We should probably talk more about biden and sanders but if bloomberg were to emerge, he will be sitting there, when we pet to march 3rd, super tuesday, when 40 of the delegates will be selected on that one day, california, texas, a bunch of states across the country, you could see the rest of the field bloodied, battered, broke. There is Michael Bloomberg who has an unlimited budget spending a ton of it already, 200 million, he could be sitting there fat and happy waiting for them to come on. A look at caucuses 101 port tort this is interesting. Iowans meet at churches schools, athletic houses like one behind me at drake university. They have softball practice going on inside. Why we cant be there. Tomorrow it is a caucus site. This is confusing how they tally it all up. They created new rules there year but they might have created new confusion. Uhoh. Reporter who can forget this iowa caucus chaos in 2016 . Several precincts literally decided by a coin toss, fuel for the Bernie Sanders camp to claim the whole race was rigged. Sanders though, was not the first candidate to complain that iowas system could be a mess. So democrats here are making major changes this time around and to try to clean it up. Heres whats new. Iowans are still gathering at caucus sites all over the state but this year, there will be just two votes at every precinct. The first alignment is where caucusgoers physically stand in the corner of room to show support for their candidate. Candidates need 15 of those in attendance to be viable. Voters that pick a viable candidate are locked in. Cannot switch. Supporters of candidates who do not make the threshold can switch and have 15 minutes to either recruit supporters from other candidates below that viability line, move to a viable candidate or just simply stay uncommitted and eventually go home. The final alignment comes when the new groups are tallied again and that become as basis how candidates get delegates. And for the first time in real time, all the raw numbers from every precinct will be made public. All of the changes are making caucus night shorter for people and making everything more transparent and easy for iowans to participate in the process. Reporter the jury is still out whether or not thats a rosy prediction. Some experts say this increased transparency could open the door to new problems and once again lead to competing claims of victory in iowa. For example, sanders could have the lead on first alignment but end up losing in a precinct on final alignment when supporters from other candidates reshuffle and get ahead of him. It could get confusing on caucus night when a candidate has a lot of votes but is not showing as many delegates. Reporter the other major change to Pay Attention to this year, satellite caucus locations in other state like arizona, california and florida. There are even some in other countries. The state party ruled those out after complaints that legitimate iowa residents, working or living, or studying outside of their home distribute were being excluded from the process entirely. Party officials are promising a seamless transition despite these big changes. I am confident that the 2020 caucuses will be very smooth especially consider the number of candidates we have and growing populations. We didnt see the raw vote. In the interest of transparency well see the raw vote from the first alignment and the final alignment. It could end up being one or two difference because depend if you are overrepresented in a particular Congressional District versus another but shows how close it could be. In addition to listen to some of the local elected officials, one of the things we did back in 1988 and 2000, other years you also want someone who wants to persuade their neighbors. You want somebody who knows the people in the neighborhood. It is very important, after that first vote is taken, the viability test, to have someone who can persuade those who are undecided or their candidates may have failed to meet the threshold of 15 . It is important to persuade them to come over. Think about having to do that not in a number of 10 counties or 50 counts but 1680 individual precincts. You have to have not one individual but an organized team in every one of those or you will get your lunch eaten by somebody who does. Martha i talked to some voters last night. I was really struck by, it was an andrew yang event, i asked them who was your second choice, where would you go, every Single Person had different answer. Some voted for trump last time. Theyre at an andrew yang event. Some are hillary. Much more of a moving picture than weve seen in a a long tim. That and the chart that karl showed us gives you an idea how many different ways there are to say you won. Martha yeah. We have been preparing for four years and we made a lot of changes to the process. It will be our most transparent assessable caucuses. By the nature of our process it is transparent, i mean, when you are in the room you see where people are voting. Anyone in the room no hobby how may people are in a group. Bret the prospect of three separate winners, does that scare you . Campaigns will do what they do. They always want to spend folks as to what the most advantageous to what this contest has always been about is delegates and making sure someone has 1991 delegates on the Convention Floor in milwaukee so state delegate equivalents has been the best measure. That will still be the case this year and this again is a race for delegates. Martha was the dialogue been like between you and the campaigns in terms of please dont get ahead of the process or declare yourself a winner after the first round . Campaigns again will do what they want to do, but what we have focused on throughout the process is being transparent with the campaigns, aggressive about making sure we stay in costa communication and any issues that come up we immediately share them with the campaign. Until this point, but whatever happens tomorrow is what campaigns will do, but we will have a tremendous caucus in iowa with thousands of people showing up and it would be a great night for democracy. Pete one of the reasons you made the changes was 2016 and the feeling and Bernie Sanders in particular that didnt feel like they were given a fair shake through the process. Do you think they feel that now is the big Democratic Party is changing rules . We have had conversations with all the campaigns and we have received a lot of compliments about the work weve done to keep them in the loop. We have been very transparent about the process and with a lot of the changes we have made people will feel more connected, more confident in the process is so we are happy about what to expect on caucus night. I love these volunteers to serve as chairman of their party, but democrats have such great language, Realignment Process that don is a superdelegate, no longer is she a superdelegate, shes an automatic delegate vote so, i mean, i love the terminology. Martha i mean, the whole impetus behind the changes not calling them superdelegates or letting the focus on Party Establishment members who had the right to be big players in this, donna, that comes from Bernie Sanders, i mean, on the realignment we see is because of him and now here he is back in the number one spot, essentially socialist candidate who wants medicare for all, free college for all. What to does that tell you about where the voters are now . Came about because of a Democratic Unity commission comprised of sanders of supporters as well as clinton supporters and others. Came about because supporters wanted transparency. We knew superdelegates, automatic delegates, distinguished Party Leaders and others, we dont have the numbers to match the socalled pledged delegates, those that pledged a candidate , but we wanted to increase transparency thats why in iowa and in nevada we have satellite caucuses to give people a chance who are living outside the state to participate, to give those with a language need an opportunity to caucus, so the goal was to increase participation and ensure there was transparency every level of the process. Lets remember the web superdelegates originally were intended to do. They were brought into being after jimmy carter when the presidency and lost in a huge landslide for years later and he did it by winning here and taking over the party in a way under insurgent candidate started to be able to do so they said we dont want any more outsider candidates who will eventually drive us down to a defeat, lets get Party Leaders into the process with the donna being an example. They set that out and they did what they were supposed to do. And they did so especially four years ago when they prevented Bernie Sanders whom the Party Leaders feared would lead to a staggering defeat from becoming the nominee at which point all hell broke look on his side of the ledger and now that superdelegate will has been diminished. Bret may make a comeback. Exactly right. That is sore where we are. Bret karl, we forget theres a Republican Caucus with a couple guys still on the effort here. There is a disaffected republican wing that has a problem with President Trump, democrats who they choose will make a difference if those people can vote for a democrat or not. I call it a winglet, not a wing, but look more important than the group of disaffected republicans are the people of true independence, swing voters in the middle who may like Donald Trumps performance in office and what hes getting done, but may not like how he performs, what he does in office so those people will be up for grabs more as the democrats go hard left. Waiting to bring a spec to the superdelegates, there is a law of unintended consequences and it politics particularly when you play around with party rules. So unlike in 2016 when the delegates voted on the first ballot now they can only vote on the second ballot so theoretically in 2016 they would not have played a role, but what if it becomes the first Democratic Convention since 1952 when there is no winner on the first ballot . Been the superdelegates more on the field and their decision, what they do could decide the convention and whoever comes up second wont be happy. Bret donna, is there more of a chance of a contested convention . I dont think so. I believe after super tuesday we will have someone who i will consider and many others a frontrunner and by the end of march, we will have a clear leader. Thats a leader will to perform the task of unifying the party and bringing those delegates who may not have a candidate after that moment together, but i dont believe there will be i went to Say Something in the defense of automatic superdelegates and distinguished Party Leaders can we are members of congress, former party officials, grassroot activists, not some alien force that somehow or another turned the decision of a pledged delegate of the voters around. Stop alien forces. Absolutely. I went them on the Playing Field. If you are like Bernie Sanders and not a democrat, you do want that. You dont want those people on the Playing Field. They are the establishment. They embody the forces you are running against. Martha last time they helped Hillary Clinton into the nomination and she lost. She lost electoral college, but lets be clear, she had more than 4 million votes, one more states than Bernie Sanders. I didnt support either candidate and she won the popular vote. Lets not forget hillary did an amazing job although she fell short what, 78 77000. Back to the primary, donna made the right that it gets settled and theres no multi ballot convention. On the other hand we are frontloading on this time around. Over 40 of the delegates will be elected march 3, and by the times the polls close 40 of the delegates will been selected. Four years ago it was 20 meaning it we got a lot more candidates that will be getting delegates in february and march 3, splitting up that 48 at the convention and then i think don is right we are likely to have a couple people, a front runner in secondplace finisher who will try to cobble together 52 of the delegates. You split up 48 among 405 candidates and then try to cobble together and someone needs over 50 of the total, they would have to win an extraordinary amount of those 52, so im not caring teen a circus in milwaukee, but this could be for anyone you know, we came close and in 1976 on the republicans. You have got a lot of progress being made in terms of all of these, schmidt on the one side of this green and on the other side of the screen you have these unhappy faces that the president may be acquitted wednesday and unhappy faces that the senate voted no poor witnesses and i think the average person is saying what does this mean for me. I spoke with a driver in miami and he said for the first time in my life my wife and i were able to buy a home and they could not be happier so you have all this progress on the economy and that is whats resonating with the American People and thats why dont think you really hear this talking point on the democratic side. They dont want to touch the fact that we have 50 year unemployment and a consumer that is quite solid, and Economic Growth that has actually moved. Bret i went to some event hears or different rallies in the messages there is a disconnect between the top tier in our country in the lower middle class and those people dont really feel the economy, but you point out wages are on the rise and people are investing more, housing is in a better position. There is evidence to suggest people are not feeling it. They really are in the talking point is just bad, a talking point. Income inequality is narrowing with the bottom earners on the scale seen the biggest jump in terms of wages. National wage increase 3. 1 , so the highest earners arent even benefiting as much as the lowest earners so when you look at income inequality its narrowed, i mean, its not where we want it to be, we want more fairness, but we see that move because wages have moved and thats a direct result of some of these economic policies out of this administration and i think thats why nancy pelosi and company looked at the field and said wait a second will we be able to take him out come november, maybe not. Maybe we dont have the right candidate and as a result we have to do it ourselves and thats also unnerving for voters saying the election is in nine months why not leave it up to the democracy as is usually the case.
