Just ruled incredibly that he doesnt want people staying in mexico. Figure that one out. You have a Democratic Congress that is obstructing. He talked about obstruction, the greatest obstruction anyone has ever seen. Harris a lot of questions shouted they are. We will lean now on chief White House Correspondent john roberts to bring us the news. John . Harris, good afternoon to you. A lot of talk in recent days at the white house is considering starting a new policy regarding family separation. At the end of that press availability with the president of egypt, elsisi, and the chaos of the white house staff tried to shoo the press out of the oval office, the president address that and said hes not going to do that. Listen here. We are not looking to do that, no. We are not looking to do that. Thank you very much. But it does it brings a lot more people to the border. When you dont do it, it brings a lot more people to the border. We are not looking to do it. President obama we change the law. The president they are saying that president obama separated families. He stopped it, although the zerotolerance policy did reinitiate it, but the president said, not looking to do it. What they are considering is the socalled binary choice, which is agreed to in a joint court filing by the department of justice and the aclu last july. It would give parents who are being detained a choice of whether or not to have their child stay with them in detention or at the end of 20 days voluntarily separate from their child and allow their child to go stay with either a relative in the United States or a licensed program in the United States. This is the court filing right here. It would have given parents the choice of doing that. In terms of dhs, when Kirstjen Nielsen leaves at the close of business tomorrow there is going to be a lot more people who were on their way out the door with her. They will likely lead. Democrats mean time the primitive the man on the light dont migrate. Kevin mcaleenan saying in a letter from the Homeland Security chairman, the president shall, though the law does not allow mcaleenan to step into a job. Saying, the law of succession is clear. The management shall serve as the acting secretary if the others are unavailable. The current undersecretary is clear grady, who is also serving as the acting deputy secretary. So its pretty clear that she is going to be have to be removed from her position in order for mcaleenan to take over. Of course, all the political appointees serve for the pleasure of the president. They know but theyre getting into and these take these jobs. It grady has all the number of positions across the government, the department of defense, the coast guard. She received a rank award in 2010. I assume that she will have no problem finding another job. Another big change at dhs, the u. S. Secret Service Director, randolph tex alles, is leaving at the end of april. He will be replaced by james murray, currently the head of protective operations. The u. S. Secret service staff, im told, were shocked to hear that alles is leaving. He came over from customs and Border Protection a couple years ago. Marie has been with the service for 20 years. Alles was seen as something of an outsider, which is what the president was looking for when he was appointing him. Murray has moved through the ranks. Rumors of lumbar changes. Stephen milligan of the chief to mystic quality advisor who was given he wants to restructure management throughout dhs to take a tougher stance on immigration. Reports that Lee Francis Cissna may be mexico, along with senator Charles Grassley of iowa wearing the white house not to make any more changes at dhs. Im concentrating on those, trying to save a good intellectual basis for his immigration policy. Talking there again about the head of the United States customs sorry, citizenship and immigration service, as well as the policy. The policy deputy. Grassley says that by making any of these changes, the president is pulling the rug out from underneath the people who are trying to support them. Harris . Harris im curious to know what the white house says, from the criticism that comes at this point, that you are looking at some open position the food chain. What is the response . The president is doing what he thinks is best for the nation, and im sure that he appreciates the difference of opinion whether it be without the white house or in congress. But the president is going to do with the president wants to do. You should know that by now, Harris Harris john roberts, thank you very much. Coming up in a few short minutes i will be talking with the public and cant spend my rogers about this. He is Ranking Member of Homeland Security, enable get his use and expertise. Keep watching for that. He fox news alert as per attorney general william barr is testifying on capitol hill. That happened earlier today. For the First Time Since the Mueller Report was completed. He says he will release the report, redacted, along four areas, within a week. The issue is how much of that congress will see. Democrats are demanding a full unredacted report, and the underlying evidence. But barr says there are and will be redactions of that the special counsel is working with the doj on providing colorcoated explanations for. Watch. We will cover code the excisions from the report and provide explanatory notes describing the basis for each reaction. Within a week. , i will be in a position to release the report to the public. Harris Catherine Herridge with the news from capitol hill. Catherine . Thank you, harris. Democrats use what normally would be a routine Budget Hearing to press the attorney general on the status of the Mueller Report. We got a much better idea of the timing, within a week, and what it would look like with this colorcoded system for material that is redacted. And the attorney general emphasized that the redactions are based on the laws and regulations. Grand jury material, classified information, also sources and methods, ongoing investigation, and respecting and preserving the privacy of individuals who are not charged. The attorney general also emphasized that his 4page letter to congress was not his summary. It was a bottomline principal conclusion. Listen. My march 24th letter was meant to state to the bottom line conclusions of the report, not summarize the reports. I tried to use as much of the special counsels own language as i could. The attorney general was here on capitol hill for about two hours today. He took a number of questions not only on the Mueller Report but also on immigration and the Affordable Care act, specifically democrats wanted to know about his decisionmaking on this issue of obstruction and the questions over whether the president was correct to tell the public that he was exonerated by the Mueller Report. Listen to this exchange. Can you elaborate on what is meant by does not exonerate the president . That the statement made by the special counsel. I report it as one of his bottom line conclusions. Im not in a position to discuss that further until the report is all out. There are some other headlines during the hearing this morning, harris, and they have to do with the review the attorney generals doing of the genesis or the beginning of the fbi counterintelligence investigation in 2016, and whether that was executed in accordance with the law. We also got a timeline on the inspector generals findings into allegations of fisa abuse. Abuse of the surveillance warrant system to obtain a warrant for Trump Campaign aid. Once again, heres the attorney general. I am reviewing the conduct of the investigation, trying to get my arms around all the aspects of the counterintelligence investigation that was conducted during the summer of 2016. I havent seen the referrals yet from congressman nunes, but obviously if there is a predicate for an investigation it will be conducted. We have a second round of questioning tomorrow, harris. The attorney general will be back on the hill for another Budget Hearing. This time, on the senate side. Harris catherine, thank you very much. Thanks for all that information. Its great for my next conversation. The democratic member of the house panel that questioned attorney general barr today, commerce men Matt Cartwright of pennsylvania. Thank you for being on the program. Its a pleasure, harris. How are you doing . Harris fantastic. I want to start with with his hearing was originally supposed to be about. At 30 billion fiscal year budget for 2020 and a close look at that. What percentage would you say focused on that versus the Mueller Report . Not very much. I will say this, harris. We are up to with these hearings im on the House Appropriations subcommittee that funds the entire Justice Department. Really, they describe the Appropriations Committee this way in the house we have republicans, we have democrats, and then we have appropriators. We have to get along. We have to come together on a budget that funds the government, and that includes the budget that funds the entire Justice Department. We got the request, we have questions not only about specific line items in the request, harris, but also its our job to conduct oversight to find out how is the Justice Department spending taxpayer money . If we dont ask those questions, we are not performing our constitutional responsibility. Harris i watched a lot of this this morning, and the backandforth you had with attorney general barr was a little chippy. You were upset because the doj is looking into the process of saving to find out the constitutionality of obamacare. With the attorney general said and i want to quote him now we will follow this on the basis of law. So they will look and see what happens. And he said, what happened if obamacare is ruled unconstitutional and people lose the health care . He went back and forth on that issue. But you had congressman you had nita lowey and others spending time on mueller. At a hearing like this, every before the report comes out, what that serves not the health care person, but the mueller portion. Those are fair questions, as usual come from you. Harris well, thank you. I will say this ive been looking for to talking with the attorney general general. I followed his confirmation hearing. I liked a lot of his answers in his confirmation. Member, this is a man who doesnt need this on his resume. Hes already got there. He didnt have to come back into the maelstrom of politics and policy fights that are going on right now. He didnt need to do this, but he did. Hes in a tough position because we have policy concerns, politics, and then you have Justice Department positions that have to be taken. The question that i had for him was about the Justice Department taking a position that they want to sweep away the entire Patient Protection and Affordable Care act. Do they really mean to devote precious resources to pushing that when they dont have a replacement plan . Has answer was, yes, but we dont he kind of sad, harris, that we are not all sure its going anywhere in the courts. Which astonished me. The question is, why are we wasting taxpayer dollars on the position that hes not confident will prevail in the courts . Go ahead. Harris i would just say this, it was a little bit stronger than we are not sure. What he said was, we are in litigation, we have to take a position. And he was wondering why you were feeling like it might actually happen with the constitutionality being wiped away. He put it back on you. Again, some of the more chippy and dramatic moments were between you two talking about health care. As you already said, a big portion was about a report the Mueller Report. And what we will see an rejected fashion. I want to slip this in real quickly. What the independent counsel did ken starr, he has told himself was quite different than what the special counsel release. Redactions along the lines of grand jury and three other lanes. Will democrats continue to push for something that is already going to come out in a week or so . Real quickly. I dont think we learned a lot new on that subject. We are all just stepping around in the dark until we see what redactions are. I was encouraged that the attorney general said hes willing to work with chairman nadler and figure out a way that he can satisfy any of his concerns. Thats what we are really after, all of us together, harris. We want to get over this. We want to air it all out, make sure there arent any lingering questions and lets move on. If you want to hear you see say the words im in courage and youre waiting to hear redactions put you in a special position as a democrat. I will approach you on that another interviews. I appreciate you being on the show today, congressman cartwright. Always a pleasure, harris. Take care. Harris thank you very much much. Coming up, when a Ranking Member of the committee, mike rogers, dreams me moments for now. Reports that President Trump could replace more top dhs leaders and any concerns they are, any plans there. I will talk with him. And a man is now in court accused of plotting to run a stolen truck into a crowd at marylands National Harbor near the nations capital. Ahead, former fbi assistant director on how authorities crack this case and how to protect socalled soft targets like this. Stay with us. Harris look at this dashcam video north of atlanta. An officer was struggling to arrest a dui suspect or tried to drive away, pinning that officer to his car and then dragging him for several feet before the officer managed to turn the car off. Surprisingly he was only left with minor injuries, thankfully. Police say the suspect had Illegal Drugs inside the car. President trump is pushing back this hour against reports that as many as four top Homeland Security officials could be on their way out, following the departing of secretary Kirstjen Nielsen and the secret Service Director announcement that happened, breaking at this hour yesterday. The president likewise says the controversial family separations are not something that he is looking to restart, despite a report suggesting he was considering doing so. Joining me now is republican congressman mike rogers of alabama, Ranking Member of the house Homeland Security committee. Good to be with you. Harris first of all, the president talking today about looking at not restarting the separations. How important that all mike is that in the mix of the news happening . Its important, because thats a real distraction from the crisis weve got of people coming over. We have to keep these Families Together and have more resources to be able to do that. Unfortunately we cant get the democrats to work with us on making sure we can provide those resources to cbp so they could put that infrastructure in place. The medical personnel in place. So that we have capacity for these folks. Otherwise we are going to have to separate them, and thats just not what we want to do. Harris as Ranking Member of house Homeland Security committee, im curious to know what is happening at the dhs and what the goal is. Before the president says he wants a tougher stance overall with border security. First and foremost hes getting in the fencing bill. I went with him last friday to see the fence, demonstrating to the American Public how different this is from what weve used in the past. How successful it is, and to highlight the problem. What he can do right now is what he is doing. Moving forward in putting the barriers up, trying to shift personnel to work the border. Out of it administration functions, on the border where they can do their policing functions. One of the things that people dont understand about the military going to the border is that the role they provide. They backfill in those administrative roles. Weve got to do more than just that. We are talking about now, starting to hire people who are not necessarily Border Patrol agents. Highly trained to do some of the intake processing of detainees on the computers so we can get those agents out from behind those computers and out on the border. Harris harris interesti. Thats the kind of things we could do right now. Harris right, to reallocate, ishmael, the resources behind the screen. Ranking member rogers, are you concerned at all about the departure of some of those top dhs first of all, i want to hear from vinny thompson, democrat from business mrs. Was to become as is the president is trying to find, in his words, a puppet to run the dhs. Hes trying to find a puppet to run the department of Homeland Security. They have to have professionals. We have a nation of law. To put anybody other than a professional in that position is doing a disservice to the men and women who put the lives on the line every day. I say to the present, dont send us a puppet to run the Homeland Security department. Send us a professional. Harris who is he talking about . Mcaleenan has a lot of experience across presidencies. Ive no idea what hes doing with that statement, because what you describe. The president , hes trying to put the highlight on border security. To bring in the head of the customs and Border Protection seems to be the perfect person to bring in to highlight that thats a top priority within the department for the foreseeable future. I dont know what that rhetoric is about. It seems like everything is a political slap of the presidency, no matter what he does. Harris really quickly, senator Lindsey Graham has this to say about the changes in dhs and what he would like to do so that congress could be a part of all this. Watch. It doesnt matter who he puts in, theres only so much they can do. I would urge the white house to send over to me legislative changes you are looking for in terms of noncontiguous deportation. Fixing the asylum standard in dealing with the floras decision. I will try to put a package together and have a markup and we will sit down democrats and see if we can find a way to move forward. Optimism is it too lofty . A little optimistic but not undoable. If you put enough of public attention on it. In addition to what hes talking about, we need the democrats to finally give us the resources for the things they said we needed all along, other than a barrier. They said we needed people and technology, resources on the border, to secure it. The president is going ahead with the barrier. The need to come around and support the things they said they needed all along. And we will bring a bill into the house in the next week or so to use that. Well see if that rhetoric has any muscle behind it. If they will follow through with actions, for the words they were giving us for so long. Harris mike rogers from the state of alabama, that great w on the program. Thank you. Good to be with you. Harris a maryland man accused of stealing a rental truck and plotting to carry out an isisinspired attack at marylands National Harbor near d. C. How close was that attack to happen . I will talk with a former fbi official about it. Plus, israels election today being watched closely in the United States. The beat goes on the beat goes on that was great harris fox news alert, federal Authorities Say a man inspired by the Islamic State was plotting to attack marylands National Harbor using a stolen uhaul truck to run down pedestrians. However, police got to him first while he waited for a larger crowd to attack. Doug mckelways love for us in washington. Doug . His First Court Appearance is happening as we speak, so we will wait for information from that. In meantime, please save the 28yearold rondell henry, born in trinidad and tobago, was inspired by the truck attack in nice, france. On march 26th this year, henry, a computer engineer, walk off his job. In his own bmw he followed a uhaul truck to a suburban virginia mall parking lot. He waited for the driver to leave and then stole the van, leaving his bmw parked right next to it. The next morning at 5 00 a. M. He drove the stolen van to dulles airport. For two hours he unsuccessfully tried to find a way around security barriers to drive into the terminal. Later that same day he drove to National Harbor, a popular dining hotel and Casino Development in suburban maryland. The following day, thursday, march 20th, based on the bmw license plate, they identified the owner as henry. They also found the stolen vans boat dive poked at National Harbor. They arrested him when he returned it. He told officers he wanted to create panic and chaos. He told them he was just going to keep driving and driving and driving i didnt plan on stopping. Instead of handling it as a stolen vehicle they look deeper and begin to collaborate amongst montgomery county, the city of alexandria, our officers, then bringing the fbi to the table. We have the agents were able to piece this together and understand that this was not simply a person in a stolen vehicle but posed a greater threat. On monday prosecutors said that henry harbored hatred for those that did not process it on my practice the muslim faith. His attorney said he was a valued member of the committee with a peaceful and productive history. This is a case for cooperation between all those different Law Enforcement agencies and the fbi worked really well, along with henrys indecisiveness in finding a big, accessible, pedestrian crowd he could mow down. Back to you. Harris Doug Mckelway, thank you very much. I want to do more on this, actually. Chriss biker, former fbi system director, who served for 24 years as an fbi special agent joins me now. Chris, you and i often talk about antiterrorism an end where we are. This has a tinge and familiarity in terms of what we seen. Right here in times square, not far from here, with the use of trucks to target pedestrians. What are the target points . When you have soft targets like this, how do we win this war . This is right out of the isis playbook. For many years they been laying out there the message of people that would be radicalized that this is a great way to inflict mass casualties. To your point, local Law Enforcement did a fantastic job of connecting the dots between three Different Police departments. They didnt treat this like a routine stolen van boat breakin type of case. They worked together and connected it up, and connected it to a terrorism matter. The most important part of this is that it was prevented. We are not talking about solving the crime after it happened. They got out in front and prevented a terrorist something very catastrophic from happening. Kudos to Law Enforcement here. They did a great job. Harris when you look at their ability to work together, thats what Doug Mckelway was saying. You got a situation where it takes that communication. How much are we doing now in the cyber warfare end of all of this . We are finally recognizing after all these years that cyber terrorism and cyber warfare in general is a different battleground, its a new friend. Frankly, it is fought across all sectors. It isnt just a government issue. Its in the private sector, its businesses, its our critical infrastructures. Power grids, the banking community. If one of these terrorist organizations can bring down the atm system or the swift system or just any bank, for six or eight hours, they can inflict chaos in this country. Harris i dont want to necessarily give anybody any seeds to grow from that. Because it looks like its pretty rudimentary. Im curious, do they try and hit us like this with trucks and pedestrians because its so much more immediate and visual, unfortunately . Of course there is lowtech and there is high tech. They are in the marketing business. They want to get their message out. They want to use the media, these incident player list to get attention to the organization, they are taught though might cause, bringing new members, that kind of thing. When they can land on someone like us who is excepting the message, he is prepped, he is ready. I dont believe in selfradicalization. They radicalized him through the internet message. Its a deliberate strategy on isiss part. These lowtech incidents, even by a mentallydisturbed individual who you might think isnt very capable, can be catastrophic and achieve their purposes. Im glad they were out there. Harris hate is powerful. Real quickly, what are we doing on their end to attack this recoupment question what we talked about cyber warfare. What else can we do, just messaging . I think the word is out there than when you see this type of rhetoric on the internet and social media the fbi has a hot line they have an internet line or email address at fbi. Gov that you can report this information to. I think that see something, Say Something attitude and culture is in the American Fabric right now. That is really what you need. Law enforcement can only do so much. The Intelligence Community can only do so much. They need an assist from the public. A lot of that is out there in cyberspace. Harris fbi. Gov. You are so right, people are so much more sensitive to that now. Police thwarted this one. We are grateful to them for that. Chris speicher, thank you. California congressman Eric Swalwell threw in his hat into the ring for 2020. Positioning himself as an outspoken critic of the white house who is ready to challenge President Trump. Hillary vaughns lab on luppercaseletter now with more on this. Hillary . Hi, harris. House judiciary chairman natalie saying he thinks federal Law Enforcement agencies should treat White Nationalist hate groups as seriously as terrorist threats. But some witnesses here today at this hearing disagree that White Supremacy is so dangerous. Candace owens, the communication director at a turning point usa, calling out lawmakers and the committee saying they are using this committee as a foil to scare minorities into voting for a democrat in 2020. Saying this hearing is not about fighting the speech but winning an election for the left. She also accused a number on this committee, congressman celine , of actually saying inappropriate things to her, calling them up for what she says is hate speech. He brought up the rhetoric of the president in the same breath that he referred to despicable. Tired of hearing the writ left for to be less despicable, dip level. We are americans, we are patriots. Even if we disagree with you, name calling should not be something that is done, especially in these chambers. She continued saying that terms like White Nationalism are being used as an election strategy. But lawmakers still here today did not go easy on tech giants. They wanted to get to the bottom of the issue. Telling facebook and google representatives that people using their platforms as a worldwide message of hate speech. That they are responsible. It. My team had looked up the definition of superseding indictment and i we are getting some legal advice on what is happening against these parents. 16 of them, including Actress Lori Loughlin, that you see in the center of the screen. There is a second superseding indictment, and that actually adds on to the charges the defendants were facing already. Conspiring to launder bribes and other payments. I want to bring in a reporter, molly line, on all of this. Molly, you are in boston for us on this story. Its interesting, it follows those guilty plea play or less and statements by other parents. This is far more serious than what Felicity Huffman was facin facing. At uppsala is. This is essentially what we expected to see over the leg over the course of this week. When the initial complete was filed, a 30 day time table started in which they could potentially be indicted or perhaps a deal could be worked out with the government. Now we are seeing just here in the last two days, these 48 hours, the two paths that ultimately parents at this point in this investigation as the case unfolds are taking. We have the 13 parents that chose to plead and reach agreements with the government. The announcement made yesterday. Now we are seeing this new announcement made through the u. S. Attorneys office, 16 parents involved have been indicted in the case. That adds another serious charge. The initial charge was conspiracy to commit will and wire fraud, and this essentially adds the second charge, the Money Laundering charge. Each of these charges carry a maximum of 20 years in prison. So its a pretty significant case that these folks are facing as this goes forward. Certainly it will be interesting to see what transpires in the coming weeks and months, potentially a year, as these cases go forward. We will see, as these parents plead and they go before the judges, what potentially sort of prison time they should get. We know that prosecutors in some cases for and spent, and huffman case had asked for a recommendation on the low end written in their paperwork. I have another set of paperwork here for one of the other folks that pled. The winemaker, a vintner out in california. And his case case, they are asking for incarceration of the period of 15 months. In these indictments we are facing another. Potentially a trial period where all this evidence would be laid out in open court. Itll be be interesting to see how things ultimately end up depending on the path that they are essentially walking at this point in time, harris. Harris there was certainly a lot of attention to Lori Loughlin. She was signing autographs and taking pictures outside the courthouse, you couldnt miss that. Meanwhile you had a dozen of the people pleading guilty. Felicity huffman pleaded guilty, she was very remorseful according to reports. And her fee i should say, the fine is 20,000. As he said, she is facing six months or so. Was the opportunity missed by some of these other parents customers we would never know. The call was out there. For people to come forth. And to talk with prosecutors and possibly help themselves out by pleading guilty. Where does this leave Lori Loughlin . Again, dont miss the optics of this. It matters. Shes an actress, shes outside the Court Getting some attention for something other than fighting. Last word . Its interesting to see some of the recommendations that prosecutors have been making, when you go through just in the plea agreements. If there is more money involved, the prison time could potentially be longer. And we know that in Lori Loughlins case there was a significant amount. Hundreds of thousands involved, harris.
