Governors very shortly, and i will then be authorizing each individual governor of each individual state to implement a reopening, and a very powerful reopening plan, of their state at a time and in a manner as most appropriate. It probably would be a rolling entry into it, with some states actually doing nothing different because they are still in a really difficult situation, and he would not want to relax any of the physical separation guidelines. First of all, the president is burning up the phones today talking with a number of members of his new Great American economic revival Industry Groups advisory board. The president yesterday in the rose garden announcing some 220 members, Industry Leaders and others who would be advising him on when, where, and how he could reopen the economy on the agenda for today, because with leaders in business, banking, retail, sports, transportation, construction, and more. They are the names that i think the best and the smartest, the brightest, and they are going to give us some ideas. Thursday, the president will speak with all 50 of the nations governors about where they are with the possibility of reopening and how soon they may be able to do it. After getting a lot of blowback from his statement that, as president , he has absolute authority over reopening the economy, the president dolling it back saying the white house will issue guidelines and the governors can put together their own plans to restart. What we were talking about back at the beginning, in an early draft of the plan here that was originally carried in the Washington Post but that fox news has confirmed, the centers for Disease Control and fema have come up with some guidelines which will go into the bigger plan of what to do about reopening america. Among the things that these guidelines from the cdc and fema recommend is coming out of mitigation in a controlled way with robust Monitoring Systems in place to continue cases and outbreaks, that leaders at all levels will need to prepare communities for returning to stricter mitigation measures for brief periods, as needed to continue. The cdc also recommends deploying Community Protection teams in various urban areas, training new Public Health response or is don responders, and we saw ts during the current pandemic. Early release for medical students, physician assistants, nursing students, and dental students who are just about to finish their schooling so that it will add to the pool of medical professionals that are out there. The president said he will very soon be making an announcement about these guidelines. The president saying that this soft deadline of may the first may actually be able to be implemented prior to that. By some areas of the country not as hard hit as others. That areas like new york city, harris, who knows when they maybe able to start relaxing the guidelines because situation is so bad. I thought it was a little bit of a backhanded comment about fauci. But clearly its a sensitive issue. Still, across the country, testing is a problem. Now you want to make sure you get in place the diagnostic testing. See who has currently got the virus. You want to get the serology and Antibody Testing in place so you know who had the virus, in order to reopen the country. They could do a lot in the next two weeks. The answer is really that state governments and police have broad latitude in a Public Health emergency. They can issue executive orders, they can issue quarantine orders. But the issue becomes when that is balance that with constitutional rights. The argument here, specifically with those checkpoints, those are sort of creating the most problems. Whether they infringe on constitutional rights, whether they discriminate against outoftowners, outofstaters, those license plates, and here is heres the legal test. And the acknowledgment is that for weeks inside your home is incredibly taxing on these people, and yet for this all to work there is all of these symbiotic factors that really come into play so we continue to protect those who may be exposed and may die from this. They claim that michiganders are prohibited from driving to their vacation homes in the state, but outofstate people may drive to the michigan cottages. Well, it looks like the governor decided she wasnt going to pose this. She was going to say she respected peoples right to come out and protest. So far she has remained silent and shes letting the protest so far, anyway, we see it take place unobstructed. We arent hearing too much from the organizers as far as what they are saying since it got started. But they have posted cleared guidelines ahead of time the people were supposed to stay in their cars. Making that determination of how they best protect american lives, but also american livelihoods. Its a very tough balancing act. I think the president is very smart to work with the nations governors and provide states some flexibility. What works in new york may not be what is best in arkansas. I think allowing governors to have some flexibility, working with them in determining whats best in each state, is going to be important moving forward. Harris why do you think we went down the road of the president and a few of the governors, both coasts, west and east, trying to figure out who had the Actual Authority . Look, because this is an unprecedented situation. This is a complicated process. At the end of the day, everybody is trying to do the best they can to make sure, again, that they are protecting life and protecting american jobs. This is a tough balancing act. I think there has to be a lot of cooperation. I think thats one of the reasons that people like myself and many others across the country are so disappointed in the liberal media that are attacking the president and trying to tear him down, when he is doing everything within his power to make sure hes making the best decisions for the country. And hes done a great job in working with our countrys governors to help provide them with the resources they need to make the best decisions they can for their states. This isnt a time to be attacking the president , this is a time when need be praying for and supporting both our president , are governors, and our nurses and doctors doing all they can to protect us. You got the Coronavirus Task force and the president has given us unprecedented access to him in that task force every afternoon around 5 00 or so eastern. And then you have this other advisory group, which now has dozens and dozens and dozens of people. Might there have been any sort of effort, do you think it would have been worth it, to stream like that a little bit . Look, i think theyre trying to take in as much information as possible. There are a lot of different stakeholders that are going to be impacted by the decision, either to reopen or to delay opening government. They have to determine what is most essential, how that process is going to work, how we protect the most vulnerable in our society, how they stays in some of that reopening. I dont think its a bad thing to have information from as many people as possible. The president look, ive watched this many, many times. He is masterful at taking in a tremendous amount of information from a number of different places and making a decision based on that information. Thats what makes them a good executive, thats what makes him a good president. That he has the ability to take in so much information and make a decision and move forward on it. I think its a good thing that hes taking the input from a number of different Industry Leaders, and some, frankly, that havent been supportive of the president. He is still bringing them into the conversation making sure that their opinions and their voices are represented so he can make the best decision possible for the country. For the president to have given so much access, it has been a battle at times with media members who are socially distance in front of him. Im wondering, Ari Fleischer said this yesterday.
