Acceptable to this president. Rick john roberts is at the white house. John, do we have a time line for when these troops will hit the southern border . Rick, in some states like arizona, mexico happen. California and governor jerry brown may be another question. The white house could run into stiff resistance for the plan there. The president wants to send the National Guard to the border in the face of a sharp uptick of apprehensions on the border between the United States and mexico. Lets put up some figures here so you can take a look. In the month of march there were 37393 apprehensions along the southern border. That suspect 11,000, almost 11,000 from february of this year. When you include in the 13,000 other people who were detained in ports of entry. That means that in march, nearly 50,000 people were detained by customs and border patrol. That is a 200 percent increase over march of 2017. Border apprehensions are still at a 46year low. But the Homeland Security secretary, you see her there, Kirstjen Nielsen saying the increase is troubling. Now, this is all wrapped around the debate in congress over funding a border wall and Immigration Reform. The president not happy that he didnt get the 25 billion that he wanted to build a border all across the southern border. Border wall, rather, across the southern border. He also didnt get the Immigration Reform measures that he wanted. The administration is also asking congress to pass new laws which would severely trim back catch and release. It was first implemented by the bush administration, which detention facilities along the border were overwhelmed. The policy then carried on by the obama administration. And continuing now with the Trump Administration. There are Court Rulings that stipulate catch and release for certain individuals but the white house is now looking at legislative or rather executive actions that the president could take to try to roll that back. Listen here. The second kind of catch and release though is based on a court case. Its a loophole in our system. It requires us to release family units that we interdict after 20 days. That we are working to see if we have the authority in the executive branch to change but has always been part of our legislative process. That would be the best way to do it. The whit insist catch and release is a big driver of illegal immigration particularly from central america. People there are told that if you can get to the United States, particularly if you have children, you will be released for a period of a number of months and may be able to just disappear into american society. That the big driver for catch and release, of course, is the lack of detention facilities. But President Trump contends that if he gets his border wall built, illegal immigration at least in some areas will virtually dry up and there wont be the need for those big detention facilities. Rick . Rick john, we will have much more on this in a few minutes. The president headed to West Virginia in minutes, right . Whats on the agenda there . He is leaving at 12 30. This is the fourth time that he has visited West Virginia. Very important state for him sings he became president. He will hold a round table on tax reform. But theres no question that he is also going to talk about trade and all of this is aimed at West Virginia senator joe manchin who is up for reelection in november. Manchin voted against tax reform earlier today the White House Legislative Affairs director mark short lamenting the lack of democratic support for tax reform. Listen here. We are disappointed that we couldnt earn one democrat support in the house or the senate for tax relief plan that has helped to lower unemployment to a 17year low and has provided enormous benefits and bonuses and pay raises and it was disappointing that not one democrat could come across the aisle and help support that plan. Jon West Virginia is a very friendly place for President Trump. He won it by 39 points. The governor, jim justice changed his affiliation from democratic to republican. Rick, its a tough place to be a democrat running for reelection. So, thats why the president is leaning so hard on that. He wants to capture that seat in november for the republican party. Rick . Arthel House Intelligence Committee chairman devin nunes threatening to subpoena the original document that sparked the fbis russia investigation. Nunes demanding cooperation in a letter obtained by fox news that reads, in part on march 14th, 2018, Committee Investigators were given access to a still heavily redacted version of the ec, which is the fbi memo known as electronic communication which, as i informed director wray the next day via phone was unsatisfactory. The document in question is not highly classified and Law Enforcement sources have apparently not been shy about leaking it to the press. Information that the department and bureau refuse to share with congress. Joining me now is john bussey, associate editor for the wall street journal. So, john, hi. Hi. Arthel lets get right to it why is mr. Nunes doing this . Is it a reasonable request and what are the politics behind it. Yeah. So he is certainly in his right as the head of the Intelligence Committee to do this. And it was a redacted version of the memo that he got. He felt that that was sort of inconsequential and inadequate. Is he going back and asking for the full thing. I guess the question here is how much of this is politics . A little bit of political theater. Devin nunes has criticized the fbi and the investigation. He is very close ally of President Trumps. And so how much of this is kind of meant to continue the process of sort of discrediting the fbi investigation. Only he knows. There is also politics played out in these things. And maybe we are seeing a bit of that here. Arthel do we know what information mr. Nunes is actually trying to gain access to, specifically . Well, i think he wants to see kind of what the motivation was for the investigation. And some of that has kind of come out in conflicts between mr. Nunes and the fbi in the past. His argument that this dossier that was prepared for political operations was the cause of the investigation when, in fact, the democrats on his own Committee Say no, thats not the case. It goes way earlier than that. Way earlier than the appearance of the dossier. So, he may be trying to kind of foster a particular position that brings into question the fbi investigation. Arthel so, are we to believe that the fbi and the doj, they have been taken over by political pursuit in the law the letter of the law tossed out the window or is this a reflection of the break down of trust between the doj, the fbi, and congress . Well, i think its politics. And in politics, there will be efforts to discredit your opponent. And thats kind of normal to the political process. Its a little scary sometimes when institutions are attacked like this. I think the way to view this is to step back, Robert Mueller is pursuing a very diligent investigation. He has gotten indictments from a grand jury. Not just himself, a grand jury. He has gotten guilty pleas. He has gotten a jail sentence for one person because of their infractions. Watch the process. Arthel so is, quickly john, is this a foreshadowing of things to come once mr. Mueller submits his report to congress . Well, i think its going to be politics and fights right down to the wire. And efforts, again, to discredit the fbi. But the reports are going to be compelling or it wont be. The fact that there have been indictments and its pleas is pretty compelling and he is being very diligent. Remember, he is a republican. He is going to kind of follow this through. You know, a lifelong fbi person. So, he has got a fair amount of credibility and i think, again, patience, watch the investigation. Arthel john busy, thank you. Pleasure. Herself her relatives warned police she had a grudge against the website. Police dispute that and say officers spoke to her hours before the shooting and did not see her as a risk. They did not receive any specific threat of violence or anything that would have alerted them that she intended to commit any type of act of violence. Remember, she was found by Mountain View police that Mountain View is about 30 minutes south of youtube headquarters here in san bruno at 2 00 a. M. On tuesday morning. Hours before the shooting. They spoke to her, they say she didnt express any great threat. They then informed the family. The family says they called Mountain View police back and told them about the possibility of violence. I dont know. Now Mountain View police directly reject that story. They say, quote at no point during that conversation did either nasimes brother or father make any statements regarding the potential threat to or possible attack on the youtube campus. So thats the debate here. What we also know as a fact that Nasime Aghdam hours after she was let go by the police who visited a gun range not far from youtube headquarters, presumably getting in some practice before she came here before she came here around lunchtime and opened fire. One of whom remains in the hospital today. His condition upgraded from critical to serious. Youtube, meanwhile, is asking its workers to work at home, if they feel it is necessary while they get over what was clearly a very traumatic time for them. What if california governor jerry brown refuses to go along with it . Well, im really grateful that in South Carolina, governor henry mcmaster, the attorney general allen wilson have all signed on. And so im confident that we will be able to see which states are really and following through to protect American Families. Well, i think he will really change his mind because, indeed, and, if they dont, hey, we have guard members i know. I would have been so proud to serve. And i have three sons who have served in the National Guard. We have states that really will participate. It would have and it would be so disappointing to guard members that they are not able to do their duty to protect American Families. And so President Trump is following through. He cut taxes. Created jobs. Now he is protecting American Families from criminal conduct, from the potential of drug smuggling, human trafficking, terrorist activities. The president is making a difference. Rick there is some surprise over the opposition to this considering that the past five president s have all called on the guard to the border on a limited basis. President bush and president obama most notably. Why is it different this time around do you think . Well, rick, sadly, there is such i call it trump derangement syndrome. People against it really sad you hit it on the head. President obama sent troops to the border president bush sent one of my sons there. Ronald reagan started this. Bill clinton sent troops to the border. And so this is to protect American Families. The president understands that he is following through on his commitment and it just is so heartwarming to see an elected official following through to protect American Families. Rick congressman, we have heard quite a bit about what the guard cant do once they get there what can they do . Oh, its really clear. We back up they would back up the border patrol, the ins agents. Local Law Enforcement. Its the same thing that we have done for decades in regard to civil disturbances and provisions that can be made to back up local Law Enforcement. This is a proven activity that the National Guard is so effective and so positive and guard members want to serve. They love their country. Their states. Their families. And they cant wait to serve to protect American Families. Rick do you think their mere presence at the border would be a deterrent in itself . Oh, rick, it would be. These they are so professional. We have seen this now, im so happy the National Guard has served, in fact, my sons have served in iraq, afghanistan, and egypt, and so i know that the professionalism of the guard has never been better known than it is today. So by having them at the border, its just going to be a positive impact to protect American Families. Rick the president tweeted on this topic earlier today. He wrote the caravan is largely broken up, thanks to the strong immigration laws of mexico and their willingness to use them. So as not to cause a giant scene at our border. Well, im concerned that the message thats gotten out that there is division in our country and people should be. Its clear now that we didnt do enough. We didnt focus enough on preventing abuse and thinking through how people could use these tools to do harm as well. And that goes for fake news, foreign interference, elections, hate speech. In addition to developers and data privacy. Now, we have to go through every part of our relationship with people and make sure that were taking a broad enough view of our responsibility. He seems to damage enhancement rather than damage control. He has botched the biggest crisis in facebook history. As you said first 50 million users had their data breach, 87 million. It could be all 2 billion users worldwide had their personal information scrapsd to use his term. And he said nothing for days when the scandal erupted just like he didnt address or minimize the russian propaganda and infiltration during the campaign. Only now is he acknowledging that this whole approach was a huge mistake. Rick 87 million is a big number. It really only translates to 5 of their users. Now you are saying possibly all 2 billion. No, thats what facebook is saying. They are not ruling that out. Who knows what the real number is. You know, his first mistake in this latest round when asked on cnn will you testify before congress . He said well, you know, maybe. Im not sure. Maybe i will send somebody else. I said on the air the correct answer is yes because you are going to be forced to testify by subpoena so why drag that out . And so you have this sort of history where zuckerberg has stubbornly clung to the notion that his is like a public utility like the Electric Company and he didnt have to police the content and worry about the things he now says are huge problems. He does. I think he wants to do the right thing. But he doesnt quite know what to do. Its clearly a mess. Rick the company knew Cambridge Analytica compromising data but didnt disclose it publicly until the news was about to break. I wonder if now they are trying to do damage control there might be 30 million more. We found this out and telling you about it now to try to save their own, you know what. Yeah. Well, part of the problem is that facebook, you know, makes its money off of these Business Models where we voluntarily share a lot of the personal information. Same thing with twitter. Same thing with google. This gets merchandise and it gets abused. Facebook didnt have the right controls. Part of it is pure communications. Zuckerberg has said he doesnt like doing interviews. He is the face of the company. Everybody knows mark zuckerberg. They dont necessarily know who is running these other tech giants. I think that combined with the fact that he is just not comfortable in this role. He says well, maybe we will set up a private Supreme Court to appeal decisions on, you know, whats fake news, whats propaganda. What has to come off the site. Whats hate speech. This is a problem that facebook didnt want to spend the money to tackle years ago. Now he is paying the price and all of it are seeing it. Then is he going to get really grilled no, question about it on capitol hill. Rick we heard in a statement from Judiciary Committee chair Chuck Grassley on what he expects from that hearing with zuckerberg next week. He said that the social media has revolutionized the way that we communicate using data to connect people from around the world with all of the data exchanged over facebook and other platforms. Users deserve to know how their information is shared and secured. This hearing will explore approaches to privacy that satisfy Consumer Expectations while encouraging innovation. You know, rick, all of us are complicit. We use these services for free and shut out the fact that we are providing so much personal stuff that can be marketed merchandised misused and abused. Its hurt facebook in terms of its stock price and its brand. Celebrities from elon musk to cher are deleting their accounts because its such a giant worldwide company. It certainly has taken a knock. Most of the deaths happening last friday when the Israeli Military used live fire to keep protesters, including some unarmed protesters from the Israeli Security fence. This is a warning that the israelis have put out that anyone who nears the fence is at risk of being shot. Today, palestinian activists chanted death is better than humiliation as truck full of tires were loaded, taken to the border. Palestinians plan on lighting these hundreds of tires on fire tomorrow near the border to obstruct any israeli snipers and to really prevent them from targeting whether its protesters or terrorists. Thats sort of the questions that were waiting to see tomorrow. But, things here, arthel, look like they are going to intensify and as we all know, things here that begin just with some protests, with some rockets, they often end up in full blown wars here. They claim over only 12. And also the other thing is that were the trade deficit country. And trade deficit countries as President Trump knows are the ones that dont worry about friction. Arthel what about the people at home saying listen i dont want my tv sets to become too pricey. I dont want whatever the other things coming in from china to become. I dont want to pay too much. What do you say to those people . I think whats going to happen instead of buying goods from china buying from even lower cost producers. Jordan, mexico, guatemala. We should be buying from our friends rather than a country that doesnt like us. We will see a lot of substitution.
