Is temporarily shutting down monday. The short term picture is challenging at best. More americans may apply for Unemployment Benefits than on any previous week on record. Hello. Welcome to fox new night. Im Shannon Bream in washington. We get a picture of the Economic Impact of trying to contain the coronavirus. Lawmakers are trying to work to a midnight dead light for financial relief. Leland vittert has more. A little less than an hour away. 59 minutes. The lights are still on in the capitol. Were told negotiations will continue throughout the night. Mitch mcconnell working with democrats and republicans in the house and leadership there but also trying to talk as well with the white house to see what their prioritieses are. Normally easy in washington to get agreement on spending more of your money, this is coronavirus bail out number 3. It could go well north of a trillion dollars, including 1,200 per adult, married couples receiving 2,500, 500 per child. The first checks could a live in less than three weeks. How do you get them . If you paid your taxes and got a refund, the money would go directly to your bank account. Otherwise, youll wait for a check. The federal government will underwrite 70 of the payroll in this country if containment policies are this threatening. Nobody has done that before. Its a hell of a love more than 1 trillion. The sooner you get the cash, the income flowing the better well be. The people a week from now, youll have a lot of social unrest. Theres discussions about that. Its not all just in paychecks that theyre talking about. Every industry in america has their hand out right now. Republicans propose among other things allowing employers now to defer payroll tax payments until 2021 and 2020. 50 billion in Loan Guarantees for Passenger Carriers and other businesses to get equity stakes. Democrats say its not enough. Senator mcconnell ill bill is no pro worker. It puts corporations ahead of people. We need a full Unemployment Insurance. You get laid off, you can get your full salary and get on unemployment quickly. You keep getting money as long as youre unemployment. The late great senator dirk son says a billion here, a billion there. Pretty soon youre talking about real money. With republicans and democrats talking about more and more deficit spending, you might amend that quote to be a trillion here and a trillion there. Shann shannon, we know how much you love math. A trillion is a thousand billion or a million million. Shannon thats about all i can do. Leland, thanks for breaking it down for us. Another sign of the economic toll, United Airlines cutting their International Schedule by 95 . Drawing nearly all its trans atlantic and Trans Pacific schedules and holding only a few departures to mexico. 76 million americans in four states are at stay at home orders. Connecticut, new york, california. Texas is urging rather than fighting. Professionals are on the front line answering the call that requires them to leave their homes. You can answer the call, too. By staying home if you can. Staying home is safer and can help stop the spread of the virus, which gives them a better chance to come home, too. Show the world how texans take care of our own. If you can, stay home. Shannon jeff paul is in los angeles to tell us more. Good evening. Good evening. Some states are trying to get the message across how serious they are when it comes to this shelter in place order. Andrew cuomo say folks will face fines and businesses that stay open will be shut down. New yorks statewide order doesnt go into effect until sunday night. People 70 or older or folks with compromised immune systems are not allowed to visit households. They must stay away from Public Transit and must wear a mask if they can find one. Healthy people under 70 are being ordered to only leave home to get groceries and medicine. California issued a similar stay at home order last night for 40 million residents and states like connecticut and illinois are joining the list. Under these orders, people can go to the store and gas stations and pharmacies. Governors say while it was a tough call, its necessary. I dont come to this decision easily. I fully recognize that in some cases i am choosing between saving peoples lives and saving peoples livelihoods. Ultimately you cant have a livelihood if you dont have your life. In some states like georgia and colorado, theres not shelter in place orders but certain counties have issued them. Washington state has the most deaths related to the coronavirus virus. Governor jay insey wants to stay away from the orders. Someone asked the other day, what is the penalty for a young person going out to a restaurant or hanging in a social get together . Its true the penalty is you might kill your grandparent. Thats something that we need people to think about right now. There are some rumors circulating of a nationwide quarantine. The chief of the National Guard bureau says that is not true and theres been no such discussion. The president was even asked today about a National Lock down saying that he dont i think he will ever find it necessary. Shannon thats good news. We have to make sure we separate facts from fiction. The president calls himself a counter puncher. Those instincts were on full display at the white house today. The backlash and the back and forth was immediate. Kevin corke reports on the show down. Hi, kevin. Hi, shannon. Taking aim at reporters with whom he disagrees is not necessarily new for this president. Today during a national emergency, well, that was something different. Were against the global pandemic. I view it as a in a sense, a wartime the president. In order to win this war. Its a war. The president has made no secret to the fact that battle the coronavirus pandemic is akin to fighting a war. For a brief moment, he shifted focus and rekindled his feud with the media. Its bad reporting. You ought to get back to reporting. The president was responding to a question from nbcs Peter Alexander that asked what he would say to those americans that were scared because of the outbreak. He also wandered if the president s generally positive outlook especially when it comes to possible treatments for the virus was giving americans a false sense of hope. Im not being overly optimistic. I think we ought to give it a try. Alexander defended his line of questioning. I was trying to provide the opportunity to reassure millions of americans and my neighbors and plenty of people at home right now, this was his opportunity to do that. While most in the press express support for alexander, skeptics pounced. Legitimate question my a said brit hume. The kind of b. S. Gotyou question which Hack White House reporters have been asking for decades. While the president has made no secret of his disdain for the press, he pulled no penches when referring to his own state department. Secretary pompeo is busy. If you have any questions for him right now, can you do is that . Id like him to go back to the state department or as they call it the deep state department. Id like to have him go back and do his job. Dr. Faucis face not withstanding, the president s penchant for settling scores and upgrading the unsuspecting is uncontrol cad. Most persons approve of the job the president is doing in fighting the coronavirus. And a very brief reminder, shannon, the white houses Coronavirus Task force conducts a saturday briefing tomorrow. Comes your way at noon and we promise to bring you live coverage for that. For now, back to you. Shannon kevin, thank you. Were taking a closer look tonight to evaluate where we stand as a country in the fight against the coronavirus. Start with the president. Sounding a note of optimism at todays briefing. What we are having is having the private labs that have come. In theyre fantastic. We have a great system for the future. As i said, we inherited, we, this administration, an obsolete broken system that wasnt meant for anything like this. Shannon to dig in, we bring in the former medical director, dr. Steve wineberg and dr. Johnny jackson. Great to have you here. Thank you, shannon. Thank you. Shannon i want to point out a piece in the new york times. The best case outcoronavirus and the worst. Its very encouraging. One of the things that they say in Washington State, the number of positive test as peers stable. This takes us to the data at the university of washington where theyre tracking testing and see what is happening each day. If you look at this, its hard to see, but the tiny red at the bottom is those are the positive tests. The yellow are the negative tests, which gives you a good look how many people are testing negative. The red band is not spiking right now in washington. Is it too early for us to tell whether what weve been trying has been working . Is that encouraging sign to you . Probably too early to tell. These are real preliminary figures. They had a tough start there. I hope its encouraging. We cant take much from it today. Maybe next week we can. Shannon dr. Jackson, we knew the numbers were coming. The tests became more widespread. We hear that 90 plus percent of the people are negative. Well see spikes in the positive tests but the negatives as well and the recoveries, too. Right. I agree. I think its difficult to tell exactly where were at right now. Were behind on the testing. Were just now getting the positive tests because the tests are getting out there. Some of the data were getting is lagging behind. We dont know where were at on the curve. Were still on the upslope of the curve. I think as time goes on, you know, were going to see the curve flatten out. Like you said, the good news is that as the number of the tests go up and the number of positive goes up, the death rate goes down. The mortality rate is going down as well, a good point. Dr. Wineberg, what would you say to the general public about where the numbers are going . Like dr. Jackson says, the numbers will go up. Were going to test more people. Hopefully the numerator wont change much and well have less folks, a smaller percent of people, a smallers percent of people getting the disease and a smallers percent of people dying from the disease. We hope and think thats what will happen. Shannon i want to read something that comes from the new york times. The headline, chilling plans, who gets care as Washington State hospitals fill up. They talk about this triage document still under consideration. It will assess age, health and likelihood of survival in determining who will get access to full care. They hope to avoid the responsibility and anguish of putting lifesaving aid on any doctors or nurse. Theyre trying to come up with a formula to take the emotion out of it. I cant imagine having to make these kind of decisions. Well, i just dont see that happens, shannon. Thats the kind of stuff that we see in countries that have big socialized medicine in place. Were not there yet. Its premature to talk about that. I guess its okay to think about those things, but to put that out to the public right now is just creating fear. You know, unnecessary fear. I just think that were not there yet and dont need to be making people think that were going to cross that bridge. I really hope we dont. I dont think we will. Shannon america hopes youre right about that, sir. I want to play something from dr. Fauci, one of the key members of this task force. Worked across numerous administrations. Dr. Wineberg, you worked with him. Heres what he said to bill hemmer. Look at china, look what happened in south korea, look what is happening in italy. You see the outbreak putters along and goes up, peaks and comes down. The height of the peak and the duration is obviously influenced by the things that you do to mitigate it. The kind of things that were doing now. Physical separation of people. Dr. Wineberg, did we start that process soon enough . I think we did. I listened to everything dr. Fauci said. Weve done all we can. We started early enough. The mitigation is the key. This little bug doesnt fall out of the school. Were not transmitting it people to people. The mitigation will stop it. Its the best thing we have right now. Shannon well continue the rules of washing hands, distancing unless you have to be somewhere and those high risk to lock it down. Lets look out for them and help them. Doctors, thanks so much. Excited to tell every one youre sticking around to answer their questions, this is very popular and people are nervous. Well do that next hour. Thank you both. Thank you. Thank you. Shannon the coronavirus is affecting the media, too. Senators may have profited from their insider knowledge of the outbreak. Each denies any wrong doing. Heres mike emanuel. In the days before coronavirus clobbered the markets, four senators sold off stock. Senate intelligence chairman richard burr sold 33 different stocks worth more than 628,000. He said it wasnt based on insider information. I relied on news reports to guide my decision on february 13. He was sounding the alarm privately about coronavirus in february 27th audio obtained by npr. Its more aggressive than anything we have seen in recent history. Its probably more akin to the 1918 pandemic. California senator Dianne Feinstein and her husband sold more than 1 million in stock according to Financial Disclosure paperwork. Feinsteins spokesman said her husband made the trade. Feinstein tweeted today Senate Armed Services james inhofe sold 50,000 of stock january 27. But he insisted it was not in response to a closed door Coronavirus Briefing that he didnt attend. I divested myself of all stocks because i thought some day that may come up. Georgias new senator, Kelly Loeffler is under fire for selling stock the same day as an allsenators briefing. Her husband is chairman and ceo of the new york stock exchange. She responded today on fox. Im only informed of my transactions after they occur, several weeks. So learnly those transactions at least on my behalf were a mix of buys and sells, very routine for my portfolio. Theres been several calls for some of these lawmakers to resign. Chairman burr said he spoke with the chairman of the Senate Ethics Committee Asking him to open a complete review of the matter with full transparency. Shannon . Shannon mike emanuel, thank you. So lets unpack it with the political panel. Helen and steve are here with us. Glad to have you here. Thank you. Shannon steve, ill start with you. You heard what make said. Part of the statement from burr said he asked to open an investigation. He wants it completely transparent. He said he was acting on information that was publicly available. What do you think . I think its a good idea to have the investigation. Well see where that takes us. Look, the facts as they have been reported seem incriminating for these people. Their excuses seem thin. But something about this story makes me i dont know, not so much suspicious but like, well, you know, how different is this in the end from the rest of the stock that they get off to. Swamps will swamp is my reaction, this is bad but so many things they do are bad. They take money from the companies that they regulate. They try to get on committees that affect their donors industries. The whole place is so corrupt. This is another example of it. Shannon i feel like steve will have to get the domain name and start a line of clothing. I feel like its coming. Meantime, theres plenty of people that are raising the red flags about this and not at democrats. Here you have Dianne Feinstein, one of the top democrats. Its on both sides of the aisle. Matt gaetz said such a low energy Establishment Senate response. Selfreferral to Senate Ethics is the safe space where senators can judge their own without real cull ability. So gaetz is referring to tom tillis. Refer them to the doj and then well see. What do you think . Im here for the investigation of them all. You have to do the time. This excuse of saying i dont know anything about it is an excuse. Particularly senator feinstein. Deeply disapointsed. California is expected to have half of californias population infected with this virus. I have friends right now that are watching at the mlk l. A. County rehab center that were forced in rooms last night, packed in a room like sardines. Mean while shes selling off stock. Im here for the investigation for all of the senators. I have to be very clear and especially the democrat senators because im on the left side and seems like the left has glossed over this story wanting to separate her from the other senators as if shes okay and all the republican senators are bad. So theres nothing to hide. Lets break open the investigation. Put her husband on the stand. Saying i had no knowledge and it was my husbands stock is a crap excuse to be honest with you. Shannon so you would also get a swampers outfit. Absolutely. Shannon lets talk about the president today. He said im a counter puncher. He felt under attack in a briefing today. Heres part of the exchange. Nearly 200 dead, 14,000 sick. Millions as you witnessed who are scared right now. What do you say to americans watching you right now who are scared . I say that youre a terrible reporter. Thats what i say. Go ahead. Its a very nasty question. I think its a very bad signal that youre putting out to the American People. The American People are looking for answers and theyre looking for hope. Youre doing sensationalism. Shannon okay. Heres how brit hume responded via tweet. Legitimate question my [bleep]. It was the bss gotyou question that white house reporters have been asking for decades. Instead of going off on the reporter, the briefing was a message to people that are scared. Get you both to weighin. Steve, start with you. Well, good luck trying to persuade the president not to do what he always does, counter punch when he feels threatened. The important point here is the substance. The president was trying there to give people hope, to give americans hope that are feeling anxious. He didnt oversell or overpromise. He said lets try this stuff. May not work. Hes trying to give hope. The journalist there was trying to undermine that. What that is reflective of is a mindset in these briefings. You can see it from all the questions, youre racist. The mindset of the reporters is to not get information helpful to the public. Its to attack President Trump. That is really disgusting at a time like this. Shannon final word to you. I agree. I think he was trying to be hopeful. I think the question was fair. What do you say to folks that are scared. Its a break down with up thes relationship with the media. No matter what he does, he will never be commended for it. No matter how hopeful he will be, its not enough. This is just continuing no matter what, he will never please the media and trump will always counter punch or hit first or like steve said, trump will trip like the swamp will swamp. Rick leventhal has more. Good to see you. Its so bizarre. It is, shannon. This city and this state entering unchartered territory. Unprecedented shut down of retail and entertainment and every Single Office with the governors order to put the state on pause taking effect at 8 00 p. M. Sunday. This goes way beyond telling bars and restaurants to close their doors and only allow takeouts and deliveries. Were talking about an order of 100 closure of every nonessential business, including barber shops, nail salons, theaters and more. Ordering 100 of workers in nonessential businesses to stay home effectively closing most offices in the city and the state, also banning any social gathering of any kind telling everyone to stay six feet apart. These are not helpful hints. This is not if you really want to be a great citizen. These are legal provisions. They will be enforced. There are many exceptions to the rule. Gas stations, grocery stores, pharmacies, hospitals, doctors offices, hotels, other infrastructure and related businesses and manufacturing and child care, Funeral Homes and more allowed to operate. But many businesses are closed. Officials are worried about hospitals being overloaded with covid19 cases. Numbers approaching 5,700 with 43 deaths here. Its incumbent on all of us, young and old, especially the young that think theyre invincible to stay indoors. No one, literally, is immune to this. This is a novel virus that we have never seen before. Everyone is at risk for being infected. The president has now approved a mayor disaster declaration for new york for the coronavirus. That could speed federal dollars here to help pay for things like medical supplies that are badly needed. Shannon Rick Leventhal on the streets of new york. Thank you. The senate may be working this weekend to try to get a historic bill passed aimed at stopping the spread of coronavirus and also helping affected americans and a Healthcare System embracing for overload. The navy is preparing to sent ships to either coast. Republican congressman from indiana, jim banks here with us. Good to have you back. Great to be with you. Its been really interesting to learn about the ships. My good buddy, dana perino, spent time on them. And you at one point were part of a mission supporting the mercy ship going out. Its described this way. At full strength, each ship has a crew of 71. 12 fully equipped operating rooms, 1,000 bed hospital facility, digital and radiological services, medical lab, pharmacy and more. Tell us what theyre capable of. Well, shannon, one of my favorite experiences surveying in the Navy Reserves was supporting the mercy. In a i have sid to east teemore in 2016, i got to see first hand what the men and women do on these hospital ships. We have two of them, the mercy and the comfort. They have served over 500,000 people in countries around the world since 2001. They export goodwill as part of their humanitarian efforts and the globe and providing healthcare that those that need it and President Trump has called them to self at home due to the coronavirus. What i saw in 2016, 1,200 doctors and nurses and men and women that make up the u. S. Navy, those that serve in the navy, serve on the mercy, what they do, the huge logistical effort that goes into deploying these ships. Its an amazing opportunity for us to show americans what they do. We have two of these hospital ships. Aim proponent that we have more of them. I think we need a fleet of a dozen or mo to show off the best of what america has to offer and when we need them at home during a crisis like what were experiencing currently. Shannon and i understand theyre equipped for covid but could take other track off of the hospitals so the hospitals on land could serve that purpose. Theres skeptics out there. I want to give you a chance to respond to this. In forbes, it says what do you make of that . Thats an outrageous charge. When you see first hand what these hospital ships do, what the men and women that serve on it do, youll see that what they do is a serious effort to take care of those in need. When the mercy goes to seattle next week and the comfort arrives in new york city, those individuals that will be served there will become big proponents after they experience what these hospital ships do. Everybody will see they serve a tremendous purpose. Im proud of what they do and what everyone that serves on them do. The support that they provide and cant wait for more people to become aware of that. Shannon before you go, i want you to put on your other hat as a lawmaker. How quickly can people that will receive checks, folks in many cases that are desperate looking forward to the future, how quickly will they get to americans . I hope it comes soon. Ive just had a very emotional week in my district listening to constituents. My warning is these direct checks as part of the third phase, the third bill that was just unveiled last night in the senate still has a ways to go. Its being debated and put together in the senate. The devil is in the details here. Theres still a ways for it to go become it becomes signed by the president and the checks are disburs disbursed. Stay tuned. Thank you, congressman banks. Thank you. The lawsuit claims the citizens were being stripped of their rights in the name of safety and without due process. What are the legal limits . Making your argument tonight, Washington Times Legal Affairs reporter, alex and brian are here. Hi, shannon. Hi, shannon. Shannon so exhibit a, alex, this is for you. Eric couture said we cant be stripped of our rights without due process. Alex. The states can police for safety. So a judge would look to see if the governor acted in good faith and if there was factual bays is for his order. Here its strong this was exercised three days after President Trump declared the national emergency. Even in the week since its been filed, the cases in New Hampshire have more than doubled. So that does go to the rate of spread. Bolsters the governors argument. Shannon so daniel will, the New Hampshire state solicitor general, exhibit b, his legal brief says the plaintiffs have no argument as to why risking the health and safety of every individual in the state so they can attend a gathering of 50 people in the next 21 days offsets the significant Public Interest in combatting the spread of coronavirus. Brian . I dont think its the proper standard to evaluate this case. Even though this is a Police Powers act on behalf of the governor, you still have to exercise what is called least restrictive means with if citizens of New Hampshire. Arguably you could have done things like what theyre doing in the white house. Take the temperature of people that are entering the restaurants and monitoring people that might have a fever. Even though youre invoking these measures, you still have to honor the constitution. I think that the court was wrong in putting the burden on the plaintiffs. Shannon the judge that ultimately ruled in this, i want to jump to exhibit d, the public cannot imagine more of protecting the public from becoming sick. So plaintiff, sorry, this is a case where im going to side with the governor. So quickly, i want you to weighin on whether you think well see other lawsuits like this. Peoples livelihoods are falling apart. You think well see more action . Alex, start with you. Absolutely, especially as we saw the statewide mandate in can can and the announcement in new york city, in new york. That will be a major problem going forward. Although we as americans look at the First Amendment as one of our pride and joys. Its not absolute. Courts have said there can be time, place and manner restrictions. Shannon brian . Im in the hot bed in los angeles county. Rest assured there will be Small Business owners that will file a lawsuit. They might have a chance. Shannon welcome back to our extended coverage of fox news night and the coronavirus. Im Shannon Bream. Were going to take your questions to our top medical experts and an extended segment and just a bit. That that is our plan every night with extended coverage past midnight eastern. The number of u. S. Deaths, at least 240 tonight, more than 19,000 people officially diagnosed with the virus across all 50 states. Illinois, california, new york, connecticut, those democratic governors of those states are telling those citizens to stay home. In new york, for example, no outdoor basketball games. Anyone deemed not essential operations must stay home care of the orders come with a message they will be strictly enforced. But texas tonight going a different route, advising its citizens to think of the communitys best interest but refraining from ordering them to stay home. Hello and welcome to extended fox news night. Leland vittert starts us off with what is happening on capitol hill, aroundtheclock negotiations over yet another relief bill. Hey, leland. The deadline with midnight, one minute ago, but both sides say they are going to negotiate through the night on bailout number three come out try to pass it early next week. You can see the light still on on capitol hill. Mitch mcconnell modeling talking to Chuck Schumer on the senate side, we understand nancy pelosi as part of negotiations, as is the treasury secretary, representing the white houses interests. Its normally pretty easy in washington to get agreement on spending more of your money. This is the coronavirus bailout number three, could go over 1 trillion. Here is what it includes for you. Up to 1200 per adult making less than 99,000 a year, doubled for couples come up to 500 per child, first checks could arrive in less than three weeks. How do you get your money . Well, if you pay your taxes last year and got a refund via direct deposit, that money will automatically go into your bank account. Otherwise, you are going to get a check. Mostly, the federal government is going to underwrite, probably 50 of payroll in this country, if the containment policies continue to be this. Nobody has ever thought of that before. Nobodys done that before. Is going to be a hell of a lot more than 1 trillion. A week from now, you are going to have a lot of social unrest. Social unrest to something ill being talked very seriously in washington, and how to get p. The mobile has a lot of money for other folks, just about every industry in america has their hands out. Room allowing employers to defer payroll taxes for a couple of years, 50 billion in Loan Guarantees for Passenger Air carriers, 150 billion for other large businesses, including potentially having the dont know my government to take excellent equity states, and a Loan Guarantee for Small Businesses. For democrats, thats not enough. Senator mcconnells bill is not proworker at all. It puts corporations ahead of people. We need a full Unemployment Insurance so that when you are laid off, you get paid your full salary, you can get on unemployment quickly, it is not just a onetime payment, but you keep getting money as long as you are unemployed. Negotiations continue, shannon, so if there is an agreement, we should see something in writing tomorrow morning or this morning, as it were. Shannon yeah, here on the east coast. We know you will cover through the weekend. Leland, thank you. 76 million americans in four states, connecticut, illinois, new york, california, at home. Texas is urging rather than ordering. Over 500,000 brave texas hospital and ems professionals on the front line of the coronavirus, answering a call that requires them to leave their homes. You can answer the call, too, by staying home if you can. Staying home is safer, and it can help stop the spread of the virus, which gives them a better chance to come home, too. Lets show the world how texans take care of their own. If you can, stay home. Shannon correspondent jeff paul is in the los angeles tracking all of it. Hes got more. Good evening, jeff. Good evening, shannon. Like new york governor andrew cuomo, not missing arlette comes to shelter in place orders. He says folks who disobey the mandate could face fines and the state will not hesitate to check on businesses who arent supposed to be operating. New yorks order start sunday night. Under it, people 70 or older or folks with compromised immune systems are not allowed to visit households with multiple people, must stay away from Public Transit, and if they can find one, where masks in the company of others. Helpinhealthy people under 70 bg ordered to only be for groceries or medicine, but can be outside to exercise or walk as long as they remain 6 feet away from others. California issued a similar stay at last night, for its 40 million residents, and states like connecticut and Illinois Joining the list. Governors of those states say while it wasnt easy to make the decision, it had to be done. Of all of the obligations that weigh on me as governor, this is the greatest. If there are actions i can take that will save lives in the midst of this pandemic, no matter how difficult, that i have an obligation to take these actions. In some states, like george and colorado, there are not statewide shelterinplace orders, but certain counties have issued those mandates. Places like washington, which have the most deaths related to the coronavirus in the u. S. , governor jay inslee wants people to stay away from each other, at least from now, and he also wants to stay away from making an outright, statewide order, as well. He stressed people need to be limiting their social interactions and says more will likely be done to restrict persontoperson contact. Massachusetts governor also saying he is watching the situation closely, but wont call for an outright, statewide band just yet. Im going to take the steps we take based on guidance and advice i got from medical professionals and the Public Health professionals and the advisory board, the command center has established. Im not going to do it just because somebody else did it. There are rumors circulating of a nationwide quarantine. The chief of the National Guard bureau says that is not true and there has been no such discussion. The president was even asked about today, a National Lockdown, saying he doesnt think well ever have to find that necessary. Shannon . Shannon jeff paul, thank you. Talks between the administration and congress proceeding tonight on a 1 trillion economic rescue package amid the pandemic. It would include payments to Many Americans who are no longer working, forced from their jobs and shutdowns triggered by the response to the outbreak. Correspondent matt finn looks at the situation quickly becoming desperate for many people. Coasttocoast, americans are shocked with the sudden reality of lost jobs, and perhaps no longterm relief in sight. My income is 0 for the rest of the month, likely. Julia was a personal trainer and bartender for 12 years. Both of those jobs are suddenly gone. Julia and her husband have two children i recently bought a home. Cancel everything that is not absolutely necessary, which i know impacts our economy. Her husband is a chef partner at a popular restaurant, trying to keep his family afloat without dying in customers stephen is trying delivering mode, but it will not support his staff, and may not keep the restaurant open for more than two weeks. Bridget wheeler has stage iv Breast Cancer and just gave birth to a 3monthold child. She has a low white bloo blood l count, compromised immune system. Its not a joke. Its very, very real. Bridgets husband is a building engineer. Their only income. So far, he cannot work from home. He scrubs down when he gets home, but they were a mighty bite bring in the house. He checks on her wellness nonstop. My husband calls me every half hour asking me if ive taken my temperature today, have i how my feeling . How are you doing . Not coughing . Every half hour. Its scary. There are plenty of gofundmes to help people have lost their jobs, but theyre always bad apples. The attorney general has instructed u. S. Attorneys nationwide to be vigilant for fraud. In chicago, matt finn, fox news. Shannon well, there is so much uncertainty right now. Plenty of misinformation out there so we are taking your question straight to our experts doing this every night. To address your question, questions, including a video if youd like, to foxnewsnight. Joining us tonight, former white house physician dr. Ronnie jackson at first female physician to serve in congress, dr. Nan hayworth. Glad to have all of you with us. Thank you for your time. Thank you, shannon. Shannon dr. Hayworth, i will start with you. We have a tweet from sandra, who says i work at a nursing home in pennsylvania. Is it safe for Nursing Homes to continue to admit patients to their homes . Hours is my coworkers and i are very worried for our residents. What is your thought . Shannon, Nursing Homes are an essential part of our health care system, so it is important for patients who need them to continue to be admitted to those Skilled Nursing facilities, if they should be positive for the virus, isolatis are being used to protect other patients and staff and the health of those patients, obviously, to heal without infecting others. Shannon next up is a video question, this comes to us from janine jones and julia fahey. Its a video. Our question for the experts is what makes the coronavirus different than other common viruses or the flu . Is it more contagious, more lethal . We are curious. Shannon dr. Weinberg, we will let you take that one. She is right, it is definitely more contagious. We dont have any question about that. It is probably more lethal than the flu, but we dont have the denominator, we dont how many people have this and dont really know for sure, probably is more lethal than anything we faced before. Shannon next question is a tweet from tom. Will they test to be show a positive before symptoms are seen . Dr. Jackson, is that possible . I guess in that case, if you are with someone in your household or family who have tested positive what a joy positive, potentially . Probably, potentially it would. Most viruses shed and an ace and thematic period before you become symptomatic. You can shed the virus, that is typically the way they spread, so theres probably a period of a day or terror go before you actually demonstrate symptoms that you are shedding the virus and be able to test positive. If you had the virus, but still not encouraging everybody to run out and get a test if they are asymptomatic because we need the test reserved for those who have a clinical indication that there symptomatic at this point. Shannon dr. Math, let me follow up with you. I hear the turn terminology of shedding the virus. What does that mean, exactly . Just means you can spread the virus the way you normally would. You may not be coughing at, so it may not be as efficient, the spread of the virus, because that is what it does come it makes you start coughing so it can propagate and spread, but you still may have it in your respiratory tract, and it may still be able to get secretions from your mouth and touch something and pass it to somebody else for a period of time before you actually start having symptoms. Shannon okay, that takes us to our next tweet from purrocious, i think it is. In the patients that have recovered, what percentage have damage or complications due to the illness . There have been reports of permanent lung damage and reports of heart damage. Dr. Haworth, is not something you can eventually recover from . Great question, purrocious, and it does appear worldwide that those who recover from coronavirus have solid recoveries. There has been a small study out of hong kong that indicates some patients may suffer permanent lung damage. This picture is still evolving, but for most americans, they can feel pretty certain that most of them will recover, thank goodness, and they will recover and go back to life as they knew it before. Shannon that is good news. We need good news. A tweet from ron comes in. Other countries and media showed aggressive dcom of cities and facilities from scrubbing, wise and not done here . Are there pros and cons . I saw some of this from iran today, remember seeing it from china, everything locked down, is that something we would do in the u. S. . Unlikely. It would probably do no good. We do that for mosquitoes. Foggy mosquitoes we had west niall around. The virus didnt spread that way, and its unlikely that we do anything. Joe, fogging, i dont think we will ever do that to. Shannon so that is not a plus. Morning, this is your cute alerts on the next question, a video that comes to us from genevieve. Is my puppy going to get coronavirus . Shannon okay, dr. Jackson, start with you. Her puppy, can the dog you the coronavirus . There is some indication out there that pets can get the virus, and there has been some indication that may be pets have been cultured to have coronavirus, but i would say there is absolutely no evidence of there right now, at all, that even if pets can or do have coronavirus, that they can transmit it to us. I would say right now, i would not worry about getting coronavirus from your pets or giving coronavirus to your pets. Shannon doctors, if you stick around, we thank you for your time and expertise. We will have more of your questions. Dont go anywhere. Tweet us foxnewsnight if you want to join this conversation. Excuse me. Uh. Do you mind. Being a motour . Youve got more questions about the coronavirus and we have a panel of experts with the acts answers. Doctors steve weinberg, ronny jackson, and then haworth. Lets go to linn, tweeting in, can the virus live on make up we every day . Listen, dr. Haworth, im worried about that, im not going to like. Shannon, we know the virus can survive viruses dont really live, but they can survive after being on various kinds of surfaces. For those of us who use makeup, probably the best advice, honestly, at this point, is to use our own makeup, and i know that is tricky for makeup artists, but i do worry a little bit that on surfaces and things, potentially, we breathe, we are close to other people, if you are just using your own makeup you dont need to worry, but i wouldnt share makeup with other people at this point. Shannon im looking forward to wearing no makeup at this point this weekend. Gary tweeted, what are the signs that we are in the clear after two weeks have passed . What will determine the decision for everyone to go back to normal . I want to ask doctors jackson and weinberg about this because you both worked with different administrations. Dr. Jackson, i will start with you. I think youre not going to know for a while shannon. When we start seeing the curve blotted out a bit and know we are getting in the clear, but its meant to be a while before life goes back to normal. Even on the downside of the curve, we are still going to be encouraged for a long period of time to be really cautious about washing our hands and using Hand Sanitizer and taking some of these social distancing practices they are becoming part of our everyday life now. Carrying those out for a little bit longer. I do think we will get back somewhat to normal at some point in the next, maybe, i dont kn know, four, three, four weeks, we will start seeing some big changes going in the right direction, but it will be a while before we are completely back to normal again. Shannon dr. Weinberg, the president said, listen, ask me on day 14 of the 15 days im asking you to do this. We should have so much more data day by day. What do you think . Certainly have more data. One of the good maps in this country will be san francisco. They are already several days into basically a shelter in place, the virus the mitigation will be going well. After two weeks, i agree with dr. Jackson, itll take a few weeks after that to find out whether we really accomplish anything, but we wont know 3 te are really staying inside and really not having any more people to people transmission of this virus. Shannon this is a question we see multiple times, it comes from charles on twitter. Is it possible to get the virus from eating takeout or delivered cooked food . You know, all of us around here are trying to support the restaurants trying to stay open for pickup or delivery, but dr. Hayworth, is it a good idea . Is it safe . You know, potentially, viruses could be transmitted from staff coughing around or near food, and you know, weve got to hope that our friends at restaurants are protecting their clients and patrons by Wearing Masks to prepare the food and gloves to handle it, and changing gloves frequently, hand washing. Potentially, virus we do need to know, he could be on food. It could be on containers and brown bags. Not to be alarmist, but yes, that is possible. So lets care, always. Anything served piping hot, tends to be safest, that kills microbes. Shannon okay, im going to have to learn to cook is what you are telling me. Semitweets of the covid19 is not heat resistant, wood keeping indoor thermostats at a certain temperature growth what about the temperature issu . Do we know it can help with covid19, to be warmer, getting into the summer months . Every viruses difference. We dont know that and i wouldnt recommend people do that, i dont think we have any evidence at all to suggest if you elevated your Room Temperature 280 plus degrees that it would have any impact on the virus at all. A large part of why these viruses peter i would come at the end of the fall, is our behaviors change. When its not called, we are having natural social distancing that goes on when the weather warms up, so it is not really sometimes just the temperature, its the behaviors that go along with the increase in temperature. Shannon i i was hoping you would say yes so i could end a fight with my husband. Very quickly, dr. Weinberg, a tweet from 318l day tour, is a 6monthold baby starting to build probably not. Thats a really interesting question because babies arent born with their own amusement system developed. Their immunities come from their mothers through the placenta, and by about six months, that immunity is gone. They are in pretty good shape, and have a pretty good immune system, past six months. Shannon that is good news. Thanks for your time and expertise, we know you are all busy doing what you regularly do. Thank you, shannon. Appreciate it. Shannon the president says he is talking with one automaker about possibly retooling its factor viii to make ventilators to help deal with the coronavirus outbreak, and there may be more companies answering. Part of an effort to bring a wartime style urgency to the shortage is, of a fight of medical equipment. Senior correspondent claudia, and has the story from fremont, california. It wont be trivial, it wont be overnight, but detroit could wind up being the arsenal of life. From ford to General Motors to tesla, automakers who recently hit the brakes on producing cars are offering to jumpstart production of ventilators and other desperately needed medical equipment. It truly is the american way, its been demonstrated, its not hypothetical. The challenge now has never been more urgent. And while urgent, it wont necessarily be easy. Cranking out tanks, planes, and ships during world war ii was a simpler transition for automakers, while making Something Like a ventilator is more complex. Technicians need training, and the production of medical devices has high sterol standards, and any new facility would have to be approved by the as long as six months. Quality control and making sure the produced items pass all of that requirement of cleanliness, as well as, theyve got to be, you know, 100 operable. That would be the biggest challenge. And not every part is currently made in the usa. Disposable, single use of tubes and masks, specialized medical grade material that come from asia and central america. There are thousands of parts that are sourced around the globe. Its ensuring the supply of the arts and dates a complex job. General motors tells fox that discussions and feasibility studies are underway, while Tesla Ceo Elon musk says his other Companies Know my company, spacex, is working on ventilators come too. From fremont, california, claudia cowan, fox news. Shannon in the last hour, you heard from Rick Leventhal reporting from the eerily quiet streets of new york city, so who is patrolling the streets tonight . Correspondent Ryan Guinness surprised witwitha surprising a. Nypd commissioner says as of friday over 50 Police Officers have tested positive for covid19, but on the one is hospitalized. There are concerns throughout the department, but there is a glimmer of hope, as well. Americas Largest Police force is dealing with a spike of officers were called out sick. The hardest hit, the first precinct, where at least 31 officers have called out, 17 of the building. We will be moving resources around. I usually get the question, do we have to extend tours . We have more than enough resources at that number at this point. Their staggering work schedules, increased cleaning Office Facilities facilities come at a Panel Including doctors who are deciding who should stay home. When we get those calls to our sick desk, on a casebycase basis, we are reviewing the facts and making a determination, and we have put people out on quarantine. When they are not symptomatic, because of close contact. The police union, though, says the nypd is failed to provide adequate cleaning equipment or supplies. Readying full body protection for officers who might want it in the future. Do you have enough that if an officer wants a mask, they can get one . If an officer wants personal Hand Sanitizer, they can get that . Oh, absolutely. Im more worried as we project out. Suits have come up. Thats not something that we use that many of, but we are making sure that if we need them, we have a supply of them. Some officers have told fox news they are worried about getting their families sick. I dont think it is unexpected to have these emotions on these fears. When i would say to the officers is thank you, thank you for being the rock that new york city people can depend on, and they need you more than ever. He says crime is down in the city, but ambulance calls are up. The commissioner says he feels well and has not been tested. Shannon . Shannon bryan llenas in new york, thank you. Shannon there is a growing uproar tonight over the revelation several u. S. Senators may have profited financially from their early and inside knowledge of the coronavirus outbreak. The head of the senate intel committee, who is one of those names, is now called for an ethics probe of himself. Each of them denies any wrongdoing. Chief Congressional Correspondent mike emanuel. In the days before coronavirus clobbered the markets, four senators sold off stocks. Richard burrs sold 33 different stocks last month worth more than 628,000. He says it wasnt based on insider information. I relied solely on public news reports to guide my decision, regarding the sale of stocks on february 13. Burr was sounding the alarm privately about coronavirus. In february 27th audio obtained by npr. It is much more aggressive than anything we have seen in recent history. Its probably more akin to the 1911918 pandemic. California senator Dianne Feinstein and her husband sold more than 1 million in stock, according to Financial Disclosure paperwork. Feinsteins spokesman said her husband made the trade. Feinstein treated today, during my senate career, i have held all assets in a blind trust of which i have no control. James inhofe sold more than 50,000 of stock on january 37th, but he insists it was not in response to a closed door Coronavirus Briefing which he did not attend. The chairman of the Senate Armed Service committee, i divested myself of all stocks because i thought someday that may come up. Georges new senator Kelly Loeffler is under fire for selling stock the same way as i. Her husbands chairman and ceo of the new york stock exchange. She responded to the controversy today on fox. Im only informed of my transactions after they occur, several weeks. So certainly, those transactions at least on my behalf were a mix of buys and sells, rooting for my portfolio. They have been several calls for some of these lawmakers to resign. Chairman verse as he spoke today with the chairman of the Senate Ethics committee, asking him to open a complete review of the matter with full transparency. Shannon . Shannon mike emanuel, thank you. Still, republican senator from georgia Kelly Leffler joined Tucker Carlson earlier tonight to address the reports. We wanted to play this for you, its a portion of the interview. Unlike senator burr, who hasnt really explained how this happened, though i think it is pretty evident, you said i didnt know this happened, had nothing to do with this, i learned on february 16th. So can you tell us tonight, who made we specifically made this decision to sell these equities, and why do you think they made that decision . Well, tucker, let me start at the beginning. When i was appointed and send it as i spent time with lawyers making sure he understood, not only sec requirements around being in the senate because i come from the private sector. I have 20 years of experience in Financial Services. But i also spent time making sure he understood the stock act and the rules under the Senate Ethics committee for how we perform our financial transactions. I decided that i was going to maintain the same posture that i had in the Financial Services industry, which was to have a third party person, a set of advisors, that were fully charged and able to make these transactions on my own, that i did not have to be involved in any of the decisionmaking around these financial transactions, and that worked very well in the private sector. It kept us from having to have concerns around insider trading, and thats where i maintained in the senate, and that has allowed me to work hard for the america people and focus on the things that i came to washington to do. Okay, i understand that. Let me back up, though, and ask you in the set of transactions that have become publicly available, there are 29. 27 of them, as we noted, were south to buy. A strong market at the time, a lot of people werent doing what you did, and the stocks that were shed some not all, there is a mixed bag, but some were stocks that really got hammered. Im not accusing you of anything, but im wondering again, who specifically made that decision for you, and what basis, do you think . So tucker, i would be the Financial Advisors that are charged with conducting trades in our portfolios, which we dont have a say over. And i think the most important thing is that i am informed only after those trades are made. I have nothing, you know, in terms of a say in wide buys and sells are executed, what that timing is, not only advised after it happens, almost concurrent with the republic reporting that we do here. Okay. That makes it you said you received notice of this, you got the list of the stocks that were sold and the two purchased on february 16. Not that long after that so you knew, wow, they are selling a lot of equities here. I want to put on screen for our viewers video you released after you learn this, and here it is. The good news is the consumer is strong, the economy is strong. Jobs are growing. Our president has done a fantastic job making sure that we are in the best position to manage through this situation. So i wonder i mean, you said you looked at this and spend all those years in business and noted they are dumping retail, for example, when people are doing that some work, but most werent. Then you issued a video saying the economy is totally fine. In retrospect, do you think maybe should have hinted that maybe it is not fine, obviously, just by your portfolio sheet, you know that, right . Well, look, tucker, this situation has dramatically changed in the space of three months. I think none of us could have predicted where we would be today, and i think that is why it is important that i am not involved in stock transactions. I dont want to have to explain my actions three months ago, that i dont need to take no, no, no, hold on. With respect, this wasnt three months ago, this was a month ago. Fabry 16th and 17th, when you receive this sheet. Did a trip any bells for you . You can read a balance sheet, its what you did all your life until recently. Did you think this may be pretends something ominous for the economy . Did that thought crossed your mind . Tucker, this is the normal course for managing portfolios. Some once you have buys and sells, some months you have buys, some um cells. I trust the managers that that manage the portfolios. I dont get a say, i dont want to have a say, i want to focus on my work for georgia. We should be talking about coronavirus right now. I get it, and again, im not accusing you of executing the trades yourself. It sounds like you didnt, and im not saying you did. Im just wondering about the broader question of assuring the public that the economy is fine and coronavirus can be managed when come of course, given your position, you know that is not true. Thats not true, tucker. We just had employment reports that were strong. In fact, january unemployment, 80,000 additional workers were added to the pla payroll. Betrayed at 600,000 jobs this year and have very strong numbers. Heading into march, none of us knew where we would stand on march 20th. We are where we are today. We need to turn our focus to the American People. People are hurting. They are wondering about their jobs, whats happening with their families. 30 million kids out of school, waitresses, chefs are out of work. Im very aware. We do shows on it every night, and we share your concern 100 . Your colleague, richard burke, do you think you should be indicted for what he apparently did . It would be illegal to use information he obtained in the senate to profit. He clearly did that. Should he be indicted for it . Should he resign . Look, tucker, ive been in the senate 11 weeks, and i spent a lot of time in advance getting my own situation set before i became to the senate. I didnt advise my colleagues on how they manage their financial situation. I dont know what his situation is. I cant speak for him, and i wont speak for him. I think he has been very forthcoming in terms of saying that he is willing to step in front of the Senate Ethics committee, and i applaud that. No, but im not asking financial advice, obviously, to tell him what he should do next. Im wondering what you think should happen next. Do you think, given what we know and he has conceded that he made these trades himself, exact exactly the same time he was assuring the public every thing was fine, he lied. You think, going before the Senate Ethics committee, ive been in washington my whole life, not even sure what that is. I know nothing happens and they are. Do you think that is an adequate response . Look, tucker, i dont know what senator burr knew or nose. I cant predict what his state of mind will be in front of the Senate Ethics committee, what it was when he made decisions about those trades and what information he had. I know that many of our briefings were instantly out on twitter. As soon as i walked out of the meeting, these were called closed meetings, they werent classified, they were closed. Sms i got out, the information was already on twitter and in the public domain. Right, but here you have again, you dont need to speak for richard burr, but i want to be clear for our audience, he wrote an oped on our website saying everything, we are good to go, everything is fine, we are in good shape, and then he gives this speech comparing coronavirus to the spanish flu epidemic of 1918 that killed up to 100 million people, see have to think theres a massive disconnect between what he is saying in public and what he is privately believing. Does that a is that a problem that i would say the same if ther dianne fein behave disgracefully, is that a problem, do you think . It comes down to the timeline. This is a fastmoving situation, and i think we have to lay it out and say what did we know and when, and what did you say and when . None of us believed today what we believed on february 1st. February 1st, we were locked into impeachment, heading to the state of the union. We are having the prayer breakfast. There were a million things going on in washington. No one was locked down. Other than President Trump had rightly said we need to seal off the border from flights coming in from china because there were 24 deaths in the wuhan province. Shannon all right, more on that online. The faithful are going to keep the faith, after the break. Shannon the president calls himself a counterpunch or come and those instincts on full display in todays Coronavirus Briefing. White house correspondent kevin corke reports on the showdown. Our war against the global pandemic. I view it, in a sense, a wartime president. That is what we are fighting in order to win this war. President trump has made no secret of the fact that, to him, battling the coronavirus pandemic is a kin to fighting a war. For a brief moment today, mr. Trumps shifted focus and rekindled his longstanding feud with the media. That is really bad reporting and you want to get back to reporting instead of sensationalism. The present was responding to a question from nbcs Peter Alexander who asked what he would say to americans were scared because of the outbreak. He also wondered, the president is generally positive outlook, especially when it comes to possible treatments for the virus, was giving americans a false sense of hope. I am not being overly optimistic or pessimistic. I sure as think we are to give it a try. Alexander later defended his line of questioning. I was trying to offer the president the opportunity to reassure millions of americans, members of my own family and my neighbors in my community, plenty of people sitting at home right now. This was his opportunity to do that. While most in the press supported alexander, others pounced. Abs gotcha question which white house reporters have beenr decades. The president has made no secret of his disdain for the press. Day, he also pulled no punches, referring to his own state department. Secretary of state pompeo is externally busy, so if you have any question for him, could you do that . I would like him to go bac backo the state department, or as they call it, the deep state department. I would like to have him go back and do his job. Dr. Faucis facepalm not withstanding , recent polling shows that most americans approve of the job the president is doing in fighting the coronavirus. Shannon that was kevin corke reporting. He is one of many who are praying and hoping these changes are only temporary. The church will always be a place that people gather, with a convene and congregate.
