This week is one of the most pivotal weeks in the fight against the coronavirus because the fda is set to hold an emergency meeting on thursday to decide whether or not to authorize the emergency use of the Pfizer Vaccine which is said to be some 95 effective. The Trump Administration has been very vocal saying they want the fda to move quickly, that they would like to see these vaccines approved sooner rather than later. Biden told the New York Times he doesnt plan to immediately undo President Trumps china tariffs, but he does want to engage our allies to establish a strategy to stop china from stealing intelligence and national secrets. For example, when youre in a situation where if you want to do business in china and youre a hightech firm, youve got to have a 51 chinese partner so they have access to everything. Thats not going to happen in our administration. Thats not going to happen. Reporter meantime, pressures mounting on biden to appoint a diverse cabinet, and now hes also getting calls to make a black woman the fourth highest ranking official in the department of justice. Progressive groups wrote to biden, while we do not yet know if or when youll have the opportunity to appoint a Supreme Court justice, you do have an opportunity to immediately make history by appointing the first black woman to be solicitor general. Diversity is also a concern in the senate, congresswoman karen bass noted when Kamala Harris departs the senate, there will be no africanamerican women in the upper chamber. She said shes willing to step up if asked, and shes also hopeful biden will task black leaders for cabinet posts. Well, i certainly know that the decisions havent been finished. Theres many more seats to sell, and so im optimistic. But i do believe theres many more positions, and i certainly hope to see more africanamericans in those positions at the highest level. Reporter major civil Rights Groups have been trying to set up meetings with biden about his cab in the nominees. The naacp is set to meet with him on tuesday, and a if few moments ago the New York Times saying xavier becerra, the California Attorney general, reporting biden has chosen him to lead the department of health and human services. Now, this follows calls from the Congressional Hispanic Caucus for more latino leaders in cabinet posts as well, molly. Molly the biden team continuing to come together. Jacqui heinrich, thank you so much from delaware. Congress is considering a weeklong stopgap measure to avoid a government shutdown. Funding runs out next friday. The stopgap would give lawmakers more time to hash out a yearlong spending bill along with a 908 billion Coronavirus Relief plan. We have rich edison who has the details from washington. Reporter well, congressional leaders are negotiating a spending bill to keep the federal government running through much of next year. Aides say theyre also discussing a oneweek funding bill in case they fail to reach an agreement by fridays deadline. House speaker nancy employeeses is city says she and Senate Majority leader Mitch Mcconnell have also agreed to combine this annual Government Spending bill with another coronavirus economic package. The foundation for these negotiations . A more than 900 billion framework, Bipartisan Group of house and Senate Members released last week. This is a releaf bill, and its something for the next 34 months to help those in greatest need. The republicans accepted 900 billion levels, so we work the to that number. The current bipartisan framework would spend 160 billion on state and local governments, 180 billion on unemployment benefits, nearly 300 billion on assistance for businesses and more than 80 billion on education. Military drawdown is seen in two very different ways here in afghanistan. On the one hand, you have people inside cities like kabul who say that the drawdown will likely lead to the taliban taking over large parts of this country, and the freedoms that they have been given over the last 20 years with u. S. Military intervention will disappear. On the other hand, if you leave the cities and you talk to people in rural areas, they new that the taliban is the one group that can bring them peace and security. They are under attack constantly, and they want law and order. We were out today, and we saw both sides of this story. Have a listen. The taliban are not only knocking on the doors of kabul, they are already inside. Districts like this taken over by the taliban at night. They come in, they put up roadblocks, they aand kill people. The people who work and live here know that is exactly whats going to happen when the u. S. Leaves. But for many people, that is not a terrible concept. They are warweary, and many tell us they would welcome the taliban taking over. Theyve brought them security. At the end of the day, all they want is peace and civility. They dont mind who gives it to them. For better or worse, the u. S. Draw don is happening. Its all hands on deck to reduce the numbers from 5,000 to 2,500 by january. President trump had hoped to get all u. S. Troops home by christmas, that is not going to happen. But there were 13,000 troops in afghanistan just at the beginning of this year. This is a decision that has been criticized by many, but peace talks between the Afghan Government and the taliban to agree on a powersharing deal are still under way in doha, and secretary pompeo has recently met with taliban representatives to try and encourage a political path forward. There are also reports they may be able to announce an initial ceasefire later this week. The big question is whether or not the taliban will disown alqaeda. This not had to do so yet, and there are reports from people including the u. N. That alqaeda leadership is being protected in taliban areas. Until they renounce alqaeda, there is every likelihood that that this country could still be used as a springboard to carry out attacks against the west, so for the moment, many allies with nato and coalition believe that the drawdown is happening too soon. A new defense bill is looking to hold off withdrawing troops from afghanistan until the pentagon, state department and director of National Intelligence are able to assess how that could affect threats to the u. S. Between that and the ongoing talks over a second covid relief bill, my first guest has quite a lot on his plate. I am joined by senator kevin cramer, a member of the Armed Services and budget committee. Senator, thank you so much for giving us a few minutes of your time on this sunday evening, we really appreciate it. Kicking things off, i wanted to talk with you about something rather striking, what were seeing, this withdrawal of troops in afghanistan. Its something the president has talked about for a long time but smuggles thats very much worth talking about is the National Defense authorization act of 2021 is. Now, we have a couple of bullet points that kind of highlight some of the things that are expected to be in the act. 740 billion in total funding for National Defense, but the one i want to highlight is that it doesnt fund the reduction of troops in afghanistan until the pentagon draw downs assessment. Your thoughts on the troop withdrawal and also what were seeing here in the most recent version here of the national daa. Well, first of all, thanks for the opportunity, molly, and and youre right, theres a lot packed in. Of course, anytime you do a bill as big as this, there are lots of things that arent in it, and sometimes thats as important to some people as the things that are in it. But with regard to the troop drawdown, nobody should be surprised by it. This didnt just happen overnight, this is something President Trump ran on, its something he won on. Its something that i think it certainly has happened slower than he wanted it to, but often times that reality hits people when they get into the oval office and they see the state of play on the ground. But, you know, we started this most recent drawdown earlier this year after the deal with the taliban was struck. You know, some people feel like maybe its too much, too fast, some people think its, you know, its long overdue. But remember medical molly what are your thoughts on that . Yeah. My thoughts are i think the president s doing it about right. I dont think we can completely abandon, you know, the middle east. Remember, were drawing down in iraq as well, somalia as with. In africa. So i think we have to do it the right way. Were always going to play a lead role. The problem is its not just the United States, its nato, the nato nations that dont, you know, that dont have quite the number of troops we have, but we provide all of the leadership for. So its appropriate to continue the assessment, to do it at a pace that doesnt jeopardize peace in the middle east or worse, jeopardize security here at home. And to the degree that it was part of the strategy was to keep the fight with the terrorists over there, it certainly has worked. Molly you brought up nato, our allies, theyve expressioned concerns about the expressed concerns about troop drawdowns throughout the process, right now as well. What to you say to those allies that have concerns with our troops being pulled home . Well [laughter] well, for sure. So they probably need to have a sobering moment. Obviously, as they assess whether or not they step into the leadership role or whether they follow us out. And i think the general secretary stoltenberg has said he doesnt know which of those two things are going to happen. Its likely that a number of the nato countries are likely going to follow the United States out of the country. But even at the current rate, for you, were going to keep 2500 troops there which is still more than any other country, about 40 of whats left in afghanistan specifically. So its not like were completely abandoning the place. You know, when i think it was february when the deal was struck with the taliban, we had 12,000 troops. And so again, this isnt something that just happened since the election or in the waning days. I think its about appropriate, but i also dont what i dont want to do, molly, is completely leave the region, leave africa, leave these giant voids because our nearpeer adversaries, marley china, is happy to step into voids in places like china and then the cost of fighting your way back in is way higher than maintaining molly i want to shift gears back here to home. Covid, of course, and congress has had tremendous challenges getting more covid relief out to the folks who need it. Here we are on the cusp of the holidays, but it seems like theres a little hope coming out of washington, so i wanted to get your insight. Are we close to seeing covidrelated relief to, you know, some of the benefit programs are going to be running out soon, various unemployment deadlines, that sort of thing. Your thoughts. Well, i think much like the National Defense authorization act, this covid package that has been put together, at least the framework has been put together by a bipartisan, you know, membership, it has great hope. Its bicameral, bipartisan. We have the relief, if it were not for election day, i think we all feel a little more comfortable. I always said the number would not be 2. 8 billion or 2 3. 4 billion but probably closer to or trillion, rather, but rather, closer to 1 trillion. I think 908 billion is the right number. Theres going to be something, just like anything thats built on compromise, theres going to be things well, not everybodys going to get what they want molly well, the question is who gets the money across america . When were talking about average americans in parts of the economic sector, where does the money go . Well, i think you played the clip with senator cassidy saying this is not a stimulus bill, its a relief bill. I think thats a good illustration because theres not a lot of money just being thrown at things. There are real targets. Paycheck protection forgiveness and, you know, a new paycheck approximate program thats aimed at small business, providing relief without having to use a lot of new money. I think its important to know that about 600 billion of the 900 billion is already appropriated dollars. Youre with also, you know, probably the thing thats most offensive to republicans and conservatives like me is 160 billion for states and local communities. A lot of its going to go to the vaccines, to the treatments molly the vaccines. A lot of people are interested in that one. If you could talk a little bit about what this potentially means, what Johnson Johnson is unveiling at this time, a little hope, hopefully, to add to some of the hope were seeing as we head into a new year. Molly, its always a good sign when were hearing about more vaccines, more medications that are being studied because while theres been a lot of excitement over the two vaccines that the fda is considering for approval, the needs for vaccines both in the United States and globally are enormous. Globally its in the billions. And one of the nice things about the vaccine that j j is testing is that one approach is giving windows. So the moderna and Pfizer Vaccines that fda are considering, both require two doses. One is four weeks apart, and one is three weeks apart. With Johnson Johnson, its testing two approaches. The first is giving windows of this vaccine and seeing how well that works, and then the new trial looking at two doses of this vaccine. Molly well, certainly a single dose could potentially speed logistics which can be challenging as this begins to roll out. Something else very interesting, senator bob portman on why he is getting involved in the Johnson Johnson trials and why hes talked about his willingness to step up and get a vaccine. Take a listen. I have been very concerned about the numbers ive seen on peoples willingness to get advantage city may noted. So by going through theyre low. Its very low. You know, when i got into this, it was 50 , and we need everybody to be willing to get vaccinated who doesnt have a medical issue because this is going to protect them and their families but also our community. Molly doctor, how important is it when its someones turn, they step up and say ill take the vaccine now, thats great . I think senator portman hit it directly. Its so incredibly important. It would be a catastrophe for this nation if we have safe and effective vaccines and people dont want to get them. You personally may be at low risk of having serious infection with covid, but by getting vaccinated, you provide protection to yourself, your family, your community, those around you who may not be able to get vaccinated for various reasons. Its really important. And i finally see some light at the end of the tunnel with vaccines potentially reaching health care workers, those in longterm care fundamentals, even later this month. Facilities. That would be a beautiful thing. But we have to insure that theres trust in these vaccines. And a lot of thats going to hinge on what happens with the fda hearings this week where we want to make sure that those are open and transparent and the scientists are allowed to make their own determination in terms of safety andfectiveness. Finish effectiveness. Molly there was a recent Pew Research Poll on americans who will get the vaccine percentage wise. 29 say theyll definitely get it, probably 31 . Probably not, 23 , definitely not, 18 . Those are pretty big numbers at the bottom of that survey. What do you say to people to convince americans across the board, just briefly, to be willing to get the vaccine when it comes out and its their time . Well, first thing i would say is do what im doing, Pay Attention to the approval process this week. Make sure that its unimpeded and see what the scientists say.
