Tax reform has taken a critical step in the house, passing the ways and Means Committee 2416. The vote coming after ways and means chairman kevin brady offered a 29 page amendment to finetune the house plan. We know we have more work yet to be done. This is a historic step, and we look forward to spending this bill to the house and ultimately to the president s desk this year. On the other side of the capital, finance chairman orrin hatch rolled out a Senate Republican tax reform plan. This senate maintains seven brackets. The house would partially repeal state and local deductions, still allowing up to 10,000 per property taxes. The senate would totally scrap those deductions. Both the house and senate would reduce the corporate rate to 20 but the senate would do it after a oneyear delay. The house would allow for mortgage deductions. Senate democratic leader Chuck Schumer is trying to convince republicans from high tax states like new york, new jersey, and california to run from the house bill. Senate republicans are telling House Republicans there will be no compromise on state and local deductibility. Its full repeal or bust. Nancy pelosi hammered the g. O. P. For a lack of transparency. Why dont we do it where there is the least opportunity for people to review it. Lets do it very fast. Very fast. Speed of light in the dark of night. In back rooms without even their own members. Pelosi has said tax reform could cost the g. O. P. The majority. Spiro paul ryan told reporters republicans will not lead the house on fixing i fundamentally believe when we do this, make peoples lives better, we are going to be fine. There were some substantive differences between the house plan that came out of your committee and the senate plan. How do you rectify those . Some differences but a lot more unity. I think may be the most important thing for the American People, real action. House ways and means approval is the first time in 31 years americans have seen this complex, ugly, unfair tax code changed in a big way. At the end of the day, where we are going to unify in the house and senate is with letting people keep more of what they earn, getting their paychecks revved up. And bringing jobs back from around the world, including where you are right now. Bret but you know, chairman, after all this work, all this time, he really still dont have the new yorkcalifornia delegation on board yet. Do you . I believe we do. We dont have every member from every state but when you take a look at the tax cuts, this new family tax credit people up to 230,000 that family can use for the First Time Ever and restoring state and local property Tax Deduction. You really provide relief in these high tax states as well. Bret all right, a state tax, a big difference between the two plans. Where does that and up . Is it going to be ironed out in conference . It will be. The death tax is most unamerican tax we have. Farmers are being doubled and tripled taxed. We do have full and permanent repeal of the death tax. We feel strongly about it. Bret what about the battles ahead . Whats the biggest challenge is to look at the senate plan to come together . Is it reality before the end of the year . I believe it is, bret. We unified around President Trump with this one framework for the house and senate. Thats i think the most critical thing. The house, we are hitting the target, certainly did today. The senate is going to as well. Are there some differences, sure. There is far more unity and thats what makes this difference in health care. I think americas divide over whether obamacare helps them, nobody, at least nobody should be defending the status quo in this tax code. Stu and senator Lindsey Graham put it pretty bluntly about the implications. Take a listen. The party fractures. Severe primary challenges. A lot of them will probably los lose. The financial contributions will stop. Other than that, it will be fine. Bret the implications of if it fails. Is that the driving force here . I think the biggest impact if this fails, and it wont, the American People are saddled with this mess of it tax code. Thats whats driving us, motivating us. Its delivering on the promise. We are losing jobs overseas. Thats got to end. My belief is republicans believe we need a new tax code for a new era of prosperity in america, and we are acting on it. Thats what makes this day such a historic day for the American People. Bret repealing the obamacare individual mandate, mr. Chairman, would save 338 billion over ten years. Some people say why not do that and use those savings to help reduce taxes on the middle class . At some point, as this moves forward, we are listening to members, and obviously the senate has the opportunity to address that issue as well. What we know in the ways and Means Committee is we met the budget instruction. We think this moves it back toward a balanced budget and these are still the lowest tax rates on our local businesses in modern history. Families at every income level keep more of what they earn. This was a big step at a very positive one. Bret what do you think the biggest differences . State and local Tax Deduction . The fact that the senate takes it off the table and you still have it . We will work these things out. We will find the common ground. They are shooting exactly to the target. The house and senate put it together earlier this year. I think its healthy. Each Chamber Takes a different approach to this and we meet in the middle, find common ground. As long as we deliver on letting people keep more of what they earn, flatter, fairer, simpler tax code, its going to be a big day for america. Bret last thing. You can understand the skepticism. Because the plan on big issues are different. I get trying to come together, but theres still a large gap between the two. There are so many skeptics in washington, d. C. , and around the world. I understand that. What used to be zero chance of passing tax reform, i see 60, 70, 80, 90 likelihood this happens. We are not just talking about it anymore. We are acting on it and the step today is crucial. The Senate Finance take it up next week crucial. Bret for example, steel exports which is a big sticking issue for american steel. Chinese steel exports and the reports show they are kind of, theyve increased over the years. 2015 was a big year. It doesnt seem like that imbalance is going to get addressed. The key of the issue is that china is closed off. They are also dumping steel and other products into the United States and europe. These are issues we have common concern with our european friends on. President trump came here hoping to make real progress. These are the structural issues in the u. S. China relationship where he talks about the need to rebalance the relationship in a more fair and more reciprocal way. If progress is not made, i think we need to begin to see a harder tone coming out of the United States with respect to its policy toward china. Bret the shift in tone here is noticeable. Obviously from the campaign trail and early months of the presidency. President trump was very aggressive when he talked about china. Its a different scenario when youre traveling abroad in your being hosted by host country here. But the message was much different. To a certain extent, i think the chinese had concluded that President Trump is susceptible to some of that ruling out of the red carpet and the pomp and ceremony. If they can please him, then potentially they can head off some of these forces in the United States that really are gathering. If you listen to the trade representative talk about the structural trade and Economic Issues, hes got a very tough tone. I think when President Trump goes back to washington, they are going to ask what progress was made on these important issues. The president is prioritizing National Security over the trade and economic nationalist arguments he used to get elected. Not the first president when confronted with the realities of office, to shift. As President Trump is traveling, he has three american aircraft carriers in the pacific. More than anything, he was going after previous leaders when he would go into the ripped on the campaign trail. He would talk about how bad they had been and what terrible negotiators they were. How they have been taken advantage of by china. I dont really see that much of a difference with what we are seeing out of him now. Obviously hes a little more complementary that hes over there. The kind wants to charm them. Hes a very charming guy. I dont see it as that much of a departure. I think its a way of more dramatically making the point hes always wanted to make. Bret lets turn to tax reform. Senate plan is out, lets put up quickly the differences the house bill is down two brackets, the senate bill remains topped 38. 5, the estate tax or duck the, the house bill doubles immediately and eliminates the tax completely after six years in the senate bill maintains, but doubles the current exemption. The senate bill permanently lowers the Corporate Tax at 20 with a oneyear delay. In the state and local tax, the house built eliminates it, but the senate bill foley repeals the state and local Tax Deductions. I wanted to put all that up there on one page. The point is, after a really tough Election Night on tuesday, i think republicans are more anxious than ever that they dont have a lot of achievements racked up. I think michael makes a good point in the sense that elections this week have energized republicans, especially in the house to get something done. I think right now, the action remains in the house. Kevin brady passed the house bill out of his committee tonight, thursday. This is basically going along the calendar that speaker ryan had set out some time ago about trying to get the house bill to the floor and passed by the thanksgiving break. If theyre able to do that, and i think that doesnt set up republicans in the senate to be in a good position to make that final race toward passing a bill that christmas time. Bret charlie, there are all these obstacles and complications, but you do get a sense, at least from the leadership, that they are steamrolling ahead. Because they have no choice. They need to get something happened, something done even if its not a real accomplishment. Im sad to say that i feel like republicans in congress failed to learn the most important lesson from donald trump and that is to keep it simple and cut taxes. Instead what we are seeing as more of the details come out, it seems like there, getting things more than simplifying things and there are people who will see their taxes go up instead of going down. Thats a disaster, they would be better off and theres still this high probability that they might fail, but if theyre going to fail, they may as well go big and try to do something huge and feel on that and won some sort of victory rather than this modeling, complicated, tax hike and tax cuts for some people and Something Like that.
