Points, in january, march, august, october, and now today. Meantime, after defending him, House Minority leader nancy pelosi is calling on Michigan Democratic congressman john conyers to resign, and pelosi is not alone. A cascade of democrats made the same remark. The houses longest serving member and a detroit hospital for what his stats as are stress related issues. Another woman has come forward with Sexual Harassment allegations. A fox news exclusive breaking tonight. For the first time in american history, and administration is releasing specific numbers detailing the huge impact of chain migration, how many people come into this country based on family ties. Broken down by country. Senior Officials Say tonight there are serious security concerns about what they are discovering. Fox news has all those details exclusively tonight along with an interview with arkansas senator tom cotton. President trump saying Rex Tillerson is still here. This comes amid reports tillerson could be replaced by cei director cia director mike pompeo. Thats where we begin. John roberts starts us off with this report. Do you want Rex Tillerson on the job . Meeting with the crown prince of bahrain, President Trump gave secretary of state Rex Tillerson a lesson ringing endorsement. Sources inside and outside the administration tell fox news plans are being made for possible departure of tillerson that could happen in late january. The most likely scenario to replace him, elevate cia director mike pompeo to secretary of state and replaced pompeo with arkansas senator tom cotton has been one of the president s most reliable supporters on capitol hill. The white house and state department pushed back at the notion that tillerson was being forced out. Chief of staff kelly calld our department this morning and said the rumors are not true. In a statement, White House Press secretary Sarah Sanders was somewhat ambiguous, saying as the president just said, rex is here. There are no Personnel Announcements at this time. And the president loses confidence in someone, they will no longer be here. Questions continue to swirl. President trump is dealing with an unforced diplomatic error after retreating videos from the Group Britain first, which theresa may called a hateful organization. May said President Trump was wrong. The fact that we Work Together does not mean we are afraid to say what we think the United States has got it wrong and to be very clear with them and i am clear that retweeting from britain first was the wrong thing to do. [applause] the president was dismissive of maes criticism, tweeting theresa may, dont focus on me, focus on the destructive radical islamic terrorism that is taking place within the united kingdom. We are doing just fine it turns out the president hadnt bothered to check on who the group was before he retweeting them. Did the president know who she was . I dont believe so. The president tries to keep up maximum diplomatic pressure on north korea to give up its Nuclear Program while he is still in the job, secretary of state continues to lobby china. I think the chinese are doing a lot. We think we could do more with the oil. We are asking them please. That was the most effective tool last time. President trump wants russia to step up to the plate but foreign minister Sergei Lavrov cast a skeptical eye on u. S. Plans to hold another military exercise with south korea in december. Translator one gets the impression that everything has been done on purpose to make kim jong un snap and carry out further inadvisable actions. Its regrettable. The americans should explain to us with thereafter. Another big diplomatic issue on the table, whether to continue to waive the u. S. Law that requires the u. S. Embassy in israel be moved from tel aviv to israel. Fox news has been told next week the president may announce hes going to begin the process of making the move from tel aviv to jerusalem with the caveat that the final decision has not yet been made. In any case, its something that could not happen overnight. Bret john roberts live on the north line. Thanks. We will have a story later on that from conor powell. Now onto tax reform. Senator john mccain on board, passage of the tax of farmville in the senate seems more likely and that means Senate Minority leader Chuck Schumer has a decision to make. Chief Congressional Correspondent mike emanuel tells us what it is. I think its likely to pass. Vote counting time. We are in the stretch. Horse racing is a big deal in kentucky. We are going down the home stretch, headed toward the finish line either late tonight or early tomorrow. Big develop men came when arizona senator john mccain announced he has a yes after careful thought and consideration, ive decided to support the Senate Tax Reform bill. For democrats, theres been frustration because of republican stay unified, there isnt much that can be done to stop the legislation. From the beginning, the republican tax bill has made a mockery of the legislative process. One of the most unfair and disastrous pieces of legislation ever brought forth. Republican sources suggest schumer may allow some of his moderate colleagues to vote for the bill if its clear it will pass. One g. O. P. Senator said if the republicans get 51 of their members, they should end up with 54 votes. This is a bill a number of democrats should vote for. I think its a build several democrats in the house may vote for. Today the joint committee on taxation estimated economic would trickle growth would decrease the price tag. Before the senate votes, lawmakers are expected to weigh in on a variety of amendments which members argue would improve the bill. Preserving the property Tax Deduction is crucial for middle income taxpayers. Senate republican whip john cornyn told reporters that triggers members wanted to protect against a deficit surge will not be in the final bill. Saying it doesnt work. Im told lawmakers are looking at alternatives to try to reassure those who are worried about the impact on the debt of those Economic Expectations are not met. Its still a fluid situation but republican sources insist they are still very confident. Bret a few minutes ago, the g. O. P. Almost ran into a roadblock when angus king tried to send it back to committee. They defeated that motion. Thats right. Three senators withheld their votes. Three republicans. They are negotiating on the floor with leadership, wanting insurances assurances for what they are fighting for. It was a close call. It looked like the bill could potentially being go back to the finance committee. Stephen mike emanuel. Fox news alert. For the first time, an American Administration is breaking down how many people come into this country from family ties with specific numbers country by country. Its called chain migration. Critics say its a practice thats flooded america with emigrants and their relatives at the expense of citizens already here. The Administration Says tonight there are many security concerns. Fox news has obtained the detailed numbers. James rosen shows us the data. For the first time, the white house said the federal government has counted the green cards issued between 2005 and 2015 to migrants admitted through family. Perhaps the fullest portrait of chain migration ever. We know large numbers of immigrants have been coming based on petitions from previous immigrants. This is the first time we see the whole scope of the problem. Legislators or policymakers at dhs can do what they need to do to address it. During the time frame, the u. S. Resettled 9. 3 million new immigrants on the basis of family ties. Thats more than 70 of all new immigration in that period. Adding its also the primary driver of low skilled workers entry into the u. S. , a phenomenon analysts say most directly hurts american minority groups with comparable skill sets. They want to have people pour into the country, illegals. They dont care where the the l they come from. Immigrants brought here as children. Tom cotton of arkansas and david purdue have proposed eliminating the preference to adult Family Members. Independent of their ability to be contributory. New American Economy notes that 40 of americas fortune 500 companies were founded by immigrants or their children. Could we do it better . Absolutely. That doesnt mean that we dont want to be united families, strengthening communities. We are still going through these numbers. The white house called them explosive. Officials said they marked the first time chain migration has been broken down country by country. At the top of the list, just the country and you would expect. Mexico with 1. 7 million familybased admissions. India and the philippines with about 600,000 apiece. China, over half a million. Dominican republic. Also worth noting, iran with 80,000. A senior white house official told fox news the president harbors profound Public Safety concerns about these migrants and specifically about terrorism and organized crime. Data establishing those links was not provided. Bret thank you. Lets talk more about chain migration. Also the stories about the personnel shifts, arkansas republican senator tom cotton. Senator, thanks for being here. You have a piece of legislation that deals with this. As you look at the numbers, what do you see . Its important the white house and department of Homeland Security has released the data. Lets say dhs was tightfisted with immigration data during the obama era. Seven out of every ten immigrants who come to this country, they dont come because of their job skills or education. They come because they had a Family Member come here. My legislation would allow spouses and unmarried minor children to continue to reunite. I think most americans want to protect the nuclear family. But it would shift our immigration focus away from uniting extended families. Parents and siblings and cousins, aunts and uncles. Give green cards to people who are high skilled, with a good education, come to the country and pay taxes. It would address that point i was raised in the segment about immigrants and businesses. More entrepreneurial immigrants. At the same time, you wouldnt be bringing in so many unskilled workers were going to compete for american jobs and drive down american wages. Bret i want to put it on the screen. Familybased immigration has accounted for more than 70 of the new immigration over the last ten years. You have 9. 3 million new immigrants admitted on the basis of family alone. Total green cards issued during this time from about 13 million. Chain migration, the primary driver of these numbers, and then you have a study that found every two new immigrants bring over on average roughly seven additional foreign relatives to permanently resettle in the u. S. The top four, mexico. 1. 73 million migrants. The philippines, india, china. Theres others. Pakistan, almost 200,000. Iran. What about the security concern aspect . Its important to emphasize that just because 70 of all green cards are given out based on family status, that doesnt mean 30 are given of her jobs. You still have categories like refugees and asylumseekers. Its only 1 out of 5, barely 6 of green cards are given to immigrants because they have a job offer thats going to pay a high wage and going to contribute to the American Economy. To bring to the security point, the numbers are independent of the security vetting that obviously there are some countries where the risk of bringing in the terrorist threat is higher than other countries. For instance, its a higher threat environment to bring in an immigrant from say syria or somalia. Then it is to bring in an immigrant from luxembourg or australia. Thats a genuine concern because you are increasing the volume of immigrants from those countries. Based on the random chance that someone from their family immigrated here ten or 20 or 30 years ago and straining the system with those kinds of security concerns. Bret which is why the administration tried first to do the integration effort they did to block certain countries at the beginning and failed in court. Now are continuing the battle. Heres what people say on the other side. They say this country was forme formed, bringing us your tired, your poor, your hungry mass was performed on being welcoming. If anything is welcoming, its about families. Thats what people on capitol hill who are opposed to this essay. We still are going to welcome spouses and unmarried minor children. At some point, you have to have borders and make decisions about what kind of immigrants your country needs. In the 19th century when we are populating a continent. In the 20th century, we were trying to fill millions and millions of jobs. Unskilled and low skilled workers contributing. Today those are the people whove seen the most drain on their jobs and their workplace and their communities. We do need immigrants in some fields but my legislation is designed to shift from unskilled and low skilled immigration to more high skilled immigration. But not putting pressure on the wages of people who worked on their feet and work with their hands. Bret here is what the Senate Majority leader said. The president has given us an opportunity by saying he wants to fix daca but he wants something with it. The kinds of things we are discussing that cotton and purdue are discussing and what should be part of it. Senator mcconnell has been consistent that he wants to see an end to chain migration. Bret the price of admission for daca. Its a necessary condition. Maybe not the only condition but a necessary condition. If you give amnesty to one or 2 million Illegal Immigrants brought here, kids, youre going to have a couple negative effects. One of those negative effects as youre going to have a whole new chain of chain migration. The way to control for it is to stop chain migration. Bret the other story, the personnel shift. Possibly secretary tillerson is going to leave. Director pompeo goes to state and you would go to cia. Comment on that. Sarah sanders said she had no Personnel Announcements to make and we are in the middle of voting on a very important tax bill. I will be going back there shortly. I am proud to be representing the people of arkansas. Bret would you like to be cia director . [laughs] im very proud to be representing the people of arkansas. Bret sex, drugs, and transgender bathrooms. We will have an update on that and other stories next. Can you fit in there . I got this. Thats the new man, huh . Yup. Getting kinda close to my ride. The jury has reached a verdict in the trial of an illegal immigrant accused of murder in the shooting death of a woman in San Francisco. Jose garcia has insisted that shooting of kate steinle was an accident. Zarate had been deported and was out. The verdict expected to be announced in a few minutes. Claudia cowan is outside the courtroom and will go to her life. On capitol hill, House Minority leader nancy pelosi says democratic congressman john conyers from michigan should resign. Pelosis comment comes as a michigan democrat sets in the detroit hospital is another one comes forward with damaging allegations. Here is peter doocy. Democratic leaders finally turned on the longestserving lawmaker in their party. I pray for congressman conyers and their family. However, congressman conyers should resign. Opposite position from four days ago. We are strengthened by due process. Just because someone is accused, one accusation, two . John conyers is an icon in our country. Also calling for conyers to licht, House Democratic caucus chairman. The decision will be made by congressman conyers. A lawyer speaking for the 88yearold who is hospitalized now says leadership cant make him leave. Is not up to nancy pelosi. Nancy pelosi did not elect the congressman. She sure as hell wont be they want to tell them to leave. A former conyers staffer who accepted it settlement is detailing her allegations. He asked me to satisfy him. He pointed to genital areas of his body and asked me to touch it. Those details were on paul ryans mind when he arrived at the podium. No one should have to go through Something Like that. Let alone here in congress. I think he should resign. The Congressional Black Caucus remains conflicted. Jim clyburn called for him to quit but missouri congressman believes that autocratic leaders are reacting like that because of outside pressure. Leader pelosi had no other alternative. Its not like there were 12 or 13 options. Senator al franken is dealing with new accusations of sexual misconduct, including allegations from an army veteran who says he groped her during a photo op in kuwait in 2003. Frankens office insists hes taken thousands of photos and has never misbehaved intentionally. Bret Alabama Republican Senate candidate roy moore is not saying much about Sexual Harassment allegations against him. He is attacking doug jones over sex, drugs, and transgender bathrooms. No word from the white house as to whether the present will campaign for judge moore. We doubt that will happen. Its not stopping the campaign from using the president s own words to remind voters what he thinks of his democratic opponent. And doug jones, well, well let President Trump tell you about doug jones. We dont need a liberal person in there, jones. I looked at his record. Its terrible on crime, borders, military, second amendment. A brandnew ad campaign. The president s comments about joan could be the next best thing as an endorsement. Take a look at the latest averages. Moore leading jones. While within striking range. , yesterday in a speech, moore tried to blame outsiders r trying to influence a race he says should be decided by folks in alabama. We can stop them and get them out or keep going. His remarks interrupted by protesters. He claimed those outbreaks on comedian jimmy kimmel. The judge taking to twitter. If you want to mock our christian values, come down her here. Jimmy kimmel replied okay, but im leaving my daughters at home. Theres a report out that suggests moore took part in a religious study course in which someone suggested women shouldnt be allowed to run for public office. Moore didnt make those comments but the jones campus trying to tie him to the controversy. Bret will have full coverage of the election. Kevin corke at the white house. Ousted today show host matt lauer is apologizing for the Sexual Harassment allegations that resulted in his firing but lower says some of those accusations are not accurate. Lauer writing there are no words to express my sorrow and regret for the pain ive caused. And later writes some of what is being said about me is untrue or mischaracterized. More detailed accusations about lauer have come out in the hours since his dismissal. Texan republican congressman joe barton says he will not seek reelection. A photo of barton circulated online recently. Messages of a sexual nature. Fellow republicans want him to resign immediately. Up next, President Trump promised to move the u. S. Embassy in israel. Thanks, bill. No, youre bill. Im tom. You know what . No one cares. Bret there are new questions to mind about the makeup of President Trumps National Security and Foreign Policy teams. One cabinet official is believed to be on his way out in the highlevel game of musical chairs. Rich edson fills in the blanks from the state department. Secretary of state Rex Tillerson is continuing his schedule. He enjoys his job and he will stay in it unless President Trump tells him otherwise. Thats according to the state department which took nearly five hours to respond to reports this morning that chief of staff john kelly had developed a plan to transition tillerson out. Tillerson met today with the German Foreign minister and the president. State Department Spokesperson says tillerson will keep his schedule. Has a big agenda. It has not changed. He remains the secretary of state as long as he is serving at the pleasure of the president. Despite speculation tillerson is leaving, aides point out he is still here. There have been disagreements with the white house over staffing and policy. If he leaves, one analyst says his suspect replacement will also face substantial challenges. Tillerson was in a very difficult position in which he himself made more difficult. Does that mean that a successor, mr. Pompeo or somebody else, well have a better situation . No, the answer is he wont be in a better place unless the white house decides they need a department of state to be staffed. Officials acknowledge low morale at the state apartment. The secretary has claimed staffing is similar to a year ago, he is to cut 8 . Thats part of secretary tillersons effort to redesign the state department. Hes called of the most important thing he will do here. He has faced opposition here and on capitol hill. The officially hired to oversee the process just resigned after only three months on the job. Bret rich edson at the state department. Banking. President trump may soon pull the trigger on his Campaign Promise to move the u. S. Embassy in israel from tel aviv to jerusalem. Chief White House Correspondent john roberts said earlier hes being told no decision has been made yet but one could be coming in days. Conor powell tells us tonight its an action that could have tremendous political ramifications. During the election, it was a promise candidate donald trump vowed to carry out. We will move the American Embassy to the eternal capital of the jewish people, jerusalem. It was a promise that endeared President Trump to israelis with billboards going up around jerusalem thinking hi him. With israelis and palestinians claiming jerusalem as their capital, President Trump tabled the issue like previous president s before him. In may, he signed a waiver which is set to expire this weekend. Postponing the move. Earlier today, Vice President pence said moving the embassy is still on the table. President trump is actively considering moving the American Embassy from tel aviv to jerusalem. Its a very serious matter. Previous u. S. Administrations of postponed the move and efforts to advance a peace deal. Jordans king abdulla was in washington when news of the move came out and urged President Trump to give the Peace Process of chance. King abdulla warrant a move could be used by islamic militants to stoke anger and spread their ideology. The dynamics are rapidly changing with the relationship between israel and saudi arabia growing to confront iran. In the past, saudi arabia would normally side with the palestinians on the issue of the embassy move, officials tell fox news this time saudi arabia wont stand in the way. Bret here in washington, the announcement that President Trump is donating his thirdquarter salary to the health and Human Services department to help fight the opioid epidemic. The white house did not immediately announce the amount of that check that the president has previously donated salary in the months of 78,100,000 to the National Park service in the education department. They have their wall street lobbyists, drug company lobbyists, tobacco lobbyists. Thats where they wrote the bill. They must like the fact that we have the highest business tax rate in the world which forces jobs and investments overseas. This tax cut will endanger social security, medicare and medicaid. This country is in deep debt. You dont have to you dont help the poor by not solving the problems of debt. One side believes the federal government is the last answer to everything. He would have to be an idiot to believe that. Bret the big deal was senator john mccain. He came out from his office saying i believe this legislation, though far from perfect, would enhance american competitiveness, boost the economy, provide longoverdue tax relief. Went on to say he would vote for. That set the stock market soaring. Past 24,000. You can see the milestones here, the 1,000point jumps since january. January, march, august, october. The joint committee on taxation put out its score on the bill and said it would reduce the deficit by 407. 5 billion over ten years. The bill would still cost about 1 trillion. The report estimates the plan would lead to a. 8 rise in gdp relative to current framework. Democrats jumped all over it. If steve nugent said the bill would generate so much growth, it would take care of the 1. 5 trillion and generate a trillion dollars on top of it. The facts are in. The republican plan loses a trillion dollars. The growth fantasy is over. I cant believe we wouldnt have more confidence in the American Economy that we could generate higher than 1. 9 present economic growth. Thats the straitjacket that constrains their model. Bret which is why theres all this talk about a plausible trigger. If growth isnt realized, a cut or increasing taxes would happen. Lets bring the panel. Jonah goldberg. Leslie marshall. Charles hurt. Quite something to see this today. Seems like the impetus is there to get it across. It does. The incentives are pointing in the right direction. I think they all believe it would be disastrous for them if they didnt get something passed. I think they are probably about that. I am so jaundiced i literally cannot listen to anybody being outrage about deficits at this point because i remember under bush, the democrats screamed about deficit. Under obama, the republican screamed about it. They were okay with obama racking up 5 trillion in deficits but they are horrified at 1 trillion. So much opportunism and demagoguery in all of this. Bret the process is that the senate will likely vote tomorrow, then goes to conference committee. Probably next week. They have to iron out the differences. They figure out what theyre going to pass. I have to agree with you on the deficit part. Its not about the deficit. Its about who does that effect. Thats when the reasons i was shocked with senator mccain. If you look at his state, what is going to do to medicaid and medicare. Personally, not being able to have the outofpocket medical and deduction, its going to hurt me and my family and many families i know about. When you look at what are they ironing out, who is up for reelection . What do their constituents want . Even though it looks like with senator mccain they are going to go over the finish line, im not sure. You still have the fragmentatio fragmentation. Its not just about deficit but its about some of these cuts where democrats have a concern. Bret heres pat roberts from kansas. It reminds me of a countrywestern song that my staff would help i would not mention. The bridges washed out and i cant swim and my baby is on the other side. The bridge is not washed out. The tax bill is on the other side, along with an american renaissance. Hopefully some of my colleagues across the aisle will join us. Bret we like playing the sound from the senate floor. Some of it is really quite something. What about it . There are a number of democrats up for reelection in 2018 from States Donald trump won. In which they voted not to even debate tax reform. I think democrats are in pretty theyve got a pretty firm grip on their members right now. Its hard to see, they havent lost any up to now, hard to see how they lose them now. I think obviously there are a lot of big differences that need to be ironed out but the fact remains. All the same pressures that have gotten them to the place they are at now are still in effect. They are doomed. Not only donald trump but the trump agenda and individual republicans are going to have a much harder row to hoe if they dont have something to show for it. He began by saying though it was far from perfect. I was surprised at how bullish his statement was. Talking about american prosperity and what he could do for the economy. I sense from that that hes in it for the long haul. Bret we are a long way. In terms of countrywestern songs, you couldve imagined him saying take this job and shove it. Right . Bret we are going to talk about he voted against it twice, the bush tax cuts. Same argument. Bret we were going to talk about the shakeup. Such speculation about tillerson and its probably going to develop. We are going to move on. Next up, chain migration. We are awaiting a verdict in the trial in San Francisco. Chain migration is a disaster and its going to end. Will it be part of a dreamer deal, a daca deal . Deferred action for childhood arrival. Will you require that if any amnesty talks will require chain migration. I dont think any republican would vote for anything having to do with leaving chain migration. We are going to welcome spouses and unmarried minor children. At some point when you have a country, you have to have borders and you have to make decisions about what kind of immigrants your country needs. Bret senator cotton earlier on this show. Hes part of, a cosponsor on a piece of legislation with senator purdue from georgia. Its about these numbers we received tonight exclusively, some of the countries here. Break down from 2005 to 2016. Mexico, 1. 73 million. Based on family. Philippines, 643,000. India 614,000. Pakistan 177,000. First time theres been a breakdown by country, breakdown of any numbers. Dhs didnt do that before. Back with the panel. Charlie, seems significant to see these numbers on the scope. Yeah. We knew they were large. We are the only major country in the world where we allow immigrants to pick us rather than us faking them. Basically what that means is we wind up being a solution to other peoples problems. Other countries problems. As opposed to more carefully picking who we want. The people who get the most are poor people, working poor and minorities in all the people of the democrats claim at least on election day to represent. Bret Senior AdministrationOfficials Saying there are concerns. Family ties, not background checks. They dont know how many terrorist criminals are in the mix. The stats arent there. They said its profound Public Safety concerns when they look at the numbers. We do know, when we look back on terrorist attacks weve had, who were the perpetrators. We have one person. Having said this, senator schumer and i agree with them, its time. The reason it was put in place originally, we dont have the need anymore. Were a very diverse nation i think its fine to say goodbye to chain migration. I do agree with you that we need to be careful as to who he lives in. Obviously we have to have proper vetting. But i would go further. Senator cotton has proposed in his legislation, i would say parents and grandparents should be allowed. We choose immigrants when you look at the i. T. World, especially Silicon Valley and when you look at medicine. We have so many patients that come in the e. R. We dont have as many e. R. Physicians. We dont have the internal medicine in general physicians. We dont we have everybody specializing. Thats why we are bringing in so many people from overseas. Chain migration, i am in favor of that going away. Whenever im asked what my immigration policy is, i say to have one. Do we want 1 Million People . Great, then its a million, not more. We get to decide who they are. I have no problem getting rid of chain migration for all the reasons that have been laid out. I also have i disagree little bit with President Trump when he says its been a disaster. A lot of these people are good and decent people into blanket lycee than anybody coming here through chain migration. Denouncing decent people, including some relatives of mine. We have every obligation to have a serious immigration policy. We are the only country that still does it this way on any large scale. I think some of the side about terrorism and all that is a bit of a red herring. It doesnt matter. We get to decide who gets to be a citizen, where they come from. Bret the legislation is a skilled faced points system. Eliminates diversity visa lottery and limits refugees, offers permanent residency at 50,000 a year. This is going to be part of a daca deal. The interview with Laura Ingraham last night with mitch mcconnell, he made that clear. Not having chain migration for the daca kids themselves. All those plus two or 3 million other relatives. Bret thank you. How do we know it is the holiday season, the Christmas Season in the Nations Capital . We will show you.
