president s limitations when he was a candidate, you talked to republicans who work for him, talk to republicans on the hill, like they say, he has not adapted to the office the way they thought. One other negative, staff risk. The white house, the administration, was never staffed, completely enough, as you know. And now we have people leaving on the natural cycle after a year, theres no plans to bring in people of the quality they originally had. A bring a big long term problem. I think those are good ones, but i would say the president s rhetoric on charlottesville, another front where he uses language thats harsh and racially tinged that makes america more divided. Thats cost him. He does not see the benefit of the good economy that we would expect a president to see in his approval rating. Bret byron . I think four, the rights of the catastrophe level for various reasons, the failure to repeal obamacare is a political disaster. Firing james comey has brought an enormous amount of grief or charlottesville where he did everything wrong. And the Alabama Senate race, which has turned a 52 vote majority in the senate into a 51 vote majority. They place a lot of blame on steve bannon on that whole ideal. Number two, firing james comey potentially wipes Everything Else out makes everything relevant. Predictions to this year . I dont see a lot new happening. Theres talk about something about infrastructure, but in the mid tier of year, the job of the president and House Republicans is to basically tell them in 2018 how much they did in 2017. So if the president does anything, its tell audiences everything he has done and how great it is. I think thats the theme of the year. Bret that check you have in your pocket is actually real. I think they will get daca done. Nothing else big gets done in this year. We will see rep Congressional Republicans increasingly keeping their distance from this president. Trump will be more campaigns trump, this is because of 2018, 2020, staffing changes. I think we will see this on we may see this on rhetoric, action involving north korea. Bret once we get Robert Mullers conclusion . Its going to be a wild. I can tell you that a lot of people who have gone in and talk to him are convinced this is going to take longer than the white house is suggesting. Its going to take longer than that. The question is will it be out before election day in november the metaphor i dont see we would see any conclusions from him before at least the end of the summer. Bret panel, good discussion. Thanks. When we come back, notable quotables. Switched to geico and got more. More savings on Car Insurance . Aha. And an awardwinning mobile app. That is more. Oh, theres more. Mobile id cards, emergency roadside service. More technology. I can even add a new driver. Right from her phone geico. Expect great savings and a whole lot more. I thought i was managing my moderate to severe Crohns Disease. Then i realized something was missing. Me. My symptoms were keeping me from being there. So, i talked to my doctor and learned humira is for people who still have symptoms of Crohns Disease after trying other medications. And the majority of people on humira saw significant symptom relief and many achieved remission in as little as 4 weeks. Humira can lower your ability to fight infections, including tuberculosis. Serious, sometimes fatal infections and cancers, including lymphoma, have happened; as have blood, liver, and nervous system problems, serious allergic reactions, and new or worsening heart failure. Before treatment, get tested for tb. Tell your doctor if youve been to areas where certain fungal infections are common, and if youve had tb, hepatitis b, are prone to infections, or have flulike symptoms or sores. Dont start humira if you have an infection. Be there for you, and them. Ask your gastroenterologist about humira. With humira, remission is possible. Bret what a week. This weeks notable quotables. Most people are familiar with the story of the boy who cried wolf. We wont allow people of faith to be bullied or targeted anymore. The Trump Administration being the most antilgbt administration. Lets talk the two trumps. I dont recall him saying that phrase. Full of doggie doo. Put a cherry on top and call this a chocolate sundae. You have a president bo says things and creates racism. I am the least racist person you have ever interviewed. He is not a robot. Its the economy stupid its the most tortured analysis of executive privilege. He evolved the way he looks at things. Shy of obesity. Rooting for disease. Politics is in everybodys blood like herpes. President trump has succeeded in putting the joker, the ridler and the penguin in charge of gotham city. I would like to begin with bret [laughing]. He said he had make believe invisible glasses. We are watching this negotiation. We will have continuing coverage on fox news channel.
