Its an effort say white house officials to curb spiking violence and to honor the memory of those lost in the recent crime wave. Operation legend is not to harass, its not to harm or to hurt. It is to help investigate unsolved murders. And one of those happen to be are innocent 4yearold. This operation is personal to us. We want justice for our son and others. We have to take a stand in our communities and speak up to help this operation be successful. Very tough to listen to, the parents right there as you may have heard, chicagos mayor Lori Lightfoot and new mexicos governor Michelle Lujan grisham, both democrats, are rejecting the use of federal agents for the shot of crackdown on violence that weve seen in portland, but the president said today his first job is to protect all americans and that means putting an end to violence, no matter what it takes. This bloodshed must end, this bloodshed will end. Today im announcing a surge of federal Law Enforcement into American Communities plagued by Violent Crime, bring violent perpetrators to justice. The first duty of government is to protect the safety of our citizens and we are here to explain the initiative to combat rising Violent Crime in a number of our cities. Our goal is to help save lives. Indeed thats the mission, to save lives. Operation legends name for that young boy right there, legend, just four years old, he was shot and killed while he slept in his home in early june. That young woman there is jaclyn, just 55. Readers in her state obviously curious about the program, but very resistant to the sort of crackdown that we have seen against violence in portland, oregon. Meanwhile, late this afternoon and over the white house, the president called the federal governments 1. 95 billion deal with pfizer and Biotech Company bion tech and historic agreement that will help the country distribute Coronavirus Vaccine in recordbreaking time, the hope is that they will have widespread distribution by the end of the year. Lastly, dont forget tomorrow the Senate Republicans are set to begin unveiling at least part of their forthcoming Coronavirus Relief proposal. Meanwhile, in chicago, one day after the breaking news we brought you last night, a driveby shooting at a funeral that sparked a shootout that left 15 people wounded. The president announcing federal access will coordinate with the city in an effort to curb Violent Crime. Chicago experiencing a 51 increase in murders and a 47 increase in shootings compared to this month last year. Just yesterday, a 3yearold girl was shot by gunmen outside her familys car. We wish it would stop. The federal troops out here in chicago because the violence is really just as worse as the pandemic. Fickle but the deployment of federal officers not welcomed nationwide. Democratic mayors of 15 cities writing a letter to attorney general william barr condemning the use of federal agents. Among them, the mayors of chicago and portland. We dont need unnamed secret federal agents roaming around the streets of chicago, taking off our residents without cause. But lightfoot, who spoke with the president today, adding the new resources can come if they work in partnership with existing Law Enforcement to tackle recent gun violence. Today in portland, state attorneys pushed for a restraining order demanding that the fed stop arrest without probable cause and identify themselves. This is a democracy, not a dictatorship. The white house argues its a matter of National Safety after 50 nights of protest targeting portlands federal courthouse and Officials Say three federal officers might not recover their vision after people pointed lasers at their eyes. Earlier this morning some writers tried lighting plywood outside the courthouse on fire as of the protesters and agents paste off and smoke filled streets of fireworks and tearg teargas. Portland mayor ted wheeler plans to meet protesters tonight to hear their demands, mayor bill de blasio in new york vowing that the fed will only continue they will not set foot here and just this morning the nypd cleared out the occupy city hall encampments that have been set up there for about a month. A potential standoff tonight at another chinese consulate following tuesday nights drama in houston. Thats when firefighters were called to the consulate due to reports of papers being burned outside and open containers just hours after the u. S. Ordered beijing to close up shop. Its a researcher who was interviewed by the fbi jun june 20th, last seen entering the consulate building that same day. Chinese officials unsurprisingly are threatening retaliation. China strongly condemns it. Urges the usi to withdraw the long stomach wrong decision. Otherwise china will definitely take a necessary and legitimate response. Because fox news is learning more tonight about what that retaliation might look like. Sources tell us the likeliest scenario is the Chinese Government kicking american diplomats out of at least one of the five consulates inside the communist nation. Shannon. More scenes of lawlessness on the streets tuesday night as state and local leaders remain steadfast in pointing the finger of blame at the Trump Administration. I dont think that the president or his administrations comments have been helpful. In fact, theres no question that they have made the situation more volatile. We do not welcome on constitutional arrests and attainment of our residents. I told them to go home, that their forces are not needed here. They are not wanted here. Shannon handful of hot topics to discuss with the republican senator from texas, ted cruz. So lets start there, senator with the pushback against federal intervention. Youve come up with a measure that you say will allow people, if their local officials are not getting the job done and they suffer losses perverse, personal or professionally, theyd be able to sue, how is that going to work . Could they go after the city of chicago . What you envision . They could sue the city and they get triple damages if you have local politicians who are wrongfully denying Police Protection. You know, this is a really tough time for our country right now. We are seeing riots across the country, we are seeing violence and police cars being firebombed. Police officers being murdered and violent mobs within our cities, but even worse, in the face of that, we are also seeing democratic politicians, democratic mayors, democratic governors who have somehow made the decision its in the political best interest to allow the mob to carry out their violence and they are refusing to protect their own citizens, they are allowing these lawless autonomous zones to exist within their boundaries. That has never happened in modern times and so i introduced this week legislation that if an elected official wrongfully denies their citizens the right to Police Protection in the situation of a riot, that you can sue them and get triple damages for any injuries who suffer or for any damage to your home or your business in a lot of these democratic politicians sat via small Small Businesses were looted and burned to the ground. Many of the Small Business owners were africanamerican or hispanic, but the democratic politicians didnt care, it was and what they defined as their partisan interest to allow the mob to rage. Thats not right. Shannon we are going to talk to a minority Business Owner out of minneapolis whose business was torched and how hes dealt with that in the days and weeks since these riots have played out. There were a number of these lawmakers who say it is the Trump Administration by sending people in uniforms that look like camel, they look like trips, they look like military. They are not that they are actually stoking the violence. I got a notice tonight that the aclu is suing dhs marshals and others for attacking volunteer medics at protests. They say volunteer medics should be celebrated, not attacked or arrested. If these attacks are unconscionable as well as unconstitutional. This lawlessness must end. Referring to the lawlessness by their estimation, federal authorities. You know, this shouldnt become located. These are Pretty Simple roles in life. Dont physically hurt somebody else. Dont assault somebody else. Dont burn their business to the ground. Dont murder somebody else. But yes, the violent mobs arent following that and in this instance so what happened is these mobs are attacking Federal Buildings. Attacking federal courthouses. It ought to be real simple. If you attack a federal courthouse, the answer ought to be your going to be arrested, youre going to be put in jail, youre going to stay in jail a long time. Its real simple, dont attack a federal courthouse. Well, what the federal government is quite reasonably doing is sending federal Law Enforcement agencies to protect Federal Buildings, protect federal courthouses and ive never seen anything like it. Actually you know it, i said never seen anything like it. Yes i have. What these democrats are doing is the same thing we saw democrats do in the 1950s in 60s. Its the same thing democratic politicians bull connor did. Its the same thing that you saw democratic racists who didnt want to segregate schools remember eisenhower sent in the army and said youre going to follow, youre going to follow brown versus board of education and you had elected democrats and they were all democrats for enforcing jim crow who said get your federal officers out of fear, well, guess what . You dont have the ability to throw the federal government out, you dont have the ability to throw federal Law Enforcement officers out and you certainly dont have the ability to say we are going to allow the federal courthouse for the Federal Building to burn. You know what . If the chicago mayor wants to allow the mob to rampage in city hall and occupy her office, thats her decision. Knock yourself out if you want to give into the lawlessness, but she doesnt have the right to give up the federal courthouse and neither does the mayor of portland the governor of oregon or any of these democrats who theyve made a decision, well, the police are the enemy and the mob are their allies, and its just its wrong. Shannon we know that the chicago mayor and the president had a phone call tonight. We understand it was brief and straight forward as they discussed the exact role of federal authorities will play there. We can do lightning round, a couple more things i want to ask about if we can have quick answers. China. The Chinese Embassy pushing back against the orders to evacuate the houston consulate today. We strongly condemn and firmly oppose the abrupt demand. They call political provocation and say youve got to reverse this or we will respond with legitimate and necessary actions. Well, listen, chinas behavior for a long, long time has been terrible. They have committed murder, theyve committed torture. They covered up the coronavirus outbreak in wuhan that led to over 600,000 people dying worldwide. And with respect to the houston consulate, with the state department has said is that they have credible evidence of both theft of intellectual property and espionage being carried out out of that consulate. Today i urged the state department, the Senate ForeignRelations Committee to make their evidence public. Im going to be receiving a classified briefing this week about the details of what evidence they had, but i think it would be a good thing to make that case publicly to the world to layout chinas theft and chinas spying that theyve been carrying out in our country. They talked in depth about the nations battle the coronavirus pandemic and what to expect next. What about testing, what your plans Going Forward with testing, full testing work are you going to approach it . Speak on going with the experts. I happen to think we are doing more testing than anybody in the world by far. I think second is india with 12 million, we will be at over 50 million tests this weekend. To me, every time he testified a case and it gets reported in the news, we found more cases. If instead of 50 we did 25, we have half the number of cases. So i personally think its overrated, but i am totally willing to keep doing it. You know, we have so many more tests than any other country by far. And the president of mexico came to see me, i said what do you do in mexico has got some very big problems. They test when somebody goes into a hospital, they might test a little area but its very limited testing and this is true with most countries, were spending a lot of money on massive testing and im okay with it, the experts are saying its a good thing to do, but weve done 50 million tests in india, pretty big country, 1. 4 billion people, theyve done onethird of the number of tests that weve done, one fourth of the number of tests that weve done, so im okay with that if they want to do it, but again, it makes us look bad, but they say its good. I dont mind looking bad if its a good thing. But think of it, if instead of 50 million we did 25 million, weve got half the number of cases. The cases would be down. Here would be the normal headline not for me it would be, but for anybody else, they would say cases cut in half, but they wouldnt reported that way. As a father and grandfather, what you want to see happen with schools, what will you do . Id like to see them open it again, the children, whether its immune system, i guess i was watching you one night, you said immune system. Whatever it is, they are a lot stronger than we are because it just doesnt have doesnt have almost any impact. Its a tiny percentage of 1 . Its like meaning much, much less than 1 . Id like to see the schools open. The country has to open. We did the right thing, we closed it down, we saved millions of lives, now we are opening it up and i think the democrats are actually doing it largely for political reasons. They think the economy wont be a strong because we are doing very well with jobs, so we booked a record two months in a row with job numbers. I really believe the democrats are doing this for political reason. If you closed on california, you know, its a big state, you close down some of these places, its not going to show. Watch, on november 4th everything will open up. Masks. If theres a difference of opinion between two great governors that both support you, Governor Abbott in texas im a universal mask policy, in florida, governor desantis, who i have a great deal of respect for his not putting in that mask policy. Certain counties habit. Is there a role you will play in talking to the governors about masks . I might talk about universal mask. President trump my attitude is that when i was at the hospital, i felt very comfortable wearing the mask. I was seeing young people that were hurt very badly in military situations and i felt for them, not for me, i felt for them mind wearing a mask was a good thing. I felt extremely comfortable. I dont feel comfortable in other settings. When im all by myself on a stage in everybodys way far away. I dont think its something that you have to do or should do. But everyone around me has tested, so im not the perfect person to talk about it. But i believe that you should wear it, even if theres a 1 chance it helps. You know, when you look at dr. Fauci and others and this is a knock because if you look early on, they were all saying dont wear a mask. Dont wear a mask. That didnt make total sense to me, but dont wear a mask. Now theyre all saying wear a mask. My attitude is, it probably helps. Give it a shot because we have to win this thing. So its not a question of pride, its not a question of anything, we have to win this so when youre in a certain situation, i think you should wear a mask. Nursing homes, big fiasco, 40 of the debts in this country, the governor of new york, who as you know was involved in this whole issue of a great number of nursing home deaths in new york is now going around the country advising people on how to get out of a hot spot situation were new york did really well. What do you think about him blaming the federal government for what happened in the new york Nursing Homes . He did and he was hit so hard that he stopped doing that. He was trying to say that he would listen to a guideline because really it was common sense. We gave them a tremendous facility that they really didnt use. With all the hospital with 2,800 beds. They could have used that. That was clean, 100 clean and unfortunately they made and it was a mistake and it was a sad mistake, but hes worked very hard. In all fairness to governor cuomo, hes worked very hard. With gotten along very well. I think overall hes actually set weve done an outstanding job. He actually said hes done a phenomenal job from the federal government standpoint, so we moved the ship in, we had a lot of room there, it wasnt utilized like it could have been and we had the Convention Center where we had 2,800 beds built and that wasnt used or very certainly not very much. It wouldve been great in retrospect if they would have used that for some of these patients, moving infected people back in certainly was not the answer. We are very, very careful all over the country, you wouldnt even have to become everybody watched that and they are all ethic Nursing Homes right now i very heavily protected. They have to be. But theyre very heavily protected. Dr. Birx is a big advisor appears that isnt getting enough attention. Of course everybody gets slammed but im disturbed about that because shes a woman. Can you talk to me about her role . I think shes one of the finest people ive ever met in the world of medicine, medical you know, she is responsible for all of the incredible work thats taken place on aids in africa. It millions of people are alive right now because of her. Shes an unbelievable woman, a woman of tremendous substance and style, frankly. She has an amazing style. She walks into the room and she can take a scarf and do 15 things with it and she is really somebody that and thats the least important thing. She is a brilliant woman, shes a great woman. She gets some very unfair treatment, in my opinion. I read one story in the new york times, which is fake news, largely, but they want to knock her. I think they knock her because she probably is on my side. But she is a fantastic woman whos done a fantastic job. Long before this came up, she was involved in things you have to look at her background. Her background is incredible. Shes a brilliant woman was a fine, fine person. Final question, this has been very over politicized, the virus, very disappointing to me as a physician. Can you talk to me about that and lessons you have learned that you would take into the second term infighting covid19 . Its highly political and the democrats are using it for political reasons and political purposes. And it shouldnt be. This should be a team effort. But regardless, to a certain extent, it is what it is. Its going to burn out. We are going to have vaccines. We are going to have therapeutics. Some of the therapeutics that we arty have are really working well, the remdesivir. The hard part is getting so much of it. The steroid work. And i mean, i must tell you, you know some of the things that are happening are incredible. They are saving a lot of lives. We are going to have in a short period of time, we are going to have some really good therapeutics. Were also going to have some really good vaccines. Shannon all right, dr. Siegel joins us not to talk talk about his exclusive interview. Doctor, youre the president , you all talked about this, he said today nearly half the deaths were in Nursing Homes, he set about 40. I buddy janice dean today wrote a piece in usa today, covid19 killed my inlaws after the reckless policies. First wouldnt wouldnt blame anyone for my death then we learned about a policy that put them in danger. She has been trying to use her familys pain to sound the alarm. Doctor, are you confident theres been any change in policy because of efforts like janus that maybe are now protecting people in Nursing Homes . Absolutely, shannon. I think she has she has shined a huge spotlight on this and the president pointed out that the governors are watching. Governor desantis in florida already had policies in place, by the way wear personal protective equipment was used in Nursing Homes were people were separated out where you didnt go back in from the hospital. Thats janices point. A law in new york states books that if you work covid19 positive, they send you back in in the president pointed out we had a ship sitting there in new york harbor. We had the javits center. There was no reason for that. That law has been changed, but obvious to the situation continues to be monitored when he was very resistant to the idea of the federal government being blamed for this because of a cdc guidance policy that didnt say anything at all like that, that if her getting over covid19, its like kennel income he put someone in the nursing home, everyone in the nursing home is at risk. Theres no way to properly separate that out. Janice has absolutely shed a spotlight on this and the president was listening and so are the governors now. It is slowly improving, but we have to continue to Pay Attention to it. Shannon hopefully her familys pain will save other families from the same. Very interesting interview, dr. Shannon so i know you want to make clear that this is an independent organization you started years ago, youre not affiliated with any kind of National Organization and black lives matter will say there isnt one, its a movement, its an idea and there is no structure from the top down. So tell us about the conversations youve been having, you say you dont want violence, but you do want to talk about real change. How did this come together that youre sitting down with the g. O. P. Senator to talk about it . Well, im happy to reach across the aisle. We spoke for a while about the reforms that we are pushing for, so were pushing for data collection, independent civilian review boards, qualified immunity reform, body cam footage legislation and ive actually spoken with mitt romney about this as well, so im working on both sides of the aisle right now. Shannon okay, so senator, where there are things that you discussed that you thought i can get behind that comedies are things that we can come together around and try to move something forward . Yes, absolutely and one of the things that i appreciate about lex scott is that shes got a real commitment to this effort and she understands that the story of america is in many ways the story of Police Reform. Government power is official coercive force, so it has to be managed very carefully so that we can respect the dignity and eternal value of every human soul. Thats what she wants to do and im interested in working with her on it. Shannon lex, i know that you said, listen, you started this work years ago, people wouldnt show up for meetings, they wouldnt show up her protests and now the world has changed. Does it mean to you now to see people more willing to have these conversations, who will show up her protests peaceful as what you are backing, as we said, but that its a different world, different conversation now . Its surreal. I feel like weve been ignored for six years in the world world is finally listening. And it wont mean anything if we dont get real reform and i think thats where we are headed right now. A lot of bills are going to be up on the hill locally and nationally, so im hoping that we can have a bipartisan bill. That is what i really got excited about when i heard that senator lee wanted to meet with me, so im hoping that we can have a Bipartisan Police reform bill and im asking that republicans and democrats come to the table. Shannon theres an opinion piece in the Los Angeles Times when the last effort of trying to do this on capitol hill didnt come together. Of the columns that congress had a chance for Bipartisan Police reform, both parties failed. Said congress reputation for would like is been richly earned. Republicans and democrats who spoke to each other, minority and capitol hill, so they believe compromise was possible. What went wrong . Both sides behaved badly, each surrender to internal political pressures. Senator, what happened and is there a chance to move forward again on this, especially in really tough Election Year . Well, insofar as the senate is concerned, we had the opportunity to move on to a bill, there was a bill that had been presented by tenant or tim scott from south carolina. It wasnt a perfect bill but it was a step in the right direction. Senator scott and majority leader mcconnell had agreed to allow it to be amended on the senate floor. We could have and should have improved that into something much better, im thing much more complete. Had we just voted to get on the bill, unfortunately Senate Democrats voted to vote against getting onto the bill and making it better. I had a good conversation with some colleagues today and there is some renewed effort to get the tim scott bill back on the floor and im hopeful, im optimistic we can move forward with it.
