We will end an outdated approach that failed to advance our interests and instead we will begin to normalize relations between our two countries. It was a bombshell president obama announced he would use his executive power for dip natick relations with cuba and losen enrestrictions on travel and trade. You were in favor of opening up travel, trade communication with cuba. Why . Because the policy of the last 54 years has been a complete and utter failure. The idea was that the embargo isolated cuba would somehow bring down the castro regime. The only people isolated are the people of cuba and u. S. Policy in late tin america. In the state of the union speech the president doubled down. This Year Congress should begin the work of ending the embargo. Why would you engage the rouge regime in the history of abusing its people get everything they want. It is since the embargo ban more than a half century ago. In that time cuba occupied a unique place in the american imagination an island neighbor that long ago and almost overnight became the enemy at our doorstep. Before fidel castro took over the caribbean nation was a favorite playground for americans a tropical paradise for those who could afford it. Cuba was one of the richest nations in latin america. There was high unemployment. U. S. Companies dominated its economy. The u. S. Supported leader batista ran a corrupt regime. They forced batista in exile in 1959. At first america didnt know what to make of this bearded man in military fatigues. The u. S. Under president eisenhower recognized the new government some saw castros a a hero. Indeed Herbert Matthews of the New York Times had lines like this. Dr. Fidel castro that they have known. Castro himself didnt tip his hat. What soon became clear was america in the middle of the cold war had a communist nation on its doorstep. 90 miles off the coast of florida. Castro took over farm lanland nationalized businesses included american temperatures and assigned deals with the soviet government also revolutionary over saw thousands of political executions. Before leaving Office President dwight d. Eisenhower imposed an embargo on exports to cuba. In january 1961 the u. S. Severed diplomatic relations with cuba. They had a plan to over throw castro for a Guerilla Force of cuban exiles. That invasion at the bay of pigs in 1961 was a fiasco a propaganda cue forecast troe. It was a black eye for the new president john f. Kennedy. In 1962 kennedy extended the cuban embargo to all trade with the exception of humanitarian aid but not before purchases 1200 cuban cigars for personal use. In october 1962 came the cuban missile crises. They had intense faceoffs over soviet Nuclear Weapons deployed in cuba. As part of the settlement u. S. Agreed not to invade cuba. President kennedy imposed restrictions preventing u. S. Citizens from traveling there as a penalty. President ial support for the embargo waxed and wayned. There can be little question now hes fundamentally transformed our relations with cuba. This was the shirt i wore the day of my arrest. These are bloodstains on my shirt. The Police Officer picked me up and through me against the ground. I was threatened and told i was going to disappear. On march 30th 7 days later the threat they made towards me took place. I thank god i am alive because they could have killed me. I had a wound on my head and had 7 stitches take answered i was he left unconscious for approximately 20 minutes. They didnt release me instead they took me to jail. The reason i was given for my arrest was for threatening the country threatening fidel and recall. For that reason i was going to be convicted for 8 years then they told me my conviction was going to be reduced to four years. Was there a judge . Did you have a lawyer . No, i wasnt given the opportunity to tell the truth. The courts are from partnership with the National Security and you dont have a chance to a fair trial. How were you treated in prison . I was treated badly. They dont have a medical clinic. We were assaulted malnutritioned. The cells were small. The beds were broken and dangerous to sleep in and every time you would complain about the Living Conditions at the prison we would be assaulted and punished. How has this affected your family . It has affected my family a great deal. My son get up in the morning the first person he asks for is me. Where is daddy. Where is daddy. I have to reassure him i am not leaving. I will be here with you. I will be here with you. How did your wife feel with yub absence . She has cried a lot. She suffered a lot. Now we are happy and we are together. Do you hope that with this new agreement between the u. S. And cuban government there will be a change after 56 years of this dictatorship . I am going to tell you the truth, i wish and hope there are changes and this is all true and they had to lie to president barack obama and made false promises. They had a letter released to states i was released because i was sick. I am not sick. I feel like i am still in prison. I am still a prisoner of cuba. It was preceded by 18 months of intense negotiations including many sessions in canada where both sides could meet in secret as well as discussions at the vatican where the pope helped broker a deal. President obama hoped for a open relationship so did cuba. The u. S. Wanted freedom to allen gross, gross who worked with u. S. Agency for development was arrested cuban synagogues Communications Equipment that wasnt under the control of the state. He was held without charge for 18 months sentenced to 15 years. Cuba insisted on the return of the cuban five. Spies who infiltrated in miami. The one group who targeted were brothers to the rescue who through small planes searching for refugees toward cuba. In 96 based on the feds by the spies cuba shot down two planes thrown by brothers to the rescue killing four. The five spies were arrest theed in 198 and convicted in 2001. Once the exchange was agreed to by cuba and the Obama Administration the way was clear for diplomatic relations. I talked to representative Chris Van Holland who was in the delegation that just returned from cuba. What did you come away with with that trip . When i came back to the hotel took a little walk i had on a pen that had the cuban flag and american flag. The leaderships leaders did the delegation meet with . We met with the archbishop of the Catholic Church in cuba or at theing ga who was instrumental by the way together with the pope in what became the release of the valid we met with dissident groups away within cuba. We met with the Cuban Foreign minister. Where do you see cuba five, 10, 20years from now. I hope over time we will have a growing private sector. It is strained over time that will leave more cubans challenged the limitations on Political Freedoms as well. There are no guarantees in this process. While van holland is hopeful some of his colleagues are skeptical of obamas new policy. What do you say to the people of Chris Van Holland democrats who say we are going to get in there and change it from the inside name one dictator changing it from the inside. What has been done has made every dictator think maybe barack obama will do business with me. This was a time to choke the financing of the cuban regime. This is a time to leadership as opposed to doing that what president obama has done is in essence trying to throw a lifeline to the castro regime. He is a reporter and has written about gaunuantanamoguantanamo. Got leased to it in 1903 and has had it since. The lease gives the United States rights to stay on the base it can only be canceled if the u. S. And cuban government agrees. The u. S. Government doesnt agree. Relations with cuba remains stable for the 50 plus years then came the cuban revolution. It was the beginning of hostile relationship. Perhaps the trickiest questions was what to do with all of the cubans who worked there. There were still thousands of cubans who worked on the base and then commuted to the other side of the fence at night another one of the cuban sites were in danger on the cuban side because of the opposition to the revolutionary government. They wanted to stay on the base. Eventually hundreds of cubans lived on the base at the time. No one knew where they would be in guantanamo. They said you can stay until it is resolved. They were surprised to find themselves still there. There were hundreds of cubans living there. Now there are only 2 dozen still around. It ended up in place of where they hoped. All of them have u. S. Citizens or residency. They are choosing to live on Guantanamo Bay because thats where they feel at home. The youngest in their 70s the oldest in their 90s. They have lived out their entire adult lives confineed by this 17 mile perimeter fence. Its a small life but a safe life. Indeed if you ignore the military traffics guantanamo comes across as a place with a pleasant small town atmosphere. Those who can live there love it. Montgomery granger is a retired army ranger just a few months after 911. He wrote a book called saving grace at Guantanamo Bay detailing his experience. Guantanamo bay had at that time about 3,000 or so civilian independents. Had them all. Had an outdoor Movie Theater that showed double features ever are i Night Community center, officer as club et cetera. You could go scuba diving and had a great restaurant, theres a mcdonald. He was there when gitmo became synonymous with something far more controversial. A Detention Camp was established in january 2002. There was soon a legal battle over the detainees. The Bush Administration did not believe they as enemy combatants who did not follow the rules of war were guaranteed any rights on the geneva conventions. The u. S. Supreme court declared the prisoners were due certain. They could have all been shot on the battlefield. They didnt have to take one of them prisoner. The reality of gitmo is that it exists at all. Each one is lucky to be alive. I was there when the population was there. They served at gitmo from 2004 to 2005. What kind of contact did you have with the detainees . We were close to the mps doing the daytoday handling. We are talking cocktails of urine and feces and urine being thrown on their face. That was the gitmo cocktail . Thats what they would call it they would mix it together and hide it until a gored was in proximity. They were the worse of the worst. They were. They were hell bent to get back to the battlefield. You could see it in their eyes and see it in their actions and hear it in their words. What do you make of the efforts to portray in victims. They were portraying the victims. These were misguided youth or swept up on the battlefield not nasty people Guantanamo Bay becomes legitimate. As a candidate president obama promised to close gitmo detention center. He has made moves in that direction most recently by releasing five yemeni terror suspects. We have a profound commitment to justice. It makes no sense to spend 3 million per prisoner to keep open a prison that the world condemns and terrorists use to recruit. I cannot get over the fact that this president would continue to release people in the environment that exists today. Al qaeda has not been designated. Lindsay dram has been a jag officer for 33 years. He recently co sponsored a bill to limit the responsibility to release gitmo detainees. Now is not the time to let people out of Guantanamo Bay. In my opinion every american can be proud of Guantanamo Bay and the job our military does there every single day it is absolutely the best military detention facility on earth and the equivalent is a pile of heads. Through out the controversy they have made the annual lease payment of 4085 dollars. The cuban government refuses to cash the checks. At president cuba considers the u. S. President in guantanamo illegal. What arrangement may be worked out now that diplomatic relations have been reopened is still up in the air. I believe part of the flan is to normalize relation sips with cuba cancel the Lease Agreement and close Guantanamo Bay through that route. Are you lipping the president s policy shift to his gitmo closing promises . This is my biggest fear that by normalizing relationships with cuba that we will one day cancel the lease that allows us to operate at Guantanamo Bay there by closing the group. The issue of closing gitmo in the future is a separate american decision. In my view it is not part of the negotiations with cuba. Cuba long claims there are presence there in Guantanamo Bay. Do you sense there was a push by cubans to. The cubans never raised the issue of getting back guantanamo. I dont see it as one of the priorities they have right now. Bush clinton, bush and obama. Thats 11 presidencies so its not going to tall by itself. We dont know what will work but 50 years of futility is probably about enough. Jason as we heard in this hour critics of this policy say this was the time because the soviets are no long he supporting what they did neither is venezuela because of fallen crude prices. If this is the time critics say this is a lifetime for the cast toe brothers. What we have learned is that if you look at countries like china and vietnam you can have relatively economic free countries that socoexist with political repression. That is what we have in cuba. Thats what we could possibly have in cuba under this regime. You have to remember while the u. S. Has not been trading with cuba for a long time other nations have. And there is no reason to believe u. S. Dollars would work some sort of magic in the countries from the west that have long been trading with cuba. It is interesting the way president obama saw this was generational. As george said 50 years it wasnt working. This is an issue that is not of any concern to people who are combloung in this country. It is an Approval Rating much higher almost 70 percent among americans. Hes thinking if theres a short term benefit to this change to the regime longterm he is hoping that like our proponents it will hasten the dictatorship demise demise. History will view this as the right decision. This country worked establishing this opening it from the inside has changed the dynamic improved human rights. That is refuted in cuba itself by the empirical fact that the rest of the world the only major country that does not have relations with cuba. Canada has france has, writ continue has spain. Tons of trade. It hasnt had an iota of change on the level of repression in that police state. Theres no evidence it will have any effect. Normalization would be okay in priz principle if you got something in return. You are not going to get the regime giving up. Why didnt we exchange some normalization exchange for at a minimum opening the internet to cuban civilians. Then for every step we reward them with something else. Instead we gave away everything for nothing. The difference with china vietnam, there is this Business Community that is dealing with u. S. Business. In cuba at least so far everything you go through cuba is a big regime. They go to the government who turn around and give useless pesos to the masses. That is something i wish the administration had pushed to change in the negotiations. What they didnt get is forget mow. Obama ishas talked about clothing it but they want it back. What we have seen in recent turns in terrorism is it shoesuld not only stay open it should stay in control. Why stop with gitmo . What about alaska what about the russians some dwindle during the lincoln administration. Tsz too soon to say the deal obama struck is a deal. Congress is assertive in foreign policy. It is flexing its muscles in iran. It has yet to put forward the money that will normal identifies relationships with havana. Paint the picture on the mill you talk to law americas throughs zero chance of lifting the embargo now and the president is engaged and wants this thing closed. In congress passions are high among krit kicks ticks of critics of his decision. They are going to fight very hard. That constituency has been galvanized for a long time. On the other side people say it sounds pretty popular in the opinion polls. They were not pushing for this and not asking the administration to please normal normalize relations with cuba. It is clear by the way he set it up by the people he included and didnt include it was a sloppy job. It will be amended over time and constrained over time. When it comes to Guantanamo Bay he made a promise in his campaign in 2007 and second day of his presidency he is not going to be able to support it. In the end they dont support it and he doesnt have constituency in congress as much as he is trying to rush it through i dont believe he is going to be able to do it on his own. I dont think he will close it. If he tried giving it away that he wouldnt be able to sustain. I say why not alaska to russia and louisiana to the french. Why stop there .
