To the mid 90s weve known about this, but he has been there long enough to have done something about this. I also think there is some grand standing going on in the part of congress as well. Weve had Inspector General reports, goa reports. Congress known about this for a long time. What veterans need is a way to opt out of the virginia veterans system. It is broken and dysfunctional. Ab, this is kind of a drip, drip, drip scenario and politically how do you think it sits and how it sits on capitol hill. Well i think its strajic. I think the senator is right, veterans are not receiving adequate care and i think its terrible. I think they need a new system. I dont know that they opt out and they get a voucher. I dont know that secretary shinsekis resignation makes it better. This is something, if anything is revealed that obviously would make him look responsible, he would end up having to resign but until and unless Something Like that happens, i dont see him resigning but i think ak needs to be taken by everybody, including the secretary, to make sure this doesnt happen again. Senator moran is calling for his resignation and he points to these different reports that have looked into this. The secretary has asked for additional investigations of a number of hospitals and facilities across the country where allegations of problems have occurred. The point i would make that in many instances the Inspector General and the gao have studied those circumstances, reports have already been made to the department of Veterans Affairs, and a question of the secretary is did he know and if not, if he did not know what was in a gao or inspectors report, why not . Im kind of with a. B. I think the resignation of Eric Shinseki in the middle of this whole thing would for the veterans accomplish nothing. All it would create is another kerr fufle on capitol hill and there would be nobody in charge while you are trying to get your arms around this problem. Veterans medical care has been a problem for many years off and on. Actually, the federal government had done a pretty good job of turning it around in the early 2000s. Theres been a huge infusion of new veterans because weve been at war for ten years. As jay carney pointed out, the increased awareness about post Traumatic Stress disorder has brought more people in the system. Theres a lot of issues that are going on that are not going to be figure out in a lot of finger pointing. Its an election year. Were talking about this in the context of the federal government taking over the entire health care system. We have to keep in mind if the government cant take care of its veterans or if this is how it goes about taking care of its veterans, what does that say about its ability to expand its role in our health care . You just mentioned a voucher system as an alternative. By the way, when mitt romney alluded to that in the campaign, he got shouted down. What is obamacare if not a voucher system as sorts . Its a subsidy to go out and buy health care on the market and so im not sure you are going to, you know, you are going to you are talking about an improvement, if you are talking about a voucher for the veterans. Where does this go . Like i said, its got to lead to a change in the system, if theres more connecting the secretary or people right around him close to him to this, ignoring this, then there could be pressure for him to resign, but right now, its not going to happen. Thanks for having me. You gave a speech today about poverty. You are in a growing list of republicans who have felt that they needed to get out on this issue. Paul ryan, marco rubio, others. What is the message . First of all, were in the 50th anniversary on the war on poverty and things are worse, not better. Poverty has increased over the last four years rather than improving. Part of the message i gave today one republicans and all americans ought to be focused on this issue and second do we actually have some policies that have worked. We ought to build on those. I call it constructive conservativism, we know what works in terms of drug abuse and drug addiction. We know what works in terms of prisoner reentry, dealing with this terrible cycle of recidivism, helping to increase poverty and broken families and communities because of that. We talked about that accident talked about the that there are prove policies that work and republicans ought to be behind those and promoting them. Democrats between now and november would probably talk about anything other than obamacare and economy. My question is are you doing republicans any favors by changing the subject and not only changing the subject, changing it so something, poverty, income and inequality which has traditionally been in the wheel house of democrats . Its good for the country to have an honest discussion about this. Income inequality has gotten a little bit of discussion. Why is there persistent profort . Why do we see 47 million americans below poverty . Why do we see people in deep poverty . Part of the reason so many of the programs that are well intentioned here from washington dont work but there are better approaches and the approaches i laid out today are approaches that take into account the fact that its going to be bottom up, not top down, ensure that those programs are in fact tested, that we use Evidence Based Research to determine whats the best way to do it and require results and performance, and i talk about some very specific examples where if we dont deal with some of these issues, were not going to get at some of the causes of poverty. You also talked about drug addiction and incarceration, and the white house has also been talking about these issues in terms of sentencing policies, particularly with how they relate to drug offenses and they have some allies in your colleagues on the republican side of the aisle in rand paul and some others have said they are overly harsh and some have even called to move like colorado, with legalization. I do think sentence reform is appropriate. I wish the president would deal with us in order to deal with these issues in a more holealistic way. Lets ensure we use some of these techniques and policies we talked about today. Diversion, where people with a Substance Abuse go into treatment, drug courts which work very well. Instead of simply saying were going to have broad clemency and let a lot of people out of prison system and likely to be right back in it, data shows they are likely to be back within two or three years. Lets put in policies that actually work, including second chance, that gets people the treatment and job skills they need. I think thats the better solution. Senator, you have a noncontroversial bill, bipartisan, that fell apart yesterday, in a procedural squabble. The likes of which weve seen many times. The republicans have complained the majority leader has sut shut them out. I think we should open up the process and allow the peoples voices to be heard. I did have a bill that i worked on for three years that i would hope to get through the process. Get out of the committee with a strong bipartisan vote. It had corespond sers from both side of the aisle. It was on energy. What we were asking for was to have a few amendments that were energyrelated to be dbtd as part of the bill. Including key stone . Including keystone. I think its long overdue to have it approved. We hoped on a good debate on energy efficiency. It was the core of the bill, a common sense bill. We were not able to do so because this town has become so dysfunctional that we arent even allowed to have a debate on Energy Issues when were looking at an energy bill. You would like open amendment process under republican majority . I think to be able to keep the majority. I dont know whats the best thing to do politically. I think democrats have determined its better not to allow votes on amendments, because it makes their members vote on tough issues. My view is thats what were hired to do and the American People expect that. If the American People knew the fact that theres only been Something Like eight republican amendments voted on since july, i think they would be shocked. I think we should open up the process more. I wanted to go back quickly to the things you were talking about with jason specifically, spofort inequality, mobility. As you are well aware the president is campaigning hard for aint crease in the minimum wage, so far the senate has not been able to come to terms on that issue. Theres been talk of some sort of a compromise . First of all, where do you stand on the importance of that within the broader picture of dealing with income inequality and secondly what would you like to see what do you think could be done in the senate to come out with a compromise on that issue . I dont like the president proposed, its 10. 10. Its too high and too fast. It results in just the opposite, which he apparently hopes for is more jobs. All the studies show that you are going to lose jobs. Pretty much all of them come down to the point that right now, because half the people on minimum wage are young people between 16 and 24 and because many of them its getting on the first rung of the economic ladder, if you increase it too fast and too high, you are going to result in fewer jobs. As you know very high numbers of people who have dropped out of the workforce altogether, really at historic levels for men, back in the 1940s, we should be putting out policies that add jobs, not to put more pressure on employers to reduce jobs. So you are for the minimum wage increase at some level . Look, i support ohios minimum wage which happens to be 10 higher than federal. Its indexed to inflation. This has become a political exercise every five years. Frankly because of that the economics of it much more difficult for employers because the democrats come and say lets raise it dramatically over a relatively short period of time, rather than saying as we do in ohio, lets index it to inflation. Rhine were at 7. 95. I want to ask you eitc. Bret, once again its been shown to be inaccurate, 10, 12 billion this year in missed payments, at the same time its thought to be one of the best instruments the feg has for reducing poverty. I didnt see it in that speech. Thats a program that was started under president ford where republicans can get behind. There might be some bipartisan agreement. The eitc is a much better approach. It deals with people who are working. So i do eitc is the better approach. The missed payment is also a big issue though. The mispaimt rate is 25 . So that is an issue. I think there are ways to deal with it. I did talk about it today at aei and my proposal is you have an offset of your payroll taxes, its done with your employer rather than irs which is a big difference. I think the work opportunity tax credit is a good program. You are Encouraging Companies to hire people, whether its veterans, long term unemployed. But that leads to employment, and i think thats got to be the key right now. Getting more people to work. More with the panel and senator portman. I mean, are you going to make that decision decision at some point . I have played various other folks on the democratic side. I dont know why they keep coming to me, you know. But and i have enjoyed that playing that role for mitt romney is good. You get to hear what the other side is thinking and doing and saying and sometimes we as republicans and probably democrats do the same thing arent listening. I think its important to hear what the other side is saying so that you can better rebut what they are saying and be able to offer an alternative. But, no, im planning to stay in the senate, continue to do the best i can message about economic growth. The folks are going to find behind and through the cracks and when you have that kind of a growth republicans in the country to deal with it. A. B. . Senate democrats believe and some republicans are starting to believe that a comprehensive Immigration Reform with a Legal Immigration component and support for same sex marriage are gateway issues for many voters in this country and until and unless a republican nominee shifts on one or both, they are hindering their path to building a National Coalition for the white house. Do you believe thats true . Look, i think there are a lot of issues out there. I think as you know i have been very involved in the same sex marriage issue over the last year. Do i think among young people its a critical issue. Not just young people. But i think in order to break through and talk about the other issues that every young person should care, about the impact of obamacare which is particularly pernicious for young people, the debt and deficit and weak economy when they get out of school, you sometimes have to break through on some of these other issues. The other is showing respect on the same sex marriage issue. There is truth to that. I think our party is beginning to change on all these issues. Maybe not, you know, in the sense of the platform changing, certainly, but i do think that there is more respect being shown and a bigger ten approach. I think thats appropriate. Can a candidate win in 2016 without shifting on one or both of those. Candidates win because they think better lead. True in the state of ohio and nationally. The two issues you mention are very important to many people out there who are young people and maybe the Hispanic Community particularly on those issues. There are some issues, such a broad range, people look at the totality of the candidate. Whether their candidate has an agenda that is compassionate, thats understanding of what the real problems are out there. We talked about that earlier today, dealing with this pernicious poverty which has gotten worse, not better, and whether they have a growth message. The top issue will always be jobs and the economy, i believe. I want to get to Foreign Policy, jason . Are you satisfied with the Obama Administrations response to the kidnappings of the Nigerian School girls or should would he be doing more than tweeting our outrage . Should would he be sending in special forces . What say you . Im pleased that they have sent in some american assets, including monitoring assets as you may know. I started the Human Trafficking caucus in the senate. I have been involved in this issue and i talked about it today at the speech we talked about. I do think that its good that they have taken some steps. I would be more aggressive. But i applaud them for what they have done. And it also has helped raise awareness of this issue generally. Sex trafficking doesnt just occur in nigeria or in asia. It occurs right here in this country. The select committee for benghazi, should the senate play a role or do you think that the house can handle this . No. The senate should play a role. We should have our own select committee. I would prefer it to be by cameral, in other words, have a house and Senate Committee working together. You have got to get to the bottom of this issue. Frankly its in the administrations interests to do it more quickly than have it be closer to a 2016 election. I think the American People are looking for and deserve answers. And, you know, four americans were left behind and, you know, we have all kinds of different theories as to why the administration did not say that it was a terrorist attack.
