Shut down is unprecedented. 21 embassies and consulates in the middle east, north africa, South Central asia. Never has a security concern prompted action of that magnitude. Lawmakers briefed on the threat say the specifics are classified and wont reveal much. It is Al Qaeda Linked and based upon our experience in the past, we know that when information surfaces that shows that our personnel are at risk, we should act on that information. Reporter last years attack on the benghazi consulate that claimed the lives of ambassador Chris Stevens and three others seems to be the reason for the latest intelligence. Most of the u. S. Installations in the region will be closed on what is often the busiest day in the muslim world. Texas Republican Congress wonders if the publicity is counter productive. If were going to secure our embassies, maybe thats something we ought to just do and not necessarily hold a press conference. Reporter the closures coincide with a Worldwide Travel alert that warns americans to, quote, take every precaution to be aware of their surroundings, and extends the entire month of august. Congressman warns they may not be open monday. Extended time they may have to be closed. Reporter retired general jack keen warns the embassies close too long, terrorists win. Theyre on the rise and when they sense weakness, they attack. And they believe were pulling back. Reporter defense Officials Say in the wake of the benghazi attack, the u. S. Has beefed up Embassy Security and significantly altered its force posture, repositions marines to respond to threats in the middle east and north africa. Some want more marines stationed at embassies, and based on benghazi want better trained private security as well. We saw what happened when the local militia there absolutely evaporated. Ambassador says there doesnt seem to be a problem as long as the antennas are going out, not in. This is what intelligence is supposed to do, we spy on foreigners. I think the greatest criticism one scan make of foreign intelligence gathering is that theres not enough of it. Reporter next week marks the end of the holy month of ramadan when theres usually increase of attacks in war zones, nothing like the wide area u. S. Embassies will close. Wendell goler from the white house, thanks. As wendell reported, closing several embassies at the same time is rare. It happened in march of 2003 in some gulf countries over protesters against the invasion of iraq. In september of 2002, nine embassies closed on the eve of the First Anniversary of 9 11. A year and a half earlier, four facilities in south america were shut down because of security concerns. And in 1999, six embassies in africa were closed also for security reasons. Now from preventing a Terror Strike to cleaning up, fox news learned about steps the Obama Administration is taking to keep a lid on what happened in last falls benghazi attacks. Chief washington correspondent james rosen has new information tonight. Reporter veterans of the Intelligence Community tell fox news they never witnessed the kind of sensitivity to press leaks that top officials at cia are exhibiting on the subject of benghazi. One cia source describes it as, quote, a nuclear blanket. Why are these heroes told not to talk . What is the administration afraid of . What is it protecting . Reporter amid reports of cia administering polygraph tests to benghazi survivors, reports agency spokes men dismissed, they learned of five cia personnel on the ground in benghazi the night of september 11 that were forced to sign nondisclosure agreements, even though all five already signed such documents with the clear understanding they were being discouraged from sharing recollections of the attack with the news media. Thats not consistent with the law and leads to a general belief you shouldnt talk to congress, thats obstruction, it is illegal under the statutes. Reporter officials at langley dispute the spy agency discouraged them talking to lawmakers. The cia enabled all officers involved the opportunity to meet with congress, Agency Spokesman dean boyd told fox news, adding we are not aware of any cia employee that experienced retaliation, including any nonroutine security procedures, or who has been prevented from sharing a concern with congress about the benghazi incident. At the white house, continuing discussion of benghazi is dismissed as partisan attempt to gin up phony scandals. Whether it is about the attacks in benghazi and the talking points or revelations about conduct at the irs, attempts to turn this into a scandal have failed. Reporter at least one survivor of benghazi has aired his story to congress, fox news has learned. A cia operator on the ground that night met privately with Staff Members of the House Intelligence Committee in december and again with lawmakers themselves in may, and we understand, chris, that transcripts were prepared. More on all of this with the panel, james, thank you. The lawyer for nsa leaker Edward Snowden says his client is in a safe place in russia, and considering job opportunities. Theres mixed news in the latest jobs report, Unemployment Rate dropped to 4. 5 year low of 7. 4 . 162,000 jobs added in july are the fewest since march, and may and june were revised downward by 26,000. All of this didnt have much effect on wall street. The dow gained 30, s p 500 was up three. Both set new closing highs. Nasdaq finished ahead 14. For the week, the dow rose sixtenths of a point. Nasdaq gained a little over 2 . Lets look behind the jobs numbers. Fox News Business anchor Melissa Francis joins us from new york. Good evening, melissa. Good evening. Why isnt the drop in the Unemployment Rate just plain all good news . Well, because almost a quarter of a Million People dropped out of the work force, they just gave up. They were so discouraged, they stopped looking for more work. Thats one of the reasons why we saw the Unemployment Rate fall. The truth is that the economy is not growing fast enough to add jobs to absorb all the people that are out of work. We need to see the economy expand by 3 or 4 , and at best now were doing between 1 and 2 . A lot of people have just given up. I understand another problem with this and prior jobs reports is the quality of jobs created. Yeah, parttime workers are alltime high. In fact, last month we added more parttime workers than total jobs. How is that possible . Some fulltime jobs were cut back to part time. 77 of the jobs that have been created so far this year are part time. So when you see people outside protesting mcdonalds and the like, saying they arent making a living wage, these are the jobs were adding. There was a pew study that 36 live at home. Thats why, there are only parttime jobs out there. Finally what does this you could say mixed jobs report mean for what the Federal Reserve will do and for the markets . Yeah. The Federal Reserve, ben bernanke said recently he understands that the unemployment number doesnt tell the whole story. He said in fact it is all the people that have been discouraged, theyre hidden from that number, so the situation he says is more dire than it looks by that number. That means that he is not going to turn off the tap of easy money any time soon. Interest rates will stay relatively low, as he does that, and at the same time we will see the stock market stay steady, maybe go higher because they certainly like the easy money ben bernanke puts out there in the economy. Melissa francis at the fox business network, thank you. The number two republican in the house is not happy with the latest jobs report or where the market is going. House majority leader eric cantor talks about it in an exclusive interview this weekend on fox news sunday. The majority of new jobs that have been created at least last year were parttime jobs, not fulltime jobs, and weve also seen the Labor Participation rate, the number of people who actually are still in the market for jobs go down. Punches were thrown and Water Bottles tossed inside parliament. Todays heated moments on capitol hill over the irs targeting scandal were tame by comparison, but it still got pretty heated. Chief Congressional Correspondent mike emanuel shows us what happened. I think theyre important facts to get out. Yes, theyre important facts to get out and youre obstructing them. Reporter confrontation on capitol hill as darrell issa blasted acting irs commissioner Daniel Werfel over his response to congress. You delivered less than 1 , excuse me, for standing, i kind of have to get over your stack. You delivered less than 1 of the documents to the ways and means committee. Youre not delivering to i disagree with that conclusion. Reporter he said the irs planned to turn over 16,500 pages by end of the day. Issa complained about too much redaction. You promised full cooperation, yet the office of chief counsel has 70 attorneys, theyre delivering four documents a day per attorney to us and they look like this. Reporter he issued subpoenas to jack lew to compel the irs to turn over all communications from key irs figures from january 2009 until now. All communications between the irs and the white house from february, 2010 until now. Republican congressman jim jordan went after werfel for the emails of the irs official now on paid administrative leave who refused to testify before lawmakers after declaring her innocence. Every single email of lois lerners we asked for, you said i know we provided hundreds of her emails. Again, this is a process. No, no, no, no. It is pretty simple. You go to her computer and you get her emails. It is not that simple. Reporter werfel said the notion the irs is impeding or obstructing is completely false. We are involved in a thorough, comprehensive effort to fully cooperate with all the congressional committees that are asking questions, asking for witnesses, asking for documents. Reporter oversights top democratic Elijah Cummings tried to put the blame to j. Russell george. You were about to hand us documents, the same documents mr. Issa just asked about, then the ig says no. Reporter werfel said while he and the Inspector General have disagreement, theres no basis to challenge georges integrity. Bipartisan leaders of the Senate Finance committee issued an interim report, complaining the irs needs to be more cooperative in providing them with the documents needed to fully carry out their investigation. Chris . Mike, thank you. One provision republicans put into obama care that members of congress and their staff would have to give up their Government Insurance plans and sign up for the health care exchanges. But as correspondent peter doocy tells us, the folks on capitol hill are still getting the kind of break on the president S Health Care plan that you wont get. Reporter congress clocked out until september today, now it is time to face constituents who will likely have many questions why lawmakers are now largely protected from obama care related rate hikes while Everyday Americans arent. Thats because late last night, Obama Administration confirmed the government will keep paying most of the premiums for members of congress and their staff. 5,000 for an individual, 11,000 for a family. These employees will enroll in marketplace plans, will not qualify for premium tax credits, and like private sector employees, will not lose their plaur contributions for these health plans. A rate hike on staffers is a reward that will prevent them from fleeing to the private sector. Staff tell me there would be a problem and maybe it is a Good Opportunity for us to pay tribute to the staff and all that they mean to the workings of congress. Reporter strategists say the public wont like this one bit. Theyre going to believe that washington is the upper class or the futile class while theyre the lower class that has to pay more. It is a let them eat cake atmosphere. Reporter then why did the administration approve this arrangement . Friday, the house voted the 40th time to defund obama care, and one republican thinks the white house wants to prevent vote number 41. It has to be part of their calculation. You know what, if we go in and have the taxpayers pay 72 of their insurance come january, maybe some nut cases like gohmert will pipe down. Reporter the conservative Heritage Foundation is wondering if the new regulation is even legal. They will be colluding, congress and the administration, in something the law they passed and signed does not allow them to do. So theyre basically making it up as they go along. Reporter the white house said they issued this guideline now to answer questions republicans and democrats had about the law. Chris . Peter, thank you. Still ahead, waste not, want not. They may have a specific threat against an embassy, dont want to reveal that they know it, or may have a larger threat, which is simultaneous embassies. Retired general and fox news military analyst jack keane reacting to closing of u. S. Embassies across the muslim world. Time to bring in our panel. Steve hayes, kirsten power, and syndicated columnist, charles krauthammer. Charles, what do you make of this very unusual decision to close 21 embassies and consulates. You can see on the map in 17 countries across the middle east, north africa, asia, and now the state department issuing a Worldwide Travel alert through august. What does it say about the state of al qaeda . Well, tells us a lot about the state of one of the great policy initiatives launched by the president , when the entered the presidency, made the tour to istanbul, to cairo, indonesia, in which he opened his hand and called for a new era of Mutual Respect with the muslim world. Now, this is a product of it four years later. We have this unprecedented shutting of embassies. Remember, theres no need to shut down u. S. Embassies in christian lands, this is only in the muslim world. Obama had assumed because of his history growing up in indonesia because of the senity meant towards islam, he was denouncing abroad all things having to do with bush that america would as obama has been saying, its standing of the world is at a new high. It is at a rather low when we have to close our embassies, unprecedented around the muslim world. I am not second guessing the call, we obviously have chatter, but it tells you the wreckage that is Foreign Policy. You add that to the reset with russia and the humiliation with snowden, add onto that open hand with iran and rejection time and again, con at the present shoesly for obama initiatives and Foreign Policy in shambles. Not just the question, because were not talking apparently in this about popular uprightings i uprisings, i remember, you remember the president in the campaign talking about al qaeda on the run, al qaeda decimated, al qaeda on its heels. Apparently, and apparently this threat is specifically from al qaeda in the Arabian Peninsula in the yemen area. They didnt get the memo. Well, obviously the president overstated what we were doing against the war on terror i think, and if you go back to the benghazi issue, theres been a lot of news about it this week, they didnt want to talk about that. We were continually told that everything was going pretty well in terms of al qaeda and north africa, when in fact it was quite well known at that time that it was being overrun by al qaeda. So i think it is not so much that obamas policies failed, i think this is just a very difficult issue to solve, it is that he oversold his success during the campaign, and now it is coming back and were seeing it is not quite as good as he said it was. Steve, i want you to pick up on that, also pick up on the fact all of this response to Terror Threat is coming at a time when there are growing calls for limits on the National Security agency, the nsa, electronic surveillance and their massive data collection. Former u. N. Ambassador john bolton talked today about how it is we apparently learned about the al qaeda threat. Take a look. This is actually what nsa does. We dont know specifically obviously where the intelligence came from, but all of that monitoring of emails and internet websites and phone calls, this is what american intelligence is supposed to do. At a time when there are a lot of calls for limiting the nsa, does ambassador bolton have a point . He does. I think we should hear the president of the United States make that case. Whats striking about the debate about the nsa, the president continually says he wants debate, and continually chooses not to participate in it, certainly not to lead it. I think thats the more important take away from this reminder that al qaeda is still with us and still strong, in many ways expanding, is yes, the president overstated it during the campaign, thats obviously true, but this has real practical policy implications. How we deal with these things is not sort of theoretical. If you look at the people that are experts in this field and look at the arguments that they have been making, it is not just people like john bolton who is a consistent critic of the president , bruce reidel who oversaw president obamas afghanistan, pakistan strategy review at the beginning of the administration, worked in the white house, wrote a piece in the daily beast this week in which he said al qaeda is back and walked through the different ways in which al qaeda is strengthening. You look at the recent prison breaks, look at the land grab in syria. You look at the broad expansion of what al qaeda is doing, it is impossible to say al qaeda is decimated or on the path to defe defeat, it is more accurate to say theyre regaining strength, reinvigorating. You mention benghazi, lets talk about that. There have been developments there. Fox news reports at least five cia officers, employees have been made to sign nondisclosure agreements, what are called ndas that they cant talk since the benghazi attack. Cnn reports some cia workers are forced to take monthly lie detector tests. Charles, what do you make of all of that . Well, we have to distinguish two subjects. If this is about not talking about what the cia was doing secretly in that annex, and who knows what the operation was, it is understandable, but they should allow the cia agents to speak with the authorized individuals and committees in congress. If, however, it is about the night of the attack in benghazi which ought not be hidden, ought not be secret, and i think the American People deserve to know about, then this is a scandal. Then this is a coverup. Then this is a stonewall. We have to know if the nondisclosure agreements and pressure on these people who were there at the time of the attack is one or the other. If it is the second, we have a real story here. Even if you make that distinction, it would be extraordinary for the cia to be doing what it is alleged to be doing, even if youre talking about keeping secret the operation and the reason the three dozen folks were on the ground there. I talked to Senior Intelligence officials who served both republicans and democrats that say thats uncommon. Whatever it was, it was obviously a highly sensitive question. Charles is saying is it politically sensitive or sensitive because of the operation. We should point out, cia officials have to sign nondisclosure statements from the start. Long before benghazi. The cia people already cant talk about what theyre doing, the nda has to be about talking what happened that night. That shouldnt be classified information, at the minimum for congress. The report was that they feel theyre being intimidated out of talking to congress. Next up, the friday lightning round. Humans. Even when we cross our ts and dot our is, we still run into problems. Namely, other humans. Which is why at Liberty Mutual insurance, to policies come with new car replacement and accident forgiveness if you qualify. See what ee comes standard at libertymutual. Com. With priceline express deals, you can get a fabulous hotel without bidding. Think of the rubles youll save. With one touch, fun in the sun. I like fun. Well, that went exactly i as planned. Really . The question about this, will members of congress be in the exchanges. Yes, members of congress will be in the exchanges, and their staff must enroll in health marketplaces as the Affordable Care act requires. House Democratic Leader Nancy Pelosi stating members of congress and their staffs will enroll in the Health Exchanges under obama care. Now, this gets complicated. Each week in the friday lightning round, today benghazi was the winner, we just talked about that. We begin with your second choice tonight, obama care. All of that cleared up. Back with the panel. What folks are concerned about, steve, the Obama Administration said the government Just Announced the government is jus the government is going to pick up, make employer contributions to defray some of the premium costs for congress and members of their staff who, as part of the law, have to be part of the Obamacare Health care exchanges. Is this another pothole for obamacare . Well, i think it is. To me, the question with all due respect to nancy pe loscy is not whether theyll be subject to this. The question is where did they come up with the authority to do this. For months weve had the office of Personnel Management whos responsible for running the plan say in effect we dont know if we have the authority to do that. Then the president of the United States goes to capitol hill and ensures democrats that they do or can come up with the authority. Then, boom, two days later they have the authority. This is the way obamacare works again and again and again. Most recently in the employer mandate. Whats not written in becomes law because the president decide its so. I talked to a white house official. As part of obamacare, one of the things the republicans put into the program is that congress and members of their staff have to give up their federal Health Care Plans and join obamacare, go into the health care xlang xhangs. Previously, the federal government had picked up 75 of their premiums as part of their Health Care Plan so now government is saying theyre going to pick up some of their premiums in obamacare since theyve been forced to be in the program. Thats the white houses explanation. Is that fair or not . Yeah. I think if youre going to have obamacare, which is now the law of the land, it makes sense to have congress be part of it. You know, i think frankly how about the taxpayers footing their bill . Well, its the i dont really think its that much different in terms of whats bei paid into their Current Health insurance, is it . Now theyll have obamacare and they may not have as good of care as they currently have. Theyve been known for having the best care around. But i think its important that the leaders have the same health care that is basically been passed for everybody else. Charles . Its not really the egal tearion here you get a subsidy because you are privilege, youre a member of the congressional staff, or of congress. So regardless of need, the feds are going to pay about 70 of your premium. It doesnt happen if youre an ordinary american. Even though pelosi had it sound as if its equality, its not at all. New job numbers out for the month of july today. Lets take a look at them, 162,000 jobs created in july, unemployment dropped to 7. 4 , which is the lowest in 4 1 2 years. The 162,000 jobs created kind of disappointing, kind of a mixed picture. Steve, lightning round rules, have empty, half full . Its half empty. I think its more than half empty. Look, the Labor Force Participation rate remains low. There are all sorts of numbers, parttime workers, shifting from fulltime to parttime numbers, this is the new normal. Weve had this discussion for years, is this the new normal . Clearly it is. You can take the statement that came from the white house today and substitute any other statement from any other white house in any other month and they read the same way. Kiersten . Its a mixed bag, but its overall they arent great numbers, arent that encouraging. The white house says this is proof we need more stimulus, democrats blaming the sequester for creating uncertainty and for layoffs and things like that. But it is fundamentally a its a recovery but a very slow, stalled recovery. Charles . Aits pushing on em. Same old stuff, weak recovery, weak jobs. The reason there was a tickdown in the Unemployment Rate is because 500,000 people who got discouraged and arent in the wo workforce. Winners and losers of the week. Steve . The winners are the prospects for republicans to gain the majority in the senate. Coming on the heels of brian schweitzers choice not to run for senate, a democrat. Tom cotton, congressman from arkansas set to announce hes going to run if arkansas. Cotton is a solid candidate who enhances their pickup. The loser is bob filner, the obvious choice. This is the only time ever ive done the democratic mayor of san diego. Yeah. Only time ive ever done two weeks in a row the same loser, but now his lawyer is suggesting that the city of san diego could be held liable for failing to train him on Sexual Harassment laws so he might have thought the head locks were permissible . Crazy. Well keep that picture up for you for next week. Steve, hes a hugger. Hes a loser. Speaking of huggers, kiersten . I would say winners this week are people who didnt think benghazi was a phony scandal. Its sort of a zero sum game. I think the losers are the reporters who continue to refuse to cover the story. Winners and lose herbs of the week . The losers are the men who think hes a winner, Edward Snowden. He got asylum, but his hell is just beginning. Hes going to learn what its like to live under the rule of law in the republic of putin. He wont like it. He will never be out of the eyesight of a kgb agent. The winner of the week is shark noid dou nado, a cable and internet sensation, the lawrence of arabia of terrible movies. And tonight it goes into Theatrical Release for one night only.
