Good afternoon, update on the new executive order on the immigration band likely to come sometime by the end of this week, what we will get prior to that, though, as early as today or maybe tomorrow a couple of memoranda for how some orders that the president signed a month ago will be unlimited. More on that and just a second or first of all, or continuing search for a new National Security advisor. Now to immigration, heres what we expected, either later today or early tomorrow, couple what are called implementation memos that were signed by the secretary of Homeland Security john kelly on friday. This basically details how to put in place the contents of the two executive orders that the president signed back on januar. One on Border Security, the other on dealing with criminal aliens. The president has called for, and this is in one of the memos, the hiring of 10,000 additional i. C. E. , immigrations and Customs Enforcement agents as well as the hiring of 5,000 Border Patrol agents. This is well known, he talked about this all during the election campaign, no surprise there. In terms of prioritizing the removal of criminal illegal aliens which was the of one of those executive orders, it would put a priority on explant from the country anyone convicted of a criminal offense, anyone charged with a criminal offense that has not been resolved, anyone having their use of Public Benefit programs and anyone subject to a removal order but are still in the country. This also calls for increased participation in what is known as the 287 bracket g program that deputize a local enforcement to assist the immigration and customs and Border Patrol folks and rounding up and deporting illegal aliens whether they are criminals or not. What we should stipulate here is there was an erroneous executive order that was circulating friday in which the 287g program would have deputized National Guard troops all along the border and in continuous states pair that was never part of the plane, never signed off by the secretary and never made it to the white house never considered that seriously. The 287g position in this implementation memorandum applies only to law enforcement. Is this par for the course or is there a normal amount of turmoil here . I think it is normal. Honestly, the Trump Administration is off to a great start, they were betting a thousand before the complication with flynn so in comparison to previous administrations, this is not unusual. They should be concerned, they should be looking for someone calm, cool, and collected for the position. You do not want to National Security advisor to be a celebrity or household name. They have four names in consideration all of whom are very capable, three have military background. I think they will make a good pick, but you talked about obamacare, repeal and replace, the reason this is so important as you do do not want distracts like this taking away from the more important work that has to be done between the administration and congress. Lets assume that trump is right about the media, the media is the enemy with the exception of fox news, opportunity lives, Weekly Standard , but in all seriousness, there is a desire to fixate and exaggerate these stories of turmoil pair they want to move off this and on toe healthcare, tax reform, jobs and the economy. Jon he mentioned the National Security advisor should not be a wellknown person, not a political figure, kelly. What about the idea . Mike flynn was pretty well known before he took that job, should it be someone who is more in the shadows and less a frontpage person . I think the Trump Administration is making that a little harder given how public they are making this search like they have for many of the cabinet positions. National security advisor is the most important post that does not require senate confirmation. It is huge. I think having such a public search harms them. When vice admiral Robert Harward declined to take the position, they had already put out there he had been offered the position, and that makes them look weak and it makes it look like wow, this is an important crucial job in the administration that nobody wants. So i think if they are looking to have someone a little quieter, they are not going about it the right way at all. I question the wisdom of having a public search for a position that is so important when you have somebody who is very wellqualified turning it down, it makes people wonder why he is turning it down, especially in military man, generally they are considered when the president calls, they answer the phone, they take on that for the good of the country. Jon there are discussions about exactly what admiral harward turned it down, he said for personal and family and financial reasons. There also are whispers that he wanted to name his deputy and President Trump said you cannot do that, i am the guy in charge. How should that work out, should the National Security advisor have his own people or should he be advised by people who are loyal to and known to the president . Frankly, i think everyone in the administration serves as the pleasure of the president. I dont figure and the position if you are a staff member, certainly not the case in tom coburns office where we begin to dictate to the boss who he can and cannot hire. Trump may have legitimate concerns they are, but regardless i understand the criticism that this is too public, but you have a situation and dynamic where democrats are going overboard and trying to draw a connection between russia and the campaign, and that story line hurts democrats much more than it does republicans because people outside the beltway dont care about that story. They want to know about jobs, they want to see wage growth. They want healthcare to be more affordable. I think they are in the process of moving the story line away from flynn and this controversy to a selection that is going to be of sound, someone capable so they can move on to other issue. Jon it would seem the key is putting someone in the position who first of all is qualified, can do the job and can do the job for the next couple of years at least, may be to the end of four years of a Trump Administration. Whoever takes it is certainly hoping they will not be forced to resign after a month. You are right. This is a difficult position for the administration to fill partly because donald trump came in as a bit of an outsider with a different view of Foreign Policy that has been the case in the republican establishment for years. Trump has been very proputin and wants to repair relations with russia and get a friendlier situation with russia and republicans have not been feeling that way, theyve been a little cautious on russia. Whoever steps into this position has a dance to do in putting President Trumps Foreign Policy into play but also working with republicans and being a republican, taking the concerns of everyone into account. Its going to be a tough job for whoever gets it, certainly everyone who is interviewing is very qualified. In the last 2448 hours, that focus shifting to the southern and western parts of mosul back by u. S. Air strikes and special forces on the ground. We are now hearing the iraqi forces are inching closer to the really key area of the mosul airport. This is an important area they want to get control as part of a retaking all of the western part of the city. Isis continues to put up a fierce fight, much fiercer than i think most people watching thought that isis would be able to last this long, four, is into this battle to retake mosul. Its been a lot slower going than analysts of thought but u. S. Military and commanders say that the operation is going slow, but it is going steady, making progress. There are some big concerns about the operation to retake the western part. Lots of parts of western mosul, the roads are much more narrow, they are much more difficult for Armored Vehicles to push into, making the entire operation likely to go even slower than what we saw in the eastern part. Also hundreds of thousands of civilians still left in that part of the city, so this is a slow operation, and it will take time, but u. S. What that is is a cement that theyve been dropping into the spillway all week long, trying to shore it up because the erosion was so bad that it prompted the Mass Evacuation last sunday of 188,000 people. That work is continuing but only on the ground. A lot of the ways they were able to get this worked on was through boulders they were dropping and also dropping additional aggregate and cement. The pilot decided they are not going up in the air, it is way too dangerous right now with the wind and the rain, so that work has stopped. They have had to continue on the ground as much as they can, working aroundtheclock. While all this is going on, there people downstream from the dam in oroville and Community Police are awaiting word from the Sheriffs Department to know whether they will have additional evacuation spirit they were warned by the sheriff when they were told they could go back to their homes last week that word could come any minute they would have to leave again, so folks right now are packed, they have their cards at my cars packed and are waiting to hear from the Sheriffs Department. A long time, and he very, very effectively defended a lot of indefensible policies by president putin. Heather i was going to ask because immediately people will start to have conspiracy theories, is there any reason he has upset the common and what did he have to say if anything about all of the russian leaks and information that has been in our news lately . I havent heard much from putin, churkin on this specific issue of the leaks. I cannot imagine the russians would have wanted to set him aside. Particularly on the issue of syria and the kinds of war crimes the Russian Military has been committing there, churkin was incredibly effective at guarding russia against any type of retire ration at the United Nations come hes been a first rate servant for them, at the same time keeping up his contact to western diplomats. Heather in terms of western diplomats come his relationship with the United States . I think it had to be extremely tense over issues like syria and ukraine, and yet i think you will see some of his counterparts at the United Nations, whether it is people like former ambassador Samantha Power or ambassadors to britain or europe saying that churkin was tough, he defended indefensible policies, but he was the man we were able to talk to and have open channels with. He was honest but tough. Heather but the senate is reportedly pushing forward with investigations even sending formal request to the white house to save any documents related to russia. Youve been on the inside, you know how the process works. Who do think is responsible for these leaks . It is only a theory, we are all speculating, of course, but ive been absolutely struck by how every major report of the last couple of weeks licking this highly classified information has been sourced to both current and former u. S. Officials, and that former u. S. Officials i think is the key tile here because you have Obama Administration officials who served at very senior levels of his administration who would have had access to every single piece of information regarding general flynns phone calls as well as the fbis investigation into russian interference in our election. Theyve only been out of office a month, and i think some of these people have convinced themselves that donald j. Trump represents a clear and present danger to our constitutional order, and this is their way of fighting back. This is a place where speed to market should not trump, no pun intended, without the right results. We have to get this right. We have seen what obamacare did, created skyrocketing premiums and deductibles are through the roof, very little competition peers on the news out of tennessee recently where humana pulled out, and there is a sense of people being left by the side and not being a part of this discussion. I am okay with it taking a little more time, but what is going to really be required, this is the first major test you might say of republican control in washington. They have to pull together, find a Common Ground that unites us and have a leader in the form of President Donald Trump who sets up not with feudalism but with the power of principal and healthcare is one of the fundamental issues that will define how strong this country is internally and for all intents and purposes for the rest of the world. You do not have a lot of competition and some of these markets where you are down to in some places just one insurance company. Yes, but if you look before the Affordable Care act was passed as legislation into law we have now, the insurance companies, look at the premiums prior to the Affordable Care act, they actually were increasing at a higher rate when there was competition, so that is something i think republicans are aware of and are afraid of which is the cost. One of the problems here is that donald trump is a businessman. This was a lot of us on the left like myself were screaming that you cannot run this government like a business in the private sector. I think donald trump is facing that reality. Republicans are facing the reality that this is going to be far more difficult to dismantle, far more costly to dismantle, and how many republicans actually are starting now to like the Affordable Care act or like a lot of what is in it and do not want to repeal and replace but rather tweak which, by the way, is what Hillary Clinton had originally proposed. Jon when you have 23 coops, 15 of them have failed, it seems like you do need somebody who knows how to run a business to go in there and fix this thing. One of the front of mental with obamacare beyond politics rearing its ugly head and getting in the way of a good and proper solution, the problem is that it just has not lived up tl really let down, competition, there is a structural imbalance now which is why there is no insurance competitiveness where not enough, you might say, younger, healthier people were paying getting into the system as much as those who were older and have more medical issues for the other thing we all have to ask ourselves if you really want to take a look at what we need to do as a nation and ill be at the table is that it cannot just be physicians and doctors and insurers, it has to be the American People. I think there is a wideranging fullbore discussion that the American People need to be a part of and they better get right, so speed to market for me is not the definer, it is getting things to work. When you talk about Healthy People coming onto these roles, part of the problem, and this is why they have the mandate and obviously not working as well as they planned, when you are healthy, you are really young and healthy, you dont want to spend the money. You dont want to get the insurance but if your employer does not provide it, you feel like youre going to live forever, you dont need it. That was a problem before. That entered into one of the reasons we need healthcare reformation, not just the financial aspect of it but the physical health aspect of it.
