Passionate about. Veterans care. Showed that shulkin was part of the failed leadership at the v. A. Why is he still a part of this administration . The secretary has done a good job on the things that have been approved upon at the v. A. Under his leadership. Were going to do everything we can to help veterans and something that the president has talked about and has director shulkin to take an aggressive approach and hes done that since becoming secretary. April . Jordan. Im sorry. Thanks. I want to ask about just to be clear, im sure there will be some sort of terrible comment how i was abusive to the press. Go ahead. Me in particular but [laughter] thanks, sarah. I wanted to ask you about elephant trophies. The u. S. Fish and Wildlife Service put out more guidelines on permits. This comes after the president had suspended previous guidance lifting the trophy ban. The president called the practice of collecting trophies a horror show. What does he think about this ban . The president s position on trophy hunting remains the same. The fish and wildlife response is an impact decision showing how the applications are reviewed. Does the president want them to further curtail that given his thoughts about the president has been clear what his position is. That has not changed. April. A few topics. This president was a businessman before he became a politician. Understanding business, if theres high turnover in a business, its considered a management issue at the top. What is the issue here . I dont believe there is one. I think thats why the first year of the administration has been so successful. As many people have outlined, weve accomplished a great deal of what the president campaigned on and set out to do. Weve only been here just over a year. So we certainly feel like theres not an issue but a great deal of success and a great story to tell by the president s first year. You have confidence in this administration you have a lot of people, 10, 13 people in top tier positions leave. I think the confidence should be in the president and the policies hes outlined and the agenda hes laid out. Thats what the American People voted for and thats what weve seen enacted over the first 1 1 2 years. Thats been a tremendous success. You know, we heard a tape of the president with billy bush. Now we hear about Stormy Daniels. Youre saying its not true. What should the American Public believe . What does the president want the American Public to believe after hearing that before the election . Now this. Its not its two different things. The president has denied the allegations. Weve addressed this. The American People were aware of this, voted for the president. I dont have anything more to add. John . Thank you. Two quick questions on two separate topics. Has any countries notified the administration of their intent to file complaints with the wto regarding the imposition of these steel and aluminum tariffs . Im not aware of any specific complaints. On the other question to ask you, Michael Cohen has indicated that he was not reimbursed by the Trump Organization or the Trump Campaign for the 130,000 that he paid to Stormy Daniels. At the same time, hes being reimbursed for his legal fees by the Trump Campaign. Theyve paid 214,000 in legal fees to a firm that is representing mr. Cohen. I dont want to get you in trouble with the hatch act, but do you happen to know why it is that the Trump Campaign is paying his legal fees . I dont. Id refer you to the campaign. Davis . You confirmed this trip to california and we has it taken so long for the president to visit california . I cant confirm the president does plan to make a trip to california next week. Why its taken so long, because hes been busy growing the economy, creating jobs, defeating isis, remaking the judiciary. Id be happy to name off other successes. Thats enough. Yes, i can confirm the president will be headed to california next week. Alex . Bouncing off the question on the hatch act. The white houses reasoning that Kellyanne Conway did not violate the hatch act when she said a candidate in alabama would be a vote against tax cuts, weak on crime, weak on borders, strong on raising taxes. How do you see that as not abdicating against a candidate . She didnt abdicate for or against the election of any candidate. She expressed the president s obvious position specific to policy that he have people in the house and senate that would support his agenda. I dont think it should be a secret to anybody that the president will want people both in the house and senate that are going to help push forward policies that he supports and push forward policies on his agenda. Kel kel kellyanns declined an invitation for the people of alabama to vote for that republican. Thanks, guys. She ignored the last question, thats Sarah Sanders wrapping up fairly short wife house briefing, about 25 minutes as far as briefing goes. Im Trace Gallagher for sasse. The white house saying the turnover in the white house is normal. Officials down playing the resignation of the president s chief economic adviser, gary cohn, right . Its just the latest big name to leave the west wing. Watch. This administration is had had a historic first year. Were going to continue to do great things. This is an intense place as every white house. Its not abnormal that you would have people come and go but were continuing to do great work, were continuing to focus on the president s agenda. Thats what were here to do. Word of cohns resignation after the president announced his planned tariffs on steel and aluminum, tariffs cohn opposed. The white house says his decision has been for a while. The dow started down. Now you can see there its down about 120 points. An lists say the drop was a reaction in part to cohns decision, maybe in part to the tariffs. John roberts is live inside the Briefing Room at the white house. Hello, john. Trace, good afternoon to you. Probably a little bit of both. Last year when it looked like cohn might leave over the charlottesville reaction here at the white house, the markets dropped. Today cohns departure may be an indication that the tariffs are on their way. The markets not feeling good about that. But earlier today, it was done more than 300 points. Sarah sanders saying the president has a number of ideas of people that can replace gary cohn as the chief economic adviser. The president tweeting well be making a decision soon on the position of the chief economic adviser. Many people wanting the job. Will choose wisely. Tariffs were at the center of cohns leaving. There was a meeting in the oval office that occurred after the president s press conference where the president was seeking assurance that everybody was on board with tariffs. Cohn who has never supported the idea was not able to give his support his stamp of approval to that. So that was described by several people at the white house as the straw that broke the camels back. There were several things that cohn was worried about. But he did get through tax reform and regulatory reform. Looking at the landscape ahead, looks like infrastructure wont go anywhere. The president s agenda for the remainder of 2018, rewriting the trade deals. Gary cohen doesnt think the trade deals doesnt think they should be free written. Hes a free trader and a globalist. Things can be tweaked around the edges. The president is looking at the wholesale rewriting of these agreements. Cohn got a good sendoff. Lets listen to a compilation of that. Hes been a terrific partner in working here on tax reform and other things. As you know, there was a lot of speculation after tax reform whether he would stay or not. Gary decided to move on. This is not about a palace coup. Gary, as you know, from all kinds of media, has been contemplating some sort of move for some little while. This is something that gary has been talking about for quite some time. One of the big goals he had coming into the administration was to help the president and lead the effort on historic tax cuts. We did that at the end of last year. And it appears as though gary cohn will be staying for several weeks until a new economic adviser transitions in. Were told he could come back in the administration. Hes been on the short list for a cabinet appointment if one comes open and hes open to come back if a cabinet position become available. Trace . You asked about the tariffs specifically. I did because the eu has been very clever in threatening the president with retallatory tariffs, things that could hurt him politically. I put that question to Sarah Sanders if he is willing to whether that political hit. The president is prepared to protect our country. That is the number 1 priority he has as president , to protect our economic and National Security interests. Thats what hes doing. Sarah Huckabee Sanders also said the president was looking at specific carveouts for canada, mexico and some others for National Security purposes. No details about that at this point, trace. The adult film star that claimed she had an affair with President Trump says the president and his lawyer tried aggressively to keep her quiet so he could win the election. Stormy daniels is trying to get rid of a nondisclosure agreement. She susits null and void because the president never signed it. Now back to john roberts. Youll remember a number of years ago, Stormy Daniels gave an interview in which she said yes, there was a sexual relationship between her and businessman, donald trump. Her and her attorney went down the road to say that those statements were false, yes, there was a sexual relationship between she and the president. When asked about it today, Sarah Sanders denied it all. Listen here. The president has denied these and made well clear none of these allegations are true. This case has been won in arbitrati arbitration. Anything beyond that i refer you to the outside counsel. Will the president talk about the cash payment this case has been won in arbitration. I refer you to outside counsel. Does he know about the payment ive addressed this as far as i can go. Did he know about the payment at the time . Not that im aware of. Anything beyond what ive given you, i would refer you to the outside counsel. The payment was the payment of 130,000 to Stormy Daniels. Stephanie clifford is her real name. In the closing weeks of the 2016 election campaign, michael cohn said that he made that payment in exchange for a nondisclosure agreement that was signed by clifford, signed by cliffords attorney and signed by michael cohn, notarized and she accepted the payment. Now shes trying to say the nondisclosure agreement is null and void because the president didnt sign it. The president according to michael cohn had no knowledge of this agreement. Michael labinetti, Stormy Daniels attorney said theres no way the president couldnt have known about it. Listen here. Theres no question the president knew about it at the time. The idea that an attorney would go off on his own without his clients knowledge and enter into this type of agreement is ludicrous. And on behalf of Stormy Daniels none disclosure, it was from assum sued unen for donald trump. Shes remained quiet because the nondisclosure provides for a Million Dollar penalty for every breach of it. If she were to say yes, this relationship is like this, she could get fined a Million Dollars on that agreement. A good incentive. John roberts, thank you. More on the turnover inside the administration after the break. The white house saying people come and go and that theres a line of people waiting to come. Smile dad. Trace now more on the latest staff shakeup at the white house and what we just heard at the briefing. Lets bring in a. B. Stoddard from real clear politics and the host of no labels radio on sirius xm. The white house says, no, no, this is all in the working process. He was going to do this for weeks. There was no individual incident. Boy, if timing is everything, the timing says that a lot of this had to do with the tariffs. Oh, absolutely. Weve heard accounts that gary cohn has opposed this for a very long time. Hes been arguing strenuously about the benefits of free trade, the harm and injurious effects of tariffs to the president. He thought he had held him obviously at bay over all of these months. After the tax reform package passed, the president was intent on doing this. The way it unfolded last week, it was very chaotic. It was kept a secret from gary cohn. Gary cohn was trying to bring stakeholders to the white house, industries that are end users of aluminum and steel that will have to lay off people or raise their praises, tax consumers. The president cancelled that. So you know, this is the white house says. Its an intense job. Nothing to see here. Qualified people coming in. A 40 turnover is exceptional and disruptive. Trace yeah, they say its a brain drain. Brain drains the white house. You just heard Sarah Sanders saying. The five preceding administrations, this is higher than them. Used to be these jobs were coveted because they led to lucrative jobs in the private sector. Now you have worries unless you get legally bankrupted in the process. Yeah, this is an undesirable place to work because of the high turnovers, because of the potential that youll be exposed in the Russian Investigation to conversations and therefore talking to the special counsel and will incur steep personal legal fees. This is not a place where people want to work if gary cohn is leaving, if h. R. Mcmaster, the National Security adviser is leaving if general kelly is leaving, if Rex Tillerson is leaving. This is not a place where people want to work if everybody is fleeing. I dont think he will pick matters. Hes the communications director. They have very capable spokespeople there and hogan gidley and raj and sarah are going to be fine with people asking questions and answering them. But people weighing in on National Security, that is worrisome. The best and most qualified are leaving. Trace what did you think of the Stormy Daniels brief something Sarah Sanders dismissed it quickly a couple different times. Its very interesting. For the first time today, we heard the president prevailed in an arbitration proceeding. We have not heard about it before. I just read on the internet that Stormy Daniels lawyer says yeah, he won the popular vote. Theres some discrepancy there. Its very interesting the way sarah Huckabee Sanders protects herself by answering and says things about the payment, not that im aware of. Also the way that Michael Cohen, the president s personal lawyer says i facilitated a payment. Obviously it looked on the surface of it that the president or then candidate wellknew it was a payment to quiet her. Trace a. B. Stoddard, great to see you. The United States versus california. The Trump Administration targeting the state over the socalled sanctuary laws accusing california of ignoring the constitution. Now the governor is striking back. Thats next. Trace well, the Trump Administration is suing the state of california over laws that offer protection to immigrants living in the u. S. Illegally. Theyre called sanctuary laws. Jeff sessions announced the lawsuit today in sacramento of an annual meeting of Law Enforcement organizations. He says the stay law undermines the federal law and violated the u. S. Constitution. California appears to me is using every power it has, powers it doesnt have to frustrate federal Law Enforcement. You can be sure im going to use every power i have to stop that. Were going to fight these irrational unfair, unconstitutional policies that have been imposed on you and your officers and on our federal officers. Trace california governor jerry brown, a democrat, referred to it as a political stunt. This was the scene outside the hotel where sessions spoke. Lets go live to claudia cowan. The lawsuit takes aim at three laws in particular here. Thats right, trace. Three newlyenacted laws that limit the ability of federal immigration authorities to do their jobs. Now, the main issue with states, the big law here, sp54, prohibits police from asking people about their immigration status and from participating federal enforcement rates. Another gives state officials power over detention facilities run by the department of Homeland Security and allowing the state to regulate the federal government and the third law offers protections of work place raids. It cannot be the policy of a great nation to reward those that unlawfully enter its country with legal status, social security, welfare, food stamps, work permits and so forth. Open borders is a radical irrational idea that cannot be accepted. The American People will not accept it. Sessions took aim at oaklands mayor for publicly rewarding illegals with imminent. Sessions said her acts endangered the lives of Law Enforcement to promote a radical open borders agenda. The white house has confirmed the white house is looking into whether mayor schaaf has violated any laws. Trace on the flip side, from california, their criticism was harsh. Theres no love lost between these two sides. California governor jerry brown calls the dojs lawsuit a political stunt. He and the state attorney general held a press conference right after Jeff Sessions finished here speaking at the State Capitol and they blasted the Trump Administration for failing to enact Immigration Reform and trying to punish california for refusing to cooperate with federal enforcement authorities. This is a very aggressive act on the part of the Trump Administration. Its not right, it wont stand and as i say, im sure this lawsuit has more longevity han the Trump Administration itself. Governor jerry brown is vowing to fight this lawsuit. The Justice Department is reportedly looking at other states that have enacted the sanctuary policies and could face legal action as well. Trace . Trace thanks, claudia. Some important primary races just wrapping up. Possibly kind of giving us a preview of the midterm election. Products they may target with tariffs after the president announced plans to tariff steel and aluminum products. Some items include harleydavidson motorcycles, levis jones and bourbon. The president said he could negotiate if theyre willing to ease the current tariffs on the United States. Hillary vaughn has more. What are democrats are saying . Some democrats are on board with the tariffs, but not everybody is sold. I talked with senator ron white, a democrat, who says he is waiting for more clarity on the proposals. Hes waiting until something is more set in stone. He thinks the president using the threat of tariffs to negotiate a favored nafta deal with u. S. Neighbors is misguided. He really doesnt understand the guts of the problem, which is overcapacity of steel in china. Part of what hes done in the last couple days suggests that somehow he thinks the target ought to be canada or europe or somebody else. The big challenge here is the overcapacity of steel from china. Senator joe manchin, who has been another dem in the president s corner over this, he says he thinks the president is on the right track with these negotiations. I think the president and his advisers will look at it. I know were concerned about canada and im sure theres adjustments that will be made accordingly. Theres no doubt about it. Manchin saying all you have to do is connect the dots to know that china is the big problem here, trace. Trace and republicans are also pushing back, right . Speaker paul ryan warming up to the idea of tariffs. But still calling for a targeted and surgical approach. Two key lawmakers that lead the charge on tax cuts are now leading the charge against tariffs. Senator orrin hatch and representative kevin brady. Hatch writing a letter to ask to reconsider and brady saying this morning that he thinks trumps approach is the problem here. Where were at in a lot of republicans in the house is, look, mr. President , go after the bad actors. Were with you. Protect the good ones because that protects our jobs. So were going to keep having that discussion with him. Not all republicans agree on this. I talked with senator shelby from alabama. He says if trump is playing the long game here and it works, he doesnt see a problem with this strategy. I dont know if its the wrong way to go. What is wrong or right is what works. Well see if it works. If it doesnt work, its the wrong way to go. Sometimes you have to get peoples attention. Were losing out in the trade war. Lets be honest. The question is, is it our fault or the trade fault or because countries are dumping steel and aluminum on this country to detriment of our own people . We need to figure this out. This is a good tart to start. Trace, theres a middle ground here. I talked to republicans and democrats today who agree that cheap chinese steel is a problem but how to handle the problem is the sticking point. Trace . Trace hillary, thank you. More democrats voting in the Texas Senate Race last night than any midterm primary in more than 20 years. Republican set a new midterm primary turnout record. Some conservatives have said theyre worried about the challenges from democrats in the traditionally read state, but analysts say they expect the gop to hang on to all statewide offices in november. Lets bring in our panel, christy setzer, the democratic strategist, the president and founder of new Heights Communications and the former press secretary for al gore. Evan siegfried held communications positions with the rudy guliani president ial committee. Welcome to you both. Christy, nobody is arguing that the democrats, the enthusiasm in texas was tremendous. But when youre talking about texas, you need a lot more enthusiasm to win in that state. Is that a Fair Assessment . A very Fair Assessment. A good night for democrats, a great night for democrats. But in texas, you need something more than a great night. You need a phenomenal night. It was not that. We saw more than 1 million democrats vote in the primaries. Thats phenomenal. But its not as good in terms of percentage as we saw in 2006, which is probably what well want to see in november. That was a disastrous year for republicans. A very good year for democrats. Trace and to underline her point there, look at the races. Ted cruz. Hes going to do very well in his race, right . Then you look at the races like jeb bushs son, george p. Bush did surprisingly well. Were you surprised at the turn outfor him . I wasnt. Hes done an incredibly good job as texas land commissioner. He can theoretically use that as a spring board to other offices if he should so choose. What i was surprised about is how bido orourke, cho is very popular in the progressive circles in texas and nationally at this point, he underperformed wendy davis four years ago. Wendy davis got 79 of the democratic vote. He underperformed at 61. 5 . When i saw that, i said whoa, wait a second. The challengers were no names were no real money. On the flip side, theres evidence of democratic enthuse a that should worry republicans. 67 of in terms of turnout for democrats, it was 67 of what republicans were. Ordinarily during midterm years like this, its about in the low to mid 40s. That is positive for democrats. At the same time, i was also surprised to see ted cruz immediately launch an attacked a against orourke. You dont do that if youre a campaign unless youre worried about its closer than it seems. Trace he makes a good point. Orourke, cruz came off him and saying this guy is going to come after your guns, going to open up the borders. The whole thing is, you have ted cruz going after him hard and orourke didnt perform as well as a lot of people thought. Yeah, it remains to be seen. On one hand he has way outfundraised cruz. On the other hand, that statewide nut is still a difficult one for democrats to crack in texas. What we saw that was disheartening, we had some interesting successes and firsts in the state in terms of diversity, a couple of districts in which we now know we will texas will send a latina woman to congress because it was heavily democratic district where a latina woman won. We know a Record Number of women came out who are running for offices, challenging firsttime candidates, not incumben incumbents. Thats exciting and what were seeing a cross the country. The enthusiasm is coming by and large from women democrats and some people of color to some extent. Trace might not just be one. Two latinas going in as congressional members of texas. So this is a big deal. Women did well in texas last night. There seems to be a little bit of movement in a very deep red state. Yes. What ive been seeing and this is nationally, that white suburban married women who we republicans use to give the house and the senate from 2010 on have started to move away from the Republican Party in 2017 and 2018. They helped to switch many races from the local to National Levels in all of the elections last year. The special elections and special elections this year. If we while weve never been able to capture the womens vote as the party, that is the one reliable area. If you flip that by a few points, the house of representatives and the majority we republicans have will be in jeopardy. At the same time, were seeing millennials, which is the second key group here, theyre the largest section and they dont identify with republicans. Normally they dont vote. In 2016, they didnt. Theyre showing signs of actually wanting to vote. 62 of millennials are looking forward to voting in the midterms in 2018. By comparison and they wont be voting for republicans. Trace thats the whole thing. Thats a problem there. The truth is, you dont need money in texas. What you need to have played for the dallas cowboys. If you played nor the cowboys, you have turnout. Collin alred did better than expected and didnt raise a bunch of money. Thats a surprise. Celebrity is helpful. When were talking nationally, all of the momentum is a pink wave, by which i mean women. You know, will it be enough in texas . I dont know. Things are looking good. Trace thats the montra, will it be enough in texas. Thank you both. Thank you. Trace and up next, mother natures 12 punch. The second storm in two weeks slamming parts of the northeast. David lee miller is in new york city. David lee . Trace, worth noting, this storm is nowhere near as bad as the one that hit the northeast just five days ago. Theres still nevertheless a number of people that are still suffering because of this storm. Forecasters predict up to 1 foot of snow could hit new york city area. Take a look at midtown manhattan. This is a shot of sixth avenue. You can see for yourself, although its snowing, partly turning to rain, you can see the black top. For the most part, the snow did not stick. The temperatures in midtown hovered just above freezing. Meanwhile, new york city was prepared more than 2,200 plows and salt spreaders were deplayed. Schools in the city did stay open and elsewhere, a different story. In philadelphia, schools today were closed and parts of pennsylvania and delaware. There were reports of lightning and thunder. A salt truck was overturned on the new jersey turnpike. In pennsylvania, commercial trucks are banned from a couple interstates. And in new york state, tractor trailers banned on parts of the throughway. Tens of thousands were without power in the northeast cordon. Repair crews were literally racing against the clock to get the work done before this storm hit. At this hour, were told 90,000 people in new york, pennsylvania and new jersey are now without power. In connecticut, the governor there said that state workers can leave worker live. In new york, the governors of new york and new jersey, i should say, have both declared states of emergency in order to make federal funds more accessible. Now, last weeks storm caused a significant amount of flooding, especially along coastal areas. The good news now, this storm is not causing as much flooding. And here you go. Heres what were looking at. Another 4 to 5 hours of snow around parts of new jersey and throughout new york, connecticut. We will definitely see some spots here, well over a foot of snow in manhattan. A lot of salt trucks did their job. Thats why its not stuck as much there. You get to the boroughs, and theres a lot of snow. Get ready, there will be snow if youre going home. The next couple hours, the storm warnings will be in effect. This is how it plays out.
