proposed was a massive supplemental that took israel aid and effectively held it hostage for all of the other spending priorities of the white house. >> bret: we'll start there with our panel, fox news media analyst host of fox news "media buzz" howie kurtz. byron york and the aforementioned olivia beavers congressional reporter for politico. olivia, you you were working on this and found out how it is going to come to pass. and taking out of the irs funding is really something that is sorts of a hat tip to the right side of the house republican caucus. >> it certainly is. and it's coming after trying to figure out what kind of speaker mike johnson is going to be after he got elected last week. this is sort of throwing red meat to some of the more conservative hardliners in his conference. but it's also the more politically divisive way to approach it. so, senator chuck schumer might house and that could further delay it. as we know, we have a lot coming down the pike in these next two weeks including keeping the government funded. a very busy time on capitol hill. >> u.s. support for israel in the war with hamas does the u.s. have a responsibility to support israel. 52% say it does. 44% does not. as far as support for ukraine funding, fox poll, it has dropped pretty significantly. if you look at this over the months. and that, obviously, is a split in the republican caucus as well. >> yeah. well this war fatigue, obviously. and i'm not sure i grasp what mike johnson in his first official act as speaker is trying to accomplish by putting the money in for israel and saying nah, zip, nothing for ukraine. clearly red meat is a good phrase. he is appealing to the maga wing of the republican party, which i have grave reservations about continuing to throwing money supporting ukraine against the brutal russian invasion. at the same time he said he wants to have bipartisan cooperation. and the democrats is not going to go for this. this could delay or even kill the much needed aid to israel at a time when it's so urgent. >> bret: byron? >> i don't think the idea is zero aid for ukraine. the idea is splitting the two ukraine aid and israel aid apart. they wanted 14, $15 billion for israel and they want $61 billion for ukraine. a lot of republicans thought and i think they are correct. biden saw an opportunity to put these two together with the emergency in israel. and get enough ukraine money so they won't have to ask for any more until the election next year. so there is a political calculation going on. there is very, very strong support for israel on capitol hill. republicans and democrats. and there probably would be enough support to pass a ukraine bill if you add republicans and democrats together in the house and certainly in the senate. so i think these two things are going to pass. in part it's a process argument. these are two different wars and it's not a crazy idea to fund them separately. >> bret: also 106 billion from the white house is border security funding but it's how the white house wants to put it together as far as that funding goes. republicans are very critical of that. that comes as this hearing up on capitol hill really raised some eyebrows today. the fbi director here. >> the jewish community is uniquely, uniquely targeted by pretty much every terrorist organization across the spectrum. and when you look at a group that makes up 2.4%, roughly, of the american population, it should be jarring to everyone that that same population accounts for something like 60% of all religious-based hate crimes. >> bret: talks about anti-semitism but also talks about hamas and hezbollah specifically may have been trying to target our southern border and may already be here. >> yeah. you know, you are hearing republicans talking about the southern border thing. they want to plan as this concern arises before pass anything on ukraine. it's just muddying the waters in terms of how they are going to move forward with legislation. and certainly the southern border has been an issue that we talk about on this show. and republicans have been arguing for a plan but it's going to be very tough as we talked about with a democratic president, democrat run senate and republicans who have a very different way of how to address that issue. >> bret: howie, how about 30,00g so far. netanyahu in the "wall street journal," the battle of civilization, iran has formed axis of terror by arming training and financing hamas and gaza hezbollah and lebanon. houthis in lebanon and other terror proxies throughout the middle east and iran. if the axis of evil win you will be their next target, that's why israel's victory will be your victory. it is a bit of a p.r. campaign here as the street-to-street, building to building fighting is going to be intensely in focus in the world's eyes and on college campuses and every place else. >> that's presistlesly why president biden has been pushing b.b. netanyahu to exercise restraint knowing full well that world opinion and from the poll you cited maybe in the united states as well turn a bit against isr israel' large e. strategy fbi director chris wray absolute unmistakable. and unacceptable rise in anti-semitic incidents raising from violence to harassment. so there are a lot -- there is a lot of maneuvering here to try to win the battle. but the bombing today by israel of the largest refugee camp in gaza is not helping matters. yes israel says it killed a top hamas commander and this is how hamas uses civilians as human shields. a lot of people are just going to look to the number of refugees who died. >> bret: but that is their m.o., byron. they put hamas command centers underneath hospitals, in camps. why it's called a refugee campion. it's a permanent settlement there but, yes, that's part of their -- how they operate and that's what the israelis are saying lee to go south domestically we have seen real divide republicans and progressive left over. this the members of the progressive left began screaming genocide before israel even began to defend itself. on the other hand, howie mentioned the jabalia camp. what went on today and israel said they did attack us. there is no question about that. and they said why they did was to kale senior hamas commander and others. you know, i think that they will begin to lose some support amongst those people who had been previously supporting them up to now. and they do have a very tricky situation with the biden white house because the president has stood with them rhetorically but a lot of democrats are putting pressure on them. >> bret: interesting. nobody was saying to us the restraint was needed after 9/11, you know, after we were going after terrorists and al-qaeda and we maybe blew up with some civilians with drones around the world. but it's interesting. it is a p.r. battle right now. panel, thanks so much. >> thanks, bret. ♪ ♪ >>
