First from the fox news deck, the talk happened. Hands shaken, photos taken. During a private meeting, promises were apparently made. But who wanted what . America demanded complete verifiable and irreversible denuclearization. Cvid. Theres no guarantee of that. Not even words to that effect. We may not know for years whether were actually now on th road or left in the potholes of paths past. But kim jongun, he wanted the photos. The seat at the table. He wanted the legitimacy that came with the event. The handshake with americas president. He wanted those military exercises with the americans and the South Koreans that happened every year to stop. Kim jongun got it all for actually doing nothing. Plus, he got a promise. Lacking specifics granted of security for the north korean regime. A regime that has an estimated 120,000 Political Prisoners across the nation. A regime that tortures and murders its own citizens, impresons children for the actions of parents and grandparents and a leader that has committed crimes against humanity. President trump insisted the people of the most entrenched land in all the world, north korea, love their leader. President trump says he trusts chairman kim. And that hes ready to start a new chapter with north korea. What will the president s special bond with kim jongun mean for the u. S. And its allies . No specifics. President trump and kim signed a joint statement after almost five hours of talks. In the document, the north Korean Leader reaffirmed his firm and unwavering commitment to complete denuclearization of the korean peninsula. No specifics of how to do it. No time line on getting it down. No verification, no inspection. Just generalities. President trump called the north korean dictator very talented and praised him the United Nations has called him one of the most brutal and repressive regimes in modern history. The president told sean hannity that he thinks kim jongun will get rid of his nukes right away. I think were now going to start the process of denuclearization of north korea. I believe that hes going back and will start it virtually immediately. Hes already indicated that. You look at what hes done. Shep we cannot l at what hes done. He hasnt copped to what capabilities he has, what weapons he has. Much less allow anyone to take a gander. And now joint exerciith members of both nations militaries operating in tandem with the goal of practicing defense against attack, President Trump cancelled those without so much as a phone call or text to south Korean Leaders. President trump called operation key resolve the provocative war games and he nixed them. We have more on that and the latest reaction from washington and seoul. While walking side by side on the meeting grounds, the dictator, kim, pointed to the surrealness of it all according to a translation of his comments. He told President Trump peopling watching all over the world the two of us are walking together. Some scene from Science Fiction movie. John roberts was along for the ride. Hello, john. Good afternoon to you, shep. Good morning from singapore. President trump during the state of the Union Address in january called kim jongun a brutal dictator and said t north korea was the most repressed regime in the world. Now the president saying yesterday afternoon that hes willino sit down with kim to save the lives of tens of millions of people that might be killed if there was a Nuclear Conflict between north korea and the United States over the fact that kim jongun is building up that nuclear arsenal. The president s critics have called ate glorified photo process. The president says it a process, that is notably vague, particularly on the issue of verification. Kim jongun has promised that he will seem work towards the complete denuclearization of the korean peninsula, but at the moment, theres no kind of regime to verify that his promises will actually come to pass. The president in the conference yesterday saying it will all be worked out. Listen here. Its going to be achieved by having a lot of peopl there. Ase. Secretary pompeo has done a fantastic job. His staff, everybody. Were going to have a lot of people there and working with them on a lot of other things. This is complete denuclearization of north korea. It will be verified. The president getting criticism from democrats on capitol hill for giving kim too much in the terms of security guarantees. You mentioned the suspension of the joint south Korean Military exercises. The president said he gave nothing away. If the negotiations dont go the way he hopes, he will restart the exercises. Shep what did the president say are the next steps . To flesh everything out. They will be led by mike pompeo, the National Security adviser, john bolton will also be involved. Should be noted that bolton is no pushover when it comes to north korea. He nearly derailed the whole summit when he said he thinks the United States is looking at the libyan model for denuclearization of north korea. So its not likely that the North Koreans will get too much over on john bolton. I asked mike pompeo because he was sitting in front of me before the president came out. I said how are the chinese feeling about this . He said ill tell you when i meet with them later this week. Shep . Shep thanks, john. Lets turn to someone else who has come face to face with the north Korean Leader, bill richardson, former ambassador to the u. N. Good to see you, ambassador. Thanks, shep. Shep were not warring. Thats great. Aside from that, what do you think . Im troubled by the concessions. One, the military exercises. The North Koreans have they always want you to go first. Then they step aside and dont do anything that worries he. The security guarantee saying to kim jongun, were not going to tryo knock you off. Were not going to have regime change. I he say, ive been involved with this issue a long time. Its always been missile tests, nuclear detonations, threats, enormous tension in south korea and japan. We got a lot of troops there. At least theres a process of diplomacy going on. Theres a process of normalization going on. The fusion of some tension in e peninsula. I do think kim jongun gave up nothing. What we need to do think is followthrough with major steps, immediate momentum, get pompeo to meet with him, set up working groups on denuclearization, on missile tests, human rights. I wish we raise human rights more strongly. We just kind of mentioned it. I am pleased, shep. Ive been a very strong advocate of getting the remains of our soldiers back. I brought seven back in the bush administration. Theres 5,000. A lot of families that want those remains back. I think thats a possible area of cooperation that the president mentioned and maybe kim jongun is going to restart with the president. You know, very short on specifics. On substance and followthrough, timelines and verification. Shep from the people we talked to or in the know about north korea, sue mi terry, gordon chang, people like this, what weve been hearing now for years is that his regime is shaky because his people dont have any food. Because so many peoples families are locked up in gulags all over the country. At some points his regime will get really shaky. Asthing he needs is a pick me up with a photo opportunit leader of the free world. He just got it. How big of a help is that . Or is all of that talk just talk . It does help. Theres no elections there. Solidifies him. Puts him on par with the president of the United States with his own people. The deal with the gulags, to the human rights people, he wants help with infrastructure, his energy grids. Its one of the poorest nations on earth. No private sector. Farming in the 1930s, their equipment. Where you say to him, look, if you want American Technology investment, you have to deal wi your human rights issues and gulags. That is a tradeoff that we use with other countries, shep. Foreign assistance is conditioned on human rights performance by other countries. We should a supply that to them. Shep how are the chinese feeling about now . Theyre probably happy. Shep i guess they are. I dont think they wanted a tighter commitment in relationships. They like to cause trouble and turmoil for us. The worry that i have is the chinese will loosen sanctions. They put maximum pressure on the smuggling. 80 of all commerce fromorth korea goes through china. So they have leverage. Theyre probably smiling because maybe the status quo that they like, the turmoil, is right now in the short run without commitments from the North Koreans is here to stay. Shep gotta go. Good day, bad day . Dont know yet . Which is it . I think its a good day inching towards a bad day unless we get soents and timelines and verificatioverifi shep sounds like every other day. Pompeo needs to move in quick. Take the momen from this positive issue of moving closer, the way that the countries are moving at least closer, the fusion of tension. Seize on that momentum to get some commitments. Otherwise, this will go by the wayside. Shep hes a talented map. His nation loves him. Im notsure. His nation is afraid of him. His nation is ed. I think his nation wants an opportunity like all people to get out of the doldrums. Maybe they see a spark in america being helpful. Who knows or south korea being these are people that need help and they need the International Community to help them get out of poverty and hunger and you know, human rights abuses. Shep ambassador bill richardson. Thanks so much. Thank you. Shep nobody has more at stake in the summit outcome than south korea where millions live in range of the artillery. Well take you live to south koreas capitol to see what folks say about this meeting in singapore. Thats coming up from the fox news deck on this tuesday afternoon. Youre headed down the highway when the guy in front slams on his brakes out of nowhere. You do too, but not in time. Hey, no big deal. Youve got a good record and Liberty Mutual wont hold a grudge by raising your rates over one mistake. You hear that, karen . Liberty mutual doesnt hold grudges. How mature of them. For drivers with accident forgiveness, Liberty Mutual wont raise their rates because of their first accident. Liberty stands with you. Liberty mutual insurance. Shep after years living under the threat of annihilation,th koreans watched kim jongun shake hands with President Trump. This was the scene at a train station in seoul. The same city that north korea has threatened to turn into a pile of ashes. The summit getting mixed reactions in south korea. Local media calling it the talks of the century. Some so koreans say they have big doubts about north korea giving up their nukes. Greg palkot with the news live in seoul. Greg . Hi, shep. Yes. Singapore is 3,000 miles away from where we are right here in seoul. What was discussed there has a big impact on the folks here. They live in the shadows of war next to north korea every day. In fact, they were watching. They were watching tuesday morning. We went out and take a look and talked to people. Heres what we saw. Amid the bustle of seouls train administration, history is being made elsewhere. President run the and kim jongun meeting in singapore with big implications for the korean peninsula. I want to keep the republic of korea. We want communication. You wish theyad communication. Yes. Theres a lot of cautious people here. Theyve seen peace initiatives launched and failed. But weve seen the tensions have been so high the majority of those that we spoke to wand to give peace a chance. As for the officials, we know south korean president moon had a big hand getting diplomacy to this point. His office congratulated President Trump, north Korean Leader kim calling this move to peace a success. They probably would have wanted more specifics regarding denuclearization. Tuesdays summit kind go much farther than the summits here. They said they were going to leave to it the North Koreans and the United States. The government wanted a more Movement Towards the end of the korean war. That conflict was halted with a cease fair some 65 years ago. That could end with a fourway meeting with china. Secretary of state pompeo now. Hes expected here wednesday night, thursday morning and explaining the summit to the folks in south korea and plotting the way forward. Looks like more talking with orth and others. Back to you. Shep Mitch Mcconnell says the summit in north korea was a major first step. The Senate Minority leader, Chuck Schumer accused the president of giving up his leverage. And the north korean regime imprisons three generations of families for political crimes. Think of what i just said. Your grandfather did something one of the kims didnt like so your father and you are imprisoned for it or the the entirety of your life and youre in a work camp like a slave. Kim jongun eats delicacies why his people are starving to death. Dealing with the dictator and what the president says about human rights in north korea. Shep reactions all over the place on capitol hill. Some dicks point out we have come a long way from President Trump calling kim jongun little rocket man, which some say is a good thing. Others on the left said President Trump got played. This is the the weakest statement i have ever seen come out of any engagement with north korea. We have to verify what north korea means before they can trust it. Im alarmed that were headed in a process on kim jonguns timetable, as he dictates it. Weve gone from talking about buttons to talking about serious stuff. So im glad that has transpired. Im glad theres now the opening for serious discussions. Shep theres been a mix of response on the right. Mike emanuel is that live on capitol hill. Hi, mike. A key National Security republican says hes concerned about any possible move regarding the approximately 28,500 american troops serving on the korean peninsula. The military exercises being put on hold is fine with me. Gives us space. What worries me is withdrawing our forces. These forces provide stability. Chinas longterm interest is to drive us out of asia. Having a military interest is in our best interests in asia and a stabilizing force. Another Senate Republican described the north Korean Leader in colorful terms like a dangerous predator. Kim jongun is a butcher. Hes a butcher of his own family, of his own. Working wit to hand feed a shark. You can do it, but you have to do it very, very carefully. Clearly some caution in case the talks dont pan out, shep. Shep what areou hearing from Republican Party leaders . The Senate Majority leader spoke to us and said if the Trump Administration can reach a final agreement with the North Koreans, he expects that congress will play a role in terms of looking over the agreement. If the president can reach a significant agreement with the North Koreans, i hope it takes the form of a treaty. Thats what the founders of our country anticipated and thats why its in the constitution. We heard from the Senate Democratic leader. He sounds skeptical saying what hes seen and heard is short on details. Wih lack of details, we are worried that kim jongun is getting something for nothing. Which is fine for him but not fine for the safety of the citizens of the United States. Shep part of that skepticism may be due to history. The north korean regime made promises to the clinton and bush administrations and never followed through, shep. Shep mike emanuel live for thanks. Dideah predelk about the beaches and how you could put some hotels there . The land is largely ravaged from pyongyang all the way down the dmz. The people have stripped the land of whatever it can offer in the way of nutrition. Its like a dessert. Theres no way to know how many people kim jongun has killed or starved. We can see his prison camps on the satellite photos. We know theyre there. We cant see the faces of those locked inside. Very Little Information that drips from north korea includes absolutely horrifying details. Children forced to spy on their parents. People eating grass or garbage to survive. Theres the execution of kim jonguns own half brother and his uncle. Kim jongun said to be responsible for murdering his own family. We know his regime killed otto warmbier. Of that were certain. Warmbier, the American College student, jailed for stealing a propaganda poster and tortured. When reportered asked President Trump about the representation in north korea. He acknowledged the situation came up. Its a rough situation. We did discuss it today strongly. Its rough in a lot of places, by the way, not just there. Shep rough in a lot of places. President trump said he and kim jongun discussed the human rights issue at pretty good length. He went on to say, relatively speaking compared to denuclearization, all the murders and stuff, not so much. The president said well be doing something on it but he didnt elaborate. Gene cummings is with us. What do we know about the plight of his people . We dont know a whole lot because shep was our description generally speaking accurate . From what we know. We know from defectors what the conditions are over there. The number of defectors in the past year given the new restrictions on immigration and migration, that the Trump Administration has imposed, the number of recent defectors is downo two, literally two. Shep two people. Two people have gained access to the United States. The numbers are always low. Regard low. But those defectors that have come in have described the very kinds of conditions that your talking about and what you described was in a United Nations report in recent years. Yes, those are the conditions that people are enduring over there. Thats why so many human rights advocates wanted for the president to put that issue on the table in a more animated way than it appears to have been. Shep you mentioned theres a rhetorical carrot and stick action re yes. One of the things with the president , he has a tendency to soften up his target with tough rhetoric and then bring the person to the table with compliments. Its carrots and sticks. He did it with mexico where he was very hard on them and then tried to bring them into the nafta negotiations. Didnt work then. Well see if this works now. Shep this juxtaposition of the beating up of our friends and the hugging of our enemies physically is striking and feels historical. I wonder what the lens of hiill do to it all. All of this will be judged by history. Were probably not going to know at the end of the Trump Administration what kind of grade he willet in the history books. Much will depend on how north korea evolves after these talks, after any kind of agreement. You know, the same is true of the iraq war. We cant really measure it until we see what becomes of iraq. The same would be the cas here. It does feel historic. Its a different approach than weve seenn decades. Maybe a different approach is what was needed. Certainly that was the argument president obama made about cuba. Weve done it one way for 30 years. Why not try something. Shep of course ben rhodes went in to talk to castros next of kin 20ore president obama went in. Yes. Shep thanks so much. You bet. Shep i mentioned that the president didnt even give the South Koreans a heads up before pulling the plug on the joint military exercises that happen every year. So what effect might that have . After all, those are not provocative. Theyre security exercises. Ourilitary says theyre essential to security against attacks. Well talk to the people that say they could send the wrong signal to allies around the world. First a daylong standoff has ended in tragedy. Four Young Children are dead. Details from orlando next. I had a very minor fender bender tonight in an unreasonably narrow fast food drive thru lane. But what a powl life lesson. And dont worry i have everything handled. I already spoke to our allstate agent, and i know that weha aenforgive. Which is so smart on your guys part. Like fact that theyll just. Forgive you. Four weeks without the car. Okay, yup. Good night. With accident forgiveness your rates wont go up just because of an accident. Switching to allstate is worth it. Im lea gabelle with a f rept more of todays headlines. Police say a man that barricaded himself in an apartment in orlando for more than 20 hours killed himself and four children they say the mans girlfriend called the cops sunday night saying he had beaten her. When police went to the apartment, they say he shot at th and hurt one officer. Hes expected to survive. The kids range in age from 1 to 11. Meantime, a wild fire in colorado forcing a National Forest to shut down. Officials say they closed san juan National Forest southwest of Colorado Springs so another fire doesnt start. A fire burning mere by has forced more than 2,000 people to leigh their homes. No word on the cause. The washington capitacapitals team celebrated in the streets. They beat the Golden Knights on thursday for the stanley cup. Shep will be right back. The parentally took our , south korea, by surprise after he said they were going to stop conducting joint exercises for now. Its unclear. Theyre talking. When we know something, well let you know. A new round of tests is set to start coming up in august. We will be stopping the war games, which will save us a tremendous amount of money unless and until we see the future negotiation is not going along like it should. Well be saving a tremendous amount of money. Plus, i think its very provocative. Shep north korea calls the exercises provocative. So the president is moving towards the north korean language. Our military calls them defensive for defense against attack. South koreas defensive Ministry Said theres been no discussions about cancelling the drills or changing the drills in any way whatsoever fullstop the skesman for the u. S. Forces says theres been no updated guidance and troops will ntinue t prepare until the pentagon issues a new order. The preparations happened all year round. 300,000 troops, two militaries, joint exercises. As if there were an attack. Now minutes ago, the House Majority whip Steve Scalise says everything is dependent on kim jongun following steps. Now we go to tara maller. Thank you, first of all. Thanks for having me. Shep the first thing that happened is we learned from the parties about the discussion in singapore that the president told him yeah, the provocative war games are over. Meaning the defensive drill exercises wont happen anymore. We learned that he hadnt told the South Koreans. Then we knew that would get to washington. Then we knew people would have to start explaining, congress explaining, what it was that the president had done. Now Steve Scalise is apparently doing a Little Congress explaining. We really dont know, do we, what is about to happen . We dont know. Shep no one knows but the president. Its not that unusual in the Trump Administration. That you see officials scrambling after the fact. One of the troubling things related to the summit i want to praise the summit. The fact that it occurred, you have diplomacy in play, thats positive. But having said that, i think it was problematic that we dont have a true record of what transpired between thewo leaders, particularly shep we dont have any record of what happened. No record of what happened in the room, what was said, what was promised and what wasnt promised. In the discussions after, theres no official transcript ordiscovery. I just find that somewhat problematic. Not just from the shep seriously . Youre straightforward usually. I think i understand there are reasons you want to keep some discussions private. Be there needs to be a report even if its a summary. Part of the problem here is the language that was used is very imprecise in the documents that both sides signed. It was vague. Didnt even really meet the bar of previous negotiations. President trumps language isnt all that precise about stopping the war games, halting the war games. Theyre scheduled twice a year with other exercises in between. Im not saying that should be off the table. Having said that, the should behe North Koreans need to do x, y and z by this time frame and then well change around the drills. The pentagon was caught off guard and japanese and the South Koreans. I wouldnt be surprised if we see the president wa it back once everybody sees what happens and wt the North Koreans will do going forward. Shep as you mentioned, the process is different than it used to be. In the world youre discussing, President Trump could lay out some sort of vague ideas and mike pompeo could go in there and really get some diplomacy going and maybe make some progress, which would be the best thing im now itsp to mike pompeo. It is and the hard work of individuals behind the scenes at the state department in the intelligence community. All of these resources need to come into play in terms of laying out a structured timetable of phased negotiation. What id like to see here is something that lays out if we do x, that i follow with y and vice rsa over a period of time. Thats how you build confidence and trust. It doesnt matter to me what kim jongun said to trump in this meeting. It matters whether or not his actions align with that and we can verify that. Shep if not, blame canada. Just blame trudeau. Shep why not . Ku. Thank you. Shep a new round in the trade fight with canada, which is why i mentioned that. One of the president s adviser has apologized for the special place in hell thing. Details and reaction from north of the wall coming up. You might take something for your heart. Or joints. But do you take something for your brain. Shep President Trumps meeting with the dictator came after the president and his advisers trashed one of our closest allies over trade. Now one of those advisers that did the trashing is apologizing after he said this about the canadian Prime Minister, Justin Trudeau. Theres a special place in hell for any foreign leader that engages in bad faith diplomacy with donald trump and then tries to stab him in the back on the way out the door. Thats what bad faith Justin Trudeau did. Shep they didnt fire him. Today Peter Navarro said h mission was to send a signal of strength. Navarro says he messed up the message. I used language that was inappropriate. Basically lost the power of that message. I own that. That was my mistake. Those were my words. If i may quote the words of the great bear bryant, when you make a mistake, admit it. Learn from it. Dont repeat it. Shep a reporter asked trudeau if he accepted e apology. The canadian Prime Minister wouldnt comment. Trace gallagher with more on this insanity. Trace . Hi, shep. Yeah. The canadian Prime Minister walked away from the cameras. Before he left, he said he supports the president s efforts on north korea and looks forward of the details of the agreement. He said this. Watch. As iid im going to stay focused on supporting canadian infrastructure and jobs. Heaid personal feelings or comment are not important in diplomacy and the Canadian Foreign trade minister said when it comes to negotiating nafta, moments of drama are expected. The foreign minister said shes continuing to meet with hr u. S. Counterpart. Even after Peter Navarro made this statement, there was a collective shrug from canadian authorities. The only response saying the comment wasnt useful. Shep no word from the president at all on this no. T. He said Justin Trudeau learned from the mistake of criticizing him and it will cost canada a lot of money. Heres what the canadian pm said after the summit. I have made it very clear to the summit that is not something that we relish doing, but its something that we absol will do. Canadians are polite, were reasonable. We also will not be pushed around. Heres what the president said this morning regarding that comment. Watch again. I think that justin probably didnt know that air force one has about 20 televisions. I see the television as hes giving a News Conference on how he will not be pushed around by the United States. Push him around . We just shook hands. It was very friendly. A trump adviser said the president felt like trudeau was trying to weaken his hand before the kim jongun meeting. And there was another comment about the photo with the president and angela merkel. He said he was waiting on changes for a document. The president said it didnt look friendly but it was very friendly. Shep . Shep all right.
