The Obama Administration issued a new National Security strategy on friday and president obama writes this the challenges we face require strategic patience and persistence and the National Security advisor susan rice said this. The dangers we face could be more numerous and varied they are not of the nature we confronted during world war ii or during the cold war. We cannot afford to be buffetted by alarmism and a nearly instantaneous news cycle. General is that the right way to look at the threat from islamic extremism . Let me start out by saying that obviously if you read the National Security strategy it is complex. This is not about one president or one administration or another. This is about the nations strategy going forward. I would tell you that we are facing a form of a cancerous component of the islamic religion which has a fanaticism to it that has everything which is against our way of life and they have declared war on us. We have to recognize that. The biggest challenge right new is what i describe as the wolf or wolf pack closest to the sled is isis. There are other wolf packs around the world right now that are actually part of this larger expanding violent extremist version of islam. When the president talks about strategic patience, when susan rise says this is not an existential let; that an adequate response to the threat you laid out . I dont think it is. The American Public is looking for moral and intellectual courage and clarity and not a sense. I say it as pacifist or confusion. There is confusion about what we are facing. It is not just what has been defined as 40,000 fighters in the Islamic State in iraq and syria. It is also a large segment in this ready california version of islam that is actually threatening our way of life. When you talk about pacifist or confusion is that what you see coming from the white house . I see it is not just the white house. I do believe when members of congress are yelling at white house for strategy and the white house is talking back to them, what they really need to do is sit down and figure out what is our strategy going forward. It is not about one administration but how do we move forward with radical islam. You say we have to adequately and accurately identify the enemy. Last week, general keane showed us a map and it is alarming. What you see is islamic terror groups, not just isis, but groups extending from pakistan and afghanistan all the way across the middle east into north africa. Precisely, scene who or what is the enemy . Ten years ago i was drawing that map and there were only two or three dots on it. Today what we see on the map like that is a doubling of the enemy. A doubling of the enemy . Or more. Usually our numbers we define the size or scale of the enemy we are facing usually lower than what it is. I would tell you what we have in front of us and the strategy we have had for a decade which is sort of this counterterrorism strategy that is only a component of an overall strategy and what we have to do is recognize it is not working, the counterterrorism Component Works fine to go after the high value targets and the key leaders but we need a broader strategy that recognizes we are facing not just this tactical problem of isis in iraq and syria but as the map shows we are facing a growing expanding threat around the world particularly in the trans region of the middle east and central asia and north africa and subsaharan africa. Are you saying after all these years we do not have a could herrent strategy full 360 degrees to combat terrorism. The strategy we had is clearly not working and just look at the kind of things we are facing. In my world, what i have grown up to do is define the enemy we face. You cannot defeat an enemy you do not admit exists. We have to clearly twin what the enemy is. That is number one. The next thing is to clearly articulate a strategy that is producter than just counterterrorism producter than just i hate to use the military vernacular of airstrikes but i feel like we are kind of like a Football Team with the quarterback at the muddle and the quarterback says ready, break and everyone is supposed to step to the line and the team moves down the field together to the goal line to win. I feel like when we say ready break, all players that are on team are going off into different stadiums playing different sports. We do not have an effective strategy that is coherent that addresses the wider problem. I want to get into that in a moment but this week seemed to be something of a turning point with the savage burning to death of the jordanian pilot you had a huge explosion with jordan escalating efforts and we hear expressions of outrage in cairo in adequate qatar and turkey. Is this a turning point . We should quit using turning point, and tipping point. There are multiple turning points and multiple tipping points. We need to come to grips with the cancerous form of islamic religion that is breaking down the arab world order. That is very clear. All you have to do is look at the Different Countries where the groups exist. That breakdown of the arab world order is aifing europe and this country. We have as our great director of the f. B. I. Said recently in a statement that he made in mississippi, i believe, talking about the numbers of radical islamists that are in this country that are being convinced to go overseas as part of this effort that is happening in the middle east right now. Just a stunning number of foreign fighters alone that have traveled to syria and the numbers of countries somewhere between 40 and 50 so we have to come to grips with this. It is not just a problem in iraq and syria. Getting off the counter terrorism side you have said we have to combat what is going on in the middle east and also outside the middle east with the recruits with economic efforts, with cultural efforts, with psychological efforts to fight this ideology. How . I think first thing we have to do is look at how are we organized inside of our own country to deal with it and we have to look how to organize ourselves internationally and for our own country it is looking at how the state department is involved in this, how the department of defense is involved in this and how the c. I. A. Is involved in this. All three of those components have a role nationally. We have to organize better in order to achieve what we want to do in our own self interest and internationally we have to come to grips with the arab nations that are part of this problem in man cases to get them to come together. It is not just what is happening in jordan or what is happening in saudi or what is going on in libya or mali or nigeria they all need to come together but there are problems. You have suggested an arab nato, kind of mutual Defense Organization like we have with our allies in western europe s that realistic . To get the countries come together . If we dont we will see a breakdown define the leader and the last. The countries, all of them, are at risk if they do not come together and welcome together to achieve what it is we are all saying is to get to this moderate form of islam if it exists. I was sent a note about where we have had 126 muslim scholar recently crying out about this time of islam is not appropriate for that particular religion. Why only 126 . There should be 126,000. More of the arab nations more of the leaders need to step up to the plate. How do we do that . Again, what you have pointed out these are not just kids but sometimes middle age professionals, doctors engineers, teachers. They obviously find something from isil and the other groups that is attractive and appealing to them. How do we exchange shake some sense into them . For the young people it is a disconnect between what i would describe as the leader or their parents and the Young Children attracted to this. The economic depravity, the corruption that exists in the nations, we have to recognize that the social and cultural psychological underpinnings that are at risk and are challenging these countries are going to come back to bite them. That is what we are seeing. You do not want to be political about this and you have made it leader and i respect that but there was a comment made this week by president obama i want to play. Unless we get on our high ruers and horse and think it is unique remember during the crusades people committed terrible deeds in the name of christ. Honestly general at this particular moment in time when we are in a brutal fight and we have seen how brutal it can bees how productive is it for the president to put what isis is doing in Historical Perspective with what the west did a thousand years ago and how productive to use the word crusades which they throw at us to come out of 9 president s mouth . The risk we take by comparing religions to religions, what we should do is look at one side being those contributing nations of the world, those that are willing to help the greater good of humanity against this radical form of islam and that is where i am. That is where we need to be projected ourselves forward and not looking we should study history and know it and recognize it for what it is. Right now as i said earlier, the world closes to the sled is the radical islam and the tactical issue is isis or isil in the greater levant area which is syria and iraq and lebanon and jordan, et cetera, but the wider problem is not just trans regional in that part of the world but it is global. 40 to 50 countries supplying fighters to the fight . The middle east . Come on when you were hid of the Defense Intelligence agency if you heard the president talking about the crusades what would you have said . I would recommend he talk about Something Else because why think it is present. Why think it is appropriate to compare religions to religions. This is we are not about religion fighting religion but about the greater good of the people of this planet morally this country fighting against evil that exists and the evil that exists is inside of this religion. It is like other ideologies we face. We faced the nazis. We faced the communists. We defeated those ideology. This is an ideology we will have to face. Those contributing nations of the world and those arab nations, if they do not come to grips with this they are going to fell the pain. Finally you have compared the fight we face against the islamic extremism to world war ii or to the cold war and our battle for half a century against the communists and you have called for a unified chain of command lick we have with general eisenhower and world war ii against the nazis you were there in the pentagon at the d. I. A. For the last couple of years, who was in charge of this war right now . Good question. We need to be asking that question. It cannot be the president. It cannot be the secretary of state. The reason why i used eisenhower because general eisenhower, get the nazis in europe and win the war, here are the resources and the authorities and the per anythings and everyone is going to work for you to achieve that purpose. He did. I have to ask, is there anyone who is in that role right now . I can not say i know who it is. Why. Which means there isnt. If everyone is in charge no one is in charge. It is like the fool analogy, we are saying ready break and everyone is going interest different stadiums. This is not something we can we have to face the reality we are staring at us in the face the, expansion of radical islam and they are against our way of life. We have to ensure we understand that. The growth of it, over the last decade it goes between a couple of administrations and it will continue to go as i said the statements i have made, it is more than something that will be solved in the next two years, this will have to take ten years, maybe an entire generation or more. Let there be no doubt we still do not have a viable strategy to counter isil and if you are not winning in war, you are losing. President obama denouncing isis this week while senator john mccain says the white house still doesnt have a plan to beat them. Its time now for our sunday group, gop strategist, karl rove, bob woodward, laura ingraham, and juan williams. Bob, you wrote a book about obamas war. How do you explain this week his talking in his National Security strategy about strategic patience and calling comparing what were doing to the crusades a thousand years ago. What do you make of those kind of comments at a time when we are the war against isis seems to have if anything, only become more urgent . If you talk to people in the white house and the military, i think theres agreement and john mccain is right and general flynn is right, there is no strategy. They have not sat down and said this is where we want to go and this is how we want to do it, and the measure of that, when you get in the weeds here people from the white house are micromanaging the tactical situation on a daily and weekly basis. Thats not their job. They have to kind of do Strategic Planning and say what do we want to accomplish in the next year. Wait a minute, are you saying that forgive me, susan rice, is telling the generals what to do . And they have got all these people in the white house, you talk to people in the military who are there and they say we are being micromanaged and were not given a real plan to say what are we going to do here, and its not the way to run a war or try to win a war. Now, in fairness, this is a very difficult, ugly situation, and what they need is george canon, of containment. To deal with the soviet union, who worked on a bipartisan basis, republican and democratic, and said were going to contain the soviet union and talked to the workinglevel people and they say where are we going . Karl, just on an issue of leadership, i very much doubt that during the london blitz that Winston Churchill would have somehow put what the nazis were doing in Historical Context with what the anglosaxons have done a thousand years before . There are two fundamental errors. One is a belief that wishing something to be true will make it so. The president is clearly intent upon disabusing a notion that isil and other groups like it represent an existential threat to the world order as he did last week in his interview. Isil if it achieves its goal of a caliphate in the middle east will be a threat to the world order. If the taliban reestablishes control over afghanistan and becomes a sanctuary to terrorists, it will be a threat to the world order. The second problem is they declare their failures to as successes in order to repeat them. The president is not able to undertake the three critical capabilities that the three strategies says are essential to success. Namely collective action with responsible partners and stopping the growth of these terrorist organizations. Laura, you know, i cant emphasize how important the interview we just had was. Heres mike flynn, one of the nations top military intelligence people for a quarter of a century and i got to tell you not a partisan guy. He did not want to come on to go after obama and when i asked him direct questions because hes a straight shooter, he says we dont have a strategy to defeat not just isis, but this whole and he believes that we dont even identify what the problem is, this growing virulent form of islamic extremism. Anybody with a pulse or brain wave knows there no strategy. Its clear. We know the president is capable of putting together a strategy for things he cares about. Free community college, immigration amnesty, he knows how to produce and how to engineer a great moment in the oval office with the dreamers and its very emotional, he is able to make a case for issues he cares about. This issue, its one problem of many problems and karl is right, the comment he made at the big Prayer Breakfast speech, when he said we have to get off of our high horse. I found that offensive. A high horse . We have a man burned to death . Children being buried alive. Were on our high house . I found that to be one of the most appalling statements of a modern day president at a time of great crisis. Juan, you are shaking your head, but wait a minute, is the president s desire to keep his campaign promises, is his tremendous obviously he wants to be the president whose legacy is that he got us out of war, is that getting in the way of the reality he wants to confront right now. I dont want to have my brain waves questioned this morning. The president represents the American People, chris. The American People are not calling for more war after two wars. Two wars that drained our economy, strained our military. Lets look at it in terms of his role of commander in chief. Weve had six months of air strikes, Strategic Air strikes on isis. Six months. 90 of them by the United States of america. I dont see our western allies seeing some reality that he is not seeing. They are not in the fight. I dont see the arab allies the muslim countries, picking up the pace. You do see jordan now. No now. 90 by the american military. I dont see why we blame america and the american president instead of looking farther. Even the far right, saying wheres the strategy . They are not calling for putting troops on the ground. They say oh, no, were not saying put troops on the ground, they know the American People dont want troops on the ground. Karl. Last word . If the president enunciated for that action. That tempo of 700 roughly air strike which was normally done within a day or two. Why are the arabs not stepping up to the line, because they think this president is reckless and weak. We need strong american leadership. The American People will follow if the president enunciates whats at stake and so will our allies, none of them will get out there in front of us except maybe the jordanians, they do not want to be out in front. And be cut out in front because our president this is the blame game and say this is alarmism. We have to cuff this off. Sometimes its working getting alarmed, when they are killing hostages and cutting their heads off, burn them alive thats not to say theres a direct threat to the United States like 9 11. Im not arguing they are a bad idea. I think they are a good thing. I think the parents should have some input. The state doesnt own your children. Parents own the children and it is an issue of freedom. Dr. Carson, you have been reluctant to be criticize the senator. You say hes a reasonable person. Let me put this differently. Is that a reasonable statement . You know, what we really have to look at is the fact that weve learned a lot about immunology and the Science Behind vaccinations and weve made tremendous progress in eliminating some devastating diseases over the decades. What happened a few years ago is that information was disseminated inappropriately, anecdotal in nature about terrible side effects from vaccinations and all of that has been carefully investigated and debunked. The problem is we have not disseminated the information widely to people, so there is still people who believe there is legitimate concerns. There is not. We always look at benefittorisk ratio. You look at the benefittorisk ratio for vaccinations, way in favor of getting them. Is there an occasional problem, an occasional allergic reaction, of course there is, but you have to look at overall good. Sort of like seatbelts. We mandate seatbelts have to be worn when you drive. Thats not optional. We know that it works. The same thing with texting while driving. Dr. Carson, its interesting. You are talking about this in a very clinical scientific way as a noted brain surgeon would. Some democrats say theres some elements in Republican Party and voters, who deny science, whether it is vaccination, Climate Change or evolution. Do you think that criticism is fair . No, its not fair at all. Its not a partisan issue. You look in california, the places where outbreaks have occurred are largely blue areas, democratic areas where people have said they dont need them anymore. What they are not looking at is the reason think they think is that weve had such an Effective Program where you are not seeing diseases. Now, you are seeing the people that are not getting the vaccination vaccination, the opportunity to reduce the risk of issue. Its not a democrat or republican issue at all. I want to talk some politics with you. You say some people have been brainwashed that they think that only politicians can run for office and i wonder when you said that whether you were thinking about me, because as you know ive raised with you, were friends, the questions about your prospects in running for president and ive got to say you have proven me wrong. Were going to put up two recent polls. The latest Fox News National poll, you are in fourth place behind bush and huckabee and paul but ahead of a whole lot of other people. Then look at iowa, you are running ahead of jeb bush and a bunch of senators and governors. I say this as a bit of a mea culpa, why are you connecting with voters . I think people are beginning to understand that our country is in a great deal of trouble and if we continue with politics as usual, be they democrat or republican politics as usual, were going to continue to sink and were called the United States of america and we need to be looking at things that work for all of us, not selecting out groups of people that we want to favor and groups of people that we want to demonize and the things im talking about are american things and things that work. Things that are affected by common sense. You dont have to be a lifelong politician to have common sense. Sometimes i think the longer you are in there, the less common sense you have. Excuse me. We have limited time here. An Exploratory Committee in the next couple of weeks and a formal announcement by may. I believe that sounds like a reasonable time frame. Absolutely. Really . You are saying it . You are going to announce an Exploratory Committee this month and a formal announcement of your president ial run this spring . Im a very careful person, so i want to make sure i have all the infrastructure in place. To be able, if i make such an announcement, to tell you the answer to all the questions that you are going to be asking in terms of personnel and rationale, so were putting all that together, yes. It sounds like a pretty definite yes, but well wait and well have you back for the announcement in may. Republican candidates, potential candidates, are talking a lot these days and you have as well about helping the middle class and income inequality. Back in 2012 and maybe one of the reasons all of you are doing that, among voters who says that cares about people like me was the most important quality, 81 of those voters voted for obama. 18 for mitt romney. Question, in these next two years, how does the gop overcome the Traditional Democratic advantage on that kind of sense of looking out for the little guy . Well, i think the Republican Party has a splendid opportunity to make the case that we want those people who are dependent in our society to become independent. We want to extend a ladder to them. Very much like Mohammed Yunis who won a nobel prize in 2006. He extended people out of poverty in pakistan. Were creative people and if we use our resources correctly, we can provide ladders to lift people out of poverty as well. We need to talk about that because they will do so much better than they will by just, you know, being dependent and upon the mercy of the government. We dont need that. Let me pick up on that. Because you have a debate right now where the president and democrats are talking about providing more benefits for people, Free Community college as the president likes to put it and extending more tax credits, expanding the tax credits so you can get more pay for childcare, and the republicans are saying no, we cant do that because the cost of that would be raising taxes on the wealthy. When they are proposing middle class and working class benefits and republicans are talking about no, we dont want to raise taxes on the wealthy, doesnt that play into the old political stereotype . What i would be saying, there are pell grants for people to go to community college, and they have existed for years and for those who arent qualified, its a word that works well it is called work, work. The government is not there to give away everything and take care of people. It is to facilitate our ability to have life, liberty, and the pursuit of happiness. Thats it. I guess the counterargument may be that may make sense, but philosophically, but politically if you are offering people free things, around they arent they going to take it . Romney talked about the 47 . He made one major mistake. He assumed that they all had the same mentality. They dont. A lot of people in that 47 are very anxious to experience the american dream. What they are looking for is the right mechanism, the pathway out. This is what we have to provide for them, and thats going to include fixing the economy, which is not going to be that difficult to do, quite frankly. You know, some tax reform, some real tax reform, regulatory reform, utilizing our Natural Resources the right way. Recognizing that, utilizing fossil fuels is not necessarily exclusive of developing green and renewable energy. We can do more than one thing at one time. Theres a lot of stuff that can be done but people make it into a big political issue so that they can win. Thats what its all about. They want to win. Its not about the American People.
