We are getting in towards that time. When storm is up there, a good chance they will strengthen. Thats what weve seen with the storm as it moves across this North Eastern caribbean. Its an area that is notoriously hostile for storms. Meaning, they dont develop that well. The storm has continued to strengthen and develop. One of the things that it has done is the center of the storm kind of keeps on getting displaced and going toward the north east of where it was. That means its really spared what we thought could be the worst in puerto rico but it has put the British Virgin islands, st. Croix, and still vieques is the path of this. You see very heavy rain and wind, well see some flooding in puerto rico. But the bigger storm is really potentially impacting mainland usa. Sometime this weekend. Think about the impacts along the beach areas for the last unofficial weekend of the summer. So we will have problems all along the beaches. Thats anywhere from potentially the outer banks of North Carolina all the way down through florida. This is our general pattern in the summer. We have the storms that move across kind of down toward the equator, just to the north of it. Then theres this really strong ridge of High Pressure thats always here. It doesnt allow the storms to pull off towards the north, generally speaking. What ends up happening after that as we are going to start to see we dont know exactly, does it move off a little toward the north or doesnt move to the west . When we look at our computer models here, you can see some of these turn and some go straight. We could be talking about the storm coming across florida over the weekend, moving back into the gulf and having maybe a little bit more restrengthening and then impacting places, say, from louisiana toward the panhandle of florida. We also see some of these poll a little off toward the north here and make some sort of impact across the carolinas. My point is we dont really know yet what is going to happen. The direction of the storm or the intensity. The official intensity at the National HurricaneCenter Brings it up to a category 3. The last couple years we have seen those rapidly intensifying storms, conditions are pretty ripe here in the bahamas. Youre definitely going to seek some sort of storm here. Thats the best guess at this point. Thats five days from now. Certainly a lot will change. Shannon, the moral of the story come if you are from florida up towards the carolinas, be watching this and be starting to make some plans, paying attention to what happens. As we track the storm, new fallout over the Trump Administrations plan to shift we are told, at least 155 million from the Fema Disaster Relief Fund to immigration enforcement. Some democrats slamming the move, including nancy pelosi, who says stealing from appropriated funds is always is always unacceptable, but to pick the pockets of Disaster Relief funding in order to fund an appalling, inhumane family incarceration plan is staggering. To do so on the eve of Hurricane Season is stunningly reckless. In 2014, thenpresident obama did the same thing, diverting 270 Million Dollars in disaster aid to do with the problem at the border. With the storm threatening puerto rico, the timing is opportune for people who want to make a of this. The dha informed Congress Almost 30 days ago that it planned on reprogramming that money, that the 30 day period runs out this weekend so its likely this could happen soon after that. Heres what dhs is planning to do. Reprogram 116 million for single adult detention beds on the southern border, and reprogram 155 million for temporary immigration hearing facilities on the southwest border. This has to deal with the migrant protection protocol, where people have to wait in mexico while their cases are adjudicated. The total is 270 million as they look to reprogram, and 155 million of that will come from the Fema Disaster Relief Fund. In a statement, dhs making the case for reprogramming, saying i. C. E. Has already had to increase the number of detention beds above what congress funded, without additional funding for single adult detention beds and transportation from the u. S. Border patrol, the i. C. E. Detention facilities, i. C. E. Will not be able to support the influx of migrants from customs and Border Protection apprehension. Money is moved around or reprogrammed within or across to part with all the time. For example, in august of 2014, responding to the Central American migrant crisis, the obama administration, in the height of Hurricane Season, notified congress that dhs was reprogramming a total of 405 billion, including 267. 6 million from the Fema Disaster Relief Fund. Additionally, 31. 5 million from the u. S. Coast guard maintenance projects was being reprogrammed. That money was used in part to house and feed detained migrant children. Democrats did not raise any widespread rejections to the proposal back then, but President Trumps proposal to do exactly the same thing has been met with howls of outrage, particularly as this new storm heads toward puerto rico. In a statement, Senate Minority leader Chuck Schumer saying taking these critical funds from Disaster Preparedness and Recovery Efforts threatens lives and weakens the governments availability to help with naturl disasters. They did this to meet the peoples priority. Officials say the money being transferred from this Disaster Relief fund is administrative and not money that could go into recovery or preparedness effort efforts. Listen to hogan gidley here. They know this money isnt being diverted from anything that can be used for Recovery Efforts or preparedness efforts. They know that. So this is a flat out lie. What all of this boils down to, whether or not its the president s argument for detaining Illegal Migrants while their cases are adjudicated, or the democrats proposal to release them into the United States. Dhs complains that when they release single individuals or families into the United States while there are asylum cases are in or immigration cases, many of the invention and dont show back up in court. So many of them were being released. Everybody wanted to solve that problem. That problem in 2014 is five times smaller than the problem on the border today. So these funds are important. What you said in your report, we showed in the report, they are buying adult detention beds and funding the facilities. Both of those are important features of us getting out of the biggest problem we have on the border in decades. Shannon okay, so, with all of this as a backdrop and you say the numbers are exponentially worse at the border. We know that congress i think it was 4. 6 billion. The past that for you mentoring it at the border, but they did not want any of that money. This could be more detention beds. Do you talk about this, john talked about the number of families and people that have to be released. For critics to look at this and say democrats are complaining about something president obama did, they will argue that essentially the democrats plan amounts open borders. If all you can do is release people into the u. S. , how does that solve the problem . Thats exactly right. You have to have a detention spot for people to have their hearing. They have to be detained until they can be removed. If you dont do that, you effectively have an open border. People come to the custody of the border patrol, they will be booked and, really set the border, and many of them will never go to their asylum claim hearing with their immigration hearing. Holding the line for single adults is important. The migrant protection protocol also gives the department an important feature where people can wait for their hearing in mexico. That will eventually reduce the need for detention in the United States, but that program was designed in the last several months. This budget was developed and submitted by the president in february of 2018. So lots of changes to the dynamics of the border. Not only the surge, but the capabilities that the department has. Shannon quickly, the other side will argue that with the administration is doing, a number of their asylum plans and immigration plans are tied up in court right now. And thats a process. The bill are to argue these conditions are not good. They are not good for kids, there is lasting damage. They are the adults, either. That its preferable and more humane to let people go rather than keep them in facilities that are not, by their claims, sanitary. They are not safe, they are not comfortable. The detention space that ice operates, both for families and single adults, has very high standards. But it needs to be funded. Its not inexpensive. There has to be an allocation toward that capability so that we can have a secure border and have an immigration system that has integrity. That doesnt allow people to show up at the border and then claim that they need asylum, and be just release them. This capability needs to be funded appropriate way. New hampshire is stronger for him and i think when he talks about these things, that is somewhat telegraphing that he is thinking South Carolina is really where hes going to plant the flag and hopefully clear out some of the remaining field. So when i look at that, about why its surfacing today, look at it through just a solely political lens, that is my snapshot response to it. Is he going to try and leverage that point . He does much better with these voting blocks than, say, either of those senators seem to do. Which is why i make the point about South Carolina with a little bit of a firewall. I think theres a difference between sanders and warren. Senator warren is still at the tail end of an introductory exercise, and she still has room to grow. I dont really know that anyone is going to wake up tomorrow and be a sanders supporter. I think he kind of walked into this with what he is going to have and thats what his numbers have been relatively stable with even a little bit of air coming out of the tire. Senator warren has some of the same kind of challenges, but i think shes being more intentional about going at it. I also think hes benefiting by going to places like mississippi and places like that. So when minority folks in South Carolina and some of the other early states see her reaching out and prioritizing retail politics with minorities, that resonates. Especially when they look at it through the lens of South Carolina. Good afternoon, rick. Its been hot and sunny here over the last couple days, but in the last hour or so, condition started turning for the worse. Have storm clouds rolling in. We have light rain falling and the wind is picking up just a little bit. We do expect things to get a whole lot worse throughout this afternoon and into this evening. Originally, the storm is forecast pass to the west side of this island. Basically, just skirting the edge of it. Now it shifted all the way over to the east where they are saying that dorian could come right over the top of san juan, basically. As a very strong Tropical Storm, or perhaps a category 1 hurricane, before it makes its way back out of the atlantic. 3 Million People live here on this u. S. Territory, and they went through a really tough time in september of 2017, right after irma hit, then maria hit. Maria was a category 4 and it did significant damage. Blamed for a lot of deaths. Knock out the power grid. People still lose their power and basic rainstorms. So there could be some significant Power Outages after the storm blows through. Some 30,000 people still have blue tarps on their roofs. That could be real problem for them, as well. The storm, the good news is its moving much faster. 13 miles an hour, and should only be over the island for a few hours. But they did close schools. The open shelters. San juan itself has pretty much shut down. Most of the businesses are closed. A lot of hurricane shutters have been down, and the airport was virtually shut down with dozens of flights in and out canceled today, shannon. So they are prepared here, they say. They are ready for the worst of it. It wont be as bad as maria but it could still cause significant issues here in san juan and across puerto rico. Shannon record, you have talked about how the next tarps are still there. People are very much in recovery mode. What is the sense among those folk . Breathing a sigh of relief come are still very worried connect because this is still very new and raw for them, even a couple years out. I think a lot of nerves are raw and a lot of people were deeply affected by maria. They still have not fully recovered. So there are deep concerns about what the storm might do to those folks. Again, because it is not as significant a storm, its not as big and powerful and it is moving very quickly, i think they are cautiously optimistic, thats probably the best way to put it. Shannon how concerned are you about that report regarding north korea and their potential sub capability for launching a nuke . Im really concerned by all of north koreas aggressions. We have seen a wide range of it over the last several years. What has happened in recent months, north korea has picked up some of its smallerrange capabilities, and thats why the response hasnt been the same. As weve seen previously, with longerrange missile testing. More direct threats. Exceptional threats to the United States specifically. This particular report is with regards to an asset that can be used at a longer range. As north korea continues its activities, i think the United States should respond by heightening our concern with regard to our conversations with north korea. And hopefully north koreas interest in getting sanctions relief and pursuing a better direction for their country, that this is part of the conversation. That they seize these activities. Shannon President Trump talks about the relationship he has with chairman kevin, that is positive, that they are communicating back and forth , and other things maybe he should be tough on him. But he seems to have a strategy. It comes as also theres this conversation coming out of the g7 this week, that the president would sit down with iranian leaders. Possibly president rouhani. Rouhani saying, drop all the sanctions and we are there. What you make of the back and forth with iran . Its a nonstarter as far as we should be concerned. With iran demanding that we remove our sanctions and actually they are demanding that we remove all of our sanctions. I dont believe we should be removing any of our sanctions. As a precondition, to be having a conversation with rouhani. We are not equals with iran. The United States is of the greatest country in the entire world. For whatever reason, the last administration exchanged hands of the negotiating table and chose positions of weakness for no good reason, that doesnt mean the same administration should be playing the same tired playbook that we saw previously not work with what resulted in a fatally Flawed Iran Nuclear Deal for what was in it and what wasnt in it. The president was right for withdrawing from the iran nuclear deal. There are genuine important serious concerns with regard to sunset provisions, verification regime, nonnuclear activity. The iranian economy is suffering greatly because the sanctions are working. Thats why rouhani wants to come to the table. He is in no position to be dictating that we remove all our sanctions in order to have a conversation. That should be a nonstarter. Shannon the president has been talking over the last several days about the economy in china. He says having their worst year in decades. Hes hoping that will move them forward on trade talks. What is your position there, with how tough we should get with tariffs . Less, more . The longer this goes on, it eventually gets to the point where both countries and other countries start suffering. Whats happening right now is that, for china, known for having an infinite amount of patients, i believe they have overextended themselves all throughout the entire world. That they do not predict their economy would be as adversely impacted as it has been as a result of these tariffs and other reasons. And that china, in what is really in the best interest of their nation, should be willing to cut a deal. There are clear, easy solutions for china to be able to make concessions where china can continue to pursue economic strength. They can continue to pursue Economic Freedom as a nation, but change that trade balance with the United States where we have a fair deal. The president has shown a willingness to do what other president s and other politicians have not been in the past. Hopefully it reaps positive benefits sooner rather than later. It is forcing half our kids to fail no matter how well they actually do. The alternative is straight forward, right . We use performance assessments in the same way that we do in medical licensing, in law like the bar exam, where if all kids thrive and get a perfect score, thats what they get. If nobody passes, nobody does. And, you know, if we shift to that, away from this nonsense bell curve view of talent, i think what were going to see is our youth are far more successful and talented than were being led to believe. In university, if theres too many qualified kids, we can just put them in a lottery. Shannon this is something thats been litigated so many times. This issue of looking at factors other than straight testing data. Race, quotas. No ones ever been able to finesse it and to come to the perfect formula it seems like here. But what we do know about this, students will actually be able to see some of the information thats being included in their admissions scores. Things about their neighborhood, the school they went to, those kinds of things. Do you think its helpful that families and students will have access to say, i know what the admission counselor is looking at when it comes to my case . Yeah. Look, everyone having access to the information is always better than not. But the real problem is what kind of information is it, right . Even though we say, okay, we dont have a single score for adversity, we now have many different scores. You take something like, i grew up in rural america.
