With republican senator rand paul, a longtime critic of u. S. Policy in thegg middle east. Then there s are 16 days till the midterm elections. Republican control of congress is on the line. We will look at one of this years most Competitive Senate races in arizona and we will talk withth congresswoman martha mick fallon, only on fox news sunday. This will be an election of kavanaugh, the caravan, law and order and common sense. We will ask our panel about President Trump posing message for the midterm. And, after disaster strikes, our power player of the week, worldfamous chef jose stepped in. People are always in need of a hot meal. Thats what we do. All right now on fox news sunday. Hello again from fox news in washington. 17 days after the disappearance of jamaal, the saudi government is finally offering its account of what happened to him. Much of the world is not buying it. The saudi say he was killed in a fist fight in their consulate in instant goal. They have arrested 18 people involved in the case and fired five top officials, some with close ties to the Saudi Crown Prince. President trump said he finds the report credible but will work with congress to find ways to punish the saudi government. Joining me now from kentucky, republican senator rand paul, a key member of the Senate Foreign relationsra committee. Senator, lets start with your reaction to the saudi account that he was killed by accident in a fist fight at the consulate and that the Saudi Crown Prince had nothing to do with it. Do you believe the saudi accoun account. Absolutely not. I think its insulting to anyone who is analyzing this with any type of intelligent background to think that a fistfight led to a dismemberment with a bone saw. So no. I think we should put this brazen attack and. Murder in context with saudi arabia. They have basically been the largest state sponsor of radical islam and violent jihad. They sponsor thousands of me madrasas that teach hatred of christian and jews and hindus around the world so this isnt the first instance. This is just another in thein long of line instance of the saudi insults to the civilized world. Them to get to the larger issue in just a moment but i want to stay with this at this point. What do you think was the involvement of the Saudi Crown Prince. The king has absolved him and has put them in charge of the overhaul of saudi intelligence. I think it stretches to believe that the crown prince wasnt involved in this, and i think thats the way they will write this off. People in saudi arabia ought to be aware that when you are told what to do you go and do it and then they will execute you and put all the blame on someone else. There is no way 15 people were sent from saudi arabia toer turkey without the approval of the crown prince. We have to be stronger and sanction people and pretend like were doing something. We really need to discontinue our arms sales to saudi arabia and have a long and serious discussion about whether or d not they want to be an ally or an enemy. The arrest of 18 people in the case, heres what they had to say. I think its a big step. Its a lot of people. I think its a great first step event does President Trump know something that you dont or do you think hes covering for the saudi. I think the saudis are an authoritarian government. They are directed from the top down and you dont have people just going off and doing things on their own. I feel certain the crown prince was involved in he directed this. Thats why think we cannot continue to have relations for him. I think sanctions dont go far enough, i think we need to look at the arms sale because this is not just about this journalist being killed, its about the war in yemen where tens of thousands are being killed. Its about them spreading hatred of christians and jews and hindus throughout the world. Thousands and thousands teaching radicalsp violence against the west. The saudis have not acted as our friend and they need to change their behavior. I understand that but im asking you directly about the president s reaction. He says hee finds credible and account that you find incredible. Why do you think hes doing that . I dont know the reasoning, or i cant answer for the thought process on this. I can only say i think many of us looking at the situation think this couldnt happen in an authoritarian government without the crown prince being involved. All right. Lets talk about punishment and what to do about it. The president says he is going to work with congress to try to find a way to sanction move saudi, but he made it clear one of the things he doesnt want to do. Here he is. I would prefer that we dont use asen on retribution, canceling 110 billion worth. Of work which means 600,000 jobs. Last year long before this you came within four votes of blocking further arms sales of the saudis. First of all, what evening of the chances but you can get those four votes and block them this year and what about the president s argument that this means hundreds of thousands of american jobs . I think if we were to have a vote in the next couple weeks on whether or not to sell arms to saudi arabia we would winha overwhelmingly. I think thehe powers that be will try to prevent us from having that vote. They need to announce a cyst on chances for an transpacific case of arms being sold them my thought is they will avoid doing that as long as possible. In regard to jobs, i dont think arms should ever be seen as a job program. The sophistication is part of our national defense. This isnt something thats just owned by private common engine companies. I dont think we should ever sell it to any country unless its in our National Security interest. The war in yemen increases our risk. It makes us less secure and more likely to beem involved in another war in yemen. I think we shoulddd not be supplying the saudis with bombs. They been indiscriminately killing civilians. In the last month 50 schoolchildren were killed in school bus. Of awi they killed 150 people at a funeral procession. The saudis have notsi been acting and adjust fashion. Yemen is one of the poorest plaintiff on the earth. Millions of people face starvation. Over a Million People had cholera and they continue to block their port. No, i dont think theres a National Security reason for us to be involved in the war in yemen. Thats where our arms are going. I would cut them up. Its the only thing that will listen to. Anar interesting figure, veldman pruden talked about this and said he believes the u. S. Has a double standard. He noted that after the alleged poisoning of that russian spy in britain that the u. S. Expelled 60 Russian Diplomats and imposed sanctions, and he looked at the lack of action so far inside that is a double standard. One,a does prude veldman pruden have a point and beyond blocking arms sales, you dont think the white house will even offer them, what elsend should the u. S. Do if anything . I think there is a double standard, and i think the saudis need to be treated as who they are in the context of who they are. I dont think they are friendly ally. They have been spreading hatred for decade after decade. With regard to whether we sanction them, i think the arms sales will go on. I think they will avoid announcing the arms sales to s. Try to prevent us from blocking them. Im not saying the Trump Administration will stop arms sales, i think they will continue and i think this isem a danger that congress will act tough on and pretend to do something which is sanctions. Im not even calling for sanctions against saudi arabia in general. I dont think we should quit trading with them, i think wear weshould specifically quit aiding and abetting them. You have been a real skeptic of our relationship of saudi arabia for many years and youve certainly given evidence to that today. Heres the counterargument from President Trump. He said we depend on saudi arabia for cheaper oil or cheaper oil. We depend on them as a potential counter way to iran and its ambitions in the r middle east and that we can, we hope the saudi arabia will help us broker a peace deal between the palestinians and rothe israelis. Do you think he is wrong on all those fronts . I think there is a thousandyearold war in the middle east between sunni and shieh andea saudi arabia is pitted up against the rent. The biggest thing that destabilize theii middle east and the president agrees is the iraq war. There was much more of a balance of the middle east at that time. If you look at military spending, the saudis and the allies spend eight times more than iran. There is an arms race, but when we supply arms to saudi arabia, iran response. Will we complain about the iranians having Ballistic Missiles that they are developing, they are doing that in response to the arming of the saudis. Its a bilateral arms race that goes onn and on. I wouldnt continue it. I dont think we need the saudi crude we have incredible leverage. The air force is entirely american planes. They cant last months without parts and mechanics to help them run their airports. We train their pilots. They are dependent on us and we need to tell them to behave. Behave, not going to that includes cutting off the funding to all the schools that teach hatred of christians, jews andg hindus. Were running out of time, i want to get to one final subject. It appears President Trump is about tot pull out, to tell the russians were about to pull out of the imf mediumrange missile treaty that ronald ragan signed with gorbachev back in 1987. That heres the president yesterday afternoon. We stayed in the agreement and weve honored the agreement. Russia has notun honored the agreement. We are going to pull out. The president said he will stay in thehe treaty only if russia and china will abide by its terms. I think its a big mistake to get out of this historic agreement that reagan and gorbachev signed. This is a big part of lichens legacy and we should not get rid of it. We went from 60000 Nuclear Tipped Missiles down to 15000. It was a historic agreement. Ive asked the president and advised him that he should appoint Nuclear Negotiators to actually work with thead soviets. We have complaints that are not you compliance and they have complaints that some ofmp ours are not in compliance. Lets have a rational discussion and see who can. [inaudible]] you said you think john bolton should stay out of it. Why him personally . I think hes advising the president to get out of the inf treaty and i dont think he recognizes the importanten achievement on this. I spent an hour with gorbachev a couple months ago and they still regardless reduction and the disaster that would be nuclear war, they view it in a sincere manner that reducing the arms was very important, and i dont want to see another Nuclear Arms Race with russia or with any other country. Im all for trying to sign agreement with china but that would have to be a brandnew agreement. Theres no reason to end the agreement we have with russia. Senator paul, thank you for your time. He up next we bring in our sunday group to discuss what happened to jamal. Also what it means for relations between our two countries. 10. 9. Guidance is internal. 6. 5. 4. 3. 2. 1. Dont forget, saudi arabia is a partner against iran and missiles and what their saudi arabia is our partner, our ally against iran and against missiles and against what theyre doing, trying to take over theri middle east. President trump standing by our alliance with saudi arabia that now faces a tough task going forward. Its time for our sunday group, speaker of the house Newt Gingrich, former, democratic congresswoman jane harman director of the woodrowor wilson center, and mark short, former director of legislative affairs for President Trump. Speaker gingrich, what you make of the saudi arabia account of what happened to jamaal and who was responsible and how severely do you think we should punishke them. Its insultingly stupid. The idea that this guy walked in the room with 15upe security people and they havent have, were willing to dismember him and get rid of him and happen to be here, this is just stupid. Wise the president saying its credible. The president is trying to walk a tight rope. I think the big problem, not a small one. On one hand you dont want to break the alliances and on the other hand, you cannot teach a 33yearold crown prince that he can get away with things that are this outrageous and this stupid or he will be out of control for the next 40 years. What would you do. Is selecte sanctions and theyre going to be very clear about it. I also think, im guessing, but my guess isy the truth, this hurts the salaries to live the stupidly. Secretary of state pompeo met with the Saudi Crown Prince this week and took some criticism for appearing overly friendly and such a serious situation. Heres what pompeo said when he returned to washington. I think its important to remember that we have had a long strategic relationship since 1932 with the kingdom of saudi arabia. I want to address exactly the dilemma, the conundrum that the speaker was talking about. On one hand, what apparently happened is unacceptable, on the other hand, we do have strategic interest with saudi arabia. How do we balance all that. Our Foreign Policy is based on values and interest. Values that we have our rule of law, freedom off press, interest that we have aree having saudi arabia as an ally against the behavior among other things, and maybe helping Jared Kushner with his two state solution which doesnt seem to be going very far between israel and palestine. At any rate, murder, i totally agree with Newt Gingrich, these are neither our values or our interest. I think in addition to sanctions it would be good to talk to the king about perhaps moving them sideways for a while and putting an adult in charge of saudi arabia such as the intelligence chief or even the foreign minister who used to be the ambassador here who is highly regarded. Youve much better sense of this than i do. Do you think if you were to go to the king and say that that we have a vote, we can apply pressure. And on that we have a vote, but yes i think we can apply pressure. It is also true, obviously, there are major Financial Transactions pending, not just with aerospace firms, but also with hightech firms. I think the Modernization Program, and i actually think i agree with this was going in the right direction, it would be the excesses that are derailing it. I think betty arabia wants and needs a modern future. They better do a course correction here. Mark, lets talk about the realities in congress that used to be your job. That was until very recently the legislative Affairs Director for President Trump. As we were discussing with rand paul, he came within for both last year of blocking an arms sale to the salaries. What you think are the prospects for any future arms sales in the foreseeable future, and how tough do you think congress, because a lot of republicans are talking tough on us, how do you think, how tough do you think there will get. I actually think thear prospects are greater than, i think very little has gone through. Particularly if they are responding quickly. I think the risk is much more significant. What about other sanctions. I think that they go together. If they dont do that i think you will see a vacuum in which they move more quickly. Chuck, this is personal forin you because he was a colleague of yours at the washington post. Read your reaction to the saudi accounts and President Trump seemingly acceptance of that. I think it reminds me of that famous phrase from watergate, the limited hang out. This is what you do when youve been caught, your cover has been blown and theres really no denying it anymore so you let a little bit of the truth out or you try to shape a more plausible cover story. They been saying they left that conflict alive. That had been there previous view of the matter. The story is, its not a credible story. Its their desperate attempt to preserve the crown prince in his position. Theyre evens willing to sacrifice somee senior officials at least two scapegoating them and firing them. Acthe problem with his reaction has been that it has taken him a long time to declare this was evil and stupid. His first reaction was Something Like its not an american citizen and is not on our soil. That was consistent with some things they set on the campaign about how we americans, we kill a lot of people and so on, he dug himself a deep hole and i dont think hes all the way out of it yet. I agree with what the congressman was saying before. Theres a lot here that you are trying to balance. I think the president is trying to give them a little bit ofenc space. Pretty came out he said he does not believe the account is true as a result of a fistfight. He has acknowledged that. I do think theres a lot there trying to balance. The iran funding is killing westerners throughout the middle east and saudi arabia is our ally. That is a challenge we need too navigate. They need to be more aggressive. I want to bring the congresswoman in because i thought what senator paul said was very interesting which is that we overestimate the importance of saudi arabia and underestimate our leverage. We buy oil from them, they sell oil to us, as he pointed out there or air force is completely based on american planes. If we held up equipment and spare parts they would be grounded in a u month. The war in yemen which was the largest humanitarian catastrophe on the planet right now shows their incapacity as a fighting force. Its despite our weapons which they have paid us f for. I do think we have leverage, i wanted to say, however his name was pronounced was about to be a journalist scholar at the wilson center. The irony in all of this is that he was writing about the Modernization Program in a positive way. He was critical of nbs extreme behavior but positive about behavior. They need people like him. Final thought. The russians tried to kill two people in great britain. We join with britain, we put in selective sanctions. Establishing the principle, that people cant go around the world killing people is a good thing. The president is going to have to find more to have a big enough hammer that evil can relax and say were getting the right signal through or congress will react with a bigger hammer and it could damage the relationship. Thank you. We will see you later in the program. We take a look at one of the closest senate races in the country. The seat in arizona. On Election Night just 16 days from now, the battle for control of the senate may come down to then tight race for the open seat in arizona. The realco clear politics poll shows basically a dead heat. Martha mcnally leads kiersten cinema 46 45. 3. The winner will be arizonas first female senator. We invited both candidates to join us today. She declined but mcnally joins us now from tucson. Congresswoman, welcome back. Good morning. Thank you for having me. You had a debate this week and the key moment came near the very end of the debate when you noted that back in 2003 your opponent was on a radio talkshow and the host hypothetically talked about joining the taliban and they said i dont care if you want to do that and that led to this exchange in the debate. I want to ask whether youre going to apologize for saying its okay to commit treason. They have chosen to run a Campaign Like the one youre seeing now. Its ridiculous and smearing my campaign. Do you really think kiersten cinema was approving treason . Its her words chris. Its totally out of step with American Values when she clearly says in this radio interview that she has no problem with an american going to join the telegram. This is personal for those of us who served and actually fought against the tell them. As commander over there with my squadron. We were getting shot at by the taliban. They were killing americans. Ill tell you the worst days we had when i was a commander was when an american was killed by someone by the taliban or the affiliates. We would line up around the ramp as the flag draped casket came by and we would each salute in silence. You couldnt hear a pin drop as we said goodbye to this American Hero who was killed by the telegram. This is out of step with American Values. This is personal to those of us who went over there to fight in this just shows that shes disqualified to be a United States senator. I fully understand your feelings and emotions about what you went through and of course we honor your service as the first female u. S. Fighter pilot to ever see combat which is historic, but to get back to the campaign, kiersten said look, i had to brothers, one is in the military. I was just trying to shut him down to get back to the facts. She said she opposed the iraq war which isas just about to anstart 2003. Chris, she continue to make excuses and shes yet to make an apology. This is a pattern for my opponent. Right after 911, a moment when the country was unified in ourpa healing and morning, but also unified that weve got to go after the taliban who harbored al qaeda and killed 3000 americans, kiersten cinema was protesting right after 911 later in a pink tutu. She was reading protest multiple protest inviting socialists and others, handing out flyers, skeletons and thing we are the ones conducting terror in the middle east. This is just a pattern of my opponent over many years where she has been a radical left activists, a green party activist, very much against ary and these are the n facts that need to come out. Compared to me who served 26 years inpa the military 325 combat hours fighting for our freedom. On the other hand, she is taking some attacks, making some attacks against you and i want to talk about one of them. According to the latest fox news bowl, beat top issue for voters around the country is healthcare and cinema is hitting you on that. She knows youfo voted for repeal and replace last year which, under its terms, would have allowed states, permitted w states to allow insurance to be sold for people with existing conditions with higher premiums. Heres what was that about you in the debate. The reality is arizonas are worried about losing access of this for the pope coverage and martha voted to take that coverage away. You acknowledge protection for people with preexisting conditions was significantly weaker under repeal and replace then it was under obamacare. I am passionate about protecting people with preexisting conditions and getting them health insurance. I voted to make sure they have that coverage. The reality is obamacare is not covering people with preexisting conditions. We cant go back to where we were in the past. You all know some of you can get access to health insurance. I met an entrepreneur was uncovered under obamacare. We want a system with more options, more choice and lower cost. Let me jump intr here. Under repeal and replace, the bill that you voted for, if someone had a lapse in coverage of 63 days or people who dont have insurance on them want to buy it, if you have a lapse in coverage for 63 days, states could force those people to buy it from a risk pool instead of an Insurance Company and that means premiums will be higher. Thats what obamacare tried to prevent. Chris what we were trying to do is not have the federal government onesizefitsall topdown approach while allowing states ability. We have a fund and i advocated for more for maternity a Mental Health and make sure theyre supporting people with preexisting conditions. It is a complex issue. We wont solve it all but we are trying to move away from the failures of obamacare to something that provided more options and lower costs while protecting people. Were seeing this lie all over the country and its playing on peoples fears. Im committed to protecting people with preexisting conditions. I fought for it now voted for and ill keep doing that in the senate. There was a rally that the president attended yesterday and spoke on your behalf. You also talked about that caravan of thousands of migrants added from honduras to the u. S. Here he is. You think you are all wonderful people. Youve got some bad people in those groups and ill tell you what, this country doesnt want them. Congresswoman, do support the president s policy on migration, even his threat to send troops to the southern border to shut it down to prevent the caravan from evcoming in. I share his frustration that the democrats are obstructing on this issue. We have fifthgeneration ranchers on the border right now dealing with cartel like activity for trafficking opioids and drugs and Human Trafficking into our unity. This is a National Security issue. In the city of yuma we have a number of people being trafficked by the cartel, taking advantage of the loophole and our laws and they know they will be released into the United States, never to show up for their court date. This is not, this isnt working. My bill that i work closely with the white w house on close these loopholes. Only congress cane do it. They need to enforce the law and secure our borders. Before you supported what was known as the. [inaudible] you supported a bill in 2015 and your opponent side youre on all sides of the issue. Before you supported it in 2015 you oppose defunding dac daca and you supported a pathnd to citizenship for the dreamers. What about the argument they make that youve beennt inconsistent on this issue. Ive been consistently leading on this issue. A difficult issue. We worked together to lead and identify a solution that secures the border, closes the legal loopholes, moves us more toward a mere based system. Unfortunately we couldnt get this to pass but we are working on it. This border still needs to be secured. Loopholes need to be closed and i will continue to lead on this when im in the senate. Even though washington d. C. Topics, we other still have to address this issue. Thanks for joining us. We will be following the return from arizona on Election Night. Thank you. Up next we bring back our sunday group to discuss the midterms. Now just two weeks away. And the politics of the caravan from honduras. Migrant caravan from honduras. There will be an election of kavanaugh, caravan, law and order and common sense. That will be what it will be. My president from now into his final election blitz trying to fire up his base over what he thanks are the hot button issues. We are back with the panel. What you think about the nopresident strategy in his final weeks. You know hes been on the Camp Campaign trail. Normally i would say thats not a good idea but with this environment, the only way he can campaign the truth is he is mobilizing his face. This is jobs versus mobs, those 40 Million People who pick that up and use it when he says this is about kavanaugh and the Campaign Gimmick so youre saying this will be nationalized because of donald trump whether he says it or not. If he had tried to hide, this country has been in the national fight over whos going to run the country. I think the kavanaugh event was historically important because the vote galvanize the right and reminded everyone this is a team sport. Tester will vote for schumer. Then hell get up in family different and the only question is are you going to vote for schumer. Healthcare at 58 then the economy with 54, President Trump with 51 and Supreme Court nominations. These are the top issues. Extremely important to your vote. Looking at that issue to which party do you think that benefits most. Eminent cop out and say both. It would be very interesting if you differentiated how the parties use them. Republican voters with the immigration laptop. Democratic voters would put healthcare with the top. You see a lot of messaging all over the country on this issue. 80 of republicans favor protection of preexisting conditions. They got some elements to work with that so theyre pushing very hard to get out there base. I will think. [inaudible] lets not say that because they suggested the democrats said andnd i am just kidding but its been a windfall two weeks before the election. Is a windfall for him. Hes knowing corporative into his campaign. Bottom line is both parties have settled on a strategy of mobilization and theyre using these issues that are hottest with their basis to achieve that purpose. Lets talk about the caravan which is headed from honduras into guatemala, a lot of them on a bridge, literally on a river between guatemala and mexico and President Trump is trying to use that issue to fire up the base. According to the latest foxhole, immigration is not a clear winner. When asked a slightly different issue what should happen to Illegal Immigrants now working in the u. S. , they fade support as many as possible. 70 say set up a system for them to become legal. How does the immigration issue playio in the campaign. I think its a huge winning issue. The nokia offered a pathway of listenership for the dreamers. All hes asking is for them to come to the table on security issues. What about family separation which was an explosion when it happened. Sure its an explosion buted is also a policy that has plagued democratic well. Strations as your hands are tied because either you separate families and you, or you allow them to go free in the United States because the law says within 21 days the family has to be adjudicated in the court is not able to do it that quickly. Rememberfao the women. Women are out there force and women are on the ballot in almost 50 of the house races and 17 of the senate races and in arizona to women are competing for senators. I think this kavanaugh thing may fuel the base but it will also generate huge numbers of women. I was elected in 1992, the year of the woman. Republican women voted for me. Thats how i survived in 1994 when Newt Gingrich became the speaker, and our friends, go figure. He hasnt got that yet feedback on the caravan, mike pence and john kelly when he was the department of Homeland Security secretary had a better idea. They have a summitet in miami in june 2017 and the point was to combat corruption and provide business investment. Mexico was part of that conference. Do not politics of this caravan coming and the president saying im going to send u. S. Troops to the border and shut down the border. Its red meat to his base, but i thinkre thoughtful people much prefer george w. Bush approach to comprehensiveor immigration. Do not get failed. I know it failed, but thats what we need to get back to, supporting failing government so they can keep their people there, stopping the push factor and then doing comprehensive immigration. Neither the republicans nor the democrats had anything to do with that and its a political philosopher President Trump trying to mobilize his case. I think it mobilizes his base but i think its a human tragedy and a whole bunch of other people will be repelled by the fact that he thanks its good politics and doesnt worry about the human rights issue involved two i dont think there human rights issues 145,000 people decide to attack United States. Thats what they are doing. These are people who want a better future. Look in the mob came down the street and occupied your home, could you have a nicer home than they do, you wouldnt say oh gosh, i feel sorry for them, you would be pretty angry that they were occupying your home. I think the average person, they did a survey, 179 Million People in latin america would like to come to the United States. At what point do we draw number when you draw number, i dont care how big it is you can say ill take 12 million, fine. Is she then going to control the border two have never been up and stop but i think using that as an election campaign, i think its very cynical. We wish there were more democrats like you because. I was in for years to master all to the left of where she was two you agree with that. I think both parties have lost the center and both parties are governed more from the further out, im not in a call them extreme, but its a huge loss for the governance. In 1994, i remember penny k6. John hasek and tim penny led an effort to provide for responsible budget cuts. We got up to 100 billion including defense cuts.
