While in the city of brotherly love, Congressional Republicans are expected to chart a new way forward on policy issues, including the next steps on health court air. We are getting word that President Trump is preparing to lift the ban on the cias socalled black site presents. Lets go to john roberts live on the north lawn, john, are you able to keep it all straight . Yeah, theres a lot of news coming out of this white house, no question about that. The president will be going to that retreat tomorrow in the early afternoon for a couple of hours. Lets just say that in terms of the cia black site report, they are not the report point where they are going to renew the program that was established during the bush administration. There is a memo, according to the associated press, that is being circulated discussing whether or not it might be something to look at and at the same time may be reviewing the procedures of the Army Field Manual when it comes to interrogation. Donald trump is a big fan of enhanced interrogation, saying repeatedly on the campaign trail that he would like to see waterboarding and worse for people who would like to do harm to the people of the United States of america. Meantime, this afternoon, we do know that he is going to be doing a couple of things, signing a couple of executive orders having to do with border security. Executive order number one, lets put the bullet points up on the screen so you can follow along, would include construction of a physical wall along our southern border, to hire Additional Border patrol agents, more detention space for illegal aliens along the Mexican Border, eliminate the program of catch and release, and prioritize the prosecution of criminal offenses. Executive order number two, and this is a big one that is going to affect a lot of cities like new york, san francisco, los angeles, chicago and others, he would withhold the certain federal funding for sanctuary cities. Also enhanced immigration customs enforcements abilities to her arrest and retain and remove illegal aliens, give the state department more tools to convince countries to repatriate criminal illegal aliens, including withholding visas for people who want to visit the United States, and restore the secure Communities Program to target criminal aliens for removal. Still to come, and this may happen today or it might not be until tomorrow, President Trump would issue an executive order on National Security, which would target the immigrants from countries with a history of terrorism. It could include a temporary ban on visas, for places like iraq, syria, somalia, libya, yemen, decrease the number of refugees allowed into the United States, including a possible temporary ban on all refugees from syria, and develop a plan for extreme vetting. These were all promises that President Trump when he was candidate trump was making on the campaign trail, and he is beginning to make good on those promises with those executive orders that he is going to sign this afternoon. Obvious, too, that some of these are going to attract a lot of addition. Now another thing that President Trump is talking about today to add to the flow of news, you will remember a couple of days ago he reiterated his belief that three to 5 Million People voted illegally in this country, and that skewed the results of the election in terms of the popular vote, though it didnt skew the Electoral College vote, he got 360 like taller Electoral College votes from winning the states. Sean spicer, his press secretary asked yesterday if the president was so concerned about this that he would launch an investigation, sean spicer deferred, but look at what we woke up to this morning on twitter, the president , on his personal twitter account saying i will be asking for a Major Investigation into voter fraud, including those registered to vote in two states, those who are illegal and even, those registered to vote who are dead and many for a long time . Depending on results, we will strengthen up voting procedures now on a couple of those issues, people being registered to vote in two states, and people still on the voting rolls, even all that passed away, the president does have an issue. Though there are no reports, no evidence to suggest that that resulted in three to 5 Million People voting illegally on november the eighth. Jon you have a lot of work to do. A lot to keep track of. Things are getting busy. John roberts, thank you. Jenna lets bring in karl rove now, former deputy chief of staff to george w. Bush in a fox news contributor. Id like to focus on the immigration piece we will be talking about voter fraud a little later on in the program. On these executive orders that we expect from President Trump, what are your thoughts that he is kicking us off wednesday of week one . Well, its a strong, the policy side of this week has been good. The tweet side not so good, but once again we have a day in which he looks strong, in which he is focused, and in which he is fulfilling promises that he made to the American People during the campaign. Now, there are limits to what these executive orders can achieve. The wall, for example, is governed by a law passed in 2006 called the secure offenses act that authorized the construction of 700 miles of fence of wall, if you will, along the border. About 352 miles of wall today, and about just under 300 miles of vehicle barriers, but only about 352 miles of what donald trump would consider to be a wall. President trump is going to need to have authorization from congress to expand the mileage, and more importantly, to pay for it. Because that bill only authorized money for partial construction and congress as to appropriate additional monies if you are going to expand it. Jenna let me ask you about that, because nancy pelosi says that that will be an issue for republicans, and just to give viewers a sense of how much that would cost, according to the New York Times it would cost about six and a half Million Dollars per mile for a single layer fence, and then an additional 4 million per mile on top of that for a road, for example, to go in next to the fence. So the total bill looks around 14 billion on a wall, where you could build it. Right, that this could be a problem for republicans . Or do you think this is the start of the wall going up . Well, look, there are technical problems with this. 1,254 miles of the texas border with mexico is a river. So where are you going to build that wall . In the middle of the rio grande . On the north side of the river . There are parts of the rio grande, the santa lena canyon and west texas, in which the u. S. Border is several hundred feet up in the air in the Mexican Border is several hundred feet up in the air because its a deep canyon, so there are parts of the border that if you talk to people who are on the border, in the border patrol, they will say we dont need a fence here, we need offense where there are large metropolitan areas or where there are natural crossings. But in most places, they need technology and infrastructure, that is to say, technology to detect crossings and an infrastructure to form roads and air assets to allowed allow them to end it interject. Other places like southern california, the san diego border, that makes a lot of sense, and in the rio grande valley, he makes a lot of sense in these high highly populated areas. Working this all out is going to be an enormous problem. Jenna of course. Symbolically, im sure what you think im curious to see with the power you think this is paid for so many years there are those that say this is not possible, just that somebody said a Trump Presidency is not possible. Here is, at least the momentum is starting, and republicans have also said, we are not going to work on Immigration Reform unless we get the border secure, so could we actually be witnessing the moment where we are going to move toward Immigration Reform if we can get this piece done, at least for the republicans . Yeah, look, i think thats an important point, because you have to gain greater security over the border. Most of the people, i shouldnt say most, roughly half the people you are hearing illegally, came here not by crossing the rio grande or the southern border, they came here on an airplane from someplace around the world and overstayed their visas, so the wall is not going to stop them. But the wall will, in particularly the enforcement policies of the government, will make a big difference. President trump can immediately have a huge impact on this. For example by saying to the people of central america, if you come here, we will send you home immediately, rather than the message that the Obama Administration gave, which was if you came here, particularly if you brought your children of this arduous journey of several thousand miles, we will try to find a way to allow you to stay here. This is wrong policy for us, wrong policy for the Central American governments. You talk to them and they dont want to lose their people. And yet the previous administrations policies sort of incentivize people to make this dangerous journey because they thought they could find sanctuary once i got here. Jenna it sounds like you are saying you think its a good idea. Within the power of the president , this is what President Trump can do when it comes to immigration, but he does need congress to do actual reform and touch on some of those other issues that you are mentioning. In my opinion you need to both have security measures, and then you need to have things that remove the incentive for illegal immigration. Some of those are Enforcement Actions that businesses are not going to like. Businesses need to be in check. Everybody who applies for work to find out if they indeed are eligible to be hired because they are u. S. Citizens or have a valid green card. Businesses are not going to like doing that but we have to do that. On the other hand, we also have to resolve the problem of the people who are already here, and we also have to make arrangements for the necessary labor that we need, particularly in the agriculture sector, that is seasonal and cant be found inside the United States. So all of this has to come together, but it has to start with people saying that our borders are more secure and that starts in part with building a wall among certain parts of the southern border, but it also involves Building Infrastructure and deploying technology and continuing expand border patrol. Jenna what youre saying is so important to our viewers, because i want to underscore the Bigger Picture point. Yes we have an executive order we expect, but how does it fit into the Bigger Picture as we look to the months ahead for the presidency . Id like your thoughts overall on how the last 72 hours have gone. The atlantic in an interesting article said is trumps presidency after a successful start . Heres what the article says. It doesnt require any alternative facts, only an alternative interpretation, to look at the Trump Administration and see a presidency moving forward on many of its key goals. And notching political victories. The optics may be bad, but then again, the optics of the entire trump president ial campaign were bad, too. Its the results that matter. What do you think about that, karl . I think results will matter perhaps more than any recent administration because he starts with such a weak standing with the public. We have two presidencies underway, one on monday that made a series of meetings that issued executive orders and took actions in the headlines on Tuesday Morning were, trump focuses on jobs and trade. We have and it Administration Today that is going to be focused on immigration. Consistently looking at achieving its goals. And then we have an administration that gets involved in a food fight over how many people actually showed up at the inaugural, and now, whether or not three to 5 Million People, two to 3 Million People voted illegally in the election for Hillary Clinton and gave her the popular vote margin. Those are not helpful. The latter presidency is not helpful to the ultimate success of donald trump. Staying focused on the big, important issues that people care about. Being careful about the president s credibility. Having a thoughtful approach to laying out systematically what it is that the president wants to achieve, and then making certain he achieves those things, all of that is far more important than these food fights at the president has instigated over how may people showed up at his inaugural compared to that of barack obama, and how about all those people that there is no evidence whatsoever that 3 Million People turned out illegally and voted in this election. Jenna we do have competing headlines, because we do have the voter fraud started with story which we will talk about, we also have National Security. Building islands and then putting military assets on those islands is akin to russias taking of crimea. Critics say it would require a military blockade to stop china from continuing to build up its islands. That, they say, would be akin to an act of war. Jenna right now the fight over too controversial pipelines back in the spotlight, trump signing executive orders yesterday to revive the keystone xl and Dakota Access pipelines, while Industry Groups applaud the decision, environmentalists and others are planning to fight it. As promised during the campaign, President Trump issued executive orders to revive both pipelines, the keystone xl, a project blocked by the Obama Administration to build a pipeline carrying more than half a Million Barrels of day of crude oil from canada to the gulf coast refineries. Test all Dakota Access, which was held up by an army corps of engineers study, was meant to transport oil from north dakota to illinois. Both projects bring the promise of tens of thousands of jobs, and as the president says, energy security. I hope we continue to go up for the 401ks and iras, so the optimism continues. Jon well right now democrats and republicans are in a battle over the Affordable Care act. Republican congressman Pete Sessions of texas, and republican senator bill cassidy of louisiana, or pitching a bill they say would make sure everyone has access to Affordable Health insurance in this country. And they say it can be done without any new taxes or spending programs. Our next guest helped them write that bill and he writes an oped in the wall street journal saying polls have consistently shown that what employers want, employees, rather, want most in Health Insurance, is affordability. They want to own their policy and take it from job to job. How do you make that happen . Well talk about it with john goodman, senior fellow with the independent institute and president of the Goodman Institute for Public Policy research. Good to have you. One of the points that you make in a piece that you coauthored with the congressman and the senator is that the focus of reform, you say, should not be the Affordable Care act. That seems counterintuitive. Well, what we need to do is have a Health Care Reform that solves problems. And that means getting everybody insured who wants to be insured. Getting the price down so that its affordable. And making it affordable where we can. And if we have to use the money from the Affordable Care act in some aspects of the Affordable Care act, thats fine. We shouldnt be worried about the Affordable Care act. We should be worried about solving peoples problems. Jon you say we should ensure everybody who wants to be insured. But there are a lot of people out there who dont want to be insured until they get sick, and then they try to get Health Insurance or they try to get medical care. Isnt that part of the problem . Were not going to allow tha that. We dont allow that in medicare, for example, in part b and part d, if you dont sign up when you are eligible, the next month your premium goes up. We are going to penalize people who try to game the system. But we are going to have the same premium for everyone, we are not going to discriminate based on health conditions. So if you sign up and stay enrolled, then you wont be penalized if you get sick. Jon a Health Savings account is key to this plan. Describe how that works. Well, it means instead of giving all the money to an employer or to an Insurance Company or to the government, people get to manage some of their own health care dollars. And thats appropriate for primary care. And even some chronic illnesses. People can manage their own health, they should manage the money that pays for that health, and theyll make better decisions than the Insurance Company would make. Jon there is a bill that apparently president obama actually signed in december when he was still in office that you say is already beginning to repeal the Affordable Care act, or at least opening a crack in the door. Explain that. It appears we have lost our satellite signal. Jon i would love to expand you how works, but it allows Business Concerns that have 50 employees or fewer to do some things to escape some of the more onerous requirements of health care. It is the kind of thing that Larger Companies are able to do. That is one of the ways that they are pinning their hopes on sort of dismantling obamacare without necessarily calling it a dismantling of obamacare. Jamie weinstein, host of the podcast and the simon rosenberg, president and founder of a former bill clinton advisor. What you think of this, jimmy . First saw that this was widely debunked, people were saying, and i think most people think that there is not much evidence for the voter fraud that donald trump is talking about. However, if he has one sliver of leg to stand on, there was a study in 2014 in the journal of electoral studies that did suggest that 3 Million People who were illegal aliens voted in previous elections. Who obviously shouldnt have been allowed to vote. Since then, that study has been widely attacked by other academics. People say it has been debunked. But there is that journal article and if donald trump wants to point to something to point to where he might be right, there is an article from 2014 that does seem to give him at least a little bit of credence. Jenna kudos for finding that. But there are others that are pointing to pew research, for example, and this is a little bit different, and there is a difference between voting fraud and voter rolls, making sure that they are accurate. When so there seems to be some questions raised really in a bipartisan way. Jill stein was taking a look at this, wasnt she, simon, about the fairness and the accuracy of our elections . Question marks and why not take a look . It should be noted that this morning, several republican secretaries of state have said that there was no voter fraud in their states prayed we also know that the Trump Campaign in their legal filings during the recount said that there was no voter fraud in this election. His own Campaign Said that, there was no voter fraud in these elections. And i think that donald trump, look, heres what we know what happened. There was no voter fraud, donald trump won by a very small margin in a handful of states, and the russians, according to our intelligence services, played a major role in the outcome of the election. Theres no question about that. Jenna no, no. Youre proving my point. The point is this. That there have been questions raised about this election over the last couple of weeks by republicans and democrats. So what is the harm of taking a look at it, why not . What im going to say is that donald trump, regardless of what happened, is the president now. And he should focus on being the president. Some of this stuff makes him look a little bit crazy to people out in the rest of the world and sending a sense that our president is a little bit unstable. Take the win, move on, be a strong president , put the stuff behind him. He won. Jenna one about that, though. If there are questions from different corners, why not do an investigation once and for all, why not take a look . I actually think there is no harm in the investigation itself, but what is harmful or worrisome, i should say, is why maybe this investigation is coming about. If he just wanted to do an investigation to see lets get a full picture of voter fraud, that is one thing. But if this is just because he cant handle the fact that he might have lost by 3 million votes in the popular vote, which dont decide elections, the Electoral College does, he won that, he is president of the United States, but if he cant get out of his mind that he might not be legitimate in the eyes of some people or fully legitimate, and this is why we are doing is voter fraud investigation, thats a problem. Jenna hes looking at what everybody else is looking at, which our viewers are saying as well. How many of our viewers have seen signs that say, not my president. So for him to not feel like you are saying, maybe there are some that dont believe in me, and feel defensive about that, doesnt he just have to look at the front page to be concerned . Sure, but hes president of the United States, hes in the oval office. George w. Bush had these legitimacy questions in 2000, a lot of people were trying to say wasnt a legitimate president. But he wasnt spending his time worrying about that. He was getting and going along and doing the business and trying to get his agenda passed. Donald trump apparently was in a meeting with congressional leaders supposed to be mapping out their agenda and he was telling them that three to 5 Million People didnt vote or voted illegally, that is why he lost the popular vote. That is a very unlikely scenario. I dont mind an investigation to look in and make sure about whats true or not true, but why is he focused on that . That is a problem, that is worked a worrisome thing. Jenna is also focused on other things. We have seen the executive orders so far. We expect more today. Even the atlantic article that we noted earlier with karl rove is saying well, it looks like is busy, he is actually doing things. Yes, he is also tweeting. Should we be looking at both in a balance . Fickle listen, clearly this has been a bumpy first week. Its not a surprise that there are very few people around trump who have ever served in the white house or even been in politics. My hope is that people settle down and he gets more comfortable and asks more president ial. I think its hard for Many Americans to realize how worrisome this is to people around the world in the sense that america, which has been the anchor of the Global Community for so long, a stable, prosperous country, looks a little bit unstable right now. And i think its going to weaken us in the world affairs. I hope things settle down. I hope donald trump is successful. Jenna jamie, do you feel like we look weak on the world stage . That there is concern abroad . Not just the voter fraud issue, i do think the tweets that dont seem to be kind of wellthoughtout sometimes unhinged, do because people around the world to be a little bit concerned. On the other hand, donald trump has made moves that people around the world are probably more happy about, like james mattis as secretary of defense, that is a move for stability. But i do think that some of his tweets and some of his actions do cause concern. Jenna interesting. You know, the voters saw these tweets, they still elected him as president , and hes doing the same thing he did on the campaign trail more or less. Its not like its like whoa, what is he doing .
