The worst mass shooting on a military institution since fort hood in 2009. We are learning more tonight about aaron alexis, his history of violence and his apparent cry for help. Jennifer griffin is at the pentagon. She has those details, but we begin tonight with Senior Correspondent rick leventhal. Reporter the main gate was reopened this morning but only to walkins and essential personnel. The building is still a crime scene and the motive is still a question. We believe that mr. Alexis entered with a shotgun. Reporter the fbi is confirming that alexis did not use an ar rifle, but carried a shotgun purchased days earlier and a gun taken from a Security Guard that left 12 dead and several wounded. We believe that the deceased shooter acted alone. As such, with no other suspects at large, the investigation has moved into the phase of evidence recovery and information gathering. Reporter the Response Team is still inside building 197 at the Washington Navy yard. Methodically photographing and documenting the scene where the fbi says alexis got in with a valid i. D. He had been employed as a contractor and had passed security background checks as late as june of this year. When alexis started shooting, the metropolitan Police Arrived within two minutes. In seven minutes they were inside. But it took more than 30 minutes to finally end the carnage. We had officers who heroically went into a building, witnessing multiple casualties and continued to pursue and engage a gunman who was determined to kill as many people as possible. Reporter scanner traffic reveals some of the horror. We have a report on the fourth floor of a male with a shotgun. Multiple shots fired, multiple people down. We have an active shooter on fourth floor. Get you an update on the 3wi building location. We have an officer down on the third floor. Reporter his victims include 59yearold michael arnold, a navy veteran and avid pilot from virginia. 53yearold sylvia frasier, a Network Security administrator from maryland. 62yearold kathy gaarde of wood bridge, virginia, described as the kindest lady in the world. And also killed john roger johnson, 46yearold Kenneth Proctor and vishnu pandit. And mary francis knight. 58yearold gerald read, Martin Bodrog and richard ridgeal and a grandfather of nine who installed Office Furniture who was shot in the back while trying to flee. He didnt have to shoot my husband. I love my husband. Ill never forget him. Reporter federal sources tell us that he brought his gun to the gun range sunday night. Inside the navy yard we are told theres a mix of shock and anger that someone would attack this tight knit community and in a place they felt so secure. Rick, thank you. Lets take a deeper look at the shooter. National security correspondent Jennifer Griffin with exclusive military records and information about the history, hard times and warning signs of the former Navy Reservist alexis. Reporter a report from the newwort, rhode island, Police Report that alexis said he was hearing voices in his head days before he went on a shooting rampage. Quote, he first heard them talking through a wall while at the residents inn at middle town and then packed up and went to the hotel on the navy base and he heard them talking through the walls and floor and ceiling. An exclusive look at nearly 30 pages of his official navy record paints a different picture. Reviews from his supervisors were glowing in 2008. Quote, he has been on board a short time and has established himself as a get it done addition to the work center, possesses unlimited potential. Talented technician, eager trainee, dedicated over ten hours of offduty time to the atlanta food bank, distributing food to needy individuals. But later that year, he was thrown in jail overnight in jail. In response, the navy demoted him one rank and docked his pay by half for two months. Alexis was angered an appealed. I knew that there were some things that he was upset about with his veterans benefits. He wasnt getting paid on time or not enough. It was nothing to of this magnitude. Reporter his friends in texas described him as a loner who liked buddhist culturement he began work at the navy yard as a part of a new contract about ten days ago. He was working for the experts who hired him as an i. T. Specialist. Quote during which time we enlisted a service to perform two background checks and confirmed twice through the department of defense his secret government clearance. The last one was in june. All it revealed was a traffic violation. Raising questions among legislators about the reliability of background checks for security contractors. An issue that will be addressed tomorrow. The department of Veterans Affairs would not confirm he had sought help for mental illness. We continue to look into mr. Alexis past including his medical and criminal histories, but because that part of the investigation is still on going we will not comment further on that at this time. Reporter after his arrest in georgia in 2008, he continued getting good reviews from his navy superiors. In 2011 his immediate supervisor writes alexis will be a valuable asset to any civilian organization. That was the last thing written about him after he was honorably discharged by the navy and began work at the navy yard as a civilian contractor. A job he held until yesterday. Stoddard and syndicated columnist charles krauthammer. Charles, weve got some more information about the shooter and the shooting. Okay, i think right now its an open and shut case as to what was behind this. The report that we that you talked about, this incident on august the 7th at a motel in rhode island. He was hearing voices, auditory hallucinations. He had a sense there were three strange people who are obviously imaginary trying to shoot waves through his body preventing him from sleeping. He changed the motel rooms three times. This was a man who was clearly having a psychotic episode. Probably a paranoid schizophrenic. Clearly was somebody who needed psychiatric help. Whats so interesting about this is the police he called the cops. He needed help. 30 years ago the cops would have brought him to a psychiatric emergency room. He probably would have got antipsychotics and would have been hospitalized for a couple of weeks. Thats the way it was done in the 70s when i practiced psychiatry. But today, that doesnt happen. The cops left. He was left on his own. He was a man who shouldnt have been on his own. He should have the state looking after him. And he ended up killing people. Look, you want to respect the Civil Liberties of everybody. But there is a point in which if you dont take control of people who are clearly out of touch with reality, you are damaging them, exposing them and of course tragically, exposing a lot of innocents around him. Senator dianne feinstein, democrat from california, said this. After the shooting, this is one more event to add to the litany of massacres that occur when a deranged person or grievance killer is able to get a military style assault rifle. When is enough enough . Congress should resume a thoughtful debate on gun violence in this country. A. B. , a lot of talk about ar15 being used, that was not used. It was a shotgun that he apparently purchased in the virginia gun store saturday the 14th. The other guns used he picked up on the scene. What about this . The statement and the push and relooking at this on capitol hill . Well, this is something this didnt work, because he passed a background check because you are not youre not deemed mentally unfit to purchase a gun unless a judge says so. He cleared this background check at Sharp Shooters or whatever it is and got the gun. He was able once he got inside, once he killed or maimed people to get other guns. But he also sought medical help from the v. A. And we have a system at the military installations where according to the report out today, contractors can have temporary access even before the background checks are complete. So the system, whatever it is, we ended up with 12, you know, victims, at the hands of mr. Alexis. As for gun control legislation on capitol hill, i think that those on the side of proponents of new controls understand that they are not in a position to win that battle, in the short term it will be a marathon. In the issue like expanded background check, 90 of the country supporting them it is possible to win those, but not until they model the resources and motivation after the gun rights side of the argument. Until then its incumbent on them to work on Mental Health issues in order to keep people who get guns legally from busting into even just a parking lot where they dont need a badge. In this political environment, you heard brit hume on this panel yesterday saying if it didnt happen after newtown its hard to believe it will happen now. Especially in the wake of what happened in colorado with the two state lawmakers getting ousted for gun control efforts. Yeah, i think hes absolutely right. Theres virtually no chance this will happen. The fact that president obama came out and spoke while this was unfolding suggested to people that he was unlikely to take it as seriously as he had after the Gabby Giffords shooting and the newtown shooting. If he had been treating it that seriously he wouldnt have been out speaking about syria and the economy and other issues in addition to that yesterday. Theres a political wrinkle. Democrats dont want to push forward with any legislation or any kind of solutions on the Mental Health side of this question. Because they dont want to decouple it from gun control legislation. They believe that they will not be as successful in pushing gun control legislation if its not attached to Mental Health legislation. Republicans behind the scenes are thinking about whether they should make a concerted effort to push some Mental Health legislation to address some of the things that charles raised and let democrats block it if they want to. The president addressed the issue. Political speech he called for congress to i know that its a fun thing to do to put run everything through the political sense, but the president called on congress to take action to ensure that we fund the government and that we dont default. Jay carney today still taking questions on the timing and tone of the president s speech yesterday, mostly on the economy, and mostly going after republicans. Were back with the panel. A. B. . I thought it was interesting not only was it just entirely inappropriate and something that was easily cancelled, but just coming off of the heels of an address to the nation about potential use of military force in the middle east which the president ended up going through with even there was a deal and then the vote had been scuttled, no vote in congress. He felt he still had to go forward and give this speech anyway. And then days later they have this situation with a terrible tragedy right in the Nations Capital with something they can easily he was not going to main street in some small town with a whole crowd set up. He wasnt on air force one when it was happening, he was right here. It was easily rescheduled or postponed. I think steve is right. I think he isnt prepared to jump into another gun control debate. Thats why he made remarks about it happening, but didnt push for anything. But it was an inappropriate timing today. He should have moved. I i heard someone on the other channel said they wishes could have yesterdays back. And jay carney is saying it was absurd. It was plainly a political speech. It was a partisan attack. Thats why he wanted to deliver it. I think the theme here over the past, you know, not only with syria, i think a. B. Is right on that, but also with this speech. If you go back further to the rose garden speech that the president gave, that he concluding saying hell take the syria question to congress and then jumps in a car and goes golfing. What we have seen from this president has been behavior that i think is unpresident ial. Over the past several weeks. Whether its syria, whether its not canceling the big syria speech and putting politics in front of national security. Whether its Something Like that where he thinks that his partisan speech is more important than finding out the facts and being able to address them in a regular way from the president who said we need to know all the facts before we can talk about these things. I think hes been unpresident ial. Charles, you had a strong letter to follow yesterday. I want to ask you about the gun control possibilities, the legislation push and lawmakers talking about it. In context, you had the fbi and Congressional Research service put out stats about these mass shootings. These are shootings where four or more are killed. 78 mass public shootings in the past 30 years resulted in 547 deaths. This is over three decades. Same time, 559,347 murders happened in the three decades. Thats 0. 1 of the total murders. Th the fbi. In this environment, even though this is tragic and horrible, is there any impetus to move this forward up on capitol hill . I think theres absolutely none. I think the reason is not so much the political i think effects of the recall elections in colorado, two state senators who had been defeated by pushing gun control, but its the simple fact of the rank opportunism. Every time you have a shoot its like somebody presses a button and you automatically say gun control. We know that the facts of this case in this particular case are. You can have all the gun control you want, all the background checks you want. He would have obtained the weapon anyway. So it doesnt apply in this case. Because if they really believe that its a good deal, then i think theyre so misguided on what happened here. If they dont understand that the United States got rolled and that russia came out with the upper hand, strengthened in the region, syria, bashar assad staying in power. Iran looking at us, understanding the president of the United States has a strong preference for process and International Diplomacy over any kind of military interaction. To his wifes credit, she and general petraeus were pushing the president for a more aggressive posture on syria a long time ago, throughout the two years when there was no discernible obamasyria policy and they were rejected. Now she is going to be quiet about what she actually wanted. Now that its all blown up. This is they stumbled on to an exit ramp. The back roads might still be jammed up. Theyre going to be back on the highway again soon. The job for president obama is to steel himself for this not to work, because there is no enforcement. And if there is any kind of chapter 7 u. N. There is no chance in the world that were going to get rid of the chemical weapons in syria. Were not going to get the resolution we want. Were not going to get chapter 7. We are not going to get any removal of these two weapons. Its going to be an endless process. And assad stays in power, which is exactly what the russians have wanted. They will have achieved their objective. And obama, the champion of the nonlinear thinking, will be shown to have achieved nothing.
