Chris Speaker Pelosi will not send over the articles of impeachment until she knows what the ground rules are for a senate trial and wants democrats to call witnesses. Here she is. The next thing will be when we see the process set forth in the senate. Then well know the number of managers that we may have to go forward and who, who we would choose. Chris is there anything the white house and Senate Republicans plan to do . Are you just going to wait on pelosi . Well, chris her position is really untenable. Reality she said in the house that president posed such a grave danger to the globe we have to trample on the constitutional rights, not allow us to have any witnesses in front of the intelligence committee, not allows us to have counsel present or provide evidence in our own defense and well trample rights, to demand longer process in the senate with more witnesses. I dont know when they became concerned about due process after trampling over the president s rights but to your opening segment the president believes were winning. He believes we won on taxes. The economy is booming. Unemployment at record low. Military spending is rebuilding. Chris i get all of that. There is plenty of time for the campaign, answer my question, is there anything you can do or do you have to wait for pelosi chris, not just the campaign. Congressman al green said we have impeach chris i understand all of that. Im asking a specific question. Is there anything you do to move the trial along or wait for pelosi to do what she will do. Were quite confident the position is untenable that they will move it along and Chuck Schumer and Mitch Mcconnell reach a deal how it proceeds in the senate. Chris she will eventually give . She will yield. There is no way she can hold this position. Chris the president wants his day in court. How frustrated is he right now by what pelosi is doing . And he has been sort of back and forth in this. Does he want a full trial which he can call witnesses, republicans can call witnesses to defend him . He is frustrated what he found to be completely unreasonable impeachment. So sure he is frustrated by that. He is also anxious to get not just acquitted but exonerated in the senate. He is looking forward to the opportunity to have a fair trial in the senate. Chris does a fair trial mean both sides call witnesses . I think what happened 20 years ago in the clinton impeachment you saw they agreed to let both side lay out the case. Well take a vote about additional witnesses. That is what they agreed to. It was 1000 vote on process. Including Chuck Schumer supporting process. He says he wants the same proceedings what happened to clinton, we welcome to. He is trying to change the rules, have a whole different process. Chris if her case is so airtight she said, she had to ram it through, undeniable why does she need more witnesses to make her case . Chris that is a question for Speaker Pelosi, i hope we have a run. What does the president make of pelosi this week inviting him to deliver his state of the Union Address to congress, a joint session, on february 4th . Does he read that as her acknowledging that her case is boeing nowhere . We think her case is going nowhere, yes. I think president looks forward to addressing the whole country. We talked about how well the country is doing. Chris how does he feel about the fact she invited him this week . I think it is same thing, chris, in the midst of impeachment we had 15 to 20 House Democrats over in black tie event for Christmas Party with the president. How serious are they doing this . Once again just a political exercise to placate the radical left of their base. That is what we think this has all been along. This was 7th Impeachment Vote. This wasnt the first. They had 70 votes for impeachment before mueller testified on russian collusion hoax. They have been trying to do this from day one of the administration. They continue to see us racking up victories for the american people. They know they cant beat him at the ballot box. Chris on friday night, President Trump tweeted this headline, well put it up. Russian president Vladmir Putin says u. S. President Donald Trumps impeachment is farfetched and predicts the u. S. Senate will reject it. That is President Trump retweet what putin said about him. At the same time, white house threatened to veto the big spending bill, which would avoid a Government Shutdown unless democrats dropped a provision that would have said the president must release any funding that congress approves, military aid for ukraine. I know there were separation of power issues there, congress dictating what the president must do or not do but does President Trump still believe that it was ukraine, not russia, that interfered in the sift set of election . Chris it doesnt have to be either or can be both. That was once again miserable reporting by Washington Post. We requested 250 million in aid to ukraine. If congress did their job, completed spending bill by september 30th we would have it then. It was delayed for three months because of sham impeachment. Theyre the ones delaying aid to ukraine. What our administration said they tried to put a special provision said there was no executive review on any of the aid, not just ukraine but other countries. Ultimately the aid is in there. Well deliver the aid to ukraine. Actually incredibly misleading and miss appropriate reporting by washington report we were issuing veto threat on aid to ukraine. It was policy riders Congress Said take ability of executive branch to review the aid. Chris i point it out, there were separation of powers concerns. You said it doesnt have to be either or. Forget the question of russia. Does the president believe that you ukraine interfered in the 2016 investigation . He thinks we should investigate it, chris. Go back to 2016. This is inconvenient for a lot of people in the main stream media, when russia interfered with the election, barack obama was president and joe biden was Vice President. Joe biden said he was in charge of ukraine policy. His son is getting between 50 to 80,000 a month to serve on a board where he has no experience whatsoever. His question, why shouldnt we investigate it . Seems like we can never get enough investigation of interference, foreign interference for elections on three years. As soon as the president asks for it, we must impeach him. Chris well, that is not why it happened. As you know. There was a phone call and there was a question of conditionality of a white house visit and giving the military aid and that, it was on that basis that he was asking for the investigation. Let me take it was chris let me take your point. We should still investigate. Every major u. S. Intelligence agency says it was russia that interfered in the election. During House Intel Committee hearings a member of the let me just finish. A member of the Trump National security council, fiona hill the idea ukraine interfered in the election is kremlin disinformation. Why does the president think it is still worth investigating whether ukraine did something. Why dont we find the bottom line and answers . Were not questioning russias interference im accepting at that. Doesnt mean because russia interfered others didnt interfere as well. Chris theyre saying fiona hill and whole question of ukraine is russian disinformation and in fact according to reporting you may say it was inaccurate, putin supposedly in the meeting they had in germany, told the president that it was ukraine and he apparently said to some people in the administration, putin told me it is ukraine. I read that again, reported in the Washington Post. I never heard that i believe that there can be just because youre saying you know, my house was robbed last night means your house couldnt have been robbed last night. It is quite possible both were interfering with elections. Why not investigate that . Chris okay. Turn to a new subject. A evangelical magazine, christianity today ran a editorial this week una headline, there you can see it, trump should be removed from office. It said he should be removed we believe is not a matter of partisan loyalties but loyalty to the creator of the 10 commandments. Here is editor mark galli who wrote that. The question when does his behavior described as immoral accurately, rise to the level where he is no longer fit to serve office . To me, we crossed that line with the impeachment hearings. Chris your boss, Vice President pence, is an evangelical. How does he feel about President Trump being called by christianity today a quote leader of such grossly immoral characterrer . I dont want to put in Vice President s mouth but chris, for a lot of us, who are celebrating the birth of our savior this weeks the way we look at it is, this president helped to save thousands of similar unplanned pregnancies. This president has helped to make sure that religious liberty is protected. This president has done more, as we celebrate today our churches across the country this morning theyre singing a little town ever bethlehem. There has been no president , no president has been a greater ally to israel than this president. For many of us who are christian we look at this say, i am thankful that donald trump is president and im thankful that mike pence is Vice President. Chris you talked about morality and character. Finally i want to ask but the president s comments in michigan this week where he suggested that the late congressman john dingell might be in hell looking up rather than in heaven looking down. Here is the reaction of dingells wife, debbie to the president s comment. I loved my husband very much. Im still having a hard time. He was my partner and the love of my life. And, so, i was already having a hard time with this holiday and, the comment that he made was just, it made me sad. Chris how do you explain the president making a comment that hurt her so deeply, you talk about christmas, this will be the first christmas in 38 years without her husband, and why, wont he apologize . Chris im sorry she is hurting. Im sorry, i certainly you know hope that, wish her the best as she deals with this circumstances. I think that our administration respects service of john dingell and service. We respect in uniform. We respect his service to our country in congress and respect her service to our country and following her husband in congress. I think that, you know, im sorry that she is in the circumstance today but, you know, in light of, in light of where we were, was it wednesday night, i think the president is saying, you know, john dingell was not exactly a wall flower. John dingell called the president an imbecile in closing months. John dingell himself had a lot of critical comment, yet he took time to call Debbie Dingell to express his personal condolences on passing. Lowered flags to halfmast. At time at the moment the president is feeling you know in midst of an Impeachment Vote that was something that came up in his rally speech. Chris marc, thank you, thank you for your time. Where he made waves on both sides of the aisle, by insulting a prominent democratic family. Joining us now, michigan congresswoman Debbie Dingell, whose late husband john was the target of the president s remarks. She is also cochair of the democratic policy committee, and congresswoman, welcome back to fox news sunday. Thank you, chris, good to be with you. Chris why is Speaker Pelosi delaying in sending the articles of impeachment over to the senate and how long is she willing to, and prepared to wait . So i dont know what the time frame will be but i would like to remind people that when president clinton was impeached, he was impeached on december 19th, and managers were not appointed until january 6th. Congress doesnt return until january 6th, was referred to by marc short earlier. There were two resolutions at the time. One was a resolution to proceed that was passed by 1000, and there was a second resolution about who the witnesses would be. Chris but there were no witnesses, talking about in the senate. There were witnesses, there were three witnesses for bill clinton. The first resolution did not approve witnesses but ultimately there was a second resolution and there were three witnesses in the clinton impeachment. And i think what, speaker is trying to do is to insure interest will be a fair trial. I think they will continue to be discussions. I dont know. Im not part of those very tight discussions but, senator schumer is trying to work with senator mcconnell to make sure there is a fair hearing. I think there are witnesses that would not, that the president would not allow to testify like the chief of staff, like john bolton and others that people would like to get that testimony from, to insure it is a fair trial. Chris okay. You about it will move. Chris but, i want to take marc shorts point. It was a question i was going to ask anyway. When you guys were debating this in the house, House Democrats said you couldnt hold off on impeachment. Couldnt even wait for the courts to decide house subpoenas because donald trump was such a threat to the nation. Here are some of your colleagues during this process. The president s continuing course of conduct constitutes a clear and present danger to democracy in america. This is not a rush to judgment. Its a rush to justice. We must not delay. Could we find a more perfect description of the present danger emminuteing from 1600 pennsylvania avenue . Chris if President Trump is such a threat, this case is so urgent, why not send impeachment to the senate right away . First of all, did you think the United States senate would start the trial before january 6th. You have no idea what would happen in the next few weeks as leaders are trying to negotiate what would happen. As i remind you, republican impeachment with president bill clinton the managers were not appointed until january 6th. I hope leaders will continue to talk. I think what, you know this, was one of the hardest votes, one of the most important votes i will cast in my career, however long it may be. And, it was about protecting our national security. I did not come out for this impeachment laster under under enormous pressure from tom steyer buying 40 ads and moveon. Org because i was worried about the division in this country but became very clear there was danger to our national security. There was a danger to our democracy. And that is why, our aware of what is happening, have to protect it as we go into the next years election. Chris you certainly would agree, there is always delay between christmas an new years, nancy pelosi made it clear hoping to hold it up it is creating leverage to allow Chuck Schumer to make a deal with Mitch Mcconnell on the ground rules for the trial. The question why does she think she has any leverage here . The president and Top Republicans are threatening to not give them something they dont want any way. Take a look. They dont want to put them in because theyre ashamed of them. Because it is what they have done is wrong. It is bad for the country. Looks like the prosecutors are getting cold feet in front of the entire country. And secondguessing whether they even want to go to trial. Chris and, one of the democratic witnesses before house judiciary, harvard law professor, Noah Feldstein says, look if you dont turn over, if you dont send impeachment to the senate, the president is never actually impeached. Isnt this almost definition of a empty threat . I dont think its a empty threat. I dont like the words threat this is about our democracy. What were trying to do is make sure there is a fair trial. When senator mcconnell, youre supposed to be, youre a juror, youre supposed to go in with an open mind analysten to the facts. There are more facts to be gathered. I already made up my mind i will do what the white house said. I dont call that a fair and impartial hearing or court trial. Chris okay. I will take one last crack at this. Because the constitution is clear and for all of the complaints from republicans will, youre not doing it right or wrong, the constitution was very clear and very simple that impeachment is the sole purview of the house. It is equally clear, article 1, section 3 says this, the senate shall have the sole power to try all impeachments. According to the founders, let me finish, according to the founders, what happens in the senate is none of you, the house, is none of your business. All people are doing making sure its a fair trial. By the way, i read that very same part of the constitution. It doesnt say how quickly you have to move it from the house to the senate. I think that youre going to see it go sooner than quite frankly Mitch Mcconnell, maybe even like. I think he would like to never have to try it and this shouldnt be a political moment in our nations history. It is a sad moment. I wish that it had not been just a partisan vote. Somebody will yell at me for saying that. I dont think this is good time in our countrys history. But we do all take an oath of office that requires us to protect our democracy and our national security. Chris all right. Were going to turn now to a subject that is personally difficult for you and got a lot of attention this week, i discussed it with marc short at the end, comments that President Trump made about your late husband john dingell in a rally in michigan this week. He talked about the honors that he ordered for your husband at his funeral. Here he is at the rally. She calls me up. It is nicest thing that ever happened. Thank you so much. John would be so thrilled. He is looking down he would be so thrilled. Thank you so much, sir. I said, that is okay. Dont worry about it. Maybe he is looking up, i dont know. [laughter]. Chris what did you think when you heard that . Just sort of kicked me in the stomach. It was, politicization of something that didnt need to be so. By the way, john dingell earned, he was buried at arlington cemetery, because he was world war ii veteran. That had been discussed with the army before. He wasnt laid out to rest in the rotunda. Frankly nancy called me to try to work through funeral details. I didnt want anything that other former members werent allowed. So we didnt do that. It wasnt the president s to give. He called me to tell me was lowering the flags. To this day, and this minute im grateful that he did it. I was grateful for the call. He was kind and empathetic. And meant a lot to somebody who was hurting and loved her husband. Chris a number of your Congressional Colleagues have called out the president for his remarks and some of them are republicans. I want to put these on the screen. Your fellow michigan congressman fred upton. Most unfortunate. An apology is due. Senator lindsey graham. He said the same joke about john mccain. It is not funny. Republican congressman dan crenshaw. Merry christmas, debbie. You deserve to heal in peace. Those comments were totally unnecessary. But here is the only comment since the president s, since the comment from the white house from stephanie grisham. Sheer she is. I think we all know the president is counter puncher. It was a very, very supportive and wild crowd. And he was just riffing on some of the things that had been happening the past few days. Chris i guess the argument is, he did something nice for you. He did order the flags to be that was chris you voted to impeach him. Those are two different issues for me. You know, we have to learn in our country that you can disagree agreeably. I understand this impeachment was very personal issue to him but i think there are lines you dont cross. I think he crossed a line there. I dont, i dont want, need an apology. Dont want an apology. I dont want a campaign to begin around that. What i do want is people to take a deep breath and think going forward, that their words have consequences that they can hurt. And how do we bring more civility back to our political environment . Not just the political environment. The rhetoric in this country has turned so ugly, vitriolic and bullying, it is not okay. Social maid yaw is destroying our sense of community in this country. Chris well it is interesting you said that because this week you put out, i dont know if people will be able to see it, this statement. This is a picture, you were all younger then. We were all younger then. Of the bushes and the dingells, that george h. W. Bushes, and your husband, john in his final days, a year ago, last november, wrote a statement on the passing of bush 41 and i wondered, if you could read, frankly i think this is an important message, particularly at christmastime. This is what your house wrote on passing of john dingell. Im sorry on the passing of george h. W. Bush. George bush came from a time as did i, when we believed in american equality, demands that we treat one another with the same dignity and respect with which we expect to be treated. He was horrified at the harshness of our national discourse, has taken, deeply disturbed at watching too many people speak past each other. We both shared deep concerns about the hateful taunts, the despicable actions and language that plague our political culture. Chris still, has a lot of resonance, doesnt it as we someone sent that to me on friday morning. I guess it has a lot. And, the day that john dingell died, the night before and the day john dingell died, he dictated a oped that appeared in the Washington Post with that same message. He was worried about this country. He wanted us to know that we all had responsibility for it. And that, compromise is a dirty word, he used to say to me, god gave us two ears, one mouth for a reason. We need to listen to each other more. This will be a hard holiday. It will be hard. I miss him with my whole heart and soul. If something good can come out of this, if maybe the president can think a little more sometimes, it is all of us, all of us, i would like to work with the president and everybody else to just be a little kinder, and that random acts of kindness can make somebodys day a whole lot better. She was boxed in. I think she made a huge error the way she dealt with the immediate post impeachment reality. This this is extending this out is not in the interest of democrats make up house of representatives. Democrats from trump friendly districts will have to defend this decision back home. They dont want the story to extend. We did it because we thought we had to. We immediately proved we can work with the president when it comes to trade they want to move on to other issues. Why do you think she is doing this. I think she is doing it, she is not in control. The base is in control of the democratic party. The base of the party wants to impeach donald trump. They want impeach anything under the sun. They want asterisks for his presidency. Chris Donna Brazile offcamara was laughing, she will get a chance to respond. We asked you for questions on the panel, on issue of nancy pelosi pushing this. We got this from david. He must not be a threat to democracy if theyre willing to hold it up, right . How do you answer david an answer ben the issue whether nancy pelosi is control. Maybe im showing my age now ben, i remember after the clinton impeachment in 1999, was hill staffer back then, he was impeached on the 19th and the managers and everyone went to the senate on january 6th. In terms of timeline we might be operating on similar timelines we saw in 1999. I believe she is right. First of all she is not just one of the smartest democrats. I know a lot of democrats. She is one of the smartest impartial defenders of the constitution. She is using every tool in her tool box to make sure resolutions conducted in senate, she cant control the senate. Mcconnell made that clear, but she wants to make sure every tool will be used, or utilized when she sent over the managers, she understands what game the senate will be playing. Donna, you have to, this doesnt really fly. When you see things like, clyburn coming out, oh, Mitch Mcconnell is colluding with the white house, or jerry nadler coming out. Chris he did say im taking my cues from the white house. But jerry nadler coming out saying we cant trust Mitch Mcconnell to be an impartial juror. This doesnt fly with anybody. Nobody really thinks that is what is going on in the senate. Theyre just going to remove all of their loyalties. Chris is right, mr. Mcconnell said he will work with the white house counsel. He is going to take an oath to be impartial juror. That is like the jury working with the defendant. At end. Day, Speaker Pelosi will do the right thing. She will send over managers. They will march over to the United States senate and announce the articles of impeachment. And at that point the senate will begin their actions. Chris audience will be happy to know we have four panelists not two. Jason riley in. Where do you come down on this. Not just Mitch Mcconnell told nancy pelosi that the house has no say in it, constitution, donna, says, chris showed the language from the constitution earlier. Sole power to the house for impeachment. Sole power to the senate for the trial. The issue not whether or not Mitch Mcconnell is impartial. Not his jo to be impartial. That is the chief Justice Roberts who will oversee the trial. Mitch mcconnell is partisan republican. No one is expecting him to be partial. Problem as ben said, nancy pelosi initiated this process. To please her progress i was and she rushed it through to please those adam housley members want to talk about something else. Now she is in a bind here. Chris is she in a bind . Not at all. I was shocked to say nancy pelosi is not in charge of democrats. She had quite a streak here. She held her caucus together. Oh, of these 31 who have, who come from districts where President Trump won the election, she is going to see a number of defections. She did not see any large dee dee tech shuns. The bigger point will this be like o. J. Simpson, jury nullification. We dont like the cops. In this case, we dont like the democrats. So were going to ignore the facts, ignore the evidence. There will be no evidence. Not guilty. The problem would be that would be a sham. So, nancy pelosi does, cant control what goes on in the senate, according to the constitution as you read here for us, chris but she can try to say, if this is going to be a sham, well then, i dont need to really put any into the managers that i send over there. Send political, rhetorical people. If its a matter of actual witnesses. If john bolton, Mick Mulvaney are called to give firsthand testimony about the president s actions i need sense who knows about how can the house force the senate to call witnesses that the house itself refused to call. They didnt refuse to call them. They couldnt call them because they wouldnt come, guess what, jason, president said dont go up there. They refused to let that process run its course. And now they are claiming. Testimony into their slow walking strategy of the white house . My problem with it is theyre claiming this testimony is so essential to this process, if it is that essential, why didnt they let it play out . Because the president wouldnt allow it. He not only withheld witnesses he withheld evidence. Chris a good question. Why didnt they do it. You folks can ruin your christmas. Talk about it over christmas dinner. We have to take a break here. Wisconsin, another swing state, 52 oppose impeaching and removing President Trump, while 40 are in favor. Juan, will, what the democrats did this week in impeaching president , will it help the president in terms of 2020, his reelection prospects and will it endanger the Democratic House majority . I dont think it endangers the majority. Weve seen a rash of republican retirements. Mark meadows from North Carolina this week, another republican who just left. But what you do see in those polls is in those critical electoral states against impeachment. That is not good news news for e democrats. That is better news for the president. Those polls stand in contrast to our own fox poll, this week Washington Posthad a poll, 50 generally nationally who support impeachment and removal. Chris seems to be difference between nationally and swig states. In those swing states a majority supported impeachment inquiry and majority, if you look at National Polls, say we want, for example, witnesses and fair trial in the senate and finally, what you see is a majority. A supermajority, in the National Polls say he did something wrong democrats in the swing districts he did something wrong this, is unconstitutional, more so than they need to talk about impeachment. Democratic president ial debate and the big target was mayor Pete Buttigieg who now leads in some polls in both iowa and new hampshire. One of the big issues, and warren, went after the mayor on this, was issue of campaign financing. Take a look. The mayor just recently had a fun raiser that was held in a wine cave full of crystals and served 900dollar a bottle wine. This is the problem with issuing purity tests you cannot yourself pass. Chris so, donna, now turned out, this is no surprise to anyone, that in fact when shy was running for senate, not when running for president , that Elizabeth Warren held a lot of big ticket fundraisers including one in a penthouse in new york, one at fenway park. Does she look like a hypocrite . Well i think the point that shy was trying to make that mayor pete should open up the event and should be more transparent. On the other hand i do believe what we saw at the debate this past week the democrats are ready to take off the gloves. Were within 45 days of the iowa caucuses. 1600 precinct caucuses. I have done a few in my life. It is now down to the final weeks before we choose someone who will ultimately i think, be in a front row, get a front row seat. I cant help but think about the political calculus. This is not about the political calculus of the president or in his reelection or senate or house. It is about our constitution and the validity, integrity of our election. I keep saying, i experienced russian hacking. This was not a myth. This was not a hoax. This happened in real time. If we dont protect our elections from future interference of foreign governments we dont have democracy anymore. I have to say that before i go home for christmas. Chris okay. They see a lot of different defects that each candidate has. You want someone who is able to step forward, really inspire a lot of people. I think mayor pete has done that to this point. Whether he will be able to ride that into the future success in iowa i think a real question. To me, one of the most interesting aspects of the debate was success of amy klobuchar, who did a very good job. This is kind of a doordie moment for her, if she looses in iowa, if she cant make noise there, she may not withstand further moo the cycle. Chris jason. And those rows and rows of graves. Everyone represents live and a family and a story. Not just tombstones.
