The mayor has had his share of political victories and defeats. Could 2020 be the year he reaches the top . [applause] good evening, just a stones throw from phoenix in tempe, arizona. And bret baier. I martha maccallum. The temperature here here hit and the race for the democratic nomination is heating up as the candidate start to define themselves, Julian Castro will get that chance tonight. Bret if we are sitting in the county not far from the southern border, border security, immigration of course one of the most consequential issues of 2020 election. Maricopa went for President Trump in 2016 and danced tired entire state of arizona which has solid leaf been for the last president ial elections. But the democrats believe that that landscape is changing somewhat. Arizona is now over 30 latino. Some of whom do not support the president immigration policy. Bret and also add to that democratic midterm victories like the one by senator and some say, youve got fate in arizona that is much more purple and off of the grass. Martha Julian Castro the only latino in the 2020 raise. He said he can offer a path to victory which includes winning the electoral votes in arizona. So lets ask him how he will do that, ladies and gentlemen, julio castro. [applause] bret mr. Secretary, thank you for coming. Martha hi, there, thank you so much. Thank you for being here. Thank you very much. Julian thank you for having me. Bret the first debate stage and announced. Julian they just put out there statement and i want to thank all of the folks who helped us get to that 65,000 donor threshold to get on the debate stage. Im looking forward to being here soon. Martha lets jump into. Before we get to the audience, it is topical in the headlines today of a big story and democrats and even some republicans criticizing the president for saying that he would listen to Opposition Research from a Foreign Government if it was offered in 2020. But i guess, one of the questions from the other side that comes up is how is that really different than the democrats funding those steele dossier in 2016 to a british operative who they knew had russian sources . How is that different . Julian well, first of all, i dont think we should distract their attention from the fact that you have an unprecedented situation of the president of the United States home come if i remember the video correctly, was actually sitting in the oval Office Behind his desk saying that he would take intelligence against his political opponent from a Foreign Government. I dont think it is safe to say that weve never seen that kind of moment in american history. That is not a good thing. Instead of deflection or trying to argue that other people did it. And i dont believe that is true. That is a different circumstance. The reason you have seen so many people say, why in the world is wrong with you to donald trump when he said this yesterday, is because we cant imagine the leader of our country would actually welcome a Foreign Government to go out and gather intelligence about a political opponent and then share that with a candidate for the president. I have said i believe this president and the Mueller Report laid out incidents where the president either obstructed justice or tried to obstruct justice. And yesterday was one more example of why that is the case. I think, you know, a few years from now with her ten years from now, 20 years from now, we will look back on this as americans and not republicans or democrats, liberals or conservatives and say, what the hell is wrong with that president . Bret you know there has been bipartisan pushback, republicans and democrats talking about concerned about the foreign influence, foreign interference. And bipartisan pushback on how he answered that question but to marthas question at the end there, what you say to the people who look at Hillary ClintonsCampaign Spokesman brian who told the Washington Post october 2017. The first i learned of Christopher Steele or the dossier, if i had been handed it last fall, i would have no problem passing it along or urging reporters to look into it. Opposition Research Happens on every campaign. Understanding what you are saying about the framing of the moment, but you see the concern about the double standard here. Julian what i remember about that situation the late senator john mccain of the state of arizona, an honorable man served his country honorably and by the way the president goes out of his way to insult even after his passing, which i think it is president ial. What i remember is he and others did go to the proper 40s, the intelligence agencies with that information. So the question on the table for the president yesterday was, if this kind of information came your way, would you go to the fbi . Would you go to the intelligence agencies . That is exactly what john mccain did with the information. These situations are completely different. And what is most important is not what happened in the past. I dont understand why this network and in so many conservative circles, people are still talking about Hillary Clinton. Hillary clinton is not on the ballot. [applause] those that are running are on the ballot. And i can tell you, i can tell you that those of us who are running want to focus on the issues that are important to americans and their families. And they also, i think americans want a president who believes with a belief has integrity sitting there in oval office and his honest and accountable to the American People and will put the National Interest above his own personal interest. What you saw yesterday in that moment was a man who very clearly is willing to put his own selfish political interest above even the interest of National Security of this country. Bret mr. Secretary, we will move on. They Hillary Clinton per obviously is about the beginning of the investigation. There were things that people are trying to get to the bottom up. We will let that play out as it comes but that is why it is the focus of the funding of the dossier in Christopher Steele. Lets get to the first question from the town hall. Martha exactly what youre talking about getting to these issues that are important to peoples lives in america trade, dominated the political arena as we look at this and the border state of arizona. A reporter will give us a little bit of a closer look at that story first, lets watch. Speak with Arizona Chamber of commerce at 9 billion of imports come into the border state from mexico each year. We believe that our proximity to the Mexican Border is an asset, not a liability. Next, arizonas largest trading partner by a loud. For manufacturing supply chains as well as consumers in the nations fastestgrowing state. Mexico in many states keeps america fed most of the year. But proximity comes with a price. U. S. Customs and Border Patrol inundated with silent seekers. Today, please send 258 increase over last year and the number of family units of central americas. Staffing, budget and other missions like stopping illegal drugs. What i worry about is how is the situation here in arizona and across the southwest border affecting us nationally. The American People voted for immigration control. That is one of the reasons im here. President trump beat Hillary Clinton and historically reliable state, but the smaller margin noted by some political watchers. Any democrat that does manage to win a significant post doesnt run as a democrat in order to achieve that. They run as a center right canada. Arizonas also undergoing demographic change according to u. S. Census bureau. Increase in suburban voters and latinos make up onethird of the population. All segments, democrats need in the president ial election. Bret and martha, back to you. Bret alicia thank you but with that in mind the questions, dr. Harris has the question. Secretary castro, do you determine the number of people pouring into our country to be a National Crisis . And what is your solution . Julian thank you very much for the question. I believe we have a crisis of leadership. If you think about it for a second, when he came into office, donald trump said that he was going to solve this as he put it this immigration problem. And he has completely failed. Last month, there were 140,000 people that came to the southern border. And in our name, little children have been separated from their mothers. People right now, about 100 people are in the 100degree heat of el paso, texas, being fenced in and kept like animals together without a shower or to change clothes for a whole month. That is a failure that this president has been on the issue of immigration. So i say that we have tried this cruelty and his mistakes. There is a better way to do this. And a couple of months ago, i release my people first immigration plan that says, number one, that we need to treat people with compassion and with common sense instead of cruelty. That we need to [applause] we need to put the undocumented immigrants who are in the United States as long as somebody hasnt committed a serious crime on a pathway to citizenship including air dreamers. And we need to invest in immigration judiciary if that is independent and has enough judges and support staff to actually go through all of the claims for asylum. So that people are not waiting in limbo years upon years. People that are out there in the country are just waiting. We can do a better job than that. And maybe most importantly, we actually need to get to the root cause of this issue. And the root cause of this issue is that in places like honduras, guatemala, el salvador, people cannot find safety or opportunity they are. In their home country. And so that is why a mother would bring her 6monthold infant more than a thousand miles on a dangerous journey to the southern border of the United States without any guarantee of getting into. Because they are so desperate. It is so dangerous. So i called for the equivalent of 20 21st century Marshall Plan based on Mutual Respect and working together with these countries and mexico so that people can find that safety and opportunity there and 140,000 people dont have to come to the southern border to try to find it here. I believe that is a smarter, more effective and more humane way to approach immigration ban the way we have done it. And let me finish this answer by stating, some people ask me, why in the world was this the first policy proposal that you made . This is an issue that is personal to me. I grew up with a grandmother who came over here from the United States when she was seven years old to mexico with her little sister. And they came because their parents had died. And she ended up on the west side of san antonio. She raised my mom as a single parent. She was basically like a second mother to me. She came here like a lot of parents and grandparents did or maybe some of you have with hardly anything. And this country provided her the opportunity to work hard, to provide for her daughter, to see her doctor to be the first to graduate from high school and then go on to college. And then after she got to the United States, one of her grandsons, my twin brother is the United States congressman and the other is running for president of the United States. That is america. That is what we came here for. [applause] martha Julian Castro, you believe entering the country illegally should not be a federal crime. And you just touched upon theft. The secretary has said that 90 of the people that are apprehended at the border do not qualify for asylum in 90 of them do not ever show up for their court date. Once theyve been apprehended and released, catch and release. So if its not a crime to enter the country is at a crime to not show up for your court date or what point is a crime committed do you believe . Julian thanks for the question. Lets be clear what we are talking about. 1929 the United States past nationality act and section 1325 of that basically said that it is a criminal offense to cross the border. However, from 1929 until about 2004, the United States did not for someone crossing the border as a criminal violation. We enforced it basically is a civil violation. In it was after we started enforcing it is a criminal violation that a lot of the problems that we see today of this huge backlog of people in the country waiting in limbo, of the separation of little children from their parents and the detention and incarceration of these families, when that started happening. So i said, there is a better way to do this. I would dispute the statistics from that deputy secretary about how many people actually return for their court dates. In fact, at the end of Obama Administration they implemented family Case Management program. The family Case Management program essentially worked with folks who had a court date that they needed to come back and appear for. It was based on sort of a case manager for them and they kept in Constant Contact with the families. They knew where they were and inform them about the court dates and responsibility that they had. During that program, people had more than 98 return rate to come back to the court dates. And so i say, instead of treating people cruelly and instead of wasting money, instead of wondering where people are at, why dont we implement a smart, effective Humane Program like the family Case Management program martha is there anyone that you wouldnt live in . Julian i not said that. Martha if it is not illegal to cross the border and i know you want people to show up for their court date but you said that is not where you would draw the line with the law either. So who doesnt, does anyone get in . Julian lets take a step back because some people have said for instance, they say our democrats for open borders. Lets think about and the folks in arizona know, just like those of us in texas, we know about the border. We have at our borders 644 miles of fencing. We have thousands of personnel on the border. We have planes. We have helicopters. We have guns. We have security cameras. Martha and a hundred thousand people crossing the border a month. Julian we have a court system that is underfunded to be able to deal with that. So i would immediately find enough judges and support staff to actually deal with those cases. Bret so you do think it is a crisis . Julian i think it is a crisis of leadership. Bret not an actual crisis . Julian driven by the conditions in countries like el salvador, honduras and guatemala and instead of making it better the president is making it worse. Bret lets get to the next question. [applause] i personally have had my Social Security number used by an illegal immigrant. He was caught and released on his own recognizance never to be heard from again. My question would you be willing to penalize those taking advantage of americans by not released if known to be a legal . Julian thank you very much for the question. Let me begin to answer that question by saying look, all of us know as human beings that regardless of circumstance whether people rich, poor, the color of their skin, what their background is, people commit crime. Crime happens. Im sorry to hear what happened to your Social Security number. I know how that can be jarring for somebody. Hopefully, that was resolved okay. But i have said very clearly if somebody commits a crime like that, they should be punished for that. It doesnt matter who you are whether an american citizen nonamericans had a son, undocumented, if somebody commits a crime of course to my belief that person should be punished. What i dont believe that we should be incarcerating these women and children who are fooling desperate circumstances in those countries and simply looking for a better life. And keeping them in cages like animals in keeping these men 10a bridge and fence ten like animals like a dog pound basically. I believe we are better than that than americans. And i believe we need to enforce those laws whether Identity Theft or more serious crimes. I said that very clearly. And we need to maintain a border that is secure, right . We can get better in some ways about border security. You may remember in arizona couple of months ago we had the largest bust of fentanyl in the nations history. 254 pounds of thin tunnel. But that didnt come through the border. It came through one of the ports of entry, the checkpoints. Why dont we invest in ports of entry to catch Drug Trafficking and Human Trafficking that happens there and i think that is what we need to invest more in. Bret mr. Secretary obviously the Trump Administration is pitching that is well congress to get those things as well has part of the plan. Democrats have not always talked about immigration like you are talking about today. Take a listen to a couple. Illegal immigration is wrong, plain and simple. People who enter the United States without our permission or illegal aliens and illegal alien should not be treated the same as people who entered the u. S. Legally. Deporting dangerous criminals will be the top priority but we will refocus efforts where we can to make sure we do what it takes to get the border secure. Bret and today, your fellow president ial candidate beto orourke said the Obama AdministrationObama Biden Administration deported too many people and handle the issue poorly. You were a cabinet member during that administration. Do you agree with beto orourke . Julian what i said when i was mayor of san antonio between 20092014, i was critical of some of the things that that administration did. I will say the big difference, number one, i believe that barack obama actually had a concern and a compassion for these immigrants. And that throughout the years, the Obama Administration in different ways got better and better on this issue. I think especially things like daca. But hey, to me its not what party you are in, right . Its about the people themselves. And so i dont care if it is democrat or republican. What i care about is that we live up to our best ideals to treat people with compassion, treat them with common sense, and also, to be effective in immigration policy. Is that democrat, is that republican . I think that is common sense. That is the kind of approach i would win. Martha a quick break and a lot more questions to come. Shannon both raised by their mother rosie, a before returning to his roots. Becoming the youngest san antonio city councilmember ever elected at age 26. Bret he lost his first bid for mayor of san antonio in 2005, but he ran again in 2009 and won. Julian shannon took the National Stage in 2012 to deliver the keynote speech at the Democratic National convention. The first latino to do so. Bret at only 39, julian joined president obamas cabinet as the youngest member, serving as the secretary of housing and urban development. Shannon his twin brother joachim also ascending the political rider representing texas and congress. Bret julian now runs for president , plans to challenge President Trump with his progressive platform including medicare for all, Police Reform, and fighting climate change. Shannon lets get right back to the questions from the audience. Mike langley has our next question. Good afternoon, secretary. Julian afternoon. Weve seen a few mayors and for mayors enter this race. Im curious, how is your experience as a mayor and candidate secretary prepare you for resident, how and why . Thank you for the question. Im proud to be one of the few folks in this race that has real executive experience. As a cabinet to carry terry, and i also served of mayor of san antonio, seventh largest city in our country. Mayor is all about getting things done. The mayor is the one who gets the calls about streets that need to be fixed, fire response thats not fast enough, Police Response thats not fast enough. What are you going to do to create more economic abbott dallek opportunity, jobs in this communi people are able to praise you. When i talk about my plans for education i worked on that when i was mayor of san antonio, for instance. We put to the voters a ballot initiative, prek for s a to expand highquality full day prek in our city. We are in texas so people wondered if people would support an 8 sales tax increase. You know what . I had to work with people who agreed with me and people who disagreed with me. People in the business immunity, people in the Education Committee and activist to get that thing passed. And it did pass. Because of that, san antonio has one of the best prek programs in the United States and better educating its young people. Thats the kind of track record of actually doing things, getting things done that i believe my experience as mayor and cabinet secretary helps prepare me to be president. Bret today, a federal Watchdog Agency recommended that white house counselor Kellyanne Conway be fired for violating the hatch act. Thats essentially campaigning while in federal office. When you were hud secretary, the same agency accused you of the same thing. President obama gave you a pass. Should President Trump give kelly and Kellyanne Conway a pass . Julian thank you for the question. Let me just explain what happened back then. And also, let me apply that to the Political Climate that i think we have today. So in 2016 when Hillary Clinton was running, i was doing an interview at the hud studio, i think with katie couric. We were talking about hud business, housing. And she asked me a question about the president ial race. And i said, well, let me put on my other hat, and i talked about why i supported Hillary Clinton. Somebody complained that that was a violation of the hatch act. And, you know, we consulted with our hud general counsel, and they said that, you know it, that is. So i said, i made a mistake. I am going to make sure that i admit that and we will do everything that we can so that i understand where those lines are and that everybody else on my team understands where those lines are. I think its important for leaders to be able to acknowledge when they have made mistakes and then to be able to take proper action to correct that. The difference between me and Kellyanne Conway, and the office of special counsel pointed this out, she violated the hatch act. Instead of saying, look, im going to take these efforts to make sure that doesnt happen again, she said to hell with that, im going to do it. They said she repeatedly had done that. Thats the difference. I dont think we are going to find anybody either in this race or in our homes and community that has never made mistakes. The true test of a leader is, what do you do when you make that mistake . Are you big enough to own up to it and make sure that you correct what you do in the future or do you basically what she did, which is to say, no, im bigger than that. No. She did the wrong thing. And i support the office of special counsels determination that because she repeatedly violated it even though she was clearly told it was a violation, that she should be removed from office. Bret but in reality, youre pretty sure she wont be . Shannon this next question comes from scott meyer. Julian good afternoon, sir. If elected, what would you do to improve our International Relations while still keep america a strong power in our diplomacy . Julian thank you so much for that question. I grew up during a time of geopolitical change. I remember when the berlin wall came down. I remember the beginning, of course, the first gulf war, the second. I believe we have a lot of cleaning up to do, frankly, when this president is gone. This president has torn apart some of the strongest alliances that we have as a country. My first order of business would be to repair those alliances with our european allies, the u. K. , france, germany. These alliances have been a big reason why this world has been safer and we have been better off as a country. I would also repair some of the damage that i think has been done to our original relationships with places like canada. I mean, who gets in a fight with canada . Somehow, this president did. The relationship we have with canada and mexico is so important for our security and also economically. And its more important than ever that we have allies around the world because we have countries like china that are growing very quickly that are projected to get stronger and stronger militarily and economically. Its estimated that in 2030 if nothing changes that china is going to a clip such as the largest economy in the world. I believe we need to do everything we can to make sure that we are as strong as possible economically. And also to protect ourselves militarily. I also believe that the United States does have a role to play in furthering the values that have made our nation spatial special. Freedom, democracy, opportunity, equality for people around the world. That doesnt mean we should get tangled in unnecessary conflicts. We saw what a mistake iraq was. But it does mean we should not be cozying up to dictators like the dictator in north korea or other countries that this president cant seem to get it right with. I would return to a time when the United States leads on things like human rights and pushing for freedom and democracy and equality. Bret mr. Secretary, obviously the president said that hes engaged in all of this pushback with these countries including canada because he says they are taking advantage of our economic situation. One of the big topics in recent days, you touched on it, china. The trade war possibly expanding, trade war with china. Thats ongoing. The president hit joe biden the other day for flipping on how he talked about china. Heres what he said in may and earlier this week. China is going to eat our lunch . Come on, man. They arent bad folks, folks. But guess what . They are in competition for us. China poses real challenges to the United States and some ways a real threat to the United States. Donald trump is only exacerbating the threatened ginger. Bret who is right, joe biden in may or joe biden this week . Julian i can tell you what i believe. What i believe what i think is china is a competitor that right now is forging alliances in places like africa and latin america, making investments in those countries. That means we need to be smart about forging our own alliances. I can say, for instance, i believe if i were elected president i would have a unique and unprecedented opportunity to forge a stronger relationship with mexico and latin america that would benefit us in the long run, both in terms of security and economic development. And to also focus on the pacific region, to make sure we are doing that as we understand both the challenges and the opportunities of the 21st century. So yeah. I think that chinas a competitor. We have to have smart policy around. Shannon take a look at iran. Big news in regards to secretary pompeo saying he believes that they were behind two attacks on two tankers. Another two tankers attacked in recent weeks, and the attack at the saudi arabia airport was a missile strike. Put yourself in the oval office today on this day, june 13th. You are looking at the situation. As president , how do you respond, the escalate whats going on here, not risk a war . In your question, you hit right at what you need to do, which is to work to the escalate situations like this. To avert a war. The issue i have at this administration is that they seem to be hell bent moving us with ward to iran. That was withdrawing us from the weissmann agreement. That was the best agreement we had for the country not to develop a capacity of a nuclear weapon. As all the intelligence agencies said, iran agreed to abide by the terms of the agreement, this president haphazardly threw it out the window. That makes the situation in iran less stable, more likely well get into conflict which i dont believe in. And it sends a signal to the rest of the world, including places like north korea, that even if we engage in the phonetic efforts and move towards some sort of agreement that would keep them from developing further than nuclear capacity, we are going to honor it. Shannon what would you do on today, the tankers on fire, evacuating people, a military expedition to evacuate these people, what are you going to do in this moment to fix the situation to solve it . Julian number one, we always have to make sure that our folks are safe, they have what they need, going to support them over there. Secondly, we need to engage our allies and put pressure on iran through sanctions and other ways to ensure that they dont act in an aggressive way. Shannon the administration has done that. One choice would be to relieve the sanctions but would you consider that in this moment . Julian im not privy to all the intelligence information that mike pompeo is or the president is. But i believe that this conflict with iran has been ginned up, that we are moving down a path that seems familiar from the past that has led to a lot of turmoil in this region. And so i would do everything that i could to work with our allies to try and avoid further escalation. We need to deescalate that. Bret you know what they said, the reasons be 23 is working this way because the sanctions are squeezing them ane fires are real. Its not fake. The oil tankers are on fire today but thats genesis for the question. Julian again, i dont necessarily think we need to ease up on sanctions. However, the mistake that this president made was changing the relationship that we had in terms of the b23 Nuclear Agreement thats in place. What he did is basically break apart the positive forward progress that we have with iran that was a biting, all the intelligence agencies said they were abiding. This president came in and said, no, we are not going to abide by it. Thats led to the instability we are seeing today. Bret another question, missile rose is the next question. Secretary castro, how would you lessen the use of excessive use of Law Enforcement and do you support civilian review boards with subpoena and firing power . Thank julian thank you very much for the question. I said a few days ago earlier this year i was in a charleston, south carolina,. I was a few blocks away from the mother where in 2013, 20 were dylan ruth went into that church and murdered nine people and a few hours later i printed without institute as i believe he should be without incident, taken to custody, take trial and punished. What about eric garner . What about sandra bland . What about tamir rice, what about laquan mcdonald, and what about here in arizona . Who often times we have seen police mistreat especially young men of color, a lot of young black men. How many of these videos do we have to watch i do not care what your politics is, liberal, democrat, republican we are in an age of technology where we have video now even though we have great Police Officers, and i work with them as mayor of san antonio, this is not a problem a few bad apples. A system itself is broken and we need to fix it. And thats why. Thats why i propose this Police Reform plan. Nobody else on the cam campaign trail has done it but im going to speak up for the voices of those who dont speak up for them, and its calling for things like greater accountability through these review boards, through the use of force standard that says basically that Police Departments shall not use lethal force unless other reasonable and holds them accountable for those actions that creates more transparency, that insures Police Departments have the support they need to recruit as well as possible and retain the best officers. And things that are simple and straightforward like create a database of Police Officers that had been decertified. Right now, we do not have a federal database that shows which Police Officers have been decertified because they engaged in egregious misconduct . Youve probably seen this in the past to commit this conduct here and go the next town over and get a job when they shouldnt, shannon perhaps from the other side of that equation. Last night, 25 Police Officers in memphis, people threw rocks and bricks at them after they took a man was killed, a situation where they were trying to bring in a fugitive. He rammed into the police car with his car in the situation unfolded. You also got a 26 increase in the number of Police Officers were killed in the line of duty, the most recent numbers. What do you say to those families and Law Enforcement who look at your program of people first and say this Police Officer who is part of my family is also a person . Julian i agree with that. First of all, i say thank you and god bless you to the service that you are giving to the community. As i said, we have a lot of Police Officers who are doing a good job in our country. I saw that as mayor of san antonio. But what i will also say is that and i know this as a form of public servant. I think there are such issues that have such moral clarity that we have a society decided that the other side is not acceptable. Imagine saying its okay to appoint a judge who is racist or antisemitic or homophobic. I dont think that those are political issues anymore. Julian im going to focus on what i believe and let the viewers know what i believe. What i believe is a woman should have the right to get an abortion in this country. Should have the right to choose. What we see happening in states like missouri, alabama, georgia, is an allout assault on that right. If im president , im going to appoint judges who understand the importance of that right. Who will uphold roe v. Wade. And do everything i can to ensure that women have that right and that we protect not only reproductive freedom but we enhance reproductive justice. This is the question on the Hyde Amendment. I dont believe that just because a woman is poor that she shouldnt exercise that right to her own control of her body. I agree with doing way with the Hyde Amendment. Our over growing National Debt has been labeled as a potential National Security concern, has a right of saddled future generations with a heavy shared load of that debt. As president , how will you work to pay down the federal debt and what federal programs are you implementing that you set yourself to accomplish . Julian thank you very much for the question. As you probably know, as a mayor, you have to work with a balanced budget under state law. I appreciate the need to ensure that future generations are not saddled with so much debt that it affects their ability to prosper in the United States in the future. I have two children of my own. My daughter katerina who is ten and my son christian who is four. I want them to have a bright future, that means to deal with the debt. What we seen with this demonstration is very irresponsible tax cuts that gave a trillion and a half dollars to the wealthy and wealthy corporations. We want to talk about being fiscally responsible . The first i would do is repeal and replace those tax cuts with legislations that improves a lot of the middle class and working poor in this country. And on top of that, i also believe that all of our departments with the federal government should be subject to scrutiny in terms of how well they are spending their money, including the department of defense. Do you remember the 400 hammers and other misspending, or overspending . I dont think any part of the federal government should be immune from that kind of scrutiny. When i was at hud, that was certainly a concern for us, to make sure that we were trying to spend money in a responsible wa way. If there was a program or initiative putting resources into, one of the things was trying to measure how effective that measure was. If im president , i would support that. Being as thoughtful as those things on the spending side and then being thoughtful about tax cuts that we dont need and how we are going to replace those, i think that we can do better than this president is doing right now, because this president has made the situation worse, not better. Shannon but you support medicare for all, you support free prekindergarten, tuition free public college, 15 minimum wage. We know a lot of folks are going to look at you and say, how are you going to pay for all that, especially if you were going to get rid of the tax cuts which a lot of people think have created a lot of jobs come assimilated the economy quite a bit . Julian i would disagree with that. Shannon you would . Do you think the economy is doing good right now . Shannon those tax cuts is not what led us to have a 3. 6 unemployment rate. Those tax cuts, analysis after analysis has shown this, they were way tilted towards the top 1 and wealthy corporations. Folks may remember that a couple of months ago that amazon made more than 11 billion in profit last year, didnt pay any federal tax. And a couple of days later, there was a result about 60 different wellknown american openings that had a profit and paid no federal tax. How is it that amazon is paying less than taxes than you and your family. The reason for that is we have our priorities wrong. Values are wrong. I would support a tax code that actually gets our right and that boosts the middle class and working poor instead of the top 1 in wealthy corporations. To answer your questions, how are we going to pay for different initiatives we want to do, during the course of this campaign, i am going to release my campaign of how to pay for these programs because i do believe the American Voters are entitled to that. To give you a kind of preview on that, when to repeal and replace those tax cuts, we need to raise a top marginal tax rate, we need to close different loopholes that these lobbyists that are hired by these powerful special interest in washington, d. C. , always get worked into a thousand page document so they can get theirs while you and your family dont come up and, and that also find other ways that are not necessarily io going to revenue. Quick example, when i was hud secretary, one of the things we did is from the National Housing trust fund and did that with a transaction fee on fannie mae and freddie mac, the governmentsponsored entities, took about 107 million to begin with that was put into a fund that would invest in Affordable Housing for people who were extremely low income, the poorest of the poor, to get into housing. That was not raising the tax rate or Something Else in that tax code, it was a different way to get at it. I would do all of those things to make sure that we are able to provide an effective way for people to prosper in this country. Bret that was a bit of a closing statement there.
