We have two dozen moderate senators, democrat and republicans, feeling like they have to get a deal to reopen the government as soon as possible. Senator Lindsey Graham of South Carolina is one of those senators. Graham was one of the republicans who voted with democrats against the government funding package. Others in that Bipartisan Group sound hopeful. When was the last time you saw 22 senators meeting day after day and the number of senators keeps growing with peach meeting that we have. And each one of them is committed to getting to a solution. And that to me is very encouraging. Both sides have got to make some compromises. We have a huge number of employees who need to get this resolved. Reporter senator cornyn says his bet is the government will be shut down tomorrow. Rick what are top house leaders saying . House Republican Leaders say they are willing to accept a deal the senate will vote on late tonight. Take a listen to this. We are hopeful in the senate, i know they are having some meetings. I hope they would be able to move that. If they take a week off the continuing resolution well take that. And come monday morning well make sure everything is up and running. Reporter the House Democratic leader called on President Trump to help make a deal. We want the president to come to the table and negotiate how we can do this in a very short period of time to open up government. Reporter a lot of folks here expressing the concern if this is not figured out quickly, positions could harden and this could be a long government mustdown. Rick the white house putting pressure on congress to send the shutdown. And the president suggesting the senate use the Nuclear Option. Garrett tenney joining us from the white house. This is not the first time the president urged the senate to use the Nuclear Option. This president so is one who is used to getting things done. One of the Biggest Challenges for him during this first year in office is having to rely on an extremely divided senate to move his agenda forward. In the shortterm it would help with that. It would allow the senate to pass a bill with 51 votes instead of 60. Given the current climate in the senate its difficult to get anything done. Its been our position the senate has been dysfunctional because of the filibuster. It blocks nominees, it blocks meaningful legislation. There are hundreds of great pieces of legislation the house has passed that gets stalled in the senate. Reporter Majority Leader Mitch Mcconnell has flatly rejected that. Because the republicans know how enacting the Nuclear Option it could set a precedents that could come back to bite them in if the future. Rick how is the white house responding . The criticism is largely focused at members of the president s staff. Chuck schumer continues to accused the president of being an unlee reliable negotiating partner. He says he and the president reached a deal and the president later backed out of that deal after meeting with his staff. Press secretary Sarah Sanders pushed back on that. She said humanners memory is hazy. Well not negotiate on the status of unlawful immigrants while schumer and the democrats hold the government for millions. Americans and our troops hostage. The president did a 180 after his staff intervened. Graham praised the president s chief staff john kelly but said the president s other visors are getting in advise advisors are getting in the way of reaching a deal. The president is in a tough spot. We just have to commit to it. The senate is the white house staff has been pretty unreliable. The house is locked down. Reporter the white house said senator graham failed to address several of the issues such as securing the bored and fixing the i am great lakes you. They are firing back saying as long as senator graham sides with people who are in this country illegally we are going nowhere. Hes been scene outlier for years. Rick its led to the closure of much National Parks and monuments. The statue of liberty in new york harbor shut down. Reporter lady liberty is one of the main attractions. People come from all over the country and all over the world to see in new york. A lot of people buy their tickets well in advance. But this weekend the closest they could get to lady liberty is if they took a tour on a privately operated ferry. The state will pay park employees 65,000 a day to do it. Tino the statue of liberty is a federally controlled memorial. But its a major income source for new york state. Reporter he says its important for new yorks economy. But for tourists to came here this weekend, it was a huge disappointment. Certainly there is enough blame to go around but i have a few choice words for senator schumer. Reporter a third of the National Parks sites were completely closed today. Many places that could be locked have been closed. A number of parks have remained semi open. In yellow stone people could use the land, but Visitors Centers and bathrooms and other governmentrun facilities were closed. This our public lands and we should be able to use it any time we want to. The park employees, i dont know if they are going to get paid or not. But it is what it is, Congress Better get their act together. Reporter in washington, d. C. , the myth ownans and the national zoo are staying staying open at least until monday. The government tried to avoid a replay of what happened back in 2013. Thats when veterans were turned away from their own memorials. They should check ahead of time because its still up in the air what will and wont be open tomorrow. Rick we have seen this movie before, and the longer it plays out, the worse it gets. In your opinion who are the biggest losers . Everyone. There arent any winners. And there is a lot of blame on everyone. But you have to look at the democrats. They are trying to jam nonspending measures, chip which is an authorization bill and daca which is a nonspending measure into a spending bill. So satining resolution is simply expanding bill. If they can get that through they can talk about chip and reauthorizing and daca and fiengtdsing a permanent solution. Rick these two sides have never been close since trump took office. President trump has talked about if the Nuclear Option bringing the threshold from 60 to 51. I can see democrats not giving up an inch to what republicans have been trying to get accomplished. Rick we have heard about democrats winning back seats in the midterms. This hurts democrats in terms of the blue wave. These are things that can hurt democrat chances. Claire mccaskill is very vulnerable. You have arizona which is a tossupstate. These are seats that will determine whether democrats control the senate in 2019. But this is something that democrats really need to factor into their decision whether they are going to vote on this c. R. Rick you are the first to talk about 2019 that i heard. You mention the daca demand. The president wants Immigration Reform and they are obviously far apart on this. But Mitch Mcconnell the Senate Majority leader called this a manufactured crisis. And he said this earlier. Lets listen. Who pays the price for that . Healthcare for needy children. Training and resources for our men and women in uniform. Care for our veterans who came home and Survivor Benefits for families of heroes who did not. Rick the veterans the real 1 percenters. There is one thing about this Government Shutdown its a partial shutdown. The main Silver Lining you can take away from this is agencies are forced to recognize who is essential and not essential to making the government function. In times of crisis like this you identify who is essential and you identify people who are not essential, you have to ask yourself, do you need these employees all the time . The democrats misplayed their hand. They are putting Illegal Immigrants ahead of the American People. You have got to love the American People more than you hate President Trump. There is no reason why we shouldnt have a continuing resolution. Its something the democrats screamed was necessary when thel were in power. Re but when you have a republican they load up the continuing resolution with issues and pork that the American People dont want and we dont need. Rick what about that, doug . But the real problem is we are only talking about four weeks and well be back at this. We need real leashed ship. I mean, i think it is a statistical fact that the democrats picked up seats in the 1998 midterm elections because people vote based on issues and record rather than the substance of this documentary. We passed welfare reform, tax reform. We got, you know, balanced budget, reduced the debt. I mean, great economic times. The president had a 65 approval, and while it was certainly divisive, it didnt hurt the democrats or president clinton. Rick it had to be a tough time. It wasnt easy, but it was productive in terms of the politics at the very least, if not the substance. Rick brad, your reflections on this . You know, this is a stain on the office of the president and on bill clinton. History is not going to be kind as we will see by this program to the fact that clintons put us through years of torture in putting our country through this kind of investigation, when he knew exactly what he had done. So he has that as a legacy, and its a shame looking back and i agree with doug, he had great successes as president , but all the successes weighed by the criminality of the clintons over the years is what they are going to be known for.
