Very diplomatic terms last night saying it makes sense for north korea to come to the table and make a deal. After months of apocalyptic stance against north korea, President Trump finished a day of talks on an optimistic note. I think we are making a lot of progress. I do see certain movement, yes. But lets see what happens. Whether the shift in language was to appease regional allies never said the president s photo nata war or the start of some Real Movement is unclear. Moon jaein let it be known how he expects it to go. Translator we agreed to work towards resolving north Korea Nuclear issues in a peaceful manner and bringing Permanent Peace to the korean peninsula. The u. S. And south korea, moon said, are prepared to offer north korea a Bright Future if it does the right thing. While President Trump refrained from threats he would turn north korea into a nash heap, he reminded kim jong un what lies ahead if he doesnt do the right thing. As we Work Together to resolve this problem using all available tools short of military action, the United States stands prepared to defend itself and its allies using the full range of our unmatched military capabilities if need be. To back it up, President Trump pointed out the United States has three Carrier Strike groups. The roosevelt, reagan, and nimitz in addition to the 20,500 american troops in south korea. Some of whom the president launched with. In their talks, President Trump and moon agreed to bolster south koreas defense, increasing the rotation of u. S. Forces to the region, allowing bigger words and south Korea Missiles and new purchases of u. S. Military hardware. James thank you. Now to the story dominating headlines in the u. S. He once escaped from a mental institution. The news is just one of the latest troubling things we are learning about the suspect behind sundays deadly shooting at a small texas church that killed 26 people. Matt finn has the story from sutherland springs. In El Paso Police report states that the Church Shooter escaped from a Mental Health facility in 2012. Police responded to a stop or a witness said that shooter was a danger to himself and planned to take a bus. Authorities confirmed they have the shooters cell phone but cant get into it. It is being sent to quantico. The fbi also confirmed the shooter was not flagged in databases. While police say theyre shooting stemmed from bad blood in the family, the shooters estranged wife and her mother were not in the church on sunda sunday. Members of Congress Outraged that the Church Shooter was able to buy guns after being discharged from the air force for beating his wife and cracking his stepsons skull. We have lost that say if you are a Domestic Abuser, you are not supposed to own a gun. Thats why we have these questions with the air force right now. How did it slip through the cracks . President trump dismissed the idea of stricter vetting. There would have been no three days ago. You might not of had that very brief person who happen to have a gun or a rifle in his truck go out and shoot him and hit him and neutralize him. I can only say this. If he didnt have a gun, instead of having 26 dead, you wouldve had hundreds more dead. 26 people including a mother and her unborn child gunned down in this picturesque white church. The neighbor being hailed as a hero for grabbing a rifle and running to the church and shooting the suspect. People in that church are friends of mine. Every time i heard a shot, i knew that probably represented a life. Pentagon official tells fox news the Church Shooter was in pretrial confinement for beating his wife and stepchild when he did something to land himself in the Mental Health center. He was only there for a few days before he escaped. Tonight there are still four people being treated in serious or Critical Condition and two of them are minors. Gillespie thinks hes gained enough ground to end and he doesnt think election day rain dampens his chances. Our voters are enthusiastic and i think the intensity of his on our side. People are pumped up. I have felt it over the past couple days. Ive been feeling it for sometime now and i think we are going to end because i put for these plans and ideas to get virginia growing again. People are hungry for that. Polls put the democrat Ralph Northam slightly ahead of gillespie. He is the Lieutenant Governor and he is pitching himself as the pick for virginians who want the commonwealth to become more diverse. Most importantly, to a lot of millenniums we talked to, we they want to know we live in a inclusive virginia. That is something i stand for. Just in, brandnew Fox News Voter Analysis finds that the two biggest issues in order for voters today are health care and the economy. On health care, voters are favoring northam the democrat. Everyone wants to avoid the worst possible scenario. The propaganda, i would say, has been pretty minimal. It hasnt been overly tense. Bret a few feet from here, north korea. This is the dmz, the demilitarized zone. On this outcome is a the south koreans. They had a phone they would pick up and answer on the north korean side. They stopped answering in 2013. So now south korean troops come out every day. They stand here on points, and if theres a message to deliver, they go right to the line, the concrete barrier. That is the line with north korea. They yell they message to the North Koreans. At which point they are videotaped. Thats the only communication back and forth. From that building, we have a hotline. You can kind of see the wire. It is a ring down phone. It works, and we test it four times a day. Bret you pick it up and it rings there. Yes, sir. They are not answering right now. We nicknamed it the bat phone. I was talking to a delegation of the state department. I said bat phone. She went back to washington, d. C. , and sent us the batman sticker. We are going to do the midday check right now. [line ringing] bret no answer. I was hoping they would answer for you, although my mom would never let me live it down. When they dont answer, we have to come down to the border here. We put toes on the border and we shelved messages at them. More times than not they will come down video record the message. It makes sense to somebody in north korea. Bret its kind of a strange process. It is, yes, sir. Some of the stuff, after six and a half decades, weve reduced it to very elementary level. That is just assisting this place is a place thats open for communication and dialogue. There havent been talks up here since 2009. There havent been staff officer level talks since 2013. You see the borders represented by these white steaks. The military demarcation line. You notice there is no fences. There are no fences on this de facto border. Across the entire peninsula. The only fences around the southern boundary, Northern Boundary of the dmz which we passed through coming up here. Really this is quite an open area. There is nothing physically keeping somebody from just walking across. Bret if you did. You would probably get shot. Bret its estimated there are still some 2 million landmines along the border on the north korean side. In the u. S. Commanders say some 70 of the norths militaries positioned along its southern border along the dmz. As we look out, 180 degrees, this is all north korea. Absolutely. The way we are located right now, we are essentially surrounded on three sides by north korea. The joint security area juts out kind of like a finger into north korea. We are under pretty strict observation at all times. He hasnt stopped looking at us. I dont think he will, sir. That is north korean propaganda coming from the propaganda village. You may have seen the flagpoles. Bret its a song we are supposed to like north korea after we hear it . Absolutely. Oddly enough they boastfully had propaganda broadcasts from either side. It stopped in 2004. In 2015, there was a provocative land mine incident up here, and it blew off two Infantry Division soldiers legs. Ever since then, both sides have been pumping the propaganda again. It can be lovely music like this or it can be speeches. North korea plays at about 20 hours a day. On our side, we do two or three hours a day. Anything from news broadcasts to kpop. They were playing radio free america. Bon jovi. Bret if you need a fox news alert, just let me know. Right on. Youve got it. Bret the sound you hear is south korean music, propaganda essentially being blasted into north korea. North korea right over my shoulder. The mountains in the distance, its estimated north korea has about 1500 artillery pieces positioned in the mountains hidden. If the u. S. Were to attack north korea, in seconds, those artillery pieces will be rolled out and they would fire. Their target 25 miles this way, seoul. Video of north korean artillery tests tells the story. Those 1500 artillery pieces aimed at seoul are the main considerations and limitations to even small targeted u. S. Military action in north korea. Which brings us back to the timehonored tension in the dmz. The arcane maneuvers, the spectacle of both sides bringing tour groups to stare at the opposing country. They have a tour going on right now, and theyre waving at us. And so what is that . Theres a commercial tour. Its very likely made up of, i can see some westerners. I can see some asian folks, a lot of chinese visitors. They will often have North Koreans come. A lot of times there are Party Officials and party members. Even american visitors not associated with the government in the military prior to september 1 travel ban. American visitors would go there. My counterpart over there is called major moon. The kid speaks better english than i do. Bret is it right . Yeah. Bret the blue buildings built to straddle the border for negotiations that havent been used for that purpose in more than four years. In february of 2013, north korea did their Third Nuclear test. There was a whole bunch of sanctions laid on them. Sort of in protest to the sanctions really, they were very verbose about ripping up the armistice and the agreements that came after. Bret when was the last time the North Koreans were in here . For this meeting, may of 2009. The North Koreans are in here every day, five or six days a week with tours. Much like we have in here right now, we lock the north side door and we bring visitors in. Bret if they come down, they lock the south side door. And then a third deal. Yes, sir. Bret technically the line right here is at the table. Thats it. Yes, sir. You followup out the windows, the concrete block your mentioning outside. Thats divided the joint security area. Since right around 1976. I really believe that it makes sense for north korea to come to the table and to make a deal thats good for the people of north korea and the people of the world. Bret the threat from north korea obviously hangs over President Trumps entire trip to asia. Standing in north korea, will be right back with special report after the break. And how things stand. You just saw our trip to the dm dmz. The first line of defense against, the dprk, u. S. Pacific command. Pacific command covers china to australia and everywhere in between. I spoke with the manage charge of it all, admiral harry harris. I asked him about the current environment in the pacific giving the rhetoric from north korea. I view north korea as our most eminent threat, and i think that we should view we should move in that direction. Our policy is one seeking complete verifiable and permanent denuclearization of the peninsula. I believe that diplomacy has to be the main battery, but that is diplomacy backed by a credible military power. Bret admiral, north korea hasnt testfired a Ballistic Missile since september 15. Are you seeing indication that they are preparing to do something during President Trumps trip . I am not going to talk about intelligence issues, nor talk about our capabilities or speculating what could happen. My job is simply to be prepared for all outcomes. Bret admiral, you are sending three Aircraft Carrier battle groups to the korean peninsula. Why do that . Well, let me be precise here. There are three Carrier Strike groups operating in the western pacific. The specific area they are operating in or going to be operating in, whether its the sea of japan, the East China Sea or South China Sea or the philippine sea. That specific body of water remains classified. I am not going to talk about precisely where they are operating other than to say they are operating in the western pacific and that it will be the first time in a decade that weve had three carriers operate together. But what they do is they demonstrate a capability that only the United States can put together. That is that we have three Carrier Strike groups with all of the striking Power Operating in the western pacific. But of interest to you, i think, and everyone else is the fact that today the United States navy has seven carrier carriers operating at the same time. There are three in the western pacific, two on the west coast of the United States, and their two on the east coast. I think thats an indication of the capability that the United States can bring to bear if the requirement demands it. Bret in three years, china is expected to have a navy larger than yours. Is that a concern for you . Well, i think its natural for countries to have a lot of economic power to build a military. That can match that power. I am not so worried about chinas military as im concerned about what they do with that military. I think thats even more important, or more important than ever, rather, that the United States and china Work Together on the high seas to avoid a misunderstanding and potential crises that derive from navys operating together. I think also that when you are talking quality and quantity, i think the quality of the American Military capability and the sailors that manhour ships is secondtonone in the world. I think that matters when youre talking about things like this. Bret youve had the investigations and collisions. Is it wrapped up . Are you confident that it doesnt send the signal that the u. S. Is not ready in some way based on what transpired over recent months. Let me start my answer by just acknowledging that the loss of 17 sailors is a giant loss to the joint force. My thoughts and prayers go out to their families and the shipmates that were killed in those collisions. Having said that, i believe that the navy is a Resilient Service and the navy will continue to meet its obligations in meeting the commanders requirements. We have seven bm de capable ships Forward Deployed in the western pacific. That includes the john s. Mccain and the fitzgerald, the two involved in the collisions. The navy is sending another ship out. In the spring, they will send another one. We will be back up to the number we had before and thats a good thing. Meanwhile, we have the five remaining bmd capable ships. We also have the thaad Missile Defense system. I am confident we can meet our obligations. I have testified before congress that i do not have the number i need. Bret you also testified to congress about the fact that the u. S. Doesnt have the right kind of intermediate missiles and thats because of a treaty we have signed on with russia. No one else has signed on. Can you briefly explain it and how it factors in . You are referring to the intermediate Nuclear Force treaty which was signed in 1988. The height of the cold war. I think anything that is 30 years old, including yours truly, or at least 30 years old, should be reassessed from time to time. I have advocated that we should look at the efficacy of the inf treaty. That said, as the army reported to Congress Just this march, introducing the capability, intermediate range missile capability in the ground force, would be helpful. I agree with the army in that case. So ive suggested that we take a hard look at the inf treaty. Thats an area of expertise that well exceeds my capabilities. Election night in virginia, hoping for a win, hoping the commonwealth will be a boost for the party facing internal strife after the former head of the Democratic National committee wrote a tellall book attacking the former chair and the 2016 president ial candidate Hillary Clinton and her campaign. I spoke with tom perez, todays dnc chair, and began by asking about the fallout from Donna Braziles new book. Thank you for the time. Pleasure to be with you. Bret we obviously have a couple big elections tonight. I want to talk to you about the future of your party but obviously also deal with the controversy thats been in the news. Donna brazile, they former interim head of the dnc, writing this book in which she says essentially the Hillary Clinton campaign controlled the Purse Strings and rigged the election. What is the fallout from that and your reaction. Bret, i have been out on the stump in virginia over the last few days, i put about 700 miles on my car. Havent gotten one question about Donna Brazile. What ive gotten from voters is unity. They want to move forward. They are concerned about their access to health care. They want to see medicaid expanded. As for me at the dnc, im all about making sure we do everything every day to earn the trust of our voters, to make sure we are leading with values and to make sure we are building in america that works for everyone. We are organizing, modernizing. And we are talking and communicating to voters and living our values and personal day. Bret mr. Chairman, there are some questions about that trust, that you may have lost some with especially that wing of the party, the Bernie Sanders wing. Here is elizabeth warren. This the real problem. But what weve got to do as democrats now is weve got to hold this party accountable. Do you agree with the notion it was rigged . Stickley asked. A senator sanders angry . I can tell you i am angry. The rank and file of the Democratic Party should choose the nominee of the party. Not party elites. You cannot have a Political Party in a hotly contest president ial primary being controlled by one of the candidates. Bret what do you tell those people who are really angry . Again, i tell them what i said from the moment i got into this race which is im working hard to make sure we build a party that works for everyone, that unites everyone. Weve seen the party coming together in places like virginia where we did have a spirited primary and many in the media talked about how that was going to be a berniehillary redo. What happened was two great candidates were ran a high road campaign. Record turnout. The unity has continued. All the way up to election day today. Meanwhile on the republican sid side, ed gillespie won by one point. Bret we will cover this race and the others very closely tonight. Let me ask you about the other controversy thats been stirred up and has also raised questions in that the, the Russian Investigation continues, part of this is the funding of the dossier and how it started. Now we know the Clinton Campaign and the dnc paid to have this dossier, paid this Company Fusion gps, who then funds the guy who creates the dossier about trump. No one seems to know how that funding happened. I mean, you say you dont know. Debbie Wasserman Schultz didnt know. Robbie mook didnt know. John podesta didnt know. Is there anybody tied to the dnc or the Hillary Campaign who knows . I have talked about this issue quite a bit. I wasnt there but as i understand it, you are doing Opposition Research in the course of a president ial campaign. We had a law firm during that research. We were, as i understand, the dnc and the Clinton Campaign were paying for the research, and as part of the research, they obtained this information. You know, bret, if you are not doing Opposition Research in a president ial campaign, you are committing malpractice, especially when youre talking about donald trump who had a lot of very, very irregular ties in russia. Because he wouldnt release his tax returns or business bret why does nobody know . We had to do what we had to do. Bret it is strange nobody knows how it was funded, how it came to be. Seems like theres a big question mark. There is no question mark. There was research done. The law firm did the research. We trusted them to do the research. They subcontracted for some of the work. Thats the answer to that question. Thats what happened. As you know, the initial work was done by a conservative organization. The free beacon as i understand it. Bret before the Christopher Steele was hired for the dossier. When Christopher Steele was hired bret you see the books. I did not see the books in 2016 because i wasnt the chairman. The thing that really wouldve been strange and wrong is if the democrats didnt do Opposition Research on donald trump. The republicans did Opposition Research on donald trump during the primary. Bret final thing, a big democratic backer for president obama and Hillary Clinton, George Clooney says the dnc does not have anybody yet who can be donald trump in 2020. Can democrats remain competitive in midterms without a clear leader whos going to be developing a base for 2020 elections . We are going to have a bumper crop of candidates in 2020, just as weve had a bumper crop of candidates in 2017 not only for the governorships but up and down the ballots in all the states across the country that have elections. My job is to make sure the process is fair for everybody and that when whoever emerges wins, they have an infrastructure, technology infrastructure, organizing infrastructure that enables them to win. Its notable that he has modulated his message on north korea while in south korea. That of course could change bac back. Its donald trump, hes nothing if not unpredictable. But lets look at the rhetoric, hes gone from talk about fire and fury to maybe theres a possibility of a deal. When he was asked whether he still viewed direct talks is a waste of time, he declined to repeat that set of opinions. Hes hinting at prospects for a deal, lets stay tuned. Bret catherine. I think thats right. The comments in south korea were notable, as much for what donald trump didnt say, as whatever he did say. He did not repeat the little rocket man characterization, he did not talk about fire and fur fury. He suggested there was dealmaking to be done. He also obviously talked a lot and both of his first two stops about trade, about wanting to make trade deals, trying to convince, quite publicly, these leaders that they should be buying american goods, buying American Military equipment. Bret tom, one of the things the president often does is he speaks in sort of a tease, what is coming up next. He did that in his last stop, in which he said his next stop in china, there will be a surprise. Sort of like tune into the next episode. We dont know what the surprise is going to be, but clearly this trip is consequential. Its consequential, i think its going well so far. If they havent been any major gaffes. Hes done i think a reasonably good job of doing what he set out to do on the trip, which is built support for sanctions. I think thats one of the things you reported, there is some skittishness in the region, particularly in south korea, and i think thats what trump was doing, bringing out the carrot as opposed to the stick, trying to shore up and reassure south korea and get them on board for his future sanctions and bringing them together do something about north korea. Hes trying to get people interested and engaged, hence the tease about the big news tomorrow. Bret meantime, olivier, you have this other issue, the horrific shooting in texas, and the killings in that church and obviously the issue about gun control, take a listen. I wonder if you would consider extreme bedding for people trying to buy a gun. If you did what you are suggesting, there would have been no difference three days ago. How was it that this person who was convicted of Domestic Abuse by the air force, how do they get through the system and get a gun .
