President obama today provided the Outgoing Pentagon chief when he announced the cabinet shakeup. Chuck hagel has been no ordinary secretary of defense. The first enlisted combat veteran to serve in t position. He understands our men and women like few others because he has stood where theyve stood here, been in the dirt and the mud, and thats established a special bond. The president said secretary hagel came to him last month about stepping down but that senior official tells us president obama lost confidence in the defense secretary as our nation faces new threats overseas. Analysts point out that when the president nominated secretary hagel two years ago the pentagons main foal was to wind down wars in afghanistan and iraq, and now theres a whole new war ramping up against the Islamic State terror group. Just today police in baghdad say a car bomb blew up at a market. Nine people died. Officials there blame near daily bombings in iraqs capitol on the Islamic State and other extremists. At the same time, iraqi troops report taking two neighboring towns in eastern iraq back from the Islamic State terrorists. That say the battles are still raging outside the towns. Not just the pentagons change and focus that led to hagel leaving his post. According to the same senior official, there is politics at play here. Secretary hagel will be the first cabinet member to leave since republicans took control of the congress in the midterm elections. The source tells fox news, and aquote, the president felt he had to fire somebody. Jennifer griffin is live at the pentagon. Well, shep, according to hill sources, the defense secretary went to the president in october when the first news reports began to appear suggesting the president was considering shaking up his National Security team after the midterm elections. Hagel will stay on as defense secretary until a replacement is confirmed. Today he hosted this honor corps and at the pentagon after the president made the announcement in august hagel got ahead of the white house on another key policy issue, how to deal with isis. This is beyond anything that we have seen. So, we must prepare for everything, and the only way you do that is you take a cold, steely hard look at it, and get ready. That was back in august when the president was determining what the strategy against isis would be. Now the question is, will the president choose a wartime defense secretary or a budget cutter, shep. All of this aside, to those who have been paying any attention, its clear this is not the first time it seems that secretary hagel was not on solid ground here. If i said that, it meant to say that i obviously his position on containment we dont have a position on containment. That was the first of many misstatements by the secretary of defense. He was talking about iran policy at that point. Its notable that he white house decided to accept hagels resignation today, a day when the news would normally be about the failure of u. S. Diplomats to reach a deal with iran over the nuclear program. The president held a press conference to announce hagel was stepping down at exactly the same time the secretary of state was speaking at a press conference in vienna explain lying they had not reached a deal with iran, forcing negotiators to extend the deadline until next year. We are definitely succeeding. Were definitely making progress, and i you propertied roughs, the Iraqi Security forces are pushing out past baghdad and into anbar and taking background. Theyre fighting very, very hard, in the north Kurdish Forces have retain a lot of areas. Nobody is cleareyed about the challenges and how long this will take. Police responded with Armored Vehicles and tear gas and were accused of making matters worse, not better. Video captured some of the cops using aggressive tactics, including pointing a rifle at protesters making threats. There was some protests last night for that matter, in a town very nearby, the town of shaw. No reported arrests. Leading to all of this, missouris governor has called in the national guard. The governor says officials will not tolerate any violence. Everybody from the president on down has called for calm. Once the announcement does come. Theres also no school today for many students around ferguson, missouri, officials made that move last week anticipating a decision and anything that might follow in addition, the fbi has sent some 100 agents in and the feds have sent out a notice to expect possible violence in the wake of this decision. So its not as if somebody is just saying, oh, we expect them to riot. Its as if the feds, the federal government, and others have said, we have reason to believe there may be violence. Steve, the grand juriors have a range of option. More than one key decision. Nine out of twelve jurors have to decide whether or not theres enough reasonable evidence to indict officer wilson on a crime. They also have to determine what the crime is, and the range can be anywhere from first degree murder down to involuntary manslaughter, and the range of punishment for those crimes is wide also. Anywhere from life in prison to four years. So, really two or three hours away from now we could get the news with the important and multiple decision the grand jury. You were there over the summer, and it was a tense thing. What is your sense of the mood there now . You been there a week now. We have been for a week. The grand jury operates in secret so really its been hard to tell when theyre going to come out and announce. The people still digging out from an historic snowfall last week have a whole new headache, as predicted, flooding. Coming after a drastic temperature change in western new york state. Last week a snowstorm swept through areas in and around buffalo, some spots got seven feet of snow. Nearly a years worth for that region in a day or two. They dont want people trying to make things better, making things worse by screwing up the sewer system. National guard clearing the drains to make sure the runoff goes there and not into the street. You can see a roof collapsed, where the roof collapsed. Even a greater concern now because the rain will make the snow heavier on top of the houses, and new yorks governor is warning residents if they hear any kind of creeking on their roofs, and groaning inside the home, gut outside and call 911 immediately. Reporter the weather has gotten worse in the last couple of hours put the situation is better here, at least in the creek. 90 minutes ago the water was up to the bottom of the bridge and was just full of ice, chunks of ice and snow and debris. You seek the waterline on the far bank there its dropped several feet and just the last couple of hours now because the ice jam broke up and everything started moving down the creek. Which is great news because a lot of people in the neighborhood were very concerned about flooding in their homes and in fact the governor says things could still get worse before they get better. The aftermath is going to be dealing with the financial ramifications of the flood, and the damage. From a local town perspective, many of them spent their entire budget on snow removal in the past week. And the winter hasnt even really started. Theyre trying to reach an agreement, and theyre obviously realizing theyre up against a clock with their cop city students, the senate come income on the u. S. Side and hardliners on the iranian side. There are two things that could be the case. One is that the iranians are basically slow rolling the west ask the other there are technical issues to the amount of our rainum and uranium and number of centrifuges. We have seen the iranian slow roll the west on a number of issues over the decades. The ice possible but cynics dont think so. Youre exactly right. Its very prudent to be skeptical here, and thats why only a deal that would be fully verifiable. We shouldnt be to expedient to get a deal to provide a context of an agreement without that verification. Beyond inspections, continuing and ongoing, and impartial and the rest, what other sorts of things are necessary here so we can make sure iran is doing what its supposed to be doing . They cant have enough uranium to build a bomb. The sunset clause in the deal is a tenyear horizon, so even the deal were negotiating right now has a tenyear horizon. What happens next . The other thing is really their able to break out, to convert what they say is civilian Nuclear Power production, into a bombmaking capable. There is any stopping them . Plenty of bluster would say were not going to let you have but how do we stop them if they want it . Well, i think it is an equation where you need a certain you do need a certain amount of this enrichmond enriched our uranium to make a bod. They said theyre not going to sid idly by and let this happen. At the end of the day they have proven they will do things in secret. Theyve been preventing prevente iaea from observing and investigating. So its been difficult but it will basically a sea change, and thats were working on that ten to 20 percent chance of creating a deal.
