Its time to stop sending u. S. Dollars to the w. H. O. Intelligence leaders fired. New word on how the Trump Administration plans to undertake a medically healthy economic recovery. Testing is key, widespread testing. We will hear from minority leader Kevin Mccarthy on that and plans for billions more in Small Business health. Help. Hello and welcome to fox news night, im seen bremen washington. What step is the u. S. Mapping out right now to help the economy . Kevin is digging into not for us. I want you to think of this is a threestep process. So the virus, thus keeping americans healthy and safe. Then you want to get money into the hands of businesses and obviously the consumers as well to try to keep everyone afloat during the downturn. Then if all goes well you unleash the full power of the american economy. Four days we heard a similar refrain. Things are tough, it will get tougher or even painful. Then the u. S. Reported its highest single day death toll due to the coronavirus, cautious optimism at the white house. President trump even during this painful week we see glimmers of very strong hope. Its a monster we are fighting but signs are that our strategy is totally working. Working to flatten the curve of new cases which, the thinking goes, could open the door for an economic restart in the country. And some of the best minds of the white house are of thinking about what recommendations will look like that we give to businesses, that we get to states. But it will all come i promise you, be informed on putting the health and wellbeing of the American People first. That includes americas Economic Health which if you are the white house means helping big banks final muchneeded government backed funds to Small Businesses which was the subject of the white house teleconference with several of the biggest lenders in the u. S. Including bank of america, citigroup and goldman sachs. While some expressed from frustration over the byzantine federal process, white house officials insist the money is on the way. Right now we are focused on execution and making sure Small Businesses have all the money they need to. So focused that another round of stimulus, another 250 billion set aside for Small Business could get the blue ribbon treatment on capitol hill and make its way to the president s desk. All this on a day that saw the president replace the Inspector General who have been charged with monitoring the roughly 2 trillion pandemic stimulus law. Its the second ig dismissal and days following the ousting of michael atkinson. And as you can well imagine, democrats sharply criticized the president s decision to 86 mr. Fine. Chuck schumer accused the president of being afraid of a strong oversight adding democrats would hold the Administration Accountable and enforce multiple strict oversight over the cares act. Something to keep a close watch on. Shannon all right kevin, we will. So how soon and how quickly . Those are the questions being asked to me plans to open reopen the u. S. Economy is officials at the state and local levels look for answers. Trace gallaghers on the case for estimate. Lets hope the road to opening up the economy isnt as bumpy as the road to shut it down. We are still debating some of the stay the stayathome mandates. For example, its currently okay to buy a gun, a bottle of booze and marijuana but paddle out alone on the open ocean and you will be arrested. So now in the nick of time to former fda commissioners Mark Mcclellan and Scott Gottlieb are working bipartisan with lawmakers on a framework to gradually reboot the economy which begins with widespread coronavirus testing and data sharing to better track and monitor small outbreaks, and then, implement a robust system for treating and isolating those who would test positive. For example, Scott Gottlieb it recommends testing everyone who visits a doctor which reportedly comes out to just under 4 Million People per week. Of course none of this comes cheap and both former fda chiefs say congress would need to rapidly reimburse the programs. An epidemiologist at the university of hong kong makes a similar argument saying governments need to relax and reapply restrictions based on science. Writing in the new york times, quoting, the ultimate objective must be to bring the epidemic down to a slow burn. So as to buy time for the worlds population to acquire one way or another immunity to cobit 19. But the liberal think tank blames the Trump Administration for not developing a coherent plan to reopen the economies of the group is now calling for a minimum 45 stayathome mandates while we wrap up testing. Isolate patients and restrict mass transit. All of this is moot though for states like iowa who have yet to issue stayathome deadlines. Much like i it was not california, new york or new jersey we have different areas of the state that are experiencing different outbreaks so it would be irresponsible for me to do a statewide one according to dr. Fauci, many of the mitigation efforts that i put in place are actually aligned with the results that they are trying to get. In the meantime, in california smoking marijuana is still fine. Surfing, not so much. Shannon and sometimes the go handinhand. Tonight, some on the left say that socialized medicine is the answer. Our Public Health system should country. There are folks that will say you will get paid sick leave if its covid19 related, as we are seeing with amazon. Every person can see the doctor free of charge when they need to see it so they can get the care that they need to. Thats what it means to live in an advanced, modern and humane society. Shannon shannon a joininge to talk about steps towards reopening the economy, our Health Care System and another round of help for Small Business, Kevin Mccarthy. Welcome back to the show, good to see you. Thanks for having me back. We are hearing some talk between the treasury secretary and leaders over in the senate, about possibly getting another thing done. As quickly as this week especially on the senate side, what is being teed up and how quickly can the house act on that . I talked to the secretary of treasury today, and what we are finding is the care act takes care of Small Businesses, that have less than 500 employees. You can get a loan from your local bank and alone if you use it to pay your employees, pay your rent and pay your utilities, it becomes a grant and you dont pay that back. Its a very effective plan to help keep people employed and help keep Small Businesses afloat. Theyve been able to do almost 70 billion in two days which is about twice as much as the fda has done the entire last year. This is very successful and the secretary would like to increase that finding. Thats 350 billion that now want to increase that by 250. The senate is looking at to be able to pass that on thursday and maybe move it to the house. Id like to move it from the house on friday if they are able to pass it and send it to the sun so theres no stoppage of keeping people employed and keeping Small Businesses afloat, giving them that two month of liquidity as a grant to keep us stronger when we come out of this and get the economy back moving again. Shannon i mean for washington that speed would be lightning like. I know a lot of people think that there is a lot of bipartisan goodwill, and make up the backbone of the economy and will be able to get that help. There is some concerns though, and the rush to let the cares act bailout the applications from customers the banks already know are the ones getting accepted and processed. Small businesses that have never been vetted for alone and dont already have an account on sba approved lender will woke basal delays. What do you say to those folks who are worried they are going to get caught up in this paperwork and delays and dont have the what if you like to talk thats why we are adding another 250 billion. More than 3,000 bags have already qualified and every day we improve. I just had another Community Bank in my district get approved. Think how fast we are moving. This could have been done last week of nancy pelosi had not held the bill up but we are getting that money out. We got twice as much money out then the sba did in the entire last year, and two days. The way we are utilizing it, the sba could be getting at but the local Community Bank could be using it. Hear us on this have to apply to become part of the sba lending seven a program and that may take a day or so but we are working through that. This has been a very successful program, when you look on every angle. This is where we can show bipartisanship. Lets put america first, lets make sure Small Businesses will employ more people than any Large Business which is able to stay up afloat during the next two months and living in a stronger economy. Remember when we got into this problem we have the strongest economy in the world and we could even have a stronger when we get out of it. Shannon at the president has expressed concern about that, talking about the cure not being worse than the problem all along. The severity of the economic crisis is trumps fault and things would have been less bad if they would have acted faster to assure americans that the first stop market dips were buying opportunities. So how do you respond to critics that say that the mess we were in was at least partially the president s fault . Of the first thing i would do is say stop playing politics because what the president did early on was stopped the flights from china. What china did was lie to the entire world. If you look at the southhampton report 95 of this would have never happened had china been able to open up when President Trump wanted to send our scientists and our best doctors and to help contain it. Or the World Health Organization in january saying it wasnt contagious. Thats become a real problem where thousands of people have died across the world because of chinas lies. The action of the president early on, even though people on the other political side criticized him has actually saved a lot of lives. The president is smart about what hes doing right now. Trying to contain it in certain parts of america and at the same time putting the health of americans at first but planning in the future that we will open this backup. Remember, we are americans. The virus is here, we didnt ask for it or invited but we will defeat it together because we are going to fight together to make that happen. So when those people want to play politics i tell them this is not the time to do that, lets Work Together as one to make sure we solve this problem and come back even stronger. Shannon yes. I think the American People seeing the action are inspired and encouraged by that. We see people reaching out and helping each other and strangers and we will get through this together. Mr. Minority leader, thank you so much, good to see you. Boris johnson battling covid19 spending a second night in intensive care in london in the hospital. The british Prime Minister is getting oxygen we are told but he is stable, everything without assistance, no ventilator, and reportedly in good spirits. This video tonight from oregon where National Guards and Public Health workers are packing ventilators that they say they dont need. Some of these ventilators are from Washington State where the very first case in the u. S. Was documented on january 19. Officials have marveled how Washington State managed to avoid will have in new york. Rick leventhal has been there and continues to track it for us. He joins us now by phone. Whats the latest tonight . Shannon both new york and new jersey wish the worst of this pandemic was over but hospitalizations have dropped for three days now but the number of deaths went up again. 731 in new york in 24 hours come by far the states highest oneday total. New jersey set a record, too, with 232 deaths. Combined they have seen more than half of all covid19 deaths nationwide. In new jersey the governor is taking more aggressive action to try to limit the spread and ensure social distancing by closing all state parks and forest until further notice. In new york, the governor has ordered fines doubled for violating social distancing orders and he also extended closures until the end of the month but sounds cautiously optimistic. We have seen far too many instances where people are gathering in groups in our parks erroneously thinking since they are outside, social distancing doesnt matter. Nothing could be further from the truth. If we do a better job at social distancing than the number comes down. If we get complacent and the weather turns, it turns warm and people start to go out you see the number go up. None of this predetermined. The hospitals will be getting more help soon from medical students allowed to graduate a couple months early from schools including nyus Grossman School of medicine. It was a virtual graduation with kids on webcams because it cant be close to each other. They will be able to get to work right away spending 30 days in the new york City Hospital with an optional twoweek extension. All of them will have to quarantine for two weeks when they are done. You possess those factors that are far more important. You possess the characteristics of compassion, empathy, professionalism and determination that will shape you for the rest of your careers. You guys are brilliant, you are kind and you are compassionate and today, you are the most dedicated and exceptional physicians we will ever know. Shannon, we saw another 7 00 p. M. Celebration here on first avenue outside of nyu. The new York Fire Department and a lot of people from the neighborhood coming out with science and banging on pots and pans, windows overlooking the area and firefighters applauding and everyone saluting all those Frontline Health care workers and doctors and nurses who come outside to think those that are thanking them. The new york governor saying they will also be investing in private companies to try to boost testing. He hopes to get the city back on its feet as quickly as possible once the apex is reached in this thing starts to subside. Shannon incredible heroes there and rick, we appreciate your frontline reporting there as well. Thank you, it was good to have you. President trump we will look at ending funding, yeah. Because you know what . They called it wrong and if you look back over the years even they are very much everything seems to be very biased toward china. Shannon the president promising tonight to take a long, hard look at u. S. Funding for the World Health Organization. Correspondent Gillian Turner reports tonight from outside of the w. H. O. Offices in washingt washington. The world Worth Organization is under fire not just from the u. S. For the entire International Community over its handling of the coronavirus pandemic. President trump tweeted today he may even consider defunding the organization. The w. H. O. Really blew it. Very china centric and we will be giving that a good look. Fortunately i rejected their advice on keeping borders open to china early on. The w. H. O. Director general dr. Tedder hannah is facing mounting pressure downplay chinas responsibility for that pandemic. They need to come clean and another piece of it is that w. H. O. Needs to stop covering for them. I think he needs to step down. Former michigan rep thaddeus mccarters of the w. H. O. Is corrupt beyond repair and also called to defund it yesterday on fox news. Three strikes and youre out. When you look at what theyve done to help the Chinese Communist regime conceal the true extent of the nature of the coronavirus outbreak, they lost their objectivity and credibility. Sources say that w. H. O. Has spent the last few weeks playing up chinas achievements and continuing to look away as the government under reported case numbers. Something the government allegedly began doing during the earliest days of the virus and continues to do today. But one key boys, dr. Anthony fauci is jumping to his defense. Is an outstanding person. Anyone who has said that w. H. O. Has not had problems has not been watching w. H. O. But under his leadership theyve done very well. The doctor gave a press conference yesterday but didnt address calls for his resignation or criticism of the w. H. O. In washington, Gillian Turner, fox news. Shannon this kind of controversy is nothing new to our next guest. Former director for strategic planning, retired Brigadier General robert spalding. Good to have you back with us. Good evening, shannon. Spiel of the president put it this way in a tweet. He said at the w. H. O. Really blew it. For some reason funded largely by the United States but yet very china centric. We will be giving out a good look. Fortunately i rejected their request to keep borders open early on, why did they give us such a faulty recommendation . What do you make of the relationship between the w. H. O. And china, is it as the president said china centric . It absolutely is. If you look at the timeline, on the 7th of january xi jinping met with the committee and at that time they knew there was human to human transfer. About two weeks later 5 Million People left wuhan to the four corners of the earth to spread disease. On the 23rd of january, he convened a meeting in geneva where they talked about human to human transfer. Then he met with xi jinping on the 28th and praised him for how he handled the crisis and then on the 30th they called it an emergency. If that doesnt smell like a coverup, i dont know what is. The truth of the matter is we should not give one red cent to the w. H. O. As long as he and a lot of his cronies are still there. Shannon i read some interesting pieces about the link between tedros and the Chinese Government. But the u. S. Is by far the largest donor. We make a huge portion above what they get, and yet it seems that there may be some bias leading in a different direction. Not that it should lean in the u. S. Direction, it should lean and no direction. I think thats part of the problem, trying to look at this from a point of view from a transparency and good governance. Thats not the way that the Chinese Communist party operates. A lot of these deals are actually behind the scenes and we dont know exactly whats going on. You dont know why the u. N. No longer works, you dont know why the u. N. Human Rights Commission has a bunch of human rights violators. What it comes down to is these payments behind the scenes. Now, we dont know what exactly tedros has gotten from the Chinese Communist party but i do know that hes acted in a biased way. I think you should step down and we should defund of the w. H. O. Until its cleaned up. Shannon okay. Jill lockhart, our audience will know is a longtime democratic operative and strategist says this in a tweet. Todays new enemy is the World Health Organization and we paid for a lot of it, they should always agree with us. If trumps worldview. They called it wrong. Months earlier, unbelievable projections. Its all on tape. It seems that hes suggesting that the president is now laying blame elsewhere when it should lie with the white house. So i gave you the timeline. When the w. H. O. Knew there was human to human transfer, they didnt do anything at the president did. So the president acted like that w. H. O. Should have in the first place. So im not sure what hes talking about. Shannon i want to read something from the atlantic, from nadia schild lau. She said even if the current emergency has proved him right in fundamental ways about china specifically informed policy more generally, many respectable people in the u. S. Are letting their disdain for the president blind them to whats really going on in the world. And the wider pieces about International Organizations and their inability to rein in bad actors. What do you make of her assessment that people wont give the president credit where he tries to call out some of these nations and organizations that dont hold them in check . You know i think you have to take a step back and be objective when youre talking about the protection of the country, National Security and foreign policy. Theres no place for emotions. You have to weigh the pros and cons and you have to understand that you are balancing risk and balancing priorities. These are the things that solemn people have to make strong decisions about in the real really is no room for hatred in that decisionmaking process. Its really about the facts. At the end of the day when you look at the policy decisions of the president has made they have actually been the right ones. So whether you like him or hate him, it doesnt really matter. Hes doing the right thing for the American People. Shannon all right, general spalding, always good to have you. Thank you. Great to see you. Today wisconsin became the first state in recent weeks to actually carry on with its primary amidst the pandemic. And even a statewide stayathome order here. Tonight the polls are officially closed, and they had very strong opinions about todays election. In milwaukee some voters physically casting their ballot tuesday are standing outside in lines stretching city blocks. I think that lawmakers care more about their politics than people safety. For many voters, it was not just about safety. Many were also confused following several lastminute moves in the last week to try to postpone the primary in the midst of a statewide stayathome order. People on my block are not voting because we dont know nothing about online and absentee ballot, we dont know nothing, we have to show a person. Im republican and now im kind of like, im frustrated with everyone. So many Voting Center volunteers backed out the state had two 2500 National Guard members to man polling locations were extra precautions are supposed to be in place. Voters standing 6 feet apart, plexiglas barriers, and washing stationstations and disaffected. Dont tell my daughter im out here doing this. Wisconsin says it receives 1. 3 absentee ballot requests comparable to voters in 2012 but some tell fox news they didnt get their ballot or worry there is wont be counted. I never got my absentee ballot. So what else am i going to come in to do . I have to commit a vote. Tonight wisconsin says it officially recorded just shy of 1 million absentee ballots but there wont be results anytime soon. A federal judge has ruled that the state of wisconsin must wait until next monday april 13th until it can be officially tallying all of those absentee ballots that are out there. Shannon . Shannon matt finn life for us in wisconsin. Acting secretary of the navy Thomas Mosley is out tonight, just five days after relieving the captain of the uss roosevelt of his command. Garrett pending is taking a look at the developing story for us. Shannon, good riddance is how one sailor reacted to his resignation. Fox news is told that the acting Navy Secretary decided on his own that he should resign and informed mark esper this morning during a oneonone meeting. Hours later in a final memo to the neighboring comic navy, he tried to explain his controversial remarks to the crew of the roosevelt saying it was a lack of Situational Awareness and his emotions got the better of him. When he chastised the sailors and told him to former captain was either too naive or too stupid to leave the ship. But in his memo he also warned memos about the dangers of getting stuck in the navy way, writing people and organizations are resistant to change and change is uncomfortable. The important point is that phrases like, this is how we do it in the navy or this is how we do it in the marine corps can be dual edged swords. On monday, President Trumps that he may get involved in his firing of captain Brett Crozier but tonight he insists he had nothing to do with his resignation. President trump i heard he did because he didnt want to do it because for our country because he wouldnt have had to have resigned, i would not have asked him. I dont know him and i didnt speak to him. But he did that i think just to end that problem. And i think in many ways that was a very unselfish thing for him to do. The new acting secretary of the navys James Mcpherson who coincidentally served on the roosevelt for a brief time back in the 1980s. Shannon . Shannon garrett tenney, thank you for the update. Shannon more than a dozen House Democrats are demanding the Trump Administration lift restrictions on Fetal Tissue Research. A scientist of the National Institute for health has been thwarted to activate the government line of research. The Washington Post that it recently fetal tissue donated by women undergoing abortions, critics say its unethical to use the material and taxpayer money should not be used for research that relies on abortion. Lets bring in Fox News Contributor leslie marshall. And Professor John u. Welcome to you both and good to have you. Hi, shannon. Good to be here, shannon. Shannon so the argument is that this Fetal Tissue Research could be helpful in the covid fight. The Trump Administration refuses to list its baseless restrictions on human Fetal Tissue Research which is preventing our nation scientists from advancing studies to find treatment for coronavirus. We are calling on secretary azar to immediately lift these restrictions. John chu says, listen, to be helpful for coronavirus. Percival i dont see a great deal of evidence that indicates that fetal tissue is key to finding a cure for the coronavirus. And the second thing you pointed out, this is also just about taxpayerfunded research. If this really is so important than this doctor or other researchers can go to another country or they could go to private source of funding to get this research done. We have to balance out against the nations desire not to have this kind of fetal tissue used for medical research. The country elected donald trump president. He ran on a platform about appointing originalist judges and putting bands like this into place because people were worried about a slippery slope. If we start using fetal tissue here, as a next step will be start having abortions deliberately to get Research Material and then, will we start cloning fetuses to get fetal tissue material . You can see where people and the administration said we dont even want to trigger a chain of events so its better to just have a clear rule or we wont do it all. Shannon you understand the slippery slope comes as a people have but questions about whether this particular research could be used for things that would save lives . A group, this is the headline, dont listen to doomsayers on the Tissue Research band. It was written by a group of scholars and they say none of the vaccines, treatments or fda approved cellular and gene therapy products on the market today is human fetal tissue from elective abortions that rely on ongoing abortions. They are much more involved in explaining that there are adult stem cell lines and other options in this one doesnt have to be the one. What do you say, leslie . A few things. First of all the coronavirus is new. Its a new virus and with all due respect, they dont know. With all due respect to john no other country has come up with a true cure, vaccine or treatment which is really our goal here, isnt it, Going Forward with coronavirus. We have over 12,000 people today in the United States have lost their lives. How many more tomorrow or next week . With regard to that slippery slope, i totally agree is a very uncomfortable subject matter and especially tax dollars going toward this but a couple of things. One, you are talking about fetuses that have been aborted. That decision has been made and certainly not based on research. Secondly the president has the power to have that draw that line in the sand. And to make it specific and finite to the situation especially since this is an emergency, its an act of god. So right now, i think that what we need to do as a nation and especially because we are at the forefront of medical technology often when it comes to things like this, we need to lead. And i feel that if that can lead to a qr, a vaccine or even a treatment Going Forward down the road, i think it should be something that looked into. Shannon we need the pp there are exceptions. There are essential businesses at this point planned parenthood calling that unconscionable tonight saying that people are playing politics with covid when it comes to abortion. I actually think they they are the ones playing politics. I think quite wisely the governor of texas issued an order saying all medical resources are to be devoted to fighting the coronavirus pandemic, and so all elective surgeries are going to have to take a second seat to that fight. That seems very reasonable and logical, all elective surgeries are being delayed. This kind of lawsuit wants to create a special exception for abortion. The second point i could quickly make is, i think the proabortion groups are making a mistake because if theres ever going to be a case where the Supreme Court which just had a change in membership with Justice Kavanaugh joining the majority in replacing justice kennedy, might overrule, it would be a case like this where Public Health means are going the other direction. Shannon all right, i want to make sure we get leslie in quickly before we have t to go. The bottom line is in texas, there are women, especially women who are lower income and minority lower income women who have to travel hundreds of miles to get health care and the majority of these clinics, abortion is not the percentage, the majority of their business. These women are going for other health services. So my problem is when you are limiting not elective surgeries but when you are limiting other health services, especially to women and especially to women that are lower income in the state of texas. Im very surprised. Shannon leslie and john, thank you both. We appreciate the conversation. All right. We have the good news you need before we say good night, but first a look at images from a very quiet Los Angeles Metro stop. I see these tweets about masks and lunch for kids and all kinds of things you are trying to put together. Youre the kind of celebrity when we see you leveraging these things for good, it inspires all of us. Tell us what you are doing with covid. The most important thing we are doing is sourcing, betting, buying and distributing protective gear for health care workers, firefighters and police officers. We have already distributed over 16 million worth of aid to these people. We have hit over 15 states and we are working day and night securing the proper masks, hazmat suits we set a million hazmat suits to governor cuomo, 200,000 mass to governor de blasio and we are working to supply aid nationwide to health care workers, hospitals and clinics that are desperate for this protective equipment. People are risking their lives to save hours. Shannon yes. How are you able to do this when theres been such a conversation about trying to get these masks and ppe routed to the right people in the amount that they needed . I just feel that we cut through their red tape. For every ten warehouses theres only one that has accurate information, and distant price gouging or hoarding. So we are going round and we are just hustling, we are nonstop and its working and we are moving quickly. Billy joel donated half a Million Dollars in aid and was out the door the next day.
