The leadership is saying its in three phases, and it seems like they had a hard time explaining it off the getgo. There is this first part and then the regulatory part secretary price does and then theres the other piece of legislation dealing with across the lines and other elements that are attractive to republicans. Conservatives are right in their criticism and my colleague at the washington examiner, an expert on this. Liberals have won the central philosophical argument and republicans are reduced to fighting over the mechanics. That is the fight we are watching take place. I dont agree with mara. There is an evolution and Something Like it could pass or something with revisions could pass because ultimately the question leadership is going to post to conservatives and others is do you want to be for obamacare or this . You are accepting the structure of obamacare and the philosophical underpinnings, that basically this is a question of universal access. Bret that the tax credits are leveling the Playing Field, that its a reverse of the subsidies and that its leveling the Playing Field on taxes. And then market places, when you create, in phase three, across state lines and tort reform, that creates the market by which costs go down. I think part of the argument is reasonably compelling, these tax credits are no doubt better than the original subsidies even though your hearing they have effectively the same thing. Thats one part of one part of one part of the argument. Not the whole argument. This is the fundamental political fact. They have to pass an alternative. Youre going to have a much more substantial increase. The other stuff is big. But this increase is not enough. Have john mccain and Lindsey Graham and others saying, this has got to be 640 billion, to come out at 603 billion i think left a lot of National Security types saying, this isnt even serious. When you walk off 60 of the federal budget, you dont want to touch entitlements, you are limited. You have to get it from somewhere. To bret again, we think those numbers are going to change by the time we get into may, because Mick Mulvaney is going to not do that. Then well see if donald trump wants to change his whole approach to the national budget, which is that entitlements are sacred. He has already bitten off a whole bunch. You cant do that on top of tax reform and what is going on overseas.
