Of the news reports suggests that folks are getting a little further ahead of where were at than we currently are. And i think thats not just my assessment but the assessment of our military as well. Two new videos coming out by that militant group shows how far they are willing to go to establish their islamic caliphate across the middle east. In the first video isis appears to execute 200 or so Syrian Government troops. It shows the proassad troops marched through the desert with their hand up and killed. The soldiers were reportedly captured after militants seized control of a syria airbase near the city of topka. The second city posted by isis, shows a captured kurdish fighter, beheaded in the video ear ellie similar to the death of american journalist james foleys video. These militants say this video is a warning to the kurds to end their military cooperation with the United States. Now as the white house debates expanding the u. S. Military mission in iraq in syria, the isis is losing some ground in iraq. Us air strikes provided iraqi army and Kurdish Militia some space to launch pretty significant counter attacks of isis. Isis has put out of some of the territory it gained but holding on to a large swath of iraq and syria. They continue to hold several key Oil Producing towns. Most frightening, heather, they are gaining new recruits by the day. And most of the sort of general consensus seems to be, heather, that us air strikes and Iraqi Military and Kurdish Militias are not going to be enough to defeat this isis militant group in both iraq and syria. Really had little substance of the president said basically i dont have a strategy to deal with isis in syria. We really are, im really nowhere different or further on isil in iraq, nor am i going to give you a definitive update on things. This was appalling display of lack of leadership on the part of the United States through our commanderinchief and chief executive. Lynn sweet, Washington Bureau chief for the chicago suntimes. I imagine, lynn, if the president could take that back one at the same time, we dont have a strategy yet, we would do so. The white house is in full damage control mode. Theyre trying to suggest he was saying we dont have a lives targets in syria that we want to strike to present to congress. What is the effect of that remark . Okay, it is damage. I agree with you. If he could take it back he would. Impossible, what is the problem though is not, he did say it, im not going to argue with you. Im agreeing that was a error and how he said it but if you, the rest of the press conference, i dont know actually why he had it. If he had nothing to announce. You could have written the story. You could have broadcast there is no strategy without him saying it. He told us that he is sending secretary kerry to the region to find if he can put together an International Coalition to work with the United States. He told us that defense secretary chuck hagel needs to give him more options. So you had evidence of a lack of strategy even without him saying though it made it harder for him to go forward and execute whatever strategy comes out because he says it. And certainly as he also said, he now will have, he will have to have congress weighing in. So, bottom line is, im not quite sure why he went out there yesterday. Jon jamie, you know, the white house seems to have been caught by surprise over the, you know, development of isis. The president , famously back in january, was comparing them to a jv team trying to pretend they were the l. A. Lakers yet west points counterterrorism this week came out with a study that isis has been information for four years. And you get the sense that when the president gave his press conference yesterday he was unaware that the world is watching him. It wasnt just the line that everyone is talking about, that we have no strategy. There were other elements in there that were just astonishing. He mentioned that were in iraq to protect our personnel. Well do other operations if they have limited risk. This is a far cry from what secretary of state john kerry tweeted last week, that isil will be defeated, will be destroyed. It is a far cry from the type of threat you would imagine, the type of response you would imagine to a threat that secretary hagel said was beyond anything weve ever seen. Obama clearly gave the message to the world, that the United States isnt looking to engage in threat headon. He is very reluctant to do so. If youre a dictate or or terrorist group watching this, you have to get the impression that there is a green light to do further actions to destablize either your region, conquer more territory or plan attacks against the United States because you saw the president , very, very reluctant, without a strategy to go attack. In this case, isis but i think the broader world from the caucuses to what were seeing with Vladmir Putin in Eastern Europe and beyond. Jon is that part of the problem, lynn . He was elected promising to the end the war in iraq. Now that the war, the war iraq is over, the official, you know, u. S. Component of it, is he just too reluctant to two back in there with any kind of military force . Yes. We know that prior weeks we have, what, several hundred military advisors there and we could debate how many is too many. So hes lets look at this one chapter here. The problem is is there is not an answer to this asymmetric threat. I think today, the administration imposed more sanctions on iran. You could try to punish russia economically. When youre dealing with isis or isil, youre not dealing with a nation. You cant have a boycott. You cant sanction them. You cant go to the United Nations and ask for them to be, you know, held up to the world. This is why dealing with iran and another trouble spot by the way weve been grappling with, sir, we havent been able to, what, werent we here a few years ago talking about the red line there . So i dont think has a direct relationship to the president ial pledge to iraq. I think it is a situation that has grown since then, and isnt so much about the pledge when you try to interpret what the administration is doing or not doing here. Jon yeah, jamie, she brings up the red line. It was just about a year ago this week that the president mentioned that red line in syria that shouldnt be crossed and then Nothing Happened when the line was crossed. I mean, is this followon from that . Policies have consequences. I think what were seeing the president obamas foreign policy. You cant cut the Defense Budget and signal to the world were going to retreat from the world. You can give these press conferences that show that youre not that serious about responding. As you mentioned in syria you can set red lines and not enforce them. That sends a message to the world. There are consequences to the actions. It sends a message to bad actors around the world this is an administration who is not seeking a confrontation with them. It sends a message to our friend, were to the really there to back you up. So this is not out of the blue. These are the direct consequences of policy actions that the president obama set in motion the day he set into office wanting to retreat from the world. What were seeing right now what happens when you set that policy in motion. I must say i think you went a big too far when you say retreat from the world. That hasnt been the case. We have been multiple unified missions and provided assistance in airstrikes. Libya, other places. So without going that far this is bad enough. Bear with me. This is terrible situation. I think without making it worse. People are dying, beheaded, barbaric situation but, you mentioned, what our friend know. I think it is reasonable to ask the friends of the United States, other actors in the area, for them to step up and also be more of an active participant and not just have the u. Now british Prime MinisterDavid Cameron also says it is important to take further steps to stop these people going out to fight with the Islamic State for what he described as poisonous ideology. There is thought of about 500 gone out from the u. K. To join Islamic State. This is not some foreign conflict, thousands of miles from home that we can hope to ignore. The ambition to create an extremist caliphate in the heart of iraq and syria is a threat to our sown security here in the u. K. And that is in addition to the many other al qaedainspired terrorist groups that exist in that region. Mr. Cameron says there are already a number of measures in place but more needs to be done to deal with this growing problem of british jihadis. That may include stripping some suspects of their u. Now the Prime Minister also said that the danger posed by the Islamic State is greater threat than ever before. Something that the u. K. Could be fighting for years or even for decades. He raised the threat level in the u. K. Does know something that we should know and should we be doing the same thing . Well, you know, that we dont know that at this point, but he is basing this, im sure on intelligence. His joint Terrorism Analysis Center jtac, put together an assessment that the threat to britain is up. Britain is no stranger unfortunately to terror attacks. You remember number of years ago in the subway bombings. They dont do this wantonly. They thought this through. He is not sharing intelligence with us which might expose intelligence sources and methods but im sure he is doing this based on solid information, perhaps even information that he has received from the United States since we have a friendly intelligence relationship with britain. Heather lets hope were sharing a lot of information with one another. Also an interesting thing he is doing is revoking some of the passports of young men or just men, who have traveled to syria and may have joined isis. Yeah. Of course theyre very concerned about that, because, once you go to syria or iraq, youre not getting your passport stamped. So they dont know that they have traveled there as part of isis, al nusra or some other violent islamist group. There are supposedly more than 400 brits who traveled there. Theyre obviously worried about them returning and undertaking acts of terror. There may be 300 americans that traveled there. They say there are three thousand europeans. The problem these people, that if they have a legitimate passport and it is not known they travel to these battle areas, can move pretty freely between europe and great tin and the britain and the United States. Heather peter, i want to ask you about your article you wrote reasons why we should be more concerned about isis than al qaeda. Give us a couple of quick points. This is my colleagues and myself, 11 reasons why isis might be more dangerous than al qaeda. Theyre big, theyre bad, theyre rich. They control territory. They plan, train and operate. Theyre using social media real well. How many videos have we seen from them . How many tweets have we seen from them. Heather peter, you also say al qaeda groups, al qaeda has not been a part of isis so far but al qaeda is now attaching itself to isis and so that is becoming an even more global threat . Well, that you know, Everybody Loves a winner, quote, unquote. Isis has done very well. If youre a violent islamist, these are people you may ant to ally yourself with. The other important thing i think their leader albaghdadi is much more charismatic, than ayman alzawahiri, the current head of al qaeda core. This is a threatening storm and people should check it out. Heather baghdadi is claiming to be chosen by god to be the new leader of islam. That pose as real threat not only for the United States but for saudi arabia and so many of our i guess traditional friend over there. Why is that such an important thing . Well, because he is a challenge to them. And unfortunately we havent seen them step up yet in my view. You know there are issues of capability. There is issues of political will. There is issues, saudi arabia may not want to come into what i call the strategic headlights of isis and isis become a major threat to them. They are coming for these countries and these cultures. So they better work with the United States and international community. John kerry is on the way to the region to talk to them to come together to take on this threat but this is very late in the game unfortunately. Heather saudi arabia has a big, big air force. I mean i have just, think this is extraordinary that josh ernest, the white house spokesman had to correct what the president said or meant to say or didnt quite say, or narrow what he intended to say. This is a disaster. This is another, what i call grief to golf moment for the president as last week, when we were talking about his going from the grieving parents, the photos of the grieving parents of james foley, the reporter who was beheaded, to the golf course. I mean these are mistakes that are rookie mistakes and he has been called on this and challenged by this, about this, by the left and the right and i think appropriately so. Jon ellen, you know i have a different view. Jon hang on a second, ellen, because we were talking with Jamie Weinstein from the daily caller earlier in the program, who said, you know, the president acts like he doesnt know it is the whole world watching. It is not just reporters in the green room in brady briefing room. Go ahead. I think the president did say, and i think the press has not been very good about reporting it, about developing a regional strategy. Dont forget, you have somewhere between hundreds and up to 1,000 of these splinter groups. The president did try and rescue mr. Foley. We did not have good intelligence. And i think to just say, well, im going to bomb this target and that target without developing the kind of strategy that he needs to develop is unfair, and i think the president was right in pulling back a little and being absolutely strategic. And i think josh earnest was right too. Im sorry, i think that this is much ado about nothing. Jon i want to take you back, you said we didnt have good intelligence on that foley raid. Here is what Kaitlin Hayden said right after the president was accused of sort of dithering for a month whether to launch that raid or not. She said, u. S. Forces conducted this operation as soon as the president and his National Security team were confident that the mission could be carried out successfully. So, they thought the intelligence was good and it also suggests, i mean how long does it take for the president to get confident . That is what is unanswered by that statement, ellen. Well, you know, something, i think judy miller has been to syria. Ive been to syria. Jim pinkerton has been to syria. All of us have been to syria and you know it is very complicated place and a lot of different factions, i think the president is absolutely right to take his time, make sure, if he chooses to bomb and if he goes to congress that it is a correct place and strategy. Jon here is, what peter baker, wrote, in the New York Times yesterday, after that news conference, judy. I just want to get your take on it. He wrote, president obama, confronted a pair of volatile International Crises with restraint on thursday. As he said he was not close to authorizing airstrikes against islamic extremists in syria and played down the latest escalation of russias military intervention in ukraine. What do you think about that take on all this . Well i think that is actually accurate. Peter baker reads this president very, very well and the watchword is restraint. Now that is what ellen likes and normally i do too but what you have a situation, for example, as we had with foley, where we did have what we call actionable intelligence, or so my sources at the pentagon say, and the president simply cant make up his mind whether or not he wants to do this or doesnt want to do that. Lo and behold the terrorists moved jim foley in the time that he was making up his mind. Inaction has consequence. Weve seen it again and again. We see it with ukraine for example, now this quote, incursion has become an actual invasion. 1000 troops, russian troops, moved into the ukraine and once again the president doesnt have a strategy. Were not talking about events that happened yesterday. He has had months and months to form a strategy. Saying that he doesnt have one does not inspire confidence. And it shouldnt. Jon ellen, you know, if this were still president bush in office i could see the New York Times headline, bush, quote, doesnt have a strategy. They would have made hay out of that quote. Youre suggesting it is not that big of a deal but perception is everything, isnt it here. Perception is everything but i think the press needs to understand, particularly also with ukraine too, you just, if we escalate things over there and things are not going to look pretty. You could escalate right into another world war. That would be very unfortunate now that we have nuclear weapons. So i think the press is not, i think theyre piling on. Think seems they did pile on president bush, particularly now in retrospect but i think we have got to take things more slowly and more carefully and make sure, as judy miller would say, our intelligence is actionable. Thank you. Jon well, police in ferguson, missouri, and really the entire town is settling down as protesters take their fight from the streets to the courts. They are suing the police there for 40 million, claiming their rights were violated as they peacefully protested the Fatal Police Shooting of 18yearold michael brown. Lets talk about it with our legal panel today. Former prosecutor dan schorr is with us along with criminal defense attorney tanya miller. The charge is that these protesters didnt evacuate a mcdonalds fast enough. The police, they say used Excessive Force. They want 40 million. Tanya, do they have a case . Well i think it is a little more complicated than that to be honest with you, jon. These are several different protesters and their complaints are really kind of varied. Yes, the mcdonalds situation is in the complaint and that is one of the more obvious ones but there were also allocations of the police using tear gas on peaceful protesters. The Police Firing rubber bullets at people who are doing moving are nothing more than exercising their First Amendment rights to protest. I do think there is a very valid claim here, section 1983 action is used by citizens to hold Police Accountable when they go too far. Ultimately the question of damages will be decided later, and sure in a complaint they always shoot for the moon. It doesnt necessarily mean that is what they get. Sometimes they get more. Sometimes they get less. What is most important, about this complaint is that it is bringing to the forefront the Excessive Force we all saw play out on tv. Citizens are taking action to try to bring the police and hold Police Accountable for that. Jon working in television though, dan, i know that the camera can only see a certain amount, and sometimes yes, there were what appeared to be examples of excessive use of force but you dont always know what was preceding it or to the left or right of the cameras field of view. Right. The civil suit is good forum to investigate this there are a lot of allegations out there, people from the very beginning, from the first shooting have been jumping to conclusions without knowing all the evidence. It is important in a court of law or through a formal factfinding process there is full investigation of the original shooting, and how the police dealt with protesters. The right to protest is critical in our country. It is important that the protest be nonviolent. That the police have to keep public safe. And they have to, there is fine line between keep people safe and not going overboard and doing unlawful things to protesters. With civil suit there will be evidence brought forward. There will be questioning. There will be discovery. Maybe more video is analyzed. Maybe well come to out come and decision on each particular incident, logical and thorough, than seeing video on tv and jumping to conclusions. I think the 40 million number is high and excessive but that is common in civil suits to throw out a high number. This is good it is going through a formal way. Jon yeah. Lets move on to the woman we call the serial stowaway. Marilyn hartman is her name. She keeps getting busted sneaking past Airport Security. They board ad flight to california without a ticket. Now she is in jail awaiting a court date. I believe we have some of what she said to a local reporter about why shes in jail. Listen. My question is, why has the government allowed me to get past security points . Why is the government allowing that to happen, portraying me as potential threat to security as opposed to addressing another issue. That there is a plan to change that level but those are official announcements that are made by it department of Homeland Security. So i would refer you to them for a official determination on that but it is my understanding right now there are no plans to change it. Does this Administration Believe that the Islamic State militants currently pose a threat to americans here in the United States . Well the concern that we have articulated is not dissimilar to the threat the british identified and acted on today. For a number of months now we have been monitoring, those individuals, that have western passports, that are citizens of western countries either from the United States or in europe, who have made the decision to travel to syria or that broader region, taken up arms alongside isil. They pose a threat because they are, they have received military training, they are now battle hardened and dep straighted willingness to risk their lives for their cause. Those individuals as i mentioned have western passports. That does give them some freedom of movement that could allow them to come back to the west and carry out acts of violence. That is why the United States in conjunction with our partners, other allied countries of ours have been monitoring this situation, have been tracking or at least monitoring the movements of these individuals. You know, interpol is involved in this effort. There are also countries in the region that have been supportive of the efforts of the United States and our allies to monitor this situation. The United States is always making adjustments to Counter Terrorism measures. You know, some of those measures are seen and some of those are unseen. We talk about this typically when it comes to aviation security. But it is true, as it relates to, you know, other aspects of our nations Homeland Security system. So this is a threat that we are monitoring. One we have been focused on for quite some time. It has been the focus of intensive discussions inside of the administration. It also has been focus of insensitive discussions with government notice region and around the world. Can you explain why the president changed his travel plans today to come back to the white house tonight . Does it have anything to do with this Terror Threat . It is not specifically related to any sort of assessment or change in to the Terror Threat currently eminating from that region of the world. This is the opportunity for the president , when he saw his schedule, decided he would rather make the late evening flight back here home to the while house. Sleep in his own bed. Do a little work tomorrow, spend some time with his family and travel back to new york tomorrow earning to attend a private event. You say he is doing a little work. Does he plan to meet with advisors on currently pressing problems . I dont know of any specific meetings, but if there are meetings to take place about well let you know. Steve . Does the president need to signal he is know where near a decision on airstrikes in syria, and in fact is not convinced that its a good thing to do . I think the president was pretty explicit that he is determined, to make sure, that every element of his National Security strategy is thought through. The strategy that he has laid out is multifaceted. It includes a lot of important diplomatic work, both with Iraqi Government and with governments in the region. It includes some military work, separate from active kinetic strikes, but military work focused on offering support to the kurdish and Iraqi Security forces. There is a lot of, there is an important military to military relationship there and one that were going to continue to cultivate. But military action, by the United States, is also a part of this, is also an important component of the strategy. The president has authorized military action in syria, in iraq. And, there, are those, military actions have produced some positive results. Just in the last few weeks, of, because of American Military action we avert ad humanitarian disaster at mount sinjar. Because of military action in support of kurdish and Iraqi Security forces we were able to blunt the rapid advance on erbil. Thats important because there is american consulate in eastern beale and american citizens and earn personnel working erbil, on range of functions including coordinating with Iraqi SecurityTurkish Security forces. There to retake the mosul dam. That is piece of Critical Infrastructure in iraq. So we already demonstrated and president already demonstrated, a, a willingness to order military actions and airstrikes in iraq. Those were part after thoughtthrough strategy in terms of trying to safeguard american citizens who are in iraq. And the president is, wants to be similarly rigorous as we think through other aspects of our strategy that could include military action. Some have called for the president to take action, order military action, in syria. The pentagon is developing plans, or military options for the president to consider. If he decides that it necessary to do so but at this point the president hasnt made any decisions and hasnt ordered any military action in syria but if he does take that step it will be one that is carefully considered, one that is deliberately arrived at, and one that will be made in close consultation with the United States congress. What sort of time frame are you looking at, decisionmaking process . Well, i wouldnt speculate about that time frame at this point. The, the president has been deliberate about this process. He will continue to be. And i think that was evident from his answer on this question yesterday. Lastly, on the immigration order question, is there, are you thinking about the delaying it for a little while because you dont want to impact the discussions over the cr that could trigger a budget shutdown, a Government Shutdown . Well at this point, steve, i dont have an update in terms of timing. You did hear from the president yesterday where he reiterated strong commitment to take action within the scope of his authority, to solve or at least address so many of the problems that have created by our broken immigration system. This, there is legislation that has passed through the senate as we know, that would have addressed, so many of these problems in a way that would have substantial benefits for our economy. Unfortunately weve seen republicans in the house, engage in a political strategy to block that piece of legislation from even coming up for a vote. The president is disappointed House Republicans have pursued that political strategy. That is why the president resolved to use as much authority as he can muster within the confines of the law, to try to solve this problem on his own. He does that
