Hasnt been done in 34 years but actually really hasnt been done because we broke every record. With the president came away with what a cut in the Corporate Tax rate to 21 . Cut in the top tax rate to 37 . Doubling of the standard deduction in Child Tax Credit and a big reduction in taxes for small business. In a harbinger of what might lai had, at t said once a tax reform is signed into law, at t plans to invest in additional 1 billion in the United States in 2018 and pay a special thousand dollar bonus to more than 200,000 at t u. S. Employee employees. Its always a lot of fun when you win. If you work hard and lose, its not acceptable. The president knows what its like to lose, having twice watched Obamacare Repeal and replacement go down to defeat. But because the tax reform bill eliminates the tax penalty in the obamacare individual mandate, the president claimed victory on that front as well. When the individual mandate is being repealed, that means obamacare is being repealed. They get their money from the individual mandate. So the individual mandate is being repealed. The president s critics seized on a report from the Congressional Budget Office that projected 13 Million People would choose not to buy Health Insurance as a result of the change and an obamacare premiums would raise 10 . The president asked his colleagues not to highlight the repeal. We didnt want to bring it up. I told people specifically be quiet with the Fake News Media because i dont want them talking too much about it. Members of congress were thrilled with todays accomplishments. Alaska senator Lisa Murkowski who called for the president to drop out of the race 14 months ago, praised him for opening up the Arctic National wildlife refuge to oil drilling. This is a bright day for alaska. This is a bright day for americ america. Other members who often found themselves at odds with President Trump, particularly over his tweeting, were suddenly effusive. Its been a year of extraordinary accomplishments. The president has to craft a deal to keep the government open. The white house is confident it will get a continuing resolution to keep the government funded through january 19. Whats not so clear is whether the white house will get those waivers on the pay go process which eliminate cuts to entitlements like medicare in order to pay for tax reform. I heard a short time ago gary cohn, just down the lawn for me, if the president doesnt get the rivers and a continuing resolution by friday he will not sign the tax reform bill into the first week of january. They had to vote again because the Senate Passed a different version when democrats demanded certain provisions get yanked out. We wouldve preferred there not be any glitches. Sometimes that happened. But we fix the glitch and moved forward. The speaker of the house didnt let the do over or dampen his feeling about the end of the year win. A very emotional time. We are planning a lump of coal. Lawmakers usually returned home after a big vote but they are sticking around to figure out how to avoid a Government Shutdown. The house is working on a stopgap bill until january 19. There is currently not much of an appetite for a spending fight because all programs would be renewed with their current levels. Senator jeff flake tweeted bipartisan daca bill will be on the senate floor in january although waiting may not satisfied democrats. Because of the importance of these issues, especially dreamers, we cant do our shortterm funding bill that picks and chooses what to solve and what not to solve. That will not be fair and will not pass. Democratic lawmakers got an email from nancy pelosi telling them to vote no on a continuing resolution to fund the government. That means republicans are going to have to do it themselves. If the markets are so bullish on tax reform, why werent todays numbers better . Deirdre bolden of Fox Business Network is here with possibly some answers. Markets closed marginally lower. Some analysts say investors had already accounted for the reduction in Corporate Taxes for American Companies. And more colorful language, tax reform was already baked into the cake. There are questions as to what American Companies will do with the cash. Will they invest, hire, will any decisions for growth . One strategist told me that the uncertainty is part of why the stock market closed lower. Its worth remembering this is a record year for stocks. There will be days with lower closes. The dow has gained more than 5,000 points total, s p 500 up around 20 so far, poised to have 12 straight months of positive returns, including dividends. If this happens, its going to be the First Time Since at least 1970, so this is clearly a banner year. Every now and then, theres going to be a few down days. Going forward, cautious strategist say we cant have too much of good thing. They say the tax shakeup could lift growth and inflation and that means the Federal Reserve may raise rates quickly. For borrowers, every time you borrow money, it gets more expensive. Bond investors seem to think the same thing. Yield on the 10year u. S. Treasury note today rose 2. 492 , its highest level since march. Looking at the possibility of the fed raising rates sooner rather than later. Bret thank you. I think its can have an enormous impact on the u. S. Economy. Bret do you know when he will sign it . I think we are working out some logistics on it. The important issue is it passed today and he will sign it as quickly as he can. Bret will most of it take effect at the beginning of january which marked for 70 sitting at home, how does it play out . Virtually all the aspects will start on january 1 and the important issue is we have already started working with the irs and we are working on the withholding tables. We expect the American Public will see tax cuts in their february paychecks, and that is something we are going to work around the clock through the holidays to make sure we get done. Bret this president has spent a lot of time talking about the economy and oftentimes he refers to the markets. The markets today didnt seem to jump for joy about this. There is a lot of factors with the markets, always. Here is the president earlier. I heard a couple folks this morning, and they are thinking the market hasnt fully digested what theyve got here. I dont think the market has begun to realize how good these are. Bret is he right . Should you judge this the markets response . If you look at where the market is, since the president has been elected, its an incredible rise. I think thats been in anticipation that we would get this done, or get Regulatory Reform done and the president has delivered on this. Its a great Investment Opportunity in the u. S. I think its about bringing trillions of dollars back on shore that will be invested. You saw at t make a big announcement today about bonuses and more investment. I think were going to see a lot more coming from other companie companies. Bret critics of this point to corporations, and they say it will just be used by backstops and raise corporate salaries. You point to the at t announcement that the president mentioned. The fedex cfo said last night on a Conference Call u. S. Gdp could increase materially next year as a result of u. S. Tax reform. If this occurs, we would like the increased Capital Expenditures on hiring to accommodate the additional volumes triggered from this incremental gdp growth. Is that what you are seeing from most companies . Is he sugarcoating things . I think thats exactly what youre saying. Weve had a broken tax system. It encouraged companies to leave their money offshore, create jobs offshore and we fixed it. We created a territorial system, the right incentives to invest capital, have jobs. We expect not only will people see tax cuts but they will see wage increases. Its all about getting the economy going again. As you know, the president has repeatedly said we think we can get to sustained gdp of 3 or higher, and that will create very, very large Economic Growth. Trillions of dollars in additional revenue for the u. S. Government. Bret you didnt have a single democrat vote for this. They were out talking about you, sir, earlier today. Let me go back to mnuchin. Talk about billionaires. Mnuchin seems to make it up as he goes along. Sang it wont cut taxes for the rich. He handed the top wealthiest 1 80 of the benefits. Bret your thoughts. I dont know where they get these numbers from, and i dont make it out. We have lots of people here at treasury that he been working on numbers. They fundamentally disagree with us and i guess thats why they voted against it. They dont believe we can get the growth we think we can. They dont believe in the american economy. They say they want to do things that are good for workers but they voted against the bill. We have been saying the number one impact is to make america competitive again, to fix the business tax system, deliver tax cuts for the middle income, this is not about tax cuts for billionaires. Its about tax cuts for working families, people with kids, the Child Tax Credits. I think youre going to see this in the polls as people get paychecks. They are tired of listening to the democrats complained about this. Bret yeah, heres one element. This is candidate donald trump talking about one element. As part of this reform, we will eliminate the carried interest deduction, a wellknown deduction, and other special interest loopholes that have been so good for wall Street Investors and for people like me but are unfair to American Workers. The Hedge Fund Guys wont like me as much as they like me right now. They will pay more. I know people that are making a tremendous amount of money and paying virtually no taxes and i think its unfair. Bret the carried interest loophole is still in. Why is it that in in there . He wanted to get rid of it. He spoke to me about it many, many times as recent as this week. At the end of the day, its a great bill, terrific bill. It doesnt mean every single little aspect in this deal is exactly as the president wanted or is exactly what members in the house and senate wanted. Its about compromise but leveling puts in perspective. The carried interest is a very small revenue impact. Its something that impacts one group and the president wanted to get rid of it but the president thinks its a great bell and its going to be great for American Workers and working families. Bret there is negotiation in every big piece of legislation but who specifically on capitol hill was fighting for Hedge Fund Guys . Private equity folks . I am not going to comment and say specific names. This was a collaborative process between the house and senate. As you know, a lot of things changed in conference. It became a better bill in conference and we couldnt be happier with the team effort across the administration, the treasury, the senate and house. Its a big win for the president and the American Public. Bret do you have assurances the government is not going to shut down and you will have a shortterm continuing resolution in midjanuary . Sticker i think its highly unlikely theres a Government Shutdown. I dont want to give the assurance until its passed by congress and gets to the president. I can tell you the president doesnt want to shut down. I think the right thing to do is lets get a shortterm funding and will deal with it in january. Bret the budget test 700 billion for increasing the u. S. Military, investing in that sort of thing. Is there a assurance that these requesters are going to be cut . These are the battles, even if you punt to january. Discussions are ongoing. We had a Cabinet Meeting in the president made it clear and secretary mattis gave a presentation on the military. Its a big priority. Weve got to make sure americans are protected. The president wants our allies to begin to reimburse us for various different costs but this is a priority of the president to make sure our military has the resources to meet our needs and protect the american people. I think its overall going to be wonderful for the majority of americans. Im not convinced its going to be bad for the high tax states because some of these other cuts and deductions. I think we are putting pressure on local officials to lower the taxes. Bret obviously democrats view it differently. Their perception of the middle class. Here are the leaders of the house and senate. The economy is not going to take off through the wealthy will do better. There will be a lot of dividends, stock buyback. Not too much job creation. Delivering the champagne to their parties. This isnt about anything better for workingclass families. This is about champagne glasses clinking. Bret s its an interesting argument to say the economy is not going to take of off. It may not but they are truly making that case. This is one of the central points. Whats going to happen . The republican sales pitch was that it would spur Economic Growth to 3 , possibly 4 . Under their current conditions, we would hope it would lead to wage increases but its a big bet. The interesting thing about the president s remarks is that republicans have been saying how much they hate that they have full control of the government and havent been able to pass a major achievement. This is a major achievement and they are hoping it puts to rest this idea that this constellation of bret eli, overlooked in all of this talking was the repeal of the mandate. That is the main drive for the funding of it. So this means that at some point, very soon, Republican Leadership is going to have to tackle this again which they failed that the first time. Well, they have tackled again, but im with olivier that the republicans needed to pass something important like this in order to avoid the charge that with control of both houses of congress and the executive branch they were the donothing republicans. So they have got that out of the way. Repealing the mandate is not the same as repealing all of obamacare. There is still enough wiggle room i think for members of congress and for republicans to continue to allow states that want to continue to stay under obamacare and people can stay on obamacare so it doesnt entirely kill that many program. Trying to get the best of both worlds in their talking points. Bret if people are not mandated to sign up, suddenly you have fewer people and the numbers just dont work. They eventuallyout legs come out from under it. Right . The legs can come out from under it but there is a lot of wiggle room between what you can do between now and then and what will happen. At a certain point one of the reasons why the republicans failed before to repeal obamacare because a lot of their constituencies found it popular. They liked it even though at first maybe they didnt. Bret yeah. And as far as the government shut down, it seems, ainsley, that were heading towards, you know, another punt apes ains i dont think punt. I dont think thats going to happen.
