with his tail between his legs. >> bill: bond in the great american news quiz tonight. caution, you are about to enter the no spin zone. the factor begins right now. captions by closed captioning services >> bill: hi, i'm bill o'reilly. thanks for watching us tonight. push back on charitable giving and liberal politicians. that is the subject of this evening's talking points memo. as you may know, president obama will try to get reelected running as a social justice guy who wants to spend vast amounts of money helping the folks. the republics will counter saying the country is on the verge of bankruptcy and fiscal responsibility must be restored. that is the main issue in the campaign. while analyzing that issue, i pointed to the charitable giving on the part of some politicians saying that vice president biden and former vice president gore are cheap. a blunt but true statement. mr. biden don't united states about 1.5% of his income to charity. in the year 1998 al gore gave a paltry 353 bucks to charity when he earned almost $200,000. my point is that there are some liberal americans who demand high tax rates but they themselves are not very generous when it comes to giving to charity. that is a fact. but some on to the analysis. writing in the south florida sun sentinel cir lander says, quote, o'reilly was clearly off base and mean-spirited to highlight biden's record. based on his income tax records alone to try to out him as a cheap political scrooge. there are also forms of charity that are not monetary. these include random acts of kindness. unquote. well, that's nice. random acts of kindness? and i hope vice president biden does that. but i'm talking cash here. currency. the money the obama administration is demanding from me and all american workers. in order to help out those who don't have very much. talking points believes in walking the walk. if you are a social justice person and want society to help the poor, then set an example. that too much to ask? mr. biden and mr. gore are cheap when it comes to giving to charity. i'm saw mr. kurlander finds that mean-spirited but it's the truth. in the same talking points memo last week i praised presidents obama and clinton for being generous in their charitable giving. if you are a person that wants my hard-earned money then i expect you to be fair in what you give. reasonable? and that's the memo. now for the top story tonight. another recent talking points memo told you that politicians who demand spending cuts will be attacked as mean people. now that has come true. in washington today a group called catholics united are saying republic congressman paul ryan and others who want to cut social spending programs are launching a war on the poor. the group believes that christians are compelled to help the downtrodden and thus entitlement spending should not be cut. joining us from washington james assault, the executive director of catholics united. the country is on the verge of bankruptcy. shouldn't all social programs and government spending programs be scrutinized? isn't that the smart thing to do for the good of everywhere? >> sure. let me say though i along with the catholic bishops agree this paul ryan's budget fails a basic moral test. asking poor working class people to pay for tax cuts for the rich isn't just unfair it's immoral and unchristian. >> bill: isn't that propaganda, pay for tax cuts for the rich? we have a tax system in place that was passed by congress and extended by president obama. the reason it's in place is to stimulate the economy. to make more consumer spending possible. it isn't to enrich bill o'reilly. that's not why these tax cuts were passed under the bush administration. it's to stimulate the economy for everyone so there are more jobs and more opportunity so what you just spouted is basically the far left view that that any cut for any american that is affluent is damaging of the rich. i think that's not true. >> what we are trying to say is balancing the budget is an important concern. how do you it is also important. there is moral and immoral way to do it. simply asking poor working class people to bear the brunt and not asking the rich to pay their share and this doesn't meet the moral smoke test. >> bill: i always ask this question to guys like you. i don't mean this with disrespect. what is my fair share? i'm 36% fed. i have to pay a big tax load to the new york state people. i have to pay property taxes, sales taxes on everything. i try to spread some money around. i give a lot of money. what is my fair share, mr. salt? >> well, you know, i can't speak for you. >> bill: why not? i just gave you my personality profile. my financial portfolio. tell me what my fair share is. i make a ton of money, all right? >> so, you know, i'm saying why not ask the financial industry, whom we bailed out, i mean we are talking about jp morgan, goldman sachs, a.i.g., who this country came around and pretty much guaranteed their faulty wagers. >> bill: yeah. >> why not ask them to pitch in. >> bill: most of them do have charitable foundations. since the great society in 1964, america has spent $12 trillion, trillion with a t on the poor. and the poverty rate has fallen about 3.5%. with all of that investment, all right? is $12 trillion not enough money? should would he be spending 20 trillion on the poor? do you want to just give the poor enough money to elevate them into the middle class? what exactly do you want? >> well, i think we go back to jesus and hear what he had to say and without question jesus stood on behalf of the poor and the marginalized. that's what we are saying that in his budget debate they have to be the focus of our conversation not the tax breaks. >> bill: aren't the poor the focus of all of the spending we do a trillion dollars a year here in social programs to fight poverty. a trillion dollars a year. >> and it's not enough. >> bill: how much is enough? how much is enough? >> until every human, every american can live in dignity. >> bill: so that means that you want to go in to people and give them enough money so they live in what you call dignity? that's what you want? >> they want a hand up, not a handout. we are talking about opportunity. with the problem with the paul ryan budget. >> bill: wait a minute. there are some people who will not work, who are addicted, who are whatever mental problem they have can't hold a job, what do you do with those people? that's a large majority of the poor here. >> well, what i'm talking about is paul ryan's budget and how it cuts programs for low income people. if anything, you know, as a catholic i know that we came here with very humble origins, we came here with nothing. we worked hard, played by the rules and succeeded. >> bill: some of these programs are bloated, wasteful and don't work. >> well, tell that to -- >> bill: i will. i will tell that to anybody. can you bring them on in here. every core christian in mercury would like to bring them in here. i can analyze them and tell you why they are poor. they drop out of school. they get addicted to alcohol or drugs. they have a mental problem, emotional problem untreated. there is always a reason in this country, mr. salt. i didn't have any money when i got out of college. zero. i could be living under a bridge but, you know, i got educated. i didn't drop out. but you are saying that you want a guaranteed federal program to lift these people into dignity and i'm saying we can't do that 320 million people. >> all i want to say is that if paul ryan knew what it was like to live in poverty, crushing poverty to live paycheck to paycheck and have to decide whether to put gas in the gas tank or food on the table, we wouldn't be having this debate. >> bill: i think you are being way too rough on ryan. i think ryan is trying to streamline a federal program that's way out of control that's endangering you, your family, and every other american if we go bankrupt here. i think that's what he is trying to do rather than punish those who have not. i appreciate you coming. in very good debate, mr. salt. excellent debate. >> bill, thanks for having me on the factor. >> bill: sure. next on the run down, feds want president obama investigated for using taxpayer money in the campaign. karl rove on that. kardashians get a huge tv contract. no poverty here. what does that say about america? we're coming right back. >> bill: and in the impact segment tonight, republicans are all upset that president obama is running around the country giving speeches on the taxpayer dime. g.o.p. saying mr. obama is using public funding in his re-election efforts, that's illegal. the white house says nonsense. the president is simply doing his job just like every other president has done. joining us from irving, texas karl rove, and you say. >> i think he has crossed the line. the president never stops being president. and there are, you know, he has to travel in air force one with a motorcade. and the public ought to pick up the tab for the official duties. but, what worries me is like this week his speech is on student loans that he gave in three battle ground states were thinly veiled political speeches. he attacked the republic budget and anybody who supported it, namely romney. there is too much, you know, a couple weeks ago he was in florida. he gave his speech to fun and raiser and then you read the speech that he gave at florida atlantic university and there are big swatches of both together the same. and a lot of it political over the top attacking romney all but by name saying you know, there are people running for office this year. a clear reference to his opponent. that crosses the line and the president i think ought to step back from it. >> bill: you know this same charge is made against your guy, president bush in 2004. a study by the brookings institution said that the president took 56% of his trips in the first five months of '04 when he was campaigning for re-election to swing states whereby in 2003 only 39% of his trips to swing states and there were a lot more trips in 2004. and then, as you will remember, democrats are screaming exactly the same thing, that president bush -- >> -- they were screaming something a little bit different, which was bush shouldn't be going to battleground states which, you know, i'm not making that argument, you are entitled as a president to decide where you want to go. what bothers me is is that we tried to at least have the official events be official events. and there is virtually no difference between the political events that president obama is doing and the so-called official events. >> bill: you just did a little bit of slight of hand. okay we are going it do and do it but we have a little phraseology. what i'm trying to get across here -- >> -- no, no. it's not just a little phraseology. the president -- president obama is doing an event about an issue on which republicans and democrats agree we have got to do something about the automatic increase in student loan interest rates that's coming up and turns it into a political attack on republicans in congress who actually agree with him on this issue. and that perceives to be crossing the line. >> bill: democrats on his trip? >> you know, he tried to stay away from partisan comments like that. he tried to stay away from saying republicans and democrats and he particularly tried to stay away from saying my opponent in the presidential race. i assume these speeches that president obama has given go through a staff process at the white house where everybody signs off on it and he has explicitly political references, attacks on republicans in congress and he literally in his speeches talks about people running for office this year clear reference. >> bill: from now on, this is very interesting. from now on, we are going to watch to see when the president says he is traveling on official duties, which he is allowed, of course, to do, to see if he does attack mitt romney and the republicans. tick it off like you have your little chart. your little card that you -- >> don't be -- respect the white board. respect the white board, o'reilly. respect the white board. >> bill: we will see what he does. now, your pac, american crossroads, i'm sorry, super pac, not just a regular pac. this is a super pac, all right? [chanting obama] >> bill: that's aimed at younger voters, obviously saying that you were sold a bill of goods, it didn't happen. that's where you are going with that. >> yeah, good. i'm glad you got the message. there is always good when the video like that -- everybody gets it. there we go. [ laughter ] >> look. >> bill: go ahead. >> well, yeah. i mean that's the point. he sounded great. he appealed to young voters last time around. they were 18% of the electorate which was a significant expansion of their share of the electorate but it didn't turn out too good. high unemployment among young people. highest unemployment rate among young people since we began keeping records by age in 1948. too many kids getting out of school having forced to move back in with their parents. not only that but he has antistudent and anti-young people policies. i love it he is going around to college campuses talking about this increase in the interest rate for student loans. what he is not telling you is the difference between the 2.8% the government is borrowing money against itself to loan to students and 6.8% it's going to require them to pay back is $9 billion which goes to obama care. it doesn't go to education. it goes to pay for the affordable care act. >> bill: so complicated. >> one of many instances where he is giving a raw deal to young people. >> bill: if you are a republic, by having all of those young people graduating from college and moving back in with their parents that their parents, of course, will vote for romney. [ laughter ] >> bill: you see what i'm talking about. >> i suspect a lot of young people will vote for romney. a lot of young people who can't bring themselves to vote for romney i think are going to stay home this year because they are disappointed in president obama. he sold them a bill of goods. it sounded so great and it's not turned out as good as they thought. >> bill: all right. mr. rove, thank you very much. as always. directly ahead, the obama re-election folks are now using nbc news commentators in their promotional efforts. laura ingraham will have some thoughts. later, megyn kelly on how the john edwards will trial is going. will the former senator and v.p. candidate be sent to federal prison? ♪ >> bill: now, again, that is from the barack obama re-election people. now, they are using nbc commentators, obviously, in their presentation. joining us from san francisco fox news analyst laura ingraham. so, nbc gave us a quote. it was interesting. nbc -- msnbc did not grant permission and we are asking the obama campaign to remove the video of ed, unquote. that's a good thing. i didn't know whether nbc was going to respond to us today and i think that's a good thing. the obama people just took what the msnbc guy said, threw it on their web site but nbc is saying you can't do that. >> bill, the fact that they gave you an answer, i think, goes above and beyond for nbc. >> bill: it does. i'm not being snarky, i don't want to be snarky. >> no. well, okay, i don't want to be snarky. i'm just saying i'm glad they responded. but how many times has this happened before? i guess not, but for some of us who watch nbc and msnbc it is sometimes hard to distinguish between the white house or campaign press operation and especially some of the cable news hosts on msnbc. they pretty much agree on everything. >> bill: pretty much in lock step. once you start to then take something off television and use it in a campaign without permission way out of line. and so nbc did the right thing here. but now i'm going to have ask a very difficult question. there are people on the fox news channel where the romney campaign could take them and use them in a campaign. fox news doesn't want that and would object to that but if we're going to criticize msnbc as being in the tank for barack obama and they certainly are, there are people on fnc who romney people could absolutely take what they say and put on the air, am i wrong? >> yeah, i think fox has gone above and beyond in most cases to say when you are using clips that are unauthorized. >> bill: don't do it. >> we're going to make a stink about it don't do it. we have different opinions. sometimes people like me will agree with what romney thinks and sometimes not. the bottom line is with msnbc's reputation of being so in the tank for obama on some issues and saying such incendiary things, whether it's chris matthews last week, whatever he said about the republic party being the grand wizard party or the grand wizard group, it's pretty incendiary stuff. >> bill: it is a matter of degree. and over at msnbc everybody is in the tank. i don't know one person -- maybe scarborough in the morning. he might be skeptical of obama a little bit. >> yeah. >> bill: but that's it. here, it's all over the place. every show is different. every show has a different tempo and different tone. but i am encouraged, because i haven't come -- because i have come down hard on nbc in the last few weeks. i'm encouraged that they recognize that their brand is being hurt. i will point to good morning america in the morning surging up against "the today show" because traditional americans and independent americans are going, you know what? we want a fair presentation. i think that's what's going on. >> bill, you talked about this before. the comcast shareholders. >> bill: absolutely. >> i would wonder what they have to say about this. they are the real investors at nbc. they have a vested interest in making sure that nbc as a news operation, forget the cable stuff but just as a news operation is being perceived as even handed as possible. i wouldn't be surprised if the shareholders themselves started making more of a stink of some of this stuff. >> bill: all right. now i heard that you are in san francisco because you are having dinner with nancy pelosi and she is buying? >> yeah, well gavin newsom, nannies pelosi, dianne feinstein we are all getting together. see the bridge behind me? we are trying to bridge the divide, all of us. we are working hard. we are trying to do an intervention. >> bill: laura and i are making this up. nancy pelosi would never under any circumstances -- >> i'm happy to have dinner with nancy pelosi. it would be fun, i'm sure. >> bill: that would be great. >> yeah. catholic to catholic, right, bill? , mano on mano. >> bill: plenty as the factor moves along this evening. marks the 50th anniversary of the james bond series. kardashians get a big new tv contract. what does that say about american culture. the culture warriors will weigh in. we hope you stay tun >> bill: culture warrior segment tonight, i often site americans who don't know very much about their country. sometimes i say watching programs like jersey shore, the kardashians can make you dim. now, i know some smart people watch those programs for diversion and you can pay attention to your country and consume mindless entertainment as well. however, polls show about 50% of americans have no clue about what's happening in this nation and perhaps our pop culture is partly to blame. here now to analyze the culture warriors jeanine pirro and gretchen carlson. carlson, the kardashians just signed a new tv deal. >> huge. >> bill: for reported 40 million. i don't believe any of these numbers. >> probably higher. >> bill: probably lower. the agents make them up to make the agents look good. that's the way the game is played. >> okay. >> bill: they are being paid very very well the kardashians and being paid for nothing. remember the old song money for nothing by the straits. >> that's a good thing. >> bill: they get paid for not doing anything. >> bruce jenner is the only person on the entire show who has done something. >> bill: olympic. >> won a race. the irony is he is the only one who really had traditional values on the show. that's the irony of the whole thing. let's face reality since it is reality show. they are the masters of public relations. they donald trump on being the master of public relations. >> shepard: janine, what does it say about american culture when these people would w. no discernible talent are awarded to the tune of $40 million? >> no discernible talent it starts with kim kardashian, she can't sing, she can't dance, she can't act. she starts out with a sex tape. her father was a famous lawyer. it turns out that she had a sex tape and at the end of the day she is good friends with paris hilton. so then she moves up the ladder and she -- everyone out. i think americans like to look at beautiful people. they like to look at luxurious homes and cars and lifestyles. >> bill: there are a lot of beautiful people that don't make it in show business. don't you have to behave in a certain way. >> intelligence, excellence, discipline, proficiency in something doesn't matter anymore. it is the dumbing down of america. and i think we're so stressed with our lives and the economy and gas prices we just want to look at something dumb and pretty. when i tweeted on this i said why do you think people watch this show in the answer was i want to see things that i will never have in my own life. >> maybe. >> or it's a train wreck. >> here's the thing. i do want to give them some credit. i am not going to say that they are dumb because i don't know if they are or not. they are smart business people. >> without a doubt. >> they turned this thing into a fortune. >> bill: what does it say the culture if they want to consume. >> auto% of americans have always not been interested in what's going on in the real world. this is the latest diversion, bill. in your introduction you said smart people watch reality shows? >> aren't you going to introduce me bill? my name is megyn kelly. >> bill: hi, my name is megyn, how's it going? >> i think it's actually going pretty well for the prosecution. this is con train because a lot of people think it's going poorly for the prostitution because andrew with not a likeable witness. the facts aren't really in dispute. bunny melon loved john edwards and she funneled $100,000. >> bill: it was called bunny money. >> bunny money. funneled $100,000 to his mistress through andrew young to hide her. it doesn't seem like a lot of that is in dispute. the defense is trying to say andrew young kept some of it. maybe he did. i don't know. most of it went to reel. there was another guy who funneled money through andrew young to reel, why? to hide her. that seems like it's not in dispute. >> bill: just give the money as gifts or give it as a campaign donation? >> you have got it. you have got it that's what it comes down to. for what purpose was the donation? was it and even if it's a gift, it's not legal if the purpose was to protect him or advance his campaign. then he didn't report it and it was too much money and he did something illegal. >> bill: so the prosecution is going to say, look. the money was given solely for one purpose so his campaign wouldn't blow up. >> yes. even after his presidential hopes died, so that his political aspirations wouldn't die. he wanted to become attorney general or maybe thinking vice president. so they are arguing over was the money to hide rielle hunter from the american public which is what the prosecution claims or was the money to hide rielle hunter from elizabeth edwards which is what john edwards' lawyer seems to be suggesting. this is all a coverup from the wife. it had nothing to do with him wanting to be attorney general or president or anything else. >> bill: you say the prosecution is making its case, has its abbey lowell defense attorney for former lewenski guy. >> clinton impeachment. >> bill: is he making any inroads? >> he is doing what he needs to do. i haven't been that impressed from what i have heard. he doesn't have that much to work out. he is trying to point out inconsistencies and his book. nothing impressive. >> bill: is he going to take the stand, edwards? >> i don't think he does. >> bill: going to sit there. he got the hair cut for nothing? >> if he gets up there, the huberousrazzle dazzle. sunny days in more ways than one. >> bill: i hope you remember some of the reporting we did about john edwards. we knew he was a phony, chart ton, exploiter and narcissist. >> he ought to pull his client aside and say word to the wise when you are on trial for conspiracy and at a minimum covering up an affair that had you with a pregnant woman while your wife was dying maybe don't skip out of the court with a big smile about how sunny it is. >> bill: narcissist don't ever think they did anything wrong. we have been following a couple of criminal cases, one in alabama, one in michigan, one in ohio where there have been black attacks on white people. where trayvon martin's name is mentioned. should i take any of these seriously as a hate crime? >> well, the police in chicago are. they charged a hate crime. >> bill: have they? >> under the illinois hate crime statute. >> bill: what happened? >> i think they have reason to. one black attacker who is 18 years old attacked a white teenager and said this is justice for trayvon. and the reason this guy austin hayes was charged with hate crime he got the guy at random. he killed him because he was white. he pinned his arms to his side and picked up a tree branch and attacked him. >> bill: he assaulted the guy. >> he assaulted that guy. that crime was motivated according to the reports. solely because of race. that is a hate crime. >> bill: instead of an assault beef against him he has a federal hate crime beef against him. >> this was charged under illinois hate crime. it's still a state beef. other crime they are looking at in alabama not so much. that case as well the assailant and there were 20 of them. one of them was heard to be saying allegedly this is justice for trayvon. >> bill: macho bravado by thugs and this and that you have to take it seriously. >> has to be motivated solely by the person's race. >> bill: we got email from very alert and intelligent viewer zimmerman 911 recording altering by nbc there could be for zimmerman himself a lawsuit against nbc under some kind of statute. >> he wanted to know if they could be sued for false light. painting somebody in a false light. in florida that's called defamation by implication. basically you defame somebody but didn't do it explicitly by saying he is a racist. he is a racist. coming out there and editing a tape to make it look like is he a racist. there is no chance of zimmerman prevailing. >> bill: no false light here? >> no. for the same reason you can't sue anybody for defamation. i can't sue anybody for defamation. zimmerman became a public figure. it's very hard. you guys know. >> bill: why don't we get protection?
