They had to learn to have good enough ideas, they had to learn to communicate as a team. The question was, could you put together, over time, an effort that gave the American People a credible alternative that they could win the house and help govern the country . rock music the origins of the contract with america, i think theres, you know, its the saying, success has 1,000, you know, fathers. Well, the story of the contract with america begins with Newt Gingrich. It was almost unheard of, really, for anybody to run three times to win a congressional seat, but it became clear that, when newt came to congress, he was very impatient. He wanted to get things done. Well, i would say that the story that starts with Ronald Reagan and a commitment to big ideas Like National security, a stronger economy, things that were in reagans speeches. George and i are both very proud to do this and think that its something thats long overdue. In 1980, we had this concept that we ought to have a Capitol Steps event, have all the house and Senate Candidates come together, and make a commitment to do something as a team, and i got assigned the job of making it happen because i was the chairman of the Planning Committee for a majority of the Congressional Campaign committee. For the first time in american history, we actually had all of the candidates standing together. It always stuck in my head that you could create a National Wave and you could build it around themes that were so popular that people in the end would decide they were for your candidate just because the particular positions were so strong. The contract without reagan as the forerunner is impossible. So, about 1988, when president bush got elected, there were a lot of people voting for reagan to have a third term. Theres only one time since Franklin Roosevelt has a party kept the white house for three consecutive terms and that was the time, reagan, reagan, bush, so people had voted more of the same. Congratulations. Thank you. crowd cheering the house and the democrats had won a majority of 54, and were still in the majority, having not lost it in all that time, so, you know, no republican had been a committee chairman, very few republican bills passed the house of representatives. Theres very little policy role for the minority party. There was a frustration that they werent making any progress on trying to get to be the majority. Most, most of the members probably assumed they would never serve in the Majority Party in the house during their congressional careers. If you dont think you can win the majority, how are you gonna win the majority . The old bulls in our conference were the people who had decided that they could live with the democrats and get a certain percentage of each bill, we used to say they got 10 of every bill, and could therefore help change the direction without becoming the majority. That was the concept that we hoped to break up and that we believe that, the only way that you made a real difference and brought real conservative policies to the country was to be in the majority of the house. [newt] i was the one person who had the drive and the determination and the persistence that we might eventually get there. He was somebody who aspired to leadership and then others joined him and his conservative movement, but also his movement to really change the house of representatives. There was Great Respect for bob michel, for the House Republican leader at the time, but he was a different generation from Newt Gingrich and dick armey and tom delay and bill paxon and john kasich, who were kind of the driving force of the contract with america as it became. I think bob michel started every day with a fact, we were the minority, not to be the leader of the opposition, trying to become a majority. My job was to force a majority. His job was to manage, to help the president of the United States with the minority. They werent the same job. These folks started to exert their political influence and we knew a change was coming. When congressman cheney was elected whip, we knew we had a real team player. Dick cheney made it very clear to leader michel, im on your team, whatever you need me to do, ill do it, and that point, bob still had control over his leadership. Then, when George Herbert walker bush picked dick cheney to become his secretary of defense, that was a real blow to bob michel, because he had opened up the whip position and everyone knew that newt was salivating and had a burr under his saddle to run for leadership, and the second most powerful leadership position on the republican side was the whips job. I was working for vin weber at the time. Vin was close to newt, and he called that afternoon, and he said the president has nominated dick cheney to be secretary of defense. Well, whos gonna run for whip, and i said the only name ive heard right off the bat was newt, and he laughed, and i laughed, telling him, you know, well, thatd be great, but newt cant win that race, and vin was one of his best friends, but it was just viewed as newt was the bottom thrower and it would be very difficult for him to get the votes. I spent all weekend phoning people. By monday morning, i had 55 votes. I was the last thing michel wanted in the leadership, because i represented total disruption. I was walking over to the Republican Club where we were gonna have the vote, thinking i would either win, or we would spend two years breaking up the establishment. I thought wed win either way. A number of the people who voted for him were people who just said, weve been here too long in the minority, weve got to have more activism, weve got to become a majority. It was wild, yeah, im standing in the very back of the room, now, i also was very fortunate. I was nominated by bill frenzel, whos a moderate from minnesota, seconded by olympia snowe, whos a moderate from maine, and the third person to speak was john paul hammershmidt, who was a conservative from arkansas but very senior and very much in the bob michel tradition. So, my three people who spoke for me signaled to the party a breath of support, that was very unusual. I get emotional talking about it. It was, it was the moment we knew, you know, that this was over, and that wed won the internal fight which had taken a decade. Millions of you came together to take your country back. crowd cheering ross perot started this movement about, you know, both parties arent doing their job. Middle america is missing out on everything, and he gave voice to this. He got 19 of the vote in 92, and more than any other reason, it maybe more than every other reason, hes the reason that bush lost and clinton became president. Bill clinton had been elected president , so it was the first off year election where democrats controlled all of government, what, probably since jimmy carter. But the voters were not happy from the beginning of 1993 because it turns out, when clintons talking about his economic plan, hes talking about a gigantic tax increase, and then some other policies, like his midnight basketball for convicts and things like that were not popular. Bob michel announces hes retiring at the end of 1994. Newts the number two republican in the house party, so he becomes the heir apparent pretty fast. Michel basically turns it over to newt. Youre gonna be the next leader, you know, you work on this. Retreats, planning process, all of that, so newt takes that over, and thats where the contract came out. But its not really something yoyou want to buy. So newt takes that over, its not sexy. Oh delicious. Or delicious. Or fun. And if you want to become a majority, you have to be interesting and so i recommend you find some people who are willing to be interesting, and you get together regularly, and think through how to be interesting. And then you reinforce each other, so youre a group. [bob] we had a whole series of dinners in the basement of tortilla coast, to talk through how we were going to make this into a real successful revolution. That group one way or the other, was gonna form the nucleus of the leadership after bob michels retirement. Michel was the leader, newt was whip, armey was conference chairman so with michel retiring, newt was gonna be number one, armey was gonna be number two you had to decide that the cause was bigger than you. We had a shot at becoming a majority if we were a team. But that we had to decide to be a team. And at the end of the dinner, armey said, you know, ive always flown solo and i have never tried to fly in formation. That was really the key moment. If armey had come back and said, i really cant be on a team, it would have been really hard to put it together without him. [bob] people who id remembered being there were dick armey, tom delay, bill paxon, newt, and myself. They came out of there thinking we could all Work Together and trust each other to do the heavy lifting and not cut and run on each other. As the frenchmen or inaudible said, if four strangers meet a lion they will flee. If four friends meet a lion, theyll kill the lion. dramatic music [kerry] well, it was in the late winter, early spring when the planning really began in earnest. Newt said, theres going to be ten things because that was a mythical number in his mind, and we need to announce it and it needs to be detailed. Its not just going to be bumper sticker. We said, if this is going to be really real, we need to have bills that were going to be introduced. You have to have a short enough list that your members could learn it, and a long enough list that people dont get bored. dramatic music it was newts concept but dick armey heard on the process of getting all these members corralled and coming up with a work product that was the specifics of the contract with america. Newts a pretty motivational leader. Dick army is very committed to ideas and policies. They were driven by ideas and it really motivated their colleagues and the staff that worked for them. And i think thats why we were a great team. I thought of armey as the chief operating officer. He had a line one time. He said, i didnt realize that my name was well and i said, what are you talking about . He said, we, you say well do it and that always means me. We tried to make it collaborative with House Republicans so we brought people together, and we talked about it and we kicked around ideas. After almost forty years at that point of democrats being the majority there was a lot of legislation that had been bottled up that was popular legislation. We had a standard that said that you had to have seventy percent of the country being polled that they supported this agenda item. The contract had ten planks, but they werent just ten bills. I think they were like sixty or seventy individual bills wrapped up. So each contract item might have four, five, six, seven bills rolled into one initiative. So all that language had to be crafted. It had to be synthesized where it works and not be the kind of things that can be just ruthlessly attacked on a campaign trail. Well, im sure newt would not be offended but i would say well over half of the members at that time were like, its just another crazy newt idea. What do we care . I would also point out that newt got a lot of help from bill clinton and from the democrats in the sense that there was a reaction to the Clinton Presidency after they passed their tax bill. Nobody really believed we had a chance at it, but there was a handful of us, the merry warriors, who were like, yes, we can do this. And we knew if we took the house, we could demonstrate clear differences. Not only between republican policy and democratic policy, but the way republicans would manage their responsibilities. They had to be simple enough to be understood by the average candidate, and that they had to make sense to the average person, in simple, direct language. Newts big idea was were gonna put an ad in the tv guide, cause which was a very, very wide circulation at the time, and very middleclass, workingclass voters, thats who got tv guide. Most people dont even know what a tv guide is anymore, but, at that time, it was the largest publication in the country. Everybody got a tv guide. [man] and we placed that in the tv guide across the country. Where you could tear it out, and, on the back, it listed every piece of the contract, and a place to check off, if they did what they said. And heres our ten things. And, as we do em, check em off. Done, done, done. In the focus groups, when we tested the ad, one key part of the contract, that i think had great appeal, was the line at the bottom, which says, if we break this contract, throw us out, we mean it. That really seemed to break through, and candidates would say it on the stump, newt and others would say it. And within 100 days, if you dont have ten check marks, we dont deserve to be reelected. [kerry] people did tear it out and keep track. intense music we lead off with the fiscal responsibility act, which included a balanced Budget Amendment to the constitution, and line item veto reform in response to the fact that ross perot had performed so well in the president ial election as a thirdparty candidate, and a lot of his focus was on concern about the deficit, and a lot of those voters were disaffected republicans. We wanted to get those voters back, and to demonstrate a commitment to balancing the budget and to fiscal responsibility. The American People regard balancing the budget as a moral issue. They think, theyve gotta balance their family budget, why shouldnt the government have to balance this budget. upbeat music the, take back our streets plank was born out of a concern that we werent doing enough to protect american citizens. People tend to forget this, we were in the middle of a huge crime wave. Rudy giuliani was elected mayor of new york because the level of crime had reached a point where people felt genuinely unsafe going into the city, and so, we were responding to a very deep Public Perception that we had lost control of the streets. upbeat music probably one of the most important pieces of the contract was the welfare reform proposal, a personal responsibility act. President clinton claimed he was for welfare reform, but it didnt get done his first two years, when the democrats controlled the house and the senate. That was part of the contract, and we tied it to the medicaid reform, which ended the entitlement for medicaid and turned it into the state plot grants. Republican welfare reform bill crafted as an alternative to the democrats bill was not acceptable, and so we wanted a different approach. At the time, what members thought would be most effective was helping people see the dignity of work, and requiring people who were getting welfare to work. Not because it would save money, although it would, but because it would save lives, and change lives. The child adoption tax credit. Republicans were by and large opposed to abortion, but, if youre gonna be opposed to abortion, you need to be in favor of adoption. We already wanted to encourage adoption, and to defray some of the cost for that. I was adopted, and we had known of other people who were adopted. We believe that adoption was a dramatically better than abortion, and we wanted to make it very easy, and very desirable for people to adopt children. upbeat music one of the things that drove the midterm in 1994 was a reaction to a couple things that president clinton had done in office. He had run on middleclass tax relief as a centrist democrat, a new democrat, and then, we he got in office, the pressure on him to raise taxes, he gave in to it, and that created a lot of backlash, and we were able to tap into that by saying, well, well repeal those tax increases, and well provide tax cuts to hardworking americans to restore the american dream, and we wanted to correct that penalty against married couples in the tax code as well as to encourage people to take advantage of medical savings accounts and education savings accounts. bold music the National Security restoration act was partly response to concerns about Mission Creep with the u. S. Military, and a sense that we didnt wanna be the worlds policemen, that we needed to put National Security interest of the United States first, and be less involved in a lot of multilateral, Multinational Peacekeeping missions. Our view was, we dont want American Forces under United Nations command, period, and that was a key part. The second part was that the clintonites regarded the Defense Budget as a piggy bank, and there we are, so they had a overreacted to the fall of the soviet union, they were underfunding defense, and it was a serious problem. Newt said we want everything to be at least 70 or 80 supported by the public, and it cant split our party, which, down the road, became an important feature because we left certain things out because it wouldve split our party. The challenges of getting everybody on board were severe because, literally, there were big pieces of the entire republican agenda would be left out of the contract. upbeat music would e left out of the contract. Lets focus on the things that we know pull us together and that we can attract not only republicans but we can attract smartthinking, rightthinking democrats and independents. The Senior Citizens fairness act, we wanted to help reach the seniors who were facing some financial difficulties. One was with Long Term Care because thats becoming a more expensive part of Senior Citizens back then and still is today. But also we wanted to increase the earnings limit for those who are on Social Security, where you could make more while receiving Social Security and not be penalized. And so what we were trying to get at here was, take away anything which discourages you from work, create opportunities for you to keep saving all your life, and have an attitude that we wanna empower and support Senior Citizens in leading the fullest possible life. male narrator the job creation and wage enhancement act, it was perhaps the most ideologically polarizing because of the Capital Gains tax relief that was in it and the tax cuts for the rich. This bill was designed to send two signals. One that we really care about Small Business. Small businesses create virtually all the new jobs in america. Big corporations actually tend to shrink jobs. And two, that we were deeply committed to Economic Growth to give you a better future. Part of the motivation of the contract was the sense that we had gotten to a point where we were taxing too much, litigating too much, regulating too much. And so theres planks on all three of those things and more. But the litigation reform was to address the fact that we got too litigious and the system was skewed for lawyers and to bring too many lawsuits when there were other alternatives to try to deal with some of those problems. This was around the time of the mcdonalds coffee cup incident, where a customer from a drivethrough at mcdonalds got a piping hot cup of coffee in the morning, put the cup in their lap and drove off and it spilled onto their lap and burned them and they sued mcdonalds. These kinds of things were in the news, but it was a concern. Litigation costs were a rising concern to Small Business owners. This was actually the provision that got Haley Barbour to buy the ad in tv guide. All conservative republicans despise the trial, lawyer, sue everybody, the commercial that comes on and says, hi, ill bet you know somebody we should sue. Why dont you call and let us consult with you . We think its destructive of society, we think its destructive of the economy, we think it sets exactly the wrong tone for a free society. One of the reasons that we had plank ten be the Citizen Legislature act is we wanted to send a signal that we were with the public in terms of the disdain for career politicians. We think that it would be healthy if this were not a lifetime career for people and if you had a limit; six terms in the house, or twelve years, and two terms in the senate, or twelve years. And so you could conceivably serve for twentyfour years, still thats a pretty good run. This was actually the one that was the very hot button in ninetyfour cause people were so mad at the congress and that various scandals in the congress. People really wanted to clean the place up. And they really had given up on the hope that we could ever win. So there was pretty big nationwide movement for term limits, which was the heart of this. marching band music morning, on september twentyseventh, the day it was announced. It all came together and it was a beautiful sunny day. male narrator and people came in from all over the country to stand in unison and say, we will do this. If you win, were gonna make this commitment so well be able to deliver on the commitment, if you vote for us. If you give us this chance. The other benefit of bringing all of these people to washington, who were candidates, was for some training. How to respond to the attacks, how to be a good interview the day of the event, cause we knew the media would look for the weakest link, to try to paint to contract in the most negative light. Heres whats in the contract, heres our recommendations on the key points to emphasize, and how to campaign on it, and how to run on it. What i look back on with the most pride is, the rhetoric that day was all positive. There was virtually nothing that was to be considered a negative campaign attack. Theres virtually no discussion of president clinton. It was all about what republicans stood for, what republicans would do, and they guaranteed it and said, if we dont do it, throw us out. We mean it. Today on these steps, we are for this contract, as a First Step Towards renewing american civilization. Im going to sign the contract now, as the last member to do so, on behalf of the republican conference. It was like a booster rocket, you know . It just shot everybody into the stratosphere and gave everybody momentum for the home stretch, and thats important, to have that sense that we can win, and were gonna win. Our biggest fear is that nobody would notice it. You know, in terms of the marketing of it, this was before social media. We didnt have facebook pages and twitter accounts to push things out. You had to rely on more traditional media, and the contract with america was a hook for the traditional media. The democrats played into it, they attacked it, they helped us make it a news story in general and generate it. The contract is a fraud. We think that the more the American People understand what is in the contract, which essentially amounts to very large tax breaks for the wealthiest people in this country, the eventual destruction of Social Security, major slashes in medicare and medicaid, increasing military spending, and cutting back on nutrition programs for hungry children. So you can go out today and find people who will tell you where they were, what they were doing, what it meant to them. And it imprinted on an amazing number of people that we won, we can win. This was amazing. Theres an incredible feeling of elation and personal accomplishment. Ive been doing congressional races 82, 84, 86, 88, 90, 92. In 94, we actually got there. Well, this is the understatement of the day. Its a knockout. We won 230 in the house. We won 54 senators and two more switched. It was a big, big win. Call it what you want. An earthquake, a tidal wave, a blowout. As we say in the midwest, we got our butts kicked. When i saw it go over the top, that we were going to be a majority, i immediately got on the phone and called newt to be able to say to him, congratulations, mr. Speaker. [newt] you know youve become a household name when chris farley and saturday night live start poking fun at you. It quickly pivoted to pretty hard work, and now that we pulled it off, we had to be prepared to make it happen. We had made these commitments and there was a lot of change we were about to implement, taking over the house for the first time in 40 years. applause so with partnership, but with purpose, i pass this great gavel of our government. With resignation, but with resolve, i hereby end 40 years of democratic rule of this house. applause this is a change of command ceremony, and that i need to do the best i can for the country. The gentleman from georgia, Newt Gingrich. applause im very much shaped by my stepfather, whod spent 27 years in the infantry. So i was very much shaped by the armys sense of duty, honor, country. And that was a very touching moment. applause gavel pounds wed probably had the longest opening day in congressional history, been making sure all the laws applied equally to congress. pounds gavel the house will be in order. We knew it was gonna be hard. We had no idea how hard it was actually going to be. This was not just an everyday congress. We had taken over. I shouldve recognized that when we used this 100day mantra, that we were not calculating in how much time it takes to take a bill into committee, to have it in subcommittee, to take it to the full committee. pounds gavel on this vote, the yeas are 238, the nays are 192. The bill is passed. There were celebrations every time we passed a plank. I am now going to have a hole punched in the card. Newt would go to the floor and pull out his insert of the tv guide. And we got the first one done, we got nine to go. We got three done, we have seven to go. We were trying to make sure people understood we were doing what we had promised. hits gavel the bill is passed. applause one of the smart things that dick armeys people did in scheduling the floor was we started with the easier planks of the contract. The yeas are 300 and the nays are 132. Twothirds of those present havent voted in the affirmative. The joint resolution is passed without objection. A motion to reconsider is laid on the table. cheers as time went on, thats when they got more difficult, more complicated. I voted with many republicans for a balanced Budget Amendment, but i did not do that to see this kind of irresponsible spending take place in this chamber. Less than the constitutionallyrequired twothirds of the members having voted in the affirmative, the joint resolution is not passed. There was a concern, obviously, with an amendment to the constitution, given the high bar that the founders put in place to getting it enacted. But we were always careful to point out that we didnt promise we could get it done. We knew that would be a high bar, obviously, but that we would pass it off the house floor, which we were able to do. What we had to do was make sure all the procedural things were in place to make sure they passed. The first three or four planks of the contract, democrats didnt put up much of a fight.
