And good morning, welcome to this early addition of fox and friends first this thursday morning. Lets get right to the breaking news happening overnight, just moments ago, wrapping up, sometimes you have to walk, that was donald trump explaining why he is leaving vietnam with no deal with Rashida Tlaib but the president stressing it is not over and progress is still been made. John roberts joins us live with the latest. What in the world happened . Reporter thats the question we were asking because the summit seemed to be on track. Rashida tlaib is answering questions proposed to him by the American Press and all of a sudden lunch was off, the signing ceremony that was planned was off and the summit wrapped up early and donald trump came in. File this under the heading of no deal is better than a bad deal. He said they had a deal, language they could have signed but he felt it wasnt the right deal for the United States and this harkens back to Ronald Reagan during the reykjavik summit, reagan thought deal wasnt good enough, walked away from it a year later they came back and signed a better deal. That is the model for what happened here and here is the deal on the table, that kim jong un said he was going to close down the nuclear facility, a sprawling complex where they enrich uranium and produce plutonium. He was ready to give that up but in exchange he went the removal of all sanctions the United States hasnt other countries have against north korea and the president wasnt willing to make that deal because there were so many other components to north Koreas Nuclear program, icbms and mediumrange missiles and all those warheads north korea has developed so to have sanctions taken off you have to do a lot more. He decided to walk away from the deal and come back to it another time. The other question is what does Heather Nauert denuclearization looks like. A lot of reports he not only once he wants to hang onto his Nuclear Weapons. We just left chairman kim. We had a really i think productive time. We thought and i thought and mike pompeo felt it wasnt a good thing to be signing a line of thinking he wents to keep some nukes. Would you allow him to do that if he has a certain vision . Not exactly our vision but closer than it was a year ago. It will be bridged at a certain point. He wants to denuclearize but just do areas that are less important. We have to get what we have to get because that is a big give. Reporter the areas in which kim jong un wants to denuclearize which the president things are more important are Intercontinental Ballistic Missiles some of which can reach the United States and the warheads he can put on top of them. The president didnt like the deal if it wasnt the right deal for me or the secretary of state for the United States. So he is walking away from it so the question is what happens . The president seemed to suggest north korea and the United States will keep on top but will north korea go back to its old ways of Testing Nuclear weapons and missiles, the president said he got an assurance that wouldnt happen. At this time we had some options and decided not to do any of the options that we will see where it goes but it was a very interesting two days and i think it was a productive two days but sometimes you have to walk and this was one of those times and i will let mike speak to that for a couple minutes. That was not the sound we were thinking of but the president said he got an assurance from Rashida Tlaib that he would continue the moratorium on missile testing and Nuclear Testing so it looks like things are status quo at least for the moment but the secretary of state said they are closer to a deal now than they were 36 hours ago and a lot closer to a deal now than they were 6 months ago or 8 months ago during the singapore summit but the bottom line is the president didnt think even though i they had a deal on the table, didnt think it was the right deal so he doesnt know when the summit will be but he said he hopes it will be soon but it may not be for a long time so things are in a holding pattern, the two nations will continue to talk about looks like theres a lot of daylight between what donald trump wants and what Rashida Tlaib wants at what both are willing to satisfy themselves. Heather it is not what we were anticipating would happen. We expected it would be this signing ceremony that would happen at 2 00 am on the east coast, that replaced by the seller News Conference with donald trump. I want to ask a couple things. He was asked about the possibility of increasing sanctions and i understood him to have no comment but he said current sanctions stay in place of the possibility of starting military exercises with south korea again. The president seemed to indicate he wants the relationship to stay intact, doesnt want to damage it. The idea of increasing sanctions is off the table at least for the moment. Doesnt sound like the president is about to resume the joint exercises between the us military and the south korean military. It cost 100 million every time you do it. He talked about flying bombers in from guam and sending them back again, not the best use of taxpayer money so things are going to be status quo. Sanctions will stay on and there will be a moratorium on joint military exercises with south korea and the two sides will continue to talk. I asked what could bridge the gap . What to bring Rashida Tlaib around the president s way of thinking, he didnt have a specific idea but he thinks eventually it will happen. You asked about his definition of denuclearization. With bridging the time, a little more time, he believes Rashida Tlaib and his ideas in terms of denuclearization included areas less important than what the us wants. What do you take that to mean . The area less important is the nuclear facility, a sprawling facility, their main source of producing plutonium but the Intercontinental Ballistic Missiles, mediumrange missiles that can reach japan. Rashida tlaib did not put that on the table and theres a school of thought i talked to kim and much of his military leadership believes the only way to assure the regime survival is to have those Nuclear Weapons. They dont trust the United States, kim may believe in his military may believe if they were to give up those Nuclear Weapons than the United States might change its mind and say regime change might be a good idea. They want to hang onto some sort of assurance or insurance that the regime can stay in place and in order to do that they have to get the worlds most dangerous weapons. A big hurdle for kim to get over but donald trump believes he will get over that hurdle. Heather you have been very busy, thank you. We are going to go to and henry who is standing by, been busy throughout the night. What do you think of this . Took a turn and seems to have taken a turn very quickly. It did because i have to say it is not just political spin when the president comes out and says we made progress and im still optimistic we can get deal and the reason i say that is we spent many hours on the ground in vietnam seeing not just body language or superficial things that lead you to believe is going to be a deal. We had the words of Rashida Tlaib a lot of people were asleep a few hours ago back home. He was here in vietnam saying on camera on the record to the president and us reporters that he does want to denuclearize and flat outset i wouldnt have come here unless i wanted to do that. He has yet to follow up on that and the president still has to hold his feet to the fire but my point is one the president and secretary of state say we are further along than we were 36 hours ago, just came short on a final deal that could be true and this could still be a roadblock, yes, but a roadblock on the road to a deal down the road. We talked about what was anticipated, what had been reached in the singapore summit and one of the things we are in new was on the table that Heather Nauert willing to work on is the nuclear site so we knew that was already on the table. What did we think we could reach in terms of these negotiations to add to that . Because it seems like we were looking for something more in order for this change with sanctions he wasnt willing to give . Exactly right. As i understand the president s perspective, at least what he is telling us, the president believes Rashida Tlaib was willing to give it up but that is just one nuclear facility, some 380 buildings or so, several square miles so you would have to spend a long time, maybe months, maybe years going through that and verify they are turning it over and its all wound down and the president said Us Intelligence and found a whole bunch of other nuclear facilities, other warheads that north korea had not put on the table and at one point the president said he thinks Rashida Tlaib surprised at the negotiating table that the us had such detailed information. And he said our heart and todd willing to put young be on on the table and you lift the sanctions so i can get my economy going in the president said i have a list here of a whole bunch of other things i want on the table before i left the sanctions. Here is the bottom line. As the president said again and again no deal can be better than a bad deal. Think what critics on the left were saying before this, donald trump might give away the store to help his political stand, they were worried he would sign off on a bad deal. The good news is no deal is better than a bad deal. This president is willing to walk away. I listened to breaking news, during the last year of the Obama Administration of 4 days they were flying off a nuclear missile. It has been 280, 290 days minimum that we havent heard that. If it is not a good deal for the United States hes willing to walk away and its a testament to his courage and willingness to make the right deal and that is what these folks, north korea to give up one facility and do away with all the sanctions. We were discussing with ed how the detractors at home their biggest fear was he would jump at any type of deal just to have the ability to say we accomplish something that looks like he went the opposite direction. He didnt build his business that way and hes perfectly willing to walk away and he came to vietnam in hopes of making something. No doesnt mean no forever. You will see continued negotiations. We had the leverage. The intel the United States has on north korea, which as i mentioned shocked Heather Nauert that is a good thing so we operate from a position of strength. We hope for the best and prepare for the worst. What about the timeframe . When do you think the next summit could happen . Donald trump was noncommittal on that but you heard mike pompeo saying he does think they could reach some progress, more progress in the next couple weeks. In any negotiation you dont set a timeframe, you operate from a position that if the right deal comes along we will be back at the table and if it doesnt come along than know, we will take as long as it needs to were just not going to sign something thats not in the best interests of this country and it is refreshing to have a president doing this, that understands leverage, we are dealing with a communist dictator, this isnt a choirboy he is dealing with. I think he did the right thing. Heather if you look at the body language happening yesterday, a lot of folks you a lot of smiles and handshakes, that we can accomplish something here but people tend to forget what you said. We are doing dealing with a communist nation here. It starts the conversation. Regardless whether people are smiling or not. At the end of the day it is what agreement do you enter and it has to be the right one for america and that it has been his history the whole time. Heather this is coming at the same time we are doing these negotiations in terms of trade with china. He was asked by several journalists from china if he had spoken expected to make a phone call want to get on a plane to head back to the us. And not spoken to a in japan or south korea. How will this impact them. Time will tell with that but it is all one mix. Got to have all the ingredients and it started with Rashida Tlaib if he had not wanted to do a deal that affects all the other countries and what they put on the table but i think now the table is set. When you look at the timing to have is the same day the president was on the verge of a potentially historic agreement with Nuclear Weapons with a foreign country to have this hearing with a convicted felon in an orange jumpsuit within 90 days, a 3 ring circus and the democrats wanted to try to portray Michael Cohen as dropping some bombshell. It didnt happen. You heard the hearings . What did he say other than he had a box of information, it was an interesting but sad in a way because look at the great things happening on so many fronts. Heather we heard the president speaking to that when asked about it moments ago, it was remarkable to him having a fake hearing in the middle of this very important summit was incredible has lied about a lot but not collusion. Listen to what cohan had to say and i want you to respond. Im ashamed because i know what mister trump is. He is a racist, he is a con man and he is a cheat. Heather the Opening Statement was 30 minutes long. We got it 15 minutes before we walked in the hearing. Michael cohen worked for this president for a decade and could have walked away any time. He was an attorney for the president , secretly wiretapped this president. You are dealing with a dishonest person and he spent most of his time apologizing for what hes going to jail on. The democrats wanted some explosive language or explosive paperwork and simply didnt get it and it was a wasted 7 hours of sitting there, back and forth. Heather all of the detractors talk about putting America First and that takes away from protecting our allies and working together, doing this at the time when we are actually in vietnam trying to work on peace with north korea and south korea which impact our allies and the world. I can tell you after he came back, my north korean counterparts, including the vice minister of Foreign Affairs convey to me on a personal level to say we didnt know about his condition. The important thing about it was they thought it was important to make that claim to me because they valued the relationship so making sure i knew they didnt negotiating bad faith. I understand what the president is thank. Todd do you believe that, they had nothing to gain to let this happen, the top leadership were not aware of what was happening . I dont believe they had any interest in otto getting to the condition he did. The evidence i have, the only american prisoner it happened to. Typically prisoners and hostages get back in one piece. Heather this will be a surprise to a lot of folks hearing the president say that, people will say he is naive in believing that because rob killed his own family members. Why would he not be aware something this horrific was happening to otto and allow it to happen . Theres a distinction between not being aware this happen to saying this was not intentional. It was an incident based on whatever happened which we dont know what happened, that this was not our intention. The 20 in terms of what happened with the latest negotiations what do you think went wrong . The United States went and having become aware of some other sites they wanted to be targeted in terms of denuclearization. Rashida tlaib not bringing those to the table but wanting all the sanctions lifted. A couple quick points, not necessarily a failure. We talked about a couple days ago. No doesnt necessarily mean know. It means not yet. Stepping away from the table is a negotiation tactic and that is what we are seeing. Number 2, important not to get into the spiral of all is lost. The personal relationship between chairman kim and the president is important and they are critical and i will say maybe the time spent in hanoi helps both teams to get more realistic in terms of what to expect, what is achievable. We talked a couple days ago in terms of how far they need to go. If i were able to advise the president i would say lets put a third summit on the books right now so our teams can start working because lets get the teams back to negotiate and lets pursue the return of American Service men which is of mutual interest, it helps us feel positive even when Nuclear Negotiations seem slow. The president says sometimes you have to walk. The president is in negotiator. We have to remember what the president s expectations are which is complete denuclearization, what they wanted was the process we are working through, the last few president ial administrations, this president wants to do it right, do it right rather than do it fast. Mike pompeo said adding to that, they want to deal in the best interest of the us. Nuclear negotiations are painstaking and difficult, attacking previous Nuclear Negotiations, the team has taken away the nuclear deal we had for three decades. Im not sure he is committed to a nuclear deal the way he was envisioning prior to these talks. Where in limbo, very dangerous for national security. There is no military solution to this. Heather the president is at the airport, just about ready to board and head home to washington dc. He did reference other president s, they should have done this, you see him entering the plane but he didnt blame obama but he did say they do believe he did make progress. They did. I dont know if the inf treaty is germane to this because russia wasnt honoring it so he made an adjustment. I know they put a lot of hard work into this but if things were so successful under obama weve got to get some work done and that is what we are doing. And frankly rob 20 is confused by this. And get something actually done that is meaningful here during this president s term. Heather do you not think the fact they are sitting down facetoface is progress we have not made before . Im a big fan of diplomacy and that is the only way out of this box but Nuclear Negotiations didnt happen overnight and donald trump when he was engaging in negotiations, he argued if they were successful and have been verified as successful by the International Community took several years so we need a multiyear commitment, it will not happen overnight and we need a team in place that will sustain the negotiations and that is not happening. He needs to look at these negotiations that have been effective at preventing an iranian Nuclear Weapons as the model for the negotiation. Heather i heard you jumping in, your opinion is the iran negotiations have not been successful because they have not been following what they are supposed to be doing. They have not been and you look at what is happening, you cant protest in this country. Its run by theocracy, a complete failure, dont want to stage a failed negotiation on this one but we are making progress. It is not a comprehensive negotiation. If you want to talk about something broader i can agree with that but there was a nuclear deal and that is what donald trump has been advocating so the nuclear deal is verified and effective. The International Community says so. Iran doesnt have a bomb. We have to walk away. If they dont honor it heather is a different situation, what we are talking about in terms of north korea and when we went to the table for this round of negotiations Rashida Tlaib rob 20 rob 20 we have learned since the singapore summit of other sites we wanted to bring to the table. Rashida tlaib kim jong un was not willing, he wants all the sanctions to be dropped and this one site to be the one that was considered but we came to the table aware of other areas to include. We seem to have our ducks in a row, to know what we are doing on that front. Im glad you brought that up. The problem is the expectation was so high, they need to recalibrate and need teams to engage directly and to be clear about real expectations, not shooting for the moon. Stop testing missiles, we are doing pretty positive so far. Getting hostages back, there have been several key components leading up to this so we are heading in the right direction. A third summit would make sense. But much more progress than joels homeboy, president obama. We need a lot more progress. He is promising not to return to Nuclear Testing, the president also not committing to increasing sanctions, seems to be pulling away from that, gave him an opportunity to know each other a little better, there is a warmth that we have and once again getting into not signing any agreement today. He said the papers were ready to go. Thats right. They have many options and all those policies are available but at the end of the day it comes down to negotiating. The president has been good at this, you dont know what hes going to you with, we want unpredictable. The language the media gets wrapped around, why are you so friendly . Hes trying to negotiate a favorable deal for our country, something that hasnt been done, those of us who served in the military and the middle east dont want ors anymore can we dont want to be engaged in constant entanglements of that strain the military. This is really personal, we want to make sure we are moving forward but we want to have different options, working through them. I would be surprised, theres a lot more work that needs to be done and other options the need to be reviewed. What about joint military exercises with south korea. His answer had to do with the cost, the cost is 100 million every time we do it so listening to his answer seems like hes not going to start those up again either. Those exercises are not a favor to anybody, also to add to that if he were to restart that would senate negative signal after the failure of the summit. We cant portray this as a win. Both sides need to go home and figure out what their objectives are and come clean with each other. They have different expectations, they were ready to sign an agreement and prior to the luncheon, that didnt come about. Heather was there anything in terms of the News Conference as we wait for the president to head home that stood out to you . It was wideranging after taking questions from reporters, peace in the middle east, asked about negotiations with china, he said this was not china or japan or south korea in reference to these negotiations falling apart . The president implied he was alone in this negotiation and that is dangerous. South korea brought them together, japan is a primary ally of the country and they have deep concerns about these negotiations, that stood out to me but the president s language is wrong in not wanting to denigrate kim and he should continue, the fire and fury language needs to stay in the past, we are going to get back into a cycle that is much worse than we were a year ago . We had no engagement, engagement has failed and is moving along. If you look at those options we are in a good place and aiming high. Thats what we should be trying to do and hopefully we will have an agreement that works for our country. In terms of the progress that was made that they now are no a little better what the limits are in terms of the sides and what the challenges are with those sides, he wished we would have gone further but remains optimistic and he according to mike pompeo hopes to make a deal in the weeks ahead. With air force one taking off . It might be optimistic in terms of the timeline, the definition of denuclearization. They havent defined that publicly. I dont think there is an agreement. A lot of painstaking detail needs to be hammered out, mike pompeo needs to get on paper for the negotiation to work. I dont want to set an expectation. It is we need to be successful. We need to get things on paper and Start Building blocks for successful negotiation. You comment on that in terms of the definition of denuclearization because john roberts asked the president about that. In terms of Rashida Tlaib kim jong uns vision it is closer than a year ago. Is always looking for bad behavior and we want to eliminate that. What that would look like is the facilities of expanding them and having inspectors destroy them essentially. Heather he thinks in terms of the differences the two sides have that he believes they can be bridged with time. How much time . I dont want to put a cap on time on this. Kim has a longer time horizon because hes a dictator and he can stay in office the next 30 years, we dont have a limited time but we should not make an unnatural end point. The president has enough space to get this right but he can come home and tomorrow, hammering this out, congress is asking for more information, to get some clear definition and negotiations. It is hard but sanctions at the end of the day congress has to lift sanctions to be permanent, president obama didnt get that, donald trump needs to be careful he has congress on his side in order to get sanctions lifted. A problem 20 years ago with north korea so it is not a new problem. Heather lets talk about that, the drama in dc in reference to the cohen hearings, having a fake hearing in the middle of this important summit was incredible and he lied about a lot, but he didnt lie about collusion. I thought it was humorous the president said, go over 100 yards of lying instead of 90 . I want to see Michael Cohen talk in reverse in an interview and see if he can keep his story going backwards. What did you just say in reverse, he would melt. I understand the president s concern. We know about the backandforth between the house democrats, these are more important things that are going on on the world stage, for the world and all these years, all the stuff that has come out, they blow this out of the water and we are looking for something not there so it is a witchhunt. The partisanship, we are onto Something Better here in north korea. Joel would agree we need to focus on things that are important and we are making progress and they heather the partisanship was rampant at this point. They were saying the president was going to take any deal just to distract from everything going on at home and to say he had some success in north korea. He did the opposite. He walked away saying he would rather take the right deal versus a fast deal. People had low expectations for the summit. It is important for the media to be tough on the Trump Administration and donald trump throughout these negotiations but important to be fair about the progress he has made. The most telling example of media bias weve seen throughout the negotiations is the decision to focus so much on this Michael Cohen circus rather than highstakes Nuclear Disarmament negotiations.
