Chris im sure you are delighted by the introduction. You forgot about that shut down last week the one has the president or anyone talked to you about replacing general kelly as chief of staff . Absolutely not. I think most are being fed by people who are unhappy that theyve lost access to the president under general kelly leadership as chief of staff. Im pleased with the job the chief has been doing. Everyone in the west wing is. I think talk about the chiefs the partners must to do about nothing. Chris have you talked with general kelly about his status . Absolutely not be that because i dont think its an issue. Keep in mind, working in the west wing and reading about it in the newspaper or watching on television, could not be more different. The place is very stable. Very quiet. All the media hype about the disarray is just that. Chris when you suggest the stores are being fed by people have lost access, because general kelly has imposed order. You seem to be suggesting is being fed by people in the west wing. Keep in mind, before the general got there, anybody could get access to the west wing. Theres a bunch of people were not inside the white house that are upset he is controlled in a way that made a much more productive. Since the chief has come on, were past the tax bill, the economy, isis has been to view to be a lot of good things. I think the president sees that the results because themselves. What is your policy on dealing with allegations of Domestic Abuse against your staff . That we dont tolerate it at all. Keep in mind, its never come up. Maybe i am fortunate with the people i surround myself with. Fortunate the people i hire. Its never come up to me in business, never in my Congressional Staff and its never come up to me as my position. Chris you dont tolerate it at all. What does that mean . You cannot have, you cannot put trust in people who would do that to their spouse of either gender. We have a zero tolerance policy. Chris want to ask you about that, tolerance. President trump has been criticized about his response to the scandal. Heres what he said on friday. We certainly wish him well. Its obviously a tough time for him. He did a very good job when he was in the white house. And we hope he has a wonderful career and hopefully he will have a great career ahead of him. Chris and the president tweeted this yesterday. Peoples lives are being shattered and destroyed by mere allegations. Is there no such thing as due process . There was no mention of zero tolerance. In fact at no point either friday or saturday, did the president even mention the two exwives who claimed they were victims of abuse. Go back and watch what happens this week and i think its a normal reaction to the circumstance. Someone we know and trust in wordpress, rob porter, came to the president and the chief of staff into low, i am being accused of these things. They are not true. For the president and chief of staff to give that person the benefit of the doubt is probably a normal and human reaction. If your cameraman said im going to be accused of something but its not true. You would be likely to give that person benefit of the doubt until they were proven wrong. As soon as rob porter was proven wrong and proven he was not telling the truth when the photos came out, he was gone almost immediately. Chris i dont want to keep on this but even after he was gone, the president still has not said anything about zero tolerance. He still hasnt mentioned the lives of the two women who were the subjects of abuse. Those lights have been shattered too. What i think you saw there was a different things. When i saw the tweet, i thought of a couple different things. What you also saw from the present is a certain sadness that one that he liked had let him down. Chris lets talk money. On friday, the president signed a bipartisan plan, passed by congress that will add 400 billion in new spending, deficit spending, to the budget over the next two years. This is not what we were elected to do. Chris is congressman jordan wrong . Is not. Hes is not recognizing the realities we deal with. The reality is that the president wanted to defend the nation. The president s first priority. He said this during the campaign and since he was elected. Was to defend the nation. We really thought we could cut a deal with the democrats that would increase defense spending to defend the nation. They said publicly they wanted to work with us but when the doors closed, they would not give a single dollar worth of additional defense spending without additional money for welfare. Thats just the world we live in. People think we can do what we want to because republicans control the house, senate and the white house. But the truth of the matter is, we need democrats support and democrats would not support our increase in defense spending without that dramatic increase in social welfare programs. Chris during your confirmation hearing for the shot back in january 2017. You criticized the Obama Presidency for overspending. Here you are. I believe as a metal appraisal the debt is a problem that must be addressed sooner rather than later. I know fundamental changes are necessary in the way washington spends point and taxes if we truly want to help the economy. Chris but under this new plan the deficit will rise to a projected 1. 2 trillion in 2019 and 1 trillion deficit for the years after that. Theres always a reason. In other words, you say its the democrats fault. Obama might have said is the republicans fault and the recession bottom line, isnt president President Trump the big spender now . We will have larger deficits this year which is true. Then you say forever and ever. Chris 2019. Thats correct and that is close to being accurate. We havent had a chance to completely integrate the numbers from days ago to what we were working on last week. When we go out the budget on monday you will see how we can avoid that future. The budget doesnt bend the trajectory down. It does get us away from 1 trillion deficit. Just because this deal was signed doesnt mean the future is written in stone. We have a chance to change this trajectory and thats what the budget will show tomorrow. Chris i sympathize with you because you were writing a federal budget. That accommodated thing. It was going to be released tomorrow and now on friday, the president signs a bill that asks for hundred billion dollars of spending over two years. Will this new budget that you really smart reflect what congress has just passed and the president just signed . This may be the most competent budget anyone will ever do. What were doing tomorrow is an update to our 2018 budget , which we released in spring to bring it in line with the spending deal that was passed last week. Its also going to beupdating our 2019 budget, we start doing that last september to also bring it in line. The 2018 and 2019 budget. Its been a very busy week at omb. You dont have to spend all of this money. These are spending caps. You dont have to spend all that. We will show how you can run the government withoutspending all of that. That will be our 2019 budget. But if youre going to spend it which is what we think on with will do, heres how you should spend and that will be our 2018 budget. Take the money the democrats want to put to these social programs limited to infrastructure, opioid relief, two things that are in line with present priorities so that if it does get spent, and lisa gets spent in the right places. Chris in your first budget for 2018, for this year that you introduced last year. Yes its complicated. You call for major spending cuts on the domestic side. Lets put them on the screen. 20 percent less for the state department and foreign aid. 31 percent cut for the epa. 80 percent less for the National Institutes of health. But under the congressional compromise, all of those agencies get more money. Not less money. So in a sense, havent the trump mulvaney Spending Priorities been rejected by congress . No, i dont want to get too far in the weeds. The bill that passed last week is not a spending bill. Its not our appropriations bill. It will simply set the caps. Chris there was some detail in it. There is but you will still see some reductions in our proposals to the state department. Use the reductions in our proposal to the epa. They will still be the president s priorities as we seek to spend the money consistently with our priorities, not the priorities that were reflected by the democrats in congress. Chris in this new budget you putting out tomorrow, would you allocate some of the money that will go to dhs, as a down payment on President Trumps border wall . Last in the 2018 budget we asked for money for the wall. 1. 6 billion. We are asking for about 3 billion this year for the wall. But we are also putting in a contingency, what we call this pivot. As we put it off of the old budget onto the new to reflect the Spending Priorities before the spending bill that just passed. Is money to build the whole wall assuming that daca gets done. We are assuming in our 2018 proposal that a daca deal is done and the border wall is funded. Chris is that 20 billion . Its 25. Half this year and i think half next year. Chris the stock market i dont have to tell you have been going crazy over the last 10 days. We have seen the two biggest point drops, not percentage but point drops in history. Over 1000 points. Now we are in correction territory, down 10 percent for the high a couple weeks ago. One of the big concerns is that the economy is in danger of overheating. That we are going to have inflation, that we are going to have higher Interest Rates. Under this new spending plan, that congress has passed and the president has signed, were talking about deficits next year, five percent of gdp which is usually only happens to bring war or recession. Isnt it dangerous to have a five percent gdp, when you are talking about an economy that is going up great guns . Certainly there is a risk that Interest Rates will spike. I think what you saw last week we started these wild gyrations in the stock market. That thousand point drop we had on monday of last week was only the 99th largest reduction on a percentage basis. Even though that doesnt point sounds like its dramatic, in the history its not that large of a swing. What triggered that is not the fact we were overheating the economy but we were borrowing too much money. The treasury had reached out to primary dealers last week. Chris but now you have to borrow more money. To anticipate the additional debt. I think what we keep coming back to is weve fundamentally change the structure of the economy. Its not a sugar high. Its not the same thing obama did. We have fundamentally changed the structure of the American Economy where we can change the longterm trends of our growth possibility and that well have that sustained growth that can maintain. Chris now youre also adding 400 billion in new spending and 1 trillion deficit next year which only increases government borrowing you say that, Interest Rates spike. It absolutely could. Were looking at a healthier economy than we even we expected. Last year we were accused of being way too overly optimistic on our growth rates for this year and for next. And we are already below what we are actually achieving. These are the atlanta fed, last week predict growth over five percent in this quarter. If we can keep the economy humming and generate money for you, me and everybody else, the government takes in more money and thats how we hope to keep the debt under control. Chris some people are suggesting this bipartisan spending deal means the era of spending restraint and the tea party is over. When you have big majorities of republicans in both the house and senate approving this kind of a bill. A republican president signing it. Are those folks right . Heres what i know. This was not consistent with what the American People elected us to do. Not consistent with what we told her we were going to do. In your first segment with mick, he said we dont have six votes in the senate to get things done. Im all for changes in the senate rule. Last time i checked, democrats dont have 60 votes either. Last time i checked there are more republicans than democrats. More republicans in the house than democrats and a republican in the white house. So this deal which increased spending 300 billion, secondlargest spending increase in a decade. Second only to the stimulus was not what we said we were going to do. We are going to have to fight harder now to get things back on track. Chris you see there are more republicans than democrats. And a republican in the white house. Are you saying in effect the democrats won and the republicans cave . I am saying the swamp one won. A few weeks ago Chuck Schumer shut down our government to the said amnesty was more important. Earlier last week, the house sent to the same bill to the senate except with the one thing different. We funded the military for the entire year. Instead of Standing Firm in that position, our leadership said no, lets do what washington always does. Lets just spend more on everything. Lets just grow government, give into the democrats and studying doing what the people elected us to do. We got this boondoggle we passed on friday morning. Chris you talk tough but some folks are now saying this deal puts the House Freedom caucus that you and Mick Mulvaney helped start, but you guys out of business. Let me put up the reasons they suggest. You lose the debt ceiling for the next two years as a weapon to demand policy changes. With this twoyear agreement, you can no longer use the threat of a government shutdown. With no budget resolution this year, you will be able to use reconciliation to get a Major Initiative through the senate with just 21 votes. Honestly congressman, with this agreement, havent you and deficit hawks like you in the House Freedom caucus lost her leverage to curb the permit spending . I think we lost with the american taxpayer. Chris i understand that talking point but hasnt this made this though athe House Freedom caucus less effective in your ability to force change . First of all, its not talking point, its the truth. People have been trying to write off the Freedom Caucus and the last election. I think we been the most effective caucus,certainly the most talked about caucus on the capitol hill in the last year and a happy and i would argue our chairman is probably closer to the president than any other member in the house or senate. They can only say they can write us up but we have a big debate coming. The debate on immigration. The Freedom Caucus will be in the middle of that and the speaker of the house promised conservatives in the house he would put the good education. Legislation that is consistent with the mandate of the 2016 election. That he would bring that to the floor. Chris thats part of a hardline immigration package. The package thats consistent with the election. Build the security wall, stop chain migration. Do all the things the American People want us to do. Then also deal with the daca situation so it prioritizes things in the right manner and focuses on what the people elected us to do. Lets pass that election. Thats the big fight coming. Thats what we will be trying to accomplish. Chris before we get to immigration, i want to ask you a little more about the spending package because House Speaker paul ryan defends the compromise he helped get through. Here he is. This is a bipartisan bill. Just like leader schumer said, you get something you like, you give the other side things they like. Thats what bipartisan copper mice is all about i think on net, this is a good solution. Chris do you still have full confidence in House Speaker paul ryan or is it time for him to leave . Is what i know. Spending billain the house of representatives. The person most responsible is the speaker of the house. He could have have stood firm. I wish he would have done that. Do i think the speaker has problems . Yes i do. Particularly now as we head into this immigration debate. A few years ago he was viewed as the leader of fiscal responsibility in our party and now he presides over a bill that increases spending 300 billion. 1 trillion deficit. We were so poised to win this fight. Of course hes got problems. The key is, lets see what happens. Chris yousay hes got proble. Is it time for a change . We will have that to pay at the debate at the appropriate time. He just presided over the biggest spending increases in the history of this country at a time when we were elected to do just the opposite. Chris lets turn to immigration. The senate takes up daca this week trying to find a solution, some compromise. What they are talking about also with the president is talking about is a package that includes, you put the tough part first. The president and some republicans say it all comes together. Youre going to have a path to citizenship for the dreamers in 1012 years. You will have tougher border enforcement on our southern border and also tougher enforcement of both legal and illegal immigration. Would you support that package . I will support a package consistent with what the voters said. The voters dont trust that washington is going to do the right thing on immigration they are tired of this, will give some kind of amnesty to folks who came here illegally and we promise we will do something to secure the border. They are sick of that play. What they want is Border Security first. Build a security wall. And the chain migration point get rid of this visa lottery. Thanks way city, get rid of those. Then we will do with the doctod situation. That is consistent with what the president republicans campaigned on. That is consistent with good legislation. Chris i am asking you a direct question but that isnt where this compromise is headed in the senate. They are talking about them all being done at once. The path to citizenship all at the same time. Not enforcement first. Can you accept all of those as a package . Of course not. The Freedom Caucus wont support that and i dont think the majority of the house of representatives will support that. Speaker ryan knows he can put a bill on the floor unless the majority are supportive of that measure. Chris you are saying if all of these come together as a package, daca, deal for the dreamers and the tougher enforcement, thats on acceptable to you and you believe a majority of republicans. You asked me about the senate bill. Was being proposed in the senate is not acceptable to conservatives in the house. Its not going to be acceptable to the American People. If they do legislation like congressman labrador, congressman will call. If they put that legislation on the floor, you see conservatives support that. Because again, its consistent with what the American People elected us to do in 2016. Chris let me ask you about that because youve made that point several times. What the American People elected you to do. With the republican majority in 2016. Do you think the passage of the spending bill and depending what happens on immigration, but this hurt republicans in the 2018 midterms . In other words, the folks that felt the conservative voters, if we elect a Republican House and senate and president , he will get conservative policies. Do you think some of them may stay home if they see heck yes when you get elected to do the right thing on immigration and the bill they are talking about in the senate may be passing, thats going to hurt turnout and people arent going to be pleased with that. When you increase spending, 300 billion to grow government. Run 1 trillion deficit, heck yes that can hurt us. Thats why were focused on making sure this immigration deal gets done right. Chris one more question for you. Less than a minute. Friday evening, the president sent the democratic memo on fisa and the fbi back to the house saying there is too much sensitive intelligence in it. Democrats have to rewrite it. How do you answer folks who say, the president just ignore the criticism from the fbi when it came to the republican memo. But now he is using their objections to delay the democratic memo . The president is in a nowin situation. The way adam schiff constructed the memo. If he releases that he jeopardizes sources and methods. And lives of those in our intelligence committee. But that wasnt the big news this week. The big news was the text message from lisa page 2 peter strzok where she said, potus, wants to know everything we are doing. Whats significant is when it came. July 5, they let clinton off. Peter strzok opens the Russian Investigation. Peter strzok, the same agent that ran the clinton investigation. Then you have this text message that says potus want to know everything we are doing. Peter strzok ran the clinton and Russian Investigation for that is the real take away this week. I think they still have a lot of confidence in general kelly. I think Mick Mulvaney if it came to that would be a great chief of staff. Even white house spokesperson said earlier this week they had mishandled this. I do think the white house should have an accounting. Who has security clearance and who doesnt . If you have to take time out and take another job. And the closest people to the present, cannot be operating with proximity to top secret classified information without a security clearance. I think its pretty black and white. Chris we asked you for questions for the panel and we got this on twitter from breadth rights given the last year with highprofile harassment and assault, why wouldnt chief of staff kelly and white house counsel, don began have put porter on paid leave until these accusations were investigated . Was the white house deaf and blind to highprofile assault stories . Marie, how do you answer . I think the white house was a little blind here. This wasnt the first time they dealt with this. Steve bannon was accused of assaulting his wife in the past as well. This is a process story in part but also a principal story. They have known for months about these accusations. Both wives went to the fbi, gave them accounts. It was only when he became a Public Relations problem and the photos came out that the white house acted. I was in this country right now, were going through a moment or sexual harassment, Sexual Assault are really being a topic of can discussion being handled in a much more serious way. The white house feels like its behind a ball here and how they handle this. I think john kelly has some answering to do for it. Chris guy, let me pick up with you here. We have the president after porter is gone and after they dealt with the Public Relations problem saying, i feel sad for porter. Hope he has a great career and that we on saturday. In which he says, we need to process and peoples lives are being destroyed by allegations. No mention of the two exwives. The statement of the president was one of regret on behalf of porter. Its been a tough time for him. We wish him the very best in history. Nary a word about the alleged victims of which there are three. I am so pathetic to this argument that just because an allegation exists that someone should lose their job and have their lives shattered. But in this case you have to use reason and evidence. There are three women, photo of a black and i, police report, restraining order and the fbi was not giving this man a security clearance for a reason. There is a pile of evidence. To sort of with the president. In his statement did a disservice to this ongoing fiasco at the white house on this issue. Chris lets turn to another subject because the president sent the democrats back their fisa memo thing it still reveals too much intelligence. Sensitive intelligence. That clearly set off partisan sniping. Take a look. I love the fact the president is out there explaining directly to the American People, this is what they sent me, this is why i cant put it out. I am skeptical of most things the president says because he has consistently been inconsistent and been destructive. Chris rachel, while democrats are suspicious the president is using the secret intelligence excuse to block the memo, they also seem eager, willing to work with the fdi and Justice Department to clear up any concerns so they can get their memo out. Thats like youd it sound like republicans are saying they are supportive of releasing this memo at some point in time. Paul ryan said he wanted to be out there for transparency sake. I think republicans areworried if they dont release the memo or the president blocks it , it will undercut their entire purpose for writing the initial memo was to highlight what they say was potential Civil Liberties, obstruction for infringing on Civil Liberties of americans. I think its going to go through at some point. The fbi also said they needed to redact certain information so the republicans look at that and send it back to the white house. If the president rejects it then, i think youll see more partisan bickering. Chris what about the argument that the democrats in a sense set the president up . That they purposely put stuff in there they knew was on acceptable because it would make the president look like he was blocking it for political reasons when in fact, the fbi and Justice Department say there is too much sensitive information. Even before the memo came out we heard partisan sniping on both sides which shows you how incredibly partisan this committee has become. The memo is actually longer. Its 10 pages instead of four. It sounds like the fbi again said, some of the stuff we dont want out there. Democrats are trying to work with him on that. Get that part out and try to release it from there. Again, if the white house rejected for a second time, we variable see this argument. Chris congressman, as someone who has worked in these areas as chairman of the House Oversight committee, do you think the democraticmemo eventually gets released . To some degree talking about the partisanship , has house intel lost its credibility . You want them to be more united than they have been in the past. But i just dont believe adam schiff. The flailing he had gone through about the ramification of the fourpage memo. None of that turned out to be true. Chris lets remind people he said this memo revealed government secrets and sources and methods and when we read it, the only thing it potentially revealed was the fact there had been a fisa warrant granted for carter page. Thats classified but everyone in the world knew. He lost thea lot of credibility. The most compelling piece of information to come out will be the inspector general, michael horowitz. The 450 people he is working on, and obama appointee. When they come out with the ig report, that will be the most compelling to america. Chris final word here. What credibility does house intel have left when you have these two competing . The parties are just totally divided on this whole issue. Even on what the investigation is about. Very little credibility. Devin nunes is not trusted. Adam schiff is not trusted by the republicans. The question is did they put poison pills in the memo to create this pr issue for the president . I hope you are right rachel. That the doj fbi and adam schiff gets in the same room. Figure out what to redact and get the memo out. I think they will.
