What was happening last night will continue tomorrow in the house really about budget rules, giving lawmakers the tools to move forward through a pretty arduous process and prevent democrats in the senate from filibustering what will be both the repeal and the replacement of the Affordable Care act. There has been a little bit of a heart ache on the Republican House side with a lot of republicans saying they are not all that comfortable with Going Forward with repeal tools when they do not have a replacement suggestion specified and consensus agreement among republicans, but yesterday, it was the president elect who seemed to lay out a timetable as well as priorities and quickly overnight, they passed the rules in the senate and go to the house tomorrow p listen to what the president elect said yesterday. We are going to have a healthcare that is far less expensive and far better. It will be repealed and replaced. It will be essentially simultaneously. That last part, repeal and replace essentially simultaneously has given republicans a little bit more time. There was a belief on the hill that they wanted to get the the health and Human Services secretary confirmed by january january 27th. That has now been kind of pushed back by the congress, and the chairman of the Senate Finance committee had said they probably wont get to a full Committee Vote until sometime this february because there is a holiday, the first congressional recess is at the end of february which means full passage of the repeal and or the replacement wont come until march but that gives republicans a lot more time than they thought they would actually have. With that said, House Speaker paul ryan made it clear that he has spoken to donald trump twice in the last three days, had Vice President elect mike pence in his office yesterday, they are all in sync and the timetable for something in march is likely to be what we are going to see unfold, listen. That is going to take time, its going to take a transition, and we want to make sure we have to put peoples minds at ease that they are not losing their healthcare summit february day, that we are going to have a good transition period while we move on all of these steps to rescue us from the collapse that is now occurring with obamacare. As for the vote last night, it was almost a Straight Party line voting in the u. S. Senate. Rand paul, the kentucky senator voted no, the only publican to do so in said it was part merely because he wants to know the price of all of this. In the house where paul ryan is going to be presiding tomorrow, their art of vote count of about 18 republican no votes, but that still leaves six votes, the difference is six. If 26 republicans were to vote against this, the whole thing would collapse. If 18 do, that means its still going to pass in republicans will have their filibuster proof plan to go forward, not yet the actual plan to replace it. Greg carl cameron, thank you very much. Jenna something that he just mentioned, congress is moving very quickly on obamacare, House Speaker paul ryan said he is incomplete sync with the new administration on how lawmakers proceed from here. Joining me now Fox News Senate anchor chris wallace, so there is some unknowns with the new administration, but there are some notes about procedures that have to happen before we get a new bill, for example whatever that new bill might be, healthcare or otherwise. Talk us through what we do know about what is needed to actually see a full plan for what a repeal and replace plan would be. That is a tough one, jenna. Let me try to answer it. Repeal, at least disassembling parts of obamacare is relatively easy exactly as carl suggested through reconciliation which is a budget process where you do not need 60 votes, super majority, you only need 51, a simple majority and with 52 republican senators, they have that kind of majority. So you can disassemble parts of it, but there are some parts that you have to do by law, which would mean that you would need to overcome a democratic filibuster and particularly, in terms of replacing it, youre going to need to do some stuff by law. That is really the question, and that is the tricky issue for republicans, repealing relatively easy, replacing quite hard, not just in terms of the votes also in terms of making it all worked out. Republicans have been talking for years about ideas to replace and while there are some principles in place, there is not the whole mechanism. For instance, talking about tax credits instead of subsidies to help people who cannot afford healthcare, that means billions of dollars, if you take away all the taxes that would be eliminated under repeal, how are you going to finance that . Its a very complicated process, and while president elect trump made it clear he wants to see repeal and replace happen at the same time, repeal can happen relatively quickly, replaced quite complicated. Jenna based on what you are saying, imagining trains moving down to different tracks, one track is the repeal that is at one speed, on the other tract is replaced that has to work at a certain speed to be a new law. It looks like a timing issue of being able to anticipate when a replace will actually happen and when the repeal can actually happen, they can merge at the same intersection. That is tricky when it comes to timing. That is right. If you want them to happen together, part of the problem is either you have to make replacement happen much faster than anybody on capitol hill thinks it can, or you have to delay repeal much more than any of the republicans want it too because obviously that was one of the key Campaign Promises of president elect trump, one of the key Campaign Promises up a lot of those republican senators and congressmen, so they dont want it wait for the months of legislative work to get a replacement plan in place before they repeal it. It is just complicated in terms of trying to make these two things Work Together which is why there is so much consternation on capitol hill. In the meantime, the worst thing that could happen is you repeal without a replacement plan, and then as paul ryan the speaker of the house just suggested, you could have millions of people who dont have a system in place. Even if they said, we will have a transition period, a lot of Insurance Companies may not wait for the transition because they are responding to the new economic order that these revenues are not going to be there anymore, so we start changing healthcare policy. A lot of people could be caught in the middle, and obviously republicans are concerned they are going to end up owning the disorder that happens there. Jenna we have to make decisions for our own lives, companies have to make their own decisions for the health of the company. Certainly a lot of factors in play appeared want to play a little bit more from donald trump yesterday and the press conference talking about how he sees it going down, if you will pit heres president elect donald trump. Obamacare is a complete and total disaster. So the easiest thing would be to let it implode in 17, and believe me, we would get pretty much whatever we wanted, but it would take a long time. We are going to be submitting, as soon as our secretary is approved, almost simultaneously, shortly thereafter, a plan. It will be repealed and replaced. It will be essentially simultaneously. It will be various segments, you understand, but will most likely be on the same day or the same week, but probably the same day, could be the same hour, so we are going to do repeal and replace appeared very complicated stuff. We are going to get a health bill passed. Going to get healthcare taken care of in this country. Jenna what do you think abt that . The person he is talking about, the secretary is tom price, a congressman, republican congressman who he has name to be the new secretary of health and Human Services. If theres anybody who has a pretty good sense of what a replacement plan would be, it is tom price who one assumes will be confirmed to become the new secretary of hhs. Even price, with all of the years he has been working on this, he is a doctor, there is a difference between coming up with, well, we are going to allow Insurance Companies to sell across state lines or have Health Savings accounts are tax credits. It is fine to talk about those principles, it is a different thing to have it all worked out so that everyone is a hole on this, that there is enough money coming into pay for the tax credit to allow people to buy Health Insurance and have a system that health Insurance Companies can live with. That is a level of detail that the republicans have never gotten to, and that just takes time for the idea youre going to repeal and replace at the same time, i think its going to be hard to do unless you wanted to delay repeal, as i say, for a number of months. They simply reported that this had been presented to the president elect and a meeting with intel officials. It always frustrates me when democrats or president obama demean or belittle conservative News Organizations or News Organizations that are fair and balanced, that want to give the right story. What would bury me is if the new Administration Takes action similar to the Current Administration and going after journalists legally. At the moment, he is not yet in office so we have not seen legal action taken on that front, but that is what i would consider to be something truly troubling rather than just an explosive back and forth with a reporter. If this is what we are going to be seeing over the next four years, a level of belligerence and entity that we have not seen since nixon. I think a lot of it was behind the scenes with nixon, but i do not think it was out front in this way like we have seen from the tapes in the likes of the Nixon White House there was a lot of anger, but i do not think we have seen this extent of animosity between the press and the president or president elect in this case, and just picking up on what christian was saying, i think she is right. I will note the obama Ad Administration has gone hard on leaks in washington in a way that has alarmed many in the press, but what is different about this is i think it spreads the idea, especially to trump supporters, that you do not trust the press, that the press is basically out to get you, and that he is fighting for his life against people who would take him down and that he is making the press into part of the opposition. In terms of the people who left first amendment, left press and think reporting is essential to our democracy, this is a different stage of relationship. Greg its going to be interesting to watch it unfold. I want to go to what has been a breaking news story over the last hour. The department of Justice Office of Inspector General has announced they are going to launch a probe, and it is going to be of both the fbi and the department of justice relative to their conduct involving the clinton investigation, her email server and may be the foundation, but it seems, although they are very general and broad and vague here in the announcement. I did a little checking, senator chuck grassley, republican of the Judiciary Committee sent a letter to the Inspector General, complaining that Loretta Lynch was compromised and biased toward Hillary Clinton, and she arguably recused herself, but he cited others within the doj that were leaking things, allegedly, to the clinton campaign. That appears like it may be a part of this. What is your reaction to it . There are pieces of what happened in those closing weeks of the election that i think both sides of the campaign would say they thought was wrongdoing on the part of the fbi, whether it was democrats being frustrated with the announcement late in the game that the fbi was reopening an investigation into potentially classified information that was on a computer potentially accessible to folks that should not have had it. Then there were folks on the republican side who are frustrated again by the allegations that attorney general Loretta Lynch is corresponding on the tarmac with bill clinton, so i think for both sides, there is probably in eagerness to get a little bit more to the bottom of what happened. Republicans may be happy with the election results, but not necessarily thrilled with the way the entire thing unfolded.
