Now that i have that storm, the central pressure should begin to rise. When low pressure centers get higher pressure, it means they are not as strong. There is one spot right at this moment where weve got reports in Morehead City North Carolina, the National Geological survey reports theyve got more than 42 and a half inches of rain in the past two days. One man who has written out the storm throughout for us is bill hemmer, who is live in wilmington. Bill . Shepherd, good afternoon to you. Past the 1 00 hour since the last time we spoke. A little less rain, a little less wind. One thing i think thats extraordinary is the Cape Fear River off to my right. We watched it yesterday, it flowed from right to left and now its flowing in the opposite direction. If you would go left about 8 miles youd run into Carolina Beach on the atlantic ocean. You see the force of this river, we are about an hour and 40 minutes from high tide. This floating dock below me here, we watched this yesterday. Its come up at least 4 feet, the mayor said the river is going to come up 3 feet higher than that. The Cape Fear River forks here, all this water pushing. When you talk about places upstate here in North Carolina, this is what you are seeing as this water moves forward. This hotel has been pretty good, i want to show you. Its a nine story concrete structure. We started to call it the bunker, theyve been great to us, its been a source of refuge for us and our crew over the past three days. A lot of media outlets, a lot of people from wilmington. Its been super. You heard so many stories, you never know quite where you are going to end up but this has been a great place for us so fa far. So 6 00 a. M. Eastern time tomorrow, about an eight hour curfew. Shepard your sense is that the storm is getting weaker now, just like the maps indicate . I feel that, yeah. I dont know what the radar says, we been monitoring but the power went out at about 6 00 this morning. Listening to the other reporters in my ear, i think its the back end of the storm. They had some Hurricane Hunters two days ago, they noted that the backside of the storm had weekend already. I heard you mention that the storm has now gone due west. For a big and slow and plodding storm, thats probably the best news weve heard all day. We went to bed last night, 100 miles an hour, now you are around 85 miles an hour wind speed. Thats decent news, if you are moving due west thats pretty good, too. Right now she is big and she is low. Shepard they are telling us you may get another 10 inches of rain, as hard as that is to believe. That is hard to believe and it was already inundated with water. I heard you say Morehead City is already at 31 inches of rain. About 79, 80 miles north and east of our position here in wilmington. We watch that place get smacked all day yesterday and all night last night. You can understand how they can tally up 40 inches. 40 inches of water. Where does that go . Thats really hard to say. I want to show you where the storm is, the storm is right here. Moving in a westward way, heres bill right along there. And heres this town of new bern. Although winds and rains go in this direction, counterclockwise. Its all coming to a head in the town of new bern on the west bank, all of this area has flooded. Weve been showing you this torrent of water just coming into this town right here around craven terrace. Lets bring in sabrina, a city official there in new bern North Carolina. I understand there have been more than 200 people rescued, have they been able to get the rest out of there . Right now we only have about 40 people left to be rescued from the 150 we started the day with. We are starting to stack up a little bit again, at noon we had a high tide. Its still raining, the wind is still blowing and its pushing that water. It receded for a while and now its pushing up again. Weve got some people still in danger that need to be rescued and picked up. Its been incredible. Ive lived here for 40 years and i cannot believe what im seein seeing. Shepard the pictures our reviewers are seeing right now are out of wilmington just down the coast from where you are. You are a little inland on the river. What stories are you hearing from residents trapped in their homes . Give us an idea of what they were experiencing. As the night went on, we started getting calls for rescues such as im in my attic, im on the roof, we were urging people to call 911 because we were trying to keep it in a orderly fashion so we werent making mistakes because we had swift water rescue people out and about but the winds started getting bad that we had to pull them back. It was really frustrating as an elected official myself, people were posting to us, texting us saying we need help. Trying to put them in a queue and waiting for people to get there. I have to say, i want to thank the governor of North Carolina who sent in Additional Resources today, we got an additional three swift water rescue teams this morning and we put a call out to volunteers who had boats, weve already gotten 20 volunteers who come with boats that are willing to go out and get people out of the flooded homes. Shepard i know they are mighty thankful for that. Did everybody survive at will . Right now we have no reports of any injuries. We did have a structure fire last night, someones generator was next to the house and it caught fire in the house burned down. Unfortunately that was a loss but not a loss of life and we were very glad about that. Another statistic id like to share with you is that right now weve had about 4325 4325 resie is affected by the storm that it had damage. That covers about 10,000 people that currently have seen damage. We are still assessing the commercial damage but we are hoping we are getting electric backup right now, weve had about 7,000 power restorations where we had 21,000 people without power. If you live in wilmington if you go to the beach, you drive over the big coastal highway, this is england by about 8 miles. Its our first drive along look like this to see what things are like and its great to see all these trees still standing, there are a lot of limbs in the road, having some connection problems there with the mobile hook up, we are probably using a live view here which is a piece of equipment that connects to the internet signals and broadcasts these live pictures. You see a tree there split in half on the left, some debris on the right. It the drive along gives us a kind of idea. Originally the storm was a category four, the meteorologists didnt see any way it was going to weaken because there were no steering currents or anything like that. Two days ago in the afternoon, about 3 00 eastern time we were speaking with a pilot in a Hurricane Hunter plane and he was in the Southeast Quadrant of the storm. We were looking at it and saying man, it looks like that southeastern quadrant is having trouble. We are not sure what its about, but the way that the water and winds are coming out of that thing, the center of a hurricane, that i have a hurricane, if you had a fireplace with a big chimney and all the smoke goes out the top, thats the way it is with the hurricane and to the eye, the winds go straight up there. The walls of the hurricane, thats where the heaviest winds are. They are having an outflow problem, the southeastern quadrant of that storm. Suddenly the wall began to break down. We would later learn it was a bit of a replacement cycle but a bunch of dry air got into this storm. That dry air and to the wind shear began to intensity of the storm, so thank goodness this storm did we can even though meteorologists didnt think it would come from a category 4 down to to a catego, now a category 1. It doesnt change the onshore flow, doesnt change the storm surge or the rain that much but it changed the window. Imagine if the storm had an weekend and we had 140mileanhour winds. It isnt good in wilmington, there are certainly a lot of messes, but its certainly not what it wouldve been from category 4 winds. These trees and waterlogged earth, historic reigns over the past couple of months. More than 20 inches of rain which is an extraordinary amount for this time of year and of course over the last day or two, some areas have had a years worth worth of rain in 48 hours. A little bit Higher Ground here, im kind of enjoying giving you this look around, its about 8 miles off the coast inland a little bit, its on a body of water itself but not on the atlantic, it gives us an idea of what neighborhood to neighborhood looks like. Im not intimately familiar with this town, i dont know exactly where we are in the single is not that clean but you dont sea lot of shingles off the roof, you dont see power lines down here, you see a few branches in the street, that white car on the right, no damage apparently to any of this. The traffic lights are out because the power is certainly down, it looks like this truck had to turn around because of that limo down in the street, either a limb or a small tree but the truck had to turn around. No access through that way, they are going to take a right here and back downhill, it looks like. All the power lines are standing, none of these cars have damage to their windows. When the wind velocity gets above 120 Miles Per Hour it starts to pick up pebbles and rocks in the wind is Strong Enough to pick up large rocks and those rocks fly into windows of cars and beat on the side of cars, they break out windows in peoples homes. You see power line down here, something in the road, any time you see a power line assume its alive power line. It doesnt look its certainly not catastrophic, it doesnt look awful and man were we ever spared. Think of this storm if it had continued the way it was a couple days ago and remained at a category 4, we may be in the middle of an absolutely historic hurricane that would have sadly decimated much of this coast but the creeks did rise and they have some 604,000 people without power but Mother Nature slow down a little bit, didnt produce the winds that would pick up rocks and throw limbs through the air and cause lots of damage, most of these cars would have damage, the houses wouldve damage. You can see people out and about right now. They prefer that folks in wilmington not be driving around unless they have two, another limb in the road, another piece of a tree down. This is Associated Press Television News that has a sophisticated system where they can around town and give us an idea of what its like. Lots of stuff in the road, lots of leaves down, you dont see a lot of people out and about. It wilmington fared pretty well, just off the coast from wilmington as i mentioned, they had a heck of a lot of flooding, a lot of power lines down, nobody has power in this region. New bern is up the close team at coast and inland, theyve been able to have some power restored, its our understanding in new bern, theyve had 604,000 people without power right now. Duke energy is the company that supplies power to most of this region and duke energy has about 4 million customers if my memory serves and they had projected based on how strong the storm was a couple of days ago that 13000000 of their customers may be without power. Businesses are considered customers as well, they thought 13000000 might lose power at some point during the storm. So far 604,000 have. The storm is moving inland into small communities that will eventually dump a bunch of rain, the National Weather Service Tells Us on the city of raleigh and some other inland areas, some areas had 40 inches of rain on the coast. The latest numbers i had on rain said that wilmington had gotten right at 18 inches of rain. Think about that, 18 inches of rain in two days, thats a lot for any system to absorb. You dont see standing water in the streets, the power lines are good, you dont see windows blown out of anybodys homes. All in all, the city of wilmington looks mighty, mighty good. We are going to get onto a little bit of other news, an enormous story has broken today. Paul manafort has cut a deal. There was no question he was going to plead guilty to some charges to try to prevent this next trial from coming along. The big question was, would he flip . Would he go over and cooperate fully with the special Counsel Robert Mueller . Today we have an answer. Paul manafort has flipped. He pleaded guilty today in his second criminal trial, the trial will not happen, the guilty plea instead. The jury in alexandria, virginia, convicted him of tax fraud and bank fraud. I was in the courtroom for the hearing, Paul Manafort entered in a navy suit in for a moment he flashed a smile to his family and the defense team. In the course of the hearing he has pled guilty to two felonies, two conspiracy counts. The first count has to do with financial crimes were for his participation in the Trump Campaign and the second has to do with witness tampering and that was earlier this year in the spring of 2018. There is a Cooperation Agreement, there doesnt seem to be any boundaries or limitations on the Cooperation Agreement and a short time ago we heard from his lead attorney kevin downey. Its dissipated some but what you are seeing is the storm surge that has not let up in the slightest. This is the docks floating, you can see significant damage. Weve seen a lot of pieces of the stock float away. This is the capital of the North Carolina North Carolina shrimp fishery. Thats a pretty big island, in the distance you can just barely make out where they are really getting hammered. The chief of police over there tells me hes been trying all day to get his people out to get an assessment, a realtime assessment on the ground but in the short time i saw when i went over there, it is out to see, i saw a gas station flattens, storefronts smash, power lines down, trees smashed it in half. Its quite a bit, heavy, sustained wind and the storm surge continues to batter this area. A lot of the rivers youve been talking about, the Newport River a pretty significant one, jumps into the bay year. You can imagine, the mass culmination of water being fed ultimately, seawater will go back out to see, that will be sometime, maybe 24 hours or mor more. Its going to take them a long time. Shepard could your camera guy pull out and give us a wide shot . If you could just give us a wide shot so they can get to see that, again in the distance, the south facing beach, between morehead and the coastline, the northeast winds whipping at the last couple of hours. The flooding situation on the back side of beach, we will get a little bit of better light but the storms are still coming and going. Shepard ive been looking at the radar, it looks like you are still going to get some rain for a couple more hours but Morehead City was well north of east, close to 80 miles north and east of the storm. The drive along still going on from wilmington. Depending on the neighborhood, there is more damage than weve seen earlier. Lots of trees down, a number of roads blocked, wilmington fairly close to the store making its way inland. The latest count from the National Hurricane center moving due west from the coast inland, moving along not too far from conway, south carolina. If you are on highway 701, that sort of where this storm is moving. And headed in a westerly direction. Its source of energy is not there anymore. Things will improve. It wont be this moment, it wont be up maybe tomorrow but they are going to be better. James, good to see you. Thank you, powered things things going. We are seeing some things that are different as far as the strength of the storm and how it minimized the last few days, we still of the high winds, they have a delusion of reins and the state and local government should be ready. We are just there in support of them, as we continue to respond to this deadly storm. Our chief meteorologist would know that, hes live in the extreme weather center. Not going anywhere fast, when you look at this imagery, how well organize the storm still is. You look at these bubbling up here, you still have air moving over this water and its going to pull a lot more moisture up here. The rainfall amounts weve been seeing in those 40inch range, i have had some signs that maybe there are some problems theyre having with recording instruments, we are working to verify that because we have seen those numbers. Take a look at this. We get so obsessed with much of the storm is, but this is the storm. If you are right here, going up towards new bern, youve got a lot more rain. This rain here will probably be producing five or 6 inches of rain an hour. I would say as far as flooding goes, we are probably about 2030 of the way in from this, so much more rain is going to fall in that rain is going to continue to rise. Take a look at this, these are the places that have stations to record the winds. That doesnt account for the spots where there just arent any recording measurements. Tornado concerns still there, weve been having tornado warnings consistently with this line of storms. It may be the center doesnt go back over water, continues towards the west from here. At this really slow pace for a couple days. I want to show you this, saturday, heres the rainfall we will have accumulated by then. Now go towards sunday, if you think you are inland here, talking about the storm, its not there yet. Its going to come, thats sunday we are talking about rainfall. See some spots up to about an inch or a foot of rain by the time we get to monday. Tuesday, you see these numbers increase just a little bit again. All that rain thats going to fall in lead is to float towards the shore in these river words a lot of our modeling, we will see a lot of these rivers well above their highest record ever and that probably wont start until mondaytuesday, stay at those levels probably 34 days. Shepard man, for instance, raleigh. Is it going to be raining on sunday and monday and tuesday . Sunday for sure, monday and probably tuesday. Once the storm gets way up ther there, that rotation will pull some bands through. It wont be producing 20 inches of rain but probably two3 inches and if youve already seen eight or 9 inches it will keep that flooding concern going for a long time. The ground will be too saturated, river levels will already be very high. When you get into mountainous terrain the water rapidly goes down and that creates a lot of flash flooding and eventually becomes slower moving, gigantic river flooding problems are her here. If you were to go a mile or so inland, you follow along the new river, slightly and lend along the new river is the town of jacksonville, North Carolina, and it is absolutely inundated with water. They had that storm surge that came in along the coast and it pushed up the river. It rate in england. About ten or 12 miles, it looks like, to jacksonville and that entire area is underwater, at least large portions of it. Weve got some pictures from our local station in charlotte, they are in the town of which town is it . This is in wilmington, this is a rescue thats been affected, a tree fell on a house and authorities came into unburied this house from this huge tree. You will see they took one guy away who had been injured, we are told none of the injuries are severe but a big tree fell on a home, authorities have been able to go in there and affect rescue. Slowly but surely the situation will improve. It has not yet significantly at least, Wrightsville Beach is where the storm came to shore and our Rick Leventhal is there right now. We saw you there last night and earlier, how does it look now . Its underwater, parts of it. They apparently set a record, nearly 5 feet above high tide overnight. The power is out, we watched transformers below just before 11 00 and there is still wind gusts. I want to show you this intersection, it was underwater ten or 15 minutes ago so its slowly receding but down that road, we drove through water that was about midway up the door on our Passenger Van which sits up pretty high. The intercoastal has met the town of Wrightsville Beach. It appeared some areas where the ocean was coming across some stretches of dune, there were a lot of cross streets underwater and a lot of houses have been inundated with water but the conditions have definitely gotten better. Its still raining with the winds have died down. The pieces of metal are flying around, came up on the roof over there. If you look down the street you may see that wire hanging in the middle. We did pass some wires down in some trees down, and debris in the road. Wrightsville beach is a mess right now, we dont know if this water could rise again. We do know that just a handful of residents stayed behind, almost everyone he did the mandatory evacuation order. The problems here may or may not be over yet. Shepard are you right there at the south Banks Channel bridge . Whats your cross street . This is the southerly bridge that leads to the main drawbridge. Down this road there is the famous peer, the concrete pier, as far as we know its fine. About that main drag where all the Public Parking is, that was in deep water. We were staying right there a few doors down from the beach. That street and our street more in at least 12 feet of water. It did come up about midway on the door of our van. Im going to zoom in here, heres exactly where rick is, the causeway drive and the south Banks Channel bridge, this is the fishing pier hes been talking about. Its this area rick says, the water has come all the way across. We were talking to the mayor earlier, they had a huge beachler reclamation project, they brought in a bunch of dunes to save what they could but the ocean has met the channel there.
