Jon the push to drive the Islamic State from its last iraqi stronghold in the key city of mosul. And diplomacy with north korea . Senior north korean representatives reportedly getting ready for talks with former u. S. Officials. It is all happening now. Jon but we begin with a new executive order we are expecting on Border Security and immigration as the white house signals it could come as early as tomorrow. Welcome to our second hour of happening now on this president s day. Im jon scott. Im Heather Childers and for generally, very busy day again while we wait for any new action from the president , Vice President mike pence was speaking at nato headquarters earlier today in brussels. Reassuring are allies of americas commitment to preserving freedom and peace in europe. Whatever our differences are to confidence share the same heritage, same values and above all the same purpose, to produce peace and prosperity through democracy and the role of law and to those objectives we will remain committed. Heather chief White House Correspondent john roberts joins us now live with the latest. Good afternoon, update on the new executive order on the immigration band likely to come sometime by the end of this week, what we will get prior to that, though, as early as today or maybe tomorrow a couple of memoranda for how some orders that the president signed a month ago will be unlimited. More on that and just a second or first of all, or continuing search for a new National Security advisor. Maralago over the weekend, the president of a fork of potential candidates, Lieutenant General Keith Kellogg current acting National Security advisor also the executive secretary and chief of staff of the National Security council, president also met with ambassador john bolton, anyone who washes fox news is very familiar with him as was our religion Lieutenant General hr mcmaster and Lieutenant General Robert Caslen superintendent of the u. S. Military academy at west point. Im told the president may have more meetings later today before he leaves maralago headed back to d. C. , no front runner i am told at this point. Now to immigration, heres what we expected, either later today or early tomorrow, couple what are called implementation memos that were signed by the secretary of Homeland Security john kelly on friday. This basically details how to put in place the contents of the two executive orders that the president signed back on januar. One on Border Security, the other on dealing with criminal aliens. The president has called for, and this is in one of the memos, the hiring of 10,000 additional i. C. E. , immigrations and Customs Enforcement agents as well as the hiring of 5,000 Border Patrol agents. This is well known, he talked about this all during the election campaign, no surprise there. In terms of prioritizing the removal of criminal illegal aliens which was the of one of those executive orders, it would put a priority on explant from the country anyone convicted of a criminal offense, anyone charged with a criminal offense that has not been resolved, anyone having their use of Public Benefit programs and anyone subject to a removal order but are still in the country. This also calls for increased participation in what is known as the 287 bracket g program that deputize a local enforcement to assist the immigration and customs and Border Patrol folks and rounding up and deporting illegal aliens whether they are criminals or not. What we should stipulate here is there was an erroneous executive order that was circulating friday in which the 287g program would have deputized National Guard troops all along the border and in continuous states pair that was never part of the plane, never signed off by the secretary and never made it to the white house never considered that seriously. The 287g position in this implementation memorandum applies only to law enforcement. Before we go, one of the things the president did over the weekend, played golf with rory mcilroy, so him and tiger woods he has played golf with. Heather howdy do . I assume that rory mcilroy let him win. Heather thank you, very busy. As President Trump prepares the new executive order, our own channel will host a town hall covering that hotbutton issue, that is at 7 00 p. M. Eastern right here on the fox news channel. Jon Vice President mike pence is working to reassure european allies the u. S. Has their back as the white house searches for a new National Security advisor amid concerns about the influence the new advisor could have. The president has said very clearly that the new nsa director will have total and complete say over the makeup of the nsc and all of the components of the nsc. There is no demand made by President Trump on any candidate for director at all, weve never put demands on it and coming nsa director. The nsa director can do whatever he or she wants to do with the nsc and the makeup of the nsc. The president has been very clear on that topic. Jon lets talk about with kelly jane toren, Deputy Managing Editor of the Weekly Standard john hart as editorinchief at opportunity lives and former Communications Director for senator tom coburn. This administration has been the 28 28 bedeviled by a lot of bad publicity really about the way e gotten up and running especially with mike flynn having been fired as National Security advisor a few weeks into the administration. Is this par for the course or is there a normal amount of turmoil here . I think it is normal. Honestly, the Trump Administration is off to a great start, they were betting a thousand before the complication with flynn so in comparison to previous administrations, this is not unusual. They should be concerned, they should be looking for someone calm, cool, and collected for the position. You do not want to National Security advisor to be a celebrity or household name. They have four names in consideration all of whom are very capable, three have military background. I think they will make a good pick, but you talked about obamacare, repeal and replace, the reason this is so important as you do do not want distracts like this taking away from the more important work that has to be done between the administration and congress. Lets assume that trump is right about the media, the media is the enemy with the exception of fox news, opportunity lives, Weekly Standard , but in all seriousness, there is a desire to fixate and exaggerate these stories of turmoil pair they want to move off this and on toe healthcare, tax reform, jobs and the economy. Jon he mentioned the National Security advisor should not be a wellknown person, not a political figure, kelly. What about the idea . Mike flynn was pretty well known before he took that job, should it be someone who is more in the shadows and less a frontpage person . I think the Trump Administration is making that a little harder given how public they are making this search like they have for many of the cabinet positions. National security advisor is the most important post that does not require senate confirmation. It is huge. I think having such a public search harms them. When vice admiral Robert Harward declined to take the position, they had already put out there he had been offered the position, and that makes them look weak and it makes it look like wow, this is an important crucial job in the administration that nobody wants. So i think if they are looking to have someone a little quieter, they are not going about it the right way at all. I question the wisdom of having a public search for a position that is so important when you have somebody who is very wellqualified turning it down, it makes people wonder why he is turning it down, especially in military man, generally they are considered when the president calls, they answer the phone, they take on that for the good of the country. Jon there are discussions about exactly what admiral harward turned it down, he said for personal and family and financial reasons. There also are whispers that he wanted to name his deputy and President Trump said you cannot do that, i am the guy in charge. How should that work out, should the National Security advisor have his own people or should he be advised by people who are loyal to and known to the president . Frankly, i think everyone in the administration serves as the pleasure of the president. I dont figure and the position if you are a staff member, certainly not the case in tom coburns office where we begin to dictate to the boss who he can and cannot hire. Trump may have legitimate concerns they are, but regardless i understand the criticism that this is too public, but you have a situation and dynamic where democrats are going overboard and trying to draw a connection between russia and the campaign, and that story line hurts democrats much more than it does republicans because people outside the beltway dont care about that story. They want to know about jobs, they want to see wage growth. They want healthcare to be more affordable. I think they are in the process of moving the story line away from flynn and this controversy to a selection that is going to be of sound, someone capable so they can move on to other issue. Jon it would seem the key is putting someone in the position who first of all is qualified, can do the job and can do the job for the next couple of years at least, may be to the end of four years of a Trump Administration. Whoever takes it is certainly hoping they will not be forced to resign after a month. You are right. This is a difficult position for the administration to fill partly because donald trump came in as a bit of an outsider with a different view of Foreign Policy that has been the case in the republican establishment for years. Trump has been very proputin and wants to repair relations with russia and get a friendlier situation with russia and republicans have not been feeling that way, theyve been a little cautious on russia. Whoever steps into this position has a dance to do in putting President Trumps Foreign Policy into play but also working with republicans and being a republican, taking the concerns of everyone into account. Its going to be a tough job for whoever gets it, certainly everyone who is interviewing is very qualified. Jon one of those picks, ambassador john bolton wellknown to fox news viewers, a contributor former u. N. Ambassador. Thank you both. Heather now the fight to defeat isis overseas with Iraqi Forces Advancing into the southern outskirts of mosul in a push to drive the Islamic State out of its former stronghold. There is word that this is happening within the last hour the iraqi troops just reached the vicinity of the mosul airport. While a u. S. Led coalition as air support. All this, as defense secretary mattis holds talks with the u. S. And iraqi officials had of presenting his new strategy to defeat isis to President Trump. Following all the latest developments from our mideastern bureau, hello. This operation to retake mosul entered a new phase this week and with iraqi forces backed by the u. S. Coalition focusing on the western part of mosul for the last four months since the operation began, main focus was taking the eastern half of the city and now that is fully under Iraqi Government control. In the last 2448 hours, that focus shifting to the southern and western parts of mosul back by u. S. Air strikes and special forces on the ground. We are now hearing the iraqi forces are inching closer to the really key area of the mosul airport. This is an important area they want to get control as part of a retaking all of the western part of the city. Isis continues to put up a fierce fight, much fiercer than i think most people watching thought that isis would be able to last this long, four, is into this battle to retake mosul. Its been a lot slower going than analysts of thought but u. S. Military and commanders say that the operation is going slow, but it is going steady, making progress. There are some big concerns about the operation to retake the western part. Lots of parts of western mosul, the roads are much more narrow, they are much more difficult for Armored Vehicles to push into, making the entire operation likely to go even slower than what we saw in the eastern part. Also hundreds of thousands of civilians still left in that part of the city, so this is a slow operation, and it will take time, but u. S. Commanders say they expect it will ultimately leave isis without a base in iraq. Heather about 750,000 civilians trapped there by some reports. Thank you so much. Jon now this fox news alert, russian government is confirming now that the ambassador to the United Nations has died. 54yearold vitelli trick and was rushed to a New York Hospital this morning, he died t time later. No cause of death has been released, churkin a longtime russian teak diplomat had spent ten years with the United Nations, we will bring you more on his death as the information develops. Com jon it is a race against the clock in oroville as emergency crews worked to shore off the damage to a concrete spillway ahead of more storms i could spark another evacuation. Here joining us live with the latest is alisha. Yes, in the office of Emergency Services for california, department of Water Resources say the crews working on the ground right now are dealing with 40mile an hour wind gusts close to 50 while power wind gusts expected later today. Let me set the situation here, that is like oroville here as the storm is moving in and over the weekend, crews were able to release enough water so they could lower the level of the lake to allow for more room for this storm that is supposed to bring up to 10 inches of fresh rainwater in addition to all of the runoff that is supposed to come with the melting snow. Then you move over here a little bit, you can see dam, and we have seen crews going up and down all weekend and of course life on television now, there are no people, but theyve been very busy because on the other side of the road is the cement emergency spill that they are trying to shore up. Let me show you some video here that we have given to us by the Water Authority that shows some of the work. You will see this great area. What that is is a cement that theyve been dropping into the spillway all week long, trying to shore it up because the erosion was so bad that it prompted the Mass Evacuation last sunday of 188,000 people. That work is continuing but only on the ground. A lot of the ways they were able to get this worked on was through boulders they were dropping and also dropping additional aggregate and cement. The pilot decided they are not going up in the air, it is way too dangerous right now with the wind and the rain, so that work has stopped. They have had to continue on the ground as much as they can, working aroundtheclock. While all this is going on, there people downstream from the dam in oroville and Community Police are awaiting word from the Sheriffs Department to know whether they will have additional evacuation spirit they were warned by the sheriff when they were told they could go back to their homes last week that word could come any minute they would have to leave again, so folks right now are packed, they have their cards at my cars packed and are waiting to hear from the Sheriffs Department. Were going to get an update from the department of Water Resources as well as the butte county Sheriffs Department here and a little over an hour to find out where exactly things stand with the erosion going on with the dam, how things are going on the spillway and what is next for these residents of anything else because this storm is just coming in and is supposed to continue into tonight and into tomorrow. Jon and parable, the power of that water. Alisha acuna, thank you. Heather coming up, congress gearing up for an investigation centered on russia. We have reaction from the Trump Administration and how a probe could impact the white house up next. A better moment of proof. But now its finally back home where it belongs. Aw man. Hey, wait up. Where you goin . Here we go again. Heather we have a fox news alert for you, the russian government now confirming that moscows ambassador to the United Nations has died. 64yearold Vitaly Churkin was rushed to a new york City Hospital this morning where he died just a short time later. Russian president Vladimir Putin issuing a statement saying that russia will forever be grateful for churkins professionalism and diplomatic talent. For more on this i am joined by a senior counselor at the foundation for democracies and former security advisor to dick cheney, thank you for joining us. What are your thoughts on the unexpected death of the u. N. Ambassador . It certainly is a shocker. The fact is it is a huge loss for russian diplomacy. Churkin was really a superstar, maybe after the foreign minister, the most important ambassador and russias diplomatic service. He has been at the u. N. A long time, and he very, very effectively defended a lot of indefensible policies by president putin. Heather i was going to ask because immediately people will start to have conspiracy theories, is there any reason he has upset the common and what did he have to say if anything about all of the russian leaks and information that has been in our news lately . I havent heard much from putin, churkin on this specific issue of the leaks. I cannot imagine the russians would have wanted to set him aside. Particularly on the issue of syria and the kinds of war crimes the Russian Military has been committing there, churkin was incredibly effective at guarding russia against any type of retire ration at the United Nations come hes been a first rate servant for them, at the same time keeping up his contact to western diplomats. Heather in terms of western diplomats come his relationship with the United States . I think it had to be extremely tense over issues like syria and ukraine, and yet i think you will see some of his counterparts at the United Nations, whether it is people like former ambassador Samantha Power or ambassadors to britain or europe saying that churkin was tough, he defended indefensible policies, but he was the man we were able to talk to and have open channels with. He was honest but tough. Heather as i mentioned, russia has been front and center in the news here, here is what Reince Preibus had to say just yesterday about media reports on possible ties between russia and the trump campaign. You say that Intelligence Community says there were no contacts between any one of the trump campaign, any associate of mr. Trump and anybody involved as a russian agent after they campaign and pollution in the campaign with russia, is that what youre saying . Yes, they told me absolutely, they have made it very clear that that story in the New York Times is complete garbage. Heather but the senate is reportedly pushing forward with investigations even sending formal request to the white house to save any documents related to russia. Youve been on the inside, you know how the process works. Who do think is responsible for these leaks . It is only a theory, we are all speculating, of course, but ive been absolutely struck by how every major report of the last couple of weeks licking this highly classified information has been sourced to both current and former u. S. Officials, and that former u. S. Officials i think is the key tile here because you have Obama Administration officials who served at very senior levels of his administration who would have had access to every single piece of information regarding general flynns phone calls as well as the fbis investigation into russian interference in our election. Theyve only been out of office a month, and i think some of these people have convinced themselves that donald j. Trump represents a clear and present danger to our constitutional order, and this is their way of fighting back. Heather will also impact our relation with our allies perhaps not sharing as much information with us here at home. That is always possible, but again, i would say in terms of our intelligence professionals, tens of thousands of people who go to work on behalf of the duly elected president and to defend our country, those people are real professional who only want to be able to do our job, so i think it would be wrong for anybody in this country or are brought to believe this is somehow a rogue operation within american intelligence or law enforcement. Heather very glad you were able to say that, john hannah, thank you for joining us, a lot of breaking news. Jon President Trump promises a hardline approach to north korea, but now new reports say north korean officials could meet here on u. S. Soil for diplomatic talks. We are alive at the state department you asked. Plus, what will the republican plan to repeal and replace obamacare look like . Some conservatives are already asking when it will happen. Our panel will debate it fair and balanced. We are the tv doctors of america. And were partnering with cigna to help save lives. By getting you to a real doctor for an annual checkup. So go, know, and take control of your health. Doctor poses. Learn your key health numbers, and take control today. Heather welcome back, new reports that Senior North Korean officials are planning to come to the u. S. To talk with former u. S. Government officials. This would be the first meeting of its kind since 2011. Successful talks may signal that kim jongun is willing to open up a dialogue with the Trump Administration. Live from us at the state department with more, hello, rich. This would not be an official meeting between the u. S. Government, Trump Administration and the north korean administration. It would be government officials coming to the United States to meet with former u. S. Officials in an attempt to try to rustle or addressed the long list of issues between the United States and north korea. This is according to the Washington Post which points out it would be the first type of meeting like this in the last basically five years. The u. S. And north korea have a host of problems, of course, the United States wants north korea and much of the rest of the world also to curb its nuclear program, curb its Ballistic Missile program, the North Koreans are under Global Economic sanctions as a result of his actions. State Department Spokesperson points out that americans in North Koreans routinely meet around the world to discuss positions and what would make us unique as they would come to the United States and it would be north korean government officials according to that report. We asked the state department any releases have been approved for north korean government officials to come and speak, they say they refused to comment on that or any visa applications. The north korean regine, its actions since President Trump has taken over, have launched a Ballistic Missile on february 12. The next day, the north korean government is accused of assassinating kim jonguns brother in malaysia, and the state Department Says that last week, secretary of state rex tillers and addressed some of these issues with china because china is an ally of north korea, trying to pressure china as pres called for to restraint north ka on many of these activities, particularly the Ballistic Missiles and nuclear program. China responded a couple days later saying it was going to refuse to buy north korean call, so perhaps there is a bit and of effect there. We wait to see if on this level north korean officials will come to the United States for the first time under kim jongun and President Trump, though again to stress, this would not be an official meeting with the Trump Administration. Heather these are former officials. Thank you very much, rich and sent for us. Jon as republicans in congress were prepared to repeal and replace obamacare, the Trump Administration is promoting new regulations to stabilize Insurance Markets in the meantime. The president giving a taste of whats to come and his rally in florida over the weekend. You want a Health Care System in, by the way, we are going to be submitting in a couple of weeks a great Healthcare Plan that is going to take the place of the disaster known as obamacare. It will be repealed and replace replaced. Jon joining us now for a spirited discussion, leslie marshall, Fox News Contributor and syndicated radio talk show host, also adam goodman, republican strategist and ed were edward r. Murrow fellow at tufts university, thank you both for being here. There are a lot of republicans who are disappointed. One of the early promises was that there would be a repeal and replace bill on President Trumps desk by february 20th, that is today. No bill, are you one of those who is disappointed . Not at all. This is a place where speed to market should not trump, no pun intended, without the right results. We have to get this right. We have seen what obamacare did, created skyrocketing premiums and deductibles are through the roof, very little competition peers on the news out of tennessee recently where humana pulled out, and there is a sense of people being left by the side and not being a part of this discussion. I am okay with it taking a little more time, but what is going to really be required, this is the first major test you might say of republican control in washington. They have to pull together, find a Common Ground that unites us and have a leader in the form of President Donald Trump who sets up not with feudalism but with the power of principal and healthcare is one of the fundamental issues that will define how strong this country is internally and for all intents and purposes for the rest of the world. Jon generally, republicans and conservatives like competition, leslie. They say it lowers prices and brings better service. You do not have a lot of competition and some of these markets where you are down to in some places just one insurance company. Yes, but if you look before the Affordable Care act was passed as legislation into law we have now, the insurance companies, look at the premiums prior to the Affordable Care act, they actually were increasing at a higher rate when there was competition, so that is something i think republicans are aware of and are afraid of which is the cost. One of the problems here is that donald trump is a businessman. This was a lot of us on the left like myself were screaming that you cannot run this government like a business in the private sector. I think donald trump is facing that reality. Republicans are facing the reality that this is going to be far more difficult to dismantle, far more costly to dismantle, and how many republicans actually are starting now to like the Affordable Care act or like a lot of what is in it and do not want to repeal and replace but rather tweak which, by the way, is what Hillary Clinton had originally proposed. Jon when you have 23 coops, 15 of them have failed, it seems like you do need somebody who knows how to run a business to go in there and fix this thing. One of the front of mental with obamacare beyond politics rearing its ugly head and getting in the way of a good and proper solution, the problem is that it just has not lived up tl really let down, competition, there is a structural imbalance now which is why there is no insurance competitiveness where not enough, you might say, younger, healthier people were paying getting into the system as much as those who were older and have more medical issues for the other thing we all have to ask ourselves if you really want to take a look at what we need to do as a nation and ill be at the table is that it cannot just be physicians and doctors and insurers, it has to be the American People. We have to look at the utilization of the system as it is which includes trying to find resolutions to things when something is not right, like when all you hear from the doctor is called 911 the hospital. I think there is a wideranging fullbore discussion that the American People need to be a part of and they better get right, so speed to market for me is not the definer, it is getting things to work. Jon leslie, it is one sixth of the u. S. Economy. It is a big money proposal, not the money that bothers people, it is the complexity and the government regulations here. Again, i have set it before and will say it again. I own part of a 24 Orthopedic Surgeon medical practice, okay . Being married to one of those partners. The reality here is this is a multifaceted problem, okay . One, we have less positions than we do people coming onto the healthcare roles if you will walking into those hospitals, part of the problem with entering the Emergency Rooms is societal. That is something we need to recondition and change going forward. This is bankrupted and closed many hospitals which is why some people in rural areas have to travel so far to get medical attention and there are sometimes is not for Healthcare Professionals the number of people to address the number of individuals coming on when you look at the baby boomers becoming older and the reality is anatomically we break down the older we get. When you talk about Healthy People coming onto these roles, part of the problem, and this is why they have the mandate and obviously not working as well as they planned, when you are healthy, you are really young and healthy, you dont want to spend the money. You dont want to get the insurance but if your employer does not provide it, you feel like youre going to live forever, you dont need it. That was a problem before. That entered into one of the reasons we need healthcare reformation, not just the financial aspect of it but the physical health aspect of it. This is not going to be easy to change, and i think that is why we are seeing a lot of Republicans Press the pause button and drag their feet. Jon paul ryan among others has promised there will be a replacement in this session of congress. We will keep an eye on it to let you know what happens. Adam, leslie, thank you both. Heather may be taking a little more time because they are going to read it before they pass it. Jon wouldnt that be something . Heather americas agriculture industry taking a hit from recent immigration raids, the unintended consequent is of the administration cracked on all illegals. And an update on the young military couple coping with cancer while carrying for newborn quadruplets and to older children. We will tell you who is pitching in to help now. The future of business in new york state is already in motion. Companies across the state are growing the economy, with the help of the lowest taxes in decades, a talented workforce, and worldclass innovations. Like in plattsburgh, where the most advanced transportation is already en route. And in corning, where the future is materializing. Let us help grow your companys tomorrow today at esd. Ny. Gov welcome back, right now and unintended consequence of recent raids targeting undocumented immigrants that is hurting the u. S. Agriculture industry. Steve is life for us from jacksonville, florida, with more on this. A lot of food growers in florida are worried that a crackdown against undocumented immigrants could really make a short labor supply even scarcer and they are worried it could lead to their crops and part the season rotting in the field. We will have strong borders again. President trumps immigration policy has divided florida, getting supporters in the north and central parts of the state who back his call for tough border control. We have the capital of immigrants. Amid parts of southern florida where the immigrant population is among the highest in the country. But any crackdown against Illegal Migrants could have unintended consequences for key segment of the states economy. One quarter of this mans crop could be left to rot in the field the season. It is really bad, we cannot pick their crops. There is nothing worse than growing a crop and not being able to pick it. Grow crops like tomatoes and peppers require pickers to scoop all day in the heat. Backbreaking labor traditionally performed by seasonal mexican farmworkers, more than half undocumented. It is a piece work for a bucket, the skilled picker can earn 150 a day. Any increase in deportations could shrink that labor face even further, forcing some like jamar whose family has grown tomatoes for 90 years out of business entirely. Now right here in jacksonville, they are making big preparations for a major town hall tomorrow night, 7 00 p. M. Eastern, hosted by martha mckellars. Back to you. Heather weve been talking about that and will be watching, thank you so much. Jon some new information on a story weve been covering for you for a young couple from kentucky. Sergeant Charles Gaytan and his wife kayla have been on a roller coaster ride since they were married a little bit more than a year ago. With two children from a previous marriage, charles and kayla were eager to combine their family, but days after their wedding, kayla was diagnosed with hodgkins lymphoma, dr. Said it would hurt her chances of having more children peered the cancer went into remission and miraculously, kayla became pregnant with quadruplets. She had to deliver them early, december 30th, 2016, because the cancer came back. Now the quadruplets our home, the family is complete, kayla is trying to weather Cancer Treatment and the demands of four children plus the two older kids. Their story caught the attention of the Bishop Oconnell high school mens Basketball Program in arlington, virginia. The team and the school wanted to help, so their last three home games, they set up a display table telling the Family History. Parents held a raffle at each game to raise funds for the family and the players solicited donations and baby goods. So a big happening now shout out to the knights of Bishop Oconnell high, they collected more than 1,000 worth of donations and gift cards for the gaytans getting money to add to the more than 1 million that fox viewers have donated to this family. Heather you just love fox viewers, and you brought us the story to begin with. How quickly did the donations start coming in . Jon overnight literally after bill oreilly mentioned it first on his program and then it is up to almost 1,002,000. Heather fox viewers are the best, thank you.
